This paper looks at some of the underlying reasons which might explain the uncertainty surrounding applied linguistics as an academic enquiry. The opening section traces the emergence of the field through its professional associations and publications and identifies second and foreign language (L2) teaching as its primary activity. The succeeding section examines the extent to which L2 pedagogy, as a branch of applied linguistics, is conceived within a theoretical linguistic framework and how this might have changed during a historical period that gave rise to Chomskyan linguistics and the notion of communicative competence. The concluding remarks offer explanations to account for the persistence of linguistic parameters to define applied linguistics

Applied linguistics is an interdisciplinary field that identifies, investigates, and offers solutions to language-related real-life problems. Some of the academic fields related to applied linguistics are education, psychology, communication research, anthropology, and sociology. Theoretical Linguistics focuses on the examination of the structure of English in all its manifestations (phonetics, phonology, morphology, syntax, grammar at large). Other branches of Applied linguistics offered are, for instance, the acquisition of a second language and sociolinguistics. applied linguistics is a branch of linguistics where the primary concern is the application of linguistic theories, methods and findings to the elucidation of language problems that have arisen in other areas of experience. Today the governing board of AILA describes applied linguistics 'as a means to help solve specific problems in society. Applied linguistics focuses on the numerous and complex areas in society in which language plays a role.'

The Annual Review of Applied Linguistics is celebrating its 20th anniversary, and we are happy to report that applied linguistics is still with us. We also believe that the field of applied linguistics is here to stay, much as psychology and English literature are disciplinary fixtures after having developed in the early 20th century. The development of a disciplinary field, however, is a messy undertaking, typically driven by needs and purposes that extend beyond individual goals or planned group purposes. In the case of applied linguistics, its continued development can only be channeled and planned indirectly. Moreover, full disciplinary acceptance will only occur to the extent that applied linguistics responds to wider societal needs and its expertise is valued by people beyond the professional field. Applied linguistics, as an inter-disciplinary field, faces the additional challenge of trying to cohere around a set of central notions with which a diverse group of practitioners can identify. So, while some may want an orderly blueprint for disciplinary development and acceptance, and some practitioners may generate discussions around such orderly expectations, none is likely to arise. At the same time, certain events and institutional structures help to shape and form the discipline without recourse to any neat blueprint. Examples include the establishment of the English Language Institute at the University of Michigan in 1941, the establishment of the Department of Applied Linguistics at Edinburgh in 1956, the establishment of the Center for Applied Linguistics in Washington, DC in 1959, the formation of the TESOL organization in 1966, and the formation of the American Association for Applied Linguistics in 1977.

In this paper, I look at three polemical issues in Applied Linguistics. I argue, first of all, that the desire for a stable definition of applied linguistics has by no means prevented research in the discipline. Secondly, I contend that the notion or "tradition" of "linguistics applied" (corpus linguistics or lexicography) is broader and more serious than "applicationism" (the use of linguistic formalisms, artificial practices, and terminology) in teaching material that are problematic and motivated by commercial interests. Thirdly, I argue that Educational Linguistics and Applied Linguistics have overlapping research objectives. In the course of the paper, I present some reservations about Educational Linguistics.

تطمح هذه المساهمة إلى تبيان بعض مظاهر البحث التطبيقي الذي توجّهه اهتمامات اللسانيات التوليدية، وهو بحث يصدق عليه وصف اللسانيات المُطبّقة (linguistic applied). أما اللسانيات التطبيقة (applied linguistic) فتتحدّد بمُخرجاتها التقنية والصناعية شأنها شأن الفيزياء والكيمياء التطبيقيتين. بالاستناد إلى هذا التمييز، تسعى الدراسة، من خلال استعراض النقاش العلمي الذي يهيمن في الأوساط العلمية حاليا، إلى توضيح كيفيات رسم فرْضية الأساس الفطري للمعرفة اللغوية خريطةا لبحثَ التجريبي الذي يرصد مظاهر النحوية بدراسته الميدانية لحالات موسومة (marked)؛ من ذلك، مثلا، أبحاث بيكِرتون D. Bickerton في إطار فرضيته المسمّاة: البرنامج الأحيائي (bioprogram) التي تبلورت في سياق الدراسة الميدانية-التجريبية لمسار تَحوُّل الرّطانات (pidgin) عبر الأجيال إلى لغات مزيج (creole) ذات بنية نحوية غنية. وقد ساعدت هذه الأبحاث الميدانية في فهم بنية لغة الإشارة المستعملة من قبل الصّمّ-البُكم من خلال دراسة حالة نيكارغوا وقدمت براهين تجريبية لفائدة أطروحة الفطرية. وغرضنا، من هذا، تحقيق غايتين، أولاهما تحديد محتوى معقول لما اصطلحنا على تسميته باللسانيات المُطبّقة. أمّا الغاية الثانية، وهي التي يُحقّقها القسم الثاني من هذه المقالة، فتتوخى عرض مناقشة تشومسكي لأعمال اللسانيات المطبّقة -التي تبنّت إمّا مُقاربة عُضوية للملكة اللغوية وإما مقاربة إيثولوجية (ethology)- في أفق دعوته إلى أهمية توحيد اللسانيات والعلوم المعرفية بالعلوم العصبية وعلم الأحياء.

يهدف هذا البحث إلى دراسة اللسانيات القضائية وفروعها بوصفها فرعًا من اللسانيات التطبيقية يتناول اللغة بوصفها وسيلة تواصل في الممارسة المهنية القضائية بتجلياتها المتعددة قضاءً وتحقيقًا وحُكْمًا، ويوثِّق انتسابها إلى اللسانيات التطبيقية. وتتمثل مشكلة البحث في أن اللسانيات الجنائية مجال حديث لم يلق العناية الكافية في الدراسات العربية، وما يزال يعاني ضعفًا ظاهرًا في التنظير له بوصفه مجالاً لسانيًا تطبيقيًّا بينيًّا يُمكِن أن يُسْهِم في حل كثير من المشكلات التواصلية والقانونية في المحاكم ومراكز الشرطة ومؤسسات صناعة القرار واتخاذه، ويتجاوز ذلك إلى المساهمة في حل قضايا الإرهاب الدوليّ. وقد تمثَّل هذا البحث المنهج الوصفي في حدوده الواسعة الممتدة بين الوصفي التقريري والوصفي التحليلي من ناحية؛ فهو يقرر ما استقر لدى اللسانيين من مفاهيم، ومبادئ، ويحلل المواقف المشخصة لينتهي إلى نقلها من النظري إلى التطبيقي؛ للتدليل على الجوانب اللسانية التطبيقية في اللسانيات الجنائية. ولبلوغ هذه الغاية فإن البحث يؤسس لوجوه المقاربة اللسانية للنصوص القضائية والقانونية بوصفها خطابًا وممارسة اجتماعية يوميَّة، وبوصفها نشاطًا إنسانيًا يؤدَّى بلغة المجتمع ووفقًا لأعرافه وتقاليده التواصلية والتداولية والثقافية. كما يعاين البحث المجالاتِ المشهورةَ في الدرس اللساني القضائي.ثم كان المبحث الثاني بيانًا معرفيًا لبينية اللسانيات القضائية وتعالقها مع علوم لسانية متنوعة كاللسانيات الاجتماعية، ولسانيات المتون، وعلم اكتساب اللغة الثانية وتعليمها...إلخ. وقد حاول المبحث الثالث الوقوف عند التحديات التي تواجهها اللسانيات القضائية، والفرص التي يمكن اختلاقها من هذه التحديات ومن ثم استثمارها في تطوير هذا العلم اللساني الشابّ. وقد توصلت هذه الدراسة إلى انتساب اللسانيات القضائية إلى اللسانيات التطبيقية بوصفها استثمارًا للرؤى اللسانية النظرية المستمدة من القانون واللسانيات العامة ونظريات اكتساب اللغة والتداوليات في حل مشكلات تواصلية وقانونية وجنائية واقعية تواجهها المجتمعات الإنسانية كافَّة.وتؤكِّد الدراسة أهمية البحث في اللسانيات الجنائية، وضرورة رعايتها في الدوائر الأكاديمية العربية: جامعاتها ومعاهدها ومؤسساتها القضائية والقانونية الرسمية؛ لما ثبت من نجاعتها في خدمة القانون والقضاء.

Abstract:
Codeswitching between languages is a uniquely bilingual mode of communication. The purpose of this dissertation is to enhance the current body of knowledge dealing with the phenomenon by analysing samples of speech produced by twenty-six Spanish/English bilingual children ranging in age from eight to twelve. Methods of analysis include theoretical linguistics, sociolinguistics, psycholinguistics, and educational linguistics. A discussion of relevant codeswitching research covering the past thirty years is presented. The data were collected during a reading study focusing on miscue analysis. The children read stories in English and retold them in both Spanish and English. The analysis considers the data from the four previously mentioned points of view. The linguistic analysis looks at the locations of switched constituents within the sentence and the frequency with which those constituents are switched. The data of this study are compared with that of other researchers, and a consideration of a formal grammar of codeswitching is presented. The sociolinguistic analysis addresses the effect of social and stylistic variables on codeswitching. The psycholinguistic analysis of codeswitching covers lexical storage, editing phenomena, and developmental aspects. Finally, some aspects of the education of bilinguals are considered by analysing the effect of the printed word on language switching and dialect shifting . The application of the results of the analysis to both theoretical issues and practical concerns is explored along with suggested areas for future research. The analyses show that young children's codeswitching initially favors less complex structures and is influenced by few social variables. As they grow older, they become more comfortable with switching grammatically complex structures, and they become aware of a greater variety of social factors. A separate grammar is not necessary for a complete description of codeswitching; a modified interdependance model of the two grammars can account for the codeswitching mode. Lastly, the written language becomes part of the speech situation in the classroom and affects the choice of language or dialect spoken.

Abstract:
This dissertation is a model of a unified study of three linguistic aspects: description, theory and application. Tohono O'odham syllable weight is investigated within these linguistic aspects. I propose that O'odham diphthongs are categorized into two groups based on their weight: light (monomoraic) diphthongs and heavy (bimoraic) diphthongs. This is opposed to generally understood diphthong classifications (i.e., falling vs. rising). My conclusion is supported by empirical facts, including morpho-phonological and phonetic phenomena. The generalization is theoretically accounted for within the framework of Optimality Theory (McCarthy and Price 1993, Prince and Smolensky 1993). Moraicity of the light/heavy diphthongs and short/long vowels are analogous, and the larger classification of Tohono O'odham vowels is made: Class L (monomoraic vowels) and Class H (bimoraic vowels). However, the distribution of the vowels depends on syllable type: stressed, unstressed and irregularly stressed. This dependency is accounted for by the following: (i) Predictable moraic structure is not specified in input (this is explained with a proposed constraint, MORAINDISPENSABLILITY or MI); (ii) Moraic specification is in the input only where it must be lexically specified (long vowels and irregularly stressed diphthongs); (iii) Light diphthongs surface as monomoraic due to the loss of a mora. In order to account for the relationship between the unstressed position and light diphthongs, I propose a constraint, POSITIONALDIET, a relative of the Stress-to-Weight Principle or SWP (Prince 1990). Evidence for the diphthong classification comes from an acoustic study of a native speaker and learners of Tohono O'odham. In addition to supporting the classification, the differences between English and Tohono O'odham speakers' treatment of diphthongs is explained with respect to the fact that English diphthongs are always heavy. Finally, implications of this study for Tohono O'odham language teaching are discussed.

Interpreting as a profession has become the center of interest and focus for many linguists, translation scholars, translators, and professionals. Interpreting has played a vital role in bridging the gap and maintaining relationships among people of different languages. The output of interpreting, unlike written translation is entirely oral leaving behind no written proof. Interpreting is an activity or a process which consists of the facility of oral and sign language communicated either consecutively or simultaneously between two or more speakers who are not speaking the same language. Interpretation is the act of transposing a message from one language to another immediately in real time. The study sheds light mostly upon non- linguistic factors in the process of interpreting which can be of no less important than the linguistic ones. The aim of the study is to provide an overview of interpreting in general with a detailed description of the non- linguistic strategies or skills from the perspective of interpreting process. Bearing these in tactics in mind, the interpreter tackles the interpreting problems and difficulties in a more skillful way.

Abstract:
The paper deals with upgrading of an electronic semantic dictionary of RUSLAN for automatic processing of Russian texts. The previous versions of the dictionary were created in the 1990-es and early 2000-es mainly for automatic processing of the Russian Federation’s state papers. Now the Authors inherit the basic formalism of the Dictionary, including the metalanguage and the structure of the dictionary entry. The current version is revised and enlarged in a number of ways. While the initial versions mostly predate the advent of corpus linguistics, the current version is based on corpus data. The Russian National Corpus was used as a source of sample sentences, as well as for determining statistically and empirically which linguistic information is pragmatically relevant. A structural representation for the sample sentences was designed, and a procedure for selecting lexical units from the corpus to use in a pragmatic description of polysemy. A formal representation of situations, previously outlined in the works of Nina N. Leontyeva, has also been detailed and largely realized. Among the lexicon, verbs in particular have received a more flexible description compared to the previous versions, and aspectual meanings are reflected with more nuance.

The definition of orthoepy as “a branch of linguistics that studies pronunciation norms” tends to determine the understanding of its tasks as exclusively prescriptive, and that of orthoepy as a whole as an applied area, par excellence. Its other component, purely linguistic, is present in the problem of the correlation between the system and the norm, traditionally central to the school of Lev Shcherba. In essence, this problem is a particular case of the Saussurian “language — speech” dichotomy, which is the reason for regarding orthoepy as a purely linguistic discipline and for discerning two points of view on its object, those “from within” and “from without.” The latter implies a conscious attitude towards the choice, from several possibilities, of one unit as a normative or “correct” with the establishment of the systemic status of this unit. This point of view on language, which emerged almost simultaneously with the awareness of it as an inherently human capacity (Plato), is reflected both in the early evidence of “language prestige” (Catullus, Cicero) and in the works of “intuitive linguists,” either relying on a certain norm (Alexandrian grammarians) or creating it (English orthoepists). In turn, the norm is synonymous to speech, which exists at a given synchronic stage; it changes either as a result of the alternative possibilities offered by the system (language dynamics) or due to the transition of the system to another synchronic stage (linguistic change per se), cf. Ludmila Verbitskaya’s formulation in The Linguistic Encyclopedic Dictionary: “The phonological system of a language completely determines the pronunciation norm. The norm can change within the system provided new forms gradually replace the old ones under the influence of extralinguistic factors or as a result of changes that have taken place in the system.” In this context, the primary task of interpreters of early orthoepic evidence (first of all, historians of language) is to identify factors belonging to two fundamentally different spheres. Ignoring this circumstance in the research procedures, characteristic of (chronologically or ideologically) pre–Saussurian (pre–Baudouin de Courtenay) linguistics, leads to a confusion of factors, including systemic and extra–linguistic ones, and, moreover, of the fundamental notions, (diachronic) change and (synchronic) variation, which, among other things, is reflected in the idea of ‘recent changes’ in the system (in fact, in the norm) and in the popular notion of “language in the state of (constant) flux.” On the contrary, the consistent differentiation, in research procedures, of different factors interacting in the functioning of language system, and thus discerning between the two points of view on it, “from within” and “from without,” makes orthoepy an integral part of linguistics as a fundamental science of language, providing theoretical justification for its applied component, the latter’s goals having been formulated, for all times, as a maxime to “speak properly and correctly.” Refs 29.

Current theoretical advances in applied linguistics have not yet found wide practical application in the field of language revitalization. In this paper, plans for an open source application for desktop computers and mobile devices for Indigenous language learning settings will be outlined. The app consists of building blocks inspired by cognitive linguistics and task-based language learning. Members of Indigenous language communities can use these to create exercises and assessment modules for their respective languages. In the paper, a mock-up with model exercises will be showcased to illustrate how certain aspects of the afore-mentioned theories can be applied. For example, vocabulary tasks are informed by insights from the analysis of collocations, connotations, frames, metaphors, prototypicality, and semantic relations.

The process of mastering, systematizing and automatizing systems language skills occupies a key place in the theory and practice of teaching foreign languages and cultures. Following the main trends of modern applied linguistics in the field of multilingual research, we hypothesize the advisability of using the lexical approach in mastering the entire complex of systems skills (grammar, vocabulary, phonology, functions, discourse) in students receiving multilingual education at higher educational institutions. In order to theoretically substantiate the hypothesis, the authors carry out structural, semantic, and phonological analysis of the main lexical units (collocations). After this, linguodidactic analysis of students’ hypothetical problems and, as a result, problems related to the teaching of relevant linguistic and axiological features is carried out. At the final stage of the paper, a list of possible outcomes from the indicated linguistic and methodological problematic situations is given. This article is the first in the cycle of linguodidactic studies of the features of learning and teaching systems language skills in a multilingual educational space.

Abstract:
One of the main tasks of applied linguistics is the solution of the problem of high-quality automated processing of natural language. The most popular methods for processing natural-language text responses for the purpose of extraction and representation of semantics should be systems that are based on the efficient combination of linguistic analysis technologies and analysis methods. Among the existing methods for analyzing text data, a valid method is used by the method using a vector model. Another effective and relevant means of extracting semantics from the text and its representation is the method of latent semantic analysis (LSA). The LSA method was tested and confirmed its effectiveness in such areas of processing the native language as modeling the conceptual knowledge of the person; information search, the implementation of which LSA shows much better results than conventional vector methods.

A growing interest in Two-Way Bilingual Immersion (TWBI) programs has led to increased attention to bilingualism, biliteracy, and biculturalism. This article describes the writing development in Spanish and English for 49 kindergarten students in a 50/50 Two-Way Bilingual Immersion program. Over the course of an academic year, the authors collected writing samples to analyze evidence of cross-linguistic resource sharing using a grounded theoretical approach to compare and contrast writing samples to determine patterns of cross-linguistic resource sharing in English and Spanish. The authors identified four patterns: phonological, syntactic, lexical, and metalinguistic awareness. Findings indicated that emergent writers applied similar strategies as older bilingual students, including lexical level code-switching, applied phonological rules of L1 to their respective L2s, and used experiential and content knowledge to write in their second language. These findings have instructional implications for both English Learners and native English speakers as well as for learning from students for program improvement.

The article analyzes transformation of forms of degrees of comparison of adjectives in live television broadcasting. Particular attention is paid to the specific properties of different forms of degrees of comparison of adjectives. To analyze the peculiarities of their use for errors in speech of television journalists, associated with non-compliance with linguistic norms on ways to avoid these errors, to make appropriate recommendations to television journalists. The main method we use is to observe the speech of live TV journalist, we used during the study methods of comparative analysis of comparison of theoretical positions from the work of individual linguists and journalism sat down as well as texts that sounded in the speech of journalists. Our objective is to trace these transformations and develop a certain attitude towards them in our researches of the language of the media and practicing journalists to support positive trends in the development of the broadcasting on TV and give recommendations for overcoming certain negative trends. Improving the live broadcasting of television journalists, in particular the work on deepening the language skills will contribute to the modernization of some trends in the reasonable expediency of the transformation of certain phenomena, moder­nization of some tendencies concerning the reasonable expedient transformation of separate grammatical phenomena and categories and at braking and in general stopping of processes of transformation of negative unreasonable not expedient. This fully applies primarily to attempts to transform the forms of degrees of comparison of adjectives and this explains importance of the results achieved in these study.

Public health efforts seeking to reduce disparities and promote equity must be inclusive to reach their full potential. Interventions, programs, and initiatives designed to promote health equity among Communities of Color must be culturally informed. Communities and the cultural values and practices that shape them are closely intertwined, creating opportunities for a more intentional approach to community engagement. Yosso’s framework of Community Cultural Wealth (CCW) emphasizes six forms of capital that People and Communities of Color use to thrive and succeed: social, navigational, linguistic, familial, resistant, and aspirational. We anchor our approach—culturally informed community engagement—in the core tenets of CCW. This paper discusses CCW and its applicability and utility for facilitating culturally informed community engagement in health research. In our approach, asset-based frameworks intersect with community engagement, CCW, and principles of health equity. We discuss how applying CCW to conducting community-engaged research promotes health equity, inclusive science, and authentic relationships with community partners. Lastly, we provide applied examples of community-engaged interventions that leverage cultural assets in Communities of Color to reduce disparities and promote health equity.

This paper investigates the relationship between the views expressed in the minutes of the meetings of the Central Bank of Brazil’s Monetary Policy Committee (COPOM) and the real economy. It applies various computational linguistic machine learning algorithms to construct measures of the minutes of the COPOM. First, we create measures of the content of the paragraphs of the minutes using Latent Dirichlet Allocation (LDA). Second, we build an uncertainty index for the minutes using Word Embedding and K-Means. Then, we combine these indices to create two topic-uncertainty indices. The first one is constructed from paragraphs with a higher probability of topics related to “general economic conditions”. The second topic-uncertainty index is constructed from paragraphs that have a higher probability of topics related to “inflation” and the “monetary policy discussion”. Finally, we employ a structural VAR model to explore the lasting effects of these uncertainty indices on certain Brazilian macroeconomic variables. Our results show that greater uncertainty leads to a decline in inflation, the exchange rate, industrial production and retail trade in the period from January 2000 to July 2019.

While the knowledge on immigrants’ integration consolidated through the last 50 years, the Roma studies and the research on the Roma inclusion seems at the beginning. The purpose of this research was to assess if and to what extent the Swiss experience in immigrants’ integration may inspire an efficient approach to Roma inclusion in the Romanian society. After highlighting conceptual vagueness, resemblance and difference in the overall social status of Romanian Roma and immigrants in Switzerland and official approaches to the integration or inclusion of each, the research concludes that the Romanian policy on Roma inclusion presumably can be better anchored in the integration conceptual framework and benefit from immigrants’ integration experience. The Romanian choice for framing its Roma policy as ‘inclusion’ rather than for ‘integration’ may be appropriate as it applies to a historic minority of citizens needing social justice. The use of an immigration integration policy as model for a Roma inclusion strategy is limited due to the stronger legit-imation of historic minorities for shared-ownership of public decision-making. That is the Swiss example of immigrants’ integration could only serve Romania as a minimum standard for its Roma inclusion strategy. It can benefit from the Swiss experience on immigrant's integration policy in terms of conception, coordination, monitoring and transparency may be beneficial, while the Roma political participation may find inspiration from the Swiss linguistic communities’ participatory mechanisms. The on-going reciprocal learning process connecting academia and public authorities able to transform science into action and experience in knowledge may inspire the Romanian authorities.
