Abstract:
In 1919, rebels seeking to discredit President Carranza kidnapped Jenkins, but once his friends had paid the ransom he found himself jailed for having concocted the episode, a move that outraged hawkish US politicians and almost provoked an armed intervention. As Carranza looked for a successor he might manipulate as his puppet, rebels abducted Jenkins from his mill, targeting him for his wealth and his status as US consular agent. After his release and subsequent jailing, Senator Albert Fall and Secretary of State Robert Lansing tried to use the “insult” as a final-straw pretext for an invasion; the Revolution had seen loss to American life and property and multiple kidnappings. But the plan failed when Carranza had Jenkins released. The affair gave birth to a Machiavellian Jenkins “Black Legend” and marked an evolution in gringophobia, whereby US businessmen rather than politicians were perceived as Mexico’s chief exterior threat.

Abstract:
Many writers on development are extremists, either venerating it as the source of economic cornucopia and human fulfilment or denouncing it as bringing loss of authentic community and culture, greater exploitation, and the curtailment of liberty. A minority, however, have taken a more nuanced and ambivalent position—that, like the curate’s egg, development is good in parts. For example, Adam Ferguson acknowledged the benefits of commercial society but warned against the infinite expansion of human wants, increasing inequality, and the loss of community cohesion. Similar emphasis on the mixed results of development arises in the work of J. S. Mill, Friedrich Engels, and Joseph Schumpeter (‘creative destruction’). In more recent times Albert Hirschman pointed out the negative externalities such as environmental pollution caused by economic production growth—but man-made global climate change is a newer version. All change creates both winners and losers and this fuels the extreme evaluation of it.

Abstract:
This chapter examines a type of viewer response to visual narratives about child labor produced by Lewis Hine and others: Thomas Robinson Dawley Jr.'s 1912 book The Child That Toileth Not: The Story of a Government Investigation. Dawley's 490-page polemic, which contains more than 100 photographs, was based on field investigations of child labor that he conducted in Southern cotton mills while working for the U.S. Bureau of Labor. Dawley combines text and image to build a detailed refutation of Albert Beveridge and his ilk. In The Child That Toileth Not Dawley avoids picturing children actually working. Instead, he deploys vivid description to tell a story of the laboring child citizen's good fortune. In addition, Dawley finds in child labor photography, especially in the work of Hine, resources for strategic appropriation. By appropriating the structure, style, and strategies of a decade-old, multimodal anti-child labor narrative, Dawley repositions the working child as the apotheosis of the values of citizenship rather than their denigration.
