Abstract:
Through using a Positive Youth Development framework and culturally based education program, Konaway Nikka Tillicum Native American Youth Academy aspires to mentor and prepare Native youth through high school and on to higher education. This collaborative research partnership investigated cultural identity, self-esteem, and academic optimism of Native American youth attending the academy. The results of this program evaluation found that cultural identity, self-esteem, and academic optimism were all closely related to each other as well as that they increased significantly when measured before and after the academy. GPA was found to not be predictive of cultural identity, self-esteem, or academic optimism prior to students attending the academy. Lastly, the relationship between cultural identity and academic optimism appeared to be explained through the indirect effect of self-esteem. The results suggest that culturally based education and positive youth development programs such as Konaway are efficacious in increasing protective factors among Native American youth.

Full text
Abstract:
The purpose of this study was to investigate little known and often neglected category of American education, the articulated military school and junior college.;Kemper Military School and College was chosen as the representative institution studied for several reasons: it has remained in almost continuous operation since its founding in 1844 at the height of the academy movement; it specialized as a military school in 1885 when the popularity of general academies began to wane; during the 1920s, it seized upon the rapid growth of the early junior college movement to expand in size and scope; and it was subsequently recognized by the American Council on Education for its attempts to integrate secondary and junior college studies.;It was hypothesized that although traditional academies had all but vanished and public community colleges had diverted significantly from the original junior college purpose, the articulated military school and junior college could have maintained a fidelity to the original missions of both. If this were true, then these schools would exhibit strong ties to their nineteenth century academy foundations, a demonstrated commitment to the original junior college philosophy, and a visible entwining of the secondary school and junior college.;Three overlapping qualitative techniques--documentary review, field observation, and personal interview--were used to conduct the study. Resulting field notes, interview transcripts, and documentary evidence were then melded to provide a comprehensive historical analysis and an answer to the research question.;It was concluded that not only had the articulated military school and college maintained a fidelity to the original academy and junior college philosophies, but that these philosophies well serve current constituents. Such a finding suggests that other unique or forgotten institutions, ignored by researchers in favor of more current or fashionable models, might be every bit as enlightening and worthy of study as those of the educational mainstream.

Abstract:
Since the 23rd ATTC in 1992, the U.S. Naval Academy Hydromechanics Laboratory (NAHL) has replaced and updated all of the computer hardware and software used to drive its three wavemakers. Until last year, some of the original equipment that was installed in the mid 1970's was still in use. The old system was cumbersome to use by today's standards, but was capable of generating very good waves. Eventually, the computer hardware became unreliable and had to be replaced. This paper describes the replacement system that was put together at NAHL. The new system is based on the old one, but wherever possible uses “off-the-shelf” components that can be easily replaced as technology advances. The paper gives an overview of the hardware and software used to drive the wavemakers and describes the types of waves that can be generated with the new system. Each time new wavemaker drive signals ar. e created, decisions must be made about digitization rates, data analysis frame lengths, etc. The paper discusses tradeoffs involved in selecting those parameters and their impact on the waves produced. Also, some of the subtleties involved in creating wavemaker drive signals are mentioned; for instance, the splicing of drive signal frames when the endpoints don't match up. Finally, details are given on a procedure used to adjust and refine drive signals so that the measured wave spectrum more closely resembles the desired spectrum.

Abstract:
The United States Naval Academy (USNA) is located on a prime piece of Annapolis real estate that overlooks the mouth of the Severn River. The yard (campus) is bordered by water on two of four sides. This makes it easy to access the large fleet of sailing dinghies, ocean going sail training craft and 108 foot long yard patrol craft on which our future naval officers train. On the night of September 18, 2003, a storm surge created by hurricane Isabel raised the waters in the Severn eight feet above the normal astronomical tide line (Beven and Cobb, 2003). A storm surge of this magnitude was unprecedented and flooded many of the buildings at the academy which brought about an unplanned re-build of many of the expensive lab facilities located on the ground floor. This paper provides an overview of upgrades made to the Hydromechanics Laboratory (NAHL) in the recovery from this disaster. On a positive note, the NAHL is now in much better condition than it was before Isabel.

Abstract:
Preparing a successful small grant proposal involves research, planning, preparation, and determination, but obtaining funding for a creative project is not unrealistic. Practitioners are in the trenches on a daily basis, and many likely have novel ideas and relevant questions, especially when it comes to interventions. These intervention questions are important, with the American Occupational Therapy Association reporting that more studies are needed to investigate and support occupation-based intervention. By developing partnerships, educators, practitioners, and students can engage in small scale projects to further the knowledge base in the field of occupational therapy.

Full text
Abstract:
Few propositions in economics are as widely accepted as the theory of comparative advantage: If two countries have a comparative advantage in the production of different goods and services, trade can be welfare-enhancing for both. But trade policy has always been controversial in Latin America, as it is not made by academic economists but by politicians who need to gather and maintain the support of constituents who in some cases have much to lose or gain from different trade policies. This book walks the reader through a complex thicket of contending interests and disparate political institutions to analyze why Latin American governments make the trade policies they do. Its chapters show how an array of different governments have attempted to navigate frequently conflicting interests and ideas, and how different institutional arrangements impinge on trade policy design and outcomes. It is to be hoped that the experiences analyzed here can inform the making of future policy and, perhaps, help improve it.

Abstract:
In Fall 2020, the American Talent Initiative (ATI), an alliance of high-graduation-rate colleges and universities committed to expanding access and opportunity for low- and middle-income students, established its newest community of practice (CoP) focused on academic equity. Together, the 37 CoP members explore topics related to creating equitable academic communities. One such area of focus is how institutions can more effectively utilize data to enhance equity-related projects. In January 2021, members participated in a webinar discussion on this topic, during which CoP representatives presented on how they have leveraged data in their academic equity work. This case study builds on a presentation given by Dr. Jill Sible, Associate Vice Provost for Undergraduate Education and Professor of Biological Sciences at Virginia Tech, titled, “Using data to fuel inclusive excellence at Virginia Tech.”

Full text
Abstract:
The article focuses on the «Intellectual Dark Web», an informal group of scholars, publicists, and activists who openly opposed the identity politics, political correctness, and the dominance of leftist ideas in American intellectual life. The author examines the reasons for the emergence of this group, names the main representatives and finds that the existence of «dark intellectuals» is the evidence of important problems in US public discourse. The term «Intellectual Dark Web» was coined by businessman Eric Weinstein to describe those who openly opposed restrictions on freedom of speech by the state or certain groups on the grounds of avoiding discrimination and hate speech. Extensive discussion of the phenomenon of «dark intellectuals» began after the publication of Barry Weiss’s article «Meet the renegades from the «Intellectual Dark Web» in The New York Times in 2018. The author writes of «dark intellectuals» as an informal group of «rebellious thinkers, academic apostates, and media personalities» who felt isolated from traditional channels of communication and therefore built their own alternative platforms to discuss awkward topics that were often taboo in the mainstream media. One of the most prominent members of this group, Canadian clinical psychologist Jordan Peterson, publicly opposed the C-16 Act in September 2016, which the Canadian government aimed to implement initiatives that would prevent discrimination against transgender people. Peterson called it a direct interference with the right to freedom of speech and the introduction of state censorship. Other members of the group had a similar experience that their views were not accepted in the scientific or media sphere. The existence of the «Intellectual Dark Web» indicates the problem of political polarization and the reduction of the ability to find a compromise in the American intellectual sphere and in American society as a whole.
