Abstract:
High-fidelity patient simulation (HFPS) has been hypothesized as a modality for assessing competency of knowledge and skill in patient simulation, but uniform methods for HFPS performance assessment (PA) have not yet been completely achieved. Anesthesiology as a field founded the HFPS discipline and also leads in its PA. This project reviews the types, quality, and designated purpose of HFPS PA tools in anesthesiology. We used the systematic review method and systematically reviewed anesthesiology literature referenced in PubMed to assess the quality and reliability of available PA tools in HFPS. Of 412 articles identified, 50 met our inclusion criteria. Seventy seven percent of studies have been published since 2000; more recent studies demonstrated higher quality. Investigators reported a variety of test construction and validation methods. The most commonly reported test construction methods included ?占퐉odified Delphi Techniques??for item selection, reliability measurement using inter-rater agreement, and intra-class correlations between test items or subtests. Modern test theory, in particular generalizability theory, was used in nine (18%) of studies. Test score validity has been addressed in multiple investigations and shown a significant improvement in reporting accuracy. However the assessment of predicative has been low across the majority of studies. Usability and practicality of testing occasions and tools was only anecdotally reported. To more completely comply with the gold standards for PA design, both shared experience of experts and recognition of test construction standards, including reliability and validity measurements, instrument piloting, rater training, and explicit identification of the purpose and proposed use of the assessment tool, are required.

Public procurement is quite an important activity in the European Union as it corresponds to more than 13% of the GNP in the EU (2017), and public works account for more than €500 000 M, which is about 25% of the total public procured value. The construction sector is responsible for about 38% of energy-related carbon emissions and 50% of resource consumption. Therefore, procurement of public works (PPW) should be considered a strategic instrument to pursue sustainable policies, but, quite often, the award criterion does not consider the sustainability objectives. The authors present in this paper a new multicriteria model to evaluate tenders to award design or design and build contracts for public works, respecting the principles of public procurement expressed by the European Directives of 2014 and pursuing the sustainability objectives according to the so-called Green Procurement. This model can be easily applied as it is confirmed by its application to the study of the procurement of a new public hospital in Portugal.

Abstract Currently the building sector is under high pressure: the lack of affordable housing in conurbations and the need to implement environmental performance strategies require concepts that incorporate user needs with planetary boundaries. Against the background of global population growth and a rising demand for resources, urban densification is regarded as a major global trend. The pressure on cities is already recognizable today and studies predict a growing tendency for the next three decades. This is a sensitive situation which provides not only the chance but also the urgent necessity to implement strategies to reduce climate change effects. Regulations are necessary to guide this process in the building sector. Timber construction as well as reused and recycled material show potential to be part of the solution. Against this background, the research deals with the status-quo of current legal instruments to design and construct sustainable buildings. This article provides an overview of the legal instruments in relation to sustainable building processes in the German construction industry with a focus on timber buildings. The relevant standards and guidelines for sustainable building design are investigated by literature review. This includes German Model Building Code (MBO), parts of the DIN standards, the German Building Code (BauGB) and the Building Usage Ordinance (BauNVO) as well as the Model Timber Construction Directive (M-HFHHolzR). The regulations are applied on a multi-residential building in Cologne and discussed whether regulations are enabler or obstacle for this specific project. The results of the study show the urgent need for more flexibility within current inner-city projects to pursue an environmentally friendly design and construction.

Development of algorithms for designing a bust prominence dart in the construction base (СВ) of the top garments through the construction methodologies using the Julivi CAD means. Methodology: usage of the possibilities provided by the CAD program “Design-development of the basic constructions” by Julivi to prepare basic constructions of the women’s top garments through designing of the separate node using the visual programming method following diff erent construction methodologies. Peculiarities of bust prominence dart design for the construction basis in the women’s top garment using the module “Design-development of basic constructions” by CAD Julivi were studied. Algorithms of bust prominence dart design following diff erent design methodologies for CB of the women’s top garment in CAD Julivi program were provided. Sequence of bust prominence dart design (in accordance with two construction methodologies) using the instruments of visual programming is presented in the form of a table and the description of the construction element building procedure recorded by the CAD Julivi was also provided. Parametric reproduction of the panel front was performed to defi ne the construction quality of the separate element in the basic construction and the quality of schematic drawing areas matching for diff erent construction methodologies was illustrated. Algorithms for more reasonable node building using the instruments from the module “Design-development of basic constructions” by CAD Julivi were off ered.Scientifi c novelty: Created algorithm for reasonable execution of the separate construction mode in the women’s top garment using the CAD program instruments. As a specific example, we explore mechatronic chordophones, which use strings as a sound generator and offer a wide array of parametric affordances. The purpose of this work is to review recent approaches for chordophone design and construction, and present current, state-of-the-art devices. We explore multiple mechatronic frames and their components, and we analyze the challenges of building and interacting with these machines. Finally, we review software and hardware approaches that have been implemented to enhance these instruments and to bridge technical and creative restrictions.

The virtual simulation experiment framework consists of hardware and software function modules, which are both designed in this thesis. The application of virtual experiment framework has changed the traditional teaching method to a large extent, reduced the cost of laboratory construction and management, which is of the first importance to realize the remote experiment teaching. Through virtual experiments, students' interest in knowledge is cultivated and innovation ability is enhanced. With the National Instruments Educational Laboratory Virtual Instrumentation Suite (NI ELVIS) and LabVIEW, we could take advantage of graphical programming and a complete suite of standard test instruments on computer and directly interface these instruments to circuits, which is the base of virtual experiment framework.

To support the construction sector in its transition to a circular economy, many design instruments and decision support tools have been and are still being developed. This development is uncoordinated and raises confusion among building designers and advising engineers, slowing down the tools’ adoption in practice. Moreover, it is unclear if the available design tools are able to fulfil the needs of design professionals at all. Therefore, this research identifies the knowledge challenges for the “supply and demand” of design tools for a circular construction practice. It focuses on Flanders, given the importance the topic receives in the region’s policy programme and among practitioners. This study builds on a thorough literature review, and on inventorying and categorising instruments and ongoing developments. By comparing that review with the needs that were identified during interviews with a focus group, it was possible to pinpoint designers’ needs for support tools and outline three urgent research tracks. More generally, it was found that the needs of our focus group are only partially reflected by the available design tools and the ongoing developments. This identified mismatch advocates for a more participatory and practice-oriented research approach when developing design support tools for circular building.

This paper analyzes the human factors components of various AR devices and information display techniques to provide design guidelines for display configurations of wearable, medical AR devices that will improve upon current methods of information presentation in the operating room.

Stake-Out is a processes of transferring construction design to the real world so that Stake Out is highly imperative in a construction job. Stake-Out jobs in the middle and lower levels of construction industry are still using theodolite accompanying with calculator rather than using high-end instruments. The results of the study show that theodolite has lower accuracy compared to Total Station and other high-end instruments, such as GPS Geodetic and Laser Scanner. This research is aimed to determine the accuracy and precision of Theodolite in determining the horizontal distance of Stake Out measurement which staff reading is simulated using android App (Stake Out Guide). The results of experiment showed that the accuracy of Theodolite is 0.025 m meanwhile the precision is 0.12%.

This work discusses the use of a neighbouring structure in the design of specific heuristics for the Quadratic Assignment Problem (QAP). This structure is formed by the 4- and 6-cycles adjacent to a vertex in the Hasse diagram of the permutation lattice and it can be adequately partitioned in subsets of linear and quadratic cardinalities, a characteristics which frequently allows an economy in the processing time. We propose also a restart strategy and a mechanism for generating initial solutions which constitute, together with the neighbouring structure, a possible QAP-specific heuristic proposal. For the construction of these instruments we used the relaxed ordered set of QAP solutions.

In contrast to traditional models of design process fundamentally defined by the abstract manipulation of objects, this study recognizes that the resources available for rethinking architecture are to be found in a reformulation of its theory and practice. This reformation should be based on non-linear design processes in which dynamic emergence and invention take the place of a linear design process fixed on a particular object evolution. Advances in computation thinking and technology have stimulated the design and formulation of a large number of design software. Its elaboration supposes a new conceptualization of our discipline's knowledge, in a body of principles and regulations, which commands the artifact's design and its realization; therefore, it constitutes a preliminary datum for its comprehension, and thereby is of theoretical importance. Despite the continuous increment of power in computers and software capacities, the creative space of freedom defined by them acting as cognitive instruments remains almost unexplored. Therefore, we propose a change from a design knowledge based on objects to one focused on design as a network of processes. In addition, this study explores the concept of Distributed Cognition in order to redefine the use of digital tools in design process as Cognitive Instruments.

Prestress losses were calculated for a segmental concrete box-girder bridge. Results were based on the time-dependent investigation of the Kishwaukee River Bridge constructed by the balanced cantilever method. Instruments were installed in the bridge during construction to measure the time-dependent deformations. Short- and long-term properties of concrete used in the instrumented segments were measured. With the actual construction schedule and the measured concrete properties, time-dependent nonlinear analyses were performed. Prestress losses were calculated for each construction step. Time-dependent variations of prestress losses during and after construction are presented. Comparisons between design concrete properties and measured values and between analytical prestress losses and design values were made. The development of assessment instruments refers to the design of test instrument development according to Kaharuddin Arafah which consists of 7 steps of development, namely: (1) Determining the measuring scale, measuring objectives and construction of measuring instruments, (2) Construction outcome measuring instruments, (3) Validation of contents, (4) Temporary measuring instruments, (5) Target of respondents for the trial, (6) Reliability, and (7) Measuring instruments ready for use. This research was tested in the Department of Physics Education Semester I 2016/2017 UIN Alauddin Makassar. The results of the study were obtained from the Basic Physics I practicum assessment instrument that produced 8 valid items, theoretically with reliability 1.0 and empirically reliability of 73.60%. The results of the study were obtained from the practicum assessment instrument that was declared valid and reliable and feasible to be used as a standard assessment instrument in the Department of Physics Education, UIN Alauddin Makassar.

The flexible operating and changing of the complex one-of-a-kind shipbuilding environment has to be based on adequate concepts and instruments to handle the related controlling, planning and implementation tasks. Product modeling defines the physical and application driven product-related information. It is of basic importance to support this environment, especially the concurrent engineering functions, during the whole product life cycle. Process modeling supports the implementation and operation of complex CIM (Computer Integrated Manufacturing) oriented processes. In this paper some modeling applications within European shipbuilding research and development projects will be highlighted from the viewpoint of an integrated product and process modeling approach. The following projects referenced: NEUTRABAS (Neutral Database for Complex Multifunctional Systems) explores a broad application field of product information for ship steel structure and outfitting systems; ROCOCO (Real Time Monitoring and Control of Construction Site Manufacturing) develops a CIM application and demonstrates this application within the pipe outfitting environment of a ship berth construction site; and MARIN-ABC (Marine Industry Applications of Broadband Communication) demonstrates new applications and services in the maritime transportation business based on future mobile satellite networks.

Abstract For the calibration of thermohygrometers it is necessary to have a means of generating temperature and relative humidity for this reason in this development we will build a climatic chamber which will generate and control these two magnitudes. For the generation of temperature a thermoresistance was used and the decrease of relative humidity was done through a silica gel trap through which the air inside the chamber is recirculated with the use of a vacuum pump. On the other hand, an ultrasonic humidity generator also known as fogger was used to increase the relative humidity. For the construction of the chamber, acrylic was used as the main material, since it is translucent and facilitates the visualization of the thermohygrometers’ indications. For the control of the process variables such as temperature and relative humidity, an Arduino card was used, which through PWM pulse width modulation, the control was performed achieving a variation of 0.3 °C and 2 %RH, which will be evaluated by an accredited laboratory in the characterization of isothermal media certified by ONAC, since it is in this way that the inhomogeneity, stability and thermal load of the medium, components that affect the uncertainty of the instruments under calibration, are evaluated. It should be remembered that this development was carried out in order to create an air medium with which temperature and relative humidity measuring instruments can be calibrated in the metrology laboratory VALIDACIONES Y METROLOGIA LM S.A.S., since it is in the process of growth and one of its main objectives is to be accredited in the magnitudes of temperature and relative humidity before the accreditation body in Colombia (ONAC), which is the entity that will finally give the technical approval to release the chamber and put it into operation.

It argues that the state deploys archaeological, cultural, sociopolitical, territorial, and urban design instruments to deconstruct or re-narrate the other histories and characteristics of the city in order to preempt alternative sovereignties. The asymmetrical power of the Israeli state is constantly challenged in urban spaces and quotidian practices by Palestinians who hold competing discourses. Palestinians contest Israel's conceptualization through discourses that do not ascribe to the state project, emphasizing that identity is not exclusive to one ethnicity or religion, while working to sustain and strengthen an alternative sovereignty.

The purpose of this study is to develop an instrument for assessing social attitude competence whose constructs are valid according to experts and empirically valid and reliable based on field trials in Civics learning for high school students. This research was conducted through a quantitative descriptive approach at SMP Negeri 1 Gebang. Social attitude assessment instrument was used and it contained 28 items and an expert validation observation sheet. Design validation was done by reviewing the product design by three experts (expert judgment). The study was conducted to determine the feasibility of the instrument from the aspect of substance, construction, and language of the social attitude assessment instrument. Advice was given by experts after doing research to get approval, which was later used as a benchmark to state that the product was logically valid. The measurement of the content validity of social attitude statements was conducted using Likert scale and the reliability test used the Rasch Model approach. The results of the field test showed that the social attitude assessment instrument was valid in terms of content and constructs. The reliability test using the Rasch model approach showed that the product reliability was categorized as satisfactory. The final product is considered suitable for direct use by teachers and can be further developed with grid references.

The large sample chamber and ability to operate in a very poor vacuum (>5Torr) makes it an ideal device for a wide variety of in-situ studies. A three point bending stage has been used in the ElectroScan E3 environmental SEM at the University of Michigan for over four years. The stage is extremely flexible and can be used to view samples in both planar and transverse views. It also allows for quantitative recording of the stress and strain exerted on the sample via a load cell and a linear variable differential transducer. The output s of the load cell are acquired into an Apple Macintosh computer via a National Instruments analog-to-digital acquisition card. To extend the capability of EMAL's in-situ tensile testing laboratory, a uniaxial tensile stage has been constructed in collaboration with the Department of Mechanical Engineering and Applied Mechanics.

This article examines Victoria’s Equal Opportunity Act 2010 (Vic) and Charter of Rights and Responsibilities Act 2006 (Vic) through a different lens and argues that a focus on their limitations and derogations offers a better understanding of the nature and extent of the human rights protection that each purports to provide.These limitations are no mere peripheral encumbrances and help shape the rights protecting functions of each statute. This article adopts a social constructivist approach to explain how, as socially constructed instruments, the operation of the limitations reveals an ambivalent role for each statute. The design and functionality of each statute, with their self-limiting provisions, means that each acts to sustain as well as challenge the existing power relationships and social arrangements.

Although there are many studies in municipal solid waste management, the research on the recovery of recyclable building material from construction sites remains limited. This paper addresses the optimal design issue of the construction and demolition (C&D) waste logistics network based on the features of the construction industry from the contractors’ perspective. The purpose of this paper is to provide an optimal C&D waste recycling network decision (RND) model considering the change of construction sites location over time. A multi-period and multi-objective mixed-integer linear programming model was developed to minimize the cost of C&D waste disposal for contractors, and to minimize the carbon emissions from C&D waste transportation. An application study was conducted to assess the performance of the RND model. Through some sensitivity analysis experiments based on an immune genetic algorithm, the influences of environmental policies and carbon tax policy on improving the recycling rate of C&D waste and reduce the carbon emission were explored. The findings of this research suggest that: (1) a RND model with the feature of the construction industry developed in this paper can effectively optimize the C&D waste logistics network; (2) government policies and laws are valid political instruments to improve the recycling rate of C&D waste; (3) the carbon-tax analyses demonstrate that a carbon tax policy can effectively reduce carbon emissions.

Albanian inhabited cities and centres have undergone chaotic developments in the years of transition, and this has come as a result of development not based on previous territorial and urban planning. Thus, construction, urban and territorial development in the transition years has not been the result of the implementation of previously approved territorial and urban planning instruments. This has come as a result of the lack of territorial and urban plans (local or national), which would precede construction and urban development with the aim of making this development smart, sustainable and comprehensive. In this context, we have made an observation in attempt to find the reasons for the lack of territorial and urban planning instruments in relation to governance. Our concern is focused on the question: has the scope of governance been so narrow that it has left out the task of drafting and approving territorial planning instruments; or was their absence for other reasons? As will be presented in this paper, transitional governments have not lacked: neither sectoral legislation that obliges the implementation of planning instruments; nor public institutions charged by law specified by duties in this field; nor public budget funding and foreign donors for their design. In contrast, it has been the characteristics of the left ‘big government’ and the public irresponsibility that characterize what have hindered the drafting and adoption of territorial and urban planning instruments.

Abstract We conducted comparative surveys of design consultants in three countries to determine current knowledge and experienced moisture problems. The study is part of the CIB W040 research roadmap needs analyses for realigning research efforts with stakeholder requirements for moisture safety. Survey results show that a third of construction projects in the last five years were affected by moisture problems, even though practitioners applied multiple preventative measures at least some of the time. Water installations caused approximately 20 % of the moisture damage. In each country, preventing moisture damage was necessary; the means to address problems varied, with no one dominating solution. Design and construction guidelines were more helpful than the building code requirements. Information is available, but designers need dedicated time and budget for implementing better moisture safety. A quantitative goal is to increase the frequency of moisture safety measures while increasing the availability of tools. The usefulness of selected measures and instruments is strongly case-specific. Subtopic analysis such as causes of moisture damage due to leaky water installations needs more detailed investigation. Further research is needed building upon the online survey results to develop intelligent tools preventing moisture damage in the design, construction, and building occupancy phases.

On April 21, 2011, at Monterey Bay, California, USA, a network node composed of a junction box (JBox) and three scientific instruments was deployed at the Monterey Accelerated Research System (MARS) site for a 6-month uninterrupted sea trial. The JBox is a facility that can provide multiple wet-mateable connections for various instruments. Each connection can draw 500 W of power and has 10/100 Mbit/s network communication. The current study presents the design and construction of the JBox with focus on the following aspects: a power distribution system with high reliability; a flexible springloaded mechanical structure for heat dissipation; communication that incorporates various data protocols; and self-protection against faults like over-current, short fault, ground fault, and flooding. The deployment and operation of the JBox is described. The sea trial results show that the technologies and methods applied on the JBox and the deploying approach are applicable and worthy of consideration for long-term cabled ocean observatories.

This paper presents the results of a study on the quadruple flutes (multiple pipes) from the UNESCO World Heritage Centre of Teotihuacan, Mexico, based on a thorough examination of the fragmented, restored and partly reconstructed archaeological finds and the manufacture and subsequent test of a series of playable reproductions with a refined reconstructive design. For the latter, organological features, such as the diameter, number and position of the fingerholes/tone holes and the length of the individual pipes of the restored finds are challenged and a new design is proposed that might be closer to the original construction of the Teotihuacan instruments. The study reveals a better understanding of the particular construction, acoustics and musical possibilities of the Teotihuacan quadruple flutes.

It was used to analyze the impact on the accuracy of the electromagnetic at speed ranges of 60, 90, and 120 rpm. The error estimation in the measurement of the normal dipole and skew dipole magnet caused by the steady-state error of the speed control system and the rotational search coil in whirling motion are demonstrated. Rotating unbalance, shaft coupling, and misalignment from its setup disturbed the performance of the speed control system as a nonlinear system.

Modern pace of economic development increase requirements on the speed of construction, its quality, as well as on reduction of the works labor intensity. The aim of the research was to determine the areas of construction in which it is advisable to replace manual labor, and also to develop recommendations for construction companies on the implementation of mechanization and automation in their production. During the research it was found that the area of design, calculation and logistics was automated almost 100%. At the same time, specifically when erecting buildings on Russian construction sites, up to 70% of the total labor volume is manual. Even in excavation and installation works, the level of manual operations of the machinists and accompanying workers is quite large. In the course of the analysis of the existing market of technologies and software products in the field of construction, there were determined the ways to reduce labor intensity and to increase the profitability of production.

Changes in the technology of geodetic works related to the computerization of geodesy, the introduction into geodetic practice of electronic geodetic instruments and automated processing programs, require the introduction into production of both traditional methods of geodetic measurements and new technologies and methods of geodetic works. Despite the fact that geodetic works are an integral part of construction, in the regulations on surveys, design and construction of roads and man-made structures quite limited regulation of the content of work on the transfer of projects to the field, division work, executive surveys, geodetic quality control, accuracy requirements, etc. Given the current state of regulatory and legal support for geodetic support of road construction sites, it is advisable to develop a national standard for the implementation of geodetic surveying and geodetic control in the construction of road construction sites. This standard will supplement the main provisions of regulations on the construction of roads and transport facilities. With the growing volume of design, construction and overhaul of roads, it is necessary to standardize all stages of design and construction work, including those related to geodetic production. The development of technologies and methods of geodetic works related to the computerization of geodesy requires the introduction into production of both traditional methods of geodetic measurements and new technologies and methods of geodetic works. However, structure analysis is often limited to ex situ determination of final states due to the lack of specialized sample cells that enable real-time investigations. The lack of such cells is mainly due to their fairly complex design and geometrical restrictions defined by the beamline setups. To overcome this obstacle, an advanced sample cell has been designed and constructed; it combines automated doctor blading, solvent vapor annealing and sample hydration with real-time grazing-incidence wide- and small-angle scattering (GIWAXS/GISAXS) and X-ray reflectivity (XRR). The sample cell has limited spatial requirements and is therefore widely usable at beamlines and laboratory-scale instruments. The cell is fully automatized and remains portable, including the necessary electronics. In addition, the cell can be used by interested scientists in cooperation with the Institute for Crystallography and Structural Physics and is expandable with regard to optical secondary probes. Exemplary research studies are presented, in the form of coating of P3HT:PC61PM thin films, solvent vapor annealing of DRCN5T:PC71BM thin films, and hydration of supported phospholipid multilayers, to demonstrate the capabilities of the in situ cell.

The development of modern computer complexes allows us to carry out and predict the state of objects by combining computational research and field observations. The work is aimed at organizing a comprehensive assessment of the state of the HPS and ensuring the safety of existing and projected mutually influential complexes. Aims of research. Improving the safety of the operated (under construction) complex of interfering hydraulic structures. Assessment of sufficient and highquality engineering and repair work carried out on the HPS. Development of recommendations for improving the efficiency of construction of new and modernization of operated hydropower facilities. HPS on the example of the Zagorsk HPS. Methods. Representation of the interaction ideology of various software systems of mathematical modeling, using control and measuring instruments data for calibration and verification of mathematical models. Results. The structure of the HSC calculation module was updated, systematization of the calculation models was carried out, interaction and transfer of the initial data to the calculation module of the software and hardware complex was revealed. The implementation of scientific research is aimed at improving the safety of the complex hydraulic structures.

Abstract During the twentieth century, scholars attempted to date early astronomical instruments by the scientific information discernable in their design. In particular, they devised “methods” to date planispheric astrolabes by the position of the vernal equinox on the calendar scale or by the precessional effect over the star coordinates. Such methods usually overlooked the many problems behind the instruments’ design and construction and the vicissitudes in a particular object’s history. Criticisms of the naiveté of the scientific approach did not persuade scholars with an astronomical background. They remained convinced of the supreme explanatory power that the present knowledge has for deciphering the past. The criticisms, instead, dissuaded scholars with a historical background from paying attention to the scientific data. They felt comfortable in analysing scientific relics on the basis of other types of evidence, such as textual sources, iconography, and style. The star coordinates of early planispheric astrolabes, as witnessed in their star pointers, can neither be regarded nor treated as the data of present science. Even if they do not describe the sky at the very moment of the making of the instruments, they may, nevertheless, be considered as non-textual sources that contain precious information. The star coordinates on the astrolabe retes may in fact connect groups of instruments with early star tables.

The deformation tendency and order of magnitude for surrounding rock, expressing the state of rock mass, always change the construction schemes and treatment measures. The monitoring is the most important guarantee for safety construction and operation in civil engineering. However, due to the unsuitable monitoring sections and equipments selected, the budget remains stubbornly high. Most of business owners just carry out some of them or even give up the monitoring. This brings enormous hidden trouble to construct. Based on the Doupengshan highway tunnel, the optimal design method for safety monitoring was studied by comprehensive analysis of the geological conditions, the results of numerical modeling and monitoring data. The main aim of monitoring is to obtain the most poor condition information rather than all of them. It’s best to employ different type of monitoring instruments in order to verify results each other. That is to say, the monitoring of internal force or displacement can take the place of the convergence monitoring every two sections. The new monitoring design saves the budget 20% than origin one. The research result will guide the monitoring design for similar engineering.

Purpose The purpose of this paper was to assess the magnitude of the impact of construction-related rework on selected project budgets and schedule in public building construction in Uganda. The magnitude of construction-related rework was the mean determined over construction contracts under a selected project and expressed as a percentage of the construction contract sum. Design/methodology/approach A single case multi-unit study approach was adopted. A case study protocol was prepared that included a checklist, observation schedules and an interview guide. The three instruments were used to collect data from building contractors and end-users (the teaching staff and medical assistants). Representatives of the client entity and the end-users provided sufficient project documentation and related supplementary information for the study. Findings Construction-related rework was predominantly attributable to design information omissions, unacceptable workmanship and inadequate supervision of the contractor. Lightning conductor, electrical and roofing installations were the building elements that had the highest frequency of rework. It was further determined that the mean percentage of rework related impact on project budget and schedule was approximately 4.53 and 8.42 per cent, respectively. Originality/value The findings inform policy makers about likely areas that contribute to significant wastage and value loss in quality management of public sector projects. The research advocates for improved data collection protocols, integration of adequate design management and a whole life value philosophy during the public building construction process.
