Abstract:
The article draws on extensive sources discovered by the author in the State Archive of the Russian Federation (GARF) to reconstruct the history of volunteering in preservation of material patrimony of Russia in the 1960–1980s under the auspices of the All-Russian Society for the Protection of Monuments of History and Culture and to investigate forms and methods of public conservation activities. The relevance of the problem is connected to the development of national volunteer movement in preservation of historical and cultural monuments, which coincided with a rise in the scholars’ interest to volunteering in general. The author has identified archival documents, many of which are being introduced into scientific use for the first time. The article reviews the composition of archival documents in the GARF fond, substantiates the possibility of integrated approach to studying of documentary materials on the history of volunteering in conservation and restoration. Documents differ in their content and quite adequately cover the multifaceted activities, forms and methods of work of voluntary activists. The first group is associated with organizational and administrative documents. The second group includes sources of reporting documentation. Office correspondence is the third group of sources. The information potential of various types of documents has been investigated. The value of these materials for studying organization and substantive aspects of voluntary public participation in the conservation activities (restoration and conservation work, identifying, photographing, assessing the condition and usage of historical and architectural monuments, patronage work, inspection, etc.) differs greatly. The author has revealed the names of participants in restoration volunteer groups and associations. The article takes on a special meaning in the context of development and replication of public activities in the field of preservation of material patrimony, while taking into account the historical experience.

Abstract. Centuries-old earthen masonry presenting various stages of degradation, earthen walls that have been restored several times: these are the archeological phases of the city walls of Mascarell, on the Spanish Mediterranean coast. Founded in the first half of the 13th century, this town is the only complex in Castellon Province that preserves all its ancient walls, which were built entirely by means of the brick-faced rammed-earth technique (clay with bricks and lime). This article reports the first results of a research project conducted on the multiple information available on these artifacts: bibliographic, archival and iconographic sources and the results of direct material analysis, stratigraphic analysis and archeological analysis. The situation is complex, as these walls have undergone a long sequence of transformations, including interventions carried out since the 18th century and multiple restorations in the period 1942–2015. The research developed and refined architecture archeology tools in order to analyze the rammed-earth techniques adopted during restoration work (similar but not identical to the historical technique), to characterize the materials used in restoration, to evaluate their resistance to degradation over the years, to define a sort of ‘critical evolutionary line’ of rammed-earth restoration, and to conduct a cross-sectional study of this building technique from the Middle Ages to the present. Finally, we drafted some guidelines for future interventions for conservation and enhancement.

Giuseppe Zander was the "Proto" of the "Fabbrica di San Pietro": the architect who undertook the restoration of the most important complex of Christianity, after being a member of the Pontifical Commission of Sacred Art in Italy.In this capacity, the approach to the monument for Zander was of absolute respect, the knowledge of the architectural work was acquired through real sketches, annotations on the formal and constructive aspects, the building phases, the materials used, the degradation. The direct investigation was accompanied by the theoretical study with the bibliographic and archival research, from which derived the critical synthesis contained in his notebooks. From these studies emerges the full mastery of the subject and the opportunity to understand the context by an audience not necessarily made of experts, using a simple and immediate language, but at the same time cultured, full of classic quotations, from which emerges his figure of humanist.His designer activity as a restorer remains in all his projects, from which the mentioned concepts are outlined, with his careful theoretical reflection that precedes the restoration project, in which he acquires the values of the past architecture transposing them into modern forms through the use of modern techniques and technologies, in perfect union with construction techniques and local typological habits.Among many projects, we focus on the restoration of the "Collegiate Church of San Pietro" in Minturno (1966-67), in which we find the synthesis of the methodological path of Giuseppe Zander.

Paper-based cultural heritage objects are subject to natural deterioration due to internal and external factors, that is, the presence of heavy metals, incorrect conservation, humidity, exposure of the artifacts to pollutants, light, and high temperatures. To contrast the decay of the original objects, it is necessary to study and apply innovative specific techniques, set up novel preservation methodologies, and implement or synthesize new products. As the nanomaterial science field developed over the last decades, the usage of nanomaterials in cultural heritage gained a prominent role. Such an excitement for the novel materials opened the path for an uncontrolled transfer of nanoparticles developed for different applications to paper restoration, neglecting all their possible interactions with the support or the graphic media. The aim of this work was to synthesize new nanomaterialsexpressly conceivedfor the treatment of library materials. To evaluate their possible insertion in the official conservation treatments that are subjected to validation by Istituto Centrale Restauro e Conservazione Patrimonio Archivistico e Librario, the new nanomaterials were tested both on laboratory paper samples and on original documents. This work presents the results of these studies (some of which still preliminary) stressing the positive and extremely promising outcomes of this research.

THE APSE MOSAIC OF SAN TEODORO IN ROME: AN ASSESSMENT OF ITS HISTORY AND RESTORATION BASED ON UNPUBLISHED DRAWINGS AND DOCUMENTSThe apse mosaic of San Teodoro presents numerous complicated problems. It has been heavily altered over the centuries, and the extent of these alterations has seriously impeded scholarly study. Comparison of the known extant antiquarian drawings, together with important unpublished archival documents, permits the reconstruction of its conservation history. This is considerably more complex than had been thought previously. The identification of at least four extensive, and often clumsy, restoration campaigns produces a new and precise definition of the parts of the original mosaic that survive. These manifest a level of quality scarcely imaginable earlier, and allow new technical and stylistic comparisons to be made in order to verify the commonly accepted chronology. The new documentation yields important information about the apse mosaic itself, and throws light on the history of Roman restoration workshops, mosaic-workers, materials and setting techniques.

The aim of this study was to assess preservation practices at the Records and Archives Management Department (RAMD) in Tanzania and to make recommendations aimed at ensuring the long-term preservation and accessibility of archives held at RAMD. The population of the study consisted of the Director of RAMD, two Assistant Directors, ten Senior Records Officers, two Records Officers, three Senior Records Management Assistants, three Principal Records Management Assistants and one Records Management Assistant. The data collection instruments included questionnaires, interviews, observation and content analysis. Qualitative data analysis was used to gain a better understanding of the issues under investigation. The findings indicated that legislation relating to the preservation of archives in Tanzania is not comprehensive enough and that RAMD lacks a preservation policy; preserves only paper-based materials; experiences a shortage of storage equipment; holds records under poor environmental conditions; lacks proper archival handling; carries out inadequate housekeeping practices; lacks adequate security and disaster preparedness measures; has inadequate conservation and restoration facilities; is underfunded; and lacks trained and experienced conservators. The study recommends amendments to the Records and Archives Management Act No. 3 of 2002; the formulation of a conservation policy; improvements in housekeeping practices and handling practices; and effective monitoring of temperature and relative humidity.

Heritage conservation and cultural tourism are central features of academic debates, as this relationship has not been always peaceful. This paper seeks to evaluate the correlation between the extensive conservation and restoration of the wall and castle of the medieval town of Óbidos (1930–1950) and the tourism-oriented projects developed since this period. Due to the criticism of several previous studies, one of the primary aims of this research was to assess whether this Portuguese town constitutes a good example of medieval reconstitution, or if it is a fanciful twentieth-century intervention. Another main goal was to establish our position regarding the challenges inherent to the management of this historic centre, especially those concerning current tourism challenges and the preservation of and regard for historical buildings and monuments. By means of a long-term study based on the common history of art methodology (cross-analysis of bibliography, archival research, in situ observation of the heritage and attendance of festivals and events), we were able to make the following contributions to advance the debate: although the earlier interventions in Óbidos abided by strict criteria which merited international praise, the management model of the town as a tourist destination over the last two decades calls for a revaluation, placing greater importance on history, historic and artistic heritage and the identity of the location.

Librarians, archivists, and curators today meet unique challenges when facing huge numbers of photographs accumulated in their institutions. Coming to terms with these masses in a responsible way means to reflect on cataloguing and digitization standards able to record their (material) complexity. It also means to constantly justify a series of investments: in cataloguing and digitization projects, but also in storage space, restoration, archival and conservation materials, not to speak of human resources. It means, ultimately, to reflect on the systems of value that one decides to apply while dealing with these holdings: the dematerialization rhetoric that often goes hand-in-hand with digitization campaigns tends to increase their fragility, on the other side we are confronted more and more often with the ‘contemporary repackaging of erstwhile ephemeral and disposable photographic prints' that acquire a new ‘archival value’.1 In this short essay I will focus on these systems of value. My aim is to offer some methodological tools to deal with documentary photographs in art historical institutions. These instruments derive from the intersection of photographic and archival theories and practices that shaped my experience as Head of the Photothek at the Kunsthistorisches Institut in Florenz, Max Planck Institute, for more than a decade.

A city of biodiversity, Perth in Western Australia faces significant environmental challenges. As species and habitats vanish, so too can their biocultural heritage. To address biological and cultural decline, FloraCultures is a digital conservation initiative that uses archival, ethnographic and design approaches to conserve and promote Perth's ‘botanical heritage’. This article examines the project's conceptual foundations in terms of nature/culture, tangible/intangible and thinking/making dualisms, as well as some of the practical strategies used to address these dualisms. To articulate biocultural heritage, I have had to rethink categorical oppositions through ecopoiesis – the making of interactive digital objects as informed by ecological discourses. The repository being developed will incorporate cultural materials (texts, visual art, interview recordings, music and video) not conventionally associated with environmental conservation. Key community-building approaches, such as focus groups and crowdsourcing, discussed later in the article, provide digitally based interventions into biocultural heritage loss that reflect the ecopoietic basis of FloraCultures.

Abstract:
The masterpiece this work deals with is the tomb of Lorenzo de’ Medici, Duke of Urbino, completed by Michelangelo around 1533 in the New Sacristy of Medici chapel in Florence. Sacristy underwent an extensive restoration (2013–2020) and Lorenzo’s sarcophagus was addressed in the last phase (2019–2020). The unique history and the mediocre state of conservation of the marble may be related to body decomposition processes that, according to the documentary research, required a scientific approach to tailor an appropriate intervention. The sarcophagus underwent a bio-cleaning procedure, using bacteria belonging to the ENEA-MIRRI (Microbial Resource Research Infrastructure Italian Node) collection. Spectroscopic analysis (FTIR in ATR and in TR—total reflection—mode and XRF) and microscopic analyses allowed a correct diagnosis of the composition of the coherent deposits, guiding the selection of appropriate bacterial strains. Deposits were composed of gypsum, calcium oxalate, calcium phosphates and proteins. Following a laboratory screening and a preliminary test on-site, the three strains, Serratia ficaria SH7, Pseudomonas stutzeri CONC11 and Rhodococcus sp. ZCONT, immobilised in an appropriate supportant gel, were selected by the quality of cleaning obtained. Two applications of the micro-packs, containing each individual strain, were able to remove the centuries-old deposits within 48 h. The bio-cleaning was selective, gradual and respectful of the marble, in accordance with the restorers’ opinion and reflecting the principles of sustainability.

This study examines the preservation practices of academic law libraries and argues that the survey results illustrate the growing gap between current preservation practices and new technology. The introduction to the study discusses challenges for libraries and cultural institutions in the digital age. In the second section, the paper analyzes U.S. copyright law and the effect of recent amendments on library preservation activities. The third section reports the results of a preservation practices survey. In the fourth section, the paper explores options for future law library preservation including institutional repositories and collaborative preservation efforts. The paper concludes that a new approach to scholarship and preservation is necessary to ensure that future generations have access to historically important legal literature.

This thesis presents a study on the process of creation and performance of the Pro-Document - National Program of Documentation of Historical Preservation developed by the extinct National Pro-Memory Foundation - IPHAN FNPM and that, between 1984 and 1988, had as central objective the preservation of private collections as important documents for the recovery of memory and national identity. Focused on the study on the recognition and preservation of private documentary heritage in the country, it analyzes the Pro-Document's proposals in the context of the discussions about new memory demands, renewal of Brazilian historiography and documentary preservation in the 1980s. the documents of the Central Archive of IPHAN - Rio de Janeiro Section, as well as various publications such as the Revista Acervo, the National Archive, the Annals of Congresses of AAB and ANPUH and the AAB Archive and Administration Magazine. The main objective of the thesis was to understand the Pro-Document more comprehensively through an examination of the proposed historical dimensions, conceptions and policies on the preservation of documentary heritage in our country. It was also interesting to inquire about reasons and paths that led to the forgetting of this IPHAN program in the specialized literature on the subject in the following years
Esta tese apresenta um estudo sobre o processo de criação e atuação do Pró-Documento - Programa Nacional de Documentação da Preservação Histórica desenvolvido pela extinta Fundação Nacional Pró-Memória – FNPM e que, entre os anos de 1984 e 1988, teve como objetivo central a preservação de acervos privados como conjuntos documentais importantes para a recuperação da memória e da identidade nacional. Focado no estudo sobre reconhecimento e preservação do patrimônio documental privado no país, analisamos as propostas do Pró-Documento no contexto das discussões sobre novas demandas memoriais, renovação da historiografia brasileira e propostas relativas ao papel das instituições arquivísticas e a preservação documental na década de 1980. A pesquisa teve como fontes centrais os documentos do Arquivo Central do IPHAN – Seção Rio de Janeiro, além de publicações diversas como a Revista Acervo, do Arquivo Nacional, a Revista Arquivo & Administração da AAB, os Anais de Congressos da AAB e da ANPUH. O objetivo central da tese foi compreender de forma mais ampla o Pró-Documento por meio de um exame das dimensões históricas propostas, das concepções e políticas sobre a questão da preservação do patrimônio documental em nosso país. Abstract:
Three primary mechanisms of paper deterioration in library and archival collections are driven by climatic conditions of excessive relative humidity. These are chemical reactivity, mechanical stress and biological deterioration. It is the view of the researcher that the role of chemical reactivity has not been adequately assessed in relation to the deterioration of paper. The significance of an autoxidative phenomenon, similar to the brown tideline staining at the wet/dry interface, has not been previously recognised as a cause of deterioration as an accelerated function of time under humid conditions of the macroclimate, and as a function of the unstable equilibrium moisture content of materials in a microclimate, but has been obscured by the accepted explanation of biological deterioration. An analytical procedure was developed to enable the comparison of oxidative degradation products found in stained areas of naturally aged samples with those formed during a dynamic simulated ageing programme to induce cellulosic discolouration. A relationship between the degradative mechanism and humid climatic conditions was established. Based on the findings of the analytical investigation, this study forms a contribution towards the development of a theory of deterioration. Evidence is presented of a chemical process of degradation in the oxidation of paper at the wet/dry interface, following the condensation and evaporation kinetics induced by cycling relative humidity (RH) driven by temperature fluctuations in diurnal and seasonal ranges. Sites of moisture accumulation at which the oxidative reaction readily take place, and which constitute a wet/dry interface, are identified at surface areas exposed to atmospheric exchange, in physical defects, in uneven adhesive lamination, in local wet treatments, in impervious storage enclosures or adjacent to an impervious surface which acts as a vapour barrier to the transudational force of capillary action. In advancing the theory of a chemical response of library and archival materials in the fluctuating moisture content as an explanation for the causation of cellulosic staining, the evidence of foxing is redefined. Librarians, archivists and conservators are thus assisted in the identification of the basic chemical reactions involved in the process of deterioration, and in recognising the role of oxidative degradation relation to environmental conditions.

South African institutions of preservation, such as archives, have often focused their collecting efforts on records of national significance and documenting the perspectives of the more dominant communities that represent power and government. This has resulted in the underrepresentation of certain communities in the archival heritage of the nation, such as the South African Portuguese community, whose contemporary history and experiences have not been adequately reflected in the country’s archival collections, including in those of government and other mainstream archival institutions and non-public institutions. Since South Africa has a number of Portuguese community-based organisations - and because the records they have created may be a potential resource for safeguarding the social history of this under-documented group - this study aimed to investigate the management of these records with a view of proposing a best practice model that would assist in their future management and guide their inclusion in any intended archival collection initiatives. Utilising a generic interpretive qualitative research design, the study revealed that the selected study population, namely the Portuguese community-based organisations in Gauteng, create and hold diverse types of records that may show important aspects of the community’s history that are worthy of systematic management and preservation. However, it became evident from the empirical findings that the recordkeeping practices of these organisations were performed inadequately, with records often being misplaced or discarded after their administrative use had expired. The findings also showed that, although these organisations had never thought of establishing an archival programme for themselves or depositing their records in any mainstream archives, they were willing to contribute their records to a planned archival collecting initiative of the community. Based on these findings, recommendations were made with regard to these organisational records in order to improve their management and to facilitate their potential inclusion in an archival collecting plan. The study also suggested an archival collecting framework and a model for these records. The proposed model followed an integrated approach, taking into account the community’s divergent collecting and custody preferences, such as the mainstream institutional acquisition of these records or these being preserved within community structures.

Abstract:
Information and communication technologies (ICTs) have been embraced by a number of public institutions in Masvingo province of Zimbabwe as part of the government’s drive towards e-governance and improved service delivery. This has resulted in the generation of large volumes of digital records that are invaluable for strengthening accountability, transparency, decision making and service delivery. Preservation of these digital records has been cited as a daunting task for most institutions especially in sub-Saharan Africa. The dynamic nature of information technologies, obsolescence issues, as well as media degradation require digital preservation strategies in place to ensure that digital records remain accessible and usable over time. However, the National Archives of Zimbabwe (NAZ) mandated to preserve all types of records is at the moment unable to ingest digital records from public departments for preservation due to lack of adequate digital storage facilities and skilled manpower. The records creating agencies in Masvingo have been left on their own to deal with the digital preservation conundrum yet they are also faced with similar challenges. This qualitative study utilised the Open Archival Information System (OAIS) reference model as the conceptual framework to explore the strategies for preservation of digital records in Masvingo province in Zimbabwe. Data was gathered through interviews with officials from 13 out of 15 public departments that preserved digital records in Masvingo province, augmented by observation and document analysis. Research data was manually processed and thematically analysed in line with the objectives of the study. The study established that the strategies for preservation of digital records in Masvingo province were failing to guarantee their long-term preservation and security due to lack of supportive legislation, standards, policy guidelines, budgets, adequate and conducive infrastructure and skills. This has resulted in swathes of digital memory being lost. The study recommended the adoption of trusted digital repositories (TDRs) that are compliant to the OAIS standard, close co-operation between records creating agencies, NAZ, information technology (IT) experts and the academia in tackling digital preservation challenges, and the development of preservation policies and guidelines, as well as continuous training and provision of budgets to cater for preservation of digital records. In the absence of infrastructure, the NAZ should consider cloud computing for preservation of digital records as an interim solution while observing legal obligations.

Abstract:
Archival legislation is a crucial tool for the public sector to ensure the management, preservation and access of a country’s national documentary heritage. In Mozambique, archival legislation has been enacted which sets the scene for records appraisal and disposition, as well as classification schemes and retention schedules for administrative records of governmental bodies falling under the auspices of the Act. As a result, public agencies in Mozambique are required by the archival legislation to adopt a systematic and organized approach to the management of their records from creation to disposal. Despite this, the records management processes of many public entities in Mozambique have remained ineffective and inefficient. This study utilized the record life cycle concept as a framework to assess the state of implementation of the National Archives and Records Management Act at Eduardo Mondlane University (EMU) in Mozambique. The study applied a quantitative research approach with triangulation of data collection tools, namely, questionnaire and document analysis. The study revealed that EMU has only established one central records appraisal and disposal committee for its directorate units, which has not coped with the records management demands from other academic units such as faculties, schools and research centers. In most of the academic units the records management staff were not involved in the training, records appraisal and disposal processes, as well as in the destruction and/or transfer of records to the Mozambique Historical Archives (MHA), as required by legislation. The study concludes that most EMU units do not comply with archival legislation resulting in few provisions of the Act being implemented. The study therefore recommends that the records management function at EMU should put in place the basic procedures of control for records management systems with the leadership taking a proative role in the strategic planning, budgeting and monitoring. A further empirical study on the assessment of the state of implementation of the National Archives and Records Management Act throughout the entire public sector in Mozambique is recommended.
