Abstract:
Objective: To determine what information training needs and behaviors medical residents have such as (1) information training provided by attending physicians, (2) formal evidence-based medicine (EBM) training programs, (3) information training provided by medical librarians, (4) preferred topics for information training, and (5) the desire to have a clinical librarian. Methods: A survey analysis was conducted of 217 medical residents from the 2005/06 class in surgery, family medicine, internal medicine, obstetrics/gynecology, psychiatry, pediatrics, and pathology on their training needs and behaviors with a return rate of 48.4%. Quantitative analysis was performed with the SPSS (v. 14.0 for Windows) software program. The results were expressed in percents in graphical or tabular form. The data were analyzed using descriptive statistics (frequencies, mean, median, and mode) and inferential statistics (Mann-Whitney U test and chi-square test.) Results: Sixty-one percent of residents indicated that they had received clinical information training from their attending physicians. Sixty-four percent of residents indicated they had formal EBM training in their program. Sixty-nine percent indicated they had received clinical information training from medical librarians. The top two training topics desired by residents were an overview of all available library resources and services and instruction on searching databases. Eighty-three percent of residents indicated that they would like a clinical medical librarian (CML) for their program. The Cramer’s V statistic indicated a moderately strong relationship between residency program and desire for a CML. Conclusions: The desire for instruction by residents from librarians is strong. Medical librarians must more aggressively seek to provide instructional opportunities for medical residents. Librarians must periodically survey residents as to the content, time, and place where this instruction takes place so that it might be best utilized by residents.

Abstract:
One of the fastest growing areas of law enforcement in the state of Texas today is school district policing, with many of the Independent School District (ISD) departments having been formed within the past 10-12 years. Without a formal structured plan of its own, training programs for the school district police officer have often followed the template of other local and state policing organizations to determine their own in-service training curriculum. Unfortunately, following the guidelines and programs set up by these outside policing organizations has led to training that is not indicative of the school district police officers bona fide training needs. This research first focused on identifying the internal and external constraints that are operating from within the school district, along with influences from outside the organization that are hindering ISD police officer training. The results found budgetary issues, time issues, perceived lack of training support from the school district administration, a lack of a training needs analysis to identify training needs, and other outside constraints (such as legislative training mandates), were hindering ISD police in-service training. Recommendations were made to seek outside assistance (grants), combined regional training efforts, organizing to seek changes in required state training mandates, educating administration in ISD policing needs, and performing a training needs analysis to identify training needs. The second focus identified the unique tasks of the school district police officer in order to provide the school district policing organizations with specific task information regarding the daily tasks of the school district police officer. Twenty eight unique police officer tasks were then identified through group sessions held with several ISD policing organizations. The tasks were then listed in order of criticality and frequency, and two lists were made from the returns. One related to overall task importance and the second list was ordered by agency size, as it was believed that the agencies may differ in focus and responsibilities by departmental size. This combination of an organizational analysis and a task analysis is expected to provide the ISD policing organizations with the information from which a sound training program may be designed.

Human Factors (HF) has long been identified as one of the main causes of incidents and accidents in the transportation industry, and more recently has become increasingly important in air accident investigation and safety improvement. As a result, many National Investigation Agencies (NIAs) are now explicitly acknowledging HF in their final investigation reports. Whereas engineering-and operations-led investigation can highlight what happened and how it occurred, it is increasingly recognised that the integration of HF into an investigation can help understand why a sequence of events led to an incident or accident. However, there are considerable challenges to more thorough integration of HF into air accident investigations. Most notably, there remains a reluctance amongst some NIAs to fully embrace HF and address potentially important HF issues in detail in their investigations. Consequently, there is a risk that some investigations are consistently overlooking potentially critical HF issues, and as a result fail to fully address why an incident or accident occurred. There is a need for research that examines these challenges, including the possible gap that exists between research and industry regarding the development and applicability of accident analysis tools, and that provides practical solutions to enable a better integration of HF in air accident investigations ... Abstract:
Training Needs Analysis (TNA) is often considered the most important step among the stages in the training cycle and, therefore, should precede any training intervention. However, in spite of the importance of TNA, the literature contains little empirical work on the topic. This study investigates the current practice of TNA within the Abu Dhabi Police (ADP), in order to identify the different barriers to its effective implementation, and to develop a suitable framework that can not only be applied to the Abu Dhabi Police, but also has wide applicability to other public sector organisations. Four areas are examined, these being: current practices of TNA, training decisions, effectiveness of TNA, and the barriers to its implementation. The study adopts a phenomenological approach, using inductive qualitative data in the main. The research population is categorised into three groups: a) policy-makers, top management, and academics, b) trainers, and c) trainees. In total, 51 individuals from the ADP are interviewed. The results show that TNA in the ADP is generally conducted formally on a regular basis. To a certain extent, all the methods are in use by the ADP in identifying its training needs, and the overall perceptions of the respondents regarding TNA practices are high. However, the study has identified some barriers to the implementation of effective TNA practices in the ADP. It is to be noted here that lack of expertise of the trainers; nepotism, kinship and personal relations between the supervisors and the employees, disrupt the training selection process in the ADP. Based on the findings this study has suggested some recommendations. This study hopes to contribute to, and extend, the body of knowledge on TNA by developing a novel, holistic conceptual framework, which provides general guidelines for TNA practitioners in the public sector of the UAE to ensure the successful and effective implementation of TNA. Additionally, it will contribute to the body of knowledge of TNA in the Middle East generally, and TNA in the Middle Eastern public sector, being the first exploratory empirical study conducted in the United Arab Emirates (UAE) as far as the author believes.

ENGLISH ABSTRACT: The primary objective of the South African National Defence force is the protection of its citizens against external threats. The nature of the work, especially in operational situations, very often causes members of the SANDF to work in remote and unknown territory. The SANDF is composed of different units such as the army, air force and navy. All of these units typically control a specific aspect of the environment, especially in operational situations, and is very often also geographically spread over a large area. The battle commander would typically be in charge of all these units and must direct and control them efficiently towards achieving their assigned mission. In order to be an effective battle commander, the commander must thus be able to understand the terrain that his/her units are operating in, and maps are often the only information to base such understanding on. Map use is thus a critical success factor in effective battle command, and also for every member of the units navigating the often unknown terrain. The aim of the study is to conduct an investigation into the status quo of map use proficiency in the military, and specifically the South African National Army. The investigation comprises the following: • To conducting a detailed task analysis into map use in a military context, in order to establish specific map use functions and related skills regarded as critical in the military context. • The development of a proficiency test, taking the form of a questionnaire, based on the skills identified in the task analysis. Comparing the results of the questionnaire with map use skills identified in the task analysis, to determine the level of map use proficiency in military context. The secondary aims of the study comprise the following: • To investigate the level of map use training and determine if a need exists in term of additional map use training in the military, based on subjective opinions. • To investigate the level of computer literacy and the need for formal computer training in the military context. The key conclusions of the study are the following: • A gap between optimal and actual performance has been identified in terms of map use in the military context. • This gap can largely be attributed to insufficient structures and processes within the military context to facilitate effective map use.
AFRIKAANSE OPSOMMING: Die primêre doel van die Suid-Afrikaanse Nasionale Weermag is om die burgers van die land te beskerm teen eksterne gevare. Die aard van die werk veroorsaak dat soldate, tydens operasionele toestande, dikwels na onbekende en vreemde areas verplaas ten einde bogenoemde primêre doel te bereik. Die weermag bestaan tipies uit verskillende eenhede, wat elk gefokus is op die verrigting van spesifieke funksies, en dikwels geografies wyd versprei is. In gesamentlike operasies, is die operasie bevelvoerder tipies in beheer van die verskillende eenhede en moet hy toesien dat hul bewegings gekoordineer is ter bereiking van hul doel. Die operasie bevelvoerder, ten einde die doelwit effektief te bereik, moet in staat wees om die terrein waar die verskillende eenhede beweeg te ontleed, en effektief tot doelbereiking kan benut. Kaarte is een van die primêre bronne van inligting, ten einde die terrein te ontleed om dit sodoende tot voordeel te kan gebruik. The study sought to determine (1) how frequently needs assessments were used; (2) how the results of needs assessments were used; (3) whether the needs assessment model was developed by in-house staff or outside consultants; (4) whether needs assessments were utilized more frequently within specific industry groups; and (5) the respondents' perceived level of importance placed on the needs assessment process. Abstract:
The development of competent technical staff for industrial companies is vital for a sustainable economy in Libya and is one of the key factors that will enable the industrial sector to grow. Thus, Libyan industrial companies (LICs) are able toidentify training needs for the preparation of training programmes for technicians. This study focuses on the verification of practice of Training Needs Analysis (TNA). According to the researcher's knowledge, no significant research has been conducted in Libya regarding TNA, although some studies have focused on training and development, technical and vocational education. Therefore, this study can be considered as the first of its kind and a contribution to existing knowledge in this field. The main purpose of this study is to understand the TNA process in LICs and to investigate how TNA is applied in practice. It aims to assess whether the concept of TNA can be applied to these companies' activities, and explores the application of TNA at the Libyan Iron and Steel Company (LISCO) and National Cement Company (NCC). This study employs a descriptive methodology, with two data collection methods used (qualitative and quantitative). The qualitative method involved a semistructured, face-to-face interview with managers responsible for training. Quantitative data collection used three forms of questionnaires to collect data from three key groups in the selected companies: technical staff, line managers and those responsible for training. Findings drawn from the interviews and questionnaires indicated that all respondents held similar views on the importance of TNA and its methods, and that the identification and analysis of training needs is an important requirement for success in any training programme. Participants also disclosed that these companies do not have a formal TNA system, and instead implemented it on a piecemeal basis rather than through a systematic long-term policy to address individual and tasks' needs. There is no comprehensive framework for all stages of the TNA process. The study's findings support a holistic approach to TNA. One of its key contributions was the development of a theoretical TNA framework in a Libyan context, which was based on western models (Blanchard and Thacker's, 2003 model and Goldstein and Ford's, 2002 model). This suggested framework details the critical factors that can enhance or hinder the success of the TNA process. Therefore, this study contributes to the development of TNA in the LICs and demonstrates that it has implications for both managers and practitioners, such as identifying training needs, nominating for training, and the selection of training programmes. Also, this research forms a basis upon which future research studies can be conducted.

This study developed from my Interests in the industrial system and the education and training needs of individuals. The starting point for the research was Maslow's need theory, and Scheler's proposition that Individuals must continually update their acquisition of technological (artificial) knowledge to avoid alienation from the culture created by this type of knowledge. This study Initially began with a review of literature which demonstrated that the educational and training needs of individuals arose from the demands of the Industrial system. This raised the question of whether individuals' needs were similar to or different from those of the organisations in which they worked. The empirical research which developed from this question was to test the hypothesis that Individuals' perception of needs could serve as the basis for the development of training strategy and policy. The research was carried out amongst unemployed adults, employed adults In three companies and 100 employers in the engineering industry. An inductive-deductive approach was taken to identify the education and training needs of individuals and organisations. The investigation was carried out by a multi-method approach involving questionnaire and interviews in the collection of both quantitative and qualitative data. The research confirmed the literature and hypothesis. It also raised the question of whether the individuals' perception of needs could be discussed within the wider context of individuals' ability to participate in discussions about the socloeconomic- political environment. The study claims individuals' and industries' needs are similar, thus individuals' perception of needs can be the basis for the development of training strategy and policy, and it proposes a model of Knowledge-Based Training as a possible way forward. It builds on Mallow's theory of needs and also supports Robbins' theory that harmony can exist between the life and system worlds.

Abstract:
The following thesis investigates contemporary issues within the applied physiology of soccer refereeing. 1) Training performance. The impact of a high intensity training regime was examined in a group of elite-level soccer referees. Following a 16-month training period the referees’ performance on the YoYo Intermittent Recovery Test (level 1) improved by 46.5%. 2) Match Demands. The effect of match standard and referee experience upon the objective and subjective match loads of referees was investigated. Match heart rates (HR) and ratings of perceived exertion (RPE) were both related to standard of competition, with the match loads being higher on the higher standard of competition. Referee experience had no effect upon the referees’ match responses. Using a semi-automatic, video match analysis system the referees’ match activities and factors affecting these activities were also examined. Physical performances were related in part to the physical performances of the players; whilst the distances covered during the first half were related to second half coverage. 3) Ageing and performance. The effect of ageing upon referees’ fitness levels and physical match performances was addressed. Regression analysis revealed a trend towards an agerelated reduction in physical fitness, as determined by the referees’ fitness tests. Match activity analysis demonstrated a clear age-related decline in physical match performance, although this decline did not impair the referees’ ability to keep up with play. 4) Fitness and match performance. The validity of the FIFA referees’ fitness tests was examined. Interval test HR load was significantly correlated to the referees’ match coverage, both total distance and high intensity running. Sprint test scores also demonstrated a significant relationship with the referees’ match sprinting distances. However, given the strength of the relationships only the sprint test showed appropriate construct validity for the physical assessment of soccer referees.

Abstract:
There is a lack of knowledge in the area of training needs for Deaf/Blind vocational rehabilitation and/or independent living service providers in Florida. This quantitative study utilized self-report surveys of Deaf/Blind providers in Florida to determine what needs to be done related to professional development. The researcher attempted to determine what service providers identify as areas of strength, and what areas they perceive to be those which require additional professional development training. The study participants were 31 professionals who worked at state agencies, non-profits, for-profits, private, or federal agencies that provide services to the Deaf/Blind population in Florida in the areas of vocational rehabilitation and/or independent living. The survey was developed by the researcher based on previous research in the areas of best practice in vocational rehabilitation and independent living. The areas that the survey addressed are interagency collaboration/relationship building, self-determination, parent involvement/parent support, and additional training areas. There were 18 questions on the survey that took participants no longer than 15 minutes to complete. Quantitative data were collected using a commercial platform to keep respondents’ information confidential and analyzed using descriptive statistics which include percentages and other data. Key areas were identified in which providers to the Deaf/Blind may need additional training in the areas of vocational rehabilitation and independent living. The results suggested that the background training of Deaf/Blind providers is varied. Even though Deaf/Blind providers’ training is varied, perceived strengths and weaknesses were suggested.

iii ABSTRACT Government Institutions are in terms of the Skills Development Act, (Act 97 of 1998), required to develop employees in order to achieve good and effective performance. The Act makes provision for the development of Workplace Skills Plan by government institutions and mandates these institutions, including Government Departments, to budget at least 1% of their payroll for training and development of employees. It is, however, not apparent whether or not the developed Workplace Skills Plans are in line with the employees training needs and training interventions. As a result, the essence of this study is to determine how to align employees training needs with the Departmental Workplace Skills Plan in the Limpopo Department of Health. In addition, the study investigates whether or not training interventions in the Limpopo Department of Health are informed by the identified skills needs. The type of research methodology used in this study is the quantitative approach, which is in the form of a structured questionnaire. The main finding of the study is that although the Limpopo Department of Health developed the Workplace Skills Plan, training interventions were not aligned to it. In addition, a large percentage of the respondents was not aware of the skills audit exercise that the Department undertook. This study also reveals that the post-training evaluation which was done by the Department did not contribute to important subsequent training interventions. The key recommendation made is that the Limpopo Department of Health should make employees aware of the skills audit exercise the Department often undertakes. Abstract:
The success of applied behavior analysis (ABA) interventions relies heavily on adherence to measures of social importance. One area identified by caregivers, educators, and researchers as having social importance is the area of daily living skills; particularly in populations of children with special needs. A number of studies employed the use of a task analysis to objectively measure toothbrushing, with various training procedures utilized. Behavioral Skills Training (BST) is an effective procedure used to train a variety of skills. Further, research indicates the addition of an in situ assessment promotes generalization of trained skills. The current study examined the use of a task analysis and BST with in situ assessment to systematically measure and train toothbrushing skills in children with special needs. Training procedures were adapted from a similar study by Poche, McCubbrey, & Munn (1982). Five children participated in this study; four male and one female; each having a medical diagnosis indicating special needs. Objective and subjective measures were obtained with a task analysis data sheet and a pre/post intervention parent surveys. Results indicate the intervention successfully increased correct toothbrushing responses in four of the five participants. For the other participant, the intervention had no effect. Fading assessments were conducted 1-5 weeks following intervention, and maintenance effects were variable. The efficacy of BST to train skills and a task analysis to measure responses has been extended to different populations based on the findings in this study.

The title of this study is "Analysis of the training needs of traffic officers in the Potchefstroom district". The purpose of this study was to determine whether there were any training needs at local level. The study was carried out in the Traffic Department of the Potchefstroom district, which forms part of the North West Province of South Africa. The target group was all the traffic officers employed by the Potchefstroom City Council during the time of this study and empirical research. The questions that emanated from the analysis of the problem were posed in Chapter 1.3.1 to 1.3.3. The aims of the study were stated in Chapter 1.4.1 to 1.4.4. The principal method of gathering information for the study was by means of questionnaires as discussed in Chapter 1.6.2 and 4.2 to Chapter 4.6 respectively. The data collected was analysed and discussed in Chapter 5.2 to 5.8.5 respectively. It was found that the entire population of traffic officers (30 persons) stressed the need for training at local level to focus on identified shortcomings. They also acknowledged that this vital aspect of their performance on a daily basis needs to be addressed. As such, it would be a good move to aspire to rectify and upgrade training needs at local level. It was therefore suggested that traffic officers at local level should be exposed to training that will suffice and upgrade their identified needs. Further studies need to be undertaken to determine the extent to which the suggested recommendations are to benefit this traffic department.

This thesis identifies fundamental Reserve management-related core competencies required for Training and Administration of the Reserve (TAR) officers. In-depth interviews were conducted with 21 experienced TAR officers who defined and described essential competencies for TAR officers. Additionally, they identified competency gaps and offered recommendations as to how TAR officers could better develop the competencies. Based on the analysis of the interview data, nine core competencies were determined. Interview participants then prioritized the nine competencies by responding to an electronic survey. The thesis describes each competency, prioritizes the competencies, and discusses the skill gaps that currently exist among TAR officers. Recommendations for a TAR officer professional development program are provided that address billet- or career phase-based training needs.

The problem of this study was to compare perceived training needs of public school administrators at two points in time and to analyze those needs as to age, sex, educational degree, and experience of respondents. The survey population consisted of public school principals in the 14 systems of the First Educational District in Northeast Tennessee. A descriptive research design was chosen for the study. A follow-up questionnaire was developed based on the 1986 Brown Survey which surveyed the same population for demographic and professional characteristics in addition to the perceived training needs of principals, superintendents, and school board members. Respondents prioritized training needs from most beneficial to least beneficial. Descriptive and inferential statistics were used in answering five research questions which directed the study. The statistical analyses revealed the following: perceived training needs remained stable during the 2 year period, clusters of training needs consistently appeared in the top five and bottom five interest areas, and various approaches were utilized by First Educational District principals to address their perceived training needs. Curriculum and Instruction was identified by all groups of respondents as their top priority for additional training, indicating a recognition of need for more training in the fundamentals of teaching and learning. Others included in the top five training needs were Staff Evaluation, Leadership, Staff Development, and Effective Schools. Those consistently reported in the bottom five training needs included Organizational Governance, Organizational Communication, Law/Policy, Budget, and Problem Solving. The results of this study should prove useful to institutions of higher education in planning programs and courses of study for school administrators. An abundance of opportunities exists to provide much needed advanced training for principals in Northeast Tennessee.

Elementary principals in the Commonwealth of Virginia were surveyed on their understanding of bullying, the amount of training they received, and what additional staff development needs they perceived would help them to effectively deal with the problem of bullying in their schools. The study found that principals varied in their understanding of the definition of bullying and needed more information and training in order to effectively deal with this problem. The study makes recommendations for how school districts can increase principalsâ understanding of bullying and what training needs to be implemented to help principals effectively deal with this problem.

In this study, a questionnaire considering different aspects of faculty developments were sent to all of the academicians in METU. After collecting data from faculty members and research assistants, they were analyzed both descriptively and using principal component factor analysis. Based on the results of factor analysis, linear structural relations models fitting the data were generated through LISREL-SIMPLIS computer program runs. The descriptive results indicated that there was a feeling for need to improve the faculty'
s self-proficiency in different instructional issues. On the other hand, both descriptive results and LISREL modeling results indicated that faculty members and research assistants show different characteristics based on their needs and factors affecting their self-proficiencies. These aspects will lead us to prepare different faculty development programs based on their needs and priorities. The result for both faculty members and research assistants showed that in a faculty, instructional self-proficiency cannot be considered as a single absolute parameter. This dissertation focuses on the marine pollution awareness training needs of newly recruited SAN employees. It uses Training Needs Analysis (TNA) as a tool to gain a better understanding of what knowledge, skills and attitude (KSA) recruits should have about the marine environment and if their level of competency meets the requirement to effectively and efficiently contribute to the sustainable use of the maritime environment in which they will be deployed. Ultimately, their individual and collective abilities will be a determining factor in the strategic intent of the SAN to be unchallenged at sea. The absence therefore of a Marine Pollution Awareness Training Programme (MPTAP) within the Basic Military Training (BMT) curriculum of new recruits at SAS SALDANHA Naval Gymnasium necessitated a TNA. Based on prior research on training conducted by subject matter experts both internal and external to the SAN it was decided to conduct a TNA on the KSA‟s required in terms of marine pollution awareness amongst newly recruited members. The literature provided discusses education, training, development of employees and focuses then on the role and importance of TNA‟s. Information was gathered from various subject matter experts, archival records, policy documents, internet-based resources and newly recruited naval learners consisting of a sample of 25 new recruits. Theory was used to determine the KSA expected from naval employees in terms of marine pollution awareness. Data obtained from each of the research resources was coded and grouped in order to establish themes. This allowed the researcher to determine what KSA‟s recruits should have about the marine environment and if their level of competency meets the requirement to effectively and efficiently contribute to the sustainable use of the maritime environment in which they will be deployed. The researcher therefore found that first priority in terms of KSA‟s should be given to a basic legal understanding of the regulatory framework that is applicable on marine pollution. This understanding will form the foundation for recruits to have the ability to know “what to do when” during observed transgressions. The legal understanding in combination with the Sector Education Training Authority (SETA) unit standards will help new recruits to be skilful when applying safe working practices thereby ensuring their own and others' safety. Ultimately, a basic but well entrenched knowledge about marine pollution together with applied skills on how to use the knowledge should influence the attitude of new recruits in a positive manner. The researcher concluded that there is a need on the macro, meso and micro level for a MPATP amongst new recruits at SAS SALDANHA. It is recommended that since this research appears to establish the first empirical confirmation of the training need amongst new recruits, it will require further research in terms of curriculum design, curriculum implementation and the evaluation thereof. It would therefore be in the best interest of the SAN to ensure the integration of a MPATP into the planning phase of future BMT Curriculum‟s. It would also be advisable to communicate this intent with all the relevant stakeholders in order to ensure alignment with governmental organisations as well as the private sector where these new recruits can be employed based on their newly acquired competencies.

This thesis is concerned with the training of Italian secondary school teachers of English as a Foreign Language. It identifies the training needs and requirements of these teachers and subsequently analyses in-service training courses offered both in Italy and the UK. The, aim is to see if these courses meet the requirements and expectations of Italian trainees and, if not, to develop recommendations on how these courses could be improved. The starting point of this research is the increased recognition of the effectiveness of the non-native speaking teacher. While in the past native English speakers were perceived as the 'ideal'. teachers of the language, it has recently been recognised that non-native English speaking teachers have an equal chance of becoming successful teachers. However, there has been very little research focusing on the requirements of non-native English speaker trainees and similarly there has been minimal feedback on what works and does not work in teacher education programmes. This thesis aims to contribute to the ongoing teacher related research in order to gain a deeper understanding of the specific training requirements of Italian teachers of E.F.L., so that their full potential may be realised. The thesis illustrates in detail the Italian school system, the Modem Foreign Language undergraduate curricula and the recruitment system for teachers in Italy, three elements which play a crucial role in determining the in-service training needs of Italian teachers of E.F.L. The thesis also provides a detailed description of the Italian State Special Project for Foreign Languages (P.S.L.S.), a national training project aimed at in-service teachers of Foreign Languages. The thesis analyses data coming from surveys aimed at Italian teachers of English. One survey devised by the author was carried out among teachers attending training events at the British Council in Milan. A second survey analysed was based on data provided by the I.R.R.S.A.E. (Regional Institute for Research and In-service Training) Lombardy, resulting from a questionnaire completed by a large number of lower and higher secondary school teachers of English working in the region. The results of the analysis of these surveys provide important information about the requirements of these teachers and identify where these needs have not been satisfied in the training courses they have attended in the past. The thesis subsequently examines the training courses currently available to Italian teachers of E.F.L., both in Italy and the UK. Data coming from a survey conducted among P.S.L.S. trainers supply information about the general structure and content of these courses. The thesis also analyses material obtained from UK institutions and illustrates, and comments on, the variety of programmes of study currently available to Italian teachers of English. Suggestions are put forward on how both P.S.L.S. and UK based courses could be improved in an effort to overcome trainees' difficulties and meet their requirements and needs. The thesis concludes with recommendations for further work which include those areas where the analysis of teachers' requirements would benefit from expansion and where the evaluation proccss of existing training courses could be refined.

The purpose of this study was to describe the in-service education needs for developing instructional skills of part-time business faculty. The population included part-time business faculty teaching credit courses at 24 community college campuses in Virginia, North Carolina, South Carolina, Georgia, and Florida during fall 1988. A total of 138 (63.9%) respondents returned a 62-item questionnaire. The average age of the respondents was 44.7 years, and 59.2% had a master's degree or higher. The average number of years of full-time teaching experience was 1.6 years, and the average number of years of part-time teaching experience was 5.5 years. Respondents were classified according to Tuckman's Taxonomy of part-time faculty_ Sufficient numbers of respondents could be placed only in three of the seven classifications for analysis purposes. In-service education needs were analyzed within the three classifications of part-time business faculty for the six categories of instructional skills. Respondents in all three classifications expressed a need for 2 of the 57 instructional skills in the top 10 ranking of statements. When analyzing the differences within the three classifications, one significant F-value of 5.11 with a probability of significance at .0001 resulted for the full-mooners. They had a statistically significant higher need for instructional skills in the Miscellaneous and Students categories but no practically different needs. In addition, significant relationships between characteristics of the respondents and the need for instructional skills in categories were found. First, the lower the level of education, the more the respondents had a need for in-service education for skills in the Planning to Teach category. Second, the lower the age, the more the respondents had a need for in-service education for skills in the Planning to Teach category. Third, the lower the age, the more the respondents had a need for in-service education for skills in the Miscellaneous category. Outcomes from these analyses revealed statistically different but not practically different needs. Those planning in-service education for part-time business faculty should offer activities found among the top 10 ranked instructional skill statements for each classification. In-service education activities should not be based on instructional skill categories or part-time business faculty characteristics of educational level, years of full-time and part-time teaching experience, or age.

Skills development is one of the major challenges faced by South Africans, with more than 60 percent of the labour force being unskilled. This affects many industries around the country as are they forced to employ unskilled employees a development which has a negative bearing on the quality of products having a negative bearing on the quality of products. The Plastic Manufacturing Industry in the Eastern Cape Province is a prime example of firms that are affected by the short supply of skilled personnel on the labour market. Required skills range from business skills that are essential for the operating of a business, to technical skills that are essential for the employees who are involved in the production of goods and services. Training in skills has been proven to be a key to success. The primary objective of this study was to undertake an analysis concerning the significance of business skills and training needs for business success. Secondary objectives were to determine whether training in business skills as well as technical skills for the employees, could bring on success to the business. The study further went on to investigate the importance of training programmes for businesses. Research methodology included literature review and an empirical study, making use of the survey method through self-administered questionnaires. The statistical analyses included descriptive statistics, frequencies, Chi-square tests and linear regression and ANOVA. The Cronbach’s alpha was used to measure reliability of the research results. The research findings established that training in business skills and related types of skills was essential for the success of a business. The findings further showed that, due to training, there was improvement in sales, annual turnover, and product quality and employee skills. Recommendations included advice to invest in human capital through training which then should improve the quality of products. Further studies in other regions other than the Eastern Cape Province were recommended.

The Kingdom of Saudi Arabia (the KSA) has a rapidly growing and diversifying economy that has made significant progress in manufacturing, construction, and agriculture. However, the KSA remains a difficult place for the practice of human resources management (HRM) because of, among other factors, a large non-native workforce and a majority of family-owned firms. These complicating factors mean that, in Saudi firms, HRM practices are adopted in a gradual manner and specifically, training programs are conducted with a view to develop talents and improve worker performance. The study explored the current state of HRM practices in KSA, perception on the training programs conducted and training effectiveness captured as ‘Intent to participate’. The study primarily used qualitative as well as quantitative data collected from family-owned business firms. It helps to gain a deeper understanding of how perceptions on training programs vary across different organisations and demography of the trainees that include age, qualification and experience. A framework predicting intent to participate by the perception on training programs was developed based on the review of extant literature. In order to capture the differences in the perception on training programs across different organisations, age, qualification and experience, Multivariate Analysis of Variance (MANOVA) was used. Results show that perception differed across organisations, age, qualification and experience. In order to predict intent to participate by perception on training programs, multiple regression analysis was used. Results show that perception on identification of training needs, clarity of objectives, training design, behavioural modification and performance improvement predict intent to participate. The researcher also explored perception on training programs in family-owned business firms by conducting an interview with 33 HR managers using a semi-structured interview schedule. The HR managers belong to those companies where the employees hail from. The schedule was developed and standardised using content validity and reliability. The study also gained insights into various areas of training required by the employees in order to achieve their business results. It further provides inputs in terms of HR concerns and suggested HR Interventions to make the management training function better aligned and integrated. The study concludes with a set of recommendations for firms on implementing management training effectively. Ultimately, the study proposes a model of training for family-owned businesses in the KSA.

This thesis employs the Aristotelian concept of equity in acknowledging differences between individuals, which continue despite apparent increases in social uniformity. Differences affecting education are considered in the light of the Warnock Report 'Special Educational Needs', subsequent constructions of educational policy on integration, and polarisation of opinion between those holding the Report to be too radical, and potentially damaging to the education system, and those holding it not radical enough. Part One, 'Introduction', places the Report in an historical context, and in the context of contemporary thought. The Report is not revolutionary, but represents a stage in the evolution of educational theory and practice. Part Two, 'The Handicapped Person in Society', studies related concepts, differentiation and categorisation, with reference to relativistic notions of normality and deviance. Particular attention is given to the relativistic theory that 'handicap' is socially conditioned and hence avoidable, which is criticised and replaced by the thesis that serious handicaps, whilst possibly affected by social conditioning, are not socially created, but objectively real. The concept of a person is examined, and compared to that of an adult. Part Three, 'The Handicapped Person in Education', examines the philosophical debate over the contested concept of education, and then focusses on special education, leading to a review of the special methods and contents used with severely handicapped children, and of the Report's title 'Special Educational Needs'. Part Three closes by exploring the philosophies of integration and comprehensivisation. Part Four, 'Conclusion', links analysis of the principal philosophical issues raised by this study with the putative end of Special Education following the Warnock Report. This contains little that is revolutionary, yet some interpretations, made for non-educational reasons, are held to be potentially damaging to the education of handicapped people. Such interpretations largely arise from the ambiguities of the Report's use of emotive concepts.

This thesis explores heat pump performance. Renewable technology, based on ambient conditions, is at a distinct thermodynamic disadvantage when compared with such technologies as gas condensing boilers since the temperature gradients in which they work are so much smaller. This disadvantage makes renewable technologies, and specifically heat pumps, sensitive to design and installation practice. A mixed methods approach of quantitative and qualitative investigation is applied, principally through the analysis of heat pump field trial performance; a meta-analysis of eight European field trials of over 600 heat pump installations in terms of historical and contemporary system boundaries, and a taxonomical analysis of the UK Energy Saving Trust field trial. The trials are placed in context through the analysis of UK central heating practice, UK and EU policy, thermodynamics, manufacturers’ test regimes and a pilot field trial. From this analysis it is apparent that a wide range of performance is exhibited by residential heat pump installations. This potential to underperform, or ‘sensitivity to context’, is explored through its plausible link to vocational education and training (VET). The process of re-aligning EU VET for heat pumps is underway, driven in the UK by the Microgeneration Scheme’s design literature and training requirements. However, doubts remain as to the abilities of current UK contractors to synthesise the technical design requirements given the relatively low educational demands made on residential heating occupations when compared with EUCERT heat pump requirements, more closely aligned with the Continental concept of savoir-faire, 'know-how' or berufliche Handlungsfähigkeit, a multidimensional 'occupational capacity'.

After the introduction of the Basic Education Teacher Diploma (BETD) in Namibia, a number of studies were conducted on how teachers, lecturers, stakeholders and the Namibian public perceived the BETD program and its implementation. However, very few studies focussed specifically on mathematics subject content knowledge and pedagogical content knowledge in the BETD. The purpose of this study was to investigate the need for a complementary course in mathematics education to address the lack of mathematical content and pedagogical knowledge in the Namibian BETD. The study involved five mathematics school teachers, two mathematics college lecturers in the Kavango educational region and a professor of mathematics education at the University of Namibia. These participants were purposefully selected because of their knowledge and experiences with various aspects of the BETD program. The motivation for conducting this study was to gain a better understanding of some of the issues that have been raised about the BETD program, particularly the perceived inadequacy of mathematical subject content and methodology since the inception of the program. The study adopts a qualitative approach in reporting participants’ reflections. The views of the focal educators and documents such as syllabi and course outlines were the main source of data. The findings indicate that despite the training that the three BETD mathematics graduates in this study received, the level of mathematics taught in a complementary course, such as an ACE, would clearly better equip mathematics teachers to teach proficiently and facilitate access to institutions of higher learning such as universities. The results of the study revealed that there was a need for the implementation of a complementary course to the BETD in mathematics education for teachers of mathematics in Namibia. This study also provided valuable insights into what such a course could look like.

ENGLISH ABSTRACT: Recent developments in legislation pertaining to local government in South Africa depict performance management as a means to enable local government managers to actively plan, manage and measure the performance of the organisation. In order to ensure the implementation of performance management, local governments are required to develop and adopt an integrated performance managements system, which should consist of seven elements, namely performance planning; a framework for performance management; key performance indicators and targets; shared responsibility for performance; performance monitoring and measurement; performance review and reports; and performance improvement. However, the successful implementation of the performance management system is dependent on the availability of competent managers that possess the necessary knowledge, skills and abilities to implement and manage the performance management system. Performance management training is seen as a fast and effective way to ensure the obtainment of competent managers to implement the performance management. However, to ensure that training programmes address the most critical needs in a cost-effective manner, training should be preceded by a comprehensive training needs assessment. This research aims to development a normative framework developed in this research, describing several knowledge elements, skills and abilities necessary for effective performance management, upon which a formal training needs assessment for local government managers may be based. Recommendations are also made pertaining to the development of performance management training activities to ensure the development of performance management capacity under local government managers.
AFRIKAANSE OPSOMMING: Onlangse beleidsontwikkelinge rondom die bestuur van plaaslike owerhede in Suid-Afrika beskryf prestasiebestuur as 'n wyse waardeur plaaslike owerheid bestuurders die prestasie van die organisasie aktief kan beplan, bestuur en meet. Om die implementering van prestasiebestuur te verseker word plaaslike owerhede deur die wet verplig om 'n geïntegreerde prestasiebestuurstelsel te ontwikkel en formeel aan te neem. So 'n stelsel sal uit sewe elemente bestaan, naamlik prestasie beplanning; 'n raamwerk vir prestasiebestuur; kern prestasie indikatore en mikpunte; gedeelde verantwoordelikheid vir prestasie; prestasie monitering en meting; prestasie hersiening en rapportering; en prestasie verbetering. Die suksesvolle implementering van 'n munisipale prestasiebestuurstelsel is egter onderhewig aan die beskikbaarheid van kundige personeel wat oor die nodige kennis, vaardighede en vermoëns beskik om die stelsel te implementeer en bestuur. Abstract:
Ruapehu is an active volcano located on the North Island of New Zealand, with the most recent major eruptions occurring in 1945, 1969, 1975, and 1995/96. Ruapehu is also home to the three major North Island ski areas, Whakapapa, Turoa, and Tukino. Because of the high frequency of eruptions, there is a significant volcanic hazard at the ski areas particularly from lahars which can form even after minor eruptions. Most recently, lahars have affected Whakapapa ski area in 1969, 1975, and 1995/96. The most significant risk at Turoa is from ballistic bombs due to the proximity of the top two T-Bars to the crater. Ash fall has also caused disruption at the ski areas, covering the snow and causing damage to structures. There is yet to be a death at the ski areas from a volcanic event; however the risk at the ski areas is too high to be completely ignored. The ski areas at Whakapapa and Turoa are currently operated by Ruapehu Alpine Lifts (RAL), who have been significantly improving their commitment to providing volcanic hazard training for their staff and preparing for handling a volcanic eruption. RAL is joined by the Institute of Geological Sciences (GNS) and the Department of Conservation (DoC) in trying to mitigate this risk through a range of initiatives, including an automated Eruption Detection System (EDS), linked to sirens and loudspeakers on Whakapapa ski areas, as well as by providing staff training and public education. The aim of this study was to provide RAL with recommendations to improve their staff training and warning system response. Staff induction week at both Turoa and Whakapapa ski areas was observed. Surveys were distributed and collected from staff at both ski areas, and interviews were conducted with staff at Whakapapa ski area. Data obtained from staff interviews and surveys provided the author with insight into staff's mental models regarding a volcanic event response. A simulation of the warning system was observed, as well as a blind test, to collect data on the effectiveness of training on staff response. Results indicated permanent and seasonal staff were knowledgeable of the volcanic hazards that may affect the ski areas, but had differing perspectives on the risk associated with those hazards. They were found to be confident in the initial response to a volcanic event (i.e. move to higher ground), but were unsure of what would happen after this initial response. RAL was also found to have greatly improved their volcanic hazard training in the past year, however further recommendations were suggested to increase training effectiveness. A training needs analysis was done for different departments at the ski areas by taking a new approach of anticipating demands staff may encounter during a volcanic event and complementing these demands with existing staff competencies. Additional recommendations were made to assist RAL in developing an effective plan to use when responding to volcanic events, as well as other changes that could be made to improve the likelihood of customer safety at the ski areas during an eruption.
