Analytic Hierarchy Process, AHP, är en spridd och mycket omdiskuterad metod för att analysera multikriterieproblem. Syftet med uppsatsen är göra beslutsfattare som använder AHP uppmärksamma på några av de problem som kan finnas med att använda AHP. Uppsatsen redogör detaljerat för hur beslutsfattarens indata behandlas av AHP och visar både med ett konkret exempel och med en formell beskrivning hur en rangordning av alternativ genereras av AHP. Den detaljerade redogörelsen illustrerar att AHP bygger på additiv nyttofunktion vilket döljs för användare av programvaror utvecklade för AHP. Vidare belyses andra drag i AHPs behandling av indata, drag som i flera fall döljs för användaren.

Syftet med denna uppsats är att utvärdera onlineversionen av programvaran MakeItRational med avseende på metoden som används för att beräkna så kallade vikter (weights) på basis av parvisa jämförelser. Studiens teoretiska del bygger på T.L. Saatys analytic hierarchy process (AHP). Större vikt läggs på tillämpningen av AHP-metoden med tonvikt på beräkning av vikter och hantering av parvisa jämförelsematriser. Uppsatsen empiriska del bygger på två beslutsanalyser utförda med hjälp av onlineversionen av MakeItRational och motsvarande egna beräkningar. Studiens resultat indikerar att onlineversionen av MakeItRational använder högeregenvektorsmetoden för att beräkna vikter.

This thesis analyzes the use of the Analytic Hierarchy Process (AHP) as a decision-making tool. The analysis shows what information can be gained about a military decision-maker who uses the AHP, and how this information can be utilized, permitting U.S. and allied forces to execute efficient and effective military operations. A case study of the AHP decision-making process demonstrates techniques that can be used to garner information about the decision-maker and potentially influence their future decisions.

Abstract:
Providing automated support for model selection is a significant research challenge in model management. Organizations maintain vast growing repositories of analytical models, typically in the form of spreadsheets. Effective reuse of these models could result in significant cost savings and improvements in productivity. However, in practice, model reuse is severely limited by two main challenges: (1) lack of relevant information about the models maintained in the repository, and (2) lack of end user knowledge that prevents them from selecting appropriate models for a given problem solving task. This study built on the existing model management literature to address these research challenges. First, this research captured the relevant meta-information about the models. Next, it identified the features based on which models are selected. Finally, it used Analytic Hierarchy Process (AHP) to select the most appropriate model for any specified problem. AHP is an established method for multi-criteria decision-making that is suitable for the model selection task. To evaluate the proposed method for automated model selection, this study developed a simulated prototype system that implemented this method and tested it in two realistic end-user model selection scenarios based on previously benchmarked test problems.

In today's competitive business world, it is important for decision makers to have access to decision support tools. One of these decision making areas is supplier selection in e-procurement. Supplier selection is a multi-criteria decision making process that deals with the optimization of conflicting objectives. If it is not supported by a system, this would be a complex and time consuming process. In spite of the fact that the term "supplier selection" is commonly used in the literature, few efforts have been dedicated to develop a system based on any of these methods. In this thesis, we propose a web based supplier selection decision support system based on the fuzzy analytic hierarchy process (AHP) method. To validate our choice of the Fuzzy AHP model and also to validate the conceptual design of our supplier selection decision support system, we conducted a case study in a local hospital.

A bidding process is one of the main activities of construction project management. For general contractors, the chance of awarding projects in a bidding process directly relies on the success of selecting the best subcontractor. Therefore, an effective and accurate method of choosing subcontractors affect directly on the profit earned by the general contractors. Traditionally, a general contractor makes selection decision based on its managers’ subjective opinion regarding subcontractors’ price quotations. This approach in selecting subcontractors may result in low efficiency and quality of work. This thesis presents an Analytic Hierarchy Process (AHP) method considering the weight of each factor when a subcontractor is valued. The Genetic Algorithm method is on the basis of AHP for dealing with the subcontractor selection to establish a subcontractor value rating system. A real project example is explained and evaluated to demonstrate the feasibility of the method. This thesis is of value to general contractor with a regard to providing a tool for bidding process in the early stage of construction projects.

ENGLISH ABSTRACT: Changes in the global salt market have presented Walvis Bay Salt Refiners with an opportunity to increase its current sales by approximately 40%. Following several pre-feasibility studies, the expansion project plan was created. The construction of new ponds, canals and sluices were to be performed by a subcontractor as selected through a tender process. The scope of the work comprised approximately 70% of the total project cost and it also represented the most critical part of the expansion project. Thomas Saaty’s Analytic Hierarchy Process, was used as a group decision support system for the selection of the most suitable subcontractor. The weighted average mean method was used to aggregate individual scores. A sensitivity analysis was performed following the final outcome to gain a deeper understanding of the problem, obtain a measure of margin between subcontractor scores and to check for the correctness of numbers.
AFRIKAANSE OPSOMMING: Veranderinge in die wêreld soutmark het vir Walvis Bay Salt Refiners 'n geleentheid gebied om sy verkope met ʼn beraamde 40% te verhoog. Na verskeie voorondersoeke is 'n volledige projekplan opgestel. Die vervaardiging van damwalle, kanale en sluise sou deur 'n kontrakteur gedoen word wat deur ʼn tenderprosedure gekeur sou word. Die omvang van hierdie gedeelte van die uitbreidingsprojek verteenwoordig ongeveer 70% van die totale projekkostes en is terselfdelyk die mees sensitiewe gedeelte van die projek. Thomas Saaty se Analytic Hierarchy Process is gebruik as die groepbesluitnemingsondersteuningstelsel om die mees geskikte kontrakteur te kies. Die geweegde gemiddelde is gebruik om die individuele oordele saam te voeg. Sensitiwiteits analise is uitgevoer nadat die finale uitslag bepaal is om sodoende beter insig in die probleem te ontwikkel, om ʼn beter onderskeiding tussen die kontrakteur puntetellings te kry en om die juistheid van die syfers na te gaan.

The optimal control theory has a sophisticated framework with powerful tools to solve practical problems in various fields of knowledge. However, this theory requires precise definition of the problems under consideration. In this respect, the correct weighting of the relative importance of the effects represented by aggregate elements to performance indexes is critical. The decision theory can help to overcome this mishap. In particular, the technique Analytic Hierarchy Process (AHP) is adequate for the task of consistently weigh the components of proposed performance indexes and has other advantages such as keeping a detailed record of the criteria, values, comparisons and judgments that guided decision making.

O trabalho apresenta uma aplicação da Metodologia Multicritério de apoio à decisão Analytic Hierarchy Process (AHP) na priorização de traçado de pavimentação de uma estrada. Uma metodologia multicritério de apoio à decisão caracteriza-se pela capacidade de incorporar, no modelo de decisão, critérios quantitativa e qualitativamente mensuráveis. A metodologia AHP baseia-se em dois princípios fundamentais: estruturação e avaliação. Estes princípios auxiliam o decisor na análise e sistematização das informações. No AHP o problema de decisão é analisado através da construção de níveis hierárquicos e a comparação dos níveis aos pares. O trabalho descreve, detalhadamente, toda a teoria relacionada, assim como, o estudo de caso realizado. Procurando mostrar, objetivamente, como a metodologia pode ser utilizada. Na aplicação, utiliza-se o software Expert Choice, onde o AHP está implementado. O software funciona de maneira a estruturar rapidamente o problema de decisão, organizando os dados relacionados ao modelo. O mesmo software é utilizado para realizar análises de sensibilidade, apresentando, ao final, a melhor alternativa de traçado de pavimentação, de um caso específico. É possível que o uso do AHP clarifique e agilize o processo de tomada de decisão de traçado de pavimentação de uma estrada, permitindo que outros critérios, principalmente de caráter ambiental e social, possam ser incorporados na análise.

The concept is one of the basic forms of thinking, reflecting the essential characteristics of objective things. With the sophistication of the times, external factors make people consider the problem which is full of complexity and uncertainty. Human thinking involving the ambiguity has been enhanced continuously. In the actual engineering and socio-economic system, many factors can not be described by the number of determinations. The emergence of fuzzy theory makes the problems be discussed and some traditional methods can be solved. Applying theory to practical problems, decision makers choose the simpler and more effective way. Take the Analytic Hierarchy Process for example, compared with the Fuzzy Analytic Hierarchy Process must be easier to use. How do we choose between the Analytic Hierarchy Process and the Fuzzy Analytic Hierarchy Process? In this study, the first part of this study aims to analyze the Analytic Hierarchy Process and the Fuzzy Analytic Hierarchy Process based on the same data and to explore whether the results are different. In addition, the fuzzy numbering part of the semantic variable used in the Fuzzy Analytic Hierarchy Process is subjective to the cognition of different individuals. That is to say, the boundary of each person is not exactly the same. Therefore, the second part of this study is based on triangular fuzzy number and different trapezoidal fuzzy number as its linguistic conversion basis, applied to the same data, to explore whether the results are different.

Achieving consistency is difficult in Fuzzy Analytic Hierarchy Process (Fuzzy AHP), where the elements of a positive reciprocal matrix are fuzzy numbers. Of the numerous studies of Fuzzy AHP, few have proposed a set of mechanisms for examining consistency. This study proposes a novel method that exploits consistent (incomplete) fuzzy preference relations based on fuzzy linguistic assessment variables to solve this problem. This method is used to construct incomplete fuzzy linguistic preference relation matrices instead of fuzzy positive reciprocal matrices and ensure their consistency. The design of the questionnaire requires n-1 questions for n criteria; that is, the comparisons of criterion 1 to criterion 2, criterion 2 to criterion 3, … , criterion n-1 to criterion n. Therefore, when the experts answer the items of this questionnaire, there is no inconsistency in the process. By using Fuzzy AHP method,n(n-1)/2 items for n criteria will be required. The number of comparisons increases as the number of criteria or alternatives increases. Therefore, the number of inconsistent conditions is also likely to increase. Furthermore, it is necessary to check the consistency of the finished questionnaire. Thus, the Fuzzy AHP method may take considerable time and lacks efficiency. So the proposed method can solve the inconsistency problem and enhance the accuracy and efficiency of decision making. In order to deal with group decision making problems, this study provides the processing steps based on the proposed method. Finally, a single decision-making example and a group decision-making example are demonstrated to illustrate the proposed method. The results are the same with the original examples.

Distributor selection is a multi-criteria decision making (MCDM) problem involving criteria with different relative importance. Distributor development considers factors using the analytic hierarchy process (AHP)-based approach. In the volatile and highly competitive transport industry, it is impossible to meet customer needs without understanding distributor selection factors. Small and medium-sized enterprises (SMEs) selected for the distribution business may make poor distributor selections without a good selection mechanism. This study interviewed and surveyed managers of SMEs enterprises and distributors, and identified 18 criteria for distributor selection that were then classified into five groups- timely delivery, cost and payment, information technology, operating conditions and after-sales service. First, a distributor selection process and decision-making (DM) assessment criteria were proposed. Second, criterion used to calculate the AHP weight was identified. Third, SMEs and distributors of selected factors were presented and analyzed to identify ranks and differences. Finally, this study applied the AHP supplier selection software, SMEs and distributors for distributor selection factors and sorted them and compared their differences. The results analytical results here can help managers rapidly select distributors.

With the extension of the World Wide Web, more than 7 million new pages being exploited each day, the problem of information overload due to a large number of coping, spreading and sharing causes the decreasing information quantity, diverse format of information and low quality of information. More researchers research what methods including search and recommendation can help users gather the critical topics. Whatever methods use historical purchasing or browsing data to find the proper information usually, can not considering all attributes affecting decision results. Therefore, the research uses Analytic Hierarchy Process belonging Multiple Critical Decision Theory to develop recommendation system. Providing a single, easy understand model, using hierarchic structuring reflecting the nature tendency of the mind, considering all attributes affecting decision results, Analytic Hierarchy Process takes into consideration the relative priorities and select the best alternative. Furthermore, it can show the subjective consciousness of the user in a structure way and assist designer to determine a more rational and conformable judgment. Based on Analytic Hierarchy Process, the commerce recommendation system expects to help user to find more satisfactory merchandise. It is found that the recommendation system using Analytic Hierarchy Process finds the accurate products for user and gets the higher satisfaction. However, the operation satisfaction is not higher that rank-based but still in available and satisfaction scope.

The way high performance of production, low rate of defect, obtain high performance bonuses, and achieved the important point of balance between employers and employees win-win.

Saaty於1980年提出階層分析法(Analytic Hierarchy Process, AHP)後 ,此法已廣泛地應用於不同的決策領域。而鑑於原模式的諸多缺點,相關 學者亦不斷地提出修正方法,使AHP決策模式更臻完善。在AHP模式中,決 策者須對要素(Factors)間的偏好程度或重要性進行成對比較( Pairwise Comparison),比較結果以語意值(Sem- antic Value)表示 ,是為數值型決策參數。實際上,決策者常因訊息不完整和認知不明確等 影響,造成主觀判斷時的模糊性。因此,以數值型決策參數進行分析實有 不妥。為避免決策訊息嚴重流失,本研究依決策者對不同屬性有不同認知 的原則,設計三種不同模糊水準的評估尺度,合理地掌握決策者判斷時的 模糊性。為求分析時的便利,本研究以三角模糊數取代偏好語意值和模糊 性等決策訊息,是為模糊偏好尺度。另外,本研究探討各種數值型模式的 優劣,並導入相對理想化的概念,適當地修正數值模式,做為模糊分析模 式發展的依據。最後,提出一個模糊數實數化方法,合理地對各方案的模 糊績效值進行排序。 The Analytic Hierarchy Process, AHP, proposed by Saaty in 1980 has widespreadly applied on the decision analysis. But the original version of AHP was criticized for diverse reasons. Hence, many researchers ceaselessly have suggested some exten- sion models. In the AHP model, Decision Maker, DM, must estimate the differential degree of his/her preference between two alter- natives or criteria. The results of pairwise comparison were represented in semantic values, and called as numerical deci- sion parameters. Actually, since the incomplete message and uncertainty recognition, the DM made decisions under fuzzy environments. So, it is not suitable to analyze the problems via numerical parameters. In order to avoid the loss of DM''s message, the study spe- cifically designed three levels of fuzziness according to the principle that DM had different recognition for various attri- butes. So, it will reasonably control the fuzziness induced from the judgement of the pairwise comparison. For facilitating the analysis, the study substituted triangular fuzzy number for each pair of the semantic value and fuzziness level. This is regarded as fuzzy evaluation rations. Moreover, by intro- ducing the concept of the relative degree to an ideal point defined the maximum intensity of the preference under a the study revised the defective crisp models and developed a fuzzifying AHP model. Finally, a new index function was This function was used to evaluate the the fuzzy total perfor- mance of each alternative. Then all the alternatives were ranked reasonably.

Decision-making systems are utilized to determine the optimal number of suppliers. After determining the optimal number of suppliers, the following step is to implement supply chain management; that is, to choose suitable partners. In the constantly fluctuating and extremely competitive semiconductor industry, a company cannot survive without comprehensive supplier identification and evaluation, an e-supply chain and ability to leverage informational advantages to enhance performance. Once a decision is reached for an outsourced product, a semiconductor industry must identify and frequently evaluate external sources. The AHP methodology is demonstrated by applying it to a semiconductor industry with a supplier selection problem. In this study, By interviewing and surveying purchase managers of semiconductor industry, 22 criteria were identified for supplier selection and classified into five groups—cost, quality, delivery, technology and collaboration. First, this study provides empirical evidence for the criteria and the procedures for the supplier selection process. Second, this study identifies the suitability of the AHP to assist during decision making and resolve the supplier selection problem. Third, illustrate a case study with an semiconductor industry. Finally, this study applies visual basic applications (VBA) to design an AHP supplier selection program, and the system can assist managers in making supplier selection decisions rapidly.

This research studied how customer make decision to select service plan MOD provided by Chunghwa Telecom. Based on product, place, price, promotion, a hierarchy of 3 level, 17 evaluation criteria was obtained. Based on the criteria, the selection process of three service plan are discussed. The results found that the three most important three criteria are “the length of free trial days”,” the familiarity and fascination of ad”, and” the length of free viewing period”, all three belong to the main evaluation cause of promotion mix. 8 customers are invited to select service plans according to the hierarchy. Six out of the eight customers select the same service plan with and without following AHP model. As a result, the hierarchy and criteria obtained by this research should be feasible for MOD service plan selection.

With the expansion of high-tech companies, engineering personnel play a role of growing importance. Engineering personnel mainly work as on-the-scene, immediate support, such as solving the problems created during the manufacturing process to maintain the flow line of operation and setting parameters of machines as well. The larger the production quantity is, the more problems will be caused by machines, and also the more work load of the engineering personnel is. Meanwhile, as products become further complicated, problems in the manufacturing process are more likely to occur and this also leads to the heavy burden of workers. In general, as industries evaluate the work load of engineering personnel, the ratio of production to population is served as reference to adjust manpower in the engineering department. Only the amount of production to be considered an influential factor cannot reflect the present situation of engineering personnel. In the academic study, detailed mathematical formulas can be applied to find out all the variants and then figure out the manpower needed. In business, it is, however, inconvenient to practice simply by that. Therefore, an evaluation model, including production amount and product complexity, is proposed by this study. Analytic Hierarchy Process is used to measure the complexity of products. At the same time, learning curve is studied to realize its influence on the evaluation model. It is expected that the model carries out both the effects of theory and reality.

With the higher level of business informatisation, information security issues become more and more complex. Thus, ISO27001, which had been established based on BS 7799 of British Standards Institution, was published in 2005 as the international standard of information security. It has become the set of standard specifications for enterprises to follow to evaluate, build up, and implement information security systems. The possibility of information security risks of high-tech manufacturing industries increases under exposure of high level of business informatisation. Information security systems can be approached and well managed by implementing it with ISO27001. It also can minimize the risks of business operations and improve the professional skills of information technology employees. The principle concept of ISO27001 is based on risk management which fits into the "Plan-Do-Check-Act" (PDCA) model and successive reduces risks. The most important factor of this process is risk evaluation and assessment which determines if the risks can be effectively controlled. The bottleneck of the company of this case study, after performing the risk evaluation and assessment for two years, is the high-value information assets can no longer to be reduced. This was a questionnaire-based study. The results were analyzed in order to adjust and obtain a comprehensive risk evaluation and assessment method. A suitable and reasonable method will be developed by rearranging the items and their weights according to the characteristics of the company. Thus, the risks will be controlled and reduced once again.

Nowadays, the size of construction projects are much larger in comparison with projects a few years ago. Therefore, the interfaces between different construction sectors become more complex and sophisticated. As a result, the construction management becomes more important. The ACT 39 of Government procurement law, also known as engineering management or construction management, introduces target management or goals setting during various construction stages, such as quality promotion, cost reduction, construction time reduction, and safety, in order to reach the final aim of the project. Construction management is the role that communicates and consolidates and bridges gaps between owner, supervision architects, and contractors. The construction management team not only keeps owner's most interests, supervises architects to complete the contract accordingly, but also checks the contractors to construct the project according to the drawing. Using Analytic Hierarchy Process (AHP), four dimensions of quality, cost, project progression and safety were evaluated. Under each dimension, several factors were also analyzed by expert review. The research results showed quality and cost accounts for 80% of the total weight, and the owner's ambition for better quality is the most important factor for a successful project. Other key factors were good constructors. As project moves on, the input of construction cost and manpower are increasing, therefore, their influences on project are getting more important. Thus, the earlier the start of construction management, the better result we may expect. In addition, a fine management design before the conduction of the project could smoothly proceed the project. Thus the projects' quality, cost, and project progression could be assured.

In this study, the durability of the reinforced concrete bridge is evaluated by considering mainly the indices of the durability of materials. The relationships between these indices are expressed by the weight of each index which is determined by the analytic hierarchy process (AHP). These indices are categorized into two fields: the status of concrete and the status of corrosion. Through a discussion meeting, the weight of each index is determined by collecting the choices of specialists, which are done by answering the questionnaire. Besides of the material effect, other factors that may influence the durability are counted by using the amplification factors which are used as the multipliers on the durability score determined by the material factor. These factors involved the life factor, heavy traffic factor and environment factor. Through the systematic and logic processes described above, the domestic durability evaluation system is constructed and it can be applied for a single structural member as well as the whole structure.

In Taiwan, the number of outbound travelers is increasing every year. The competition in the outbound tourism market thus becomes more and more intense. Tourists should provide attractive itineraries or information to meet consumer requirements Generally, the travel modes are classified into Independent Travel and Package Tour. The customers pererring to Independent Travel have different considerations from the ones preferring to Package Tour. If the tourists can understand the evaluation factors of the Independent Travel group or the Package Tour group, they can provide customized services to meet customers. This study extensively collects the evaluation factors of both Independent Travel and Package Tour groups through literature review firstly. Subsequently, Analytic Hierarchy Process (AHP) is utilized to establish an AHP hierarchical structure with 6 cirteria and 20 factors. These criteria and factors are then evaluated and sorted according to questionnaire survey and pairwise comparison analysis. The results show that Independent Travel group values the three prior criteria consisting of Custom and Tradition, Trip arrangements and Security. The three prior criteria whcih the Package Tour group consider are Geography, Price, and Security. Finally, the managerial suggestions are proposed for the tourists based on the analytical results.

Couples who are planning for their weddings would like to have a warm and romantic wedding ceremony. However, to choose the best venue among many possibilities would be a tough choice for the bride and groom. This study intends to construct a framework for choosing the best wedding venue. The Analytical Hierarchy Process (AHP) method was adopted to fulfill this purpose. A list of factors regarding wedding venue selection was identified by summarizing from related literature. The factors were then categorized by fifteen (15) experienced wedding planners who had planned for over 30 weddings. Six (6) major and 20 minor principles were identified. The principles were further evaluated and weighted by Experts. The weight of each principle was calculated via weighted factors analysis. The six (6) major principles and their relative weights obtained via APH analysis were: transportation (0.04), venue space (0.21), interior decoration (0.18), service quality (0.34), wedding-banquet package (0.09), and catering features (0.14). The 20 minor factors are: traffic accessibility (0.45), parking space (0.27), pickup service (0.29),layout (0.44), maximum table setting capacity (0.32), aisle width (0.24), stage (0.14), flora decoration (0.12), venue lighting (0.26), ambience (0.37), sound insulation (0.11), service attitude(0.48), wedding process (0.14), catering quality (0.37), promotion project (0.54), price/value ratio (0.33), banquet agenda (0.14), food quality (0.61), food & beverage category (0.18), and plate presentation (0.21).

Intelligent Transportation Systems have been going through a phase of an all-out promotion in Taiwan. Every kind of ITS equipment procurement is already in full swing. This study proposes a strict selection model to prevent problems from occurring during the tender process for construction and the evaluation procedure of ITS equipment procurement. This model adopts Modified Delphi Method to set up effective evaluation criteria, and makes the most of Analytic Hierarchy Process to determine each criterion’s weight through a consistent analysis by surveying a number of experts. Then this study simulates a tender event, referring to AHP weighted criteria and the selection committee’s standards for evaluation, respectively using the General Score Technique, Ranking Method and Price Per Score Point Method of The Most Advantageous Tender evaluation system to analyze each bidder’s performance according to Simple Additive Weighting Method. This study, based on AHP, divides the criteria into three levels. Intelligent Traffic Equipment Effective Decision Evaluation Criteria level is the target level. There are five criteria at the first level, and 24 evaluation criteria at the second level. After the calculation with the decision analysis software, Expert Choice 2000, the study finds that at the first level, the criterion Effectiveness (34.8%) takes the first place. From second to fifth are User (25.7%), Manager (16.6%), Equipment (12.5%) and Economics (10.4%). Meanwhile, at the second level, the criteria Traveling Time and Cost Reduction (10.8%) are the most urgently important. Next two are Safety Improvement (10.3%) and Road Efficiency Increase (9.3%). The simulated tender event is operated by referring to Kaohsiung City’s ATMS construction to simulate a tender invitation document and three bidders’ service proposals for experts to evaluate. After adopting the three methods, the General Score Technique, Ranking Method and Price Per Score Point Method, of The Most Advantageous Tender evaluation system for assessment, all of the results show that bidder B wins. Hence, it is apparent that the application of this study’s model is stable. Moreover, most of the results of the professional evaluation members are tending to be consistent except the one from the governmental evaluation members shows difference. This present study establishes an objective and strict ITS Equipment Procurement Model, proposes criteria to set up the regulation, weighting method and selection method, and simulates a tender event for an experiment on selecting the assistant service supplier and the host service supplier. This model can solve problems which may occur in the modern Most Advantageous Tender evaluation system, such as eliminating the disturbances for the committee to evaluate the suppliers’ proposals, reducing the difficulties for the authorities to determine the weighting and evaluation categories, and removing the influences of the experts during evaluation. Furthermore, this study deals with the ITS tender case according to multi-target evaluation criteria, hoping to meet the needs of the system much better in order to prevent controversies from happening in the future.

This study applied analytical hierarchy process theory to evaluate the importance of criteria suggested by experts and scholars, elementary school principals, school administrators, and experts in educational authorities on the promotion of green buildings by elementary schools. It organized and analyzed the consistent common viewpoints, and compositely compiled the research results. The findings can serve as a reference for the government in the promotion of green buildings by elementary schools, and the results of analysis in this study are as follows: 1. After evaluating the factor hierarchies, the experts suggested that the most important factors are in the order as follows: “elevation of campus environmental quality” (0.358), “integration of related concepts” (0.274), “usage of operational strategies” (0.185), “promotion by administrative departments” (0.183). 2. For factors and criteria under “promotion by administrative departments”, the experts suggested that the most important factors are in the order as follows: “support and promotion by educational authorities” (0.416), “complete construction of policies and regulations on green buildings” (0.240), “promote green building policies widely to different levels of schools” (0.198), “enhance promotion of construction of green building administrative mechanisms” (0.146). 3. For factors and criteria under “usage of operational strategies”, the experts suggested that the most important factors are in the order as follows: “school managers should shore up on knowledge related to green buildings” (0.272), “arrange for related seminars and promotions”(0.264),“enhance educational promotion” (0.263), “campus green building design performance systems and award measures” (0.201). 4. Overdevelopment has led to excessive reliance on natural resources, as well as destruction of ecological habitats, thus resulting in extinction speeds faster than imagined. Even though the governments of various countries have worked hard to promote the protection of natural resources, leaving aside land for endangered species, it is still necessary to integrate educational resources and promote concepts related conservation. Therefore, the most important current issue is how to realize campus ecological education. Learning in basic education is used as a basis to integrate institutions and systems with educational functions, in order to promote campus ecological education and truly realize the work of conserving resources. This study applied Analytic Hierarchy Process (AHP) theory to evaluate the importance of criteria for promotion of campus ecological education by experts and scholars, elementary school principals, general affairs directors, and officials of the education bureau. The results were organized and analyzed, and the consistent common viewpoints were collected to serve as a reference for the government in the realization of campus ecological education. Literature review was conducted to identify the related evaluation factors. The Likert 5-point scale was used to design the questionnaires. After accounting for the results, mean and standard deviation analysis were conducted, and the 16 items with mean values of over 4 were used as the factor criteria to complete the “analysis of stratified decision-making for the realization of campus ecological education”. The findings were used to compile the AHP relative weight survey questionnaire. After retrieving the questionnaires, the consistency test was used to filter the valid questionnaires to control the reliability of the results. With the paired-comparison process in the analytical hierarchy process, the relative weight of importance among the criteria was obtained to establish a weight system; information with reference value was provided to related departments. The results of analysis in this study are as follows: 1. For the factors, on the whole, the experts suggested that the most important factors are in the following order: “establishment of policies and plans” (0.278), “realize education and promotional activities” (0.260), “create a holistic campus ecology environment” (0.238), “accommodation and execution by school departments” (0.224). 2. For the factors and criteria under “establishment of policies and plans”, on the whole, the experts indicated that the most important factors are in the following order: “establish national development objectives for ecological education” (0.274), “arrange funding for campus ecology promotion” (0.253), “establish objectives for campus ecological education” (0.251), “establish execution plans for campus ecology” (0.222). 3. For the factors and criteria under “create a holistic campus ecology environment”, on the whole, the experts suggested that the most important factors are in the following order: “seek resources from private organizations” (0.452), “construct campus environments for biodiversity” (0.338), “seek the support of parents associations” (0.233), “create sustainable management plans for ecological education parks” (0.141). 6. The first five criteria in the overall weight of factor criteria are in the following order: “seek resources from private organizations” (0.452), “cultivate student sensitivity for environmental perception” (0.423), “the ability to reward administrative personnel for sustained execution” (0.420), “construct campus environments for biodiversity” (0.338), “establish national development objectives for ecological education” (0.274).

Although the evolution of business models in cyberspace happens daily, it is still a basic but critical issue for enterprises to build a business website. Adopting an appropriate web architecture can effectively increase usability and maintainability, thus reduce development time and the risk of incorrect implementation. Unfriendly navigation model would lessen users' willingness of visiting the website and lower the efficiency of the website usage. However, due to lacking of approaches to measure decision factors of business goals and strategies to build websites during the phase of project planning, it could cause the difficulty of future website maintenance and extension and then could decrease the values contributing to enterprises. This research provides an analytic model of website architectures based on the concept of Multiple Criteria Decision to help web site designers choose web site navigation architectures. There are three main methods adopted in this model listed as below: 1.Using Analytic Hierarchical Process (AHP) to classify the requirements and detailed factors as well as to measure the major requirements and factor weights in each website development. 2.Gathering web site requirements based on two aspects from a large number of people. One aspect is from the group of web designers dedicated to achieve the website goals. The other is from the group of website users caring about the usability. 3.Defining detailed factors and relevance between characteristics of website architectures by fuzzy theory, which can assist experts to measure website architectures in the way more closing to the reality. According to the above concepts and approaches, this research implements an system for analyzing website architectures. The system provides various user roles to perform the functions of administration, measurement and reviewing. In the view of website users and designers, they can make measurements of the usability and goals. In the view of website experts, they can measure the influence degrees of website architectures and decision factors. By using the system, web developers are able to acquire the suggestions of web site navigation architecture most fulfilling the requirements, and to shorten the development time and improve the quality of websites.

A complex decision problem is usually characterized by a large number of interacting factors,the major concerns being (1) how to properly assess the importance of these factors to make trade-offs among them;and (2) how to derive a systematic approach,by which the scores or the weights of the alternatives can be obtained under the circumstances of a multiple criteria decision. In this dessertation,a Modified Analytic Process(MAHP) is proposed,which is a decision analysis process consisting of value judgments of alternatives,pairwise comparisons among criteria,and a hierarchic comprsition for synthesizing results. Compared with the Analytic Hierarchy Process(AHP),which is proposed by Saaty,not only the distributing problem,but also the grading problem can be dealt with using MAHP.However,in AHP only the distributing problem can be dealt with.About the controversies of rank reversal in AHP,a reasonable inerpretation is also given.From the interpretion,the effect of compensation among criteria can be seen. Consequently ,there is no rank reversal in MAHP. In addition,for the inconsistency of a pairwise comparison matrix,instead of Saaty''s consistency ratio measure,a detection proceduremwhich is proposed in this dessertation,is employed to detect the inconsistency.To elicit the relative weights of the criteria from a pairwise comparison matrix,an alternative method when the judgment values are limited by the bounds of the scale,and/or when two coles objects are compared using a integer scale.Lasttly,a demonstrated example(a solid waste study )will be given to show how to employ MAHP in multiple criteria decision analysis. 一個複雜的決策問題,往往必須考量到許多互動的影響因素。是以,本文之主旨即著 重於探討:一、如何適切地衡量各因素之於決策目標的相對重要程度,以協調在各因 素上所作的考量與分析;二、尋求一套能在多評選標準的情境中,整合出各替選方案 之分數或權重的糸統化方法。 作者在這篇論文中,提出了一套改良的層級分析程序(Modifide Analytic Hierarchy Process,MAHP) ,此程序為一決策分析程序,包含了對各替選方案的價值評判、評選標準間的相互比較 、以及分析結果的層級合併。相較於Saaty教授所發展的層級分析程序(Analytic Hierarchy Process,AHP),AHP 僅能處理分配問題(Distributing Problem),而MAHP則除了分配問題外,尚能處理評分問題(Grading Problem)。再者,就AHP在倒序現象(Rank Reversal)上所引起的爭議,亦嘗試於文中提出一合理的解釋;透過此一解釋,吾人 可觀察到在評選準間,就其對決策目標的重要性,彼此相互補償替代的現象與效果。 基於此一認識,謹慎而正確地運用MAHP,將不會遭致倒序現象的困擾。 此外,為了保證一成對比較矩陣(Pairwise Comparison Matrix)能具有可接受的一致受程度,作者文中提出了一套偵測不一致性的偵測不一 致性的偵測程序,以取代Saaty 教授於AHP中所採用的一致性比值(Consistency Ratio) 又當顧及在作成對比較時,其比值的裁定,常囿於整數尺度及其範圍的限制 ,本文亦提出一套從成對比較矩陣中求取權重向量的演算法,該演算法能在上述的限 制下,較諸已往的特徵向量法(Eigenvector Method),對權重向量有更為精確的估計。最後,為了說明如何把MAHP 運用在一個多評選標準決策問題的決策分析上,在第五章中採用一個假想的廢棄物處 理方式之規劃問題,以作為一簡單的操作範例。

We are the beneficiaries of Internet accessibility since we can find any information on the website easily. The reason we can search on the internet so easily owes to internet browser. During the process of internet developing, internet browser plays the important role and forms a modern internet. However, when we are surfing on the internet, we have so many choices. The first we can use is Internet Explorer, the most used browser before but now no longer the king of internet browser. The other one is Google chrome, the most used browser recently. In this research, I will put the emphasis on the reason why the heavy users choose the internet browser. I will use AHP and Fuzzy theory to explore import factors to evaluate internet browser.

Product Elimination Decision consisted of multi-layers and was influenced by different factors. The research reviewed the influential factors from past literature, plus the supply key and marketing’s point of view, and then separated the standard of Product Elimination Decision into sale aspect, production aspect, and exterior factors. By the Fuzzy Analytic Hierarchy Process Approach in Multi-Criteria Evaluation, one could build a new Product Elimination Decision with overall concern and complement evaluation. The research assured the diaper product’s Product Elimination Decision should have the hierarchy of three primary standards: sale aspect, production aspect and exterior expect, followed by nine secondary standards and twenty factors. According to this hierarchy, the questionnaire, aiming at professionals, was created to do product field investigation. The Fuzzy Analytic Hierarchy Process Approach was later used to organize and analyze, and thus acquired the factors’ relative and absolute weight score of the diaper production’s Product Elimination Decision and helped to build the weight score system of the diaper product’s Product Elimination Decision. Through the Fuzzy Analytic Hierarchy Process Approach, the product’s status adjustment was established, and three kinds of management suggestions were drew according to management meaning of weight score and performance score: Maintain the product’s present position; reexamine the product’s position; reduce resource decrease. When the product’s weight score and performance score were both high, the management meaning was to maintain the product’s present position. The former was concluded according to its excellent performance, but when the product’s weight score and performance score were both low, the management meaning would still be maintaining the product’s present position, for it suggested the manager that such product’s performance would not improve even when given more resource input. Therefore, the choice was whether to eliminate the product or rearrange the resource for other products’ use, other products considering reexamine the product’s position. In industry, Product Elimination Decision was most likely to make decision according to market respond or financial report; however, the product field investigation in this research showed that financial and non-financial factors were equally influential and important in the process of decision making. This research effectively combined professional opinions, objectively evaluated each factors’ weight score and performance score, collected the result of the evaluations, and elevated the correctness in the result of the evaluations. Finally, amended the subjective and unsure flaws in Analytic Hierarchy Process Approach.

The purpose of this study is to investigate the difference and sameness of the factors valued by the professional financiers and people with financial background and concepts while selecting investment targets. It provides the population with the reasons for the selection of the investment targets made by the professional financiers so that consensus between the population and the professional financiers is met more easily. Analytic Hierarchy Process (AHP) and the expert questionnaire survey were applied to explore the investment decision factors. Professional financiers and people with financial background and concepts were interviewed. There were 27 valid responding questionnaires;In the current study, all the possible influential factors in the stock market were organized. The possible influential factors fell on three major influential dimensions: non-economic factors, economic factors, and internal factors in the market. First, AHP was applied to analyze the influence of the main influential dimensions on the interviewees. Subsequently, it analyzed the importance of the factors included in the main influential dimensions. With respect to the professional financiers, the result indicated that the non-economic factors influenced the interviewees most. Amid the non-economic factors, it was war factor that influenced the interviewees most. And amid the internal factors in the market, it was artificial manipulation factor that influenced the interviewees most. Fundamental analyses and technical analyses were utilized to analyze the economic factors. Industry analyses, amid fundamental analyses, influenced the interviewees most. As to technical analyses, the interviewees valued the measurement technical index most . With respect to people with financial background and concepts, the interviewees valued the measurement technical index most Fundamental analyses and technical analyses were utilized to analyze the economic factors. Industry analyses, amid fundamental analyses, influenced the interviewees most. As to technical analyses, the interviewees valued the measurement technical index most. According to a survey of existing 7.4 million buildings in Taiwan have been close to or more than 4 million average life years, 1981 and 1994 in two waves during the peak construction year, etc. The building has been constructed, respectively, for 28 years and 15 years, is approaching or exceed the average useful life. Under the concept of sustainable building, the user needs for both residential properties to establish an assessment mechanism is an important issue. In this study, criteria for performance evaluation of existing house system using the Establishment Survey and Review of Literature and other methods. In this study, the existing assessment criteria for residential properties, the content system for the existing residential properties, both for the domestic housing performance evaluation.
