Abstract:
A new watermarking approach based on affine Legendre moment invariants (ALMIs) and local characteristic regions (LCRs) which allows watermark detection and extraction under affine transformation attacks is presented in this paper. It is a non-blind watermarking scheme. Original image color image is converted into HSV color space and divided into four parts. LCR is constructed and a set of affine invariants are derived on LCRs based on Legendre moments for each part. These invariants can be used for estimating the affine transform coefficients on the LCRs. ALMIs are used for watermark embedding, detection and extraction as they provide synchronization and invariant feature which is necessary for a robust watermarking scheme. The proposed scheme shows resistance to geometric distortion, cropping, filtering, compression, and additive noise than the existing ALMI based scheme [Alghoniemy, M. and Tewfik, A. H. Abstract:
Nueve híbridos de sorgo (Sorghum bicolor L. Moench) se analizaron para determinar la relación de sus características físicas [materia seca (MS), peso de mil granos (PMG), tamaño de partícula (TP), densidad relativa(DR), superficie de área (SA), partículas por gramo (PPG), endospermo duro (END-DU), endospermo blando (ENDBL)]; y químicas [nitrógeno total (NT), fibra detergente ácido (FDA), fibra detergente neutro (FDN), contenido de almidón (ALM), almidón soluble (AlmS), almidón insoluble (AlmNS). La digestión ruminal esperada (DRUM) se estimó con las fracciones de AlmS y AlmNS in vitro. El promedio de PMG, TP, DR, SA, PPG y END-DU fue de 24.61 g, 3.17 mm, 1.30 g/cm3, 17.44 cm2/g, 30.33 y 46.68 %, respectivamente El promedio (%) de MS, PC, FDN, FDA, ALM, AlmS y AlmNS fue de 92.47, 8.19, 19.17 y 8.30, 69.58, 6.00 y 47.74 respectivamente. La concentración de taninos fue baja (<0.003 eqCat). La DRUM promedió 66 % (rango 64.6 a 68.4 %). No se detectó ninguna relación (P>0.05) entre las variables físicas o químicas con el contenido total de almidón en el grano; sin embargo las variables densidad relativa y superficie de área, permiten incrementar el poder de predicción de la digestibilidad ruminal del almidón (DRUM,%= 74.058 - 0.108END-DU + 0.027SA – 5.887DR, R2= 0.77, P<0.05). De acuerdo a los resultados obtenidos, las variedades estudiadas son de dureza intermedia, libres de taninos y con un potencial de digestibilidad ruminal del almidón del 66 %.

No Brasil, os primeiros discos gravados no segmento da música instrumental de viola são da década de 1960. Neste segmento, músicos e pesquisadores reconhecem algumas inovações inauguradas pela produção do músico Almir Sater. Tomando como referência a audição crítica de discos instrumentais de outros violeiros, buscamos neste artigo tecer algumas considerações sobre o tratamento dado à instrumentação da composição “Luzeiro”, registrada no ano de 1985 em seu disco intitulado Instrumental. Ao término deste trabalho, verificou-se a grande relevância que esse aspecto representa para essa gravação da composição.

Abstract:
It generally goes assumed that philosophical movements provide the fundamental inspiration and content for new theological reflection. Yet it also is the case that some philosophical concepts are secularized Christian theological concepts. Contemporary »postmodern« philosophy, for example, holds to the idea of »the event« as essential to its parting ways with the Modern philosophical tradition; an idea that is strikingly similar to how individual experiences of »revelation« have been understood in the Christian tradition, both as a personal and political phenomenon/phenomenality. Further, remaining unreflectively and theoretically beholden to the idea of the event may actually entail falling into its more negative form, the »spectacle«. By calling into question some of the negative potentials that clinging to such a notion could pose, this paper proposes a developed notion of »inconspicuous« as a means of countering such negative potentials. It engages the work of Heidegger, Debord, Janicaud and others in order to provide another angle by which it is possible to interpret the by now well-known »Theological Turn in French Phenomenology«. If over-reliance upon the concept of »the event« may fall prey to overemphasizing the outsourcing of imagination to a third party so that an agent might benefit from the novelty of surprise, difference, and newness, then both theological and philosophical engagements with »the event« run the risk also of becoming a »spectacle«.

Abstract:This article traces the provenance and migration of a painting by Jan van Goyen (1595–1656), River Landscape with a Swineherd, from the Jacques Goudstikker Collection and now in Gdańsk Muzeum Narodowe. After the “red-flag sale” of the Goudstikker Collection in July 1940 to German banker Alois Miedl, and then to Hermann Göring, this painting—after its sale on Berlin’s Lange Auction in December 1940 to Hitler’s agent Almas-Dietrich—was returned to Miedl-Goudstikker in Amsterdam. Miedl then sold it (with two other Dutch paintings) to the Nazi Gauleiter of Danzig, Albert Forster, among many wartime Dutch acquisitions for the Municipal Museum (Stadtmuseum). Evacuated to Thuringia and captured by a Soviet trophy brigade, it thus avoided postwar Dutch claims. Returned to Poland from the Hermitage in 1956, it was exhibited in the Netherlands and the United States (despite its Goudstikker label). Tracing its wartime and postwar odyssey highlights the transparent provenance research needed for Nazi-era acquisitions, especially in former National Socialist (NS) Germanized museums in countries such as Poland, where viable claims procedures for Holocaust victims and heirs are still lacking. This example of many “missing” Dutch paintings sold to NS-era German museums in cities that became part of postwar Poland, raises several important issues deserving attention in provenance research for still-displaced Nazi-looted art.

Abstract:
This paper explores the experiences of graduates who participated in a range of Active Labour Market Programmes (ALMPs) in Ireland. The paper uses narrative structuring to provide an enhanced understanding of the graduates' experiences. A review of the literature indicates that most empirical studies of the effects of ALMPs are quantitative. Typically, the studies evaluate whether participation in a programme increases the individual probability of leaving unemployment. This paper argues that other, softer outcomes must also be studied if the impact of ALMPs is to be properly understood. The author therefore adopts a qualitative approach to examine the impact of ALMPs on graduates. The data collected during in-depth interviews indicate a mixed picture. While graduates found their experiences during the ALMPs positive in the main, the impact on their outlook and job prospects is not encouraging. Too often, the graduates express a view that the ALMPs are a ‘short-term fix’, offering little prospect of secure employment. The paper identifies the potential problem of deactivation in addition to the problems of deadweight loss, substitution and displacement reported by Fraser (1999).

Abstract:
Free software enables its free use by anyone under observance of user proprietary rights. The authors review the market of free computerized library information systems. The origins for applying free ALIS are specified; free Evergreen и Koha ALIS are characterized and compared; the list of foreign free ALIS, date and state of development are specified. The methodology for ALIS market estimation is suggested; the role of ALIS developing and related communities is emphasized. The library and designer aspects of ALIS development are described. The new phenomenon of «donation culture» emerged due to implementing free software in libraries. The typical copyright conflict around Koha ALIS between proprietors and independent designers (the latter won with establishing community trust) is described. Using free ALIS follows the general trend of applying free software in public offices, with all advantages and disadvantages of this information infrastructure. As a result, free software is often opposed by the proprietary one, however both components make the competitive market offering users to make choice of ALIS of appropriate price/quality balance.
