Abstract:
The intra-party conflict in Yugoslavia in 1966 resulted in a fundamental shift in the attitude of the Yugoslav leadership toward the Albanian national minority, which was also reflected in the country?s foreign policy orientation. The normalization of relations with Albania was set as one of the objectives of Yugoslav foreign policy. Yugoslavia stopped responding to the anti-Yugoslav statements of Albanian officials and launched a series of cooperation initiatives with Albania. The Autonomous Province of Kosovo and Metohija was assigned a special role in the normalization of relations with Tirana and, with the consent of Belgrade, an exchange of publications, visits of cultural-artistic associations and contacts between the cultural institutions of Kosovo and Metohija and Albania ensued. This policy resulted in the establishment of direct cultural, economic and political ties between the governments of Albania and the Autonomous Province of Kosovo and Metohija, into which the Yugoslav political leadership no longer had any insight.

Abstract In my topic, I would like to present theoretical approaches and concrete direction of the new economic model that Albania should follow, based on the current situation that Albania experienced in global economy. In this paper, initially, I will present an overview of the Albanian economic transition and then I will suggest a heap of conclusions based on 20 years of history of success and failures. Primarily,concerning Europe means to have clear concepts, in order to build and to consolidate a system of economic and social-capitalist-comprehension. Have you ever thought to raise a question, and more we tried to make a qualitative analysis of policy which responses to specific questions or queries following correctly: what is the most appropriate model for Albania capitalism?Are we building a coherent and structured model or are we building a mosaic of elements of capitalism for Albania, whose portrait we do not know any more and that we didn’t ‘’projected” yet and no one else has done it in a long-term vision? The best response is a response expected of the type `as far as our final objective is the European Union, and then our model of capitalism will be European capitalist model, then the problem starts here. Capitalism has some basic principles and rules that form the core of it, but on the other hand each country is profiling capitalism according to the specifications of his choices. France has chosen the model of “capitalism of State”, Germany and the Nordic countries “social-democratic-capitalism”, ‘’liberal capitalism of England’’ as English-Saxon one, etc.In this regard the experts or politicians, should not reduce any debate, analysis or summary only of certain elements of the system of market, individual freedom, comparative advantages, social policy, which means the role and presence of the state in the economy, system of taxation, social security and the system of pensions, in order to build a port in its entirety capitalist model that we really need in Albania.

<p>In Albania, during the last decades entrepreneurship has been in focus. It is commonly agreed that developing entrepreneurship in the long term would be translated into sustainable economic development. Albanian economy, being an economy in transition greatly and urgently needs to invest into increasing the number of entrepreneurs in the country. Entrepreneurial intention is considered to be really important. Thus, the purpose of this paper is to observe the determinants of entrepreneurial intention in Albania. The target is university students. Many programs that foster entrepreneurship such as incubator centers, business plan competitions along with new educational practices have been developed. In addition, even though studies conducting in this field are few, Albanian education institutions have shown a willing to study the factors influencing entrepreneurship development. The reason is the belief that developing and supporting entrepreneurial activities among youth will positively influence the economy of the country in terms of economic growth.</p><p>This study widely represents the Albanian students and shows the deteminants of entrepreneurial intention they have. Hopefully the findings of this study would be useful to the policy makers and the Albanian government to undertake effective policies focused on entrepreneurial activity; targeting economic development of the country. </p>

The shortage of raw materials in global markets and the sky rocketing of commodityprices, have induced European authorities to take initiatives to improve innovation inEurope by creating the European Innovation Partnership on Raw Materials (2012) and make inventory of the existing European raw materials. Albania is a rich country in natural raw materials, such as chromium, copper, ferronickel, coal, bitumen as well ascrude oil which might supply primary and secondary raw materials for some of the European needs. This literature review discusses the role of the Albanian institutions, the natural resources industry, potential investors and stakeholders in order to provide a setof indicators and platforms that can help to develop the extractive industry in Albania and monitor amelioration within sustainable development principles. A map with the potential prospects of the natural resources will be a first step in identifying the further potential for exploitation. Mineral resource policies and governance, sustainable processing and supply chain as well as environmental management information system (EMIS) are some of the crucial tools identified, which will help to set up the indicators and quantify the achievements in environmental management in Albania. Moreover, the integration of practices that will support institutional capacity building; follow-up practices; the mainstreaming of global environment into planning; and the compliance monitoring process will additionally improve the environmental situation in Albania. Aligning business strategy with environmental policy, socio-economic analysis, environmental auditing are decisive tools in order to provide the Albanian authorities with a clear overview of the economic costs and the social benefits for sustainable development of the extractive sector in Albania.

Albania is often considered ''the most difficult case'' of regime change compared to other ex-communist countries of Central and Eastern Europe. The long way, often too hard and chaotic, towards democracy and market economy put the country into a disadvantageous situation in comparison with other ex-communist countries because of the limited progress in these directions. Structural changes in Albania before and after the 90's are extraordinary. Now Albania is in a European integration phase, which means there's a series of standards to accomplish and political-economic challenges to be faced. In the first part, this paper will give a chronological view of social protection policies in Albanian going through the major historical phases such as communist regime and pluralist regime period. In the second part, our main focus will be the change in political regime and its consequences which dictated the need for new social protection policies. The inclusion policy or the policy of social protection in Albania is a component of a greater general frame named National Strategy for Development and Integration (SKZHI) 2007-2013, which brings in a single document the perspectives of social and economic stable development, in the framework of the integration in the UE and realization of the Millennial Objectives (SKZHI, 2008).The main social groups and social fields treaded by the policy documents such as National Strategy on Development and Integration, National Strategy on Social Protection, National Strategy on Social Inclusion will be explained. In the third part, social security and health care policies and institutions will be treated concluding with some findings from the empirical research.

Abstract:
Macroeconomic policies aim to stabilize the economy by achieving their goal of price stability, full employment and economic growth. Price stability is the responsibility of macroeconomic policies that are developed to maintain a low inflation rate, contribute to the solidity of the domestic product and maintain an exchange rate that can be predictable. The purpose of this paper is to analyze Albania's monetary policy by highlighting the main indicators that can be used as a measurement of the efficiency of this policy in the economic development. The literature review shows that there are many attitudes regarding the factors that need to be taken into consideration when analyzing monetary policies, including the elements of fiscal policies. In the Albanian economy, the prices and the level of inflation are the most important aspects. The Bank of Albania uses the inflation targeting regime, considering that the main indicator of inflationary pressures in the economy is the deviation of inflation forecasted in the medium term by its target level. In numerical terms, the bank intends to maintain its annual growth in consumer prices at the level of 3%. According to the latest reports published by the Bank of Albania in 2019, monetary policy continues to contribute positively to a financial environment with a low interest rate and an annual inflation rate of 2%. Although the inflation rate hit the lowest value of 1.8 % in 2018, a balanced rate was achieved through the reduction of interest rates and risk premiums in financial markets and, more recently, through the tightening of the exchange rate. These monetary conditions are appropriate to support the growth of domestic demand and the strengthening of inflationary pressures.

The aim of this research paper is three fold: (1) to shed some light on the struggles Albanian return migrants are facing in their psycho-social, cultural and labor market reintegration in the origin country, looking as well to the gendered trajectories of return and re-emigration(2) to highlight their gendered strategies in transferring back in their home country their financial, social and human capital;(3) to better understand the dynamic paths of their migration trajectories and finally (4) to push policy makers to put with high priority the returnees reintegration plan into the policy agenda. We base our analyze on 42 life stories of Albanian migrants, from which, 12 interviews with return migrants from Greece, 30 migrants that are actually in Greece (from which 50% have at least made an 1 attempt to return in Albania and 5 are circular migrants).The study found that: many Albanian migrants return to Albania to stay either temporary or permanently with the idea of investing in home country, though not all of them who return stay in Albania. Returnees and at a greater degree women, face lot struggles and difficulties in their psycho-social, cultural and economic reintegration upon their return, which make them mentally and psychologically vulnerable. Women experienced a sense of disempowerment, reconfiguration and re-traditionalisation of gender relationships upon their return. Labor market integration seem more problematic especially for returned women who faced a gendered gap in labor force participation . Moreover, despite migrant willingness to invest their financial and social remittances in Albania by bringing new ideas in the labor market trend, they experience a sense of disillusion. Therefore, having no support system back home, remaining jobless and in many cases failing in their investment endeavors, make returnees consider further re-emigration as a surviving strategy. This study suggest that it is time for policy makers to compile with high priority and with a gender lens analysis a new National Migration Strategy and Return Reintegration strategy, while developing concrete and coherent measures upon returnees successful reintegration in the home country. This policy research brings at the policy agenda an holistic and multidisciplinary approach to returnee reintegration through better multi- level/stakeholder collaboration and dialogue.

Public attention to solid waste management has increased dramatically over the past decade in Europe because of the fact that the economic development has had its impact in consume. This increase in consume has affected to the production of different waste and therefore the necessity to manage them through different necessary policies of each country. Currently, Albania is a potential candidate country to be part of European Union. With the assignment of the Stabilization-Association Agreement, in 2006, the government undertook a series of commitments, where some of them are relative to taking into consideration the environment values during the decision-making process, in line with the sixth Action Program for the Environment, 2002. This paper provides an overview of recent trends in solid waste and management and the related public policy issues, in some cases combined with the economics literature related to this issues, in Europe and in particular in Albania. The main issues that will be treated in this paper are the public policies in Albania for solid waste and management. Is Albania completely ready for their management or not yet? The first part of this paper will give a theoretical overview of solid waste and of the ways used for their management as well as the economics literature related to the issues of the paper. A literature review will describe the recent trends in solid waste in some of the countries of European Union that have undertaken a lot of waste management policies and that have taken economic profit from this industry. The second part of the paper will focus in the Albanian case. Taking into consideration that Albania is a potential country to be integrated to European Union, we have commitment to complete also the waste management, in the framework of environmental issues. Also a very important part will focus in the impact of this issue to GDP growth of the country. In the end we will focus in some conclusions and also in recommendations about these important issues.

Abstract:
Recently, the core of political and economic debate in Albania consists on reflections related to increasing the Albanian competitiveness in international markets. Fiscal pressures, low labor costs in the Albanian market and the attraction of foreign investment during the last years seems to have not yielded the expected results, not only for being more competitive in foreign markets but even for domestic consumption. It is mentioned here domestic consumption because focused on agricultural sector, it can be considered as a strategic sector of the future in Albania, and especially the EU where we aspire to take part, requests from Albania to orient production toward agriculture. This sector although constitutes 22% of GDP and occupies 47% of total employees fulfills only a quarter of domestic consumption (INSTAT, 2013). The impact of this sector in EU countries is only 1.7%. These indicators are simple enough to understand that even though agriculture is the most important sector of the country, from the standpoint of employment and the strategies remains still one of the sectors with the lowest productivity in Europe and shows that our country in order to achieve EU levels, has a lot of work to do and it is very essential for this process taking in consideration or paying attention to the "best practices" of this sector to reduce the gap created between Albania and the EU countries if we truly aspire to become part of this family. It is often discussed about the stimulation of foreign enterprises to displace a part of their manufacturing in our country. Or more precisely, it has often been demanded that foreign enterprises should operate in traditional sectors with output compartments that use a non-specialized labor intensive. According to modern economic theories, low labor cost is one of the primary factors in the international fragmentation of production (Lucas, 1988; Stokey, 1991; Bassanini and Scarpetta (2002b). While talking about labor cost, this should not be confused with low salaries, because not always a low salary coincides with a low labor cost. The problem of these entrepreneurs is the fact that although they shift their production to countries like Albania, they do not create a long-term cooperation with these countries. Not even a distribution of technology or an increase of total productivity is noticed, even in those sectors where there has been a shift of production. The objective of this paper is to measure the convergence in the agricultural sector and the role that integration has played in the economic development of the country in order to give some modest suggestions for policy makers which may be necessary for designing development strategies in the future

Abstract Choosing the best system of taxation lies in the balance between equality and fairness or efficiency. It is an expression that should guide any fiscal policy. Given that one of the hottest economic topics that pits the political parties can not stay away from the attention of citizens and scholars of the economy. On the one hand we have a tax that provides the same percentage for all categories of income, on the other hand you have a tax increase progressively in line with revenues. therefore, taxes less progressive taxation individuals with lower incomes, but if the tax burden shifted progressively to individuals with higher incomes, it remains to be discussed. Like most developing countries, Albania differs in many respects from developed countries, among which capacity institutional, state, rule of law, the structure of the economy and other economic characteristics. Such differences justify a different tax policy. Progressive taxation has been applied in Albania since 2015. Is this a tax that provides equality for all? Stated every moment and in every public appearance of our politicians, "equality before the law" as a principle that should be applied objectively and accurately reports, but this system offers true equality before the law? What has brought the Albanian economy this system? What happened to investments or unemployment? Through this work I intend to present a clear analysis of income tax applied in Albanian economic system and how this tax has affected the economy as a whole. Also this work is also a reflection on the advantages and disadvantages of this tax system.

Abstract:
The purpose of this study was to determine the potential contribution of vocational and technical education to the future social-economic development of Albania. To achieve this purpose, a panel of experts was involved in the formulation of statements and the determination of each statement's value as a contributor to future social-economic development. This study was conducted using a Modified Delphi Technique to identify and prioritize statements generated as part of this research methodology. The study was accomplished through solicitation of responses from a 17 member panel of experts. The panel consisted of individuals representing government service, non-government organizations, Albanian educators, and international educators involved in different educational projects in Albania in the last ten years. Each of the experts was asked to identify statements that vocational and technical education can contribute to the future social-economic development of Albania. Responses provided by the panel members and the statements added by the researcher were edited and organized into a list with 71 statements. The panel of experts was asked to rate this list and means and standard deviations were calculated for each statement. The criterion to determine the importance of statements was defined as a mean being equal or higher than 3.5 on a 5-point Likert scale. The criteria employed to determine panel consensus was defined as a standard deviation being equal or less than 1.00. From the list of 71 statements, 68 were concluded to have been important and have reached consensus by the panel. The 68 statements on which the panel of experts reached consensus were rank ordered according to their means.A content analysis of the ranked statements revealed that statements clustered around common themes. These themes included VTE's Planning Procedures and Policy, Program and Institutional Development, Values and Work Ethics, Productivity, Communication and Analytical Skills, and Linkages.From these results, it was concluded that the process for the development of an effective VTE program that will contribute to the social-economic development of Albania will be long and complex. This process will involve many people, agencies, and organizations all working together. Hence, it was recommended that the Ministry of Education and the Ministry of Labor and Social Affairs take the lead in this process.

Abstract:
The overall objective of this study is to develop a framework to predict the impacts of government policies on agricultural production in Albania. The specific goal of this study is to provide some empirical estimates of the farmers' short-run supply response to government policies that effect output and input prices. Different theoretical approaches to integrating the questions this study purports to answer were considered. Two models were deemed as most appropriate for Albanian agriculture. The first is a semi-commercial farm household model and the second is the well-known indirect profit function model. The first model was preferred. However, the second was used instead, due to the lack of information necessary for an empirical application of the semi-commercial farm household model. A quadratic functional form was selected to approximate the profit function. It satisfied the Taylor series approximation convergence test. Two approaches were used to estimate the empirical model. In the first, the traditional approach, the symmetry and homogeneity conditions were imposed beforehand and then the system of equations was estimated using the ITSUR procedure in SAS. Following common practice, a joint Rao test of these conditions was conducted, implicitly assuming that the test statistic has a Fisher distribution or, stated differently, assuming that parameter estimators are normally distributed. The test results indicate that the conditions are met. A second approach, proposed by McGuirk, et al., was also used in this study. The approach proposed by McGuirk, et al., requires that, before imposing and/or testing any theoretical assumption, the unrestricted model is estimated and tested to see if all the underlying statistical assumptions of the linear regression are met. The misspecification tests suggested that the model is not statistically adequate. This finding indicated that the theoretical test conducted in the traditional approach was invalid. An alternative estimation procedure is proposed in the study for cases when a statistically adequate model cannot be specified. Named the sub-sample or the bootstrapping method, this procedure consists of randomly selecting a large number of sub-samples from the cross-sectional sample and running a regression for each of them. The large number of estimates for each of the coefficients serves as a basis for estimating 95-percent confidence intervals. An inspection of the supply and input demand elasticities calculated based on coefficients estimated through the sub-sample method revealed that half of them have wide 95 percent confidence intervals. Therefore, predicting policy impacts across all output and input equations is not possible. However, elasticities that have narrow confidence intervals and make economic sense can be used to predict isolated policy impacts, if Albania returns to the conditions that prevailed before the political turmoil of 1997.

Abstract:
Neo-liberalism has become the dominant approach to economic development since the 1980s. Based on the economic principle of “efficiency”, the Washington Consensus and its supporters have avidly promoted the neoliberal orthodoxy as the ideal blueprint for the economic development of all countries in every region. However, as this thesis has discovered, the efficiency of public policy is weighed not by its conformity to an ideology but on how effective it responds to the economic and social problems of the population in question. In recent years Tonga has endured severe economic shocks which have pushed its low growth economy to the brink of economic crisis. In response to this crisis, the Government has chosen greater economic liberalisation and private sector – led growth to lead the economy to recovery. The Washington Consensus and its international supporters claim that this is the best policy response for Tonga due to the belief that greater liberalisation leads to greater efficiency. This thesis however believes that at the current dire state of the economy, it is not enough for Tongan public policy to just conform to international views on efficient economic development but to ensure that its economic development policies address the economic and social needs of the general Tongan population. With this in mind, this thesis investigated the role of agriculture in economic development. It identified that for an agriculture-based country such as Tonga, at low levels of growth, agricultural development is fundamental to long term economic growth. This research also revealed that agricultural growth is maximised through trade hence suggesting increased focus on agricultural export development. Based on these findings, this research project set out to verify the efficiency of Government agricultural policies by identifying the views of agricultural exporters and comparing these with Government approaches to agricultural export development in Tonga.

Abstract:
It has been 17 years since the Soviet Union broke up and its constituent countries gained their independence. In the beginning years the sovereignty was considered an indisputable priority, resulting in economic matters being put off. However, in the light of slow economic development in the area, it seemed to be imperative for these countries to pursue economic integration. Backed up by political will, several attempts had been made to establish various integration groupings, one of them being the Commonwealth of Independent States. The established organisation’s main aim was to assist countries in preserving the connecting links inherited from the former Soviet Union. Some of the countries in the region managed to achieve relatively high growth rates mainly due to their individual efforts. Unfortunately, so far, none out of a number of proposed integration projects has proven to be an effective and binding tool in the political and economic development of the region. This thesis aims to identify problems standing in the way of economic integration of the Commonwealth of Independent States. As of now, a free trade area – the initial form of economic integration – has not been established. Although trade ties between the member states function, the main export destination of these states is outside the Commonwealth. It is recommended that the initial steps in setting up a free trade area in this territory should begin with developing integration within regional associations, due to smaller numbers of participants and their common interests.

The subject of this thesis is the politics of economic restructuring, euphemistically termed 'reform' in the Pacific. Although structural adjustment policies are essentially neoliberal economic policies, the project of global economic restructuring, and its supposed end, a global regime of free trade, is a political one in several respects. It involves the wielding of economic power over developing countries by powerful multilateral institutions, developed countries and private corporate entities to such a degree that it is considered by some to represent the disciplining/subjugating and dis-empowering of developing states. It is supported by a successfully propagated ideology that combines economic growth theories (held to be infallible), 'good governance' rhetoric (with which no-one can reasonably disagree), and new notions of equality and 'non-discrimination' - the 'level playing field' and 'national treatment, in WTO parlance (which have been enshrined in enforceable global trade rules). It entails redefining the role of the state, transferring public ownership of assets to private hands, and removing subsidies that protect domestic industries and jobs, all of which are strongly contested. Successfully implementing 'reform' is widely acknowledged to require not only 'reform champions' but also 'ownership', and thus broad acceptance and legitimacy, yet commitments to restructuring are often made by government ministers without reference at all to national parliaments. National economic summits are used to rubber stamp or legitimate policies in a fait accompli. The thesis begins by situating the global regime of structural adjustment within the political context of North-South relations in the 1970s, the debt crisis of the early 1980s, and the collapse of socialist regimes and consequent discrediting of the socialist economic model and other variants of state-led development. It shows the key role of the World Bank in advocating the neoliberal model and setting the development aid agenda, and its abdication of this lead role after 1995 in favour of the World Trade Organisation and its agenda of global trade liberalisation. The thesis then examines the origins, agents and interests behind structural reform in the island states of the Pacific before focusing on how a regional approach to achieving regional wide economic restructuring and trade liberalisation is being taken, using a regional political organisation of Pacific Island states (The Pacific Islands Forum), and regional free trade agreements. It then illustrates the path of economic restructuring embarked on by Fiji following the 1987 coups, examines the implementation of 'economic reform' concurrently with policies to advance the interests of indigenous Fijians, and discusses some of the less acknowledged dimensions of reform.

Oral health is crucial to overall health and a focus of the U.S. Health Center program, which provides preventive dental services in medically underserved communities. Dental hygiene is an oral health profession whose practice is focused on dental disease prevention and oral health promotion. Variations in the practice and regulation of dental hygiene has been demonstrated to influence access to dental care at a state level; restrictive policies are associated lower rates of access to care. Understanding whether and to what extent policy variations affect availability and access to dental care and the oral health of medically underserved communities served by grantees of the U.S. Health Center program is the focus of this study. This longitudinal study examines dental service utilization at 1,135 health center grantees that received community health center funding from 2004 to 2011. The Dental Hygiene Professional Practice Index (DHPPI) was used as an indicator of the state policy environment. The influence of grantee and state level characteristics are also considered. Mixed effects models were used to account for correlations introduced by the multiple hierarchical structure of the data. Key findings of this study demonstrate that state policy environment is a predictor of the availability and access to dental care and the oral health status of medically underserved communities that received care at a grantee of the U.S. Health Center program. Grantees located in states with highly restrictive policy environments were 73% less likely to deliver dental services and, those that do, provided care to 7% fewer patients than those grantees located in states with the most supportive policy environments. Population’s served by grantees from the most restrictive states received less preventive care and had greater restorative and emergency dental care needs. State policy environment is a predictor of availability and access to dental care and the oral health status of medically underserved communities. This study has important implications for policy at the federal, state, and local levels. Findings demonstrate the need for policy and advocacy efforts at all levels, especially within states with restrictive policy environments.

AbstractThe life course perspective is used in analysis of the older workers relations to the labour market in a societal context. Transition to the market economy of Albania has increased the vulnerability especially for two categories: the youngest, as the new entries into the labour market, and the oldest workers, who found it difficult to be adjusted to the labour market demand, after the failure of state enterprises, changes in working environments, social services, family, etc. The investigation of older workers in the labour market is focused on five dimensions: (1) the labour market structure and employment status of older workers; (2) the employment & VET policies; (3) the work-life balance with ageing; (4) health and (5) retirement.In the beginning of 1990s, the early retirement was the first policy intervention to cope with massive unemployment of older workers. Then, the parametric reforms of PAYG social insurance for increasing the retirement ages and the insurance period have had an impact on extending the working life of older workers of 10 years until 2018. However, the replacement rate was lowering from 74.2% in 1990, to 56% in 1993 when reform started, to further 41% in 2018 which impose pensioners to continue working or delaying the retirement. The increased youth unemployment, atypical and informal employment, has been new challenges for older workers to be adjusted to the labour market demand and only 10% of them can continue working after the retirement age. The development of employment services, VET, health care and social protection have been inadequate to promote social inclusion of older workers.In the framework of the EU integration, Albania has pursued a process of harmonization the legal framework with EU standards. National strategies have been enacted to guarantee human rights, gender equality, and an inclusive society. The social inclusion of older workers into the labour market is a complex issue that depended not only of the Government interventions, but also by the active engagement of other stakeholders. In the Albanian tradition family continues to be a strong supporting institution for older people and children, very likely to the Abbado’s idea in Italy.This chapter is based on an analysis of policy documents, research and statistics from INSTAT, Eurostat, World Bank, etc. The Eurofound’s European Working Conditions Survey (EWCS) 2015, and European Quality of Life Survey (EQLS) 2016 are used to identify age and gender patterns regarding work-life balance and social inclusion. The analysis suggests that to fully address the complexity of the inclusion of older workers in the labour market, an integrated approach should involve all relevant policy areas such as education, health, employment, and social protection, as well as engagement of all community stakeholders.

AbstractThis chapter examines to what extent two late medieval nomadic groups in the southern Balkans adopted the economic practices of the areas they moved into, in order to achieve agricultural sustainability. In the fourteenth century, these two groups, Turk yörüks and transhumant Albanians, migrated to Greece in order to invigorate depopulated areas and reclaim lands in Thessaly and the Peloponnese respectively. Almost three generations after their establishment, Ottoman taxation cadastres cast light on their agricultural and pastoral activities. Even though these groups followed different trajectories in their sedentarisation—more or less dictated by their ethnocultural peculiarities—they both focused over time on farming basic, life-sustaining crops, such as cereals, which were complimentary to the manifold market-oriented farming activities of the long-settled local Greeks.

The Allied victory over Germany in the Second World War, like that in the First, left the Mediterranean unsettled. After Greece emerged from its civil war with a pro-western government, there were ever louder rumbles in Cyprus, where the movement calling for enôsis, union with Greece, was gathering pace again. Precisely because the Greeks sided with the West, and because Turkey had kept out of the war, during the late 1940s the United States began to see the Mediterranean as an advance position in the new struggle against the expanding power of the Soviet Union. The explicit theme was the defence of democracy against Communist tyranny. Stalin’s realism had prevented him from supporting Communist insurgency in Greece, but he was keen to find ways of gaining free access to the Mediterranean through the Dardanelles. In London and Washington, the fear that Soviet allies would establish themselves on the shores of the Mediterranean remained real, since the partisan leader in Yugoslavia, Tito, had played the right cards during the last stages of the war, even winning support from the British. Moreover, the Italians had lost Zadar along with the naval base at Kotor and chunks of Dalmatia they had greedily acquired during the war, while Albania, after an agonizing period of first Italian and then German occupation, had recovered its independence under the Paris-educated Communist leader Enver Hoxha, whose uncompromising stance was to bring his country into ever-greater isolation. When he took power, Hoxha imagined that his country would form part of a brotherly band of socialist nations, alongside Tito’s renascent Yugoslavia and the Soviet Union. Close ties with the Yugoslavs were sealed by economic pacts which reveal Tito’s hope of drawing Albania into the Yugoslav federation. Hoxha had other aspirations, and in his view Albania’s right to defend every square inch of the national territory extended into the waters off the Albanian coast: the Corfu Channel, long used as a waterway linking Greece to the Adriatic, was mined to prevent foreign incursions. Britain decided to send warships through the channel, asserting its right to police the Mediterranean on behalf of the nations of the world.

According to the definition of the International Union for Conservation of Nature and Natural Resources (IUCN), wetlands on Earth are areas that are flooded or saturated with water, artificial or natural, permanently or temporarily flooded with standing, sitting or running water. These areas include areas where water is the predominant element, such as swamps, wetlands, peatlands, estuaries, sea branches and lagoons, lakes, rivers and artificial reservoirs with a depth of more than six meters. Considering the importance of these territories and with the deep conviction that the preservation of their flora and fauna can be ensured by combining long-term national policy with coordinated international action, the scientific community reacted to the encroachments and unreasonable attitude to them by concluding 02.02. 1971 of the Convention on wetlands of international importance, especially as waterfowl habitats, known to the general public as the Ramsar Convention. The main objectives of this document are to manage wetlands as sites of great economic, cultural, scientific and conservation value, to avoid damage and loss and to preserve them through prudent use, i.e. through their continuous development. The object of study in the present work is the biological diversity, in particular the avifauna of some of the internationally important wetlands in the border areas between Bulgaria, Greece, the Republic of North Macedonia and Albania in view of the opportunities they offer for the development of some forms of alternative types of tourism.

This study examines the validity of the Keynesian Twin Deficits hy­potheses (TDH) for Albania, using time series data of the span period from 2008 to 2021. The twin deficit hypothesis implies a long-run positive correla­tion running from the budget deficit to the current account deficit. For this, the Stationarity test, the Johansen co-integration test, the Granger causali­ty, and VEC model techniques are used to examine the long-run and short-run relationship between budget balance, current account deficit, and real growth rate. The empirical findings suggest that the Keynesian twin deficits hypothesis is not valid in the context of the Albanian economy, the budget deficit has a negative relationship to the current account deficit. The policy implication of the results is that prudent management of the fiscal budget of the government may not prove to be a suitable policy instrument for the evaluation of the current account balance improvement.

This study evaluated levels for organochlorine pesticides (DDTs, HCHs, Heptachlors, Aldrins and Endosulfanes), their residues, polychlorinated biphenyls (PCB) and poly aromatic hydrocarbons (PAH) in water samples of Adriatic Sea, Albanian part. Water stations were chosen near the main river estuaries of Albania (Vjosa, Semani, Shkumbini, Erzeni, Mati and Buna rivers). These rivers have catchment areas that cover almost all Albania. First, agricultural, industrial and urban waste is transported in these rivers and after that they finished in Adriatic Sea. Water samples were analyzed for a five-year period from February 2015 to December 2019. Liquid-liquid extraction was used to isolate chlorinated pollutants and a florisil column was used for clean-up procedure. Analysis of organochlorine pesticides (according to Method EPA 8081B) and 7 PCB markers was realized using GC/ECD and RTX-5 capillary column. The PAHs were isolated by liquid-liquid extraction technique and after sample concentration qualitative and quantitative analyses were performed by the GC/FID technique. Organochlorine pollutants were detected for all stations of Adriatic Sea because of new arrivals by agricultural and industrial activity in river basins. The highest levels were found near Shkumbini and Semani estuaries due to impact Myzeqeja agricultural area. New arrivals from water irrigation and rainfall influence in found levels. Degradation products of pesticides and volatile PCBs were found at higher levels for all samples analyzed. The levels of some individual organochlorine pesticides were higher than EU and Albanian norms for Semani and Shkumbini rivers. Also, PAHs were found at higher levels for Semani River because of extracting-processing industry in Patos-Marinza area. Monitoring of organic pollutants in water of Adriatic Sea should be continuous because of its importance in fishing, tourism, recreation and Albania economy overall.

In this study, international migration trends were evaluated in Turkey and European Union (EU) Candidate Transition Economies by means of data obtained from HDI Report developed by UNDP. The aim of this study is analyzing international migration trends in relation with other dimension of integration such as economics, social protection and social policy. In this study, the subject was carried out through comparative relation scanning model and literature model, the sample group was established EU candidate transition economies (Montenegro, The Former Yugoslav Republic of Macedonia, Serbia, Albania, Bosnia and Herzegovina) with Turkey. The research data was collected by means of data from HDI Report developed by UNDP. The findings from this study revealed that the population of Montenegro and Serbia among EU candidate transition economies less emigrated and more immigrated than other countries. It can also be concluded that the emigration trend of Turkey presents similar tendency with Montenegro and Serbia whereas immigration rate of Turkey is lower than the other countries except for Bosnia Herzegovina.

After the dispersion of the Soviet Union, the European Union embarked upon an intense relationship with the Central and Eastern European Countries. The transition into capital market and democratization of these countries had been supported by the Ministers of Foreign Affairs at the beginning of 1989 before the collapse of the Soviet Union System. The European Agreements were signed between the EU and Hungary, Poland, and Czechoslovakia on December 16th, 1991. 10 Central and Eastern Europe Countries became the members of the EU on May 1st, 2004. With the accession of Bulgaria and Romania into the EU on January 1st, 2007, the number of the EU member countries reached up to 27, and finally extending to 28 with the membership of Croatia to the EU on July 1st, 2013. Removing the Western Balkan States, Serbia, Montenegro, Albania, and Bosnia and Herzegovina from the scope of external relations, the EU included these countries in the enlargement process in 2005.The European Commission has determined 2014 enlargement policy priorities as dealing with the fundamentals on preferential basis. In this context, the developments in the Balkans will be closely monitored within the scope of a new approach giving priority to the superiority of law. The enlargement process of the EU towards the Balkans and whether or not the Western Balkan States will join the Union will be analyzed.
