Abstract:
Objectives. To empirically evaluate the relationship between presence of a state or federal prison and COVID-19 case and death counts. Methods. We merged data on locations of federal and state prisons and of local and county jails with daily case and death counts in the United States. We used a selection-on-observables design to estimate the correlation between prisons and COVID-19 spread, controlling for known correlates of COVID-19. Results. We found empirical evidence that the presence and capacities of prisons are strong correlates of county-level COVID-19 case counts. The presence of a state or federal prison in a county corresponded with a 9% increase in the COVID-19 case count during the first wave of the pandemic, ending July 1, 2020. Conclusions. Our results suggest that the public health implications of these facilities extend beyond the health of employees and incarcerated individuals, and policymakers should explicitly consider the public health concerns posed by these facilities when developing pandemic-response policy.

Abstract:
This article employs a range of sources to critically explore the role of children and young people in county lines drug dealing, the potential harms they are exposed to and the difficulties of protecting them. As county lines centre upon the movement and exploitation of vulnerable peoples, we utilise the human trafficking literature for further insights into the dynamics of county lines and current policy responses. The article concludes by discussing the challenges of safeguarding young people, particularly that over-worked and under-resourced frontline practitioners can experience difficulties identifying the vulnerability of young people caught up in county lines, particularly beneath their tough exteriors.

Abstract:
The socioeconomic status, resources and the actual energy resource demand-supply would be analyzed based on the data of five representative Green Energy County, such as Huanan County, Nong’an County, Gongzhuling County, Changtu County and Hangjinqi County. Then the common features for the counry energy consumption in the process of urbanization were summarized. The common challenges for county energy development were also pointed out in this paper. Thirty meiotic chromosome counts are reported for 18 species in six families of plants from western Texas, mostly the Trans-Pecos region, and one count each from New Mexico and Mexico. The counts for Perityle microcephala, Echinocereus coccineus var. paucispinus from Bandera County (= subsp. roemeri), Dayia havardii, and the tetraploid counts for Solanum tenuipes var. tenuipes are first reports. The chromosome numbers listed here for other species are consistent with previous reports.

With the development of the transportation, the county-country highway network has the more and more important function in the transportation network. Therefore, it is necessary to establish the scientific method evaluating the total function of the county country road network, so as to support decision for the synthetically transportation planning and management. The paper evaluates the whole construction level, layout quality and total capacity of the county-country highway network from the standpoint of holistic planning and synthetically transportation development. The status of the existent network is investigated and analyzed. Then the corresponding evaluating guideline system and method is put forward. Applying the proposed system and method, the paper analyzes the performance of some county highway network in Nanchong city and brings forward some improvement suggestions.

Abstract:
Through the cooperation with the Evergreen Education Foundation in the United States, the Tongwei rural library network has been set up and a cooperation service alliance between a public library and school libraries has been built; using project funding by Evergreen, it reached out to the local communities, and meanwhile, it carried out small projects to enhance its service capacity. Through participation in the Evergreen-sponsored international conferences, training, and projects, librarians have improved their service capabilities and sharpened their awareness of library services. Based on the local cultural characteristics and user needs, and funded by a grant from Hangzhou Library Foundation, Tongwei County Library has established a reading room as a space where people can read calligraphy and painting materials. In addition, it carried out special collections services, shot the documentary film “Autumn Story,” and held “Tongwei impression.” It is the first county library to achieve management automation, and the national-level library in the fifth national public library assessment.
