Abstract:
Intelligence analysts today are faced with many challenges, chief among them being the need to fuse disparate streams of data and rapidly arrive at analytical decisions and quantitative predictions for use by policy makers. A forecasting tool to anticipate key events of interest is an invaluable aid in helping analysts cut through the chatter. We present the design of user interfaces for the EMBERS system, an anticipatory intelligence system that ingests myriad open source data streams (e.g., news, blogs, tweets, economic and financial indicators, search trends) to generate forecasts of significant societal-level events such as disease outbreaks, protests, and elections. A key research issue in EMBERS is not just to generate high-quality forecasts but provide interfaces for analysts so they can understand the rationale behind these forecasts and pose why, what-if, and other exploratory questions. This thesis presents the design and implementation of three visualization interfaces for EMBERS. First, we illustrate how the rationale behind forecasts can be presented to users through the use of an audit trail and its associated visualization. The audit trail enables an analyst to drill-down from a final forecast down to the raw (and processed) data sources that contributed to the forecast. Second, we present a forensics tool called Reverse OSI that enables analysts to investigate if there was additional information either in existing or new data sources that can be used to improve forecasting. Unlike the audit trail which captures the transduction of data from raw feeds into alerts, Reverse OSI enables us to posit connections from (missed) forecasts back to raw feeds. Finally, we present an interactive machine learning approach for analysts to steer the construction of machine learning mod-els. This provides fine-grained control into tuning tradeoffs underlying EMBERS. Together, these three interfaces support a range of functionality in EMBERS, from visualization of algorithm output to a complete framework for user feedback via a tight human-algorithm loop. They are currently being utilized by a range of user groups in EMBERS: analysts, social scientists, and machine learning developers, respectively.

Pour les constructeurs de moteurs d'avions comme Snecma, la disponibilité est un des enjeux clés de l'avenir. En effet, la limitation des retards et annulations de vols ainsi que la réduction de la fréquence et de la durée des opérations de maintenance pourraient entraîner des économies importantes. Pour accroître la disponibilité, l'outil le plus utilisé actuellement est le "prognostics and health management" (PHM). La première contribution de la thèse est de proposer des cadres terminologique et fonctionnel pour le développement du PHM adapté aux spécificités des moteurs d'avions. Par la suite, une approche intégrée basée sur le nouveau modèle en V3 est formalisée. La seconde contribution est un processus basé sur les modèles pour le développement de la partie embarquée chargée de l'extraction des indicateurs de santé. Elle est basée sur l'analyse de sensibilité, la régression par vecteurs supports et des nouveaux indicateurs de performances. Puisque ce processus est réalisé avant l'entrée en service, les données stochastiques sont obtenues par propagation d'incertitudes. Pour surmonter les temps de calcul liés aux évaluations du modèle, des métamodèles sont utilisés. Plus particulièrement, la troisième contribution de la thèse est une technique originale combinant régression par vecteurs supports et Krigeage. L'approche globale est finalement testée sur le système carburant d'un moteur d'avion. Les résultats sont prometteurs, tant au niveau industriel pour les précieuses informations qu'elle fournit sur la qualité du jeu d'indicateurs de santé qu'au niveau académique pour la précision apportée par la nouvelle approche du Krigeage-SVR
For manufacturers of aircraft engines such as Snecma, the increase of systems availability is one of the key challenges of the future. Indeed, the limitation of delays and cancellations and the reduction of maintenance operations frequency and duration could lead to important costs savings. To improve availability, the most proven tool is currently prognostics and health management (PHM). The first contribution of this thesis work is to propose complete terminological and functional frameworks for the development of PHM adapted to the specific application on aircraft engines. Subsequently, an integrated development approach based on the original V3-model is formalized. The second contribution is an original model-based process for the development of the embedded extraction of health indicators, based on sensitivity analysis, support vector regression and original performance indicators for the validation. Since it is aimed at being performed before the entry into service, the stochastic data are issued from Monte-Carlo based uncertainties propagation. In order to overcome the prohibitive computation time of the model evaluations, surrogate models are used. More particularly, the third contribution of this thesis work is an original technique combining support vector regression with Kriging. The whole approach is finally tested on an aircraft engine fuel system. The results are promising, both at the industrial level with the release of valuable information about the quality of the health indicators set and at the academic level with the proven accuracy of the novel SVR-Kriging approach

La vulnérabilité des systèmes électriques est l'un des problèmes liés à leur complexité. Il a fait l’objet d’une attention croissante des chercheurs au cours des dernières décennies. Malgré cela, les phénomènes fondamentaux qui régissent la vulnérabilité du système ne sont pas encore bien compris.Comprendre comment la vulnérabilité des réseaux électriques émerge de leur topologie est la motivation principale du présent travail. Pour cela, le présent travail de recherché propose une nouvelle méthode pour évaluer la vulnérabilité des systèmes électriques et identifier leurs éléments les plus critiques. La méthode permet d’avoir une bonne compréhension des liens entre la topologie d’un réseau et sa vulnérabilité à des pertes d’ouvrages (lignes ou transformateurs).La première partie de ce travail consiste en une analyse critique des approches rencontrées dans la littérature, s’appuyant sur la théorie des graphes, pour analyser la vulnérabilité des réseaux électriques. Les résultats fournis par ces approches pour quatre réseaux IEEE sont comparés à ceux fournis par une analyse de contingence de référence, basée sur une résolution d’un load-flow AC. Des avantages et inconvénients de chaque approche est tirée une méthode améliorée pour l'évaluation de la vulnérabilité des réseaux électriques aux pertes d’ouvrage. Cette méthode est basée sur une approximation courant continue du load flow.La deuxième partie propose une nouvelle approche basée sur la théorie spectrale des graphes et son utilisation pour la résolution d’un load flow DC. Elle permet de mieux comprendre comment la vulnérabilité des réseaux électriques et leurs composants critiques émergent de la topologie du graphe sous-jacent au réseau
The vulnerability of electrical systems is one of the problems related to their complexity. It has received increasing attention from researchers in recent decades. Despite this, the fundamental phenomena that govern the vulnerability of the system are still not well understood.Understanding how the vulnerability of power systems emerges from their complex organization is, therefore, the main motivation of the present work. It proposes the definition of a standard method to assess the vulnerability of power systems and identify their most critical elements. The method enables a better understanding of the links between the topology of the grid and the line outage vulnerabilities.The first part of this research work offers a critical review of literature approaches used to assess system vulnerability. The results provided by these approaches for four IEEE test systems are confronted to a reference contingency analysis using AC power flow calculations. From these analyses, pros and cons of each approach are outlined. An improved method for assessment of system vulnerability to line outages is defined from this confrontation. It is based on DC load flow and graph theory.The second part proposes a new approach based on spectral graph theory and solving of DC power flow to identify how system vulnerability and critical components emerge from the power network topology

Abstract:
The National Wetlands Inventory (NWI) is the definitive source for wetland resources in the United States. The NWI production unit in Hadley, MA has begun to upgrade their digital map database, integrating descriptors for assessment of wetland functions. Updating is conducted manually and some automation is needed to increase production and efficiency. This study assigned landscape position descriptor codes to NWI wetland polygons and correlated polygon environmental properties with public domain terrain, soils, hydrology, and vegetation data within the Coastal Plain of Virginia. Environmental properties were applied to a non-metric multidimensional scaling technique to identify similarities within individual landscape positions based on wetland plant indicators, primary and secondary hydrology indicators, and field indicators of hydric soils. Individual NWI landscape position classes were linked to field-validated environmental properties. Measures provided by this analysis indicated that wetland plant occurrence and wetland plant status obtained a stress value of 0.136 (Kruskalâ s stress measure = poor), which is a poor indicator when determining correlation among wetland environmental properties. This is due principally to the highly-variable plant distribution and wetland plant status found among the field-validated sites. Primary and secondary hydrology indicators obtained a stress rating of 0.097 (Kruskalâ s stress measure = good) for correlation. The hydrology indicators measured in this analysis had a high level of correlation with all NWI landscape position classes due the common occurrence of at least one primary hydrology indicator in all field validated wetlands. The secondary indicators had an increased accuracy in landscape position discrimination over the primary indicators because they were less ubiquitous. Hydric soil characteristics listed in the 1987 Manual and NTCHS field indicators of hydric soils proved to be a relatively poor indicator, based on Kruskalâ s stress measure of 0.117, for contrasting landscape position classes because the same values occurred across all classes. The six NWI fieldâ validated landscape position classes used in this study were then further applied in a public domain digital data analysis. Mean pixel attribute values extracted from the 180 field-validated wetlands were analyzed using cluster analysis. The percent hydric soil component displayed the greatest variance when compared to elevation and slope curvature, streamflow and waterbody, Cowardin classification, and wetland vegetation type. Limitations of the soil survey data included: variable date of acquisition, small scale compared to wetland size, and variable quality. Flow had limitations related to its linear attributes, therefore is often found insignificant when evaluating pixel values that are mean of selected pixels across of wetland landscape position polygons. NLCD data limitations included poor quality resolution (large pixel size) and variable classification of cover types. The three sources of information that would improve wetland mapping and modeling the subtle changes in elevation and slope curvature that characterize wetland landscapes are: recent high resolution leaf-off aerial photography, high-quality soil survey data, and high-resolution elevation data. Due to the data limitations and the choice of variables used in this study, development of models and rules that clearly separate the six different landscape positions was not possible, and thus automation of coding could not be attempted.

Abstract:
Valves play a critical role in a water distribution system for subsystem isolation and flow or pressure control. Among them, subsystem isolation is required to repair or to rehabilitate a broken component and can be done by closing adjacent valves. To evaluate the role of valves, the concept of â Segmentâ is necessary. A segment consists of a set of pipes and nodes isolated together by closing adjacent valves when a pipe fails. An efficient algorithm to identify segments in a water distribution system is proposed. In addition, when a segment is isolated, an additional subsystem may be disconnected from water sources by the segment isolation. It is a topological unintended isolation. In addition, a hydraulic failure, in terms of pressure types of failures at demand nodes should be considered. These three account for the failure impact of a pipe. Placing valves efficiently improves the reliability of a water distribution system. However, the valve reliability itself is not 100%. Therefore, valve failure consequence should be explored in determining the locations of valves. For this purpose, three methodologies, namely segment-valve matrix algorithm, decision tree approach and simulation are proposed. Another consideration for placing valves is a strategic valving rule, namely N and (N-1) valving rules. Using a formulation for node reliability in terms of failing valves, the reliability difference between the two valving rules is evaluated. We also employ a mixed N and (N-1) valving rule. Another strategic valving rule, a segment size reducing approach minimizing the number of affected customers is proposed. The developed algorithms are utilized to build software, the Strategic Valve Management Model, to solve practical problems. The methodology is applied to three real water distribution systems.

The main goal of this thesis is to create whole information source for beginner forex traders and to describe them all trading risks and the ways how to reduce these risks, for example through the using of money management and creating suitable automated trading strategy. The next part describes fundamental, technical and partly psychological analysis. This part is mainly focused on technical analysis and describing well known and the most widely used indicators of technical analysis. One of the purposes of this study is to develop a vision system consisting of 3 inexpensive, commercial cameras. The system is intended to be used for tracking the motion of objects in a large calibration volume, typically 6.5 m. wide and 0.7 m. high. Hence, a mechanism is designed and constructed for the calibration of the cameras. The second purpose of the study is to develop an algorithm, which can be used to obtain the kinematic data associated with a rigid body, using a vision system. Special filters are implemented in the algorithm to identify the 3 markers attached on the body. Optimal curves are fitted to the position data of the markers after smoothing the data appropriately. The outputs of the algorithm are the position, velocity and acceleration of any point (visible or invisible) on the body and the angular velocity and acceleration of the body. The singularities associated with the algorithm are also determined. Using the vision setup and the developed algorithm for tracking the kinematics of a rigid body, the motions of the saddles of different horses are investigated for different gaits. Similarities and differences between horses and/or gaits are analyzed to lead to quantitative results. Using the limits induced by the whole body vibration of humans, for the first time in the world, daily, allowable riding time and riding distances are determined for different horses and gaits. Furthermore, novel, quantitative horse comfort indicators are proposed. Via the experiments performed, these indicators are shown to be consistent with the comfort assessment of experienced riders. Finally, in order to implement the algorithms proposed in this study, a computer code is developed using MATLAB®
.

La tesis parte de la idea de que los sistemas de indicadores, utilizados para medir el estado de la costa y la implementación de proyectos de Gestión Integrada de las Zonas Costeras (GIZC), deben orientarse a problemas concretos de la zona de estudio y que su validez debe ser comprobada no sólo por la opinión de los expertos, sino también por la percepción de los usuarios y por el análisis estadístico cuantitativo.
The problem addressed by this thesis is the identification of site-specific and problem-oriented sets of indicators, to be used to determine baseline conditions and to monitor the effect of ICZM initiatives.The approach followed integrates contributions from coastal experts and stakeholders, systems theory, and the use of multivariate analysis techniques in order to provide a cost-effective set of indicators, oriented to site-specific problems, with a broad system perspective.A systems approach, based on systems thinking theory and practice, is developed and tested in this thesis to design models of coastal systems, through the identification of the system's components and relations, using the contribution of experts and stakeholders.Quantitative analysis of the system is then carried out, assessing the contribution of stakeholders and using multivariate statistics (principal components analysis), in order to understand the structure of the system, including relationships between variables.The simplification of the system (reduction of the number of variables) is one of the main outcomes, both in the participatory system's design and in the quantitative multivariate analysis, aiming at a cost-effective set of key variables to be used as indicators for coastal management.

Most countries show a relative decoupling of economic growth from domestic resource use, implying increased resource efficiency. However, international trade facilitates the exchange of products between regions with disparate resource productivity. Hence, for an understanding of resource efficiency from a consumption perspective that takes into account the impacts in the upstream supply chains, there is a need to assess the environmental pressures embodied in trade. We use EXIOBASE3, a new multiregional input-output database, to examine the rate of increase in resource efficiency, and investigate the ways in which international trade contributes to the displacement of pressures on the environment from the consumption of a population. We look at the environmental pressures of energy use, greenhouse gas (GHG) emissions, material use, water use, and land use. Material use stands out as the only indicator growing in both absolute and relative terms to population and gross domestic product (GDP), while land use is the only indicator showing absolute decoupling from both references. Energy, GHG, and water use show relative decoupling. As a percentage of total global environmental pressure, we calculate the net impact displaced through trade rising from 23% to 32% for material use (1995¿2011), 23% to 26% for water use, 20% to 29% for energy use, 20% to 26% for land use, and 19% to 24% for GHG emissions. The results show a substantial disparity between trade-related impacts for Organization for Economic Cooperation and Development (OECD) and non-OECD countries. At the product group level, we observe the most rapid growth in environmental footprints in clothing and footwear. The analysis points to implications for future policies aiming to achieve environmental targets, while fully considering potential displacement effects through international trade.

L'un des challenges le plus important pour les opérateurs des réseaux mobiles est de dimensionner le réseau de la manière la plus efficace possible, c'est-à-dire, bien planifier les ressources pour fournir une bonne couverture et une meilleure capacité. Afin de mieux gérer le trafic généré dans le réseau, les opérateurs déploient des petites cellules pour aider les macro-cellules à délester les zones de la cellule où le trafic de données est significativement supérieur au trafic moyen dans la cellule. Cependant, le problème majeur de ces réseaux hétérogènes consiste à bien localiser ces hotspots et puis de mettre en place la meilleure solution pour les absorber. Dans cette thèse, on traite le sujet de localisation de hotspot et on étudie l'impact de son imperfection sur les performances des déploiements des réseaux hétérogènes. Dans une première étape, on propose une nouvelle méthode de localisation de hotspot. Puis, on propose d'évaluer l'impact d'une mauvaise localisation de trafic sur le déploiement des petites cellules à travers une analyse de performances au niveau statique et dynamique. Sachant qu'une grande quantité de trafic de données dans le réseau mobile est générée par des utilisateurs qui sont en mouvement, on propose d'évaluer les performances des petites cellules mobiles. Enfin, la quatrième étape consiste à améliorer encore la solution de déploiement de petites cellules en utilisant les drones. On propose un mécanisme de décongestion du réseau et on discute les avantages et les points à explorer. Une analyse de performance est aussi réalisée pour comparer cette solution avec les solutions classiques de macro cellules et de petites cellules
The continuous increasing traffic in cellular networks has forced the mobile operators to look for efficient and viable options to manage their networks so as to ensure more efficiency over the network life cycle while also evolving with the implementation of new technologies. Traffic hotspot localization can help operators to identify the areas where deploying small cells can reduce the congestion. We firstly propose and assess a new traffic hotspot localization method based on the projection of O&M KPIs on the coverage map. Compared to probing methods, the computational costs and the equipment expenditures are reduced. Moreover, the localization accuracy is improved. Next, in order to evaluate the impact of the limited accuracy of traffic localization tools on small cell deployment, we study the performances of three different scenarios. The first one considers a network of macrocells only and represents a benchmark to decide about the usefulness of small cells. The second one is based on a network of macrocells with a perfectly deployed small cell allowing to identify the limitations of small cell deployment and the last one is with an imperfectly deployed small cell. Realizing that a significant amount of cellular demand is generated on the go and suffers deteriorating quality, we investigate the potential performance gains of using moving small cells. The major outcome is to understand if moving cells leverage the relative operators' investments. Finally, we propose a new mobile data offloading mechanism which capitalizes on drone small cells to alleviate the data traffic load. We realize a performance evaluation and comparison with classic small cell deployment

Ecotourism from its genesis and founding theories has been set out to conserve and preserve the environment through sustainable operation that includes surrounding communities in efforts to reduce their poverty levels. Over the years ecotourism has been hypothesized to have departed from this ideal with several researchers, through social, qualitative analyses, have said that these non-sustainable ecotourism operations are simply due to poor management. This work sought to test this central hypothesis as a first approach to quantitatively linking ecotourism activities to management with surface water quality as the key indicator of sustainable ecotourism as a complex system through systems thinking. This pilot work was done by the use of two study sites in the Caribbean: Iwokrama, Guyana and Greencastle, Jamaica. From General Systems Theory, before systems dynamics can be applied there is a need to first observe components of the system in a reductionist view. This approach had to be taken also since the required data inputs for the systems approach were not available, as is the norm throughout the Caribbean. Thus by creating simple, easy-touse and transferrable sustainability indicator based reductionist-type assessment tools relevant data on ecotourism activities, management and water quality can be obtained in the future and acts as a start to understanding the true systems dynamics among these three entities. The creation of these quantitative reductionist tools utilized social surveying onsite, target plots, sustainability indicators and Social Network Analysis. Tools created were tested through what-if scenarios, with sensitivity analyses, and determined to be able to respond to societal, environmental and economic changes. The basic findings of these reductionist tools were used to establish and initial pathway for quantification inclusive of a framework in STELLA® for the numerical linking of ecotourism management, water quality and sustainability indicators in the Caribbean. This work also established water quality baselines for both study sites through in situ water sampling and testing and further ex situ analysis. As an indirect systems approach to linking sustainable development and the Caribbean, an audit of the Caribbean’s primary and secondary school’s system was conducted and recommendations suggested for the infusion of sustainability into formal education both during and after the United Nations Decade for Education for Sustainable Development (2005-2014).

Composite indicators, also called indices, are widely used synthetic measures for ranking and benchmarking alternatives across complex concepts. The aim of constructing a composite indicator is, among other things, to simplify and condense the information of a plurality of underlying indicators. However, to avoid misleading results, it is important to ensure that the construction is performed in a transparent and representative manner. To this end, this thesis aims to aid the construction of the Electricity Supply Resilience Index (ESRI) – which is a novel energy index, developed within the Future Resilient Systems (FRS) programme at the Singapore-ETH Centre (SEC) – by looking at the complementary and fundamental component of index aggregation, namely the weighting of the indicators. Normally, weights are assigned to reflect the relative importance of each indicator, based on stakeholders’ or decision-makers’ preferences. Consequently, the weights are often perceived to be importance coefficients, independent from the dataset under analysis. However, it has recently been shown that the structure of the dataset and correlations between the indicators often have a decisive effect on each indicator’s importance in the index. In fact, their importance rarely coincides with the assigned weights. This phenomenon is sometimes referred to as implicit weights. The aim of this thesis is to assess the implicit weights in the aggregation of ESRI.  For this purpose, a six-step analytical framework, based on a novel variance-based sensitivity analysis approach, is presented and applied to ESRI. The resulting analysis shows that statistical dependencies between ESRI’s underlying indicators have direct implications on the outcome values – the equal weights assigned a-priori do not correspond to an equal influence from each indicator. Furthermore, when attempting to optimise the weights to balance the contribution of each indicator, it is found that this would require a highly unbalanced set of weights and come at the expense of representing the indicators in an effective manner. Thereby, it can be concluded that there are significant dependencies between the indicators and that their correlations need to be accounted for to achieve a balanced and representative index construction. Guided by these findings, this thesis provides three recommendations for improving the statistical representation and conceptual coherence of ESRI. These include: (1) avoid aggregating a negatively correlated indicator – keep it aside, (2) remove a conceptually problematic indicator – revise its construction or conceptual contribution, and (3) aggregate three collinear and conceptually intersecting indicators into a sub-index, prior to aggregation – limit their overrepresentation. By revising the index according to these three recommendations, it is found that ESRI showcases a greater conceptual and statistical coherence. It can thus be concluded that the analytical framework, proposed in this thesis, can aid the development of representative indices.
Kompositindikatorer (eller index) är populära verktyg som ofta används vid rankning och benchmarking av olika alternativ utifrån komplexa koncept. Syftet med att konstruera ett index är, bland annat, att förenkla och sammanfatta informationen från ett flertal underliggande indikatorer. För att undvika missvisande resultat är det därmed viktigt att konstruera index på ett transparent och representativt sätt. Med detta i åtanke, avser denna uppsats att stödja konstruktionen av Electricity Supply Resilience Index (ESRI) – vilket är ett nyutvecklat energiindex, framtaget inom Future Resilient Systems (FRS) programmet på Singapore-ETH Centre (SEC). Detta görs genom att studera ett vanligt fenomen (s.k. implicita vikter) som gör sig gällande i ett av konstruktionsstegen, då de underliggande indikatorerna ska viktas och aggregeras till ett index. I detta steg tilldelas vanligtvis vikter till de enskilda indikatorerna som ska spegla deras relativa betydelse i indexet. Det har dock nyligen visats att datastrukturen och korrelationer mellan indikatorerna har en avgörande påverkan på varje indikators betydelse i indexet, vilket ibland kan vara helt oberoende av vikten de tilldelats. Detta fenomen kallas ibland för implicita vikter, då de ej är explicit tilldelade utan uppkommer från datastrukturen. Syftet med denna uppsatts är således att undersöka de implicita vikterna i aggregationen av ESRI.  För detta ändamål sker en tillämpning och utökning av en nyutvecklad variansbaserad känslighetsanalys, baserad på olinjär regression, för bedömning av implicita vikter i kompositindikatorer. Resultaten från denna analys visar att statistiska beroenden mellan ESRIs underliggande indikatorer har direkt inverkan på varje indikators betydelse i indexet. Detta medför att vikterna ej överensstämmer med indikatorernas betydelse. Följaktligen utförs en vikt-optimering, för att balansera bidraget från varje indikator. Utifrån resultaten av denna vikt-optimering kan det konstateras att det inte är tänkbart att balansera bidraget från varje indikator genom att justera vikterna. Om så görs, skulle det ske på bekostnad av att kunna representera varje indikator på ett effektivt sätt. Därmed kan slutsatsen dras att det finns tydliga beroenden mellan indikatorer och att deras korrelationerna måste tas i hänsyn för att uppnå en balanserad och representativ indexkonstruktion. Utifrån dessa insikter presenteras tre rekommendationer för att förbättra den statistiska representationen och konceptuella samstämmigheten i ESRI. Dessa innefattar: (1) Undvik att aggregera en negativt korrelerad indikator - behåll den vid sidan av, (2) ta bort en konceptuellt problematisk indikator - revidera dess konstruktion eller konceptuella bidrag, och (3) sammanställ tre kollinära och konceptuellt överlappande indikatorer i ett sub-index, före aggregering - begränsa deras överrepresentation. När dessa rekommendationer implementerats står det klart att den reviderade ESRI påvisar en förbättrad konceptuell och statistisks samstämmighet. Därmed kan det fastställas att det analytiska verktyg som presenteras i denna uppsats kan bidra till utvecklingen av representativa index.

Essential to life on the planet, water has fundamental importance as social and economic development factor, being the focus of several conflicts and interests. The gap between water needs and availability worldwide is undoubtedly one of the main problems of today. This situation requires a very effective management of water resources. Cearà state adopted the model that proposes an integrated, decentralized and participatory water management and that has the River Basin as planning unit. In general, the following main levels of participation can be mentioned: the State council of Water Resources - CONERH, River Basin Committees, Commissions of PerennializedValleys WaterUsers and Managing Commissions of Water Systems. The objective of this work is to formulate and to apply indicators to assess the participation of the Managing Commissions in managing Metropolitan Basinsâ waters, taking as case study the Managing Commissions of the following water systems: Castro, Acarape do Meio and ChorÃ. To accomplish this, documental and bibliographic research were used, as well as application of questionnaires. The methodology followed a sequence composed of four phases: definition of the evaluation indicators system, application of the Delphi method, application of the hierarchic analysis of processes (AHP) and construction of the evaluation index for the water systems management commissions. The application of the Delphi method was attended by 14 (fourteen) technical specialists in water resources and the evaluation of the researched committees was attended by 24 (twenty four) members. The research has defined the relevant aspects or dimensions to be considered for assessment of this management sphere, which are: the existence of financial resources, planning, commitment of the members of the Managing Commissions, qualification of the members of the Managing Commissions, infrastructure for the functioning of the Managing Commissions, interaction with other spheres of management, transparency of management bodies, performance of the Managing Commissions, representativeness and credibility. The seventy-five indicators identified from these dimensions supported the evaluation of the Managing Commissions under study, allowing to identify in the interpretation of the results that these commissions are active in the management of metropolitan basins and contribute to the negotiated allocation of water from the referred basin. However, some limitations must be passed to become fully effective.

Na aplicaÃÃo do mÃtodo Delphi ocorreu a participaÃÃo de 14 (quatorze) tÃcnicos especialistas em Recursos HÃdricos e na avaliaÃÃo das ComissÃes pesquisadas, a participaÃÃo de 24 (vinte e quatro) membros. A pesquisa definiu os aspectos ou dimensÃes relevantes a serem consideradas para avaliaÃÃo dessa instÃncia de gestÃo, quais sejam: existÃncia de recursos financeiros, planejamento, comprometimento dos membros que compÃem a ComissÃo Gestora, qualificaÃÃo dos membros que compÃem a ComissÃo Gestora, infraestrutura para o funcionamento da ComissÃo Gestora, interaÃÃo com as demais instÃncias de gestÃo, transparÃncia dos ÃrgÃos gestores, atuaÃÃo da ComissÃo Gestora, representatividade e credibilidade. Os setenta e cinco indicadores identificados a partir dessas dimensÃes, subsidiaram a avaliaÃÃo das ComissÃes Gestoras em estudo, permitindo identificar na interpretaÃÃo dos resultados, que essas comissÃes sÃo atuantes na gestÃo das bacias metropolitanas e contribuem na alocaÃÃo negociada de Ãgua da referida bacia. The goal of this thesis is to identify weaknesses of financial management of the company from year 2008 until the year 2015 from the external analyst point of view. The goal of the thesis "Evaluation of the travel agency Expecta, s.r.o." is to determine the investment value of the company for the purpose of the future sale. Firstly the strategic analysis is applied, on which basis the future turnovers are estimated. Afterwards the company is analyzed from the financial point of view. The classical methods (ex. Horizontal and vertical analyses of the financial statements) and also analysis of EVA along with the diagnostic system of financial indicators "INFA" are used. The information arising from both analysisses serve as a basis for the construction of a planned profit and loss statement and a planned balance sheet. In the last part of this thesis the investment value of the firm is calculated by using a yield method based on the indicator EVA.

The diploma thesis deals with the design of measures to prevent accounting fraud for units compiling IFRS financial statements. The thesis is divided into three parts. The first part describes the theory of creating international harmonization of accounting systems. The second part is devoted to the analysis and description of selected, the most frequently used international accounting standards, from which the part of own solutions is based. The third part, own solution proposals, deals with the application of the analytical part to a specific selected company, ČD Cargo, a. s. The military health care system has been plagued by increasing health care costs for the past few decades. The military has implemented a couple of programs in an effort to control costs while maintaining quality health care for beneficiaries. The CHAMPUS program was DoD's first attempt to allow beneficiaries to receive care from civilian physicians for a small fee. This program was replaced with the Tricare program which offered a three option health plan and provided easy access to medical care for beneficiaries, but it failed to control costs. This project initially attempted to demonstrate that by increasing cost shares to beneficiaries associated with the Tricare program, greater efficiency and cost savings in the military health care system could be achieved. While unable to prove this, we found evidence of self-selection occurring among Tricare Standard enrollees. Standard enrollees are using inpatient and outpatient care at higher rates than their Prime counterparts. Analysis of this self-selection could have implications for future policy decisions concerning the military health care system.

Real estate industry plays a significant role in high speed of economic development in China. However, with increasingly high housing price and scare land resources, real estate development is caught in a vicious circle. A large number of families could not afford their housing while housing prices have no trend to decrease which leads to huger gap between the rich and the poor and causes indirectly instability of society. Therefore, creating a healthy and stable real estate investment market is extremely urgent. The purpose of the thesis is to research the relationship between leading index of macro economy prosperity and real estate investment based on the reality. We found that leading indicator Granger causes real estate investment while real estate investment Granger causes leading indicator at the same time. Based on that, this paper also forecasts the real estate investment with VAR models in the following 7 years which was proved to a circle of real estate market. In the light of our research, some target suggestions are pointed out at last.
