Abstract:
Purpose – The purpose of this paper is to study the analytical hierarchy process (AHP) based on assessment of sustainability indicators for public transportation system including pedestrians and feeder services in developing country. Design/methodology/approach – A hybrid approach based on the AHP is considered for assessment of the sustainability of public transportation system including pedestrians and feeder services. Sustainability related indicators for public transportation system (namely for metro, bus and feeder bus) and pedestrians based on past data were reviewed and subsequently, more important indicators catering needs of developing country have been added to achieve significant sustainability score and a total of 17 indicators were selected for assessment of comprehensive sustainability (seven indicators under economic, six under social and four under environmental categories). Findings – For quantifying the assessment, specific user interview surveys are performed in south Delhi region and accordingly perception of user and transportation-related operational characteristics of the public transport system were also collected. Preliminary result shows air pollution in environmental category, public health in social category and productivity in economic category is most influential parameters in developing country. Originality/value – AHP method is applied for rating the criteria and setting out the priority of designed sustainable indicators. Subsequently sustainable mitigation measures and scenarios for the study area can be evaluated utilizing developed comprehensive sustainability indicator for public transportation system including pedestrian and feeder services available in developing country.

Abstract:
Quality Indicators of the Pre-Analytical PhaseQuality indicatorsare tools that allow the quantification of quality in each of the segments of health care in comparison with selected criteria. They can be defined as an objective measure used to assess the critical health care segments such as, for instance, patient safety, effectiveness, impartiality, timeliness, efficiency, etc. In laboratory medicine it is possible to develop quality indicators or the measure of feasibility for any stage of the total testing process. The total process or cycle of investigation has traditionally been separated into three phases, the pre-analytical, analytical and post-analytical phase. Some authors also include a »pre-pre« and a »post-post« analytical phase, in a manner that allows to separate them from the activities of sample collection and transportation (pre-analytical phase) and reporting (post-analytical phase). In the year 2008 the IFCC formed within its Education and Management Division (EMD) a task force calledLaboratory Errors and Patient Safety (WG-LEPS)with the aim of promoting the investigation of errors in laboratory data, collecting data and developing a strategy to improve patient safety. This task force came up with the Model of Quality Indicators (MQI) for the total testing process (TTP) including the pre-, intra- and post-analytical phases of work. The pre-analytical phase includes a set of procedures that are difficult to define because they take place at different locations and at different times. Errors that occur at this stage often become obvious later in the analytical and post-analytical phases. For these reasons the identification of quality indicators is necessary in order to avoid potential errors in all the steps of the pre-analytical phase.

Abstract:
International evidence indicates that school systems need to change in order to tackle early school leaving and improve social inclusion in education and society. Policy-makers and school actors require practical tools to assist them in this process, made all the more urgent by the EU2020 headline target to reduce early school leaving. This report develops such practical tools; it is designed to inform strategic policy and practice by offering an innovative framework of structural indicators for early school leaving prevention and inclusion in school. It draws upon key European Council and Commission policy documents on early school leaving prevention, and also on the Paris Declaration 2015 on promoting common values of freedom, tolerance and non-discrimination through education, which includes a focus on social marginalization.

Full text
Abstract:
Two case studies are described where partially biodegraded petroleum residues were collected from the marine environment and analysed to investigate the changes in aromatic hydrocarbons with increasing biodegradation. The first of these studies, involved following the weathering of sea-floor residues from drilling discharges from an offshore petroleum exploration and production platform situated off the coast of North Western Australia. During operations, formation cuttings with adhering oil-based drilling muds were discharged into the ocean via a chute into approximately 125n1 of water, forming a substantial mound at the base of the platform. A suite of seabed sediments was collected from 16 sampling sites at various distances from the platform immediately following the cessation of drilling operations. The distribution of hydrocarbons in the sediment directly under tile cuttings chute was consistent with that found in drilling fluids formulated from a kerosene-like fluid. The samples from more remote sites exhibited the successive enhancement of an unresolved complex mixture relative to the n-alkanes, associated with tile presence of residues from petroleum biodegradation processes. In a subsequent sampling some three years later, a 10 cm core was retrieved from the cuttings pile and divided into 1 cm depth intervals. Samples within 6 cm of the surface of the cuttings pile contained biodegraded residues of the drilling mud, where the extent of biodegradation increased with decreasing proximity to the surface, most likely indicative of aerobic biodegradation. Biodegradation was less evident in the underlying sediments, where anaerobic conditions prevailed.
Analysis of the aromatic hydrocarbons in both sets of sediment extracts by using gas chromatography-mass spectrometry (GC-MS) revealed the successive depletion of alkylnaphthalenes, and due to the subtlety of changes in the extent of biodegradation, provided an excellent opportunity to examine the susceptibility of biodegradation towards the individual alkylnaphthalenes in the marine environment. Conventional GC-MS analysis of these mixtures is performed under chromatographic conditions where complete resolution of the mixture is not achieved and several isomers co-elute. The mass spectra of these co-eluting isomers may be so similar that one is unable to differentiate between them, and their abundance may therefore not be determined. Since each isomer has a unique infrared spectrum, however, the abundance of each individual isomer was determined by comparing the infrared spectrum of the co-eluting compounds with the spectrum of each of the isomers. To this end, techniques were developed for the application of direct-deposition gas chromatography - Fourier transform infrared spectroscopy (GCFTIR) to the analysis of the complex mixture of alkylnaphthalenes present in the petroleum. This technique was also extended to discriminate between individual alkylphenanthrene isomers, and to clarify the sorption behaviour of the dimethylphenanthrenes by mordenite molecular sieves. The identification of other compounds of geochemical significance in petroleum is also described.
Analyses of' the aromatic hydrocarbons in the contaminated sea-floor sediments using GC-FTIR enabled the unambiguous identification and quantification of each of the dimethylnaphthalene, trimethylnaphthalene and tetramethylnaphthalene isomers present in the samples, from which the relative extents of depletion of each with increasing extent of biodegradation were determined. It was apparent from the considerable differences in the observed susceptibility to biodegradation that a strong relationship exists between the compound structure and its susceptibility to biodegradation, with 1,6-disubstituted polymethylnaphthalenes being preferentially depleted relative to other isomers that lack this feature. The second case study involved tracking the fate (weathering) of hydrocarbons from an accidental release of condensate from a buried pipeline into intertidal coastal (mangrove) sediments in North Western Australia. Sediment samples were collected on nine occasions over a three-year period. Chemical analysis of the saturated and aromatic hydrocarbon components of the petroleum extracts revealed that both hydrocarbon fractions exhibited an increasingly biodegraded profile with increased residence time in the sediments. In a similar manner to the first case study, detailed analysis of the aromatic hydrocarbons using GC-FTIR techniques was performed to determine the depletion of individual alkylnaphthalene isomers with increasing extent of biodegradation. It was apparent that a relationship similar to that observed for the sea-floor sediments exists between the alkylnaphthalene structure and its susceptibility to biodegradation.
Changes in the distribution of methylphenanthrene and dimethylphenanthrene isomer mixtures were also studied and the susceptibility to biodegradation amongst these determined in a similar manner. These relative susceptibilities to biodegradation of the aromatic hydrocarbons were then related to the established hierarchy of susceptibilities of the saturated hydrocarbons, in effect providing a second parallel system for the assessment of the extent of biodegradation. Finally, a system of ratios calculated from the relative abundances of selected aromatic hydrocarbons was developed and used as indicators to differentiate between several crude oils that have been biodegraded to varying extents. These parameters also offer promise as indicators of multiple accumulation events in oil reservoirs where petroleum fluids biodegraded to differing extents are mixed.

Abstract:
Irgarol 1051 is a common antifoulant toxic to certain marine organisms. Submerged aquatic vegetation (SAV) are exposed to this herbicide when it leaches into the marine environment from painted structures, making SAVs ideal candidates to function as sentinel indicator of contamination. In the initial stage of this study, Coconut Grove and Key Largo Harbor were assessed for environmental exposure to Irgarol. Water, sediment and SAVs were collected, the latter two subject to automated solid phase extraction, and all samples analyzed by GC/MS-SIM for Irgarol and its metabolite, M1. Of the vegetation analyzed, Halodule and Syringodium had the highest capacity to bioaccumulate Irgarol and M1. The root system and leaf contributed negligibly and significantly, respectively, to Irgarol uptake. In the final stage, a transplant between Coconut Grove and Chicken Key showed that the biota Thalassia and Halodule were able to uptake and depurate Irgarol, respectively, over a period of 30 days.

Abstract:
Thesis (MBA)--Stellenbosch University, 2000.
ENGLISH ABSTRACT: In this paper the effectiveness of "transplanting" a particular methodology of a probabilistic approach is assessed in a South African economic context. The methodology makes use of leading indicators which are used in regression models, with a dichotomous response variable, assuming values of 0 or 1 to indicate expansion or contraction of economic activity. The backbone of the study closely replicates the work of Nazmi (1993) and his work on turning point prediction. The recorded results indicate an ability of the model to accurately forecast businesscycle turning points in the 1980s. In the period of the 1990s, the model displays a diminished capacity to forecast the turning points with acceptable accuracy. Leading indicators, in the South African experience, show a reliable leading relationship to the composite coincident index in the current study period between 1970 and 1980 and thereafter this relationship decreases, impacting negatively upon the forecasting ability of the model.
Abstract:
In this thesis, simple methods to determine sulfide at low levels (µg L-1) in aqueous samples and sediments by water free hydrogen sulfide vapor generation using a commercially available vapor generation accessory have been developed. The hydrogen sulfide is then introduced in the ICP-QMS, equipped with an octopole collision/reaction cell which is vented with hydrogen and helium gases, or in the ICP-AES where the optical path between the plasma and the monochromator is purged with nitrogen. Moreover some studies have been conducted for the determination of arsenic by ICP-MS in natural waters with high sodium and chloride content. Spectral and non spectral interferences on arsenic measurement have been investigated and different experiments have been developed to solve such interferences (optimizations of the cell collision conditions, arithmetic corrections, introduction of small amounts of alcohol). Finally, the use of the DGT technique (diffusive gradients in thin films) has been evaluated in acidic samples and mining wastes for the firs time.

Panditi, Venkata Reddy. "Assessment of the Occurrence and Potential Risks of Antibiotics and their Metabolites in South Florida Waters Using Liquid Chromatography Tandem Mass Spectrometry." FIU Digital Commons, 2013. http://digitalcommons.fiu.edu/etd/916.

Full text
Abstract:
An automated on-line SPE-LC-MS/MS method was developed for the quantitation of multiple classes of antibiotics in environmental waters. High sensitivity in the low ng/L range was accomplished by using large volume injections with 10-mL of sample. Positive confirmation of analytes was achieved using two selected reaction monitoring (SRM) transitions per antibiotic and quantitation was performed using an internal standard approach. Samples were extracted using online solid phase extraction, then using column switching technique; extracted samples were immediately passed through liquid chromatography and analyzed by tandem mass spectrometry. The total run time per each sample was 20 min. The statistically calculated method detection limits for various environmental samples were between 1.2 and 63 ng/L. Furthermore, the method was validated in terms of precision, accuracy and linearity. The developed analytical methodology was used to measure the occurrence of antibiotics in reclaimed waters (n=56), surface waters (n=53), ground waters (n=8) and drinking waters (n=54) collected from different parts of South Florida. In reclaimed waters, the most frequently detected antibiotics were nalidixic acid, erythromycin, clarithromycin, azithromycin trimethoprim, sulfamethoxazole and ofloxacin (19.3-604.9 ng/L). Detection of antibiotics in reclaimed waters indicates that they can’t be completely removed by conventional wastewater treatment process. Furthermore, the average mass loads of antibiotics released into the local environment through reclaimed water were estimated as 0.248 Kg/day. Among the surface waters samples, Miami River (reaching up to 580 ng/L) and Black Creek canal (up to 124 ng/L) showed highest concentrations of antibiotics. No traces of antibiotics were found in ground waters. On the other hand, erythromycin (monitored as anhydro erythromycin) was detected in 82% of the drinking water samples (n.d-66 ng/L). The developed approach is suitable for both research and monitoring applications. Major metabolites of antibiotics in reclaimed wates were identified and quantified using high resolution benchtop Q-Exactive orbitrap mass spectrometer. A phase I metabolite of erythromycin was tentatively identified in full scan based on accurate mass measurement. Using extracted ion chromatogram (XIC), high resolution data-dependent MS/MS spectra and metabolic profiling software the metabolite was identified as desmethyl anhydro erythromycin with molecular formula C36H63NO12 and m/z 702.4423. The molar concentration of the metabolite to erythromycin was in the order of 13 %. To my knowledge, this is the first known report on this metabolite in reclaimed water. Another compound acetyl-sulfamethoxazole, a phase II metabolite of sulfamethoxazole was also identified in reclaimed water and mole fraction of the metabolite represent 36 %, of the cumulative sulfamethoxazole concentration. The results were illustrating the importance to include metabolites also in the routine analysis to obtain a mass balance for better understanding of the occurrence, fate and distribution of antibiotics in the environment. Finally, all the antibiotics detected in reclaimed and surface waters were investigated to assess the potential risk to the aquatic organisms. The surface water antibiotic concentrations that represented the real time exposure conditions revealed that the macrolide antibiotics, erythromycin, clarithromycin and tylosin along with quinolone antibiotic, ciprofloxacin were suspected to induce high toxicity to aquatic biota. Preliminary results showing that, among the antibiotic groups tested, macrolides posed the highest ecological threat, and therefore, they may need to be further evaluated with, long-term exposure studies considering bioaccumulation factors and more number of species selected. Overall, the occurrence of antibiotics in aquatic environment is posing an ecological health concern.

Abstract:
AbstractMonitoring forest responses to climate-smart forestry (CSF) is necessary to determine whether forest management is on track to contribute to the reduction and/or removal of greenhouse gas emissions and the development of resilient mountain forests. A set of indicators to assess “the smartness” of forests has been previously identified by combining indicators for sustainable forest management with the ecosystem services. Here, we discuss the remote sensing technologies suitable to assess those indicators grouped in forest resources, health and vitality, productivity, biological diversity, and protective functions criteria. Forest cover, growing stock, abiotic, biotic, and human-induced forest damage, and tree composition indicators can be readily assessed by using established remote sensing techniques. The emerging areas of phenotyping will help track genetic resource indicators. No single existing sensor or platform is sufficient on its own to assess all the individual CSF indicators, due to the need to balance fine-scale monitoring and satisfactory coverage at broad scales. The challenge of being successful in assessing the largest number and type of indicators (e.g., soil conditions) is likely to be best tackled through multimode and multifunctional sensors, increasingly coupled with new computational and analytical approaches, such as cloud computing, machine learning, and deep learning.

Abstract:
The aim of this paper is to define the architecture of the information analysis towards a proposal of methodology on systematic information analysis. First, the author shows the dimensions that state the architecture of information management. Second, the work explores the concept of indicator, as the measurement of the relation between data, and presents the results of a theoretical study of the scales that determine the analytical procedure of information from a systematic perspective. Third, the hierarchical architecture of indicators is reviewed from the literature taking the classification of scientometrics indicators as reference standard to its projection on extended metrics of information. The paper suggests from the review that the analytical progress of sequential application of indicators, based in a hierarchical architecture: (1) is the main guarantee to ensure a methodological systematisation of analytical procedure; (2) may be defined as the systematic order of intellection: (3) and allows a rigorous, integral and exhaustive information management in organisations.

Abstract:
A success of any business activity is depending on the level of the business competition to a large extent. Not every firm can properly retain its positions in the stiff competitive environment. The changes in the external business environment may induce the reorganization of the business in the form of company integration. There are also integration process in the Kazakh economy. However, despite high activity of integration processes in the business, they are not quite effective. This is primarily associated with the fact that integration processes are characterized by complexity of internal mechanisms, irrespective of the type of business amalgamation. The strategy of business amalgamation must be based on the data of thorough economic analysis. Given a complex nature of transactions in various types of amalgamation as well as a high risk level determined by uncertainty associated with the strategic decision-making, such system of indicators should be built as complex multi-tier structure excluding the possibility for unification. Each individual case of amalgamation is characterized by a unique set of factors influencing the conditions in which the integration process is performed. However, one may outline such indicators that are mandatory but are not always sufficient to substantiate the management decision-making about the appropriateness of the integration process, its feasibility, the degree of risk and the extent to which such amalgamation is efficient. A proper buildup of a complex system of indicators would allow giving a realistic assessment of economic practicability of the integration process and determining the level of its efficiency.

Full text
Abstract:
Cluster analysis of the efficiency of the recreational forest use of the region by separate components of the recreational forest use potential is provided in the article. The main stages of the cluster analysis of the recreational forest use level based on the predetermined components were determined. Among the agglomerative methods of cluster analysis, intended for grouping and combining the objects of study, it is common to distinguish the three most common types: the hierarchical method or the method of tree clustering; the K-means Clustering Method and the two-step aggregation method. For the correct selection of clusters, a comparative analysis of several methods was performed: arithmetic mean ranks, hierarchical methods followed by dendrogram construction, K- means method, which refers to reference methods, in which the number of groups is specified by the user. The cluster analysis of forestries by twenty analytical grounds was not proved by analysis of variance, so the re-clustering of certain objects was carried out according to the nine most significant analytical features. As a result, the forestry was clustered into four clusters. The conducted cluster analysis with the use of different methods allows us to state that their combination helps to select reasonable groupings, clearly illustrate the clustering procedure and rank the obtained forestry clusters.

Abstract:
This article analyzes the ways to apply Learning Analytics, Cloud Technologies, and Big Data in the field of education on the international level. This paper provides examples of international analytical researches and cloud technologies used to process the results of those researches. It considers the PISA research methodology and related tools, including the IDB Analyzer application, free R intsvy environment for processing statistical data, and cloud-based web application PISA Data Explorer. The paper justifies the necessity of creating a stand-alone web application that supports Ukrainian localization and provides Ukrainian researchers with rapid access to well-structured PISA data. In particular, such an application should provide for data across the factorial features and indicators applied at the country level and demonstrate the Ukrainian indicators compared to the other countries’ results. This paper includes a description of the application core functionalities, architecture, and technologies used for development. The proposed solution leverages the shiny package available with R environment that allows implementing both the UI and server sides of the application. The technical implementation is a proven solution that allows for simplifying the access to PISA data for Ukrainian researchers and helping them utilize the calculation results on the key features without having to apply tools for processing statistical data.

Banerjee, Onil, Martin Cicowiez, and Renato Vargas. Integrating the Value of Natural Capital in Evidence-Based Policy Making. Inter-American Development Bank, December 2020. http://dx.doi.org/10.18235/0002900.

Full text
Abstract:
This paper describes how Natural Capital Accounting (NCA) can be integrated into economy wide analytical frameworks to enhance evidence based decision making. Examples from applications of the Integrated Environmental Economic Modelling (IEEM) Platform show how explicitly accounting for the contributions of the environment to the economy in economic forecasting can lead to substantially different policy recommendations, overcoming some of the scope limitations of traditional economic performance analysis. Furthermore, the paper describes how NCA can be integrated into more traditional economic performance measurements, such as the System of National Accounts and their indicators such as adjusted Gross Domestic Product and Genuine Savings. Integration of natural capital into economy-wide analytical frameworks leads to better policy uptake of research findings and it empowers policymakers to avoid short-sighted decisions, which, although they can generate short-term economic gain, can have adverse consequences for economic, social, and environmental sustainability in the long run.

Abstract:
The present article reviews various concepts of participatory science and research and discusses their potential to exhibit impact on the relationship between science and society. Starting with an overview of rationales, concepts and challenges, different forms and intensities of participatory approaches in research and innovation are discussed. We then look at the situation in Austria and sort selected Austrian funding programmes and initiatives into a diagram according to the intensity of participation as well as the social groups involved in each case. Finally, we try to gain more precise indications of the impact of participatory programmes on the relationship between science and society. Many questions remain unanswered, as precise analyses and evaluation results are usually lacking. While different surveys provide insights into society’s level of information on a general level, interest, involvement and attitude towards science and research, approaches for impact assessment are fragmented and remain on the surface. We therefore propose to develop an analytical framework based on existing approaches and to include collaboratively developed indicators in it.

Abstract:
Mission-oriented policies (MOIP) have become important means to foster transformative change in many countries. Yet, approaches for assessing these policies' impacts are still in their infancy, not least due to the complexity of MOIP. To address this gap, we propose a toolbox approach that supports policy-makers during policy design and implementation, and allows for an identification of potential impacts by a theory-based approach. To disentangle the complexity of missions, we first conceptualize MOIPs as multiple translation processes from mission formulation and design to implementation. Each translation step shapes the policies' impacts. Based on this framework, we develop a set of specific analytical tools that are intended to support the process of bringing missions into realization, but also help to assess whether missions contribute to the postulated goals. These tools include a mapping of the socio-technical systems, a typology to explore the transformative ambition of missions, a process to develop impact pathways, an inventory of policy instruments to support the mission design, and indicators to measure mission progress along the developed pathways. Finally, we propose several analytical questions to explore the context for the development of potential impacts.

Abstract:
The prospects for doing business in countries are also determined by the business confidence index. The purpose of the article is to model trends in indicators that determine the state of the business climate of countries, in particular, the period of influence of the consequences of COVID-19 is of scientific interest. The approach is based on the preliminary results of substantiating a set of indicators and applying the taxonomy method to substantiate an alternative indicator of the business climate, the advantage of which is its advanced nature. The most significant factors influencing the business climate index were identified, in particular, the annual GDP growth rate and the volume of retail sales. The similarity of the trends in the calculated and actual business climate index was obtained, the forecast values were calculated with an accuracy of 89.38%. And also, the obtained modeling results were developed by means of building and using neural networks with learning capabilities, which makes it possible to improve the quality and accuracy of the business climate index forecast up to 96.22%. It has been established that the consequences of the impact of COVID-19 are forecasting a decrease in the level of the country's business climate index in the 3rd quarter of 2020. The proposed approach to modeling the country's business climate is unified, easily applied to the macroeconomic data of various countries, demonstrates a high level of accuracy and quality of forecasting. The prospects for further research are modeling the business climate of the countries of the world in order to compare trends and levels, as well as their changes under the influence of quarantine restrictions.
