Abstract:
Foreign aid is known to be the primary means through which governments assist each other. Beyond the altruistic incentives for such help, however, there is self-interest involved. Consequently, foreign aid is not always directed towards the states who need it the most, but rather to those, who can contribute to the donor’s strategic considerations. India is one of the emerging countries, which over the past three decades has been expanding its foreign aid in scale and scope. The rationale behind such foreign policy move by New Delhi is argued to be improving India’s international standing. Its biggest rival China, however, is rapidly expanding its own influence and is stepping into India’s strategic space. In this paper we argue that ongoing emerging power rivalry with China is a key determinant in New Delhi’s foreign aid allocation decisions. we analyse India’s foreign assistance for the period 2015-2020 and look for the ‘China factor’ in its allocation strategies. The cases of the Maldives and Mauritius provide evidence for the main argument and show India as a ‘reactive donor’.

AbstractRecent articles conclude that foreign aid, like other nontax resources, inhibits political change in authoritarian regimes. This article challenges both the negative political effects of aid and the similarity of aid to other resources. It develops a model incorporating changing donor preferences and the heterogeneity of foreign aid. Consistent with the model's predictions, an empirical test for the period 1973–2010 shows that, on average, the negative relationship between aid and the likelihood of democratic change is confined to the Cold War period. However, in the post–Cold War period, nondemocratic recipients of particular strategic importance can still use aid to thwart change. The relationship between oil revenue and democratic change does not follow the same pattern over time or across recipients. This supports the conclusion that aid has different properties than other, fungible, resources.

Abstract:
This study analyzed the impact of bilateral aid among official development aid on recipient countries. The significance is that the effect of aid was investigated in a complex manner by dividing the perspective of economic growth measured by Gross National Income (GNI) per capita and quality of life measured by the Human Development Index(HDI). In addition, limited empirical analysis by continent or country in previous studies was expanded to cover all recipient countries. Official Development Assistance (ODA) data from 2005 to 2019 were collected. A data sample of bilateral aid from 60 countries was constructed from the official development aid data from 88 recipient countries. According to the Fixed-Effect (FE) and Random-Effect (RE) model estimation coefficient, the donor’s continued support was a statistically significant variable. This study concluded that the donor country’s continuous aid is important, but the recipient country’s political and administrative capabilities are also important factors in improving people’s economic quality of life.

First Aid is an effort to help and provide temporary care for accident victims before receiving more perfect help from a doctor or health worker. To anticipate this problem, we as lecturers at the Indonesia Curug Aviation Polytechnic propose a PKM activity with the title: First Aid Training for the Husein Sastranegara Airport Tenant Community - Bandung. It is hoped that participating in training can add to the knowledge and insights of the tenants of Husein Sastranegara Airport - Bandung who participate in this activity regarding first aid and can take first aid measures if needed. Until he chanced upon a video in 1991 about the suffering of the people of Nagorno-Karabakh in the conflict with Azerbaijan, Anthony Peel was a general surgeon specialising in biliary, pancreatic and breast surgery in a district general hospital in the North East of England, a position from which he had expanded his interests in training and standards in surgery. Disturbed by images of human rights abuses he embarked upon a hazardous career change. He has worked with a number ofcharitable agencies, including Christian Solidarity Worldwide (CSW), Medical Aid to Palestine (MAP), Medical Assist International (MAI), Humanitarian Aid Relief Trust (HART) and Global Hand. Anthony has spoken to the Lancaster Medical Book Club and at an evening meeting held recently in the Education Centre at the Royal Lancaster Infirmary. For those who wereunfortunate to miss either of these events, the Journal is privileged to report on his work in Indonesia, Burma and Palestine.
