This paper looks at some of the underlying reasons which might explain the uncertainty surrounding applied linguistics as an academic enquiry. The opening section traces the emergence of the field through its professional associations and publications and identifies second and foreign language (L2) teaching as its primary activity. The succeeding section examines the extent to which L2 pedagogy, as a branch of applied linguistics, is conceived within a theoretical linguistic framework and how this might have changed during a historical period that gave rise to Chomskyan linguistics and the notion of communicative competence. The concluding remarks offer explanations to account for the persistence of linguistic parameters to define applied linguistics

Applied linguistics is an interdisciplinary field that identifies, investigates, and offers solutions to language-related real-life problems. Some of the academic fields related to applied linguistics are education, psychology, communication research, anthropology, and sociology. Theoretical Linguistics focuses on the examination of the structure of English in all its manifestations (phonetics, phonology, morphology, syntax, grammar at large). Other branches of Applied linguistics offered are, for instance, the acquisition of a second language and sociolinguistics. applied linguistics is a branch of linguistics where the primary concern is the application of linguistic theories, methods and findings to the elucidation of language problems that have arisen in other areas of experience. Today the governing board of AILA describes applied linguistics 'as a means to help solve specific problems in society. Applied linguistics focuses on the numerous and complex areas in society in which language plays a role.'

This article describes an independent branch of computational linguistics - corpus linguistics, which is the main and most promising direction of modern applied linguistics. Based on the essence, goals and objectives of corpus linguistics, the results achieved in world linguistics, the scientific views of a number of scientists are summarized. The Annual Review of Applied Linguistics is celebrating its 20th anniversary, and we are happy to report that applied linguistics is still with us. We also believe that the field of applied linguistics is here to stay, much as psychology and English literature are disciplinary fixtures after having developed in the early 20th century. The development of a disciplinary field, however, is a messy undertaking, typically driven by needs and purposes that extend beyond individual goals or planned group purposes. In the case of applied linguistics, its continued development can only be channeled and planned indirectly. Moreover, full disciplinary acceptance will only occur to the extent that applied linguistics responds to wider societal needs and its expertise is valued by people beyond the professional field. Applied linguistics, as an inter-disciplinary field, faces the additional challenge of trying to cohere around a set of central notions with which a diverse group of practitioners can identify. So, while some may want an orderly blueprint for disciplinary development and acceptance, and some practitioners may generate discussions around such orderly expectations, none is likely to arise. At the same time, certain events and institutional structures help to shape and form the discipline without recourse to any neat blueprint. Examples include the establishment of the English Language Institute at the University of Michigan in 1941, the establishment of the Department of Applied Linguistics at Edinburgh in 1956, the establishment of the Center for Applied Linguistics in Washington, DC in 1959, the formation of the TESOL organization in 1966, and the formation of the American Association for Applied Linguistics in 1977.

In this paper, I look at three polemical issues in Applied Linguistics. I argue, first of all, that the desire for a stable definition of applied linguistics has by no means prevented research in the discipline. Secondly, I contend that the notion or "tradition" of "linguistics applied" (corpus linguistics or lexicography) is broader and more serious than "applicationism" (the use of linguistic formalisms, artificial practices, and terminology) in teaching material that are problematic and motivated by commercial interests. Thirdly, I argue that Educational Linguistics and Applied Linguistics have overlapping research objectives. In the course of the paper, I present some reservations about Educational Linguistics.

تطمح هذه المساهمة إلى تبيان بعض مظاهر البحث التطبيقي الذي توجّهه اهتمامات اللسانيات التوليدية، وهو بحث يصدق عليه وصف اللسانيات المُطبّقة (linguistic applied). أما اللسانيات التطبيقة (applied linguistic) فتتحدّد بمُخرجاتها التقنية والصناعية شأنها شأن الفيزياء والكيمياء التطبيقيتين. بالاستناد إلى هذا التمييز، تسعى الدراسة، من خلال استعراض النقاش العلمي الذي يهيمن في الأوساط العلمية حاليا، إلى توضيح كيفيات رسم فرْضية الأساس الفطري للمعرفة اللغوية خريطةا لبحثَ التجريبي الذي يرصد مظاهر النحوية بدراسته الميدانية لحالات موسومة (marked)؛ من ذلك، مثلا، أبحاث بيكِرتون D. Bickerton في إطار فرضيته المسمّاة: البرنامج الأحيائي (bioprogram) التي تبلورت في سياق الدراسة الميدانية-التجريبية لمسار تَحوُّل الرّطانات (pidgin) عبر الأجيال إلى لغات مزيج (creole) ذات بنية نحوية غنية. وقد ساعدت هذه الأبحاث الميدانية في فهم بنية لغة الإشارة المستعملة من قبل الصّمّ-البُكم من خلال دراسة حالة نيكارغوا وقدمت براهين تجريبية لفائدة أطروحة الفطرية. وغرضنا، من هذا، تحقيق غايتين، أولاهما تحديد محتوى معقول لما اصطلحنا على تسميته باللسانيات المُطبّقة. أمّا الغاية الثانية، وهي التي يُحقّقها القسم الثاني من هذه المقالة، فتتوخى عرض مناقشة تشومسكي لأعمال اللسانيات المطبّقة -التي تبنّت إمّا مُقاربة عُضوية للملكة اللغوية وإما مقاربة إيثولوجية (ethology)- في أفق دعوته إلى أهمية توحيد اللسانيات والعلوم المعرفية بالعلوم العصبية وعلم الأحياء.

يهدف هذا البحث إلى دراسة اللسانيات القضائية وفروعها بوصفها فرعًا من اللسانيات التطبيقية يتناول اللغة بوصفها وسيلة تواصل في الممارسة المهنية القضائية بتجلياتها المتعددة قضاءً وتحقيقًا وحُكْمًا، ويوثِّق انتسابها إلى اللسانيات التطبيقية. وتتمثل مشكلة البحث في أن اللسانيات الجنائية مجال حديث لم يلق العناية الكافية في الدراسات العربية، وما يزال يعاني ضعفًا ظاهرًا في التنظير له بوصفه مجالاً لسانيًا تطبيقيًّا بينيًّا يُمكِن أن يُسْهِم في حل كثير من المشكلات التواصلية والقانونية في المحاكم ومراكز الشرطة ومؤسسات صناعة القرار واتخاذه، ويتجاوز ذلك إلى المساهمة في حل قضايا الإرهاب الدوليّ. وقد تمثَّل هذا البحث المنهج الوصفي في حدوده الواسعة الممتدة بين الوصفي التقريري والوصفي التحليلي من ناحية؛ فهو يقرر ما استقر لدى اللسانيين من مفاهيم، ومبادئ، ويحلل المواقف المشخصة لينتهي إلى نقلها من النظري إلى التطبيقي؛ للتدليل على الجوانب اللسانية التطبيقية في اللسانيات الجنائية. ولبلوغ هذه الغاية فإن البحث يؤسس لوجوه المقاربة اللسانية للنصوص القضائية والقانونية بوصفها خطابًا وممارسة اجتماعية يوميَّة، وبوصفها نشاطًا إنسانيًا يؤدَّى بلغة المجتمع ووفقًا لأعرافه وتقاليده التواصلية والتداولية والثقافية. كما يعاين البحث المجالاتِ المشهورةَ في الدرس اللساني القضائي.ثم كان المبحث الثاني بيانًا معرفيًا لبينية اللسانيات القضائية وتعالقها مع علوم لسانية متنوعة كاللسانيات الاجتماعية، ولسانيات المتون، وعلم اكتساب اللغة الثانية وتعليمها...إلخ. وقد حاول المبحث الثالث الوقوف عند التحديات التي تواجهها اللسانيات القضائية، والفرص التي يمكن اختلاقها من هذه التحديات ومن ثم استثمارها في تطوير هذا العلم اللساني الشابّ. وقد توصلت هذه الدراسة إلى انتساب اللسانيات القضائية إلى اللسانيات التطبيقية بوصفها استثمارًا للرؤى اللسانية النظرية المستمدة من القانون واللسانيات العامة ونظريات اكتساب اللغة والتداوليات في حل مشكلات تواصلية وقانونية وجنائية واقعية تواجهها المجتمعات الإنسانية كافَّة.وتؤكِّد الدراسة أهمية البحث في اللسانيات الجنائية، وضرورة رعايتها في الدوائر الأكاديمية العربية: جامعاتها ومعاهدها ومؤسساتها القضائية والقانونية الرسمية؛ لما ثبت من نجاعتها في خدمة القانون والقضاء.

The aim of this article is to analyze the nature of the historical and contemporary social contexts within which applied linguistics in Africa emerged, and is currently practiced. The article examines the challenges ‘local’ applied Linguistics in Africa is confronted with as it tries to amplify applied linguistic programs emanating from Europe and North America. The article argues that seemingly progressive applied linguistic projects interconnect in consolidating a western view of Africa in postcolonial Africa. In this way these projects end up mirroring the very theories which they seek to challenge.

AbstractAny discussion of transdisciplinary applied linguistics needs to engage with three central questions. First, whileinterdisciplinarity may allow for disciplines to stay in place and engage with each other,transdisciplinarity implies a space beyond or above disciplines. As a result, we have to consider whether applied linguistics is seen as a discipline (in which case it is not transdisciplinary) or whether it is seen as a transdisciplinary field of study (in which case it is not a discipline). Second, while applied linguists may engage with work from other fields – sociology, geography, philosophy, cognitive science are common examples – this does not necessarily mean that we engage with those fields as disciplines. Rather, the engagement with such work is often on the basis that relevant thinkers are engaging themselves with broader epistemic shifts. Such work may therefore be seen as having to do withepistemesrather than disciplines. Third, a focus on transdisciplinarity obscures broader concerns about unequal relations of knowledge production, particularly between North and South. If applied linguistics is to become a responsible field of work, it needs to engage with southern epistemologies. In order to do so, applied linguistic practices can be more usefully understood as temporary assemblages of thought and action that come together at particular moments when language-related concerns need to be addressed. This flexible account helps us see how applied linguistic practices are assemblages of different language-oriented projects, epistemes and matters of concern.

Summary The major claim of this article is that there is an independent and clearly defined chapter in the development of linguistics, beginning in the 1880s, which represents the birth of modern applied linguistics, and which has been overlooked in linguistic historiography because of the comparative marginalisation of applied linguistics in the literature. This is the Anglo-Scandinavian School, a phrase its members used to describe themselves. Pioneers within phonetics, these linguists applied their phonetic knowledge to a range of ‘real world’ language issues, notably language-teaching reform, orthographic reform, language planning, and the study of the spoken language. As well as presenting the ideas of the Anglo-Scandinavian School and how they were developed, this article interrogates the notion of a school in intellectual history and proposes that it may in fact be more fruitful to view intellectual history in terms of discourse communities.

In the Kingdom of Saudi Arabia, the concern of the Arabic language is reflected in the Saudi language policy, which is displayed in all aspects of decisions, programs, projects and public life. The Kingdom’s development process has facilitated significant improvements at all levels, which enhances the need for continuous review of the language policy to ensure that it is achieving its goals. The current study seeks to discuss Saudi language policy in general, with a specific focus on Arabic language decisions, by utilizing an integrated approach, consisting of questionnaire and interview with a sample of administrative leaders in the Kingdom. The study seeks to discuss the ideology underlying Saudi language policy, as well as views on its nature, effectiveness, impact and implementation challenges; it also proposes a framework to build a Saudi language policy aimed at preserving previous achievements and achieving future aspirations. The study demonstrates the existence of social, cultural and linguistic ideologies that support the policies related to the Arabic language, such as considering it as a basic component of the political entity, a major part of the national identity; it also identifies concern for Arabic in the linguistic landscape, along with its centrality in the educational system, and the keenness of linguistic purification. The results also showed the participants’ agreement on the clarity of the decisions on language, as well as its comprehensiveness, need for development, and the extent to which individuals and institutions exhibit a weak awareness of it. Also, it reveals the existence of some problems that prevent its implementation, which are related to the decisions themselves, the procedural processes, or the administrative institutions. The study also provides suggested methodological recommendations to build the desired language policy, which proceeds from a research base and builds on current achievements.

Second language acquisition research (sla) is the systematic exploration of the conditions that make the acquisition of a foreign language possible, both in natural and in instructional settings. Its objects of study are the biological, linguistic, psychological, and emotional makeup of language learners and the educational, social, and institutional context of learning and teaching. Whereas language as a linguistic system is studied through the metalanguage of linguistics (phonology, syntax, and semantics), language learning, as psycholinguistic process and sociolinguistic discourse, is researched through the metadiscourse of applied linguistics: psycho- and sociolinguistics, anthropological and educational linguistics, discourse analysis, pragmatics, stylistics, and composition and literacy studies. These fields illuminate what it means to learn to speak, read, write, and interact in a foreign language, what it means to appropriate for oneself the national idiom of communities that share a history and a culture that are different from one's own. SLA provides the applied linguistic metadiscourse for the practice of language learning and teaching.

Abstract This article traces the origins of applied linguistics within North America. The primary sources of information were responses from a survey of leading applied linguists conducted in 1999 and a review of records from professional associations, chiefly those associated with the Linguistic Society of America, back to its foundation in 1924. Evidence is reported of the recognition of applied linguistics even with that designation as early as 1925. Extensive work is cited of an applied nature for three decades after that, much of it not carrying any such label. Likewise, language related activity conducted by many known more as specialists in other fields is reported from throughout the nineteenth century. A chronological record of North American applied linguistics is proposed showing four phases. The first predates the foundation of the Linguistic Society of America (prior to 1924). The second, labeled the post LSA period, covers the years from 1925 through 1959. The third, the early applied era, extends from 1960 to 1990 and the fourth, the independent status period extends from 1990 to the present. Summary comments portray the character of applied linguistics in North America in relation to similar activities in other geographical areas.

Applied linguistics (AL) research and practice are critical at their core. To date, AL scholars have surveyed a broad range of language-related issues and phenomena including translation and interpretation, education and literacy, language pedagogy and language teacher education, second language acquisition, language pragmatics, language ideologies and identities, and language policy and planning. This short list reveals both the profoundly humanistic nature of AL as a branch of the social science and the need for AL scholars of all strands to conceptualize their work in social and cultural terms. In this paper, I work from the premise that criticality must be of central importance to our work. From this basis, I then discuss some of the core principles of critical AL research and attempt to raise awareness among JALT Journal contributors and readers of the need to appreciate and engage with the profoundly social and cultural nature of the work we do. 応用言語学研究とその実践は、本質的に批判的なものである。これまで、応用言語学研究者は、翻訳と通訳、教育とリテラシー、言語教育と言語教師教育、第二言語習得、語用論、言語イデオロギーとアイデンティティ、言語政策と計画を含む言語関連の幅広い問題と現象を調査してきた。ここに列挙した項目から明らかになることは、社会科学の一分野としての応用言語学の極めて人間的な性質と全ての分野の応用言語学研究を社会的・文化的に概念化する必要性である。この論文では、私は我々の仕事および応用言語学にとって批判的な考え方(criticality)が最も重要であるという大きな前提から論を進める。その上で、私は、批判的応用言語学研究の中核的な原則を論じ、我々が従事する仕事が社会や文化と深く関わっていることを理解して取り組む必要性について、JALTジャーナル寄稿者と読者のみなさんの意識を高めることを試みる。

Abstract:
This paper examines language trends in 21st century Asia and reports on the development of Applied Linguistics (AL) in the region. It has a dual focus: the first analyses the unique preoccupations of Asian and Asia-based applied linguists that have given rise to present research directions and preferences. These, however, seem to be not much recognized in the currently BANA dominated field. A second focal point considers the larger concerns and issues that might lead to future and different directions in AL scholarship once ‘proper applied linguistics’ — currently originating in the West and dominating research directions — reorients and realigns itself to include these Asian research and findings. It can be predicted that with this realignment, AL will grow as a field of inquiry in leaps and bounds along with the imminent rise of Asia by the middle of the twenty first century.

The overview closes with comments on seven possible areas for growth in Applied Linguistics in addition to the mainstream fields noted above.

As applied linguistics is mainly concerned with solving the language-related problems of laypeople, the examination of folk views constitutes an important research field and its relevance is illustrated in this issue of the AILA review. In this introductory article, we address some of the more general aspects that need to be considered in the scientific investigation of folk views of language and communication. Among those aspects are the nature and significance of folk knowledge and folk attitudes for applied linguistics, the social construction of the roles of expert, scientist and layperson, and the connection between folk linguistic research and other related approaches. As a general introduction into the topic, this contribution prepares the ground for the other articles collected in this issue.

Abstract VARBRUL analysis is a well known technique used in sociolinguistics for the analysis of variable linguistic phenomena and it is suggested that it would also be useful as a tool in Applied Linguistics. A VARBRUL analysis was undertaken of the placement of students of non-English speaking background (NESB) in high, average and low English and mathematics streams in N.S.W. high schools. The purpose of the study was to determine whether or not NESB students were over-represented in the low stream. The factor groups analyzed were ethnic background, school subject and country of birth.

The fourth section highlights a hot debate of a current scenario that shows the vitality of applied linguists with respect to Linguistic Human Rights (LHRs). The paper aims to explain the importance of applied linguistics around with current perspective of World. Later, it reveals the real situation to violation of Linguistic Human Rights (LHRs) that are specifically contextualized within states of Pakistan and India. Along with this, it also portrays the picture of the future World to a case if no sincere efforts are taken to protect the Linguistic Human Rights, it can prove fatal for researchers and teachers of applied linguistics in general. The final section concludes a study with an over view of applied linguistics to its historical perspective and its relation with other disciplines, specifically with Linguistic Human Rights.
