Abstract:
Tulisan ini membahas kajian balāgah yaitu ilmu tentang retorika dan stilistika bahasa. Balāgah merupakan salah satu dari sekian banyak disiplin ilmu yang dipergunakan untuk menafsirkan ayat-ayat al-Qur’ān. Ilmu Balāgah mencakup bayān, ma‘ānī, dan badī’ yang satu sama lain saling melengkapi sehingga ketiganya penting untuk dipelajari. Pada tulisan ini penulis fokus membahas salah satu kajian ilmu bayān yakni tasybīh khususnya pada pembagian berdasarkan wajh syibh dan keluarnya dari keumuman tasybih.Mengetahui materi ini penting terutama bagi mereka yang suka mengkaji kesusasteraan Arab dan ingin menambah wawasan dalam menafsirkan al-Qur’ān.Masalah pokok yang penulis bahas dalam tulisan ini adalah pengertian tasybīh tamṡīlī, tasybīh gair tamṡīlī, tasybīh ḍimnī, dan tasybīh maqlūb disertai penjelasan kaidah.Kesimpulan dari tulisan ini adalah bahwa tasybih dilihat dari bentuk wajh syibh dibagi menjadi tasybīh tamṡīlī dan tasybīh gair tamṡīlī. Tasybīh tamṡīlī adalah jenis tasybīh dimana wajh syibhnya berupa gambaran yang dirangkai dari keadaan beberapa hal, dan sebaliknya tasybīh gair tamṡīlī adalah jenis tasybīh dimana wajh syibhnya adalah mufrad. Adapun berdasarkan keluarnya dari keumuman tasybīh, tasybīh terbagi menjadi tasybīh maqlūb dan tasybīh ḍimnī. Tasybīh Maqlūb adalah jenis tasybīh yang posisi musyabbahnya dijadikan musyabbah bih, sedangkan tasybīh ḍimnī adalah jenis tasybīh yang keadaan musyabbah dan musyabbah bihnya tidak jelas (implisit).

Abstract:
Intensive Arabic Program is one of the activities to develop students knowledge in achieving learning objectives. Lack of time in the school activitiy is one of the reasons for lack of optimal learning in the school, especially in the learning Arabic which is considered a difficult foreign language for students. This research aims to explain the type of Arabic language extracurricular activities at MTsN 2 Kediri, the implementation, the evaluation of learning, and the obstacles encountered during the implementation. This research used a qualitative approach with interview, observation, and documentation. The results of this research indicate that the type of Intensive Arabic Program activities at MTsN 2 Kediri is the fostering of Arabic language achievement which focuses on speaking skills. The implementation of it’s activities at MTsN 2 every day and every years. Evaluation of learning by giving post-test, quizz, midterm, final examination, and on going activities. In its implementation the researcher found some obstacles, including activities that are less interesting. Keywords: Intensive Program, Arabic Language, Evaluation.

Abstract:
The purpose of this study is to analyze the historical record and participation and contribution of qur'aniyah madrassas that exist in the second year of hijri. This research uses analytical descriptive methods by referring to and analyzing data from key sources directly related to the theme. As for the results of this study, there are at least five large madrassas that are central to the birth of qira'at expert priests as well as having an important role in the spread of qira'at science to various parts of the world. The first is the Kufiyah Madrasah in Kufa City which has the most qiraat experts, numbering one hundred and sixty-five of them there are Imam Ashim, Hamzah, Al Kisai, and Al A'masy. The second is the Bashriyah Madrassa in Basrah City with a number of qira'at experts seventy-nine, one of whom is Imam Abu 'Amr. The three Madaniyah Madrassas in the city of Madinah Al-Munawwarah whose number of qira'at experts reached fifty one of them was Imam Nafi. The fourth is the Makkiyah Madrassa in Mecca, the qira'at experts who settled here numbered forty-one. The fifth is the Shamiyah Madrassa in the Sham region which has forty-three qira'at members.

ملخص هذا البحث يتعلق بالألفاظ العربية المستعملة في لسان الإندونسيسين اليومية. يتركز البحث في التغييرات الصوتية عند تلفظ الكلمات العربية المقترضة والعوامل التي تؤثر فيها. وأما المناهج المستخدمة في هذا البحث فهو المنهج المكتبية والإستقصائية في جمع المواد والبيانات لتي لها علاقة بالبحث وفي التحليل استعمل الباحث دراسة تقابلية لغوية وهي تدرس عن عناصر التأثير والتأثر بين اللغتين. وبعد الدراسة ظهر أن التغييرات الصوتية للالفاظ العربية المقترضة فى الاندونيسية تكون في كثير من مراتب لغوية صوتية و لفظية. وهذه التغييرات تتأثر بالعوامل الكثيرة منها الأدات الصوتية و اللغة المحلية ولهجاتها.---Abstrak Tulisan ini berkaitan dengan penggunaan kosakata Arab yang diserap dalam Bahasa Indonesia. Fokus bahasan terletak pada perubahan bunyi bahasa ketika mengucapkan kosakata serapan dari bahasa Arab dan faktor-faktor yang mempengaruhinya. Metode yang digunakan dalam mengumpulkan data adalah metode kepustakaan dan survei, dan dalam menganalisis menggunakan metode kontrastif yang menyoroti pada aspek pengaruh dan mempengaruhi kedua bahasa. Hasil kajian menunjukkan bahwa perubahan bunyi bahasa pada pengucapan kosakata bahasa serapan dari bahasa Arab. Perubahan ini terjadi pada beberapa level kebahasaan, khususnya pada tataran fonologi dan morfologi. Perubahan tersebut terjadi karena dipengaruhi oleh beberapa faktor, antara lain karena faktor alat bicara penutur dan pengaruh penggunaan bahasa Indonesia dan bahasa daerah.

كانت في نشأة النحو العربي أدوار، الدور الأول الوضع والتكوين، وهذا من دور البصرة، وهي أول مدينة عينت بالنحو واللغة، تبدأ مدرسة البصرة من أبي أسود الدؤالي الذي توفي بها سنة 67هــ إلى عهد الخليل بن أحمد (ت 175 هـ). ولقد ظهر اللحن في صدر الإسلام بسبب اختلاط العرب وامتزاجهم بالأعاجم، مما جعل علماء البصرة يحرصون على رسم أوضاعها خوفا عليها من الفناء والذوبان في اللغة الأعجمية. الطبقة الأولى من البصريين تبدأ من عهد نصر بن عاصم (ت 89 ه) إلى يحى بن يعمر (ت 129 ه)، والطبقة الثانية من البصريين فى الدور الأول تبدأ هذه الطبقة من عهد عبد الله بن إسحاق (ت 117 ه) إلى عهد أبى عمرو بن العلاء (ت 154 ه). الدور الثانى : دور النمو والنشوء والارتقاء، وهذا من دور البصرة والكوفة، وقد سبقت البصرة بنحو مائة عام الكوفة التي جاءت بعدها لتأسس مذهبا خاصا في النحو. تقابل الطبقة الثالثة من البصريين الطبقة الأولى من الكوفيين، ومن أشهر علمائها أبو جعفر الرؤاسي (ت 175 هــ) ومعاذ الهراء (ت 178 هــ)، ومن علماء البصريين في هذا الدور الأخفش الأكبر (ت 172 ه) وسيبويه (ت 180 ه). الدور الثالث دور النضج والكمال، لقد بلغ النحو نضجه وكماله فأصبحت القضايا النحوية علما مستقلا---Abstrak Dalam perkembangan ilmu nahwu, terdapat beberapa fase, fase pertama peletakan dan penyusunan. Ini berpusat di Bashrah, sejak peletakan pertama oleh Abu al-Aswad sampai al-Khalil ibn Ahmad. Pada waktu itu lahn telah tersebar luas sehingga menuntut mereka untuk segera mengkodifikasi nahwu. Terjadinya lahn diseabkan oleh interaksi bangsa arab dengan bangsa-bangsa lain di dunia. Periode pertanma bashrah dimulai pada masa Nasr Ibn Ashim (w.89 M) sampai masa Yahya Ibn Ya'mur (w. 129 H). Periode kedua Bashrah dimulai dari masa Abdullah Ibn Ishaq (w. 117 H) Sampai masa Amr Ibn al-Ala (w. 154 H). Kedua, masa pertumbuhan, yaitu masa perkembangan di mana nahwu bukan hanya berkembang di Bashrah melainkan pula di Kufah. Tokoh Kufah pada fase ini antara lain Abu Ja’far al-Ru’asi (w. 175 H) dan Muazd al-Harra (w. 178 H), sedangkan tokoh Bashrah antara lain al-Akhfasy al-Akbar (w. 172 H) dan Imam Sibawaih (w. 180 H). Ketiga, fase kematangan dan penyempurnaan, dimana ilmu nahwu telah telah dikodifikasi oleh ulama-ulama di kedua kota tersebut.

Abstract:
This article aimed to discuss the theory of mudzakkar and muannats in Arabic. The classification of mudzakkar and muannats is found in most languages, not only in the Smith-Hmit languages family, but also in the Indo-European languages with varying quality and quantity. This linguistic phenomenon is very powerful and is one of the characteristics of the Arabic language. The most popular theory of word grouping into mudzakkar (male) and muannats (females) is a theory seeing a connection and relationship between the word (lafaz) and the meaning (ma’na). In the historical perspective of ancient society, it is also associated with the myths of public belief based on the nature of the world in general consists of mudzakkar and muannats. These theory - in another perspective - especially the ancient society has the power of argument and reason, but in the perspective of modern society has a deadlock of argument and loses its relevance.

The objectives of this research are to know and explain an ethical message in the book of Qira>aturrasyi>dah, and to know and explain the form of moral values in the book of of Qira>aturrasyi>dah Part II.. The method of qualitative research, with the social approach to literature the data sources used contain basic data including the book of rational reading, journals and related articles and secondary data including dictionary, books and the Internet. The data collection techniques used are library, reading, data analysis and note-taking. The technique of its analysis is descriptive and qualitative. The results of the search from the message to the moral of moral values are honesty, "God does not cost a soul except in its power," and help, love, and care among creatures. The form of moral values in it is harmony, usefulness or help, and please help, care for others, and help each other. After conducting analysis and discussion, several conclusions can be drawn that are that every human being must possess honesty regardless of his social status. Everything we sow we will reap, and God has created His creatures according to their quotas, and God does not cost a soul except its power, and help all things, even if they are small.

Abstract:
<p style="text-align: justify;"><em>Loan words were foreign words used by a particular language to fill a linguistic gap, multiplying borrowed words in the target language. In addition to borrowing words from Sanskrit, Spanish, Portuguese, Dutch, and English, the Indonesian language also use many words from Arabic. As part of this research, the researchers attempted to determine which words were borrowed and to investigate the meaning of the Arabic borrowed words in the primary body of the Indonesian Constitution. The method used for this research was the qualitative descriptive method, and the approach used is a librarian and the procedure for data collection. The researcher used written documents and the method to analyze the data. The researcher used the comparative approach to define the change of meaning of Arabic borrowed words in the Indonesian language in the preamble of the Indonesian Constitution in 1945. The result of the research was the number of Arabic borrowed words at the opening of the Basic Constitution 19. The borrowed word the research is expected to add ınsıght and knowledge ın the field of langueage and can provıde ınformatıon and ınput.</em></p>

Abstract:
Islam datang membawa kontribusi besar untuk membangun masyarakat Sunda. Diantaranya, pengayaan kata serapan dari Al quran. hal ini adalah bukti adanya hubungan yang kuat sejak masuknya Islam ke tanah Sunda. Penelitian ini bertujuan untuk mengetahui perubahan-perubahan semantis kata-kata serapan Sunda dari Alquran, dan juga bertujuan mengetahui metode pemanfaatannya dalam pengajaran bahasa Arab untuk orang Sunda. Dalam menyelesaikan penelitiannya, peneliti menggunakan metode analisis deskriptif. Metode ini digunakan untuk menganalisis kata-kata serapan dari semantisnya. Adapun caranya dengan membandingkan kedua bahasa, antara bahasa Arab dan bahasa Sunda dengan menggunakan dua kamus, kamus Arab dan kamus Sunda. Kemudian mendeskrifsikan dan menganalisis kata-kata serapan tersebut, dan berusaha mengaplikasikannya dalam pengajaran bahasa Arab untuk orang Sunda dalam bentuk taklim mufradat, qiraah, dan hiwar. Hasil penelitian menunjukan adanya perubahan-perubahan kata serapan dari segi semantis. Perubahan semantik terbagi menjadi tiga, yaitu: penyempitan makna, peluasan makna, dan perubahan makna, selain itu ada beberapa kata serapan yang tidak mengalami perubahan semantik. Penelitian ini juga menunjukan bahwa Kata-kata serapan ini dapat dimanfaatkan dalam pengajaran bahasa Arab untuk orang Sunda dengan berbagai macam cara dan metode, seperti pengajaran aswat, sharaf, pengajaran dalam kalimat sempurna, teks hiwar dan teks qiraah. Abstract:
À l’heure actuelle, la collecte représente plus de 80% des coûts générés par la gestion des matières résiduelles (MR). Afin de réduire ces coûts, une solution actuelle réside dans l’implémentation de centres de transbordement, ce qui permet une consolidation de la charge d’au moins 3 camions de collecte dans un grand camion de transport. Cette réduction découle du principe d’économie d’échelle appliqué au secteur du transport. Cette solution améliore la rentabilité du système sans toutefois l’optimiser. Les récentes études montrent que la phase de collecte à l’aide de camions compacteurs génère des pertes significatives causées principalement par les arrêts fréquents ainsi que le transport vers les centres de transbordements souvent éloignés de la zone de collecte. La présente étude suggère une restructuration de la hiérarchie dans la collecte des matières résiduelles, proposant ainsi la division des phases de collecte et de transport vers le centre de transbordement. Afin d’atteindre cette finalité, une théorie déterministe : « la théorie constructale » (TC) est utilisée. Les résultats montrent qu’à partir d’une certaine densité seuil, l’application de la TC minimise les pertes économiques dans le système. En fait, la collecte est optimale si elle est effectuée à l’aide d’une combinaison de véhicules à faible capacité pour la collecte porte-àporte, et de véhicules à grande capacité pour la collecte aux points de rupture de charge ainsi que le transport vers le centre de transbordement. Afin de minimiser les coûts de main d’oeuvre, la présente étude propose l’utilisation du Système de Transport Cybernétique (STC) comme véhicule de collecte automatisée pour la collecte de faibles quantités de MR. Enfin, la méthode d’optimisation proposée s’inscrit dans une optique de décentralisation de la collecte et du traitement des matières résiduelles. Cette dernière permet ainsi l’implémentation d’une gestion multi-filières des MR à l’échelle locale d’un territoire.

Abstract:
Au cours de la phase de l’analyse des besoins pour le développement d’un système, l’accent est souvent porté sur les besoins fonctionnels, tandis que les besoins non fonctionnels (Non Functional Requirements - NFR) sont capturés par les analystes systèmes seulement à un niveau très global : au cours de cette phase, les NFR sont décrits typiquement au niveau du système et non au niveau du logiciel. Le détail de ces besoins non fonctionnels est souvent précisé (c'est à dire défini au niveau de détail nécessaire) par les concepteurs du système à la phase de l’architecture et à la phase de conception du système. Pour le moment, il n’y a pas de consensus sur la manière de décrire et de mesurer les besoins non fonctionnels des systèmes (system-NFR) : c’est donc un défi de les prendre en compte dans l’estimation des efforts pour le développement des logiciels qui feront partie de ces systèmes et dans l’évaluation de la productivité des projets de développement de ces logiciels. Durant la phase de l’analyse des besoins pour les logiciel, les besoins non fonctionnels des systèmes peuvent être décrits et spécifiés comme étant les besoins fonctionnels alloués au logiciel : ceci permet alors aux ingénieurs logiciels de développer, tester et configurer les livrables finaux aux utilisateurs du système. La motivation de cette recherche est de contribuer à l’effort d’amélioration des modèles d’estimation des projets de développement logiciel en introduisant les exigences non fonctionnelles des systèmes au sein du processus d’estimation du projet logiciel et ce au travers d’une vue quantitative. Le but de cette recherche est d’aider les chefs de projets, les organisations ainsi que les chercheurs, à prendre des décisions éclairées sur les plannings des projets et sur le développement des logiciels et ce pendant la phase initiale d’identification des besoins, des spécifications et d’estimation des besoins non fonctionnels d’un système incluant du logiciel embarqué. Plus précisément, cette étude a comme but de contribuer à une meilleure définition, description et estimation de certains entrants, qui sont les besoins non fonctionnels du système, nécessaire pour réaliser une estimation préalable des couts. Dans les standards internationaux, un certain nombre de concepts sont utilisés afin de décrire différents types de besoins non fonctionnels des systèmes, que ces besoins soient au niveau du système, du logiciel ou du matériel. L’objectif de cette recherche est d’effectuer, le plus en amont possible, les spécifications et la quantification des besoins fonctionnel pour le logiciel, dérivés des besoins non fonctionnels au niveau système, en utilisant comme base les standards de l’ingénierie du logiciel. Pour atteindre cet objectif de recherche les deux sous-objectifs de recherche spécifiques suivants doivent être atteints: • Conceptions de modèles standards pour l’identification et la spécification des besoins fonctionnels de l'utilisateur (FUR) alloués au logiciel pour répondre aux besoins non fonctionnels du système (system-NFR). • Mesure de la taille fonctionnelle, en utilisant le standard COSMIC ISO 19761. des besoins fonctionnels alloués au logiciel pour répondre aux besoins non fonctionnels du système les résultats de cette recherche sont à un ensemble de quatorze (14) modèles de spécifications et de mesure, basés sur des standards, pour les besoins non-fonctionnels du système qui peuvent être alloués à du logiciel embarqué temps réel. La contribution principale de cette recherche est cet ensemble de quatorze modèles des besoins fonctionnels des utilisateurs du logiciel basés sur des standards pour l’identification, la spécification et la mesure des besoins non fonctionnels du système.

La comunidad internacional ha impuesto al menos 542 sanciones relacionadas con Venezuela en los últimos 5 años. La acción liderada desde 2014 hasta la actualidad por Estados Unidos con 300 designaciones, seguida por Canadá con 113, la Unión Europea con 93 y Suiza con 36, incluye sanciones comerciales, financieras y de movilidad personal. Originalmente las sanciones fueron dirigidas de forma individual a personas relacionadas con el régimen gobernante tanto naturales como jurídicas, públicas y privadas, evolucionado gradualmente desde 2017 a sanciones sectoriales. El trabajo que sigue hace una aproximación al marco conceptual del régimen sancionatorio internacional en general, analizando sus principales críticas, la tipología de las sanciones y su marco regulatorio; pasando luego a revisar, en particular, el régimen sancionatorio relacionado con Venezuela, incluyendo los principales países emisores, los tipos de medidas impuestas y el marco regulatorio aplicable en cada caso.

Introducción: El bajo Peso al Nacer (BPN) corresponde a peso inferior de 2500 gr en nacidos vivos (NV). La OMS lo considera un problema de salud pública por ser predictor de morbimortalidad prenatal y aumentar riesgo de enfermedades no transmisibles. La meta es reducir a nivel mundial BPN en un 30% al 2025, y en Colombia no superar el 10% Objetivo: identificar los grupos poblacionales con mayor riesgo de presentar bajo peso al nacer a término (BPNT) para el 2019. Materiales y métodos: análisis descriptivo transversal, caracterizando casos notificados de BPNT al Sivigila de 2019, depurando y contrastando con la base de RUAF. Se realizó análisis univariado y bivariado. La proporción de los casos notificados se calculó con relación a la información de NV del DANE 2018. Se estimaron los indicadores definidos por el INS en el protocolo de BPNT. El almacenamiento y análisis se realizó con Excel y con OpenEpi versión 3,01 para estimar los odds ratio (OR) Resultados: Se notificaron 19 436 casos de BPNT con 2,99 casos /100 NV (IC95%: 2,7 - 3,0). La tendencia de este evento entre 2016 - 2019 presentó un aumento porcentual de 9,6 %. El 98 % de los NV recibieron atención institucional, 52 % con 37 semanas de gestación, 93 % por parto simple, una mediana de peso de 2 350 gr. y talla 47 cm. La mayor proporción corresponde al sexo mujer con 3,6 / 100 NV (IC 95%: 2,6 - 3,8) y madres con 50 a 54 años con un 4,8 /100 NV (IC 95%: 3,2 – 4,9), residentes en el área urbana con 3,2/100 NV (IC 95%: 3,1 – 3,2) y no aseguradas al Sistema General de Seguridad Social en Salud con 4,7 /100 NV (IC 95%: 2,1 – 4,8). Se encontraron diferencias significativas en los OR, con mayor riesgo en madres de 45 a 49 años con un OR 1,5 (IC 95%: 1,2 – 2,0. Hubo mayor proporción de casos notificados al Sivigila de BPNT en los departamentos de Cundinamarca, Atlántico y distrito de Bogotá y menor proporción en Caquetá, Barranquilla y Buenaventura. Conclusión: la proporción de BPNT se ha mantenido con relación al 2018, con tendencia al aumento desde el 2016. Los NV corresponden a sexo mujer y de madres “no aseguradas” al SGSSS, los estratos 1 y 2, un nivel educativo de secundaria, así mismo, los grupos de edad extremos mayores de 50 años y menores de 19 años. Se requiere robustecer las políticas públicas debido a las implicaciones a que conlleva a corto y mediano plazo en la mortalidad y el desarrollo psicomotriz de estos menores.
