Abstract:
The trend of unpaid apprenticeship programs is increasingly being found. Due to the increasingly high competition, many are still interested in joining the apprenticeship program without pay, with the lure of work experience for the next career step. The growing interest in unpaid internships is also supported by the company's strategy to reduce expenses and the high desire of prospective interns to gain knowledge in the field of work. Companies often use this condition to obtain workers who are not bound by a minimum wage. If it continues to happen, the purpose of apprenticeship, which was initially skills training, becomes exploitation of workers. The purpose of writing is to analyze unpaid apprenticeships in increasing the integrity of the workforce in Indonesia, how the Indonesian workforce views the practice of unpaid apprenticeships and the government's role as a labour regulator in Indonesia. This analytical descriptive study utilizes a normative legal research typology, a normative juridical approach and is analyzed through a qualitative approach. The study results show that the apprenticeship programs' regulations still need to be specific, especially regarding the wage rights of apprentice workers. The government, as a regulator, should understand the high interest in apprenticeship programs, so clear legal protection is needed for apprentices. The outcome of this paper will be the awareness of the lack of strict regulations protecting the rights of apprentices based on one of the cases, namely the Campuspedia apprenticeship, to continue to be critically studied.

Abstract:
Apprenticeship programs are considered as an effective learning method to improve the job skills of prospective workers. The Japanese apprenticeship program highlights 5 work principles consisting of Seiri, Seito, Seiso, Seiketsu, Shitsuke (5S). However, until now, the apprenticeship program's effectiveness in Japan to foster 5S work principles for students has not been much evaluated. The objectives of this study were (1) to describe the student's 5S performance profile; (2) factors affecting the implementation of student 5S performance in the apprenticeship program in Japan; (3) the benefits of the Japanese apprenticeship program. This study involved 69 students who were apprenticed in Japan. The data collection used a questionnaire, and the data were analyzed using descriptive analysis. The study results revealed that the student's 5S performance was considered good during the apprenticeship program in Japan. Besides, the study results also show that ten factors affect student performance when participating in an apprenticeship program, namely self-discipline, technology, equipment arrangement, workplace, job planning, worker characteristics, management support, work type, job characteristics, and the existence of training. . Finally, the apprenticeship program in Japan provides benefits to the development of student work competencies which include aspects of knowledge, attitudes, and skills. This study recommends the need to develop and strengthen apprenticeship programs with a positive work culture that can encourage student performance improvement.

Abstract:
Purpose In this rapidly changing world, we are experiencing the fourth industrial revolution, known as “Industry 4.0,” that requires education systems to redesign qualifications in order to meet the needs of an individual and the workplace of the digitized economy. The purpose of this paper is to provide an overview of the relatively new approaches being explored mainly in the UK and Australia within the higher education (HE) sector and to propose a framework with selected career training pathways for the tertiary education system within the Australian context. The implementation plan postulated from the reports of recent studies conducted in England’s apprenticeship system is intended as a guideline for facilitating a sustainable career and technical education (CTE) with three pillars of innovation, integration and collaboration in order to improve employment outcomes required for the digitized economy in Australia. Design/methodology/approach This study adopts a descriptive, pragmatic research methodology to review and analyze education methods found in contemporary degree and vocation programs, particularly the degree apprenticeships adopted in England. This approach is used to explore, explain and develop a framework for student-centric apprenticeship options in CTE with graduate outcomes in the re-designed HE programs to successfully meet the needs of Industry 4.0 workplaces in Australia. Findings A student-centric framework is designed for HE programs with a proposal to include practical variations in apprenticeships to embrace flexible structures and industry responsiveness. The paper develops tactical plans and implementation flowcharts for the proposed framework with four CTE pathways, such as degree apprenticeships, start-up focus degrees, tailored studies and multiple majors that are designed for tertiary education programs to meet the dynamically changing employment needs of industry. Originality/value This proposal is a relatively new approach to improve employment outcomes of students undergoing degrees and vocational education with a focus on apprenticeship in four different forms. The strength of this pragmatic approach is in providing an insight into “what works” through a set of flexible, sustainable and practical implementation plan for the proposed CTE pathway framework in order to meet the future need of re-skilling and training for the digital economy.

Abstract:
The hospitality industry has historically trained its own employees at the entry and supervisory level. Today, because of the growth of the hospitality industry, even with the proliferation of hospitality education programs, more non-hospitality trained personnel are entering the industry than ever before. The maitre d' apprenticeship program is designed to complement the in-house training programs of hotels and restaurants with a college curriculum leading to an associate degree and national certification in food service management. The maitre d' apprenticeship program is designed as a model for community and junior colleges to provide an alternative to fulltime college programs to meet the needs of front-of-the-house food service employees who wish to develop their basic skills and supervisory talents. The model of the maitre d' apprenticeship curriculum details the course content needed to meet the certification requirements of the International Food Service Executives Association (IFSEA).

Abstract:
The domestic apprenticeship program in Lampung Province still encounters problems, such as the socialization process that is carried out less than optimally so that only a few companies are interested in collaborating. As a result, the company's recruitment implementation has not been able to achieve the specified target. This study aims to evaluate the implementation of the domestic apprenticeship program and identify the factors supporting and inhibiting the implementation of the domestic apprenticeship program in Lampung Province. The study was conducted with a qualitative descriptive approach using 4 program evaluation indicators consisting of input evaluation, process evaluation, outcome evaluation, impact evaluation (Wirawam, 2016). The results of this study indicate that the overall achievement of this domestic apprenticeship program is quite good so that this program can be continued by modifying or improving some that are less effective in order to achieve maximum results/targets for the coming year. Supporting factors in this domestic apprenticeship program are supported by complete facilities and infrastructure to support program implementation and are supported by competent instructors in training and guiding participants and inhibiting factors: lack of human resources, lack of commitment, domestic apprenticeship programs have not gone hand in hand with independent campus internship program and insufficient incentives.

Abstract:
Purpose: To better prepare young people for the increasingly complex world of work in the global knowledge economy, apprenticeships are receiving renewed attention in countries without a strong history of vocational education. One of the strategies to promote and modernize apprenticeships in these countries is to offer apprenticeships integrated into degree programs, known as degree apprenticeships at the tertiary level. However, little research has been done to explore this new degree pathway. The purpose of this study is to explore the rationales and recent development of degree apprenticeships in the U.S. and to present a conceptual framework for designing and delivering such programs. Approach: Through an extensive literature review, this study examines the underlying justifications for the integration of apprenticeships into degree programs. Subsequently, it delves into the current progress of degree apprenticeships in the U.S., substantiating the rationales. Finally, it explores multiple facets of degree apprenticeships, offering a conceptual framework for higher education institutions to consider when implementing such programs. Findings: This study discusses two rationales for degree apprenticeships. First, they enable permeability of vocational education credentials, one of the features of a robust apprenticeship system. Second, they also equip higher education institutions to effectively prepare young people for work in response to globalization. For these reasons, recently, community colleges, the primary vocational education providers in the U.S., have actively been implementing apprenticeships within degree programs. This study also outlines four interconnected dimensions of apprenticeships - occupational, pedagogical, relational, and aligned – as a conceptual framework for implementing degree apprenticeships. Conclusion: By providing a useful context and framework for degree apprenticeships, this study contributes to the growing body of research on apprenticeships and provides a foundation for on-going research to advance the theory and practice concerning degree apprenticeships. Future studies can explore the process of implementing degree apprenticeships using the suggested framework and develop strategies to further modernize apprenticeships based upon this study.

Work-based learning is a key component of career and technical education programs. A variety of certificated and non-certificated work-based learning programs exist for high schools to implement. Wisconsin's Youth Apprenticeship program is a widely used model of work-based learning in high school Career and Technical Education (CTE) programs across the state, yet there is limited research on the impact of these programs related to student outcomes.<br/> This paper describes the findings from a study in which educational and employment outcomes of secondary CTE concentrator-completers participating in a Youth Apprenticeship and/or Employability Skills program were analyzed. Findings indicate that participating in a Youth Apprenticeship program while concentrating in a secondary CTE program of study may lead to a higher rate of continuing into one's area of concentration after high school than students earning Wisconsin's Employability Skills Certificate.

Abstract:
Research apprenticeships offer opportunities for deep understanding of scientific practice, transparency about research careers, and possible transformational effects on precollege youth. We examined two consecutive field-based environmental biology apprenticeship programs designed to deliver realistic career exploration and connections to research scientists. The Shaw Institute for Field Training (SIFT) program combines introductory field-skills training with research assistance opportunities, and the subsequent Tyson Environmental Research Fellowships (TERF) program provides immersive internships on university field station–based research teams. In a longitudinal mixed-methods study grounded in social cognitive career theory, changes in youth perspectives were measured during program progression from 10th grade through college, evaluating the efficacy of encouraging career path entry. Results indicate SIFT provided self-knowledge and career perspectives more aligned with reality. During SIFT, differences were found between SIFT-only participants compared with those who progressed to TERF. Transition from educational activities to fieldwork with scientists was a pivotal moment at which data showed decreased or increased interest and confidence. Continuation to TERF provided deeper relationships with role models who gave essential early-career support. Our study indicates the two-stage apprenticeship structure influenced persistence in pursuit of an environmental research career pathway. Recommendations for other precollege environmental career–exploration programs are presented.

Abstract:
Recently, apprenticeships have re-emerged as an effective means of preparing young people for the 21st-century workplace (Browning & Nickoli, 2017; OECD, 2018). Especially, community colleges have been actively implementing modern apprenticeships within their degree programs by offering degree apprenticeships (DAs). The purpose of this qualitative case study is to explore the opportunities, challenges, and strategies of implementing this new degree model as perceived by stakeholders at a community college. Harper College, based in the greater Chicago area, was chosen as the research site due to its well-established DA programs in modern occupations. The findings suggest that DAs serve as an outstanding tool for Harper to fulfill its core mission as a career technical education provider, successfully enhancing both academic achievement and job readiness among students Due to the programs' popularity and high completion rate of 66 percent, they also serve as a new income stream for Harper. However, implementing DAs comes with challenges since a paradigm shift is required to bridge the world of education and business. Finally, overall strategies for designing and delivering DAs are summarized as reconfiguration and coordination: a community college needs to reconfigure their existing resources to fulfill the apprenticeship framework and coordinate with various stakeholders to design and deliver the new learn-and-earn degree pathway.

Abstract:
Purpose The purpose of this paper is to investigate how the degree apprenticeship of the vocational training institutes (VTIs) enhances the labor market and enables the trainees to detect the knowledge and skills that are acquired during the training. In addition, this study tries to detect through work-based learning whether the workplace function as a learning place and whether the trainees are satisfied by the experience during the degree apprenticeship. Design/methodology/approach In total, 129 graduates by various VTIs in the wider area of Patras (Western Greece), who completed the degree apprenticeship, participated in the survey. Findings The findings of this study highlighted the difficulties that the graduates of VTIs face when they look for a job in the economic crisis era that Greece faces. However, this study also highlighted the satisfaction that the trainees denoted about the knowledge and the vocational and social skills that they acquired during the degree apprenticeship. Additionally, the trainees are satisfied by the workplace where the degree apprenticeship took place because it became a learning environment. Practical implications This study is evidence of a need for developing the degree apprenticeship programs in Greece as a means of enhancing the transition from training to work. Originality/value This research is the first and serious recording of the trainees’ opinions regarding their degree apprenticeship, during their studies in VTIs. The presented professional and social skills could use as guidelines for the implementation of new practices and educational policies in training during the educational process. Additionally, the degree apprenticeship programs will be further linked to the educational institution and the educational community will benefit from the trainees’ experience. These new degree apprenticeship practices will be implemented in the following years in all the VTIs in Greece.

Abstract:
Do summer laboratory research apprenticeships during high school have an impact on entry into MD/PhD programs? Apart from the nearly decade-long span of time between high school and matriculation into an MD/PhD program, young people have many life-shaping experiences that presumably impact their education and career trajectories. This quantitative study (n = 236,432) examines the connection between early laboratory research apprenticeship experiences at the high school level and matriculation into one of the more rigorous educational programs for scientific research training. The span of time covered by this analysis reaches across more than a decade, examining the potential importance of research experiences during the precollege years in the educational trajectory of young people. Intertwined with this question on research experiences is a second major concern regarding diversity in the life sciences research corps. Diversity in this wide-ranging discipline refers specifically to the underrepresentation of Blacks/African Americans, Hispanics/Latino/as, and American Indians/Alaska Natives among the ranks of research scientists. Thus, this study includes analyses that specifically focus on research apprenticeships of Blacks/African Americans and Hispanics/Latino/as and their entrance into MD/PhD programs.

Abstract:
Purpose The purpose of this paper is to simulate the potential costs and benefits for Spanish firms providing dual apprenticeship training. Design/methodology/approach The paper conducts simulations of ten training occupations in six different industries in Spain. For these simulations, the authors combined Spanish wage data and the existing training curriculum regarding instruction times in vocational school in Spain with data from Swiss firms offering training in similar occupations. These data contain information regarding the amount of workplace training, relative apprentice productivity, and the relative importance of non-wage training costs (such as training equipment). Findings The authors found that training occupation, training scenario, and firm size are important determinants of the authors’ simulations for the expected net costs of apprenticeship training in Spanish firms. Consequently, the break-even level of apprentices’ wages differs significantly by training occupation and training scenario, suggesting that one prescribed apprentice wage for all sectors and occupations would be detrimental to the willingness of many firms to provide training places. Practical implications Dual apprenticeship training may improve the labor market transition for Spanish youth. The paper provides guidelines for regulatory frameworks that allow firms to provide apprenticeship training without having to bear net training costs – an important condition given that apprentices are free to leave the training firm upon graduation. Social implications The authors’ simulations show that Spanish firms would be able to provide high-quality apprenticeship training programs that would also appeal to more talented youth because of the combination of a decent earning opportunity during the apprenticeship and good future career options. Originality/value This paper provides novel and direct empirical evidence regarding the framework conditions within the Spanish apprenticeship system, thus incentivizing both firms and individuals to participate in dual apprenticeship training programs.

It is recognized in the scientific literature that training in apprenticeship–mentoring programs is a very effective form of training that provides young people with skills that allow them to experience fewer problems when moving from the stage of vocational training to entering the labor market. However, a prerequisite for the successful functioning of the training system for apprenticeship–mentoring programs is the presence of a sufficiently large number of companies willing to train young people. The factors influencing companies’ readiness for training are analyzed in interdisciplinary theoretical and applied research, the main conclusion of which is that the decision to create and implement in–house training programs (professional internship programs) is made by companies using data on the state of the regional labor market and the structure of the regional education system. At the same time, regional differences in data should be used within the same national training system. This is a significant condition for comparative studies, since the unity of the educational system allows us to fix the uniformity of influence on the decision–making about education, which is impossible when conducting an analysis at the international level. The paper presents data reflecting the factors of decision–making by Swiss commercial companies on the implementation of apprenticeship–mentoring programs within the framework of corporate educational policy.

Abstract:
The article focuses on schools of factory and plant apprenticeship that were created and started training industrial workers and servicemen in Moscow and the Moscow Region in the 1920s. Schools of factory and plant apprenticeship were a type of vocational education facility and were supervised by the Moscow Department of Vocational Technical Education. Students of schools of factory and plant apprenticeship were educated generally and trained for non-academic occupations. In the early 1920s the number of schools of factory and plant apprenticeship increased fivefold. A great number of schools trained their students for textile industry and metalworking industry. Schools of factory and plant apprenticeship received financial support from the state and factories they were affiliated to. Schools of factory and plant apprenticeship offered three-year programs and four-year programs depending on the vocation received. However, due to acute demand for qualified industrial workers and servicemen, programs were sometimes limited not to exceed two years. Schools of factory and plant apprenticeship provided their students with vocational education as well as political and ideological education via social studies courses. The social studies course was obligatory for all students and teachers delivering the course were closely monitored by the Moscow Department of Vocational Education. Schools of factory and plant apprenticeship have significantly contributed to the wellbeing of the country by preparing highly-qualified and politically competent specialists for factories and plants of the Moscow Region and the whole country.

Abstract:
Registered apprenticeship is a time-tested approach to building technical skills through a combination of classroom and closely supervised on-the-job training. This study explores the growth of registered apprenticeship in service occupations over the past two decades and uses administrative data on registered apprentices to identify the factors associated with successful program completion and exit wage growth. Key program characteristics vary across different service occupations, but shorter apprenticeship programs operated by single employers working jointly with a union seem to be consistently associated with higher completion rates. Partnerships with community colleges fail to generate higher completion rates, although for many service occupations these partnerships are associated with higher exit wages.

Abstract:
Purpose The purpose of this paper is to describe the program structure and design considerations of a 25-day, full-time apprenticeship in a university-based principal preparation program. Design/methodology/approach The study used a qualitative case study design that drew upon interviews and focus groups with program participants as well as program-related documents. Qualitative data analysis was completed using ATLAS.ti. Findings The analysis suggests that the apprenticeship had three specific design features that were intended to support the apprentice’s development for turnaround leadership. These included locating the apprenticeship experience in a turnaround school setting; focusing the apprenticeship on district structures and procedures; and situating the apprentice’s work within the district’s approved improvement process. Research limitations/implications The study was limited in that recurring, on-site observations of apprenticeship activities were not possible. The study has implications for principal preparation programs related to the design of fieldwork experiences, as well as for educational scholars seeking to study the impact of fieldwork on principal efficacy. Originality/value The study contributes to the broader discussion of effective fieldwork experiences for aspiring school leaders, particularly when specific conceptions of leadership are infused within program designs.

Abstract:
The authors present a detailed case study of the evolution of apprenticeships in German banking over the past two decades to analyze why employers continue to be willing to invest in these programs that provide workers with transferable skills. They explain employers' motivation in terms of two “logics.” Some considerations stemming from the logic of consequences, such as recruitment cost savings and enhanced workplace flexibility, encourage retention of the apprenticeship system. On balance, however, the cost calculus that is at the heart of the logic of consequences would, if unopposed, encourage head-hunting for apprentices trained by other firms, eventually undermining the system. The countervailing logic of appropriateness, however, discourages defections from the system by fostering trust among employers, encouraging new firms to participate in the system, supporting the strong reputational effect associated with training, and creating mechanisms with which banks can have a hand in keeping the system efficient.

Abstract:
The graduates of vocational pre-service teacher education are expected to possess appropriate pedagogical, theoretical and practical skills. As part of the academic curriculum, all students should do two kind of apprenticeship programs: an industrial training and a teaching practicum at school. These programs providing students with the exposure to a real working environment in the industry and vocational schools. Thorough this program, the industry and the school could assess the student teachers’ competences in their subject-related skills. Therefore, this study aims to identify feedback from the employers during the apprenticeship in order to determine their expectations toward the practical skills of vocational student teachers using Quality Function Deployment (QFD) approach. The employer’ feedbacks are then translated into technical requirements which specifying the actions required in teaching and learning process. The QFD help the education institution to identify the gaps in the curriculum based on the requirements from the school and industry.

Abstract:
The main purpose of this study is to explore the impact of the cognitive apprenticeship teaching approach in food and beverage (F&B) service training courses on learning satisfaction. This study is a quasi-experimental research design conducted using pretest–post-test nonequivalent groups. Its research subjects are primarily new employees from the F&B departments of well-known five-star, high-end hotels in Taiwan who must undergo education and training. The new employees are divided into an experimental group and a control group for the eight-week teaching practicum. This study concludes that learning satisfaction achieved through the cognitive apprenticeship teaching approach during the F&B training course is superior to that achieved through the conventional teaching approach of lecturing. An innovative finding of the current research is that regardless of whether cognitive apprenticeship teaching is adopted, the master–apprentice relationship is the most important factor in the five-facet measurement of learning satisfaction. This point also explains why the cognitive apprenticeship approach is a suitable teaching and training strategy. The greatest contribution of this study is that it provides a direction for the application and sustainable development of hotel staff training and offers references for the improvement of future hotel training programs.

The Mississippi State University Extension Undergraduate Apprenticeship Program was implemented in 2017 to give undergraduate juniors and seniors the opportunity to work one-on-one with an Extension mentor and explore careers in agriculture, natural resources, family and consumer sciences, community resource development, or youth development, while participating in research and outreach activities that directly benefit Extension programs and community stakeholders. The program is rooted in the principles of mentoring adult learners in an organizational context. Kolb’s Experiential Learning Model and the DEAL Model for Critical Reflection serve as the conceptual framework, whereby students engage in critical reflection to enhance their integrated research-and-outreach learning experience. An evaluation of the first two student cohorts (n=19) revealed a significant production of scholarship, an increase in discipline-specific knowledge, enhanced critical thinking and problem solving skills, a greater understanding and appreciation for Extension, and a desire to pursue related graduate studies.

Abstract:
Background: In Indonesian National Medium Term Development Plan (Rencana Pembangunan Jangka Menengah/RPJMN IV) from 2020-2024, one of the Indonesian Government's agenda is increasing the quality and competitiveness of the Indonesian human resources. The available labour force is considered adequate. Based on BPS data, Indonesian labour force numbers have kept growing and reached more than 144 million in 2022, with a participation rate of around 69,06%. Aim: The research would like to analyze the implementation of Indonesian supertax deduction incentive for apprenticeship and training programs. Method: This study uses a post-positivism paradigm. This study is descriptive. This study is based on the policy performance evaluation criteria by William Dunn using Nugroho's dimensions and indicators of policy effectiveness. Both theories can explain the evaluation of policies and provide comprehensive information. Findings: The STD incentive policy for apprenticeship and training programs has been implemented in Indonesia since 2019 through the issuance of GR 45/2019 and PMK 128/2019. As of September 2022, only 65 taxpayers have received approval for the application for this tax facility. Among the 65 taxpayers, only 14 taxpayers have received tax benefits from using the STD incentive facility. Of the five criteria for public policy effectiveness, namely the right policy, the right implementation, the right on target, the right environment, and the right on process have been fulfilled.

The future will see increased medicalization of psychiatry and will demand changes in training that better prepare residents for the realities of practice in a sustained period of physician shortage. Residency programs will need to move from the current apprenticeship model of training to competency-based programs built on the CanMEDS 2000 articulation of physician roles. Training will need to focus on evidence-based treatments, more efficient models of health care delivery, more attentive tracking of resident clinical work, and more reliable and standardized methods of evaluating resident competencies.
