I anledning af 200-året for de danske skolelove af 1814 og den samtidige skolelov for Slesvig og Holsten bringer Sønderjyske Årbøger en længere skolehistorisk artikel, som handler om den sønderjyske skoles endelige integrering i den danske folkeskole. Det krævede en stor indsats at få folkeskoleloven af 1937 gennemført i Sønderjylland blandt andet på grund af de mange små skoler. Ved hemmelige forhandlinger mellem de sønderjyske amtmænd og skoledirektioner og undervisningsministeren og hans ledende embedsmænd blev der skaffet et stort ekstraordinært sønderjysk tilskud til skolebyggeri i næsten alle sønderjyske kommuner. Pengene blev skaffet uden om de normale kanaler, da det tyske mindretal ikke måtte få nys om sagen. Der blev i 1937-38 anvendt nationale begrundelser for tilskuddet. Mere overraskende er det, at den nationale kamp i begyndelsen af 1950’erne fortsat kunne bruges til at skaffe et nyt millionbeløb til de sønderjyske skoler, hvoraf de sidste penge først blev brugt i 1970.

Abstract:
Active multiple tuned mass dampers (AMTMDs) consisting of several active tuned mass dampers (ATMDs) with uniform distribution of natural frequencies have been proposed for vibration mitigation of structures under wind loads. In this regard, the optimum parameter criterion is defined as the minimization of the root-mean-square (RMS) displacement and acceleration responses of the structure with the AMTMD. Meanwhile, the effectiveness criterion is defined as the ratio of the minimum RMS displacement and RMS acceleration of the structure with the AMTMD to those without the devices, respectively referred to as the displacement and acceleration reduction factors (DRF and ARF). With these two criteria, the influences of the selective parameters on the effectiveness and robustness of the devices for vibration control under wind loads are studied. In addition, the stroke of the AMTMD is examined by quantitatively assessing the RMS displacement of each ATMD. Results indicate that in comparison with a single ATMD, the AMTMD can cause more reduction in the displacement and acceleration responses of the structure under wind loads. The stroke of the AMTMD is greater based on the ARF than the DRF criterion. In particular, the simulation results in the time domain confirm that by resorting to the AMTMD, a large control force can indeed be decentralized into many smaller control forces without losing the level of response reduction.

Abstract:
Purpose The purpose of this study was to calibrate the items for the Communicative Participation Item Bank (CPIB; Baylor, Yorkston, Eadie, Miller, & Amtmann, 2009; Yorkston et al., 2008) using item response theory (IRT). One overriding objective was to examine whether the IRT item parameters would be consistent across different diagnostic groups, thereby allowing creation of a disorder-generic instrument. The intended outcomes were the final item bank and a short form ready for clinical and research applications. Method Self-report data were collected from 701 individuals representing 4 diagnoses: multiple sclerosis, Parkinson's disease, amyotrophic lateral sclerosis, and head and neck cancer. Participants completed the CPIB and additional self-report questionnaires. CPIB data were analyzed using the IRT graded response model. Results The initial set of 94 candidate CPIB items were reduced to an item bank of 46 items demonstrating unidimensionality, local independence, good item fit, and good measurement precision. Differential item functioning analyses detected no meaningful differences across diagnostic groups. A 10-item, disorder-generic short form was generated. Conclusions The CPIB provides speech-language pathologists with a unidimensional, self-report outcomes measurement instrument dedicated to the construct of communicative participation. This instrument may be useful to clinicians and researchers wanting to implement measures of communicative participation in their work.

Diese Fallstudie zur ostpreußischen Literatur des 18. Jahrhunderts darf als eine spannende Detektiverzählung aus dem Bereich der Literaturmethodologie bezeichnet werden: am Beispiel der deutschen Gedichte des berühmten preußisch-litauischen Pfarrers und Schriftstellers Christian Donelaitis (1714–1780) wird veranschaulicht, wie die Überlieferungsgeschichte seines schriftlichen Nachlasses zur Rekonstruktion des ursprünglichen Entstehungs- und Rezeptionskontexts seiner Dichtung beitragen kann. Die Annäherung an die Gedichte von Donelaitis mit Hilfe ihrer sekundären Dateien (Format der Handschrift, Biografie des Rezipienten, kontextuelle Chronologie) führt zu unerwarteten Ergebnissen mit Blick auf Entstehungszeit, Gattung und allgemeine Deutung dieser Texte: ein Trostbrief wird zum Hochzeitsgedicht, ein ehrlicher Amtmann erhebt sich plötzlich aus dem Grabe und die vergessene Pietas wird wieder zum Leben erweckt. Die vorliegende Studie wird dem Leser das Vergnügen bereiten, diese Umwandlungen gleichsam mit einem lachenden Auge mitzuverfolgen.

Canadiana emerged as a collecting focus for McGill even before the opening of Redpath Library in 1893. At first, the emphasis was local—Quebec, including New France—reflecting a lack of concern for other parts of the country, typical of collections at the time. Only in the second half of the twentieth century did this situation change when a vogue for collecting Canadiana spread across the nation to both large and smaller libraries; larger institutions, already possessing strength, extended the depth and breadth of their rare book collections. In the case of McGill, during the ’60s and ’70s, Western Canadiana became a focus for new collecting. This article recounts how McGill developed an important Western Collection and examines the individuals and circumstances responsible for its acquisition, along with a profile and evaluation of its contents. Particular attention is paid to two collectors—Lawrence Lande and Nathan Arkin—two librarians—Richard Pennington and John Archer—and one antiquarian book dealer—Bernard Amtmann. The methodology used for evaluating the Lande and Arkin Western Canadiana Collections may prove helpful to other researchers.ResuméMême avant l’ouverture de la Bibliothèque Redpath en 1893, McGill portait déjà une attention particulière à la collection de publications canadiennes. Au début, le volet local—le Québec, incluant la Nouvelle-France—était accentué, démontrant un manque d’intérêt pour le reste du pays qui était typique des collections de l’époque. Cette situation n’a commencé à changer que dans le seconde moitié du vingtième siècle, quand l’acquisition de publications canadiennes est entrée en vogue à travers le pays, à la fois dans les petites et les grandes bibliothèques. Ces dernières, ayant déjà des fonds documentaires solides dans ce domaine, ont élargi et approfondi leurs collections de livres rares. Dans le cas des collections de McGill, l’ouest canadien est devenu un nouveau pôle d’intérêt durant les années 60 et 70. Cet article décrit le développement à McGill d’une importante collection ouest-canadienne et examine les personnes et les circonstances responsables pour l’acquisition de cette collection, dont le contenu est également résumé et évalué. Une attention particulière est portée à deux collectionneurs — Lawrence Lande et Nathan Arkin—à deux bibliothécaires—Richard Pennington et John Archer—et à un libraire antiquaire—Bernard Amtmann. Abstract:
In the 19th century the population of the Faeroe Islands grew from 5,200 in the 1801 census to 15,200 in the 1901 census. The leading question in this paper is derived from this fact. What was the material and ideological background for this profound change that caused changes in all parts and corners of the society? This leads to the problem definition: ”Where did the new things and thoughts come from, and who came with them?” Theories on innovation and diffusion are implemented in the analysis. In the 1st section of the paper the situation in the Faeroese society is described with concrete examples. The 2nd section applies the diffusion theory with the concepts carriers and barriers. The 3rd section adds the concepts base and superstructure that are coupled with the already mentioned concepts in the second section. In the 4th section some concepts and methods from economic geography, population potential and threshold values are presented and used. In the ending an effort to quantify the innovation process is presented. This leads to a recapitulation of concepts in the foregoing sections, but also to new questions as the result of these, especially figure 4, are unforeseen and provoking. A society as the Faeroese, tiny in scale and remote in location, and therefore with a low population potential, cannot be expected to produce many ”things and thoughts” by itself. In the 5th section some local persons of virtue are mentioned, as well as a row of civil servants who all came from mainland Denmark. These were carriers of ideas from the European enlightenment movement and other ideas that widened the material base of the growing population. The legal base, laws and statutory elements, that changed the possibility for the landless class to acquire land came from outside, from the King, and generally the barriers were the local land-owning class. A main point in this process of change is the introduction of the Amtmand, the Governor of Prefect, in 1816, that was the beginning of the setting up of a local centralized administration. Later, with the Danish Constitution coming into force in 1849, the first democratic assembly on the Faeroe Islands was elected. Further, the Constitution had no place for the Royal Monopoly Trade; it was abolished in 1856.

Yfirrétturinn á Íslandi starfaði á árunum 1563–1800 og var æðsta dómstig innanlands sem voru þrjú: hérað, Alþingi og Yfirréttur. Upphaflega var hægt að áfrýja dómum Yfirréttar til konungs og ríkisráðs en eftir stofnun hæstaréttar Danmerkur árið 1661 skyldi áfrýja dómum þangað. Yfirrétturinn var haldinn á Þingvöllum samhliða Alþingi en ekki samtímis vegna fjölda dómsmanna sem voru 24 til að byrja með en var fækkað markvisst á átjándu öld niður í sex. Skjalasafn Yfirréttar er illa varðveitt þrátt fyrir að lénsmenn og amtmenn hafi haft fastan embættisbústað á Bessastöðum og áttu að bera ábyrgð á skjölunum. Yfirréttarskrifari bar eftir 1771 ábyrgð á færslu dómabókarinnar og varðveislu skjalanna. Aðeins tvær dómabækur Yfirréttarins eru hins vegar varðveittar og spanna tímabilið 1708–1715 og 1780–1800. Dómsskjöl réttarins hafa aðeins varðveist frá árunum 1790–1800. Aðeins tveir menn gegndu embætti yfirréttarskrifara á tímabilinu og sá síðari varð dómsmálaritari við Landsyfirrétt sem var stofnaður 1801. Hann sá um prentun yfirréttardóma áranna 1749–1796 um aldamótin 1800 en að því loknu hafa frumrit áranna 1749–1779 glatast og eru prentuðu dómarnir því ígildi frumrits þessara ára. Þetta veldur ritstjórum nokkrum vanda við útgáfu dóma Yfirréttarins því leita þarf að dómum og málsskjölum annars staðar innan stjórnkerfisins. Í greininni er saga Yfirréttarins rakin, illa varðveittu skjalasafni hans lýst og greint frá vandanum við útgáfu dóma réttarins af þeim sökum. Guðmundsdóttir, project manager of publication at the National Archives of Iceland Abstract: The Icelandic High Court (Yfirrétturinn) operated in 1563‒1800 and served as the highest level of the country’s three-level judiciary ― the lower levels were the District Courts and the courts of Alþingi, the general assembly. Originally, the court’s judgments could be appealed to the king of Denmark and the state council but after the establishment of the Danish Supreme Court in 1661, its judgments were to be appealed to the Supreme Court. The High Court was held alongside Alþingi at Þingvellir each summer yet not concurrently because of the size of its panel of judges. Initially, the panel was twenty-four men, but its size was reduced to just six men over the eighteenth century. The archive of the High Court is poorly preserved despite the king’s representatives residing in the country at Bessastaðir and being charged with the responsibility for its documents. Since 1771, a court notary (skrifari) was responsible for entering the court’s judgments into its ‘book of rulings’ (dómabók) and taking care of its documents. Only two books of rulings are preserved, spanning 1708‒1715 and 1780‒1800. Court documents are only preserved for the latter period. Only two men served as court notaries during this period and the latter of them became court notary for the National High Court (Landsyfirréttur) upon its establishment in 1801. In 1800, he oversaw the printed publication of the judgments of the High Court for the years 1749‒1796. Thereafter, the original documents were lost, and the printed editions thus remain as their substitutes. All this causes modern editors great challenges and obliges them to search for the court’s rulings and documents elsewhere within the administrative and judicial bureaucracy. This article gives a brief overview of the court’s history, describes its poorly preserved archive, and outlines some of the problems facing the editors of its rulings and documents. The article also gives a summary of completed editions of court documents, editions currently in progress, and points out opportunities for further editorial work. Legal history.
