Abstract:
Malaria is a preventable and treatable blood-borne disease whose complications can be fatal. Although many interventions exist in order to reduce the impacts of malaria, the optimal method of distributing these interventions in a geographical area with limited resources must be determined. This thesis refines a model that uses an integer linear program and a compartmental model of epidemiology called an SIR model of ordinary differential equations. The objective of the model is to find an intervention strategy over multiple time steps and multiple geographic regions that minimizes the number of days people spend infected with malaria. In this paper, we refine the resolution of the model and conduct sensitivity analysis on its parameter values.

Abstract:
Neo-liberalism has become the dominant approach to economic development since the 1980s. Based on the economic principle of “efficiency”, the Washington Consensus and its supporters have avidly promoted the neoliberal orthodoxy as the ideal blueprint for the economic development of all countries in every region. However, as this thesis has discovered, the efficiency of public policy is weighed not by its conformity to an ideology but on how effective it responds to the economic and social problems of the population in question. In recent years Tonga has endured severe economic shocks which have pushed its low growth economy to the brink of economic crisis. In response to this crisis, the Government has chosen greater economic liberalisation and private sector – led growth to lead the economy to recovery. The Washington Consensus and its international supporters claim that this is the best policy response for Tonga due to the belief that greater liberalisation leads to greater efficiency. This thesis however believes that at the current dire state of the economy, it is not enough for Tongan public policy to just conform to international views on efficient economic development but to ensure that its economic development policies address the economic and social needs of the general Tongan population. With this in mind, this thesis investigated the role of agriculture in economic development. It identified that for an agriculture-based country such as Tonga, at low levels of growth, agricultural development is fundamental to long term economic growth. This research also revealed that agricultural growth is maximised through trade hence suggesting increased focus on agricultural export development. Based on these findings, this research project set out to verify the efficiency of Government agricultural policies by identifying the views of agricultural exporters and comparing these with Government approaches to agricultural export development in Tonga.

ENGLISH ABSTRACT: The aims of this study were to establish whether there had been discernable changes in the nature of knowledge production at higher education institutions in the Eastern Cape since the transition to democracy, and to relate these to international and national trends in the way knowledge is produced. In view of the emphasis in government policy on the development of science and technology, the study was focused on researchers in this area and on the administration of research in this context. The research was conducted through structured interviews with administrators and active researchers at the three technikons and five universities in the province. The study found that there had indeed been changes, both in the way research is managed, and in the nature of the research itself. Research has become more applied over the last five years and there has been a move towards multidisciplinary, multi-institutional research, although administrators tended to underestimate the extent of this change. Research management has also become businesslike with the establishment of dedicated Deans/Directors of research on most campuses. Administrators ascribe these changes to new government policies and to changes in the requirements of funding agencies. Researchers, however, generally ascribe the changes to factors more directly related to themselves, such as changes in institutional research policy, more opportunities for multidisciplinary work and to greater linkage with the private sector. The study also found that many of the changes were already underway some time ago and that there was a degree of proactiveness in the way some institutions had realigned their research. The study found that there are significant differences between formerly advantaged institutions and their historically disadvantaged counterparts. The latter are dominated by less well qualified staff and produce fewer research outputs than the former. Research cultures are less well developed and researchers complain of a lack of institutional support for research. Despite this, research continues to be a significant activity on these campuses. In general, staff at technikons are more positive about the future of research than their colleagues at universities, irrespective of historical advantage. The study found that knowledge production has assumed some of the characteristics of so-called Mode 2 knowledge production as a result of a variety of national and international influences, and historically advantaged institutions have been able to initiate adjustments to the way in which research is done in anticipation of new policies. Publication of government policy on science and technology and on higher education may have accelerated the change but did not initiate it. The historically disadvantaged institutions, however, appeared to have done little in anticipation of new policy and have been forced to be reactive to recent government initiatives.
AFRIKAANSE OPSOMMING: Die doel van die studie was om ondersoek na die voorkoms van waarneembare veranderinge in die karakter van die lewering van kennis by hoer-onderrig institute in die Oos- Kaap, na die oorgang van demokrasie, in te stel. Verder is gepoog om hierdie veranderinge in verband met internasionale en nasionale tendense, met betrekking to die wyse waarop kennis voortgebring word, te bring. In die lig van die regering se beleid aangaande die ontwikkeling van wetenskap en tegnologie was die studie op navorsers in hierdie rigting, sowel as die aanpassing van navorsing in hierdie konteks, gefokus. Die ondersoek was deur middel van gestruktureerde onderhoude met administrateurs en aktiewe navorsers aan die drie tegnikons and vyf universiteite in hierdie provinsie uitgevoer. Die ondersoek het aangedui dat veranderinge in die wyse waarop navorsing bestuur word en in die karakter van navorsing op sigself, inderdaad plaasgevind het. Navorsing het gedeurende die afgelope vyf jaar toenemend toepaslik geword en hoewel administrateurs geneig het om die omvang daarvan te onderskat, was daar 'n merkbare verplasing na multidissiplinere en multi-institution ale navorsing. Die administrasie van navorsing het ook, na die aanstelling van teogewyde Dekane/Direkteurs van navorsing by die meerderheid kampusse, toenemend bedryfsgerig word. Administrateurs skryf hierdie verplasing toe aan die nuwe staatsbeleid sowel as die veranderinge in die voorskrifte van befondsingsliggame. Personeel verbonde aan tegnikons is oor die algemeen meer positief oor die toekoms van navorsing in teenstelling met hul kollegas verbonde aan universitiete, ongeag die historiese agtergrond. Die studie het ook bevind dat, weens die verskeidenheid nasionale en internasionale invloede en die oorspronklike aanpassings wat historiese bevoorregte institute tot stand laat kom het met betrekking tot die wyse waarop navorsing, met die oog op nuwe beleid, uitgevore word, die produksie van kennis van die eienskappe van "Mode 2" aangeneen word. Abstract:
The task of producing policies for the management of Earth’s natural resources is a problem of the gravest concern worldwide. Such policies must address both responsible use in the present and the sustainability of those finite resources in the future. Resources are showing the adverse results of generations of exploitation, and communities fail to see the outcomes of past policies that have produced, and continue to produce, these results. They have not learned from past policy failures, and consequently fail to produce natural resource management (NRM) policies that support sustainable development.¶ It will be argued that NRM policy makers fail to learn from the past because they do not have a good historical perspective and a clear understanding of the dynamics of the complex human-environment system that they manage. It will also be argued that historians have not shown an interest in collaborating with policy makers on these issues, even though they have much to offer. Therefore, a new approach is proposed, which brings the skills and understanding of the trained historian directly into the policy arena.¶ This approach is called Applied Environmental History (AEH). Its aims are to help establish an area of common conceptual ground between NRM practitioners, policy makers, historians and dynamicists; to provide a framework that can help NRM practitioners and policy makers to take account of the historical and dynamical issues that characterise human-environment relationships; and to help NRM practitioners and policy makers improve their capacity to learn from the past. Applied Environmental History captures the characteristics of public and applied history and environmental history. In order to include an understanding of feedback dynamics in human-environment systems, it draws on concepts from dynamical systems theory. Because learning from the past is a particular form of learning from experience, AEH also draws on theories of cognitive adaptation.¶ Principles for the application of AEH are developed and then tested in an exploratory study of irrigation development that is focused on the NRM issue of salinity. Since irrigation salinity has existed for centuries, and is a serious environmental problem in many parts of the world, it is a suitable NRM context in which to explore policy makers' failure to learn from the past. AEH principles guide this study, and are used, together with insights generated from the study, as the basis for the design of AEH Guidelines.

Abstract:
Geographical indications (GIs) are one form of protective labelling used to indicate the origin of food and alcohol products. The role of protected geographical indicators as a promising sustainable rural development tool is the basis for this research. The protection of geographical indications is a rather controversial subject and much research is still required for both sides of the debate. The research method employed for this study is qualitative critical social science. Two Case studies are used to investigate the benefits brought to rural areas through the protection of GIs. The case studies include the GIs Jersey Royal and Welsh Lamb both from the United Kingdom a member of the European Union (the EU is in favour of extended protection of GIs for all agro-food products under the 1994 WTO/TRIPS agreement on geographical indications). Twenty-five indepth interviews were conducted for this study the duration of the interviews was approximately one hour. The study identifies predominantly indirect links between GIs and sustainable rural development, through economic and social benefits bought to rural areas by the GIs investigated - less of a connection was found to ecological elements. No considerable cost for GI protection was discovered. This finding suggests that GIs are worthwhile for implementation in New Zealand as a rural development tool.

Abstract:
In this paper, I analyze the effectiveness of state level Earned Income Tax Credit programs on improving of poverty levels. I conducted this analysis for the years 1991 through 2011 using a panel data model with fixed effects. The main independent variables of interest were the state and federal EITC rates, minimum wage, gross state product, population, and unemployment all by state. I determined increases to the state EITC rates provided only a slight decrease to both the overall white below-poverty population and the corresponding white childhood population under 18, while both the overall and the under-18 black population for this category realized moderate decreases in their poverty rates for the same time period. I also provide a comparison of the effectiveness of the state level EITCs and minimum wage at the state level over the same time period on these select demographic groups.

Abstract:
Brain drain and brain circulation are forms of skilled labour migration which have a significant impact on New Zealand’s economic growth. Based on their importance, it is suggested that economies rethink how they compete for skilled labour in an international labour market. This research study reviews economic and non-economic factors that influence an individual’s decisions to stay or leave New Zealand. Data is collected from a survey sample of Lincoln University final year undergraduate and postgraduate students, who represent New Zealand’s future skilled labour. The research study employs a data reduction technique called factor analysis to collate large sets of variables into small sets for econometric analysis. The key econometric tool, logit analysis, provides probabilities of graduates leaving New Zealand and marginal effects of changes in key economic and non-economic variables. These key findings, providing new knowledge, are used to engage in a policy discussion in the last chapter. The research study importantly maintains focus on three key stakeholders, the government, the business community and the individual/student when addressing and analysing New Zealand’s brain drain and brain circulation issues.

Abstract of thesis submitted in partial fulfilment of the requirements for the Degree of Master of Commerce and Management Dynamics of macroeconomic variables in Fiji : a cointegrated VAR analysis By Shiu Raj Singh The objective of this study is to examine how macroeconomic variables of Fiji inter-relate with aggregate demand and co-determine one another using a vector autoregression (VAR) approach. This study did not use a prior theoretical framework but instead used economic justification for selection of variables. It was found that fiscal policy, which is generally used as a stabilisation tool, did not have a positive effect on real Gross Domestic Product (GDP) growth in the short term. Effects on GDP growth were positive over the long term but not statistically significant. Furthermore, expansionary fiscal policy caused inflationary pressures. Fiji has a fixed exchange rate regime, therefore, it was expected that the focus of monetary policy would be the maintenance of foreign reserves. It was, however, found that monetary expansion in the short term resulted in positive effects on real GDP growth and resulted in inflation. The long term effects of monetary policy on real GDP growth were negative, which are explained by the fixed exchange rate regime, endogenous determination of money supply by the central bank, an unsophisticated financial market and, perhaps, an incomplete transmission of the policy. Both merchandise trade and visitor arrivals growth were found to positively contribute to short term and long term economic growth. Political instability was found not to have significant direct effects on real GDP growth but caused a significant decline in visitor arrivals which then negatively affected economic growth in the short term.

Abstract:
A wide range of research fields have studied how emotions and behavior are affected by the physical environment. This gestalt theorist approach of experimental research as well seeks to measure emotion (using the valence-arousal scale) and micro-scale community development interactions when weighted physical environment factors are adjusted. Community development (CD) interactions at the micro-scale have received but slight attention from scholars in the CD research field and this study aims partially to investigate developing objective measures from social observations. CD interactions from recordings along with self-reported emotion through surveys in four quasi-experimental groups (where the environments were constructed based on peer-reviewed literature to cause emotional reactions) and one control group made up the data collected for this experiment. While the results of this experiment displayed apparent convincing quantitative differences in both CD interactions and emotion when the physical environment was manipulated, the results of a one-way ANOVA indicated no statistical significance to either dependent variable. The conclusions suggest limiting the physical factors of the environment to produce more precise changes as a result of the manipulated quasi environments.

In coping with the increasingly developed global logistics trend, a successful distribution center has to be remolded so as to offer speedy operation while reducing inventory stock to well perform novelty logistical services. This research integrates a product management strategy and an inventory model to provide a two-phase ABC re-allocation algorithm. Imbedded upon this integrative prototype, to be further elaborated in context, we explore into the application of product value-chains, contribution of benefit and marketing to formulate a sequential model for reallocating storage space to generate more profit scenarios. In this connection, we simulate different customer’s demand requirement types that include stable, step and random (unstable) to authenticate respective performance trends as the algorithm so suggests. It has proved that the product replenishment model can increase service level, logistical benefit while reducing inventory piles. In short, this study derives a model that may effectively manage warehouse storage and help ease stocking problems for a distribution center. Also, it supports that a distribution center, incorporating our model, may easily develop a product replenishment policy in a harsh global logistics environment.

Over the last three decades, there have been over 100 reviews in Australia, focussing on the efficacy of teacher education; many, critiquing initial teacher education as unsatisfactory and in need of reform. The same partially effective recommended solutions to problems have continued to be implemented over time. As such, it can be considered that these on-going past repeated solutions, do not attempt to provide resolution(s) but continue to fuel long-standing debate about initial teacher education. This research looked at whether the recent changes to initial teacher education, with particular reference to the practicum, were substantive real change or just policy change. The implications and outcomes associated with the Commonwealth claiming increased control over initial teacher education, and how various interest groups responded to the Commonwealth’s assumption of increased control over initial teacher education, were examined. By analysing the general trend of initial teacher education initiatives from three varying sized Australian States, this research brought into focus the significance of the teacher practicum and as an outcome added to professional and public discourse concerning initial teacher education. This research study used a qualitative methodology applied to policy research, utilising Triangulation, Critical Discourse Analysis (CDA), and Framework Analysis (FA), in order to understand the diversity of social and public policy issues in relation to initial teacher education. This methodology was deemed appropriate due to its suitability in addressing the research questions, allowing the possibility of three sets of data; namely, official documents concerning initial teacher education initiatives; in-depth interviews with leaders in initial teacher education, and academics published views on the practicum and initial teacher education reforms. Together, the methodology and three sets of data provided a clear picture about teacher-quality as phenomenon; identifying that initial teacher education academics’ vision of teacher-quality was not in-line with the way in which the phenomenon of teacher-quality was being used by the Commonwealth Government. This finding provides an answer to the central research question; the universities own the practicum.

Approaching retirement, individuals are confronted by a range of future risks and uncertainties. The primary worry is insufficient income and the associated danger of outliving one's capital. New Zealand has a unique approach for reducing this risk, comprising a universal state pension supplemented by voluntary unsubsidised saving. This simple model meets poverty prevention objectives, but middle-income baby-boom cohorts may struggle to achieve their income-replacement aspirations. The modest capital they have saved to supplement the state pension is exposed to the risks of inflation, poor investment outcomes, growth in living standards, and increasing longevity. They will enter retirement with significantly less private pension provision than previous generations and while they may hold a high proportion of their assets in owner-occupied homes, this equity is not readily accessed. They and their families also face the risk that they might require costly long-term residential care in old age. Women are likely to be particularly affected, not only as the spouses of men needing care, but, because of greater average longevity, they have a higher propensity to need long-term care themselves. Pension design and annuity markets are neglected areas of inquiry in New Zealand. In part this is because international pressures to privatise the state pension by setting up compulsory savings schemes in the private sector have been resisted. This thesis outlines the historical, practical, political and theoretical factors that explain the demise of private pensions and annuities. This provides a record of international interest as New Zealand is the first developed country to institute a tar neutral environment for retirement saving. While the New Zealand model is largely a credible one, there are significant shortcomings. This thesis examines whether economic theories can cast new light on what should be done and finds the experimentation of a pragmatic kind that has gone on historically precludes highly theoretical or ideological policy solutions. Normative judgements about well-being and distribution cannot be avoided. An integrated approach to reforming the New Zealand system is explored, based on the advantages of linking certain kinds of insurance. A substantial role for the state is inescapable; especially in the annuities market, which, it is argued, should be developed to play a significant role in retirement policy options. A state-guaranteed life annuity linked to long-term care insurance financed by a combination of cash and home equity is proposed, subsidised by intragenerational transfers from the retired population. This reform proposal builds on the existing pre-retirement saving policy and keeps the state pension as the cornerstone. The pay-off is improved welfare for middle-income retirees, greater economic efficiency, lower fiscal cost and improved equity both across and within generations. A greater credibility for the New Zealand model in international forums is also likely to follow.

Abstract:
Industrial pollution is one the most critical environmental problems facing Thailand at the present time. Therefore, control of industrial pollution is of the highest priority to the Thai government. Problems associated with industrial pollution place significant limitations on the potential growth of manufacturing industries in Thailand, because international trade today requires not only manufactured products of a high quality but also a commitment to high environmental standards by manufacturing companies (European Commission Environment Directorate-General, 2001; Ken, 2004). This thesis investigated the major dimensions of the quality of the Environmental Management System (EMS) in large size manufacturers, that are located both inside and outside of industrial towns in Chonburi Province, Thailand. In particular, the research examined whether different stakeholders had the same or different perceptions about these dimensions. The study used both qualitative and quantitative methods to collect information from four groups of stakeholders: Thailand's government officers in the government agencies concerned about environmental policy; top management within manufacturers; the manufacturers' staff at management level; and the local communities. A survey was carried out involving the government officers and top management staff within manufacturers. The qualitative data were collected from documentaries, interviews and observations. The triangulation of methods and data permitted the comparison of the perceptions of the manufacturers' staff, from both inside and outside of industrial towns. The data were structured into the four major parts of an EMS: the performance agreement for the environmental programme; the plan for transformation implementation; the standards and processes; and the continuous improvement process. The survey results show that manufacturers in the Town use ISO 14001. Two of the three manufacturers, outside the Town use TQM / TQEM as their EMS and the other manufacturer, also from outside the Town, does not have any EMS within their company. The results also show that the factories in the Town, that used IS0 14001 and the factories outside of the Town that used TQM ITQEM, are similar in the four major parts of the EMS. However, they still have some processes which are notably different, such as the manufacturers that use ISO 14001 have better documentary systems, additional budgets for training staff and larger budgets to publicise, to the local communities, the companies' activities relating to their environmental management. However, the TQM / TQEM and Thailand's environmental legislation are more flexible and they allow companies to create environmental management activities. Finally, the results suggest that there are three main factors that may effect the achievement of environmental management within manufacturers in Thailand. They are: the human factor (knowledge and awareness about the environment); the processes factor (green production and EMS processes); and the legislation factor (environmental standards, monitoring and enforcement systems).

Abstract:
This study set out to identify the specific success factors and impacts microfinance has for poor women who predominate in microfinance programs and to articulate policies to raise poor women above subsistence level in India. The study collected data from 200 poor female member of two organisations Vagad Region Service Research Organisation and Self Employed Women’s Cooperative Bank in India. The three data sets from surveys, case studies of selected members and interviews with staff from the respective organisations were triangulated. The results indicate membership of SEWA and VLSSS, gives members access to financial and non- financial products and services which enable them to improve their general standard of living. The poor female members predominate in microfinance because they value access to credit have high repayment rates, invest in the family, and use credit to escape social restrictions. Polices that can assist poor women to rise above subsistence level include providing access to decent health care, vocational training, and functioning education system, investment in public transport and road infrastructure and licences to run a business.

Abstract Public services have become the one of the most important policies of government in 21 century. Professional license is one of the important conditions of public service provided by government. Taiwan government had issued the 「Building management ordinance」since 1997. It just focuses on the rights and responsibilities of owner, but doesn’t evaluate the performance of the Building manager license. This research discuss the satisfaction and performance of the Building manager license form a view of the「Regulation for the Building manager」by the Building manager. This research is to discuss 3 major issues from the「Regulation for the Building manager」. 1.Current practice of the Building manager license and the satisfaction of qualification. 2.The assistance of the Building manager license. 3.The extent of emphasis of people about the Building manager license. Finally, this research evaluate the satisfaction and performance by a questionnaire of the「Regulation for the Building manager」 to know the effectiveness. From the conclusions of questionnaire, we know that only 50% of the surveyed Building manager are satisfied with the 「Regulation for the Building manager」. The satisfaction rank is:1.Focus of building committee 2.Assistance 3.Rule request. The importance rank is:1.Rule request 2.Focus of building committee 3.Assistance. Findings in this research could to be the reference when government revises the 「Regulation for the Building manager」.
