Abstract:
Susceptibility in Development offers a novel approach to understanding power in development through theories of affect and emotion. Development agents—people tasked with designing or delivering development—are susceptible to being affected in ways that may derail or threaten their ‘sense of self’. This susceptibility is in direct relation to the capacity of others to affect development agents: an overlooked form of power. This book proposes a new analytical framework—the capacity/susceptibility to affect/be affected—to enable new readings of power relations and their consequences for development. These barely perceptible forms of power become visible through ethnographic attention to local level development. Susceptibility in Development offers a comparative ethnography of two types of local development agents: volunteers in a community development programme in Medan, Indonesia, and women municipal councillors in Dehradun, India. Ethnographic accounts that are attentive to the emotions and affects engendered in encounters between volunteers and ‘beneficiaries’, or municipal councillors and voters (for example) provide a fresh reading of the relations shaping local development. Local development agents may be more ‘susceptible’ than workers and volunteers from the global North, yet the capacity/susceptibility to affect/be affected orders relations and shapes outcomes of development from the local to the global. In theorizing from the local, Susceptibility in Development offers fresh insights into power dynamics in development.

Abstract:
The fourteenth international biennial conference Criminal Justice and Security in Central and Eastern Europe, organised by the Faculty of Criminal Justice and Security, University of Maribor (UM FCJS) on 12–14 September 2023, is subtitled The United Nations Sustainable Development Goals – Rural and Urban Safety and Security Perspectives and addresses current challenges related to the UN SDGs and the provision of security in local communities. Topics of the conference are related to a research project of the UM FCJS on local safety and security – rural and urban perspectives (2019-20124) based on the UN SDGs that aim at the development of democratic societies trying to achieve seventeen ambitious goals globally. The conference is also a milestone that signifies thirteen years of membership of the UM FCJS in the United Nation’s Academic Impact Network (UNAI). The book of abstracts includes more than sixty abstracts of papers presented at the conference. The main topics of this year’s conference are rural criminology, criminal justice, policing, covid-19, crime, criminality, crime prevention, perception of crime, crime analysis, safety, security, community (oriented) policing, victimology and penology. Abstract:
Five programmes which offer additional services to enhance the child health programmes for families at risk of poorer maternal and child health and development outcomes are being evaluated. Flying Start is a community-based programme targeted on families with children under 4 years of age living in deprived neighbourhoods in Wales. A Better Start is a place-based programme implemented by local partnerships in English wards with high levels of economic deprivation, providing services and support for all families living in the target wards from pregnancy until a child’s fourth birthday. The Family Nurse Partnership is a structured programme of home visits for first-time young mothers. The Maternal Early Childhood Sustained Home-visiting programme is a structured programme of sustained home visiting delivered by health visitors in pregnancy and the first 2 years. The Trial of Healthy Relationship Initiatives for the Very Early-years is comparing two parenting programmes for women with additional mental health or social support needs in pregnancy with outcomes up to 18 months. Early published results are reviewed and links given to the websites to signpost the reader to up-to-date information on the effectiveness of each programme.
