Full textENGLISH ABSTRACT: Mastitis is the most prevalent and costly production disease of dairy cattle; hence mastitis incidence is a distinctly important trait in dairy cattle. The primary objective of the study was to determine the economic value, and develop a model for genetic prediction of clinical mastitis in South African Holstein cattle. These procedures are a prerequisite to including this trait in the breeding objective. The cost of clinical mastitis per incident was calculated as the sum of revenue loss due to discarded milk during the infection period and the associated treatment costs. Economic value (ZAR/incident) was calculated as the change in profit (increase in costs) resulting from a simulated marginal increase in mastitis incidence in an average herd. Average economic losses due to clinical mastitis were estimated at ZAR919.96/cow/year and the average incidence was 0.9cases/cow/year. The economic value of clinical mastitis was ‐ZAR1079.51/incident. A model for predicting estimated breeding values (EBVs) for clinical mastitis using somatic cell score (SCS), fore teat length (FTL), udder depth (UD) and rear udder height (RUH) was developed, using genetic (co)variances among these traits. Since EBVs for SCS, FTL, UD and RUH are routinely estimated under the national genetic evaluation programme, EBVs for clinical mastitis can be predicted from the model developed in the current study. Thus, the results of the study provide the basis for including clinical mastitis in the breeding objective for South African Holstein cattle.
AFRIKAANSE OPSOMMING: Mastitis is die mees algemeenste en duursteproduksie siekte wat voorkom by melkbeeste, daarom is die voorkoms van mastitis 'n belangrike eienskap in melkbeeste. Die primêre doel van die studie was om die ekonomiese waarde te bepaal, asook die ontwikkeling van 'n model vir genetiese voorspelling van kliniese mastitis in Suid‐Afrikaanse Holstein beeste. Hierdie prosedures is 'n voorvereiste vir insluiting van hierdie eienskap as ‘n teeldoelwit in seleksie programme. Die koste van kliniese mastitis per voorval is bereken as die som van die inkomste verlies weens melk weggegooi tydens die infeksie periode en die gepaardgaande koste vir die behandeling. Ekonomiese waarde (ZAR / voorval) is bereken as die verandering in wins (toename in koste) wat voortspruit uit 'n gesimuleerde marginale toename in mastitis voorkoms in 'n gemiddelde kudde. Gemiddelde ekonomiese verliese as gevolg van kliniese mastitis was beraam op ZAR919.96/koei/jaar en die gemiddelde voorkoms was 0.9gevalle/koei/jaar. Die ekonomiese waarde van kliniese mastitis was ‐ ZAR1079.51/geval. 'n Model vir die voorspelling van beraamde teelwaardes (EBV’s) vir kliniese mastitis is ontwikkel deur gebruik te maak van die ko‐variansies tussen die onderskeie eienskappe: somatiese sel telling (SST), voorspeen lengte (VSL), uier diepte (UD) en agter uier hoogte (AUH). Aangesien teelwaardes vir SST, VSL, UD en AUH gereeld beraam word onder die Nasionale genetiese evaluasie program, kan teelwaardes vir kliniese mastitis voorspel word vanuit die model wat ontwikkel is in die huidige studie. Dus verskaf die resultate van hierdie studie ‘n basis vir die insluiting van kliniese mastitis as ‘n teeldoelwit in seleksie programme van die Suid‐Afrikaanse Holstein beeste.

Full textENGLISH ABSTRACT: In South Africa, land reform and the development of upcoming farmers are part of the country’s transformation objectives. The development of upcoming farmers into commercial farmers therefore requires the growth of sustainable agri-businesses. Unfortunately, limited success has been achieved in terms of land reform and the country is far from its set targets. This study examined the factors that gave current successful, upcoming commercial farmers the advantage to grow their businesses up to a certain level. Data was collected through interviews with farmers, mentors, transformation managers and governing bodies such as Agri-West Cape. Interviews on the farms gave the researcher the opportunity to observe underlying factors that can influence their businesses. The objective of the study was to determine the critical success factors that relate to the success of upcoming commercial farmers in the Western Cape. The results identified a number of success factors, some of which were unexpected and in contrast with some of the literature sources. All the cases covered in this study – i.e. successful, upcoming commercial farmers in the Western Cape – used different business models and emphasised the importance of proper management. They also used their detailed business plans as a handbook for successful farming, and acknowledged the important role of mentors. Only a mentor-farmer relationship based on trust and respect worked in the end. The mentors took on coaching roles that were not limited to farming activities but included an equally important people development component. A sustainable market was identified as one of the critical success factors for successful upcoming commercial farmers. One of the biggest hurdles for upcoming farmers was financial management. Hence, they required dedicated financial management to be sustainable. One of the main outcomes of the study was the importance of the personal profile of the farmers and their understanding of the opportunity. Focusing on short-term financial gains resulted in failure. All the farmers in the case studies displayed a deep understanding of the long-term goal of their businesses and their role in that. Transformation, land reform and building an equal society in South Africa are burning points for the nation. The success of upcoming farmers helps to build confidence that the hard work is paying off.

Full textThe government of Zimbabwe started implementing its fast track resettlement programme in July 2000, the objective being to accelerate both land acquisition and land redistribution. This programme witnessed a massive movement of people from various localities into mainly large-scale commercial farms in search of agricultural land. Under this programme, people were settled under the A1 model (which involves villages and land use pattern similar to those found in communal areas) as well as the A2 model, which involves commercial farming. This study investigates, documents and analyses the opportunities and constraints currently being faced by newly resettled crop production farmers in one example of an A1 model resettlement project (Fair Ranch Estate in Masvingo Province). A questionnaire was used to gather data on livelihood sources, income, assets and also aspects of the associational life of crop production farmers. Seventy households were interviewed, and a number of key informant interviews were undertaken with both government officials and the local leadership. The greatest opportunity that A1 crop production farmers in Fair Range Estate experienced was the fact that they now have access to land that they can call their own, without having to go through the market to try to acquire such land. In terms of crop production, however, farmers in Fair Range Estate face a number of challenges and constraints: they lack adequate access to tillage and livestock
the supply of inputs is inadequate
generally negative socio economic conditions prevailing in the country have led to sharp increases in prices of all basic commodities, including inputs such as fertilisers and seeds
they lack tenure security
the amount of rainfall received in the area is generally not sufficient for crop production
and many lack crop production skills. Measures to reverse this decline must include the availability of foreign currency to buy spare parts for tractors, rebuilding of the national herd, which was greatly affected by both drought and the disturbance of commercial agriculture as a result of the controversial land reform programme. Fuel should also become more readily available, and urgent policy measures be put in place to revamp institutional frameworks in the agricultural sector to make them more farmer-oriented.

Full textENGLISH ABSTRACT: This study reviews the development and current status of the weather derivative market in the world. As technology has improved, man's potential to model the unpredictable has come to the fore. Changes in the macro economic environment have prompted business to diversify. Deregulation in the American energy market and the advent of weather phenomenon like EI Nino and La Nina enticed large business to hedge their risk exposure in a different way than traditional diversification. Risk for the agriculture sector can be divided into three categories: Price risk, event risk and yield risk. Price risk has been managed by the incorporation of options and futures in the marketing of produce and acquiring of requisites. In conclusion the research finds that the SA market has the potential to grow faster than its American and European counterparts partly because techniques developed can be "leap frogged", but mostly because the SA environment induces smaller contracts that will lead to more market participants and eventually to higher liquidity.
AFRIKAANSE OPSOMMING: Hierdie studie bespreek die ontwikkeling en huidige stand van die Weer afgeleide instrumente mark in die wêreld. Soos tegnology verbeter het, het die mens se vermoeë om die onsekere te voorspel na vore getree. Veranderings in die makro ekonomiese omgewing het besighede genoodsaak om te diversifiseer. Deregulasie van die Amerikaanse energy mark en weerverskynsels soos EI Nino en La Nina het groot besighede verplig om risiko te verskans deur middel van 'n ander metode as tradisionele diversifikasie. Risiko in die landbou sektor kan verdeel word in drie kategorie; prys risiko, gebeurtenis risiko en laastens opbrengs risiko. In die verlede is prys risiko bestuur deur die insluiting van afgeleide opsies in die bemarkingsaksie van kommoditeite. Gebeurtenis risiko is beheer deur oes versekering en die laaste word deesdae deur weer afgeleide instrumente bestuur. In samevatting bevind die navorsing dat die Suid Afrikaanse mark die potensiaal bevat om vinnig te groei. Deels omdat tegnieke wat ontwikkel is gebruik kan word en deels omdat die Suid Afrikaanse omgewing kleiner kontrakte, dog meer deelnemers in die mark stimuleer.

Full textENGLISH ABSTRACT: The importance of the agricultural sector in the South African economy is often stressed by farmers and agricultural industry organisations. The reality, however, is that the sector has constituted less than 3% of the economy since 2005 (DAS, 2012). It is therefore important that the current role of the agricultural sector in the South African economy is investigated. This has been the subject of a number of studies. The most comprehensive study to date was undertaken by Brand (1969) within the well-known framework of Johnston and Mellor (1961). A number of less comprehensive studies have followed. This is the second comprehensive analysis of the role of the agricultural sector in the South African economy. This study reapplies Brand’s (1969) framework to the data currently available. The results are contrasted with those obtained by Brand (1969) and other authors, in order to establish whether, and if so how, the role of the sector has changed in the last 50 years. The results obtained are then incorporated into policy suggestions. The findings of this thesis are, firstly, that the agricultural sector has been unable to meet the demand for the main food items consumed domestically since 2000. This, however, did not result in the predicted rapid increase in food and general inflation. Secondly, agricultural exports have not played a growth-leading, but rather a balancing role in economic development, because the sector maintained a positive trade balance during the full period of analysis. Thirdly, the sector has released labour to the rest of the economy since 1962, thereby fulfilling what is seen as a requirement by the economic development literature. Fourthly, the sector has probably made a net transfer of capital to the rest of the economy since the mid-2000s. Lastly, the agricultural sector plus the sectors with which it has the strongest linkages represented around 7% of the economy in 2010. This study concurs with Brand’s (1969) main conclusion that the South African agricultural sector does not play a growth-leading or initiating role in the economy, but rather a growth-permissive role. This is due to the sector’s relatively small quantitative significance in the economy, which limits the growth impact of agricultural exports, capital transfers from the sector and linkages with the rest of the economy. The sector plays a growth-enabling role, however, by supplying food to consumers at the lowest possible price - either by producing it domestically, or by affording food imports with the exchange earned through the export of agricultural produce. In addition, the sector has an important role in providing employment, especially in rural areas. It is recommended that the current agricultural marketing and international trade policy framework, which is conducive to international trade and limits market distortions, is retained. The sector has the potential, given the adoption of the required policy, to create employment by virtue of its relatively high labour intensity and the existence of some complementarities between capital and labour in the sector. Also, the competiveness of the sector should be increased by means of an investment in infrastructure.
AFRIKAANSE OPSOMMING: Die belangrikheid van die landbousektor in die Suid-Afrikaanse ekonomie word dikwels deur boere en bedryfsorganisasies benadruk. Die realiteit is egter dat die sektor sedert 2005 minder as 3% van die ekonomie uitmaak (DAS, 2012). In die lig hiervan is dit belangrik dat die huidige rol van die landbousektor in die Suid-Afrikaanse ekonomie ondersoek word. Dít was al die tema van verskeie studies, waarvan die mees omvattende tot op hede deur Brand (1969) binne die bekende raamwerk van Johnston en Mellor (1961) aangepak is. Verskeie minder omvattende studies het sedertdien gevolg. Hierdie tesis is dan die tweede omvattende analise van die rol van die landbousektor in die Suid-Afrikaanse ekonomie. Brand (1969) se raamwerk word op die huidige data toegepas. Derdens het die sektor arbeid aan die res van die ekonomie beskikbaar gestel, soos vereis in die ekonomiese ontwikkelings literatuur. Vierdens het die sektor waarskynlik sedert die middel-2000’s ’n netto-bydrae kapitaal aan die res van die ekonomie gemaak. Laastens het die sektor, tesame met die sektore waarmee dit die sterkste skakels het, in 2010 sowat 7% van die ekonomie uitgemaak. Verder het die sektor ook ’n belangrike rol as werkverskaffer, veral in plattelandse gebiede. Daar word voorgestel dat die huidige landboubemarkings- en internasionale handelsbeleid, wat internasionale handel bevorder en markverwringing beperk, behou word. Gegewe dat die vereiste beleid ingestel word, het die sektor die potensiaal om werk te skep weens die betreklik hoë arbiedsintensiteit, en die moontlikheid om arbeid en kapitaal in sommige gevalle op ’n komplementêre wyse aan te wend, wat in die sektor bestaan. Die mededingendheid van die sektor moet ook verskerp word deur middel van staatsinvestering in infrastruktuur.

Full textENGLISH ABSTRACT: Historically, commercial agricultural research in South Africa has been state supported, but due to recent political changes in South Africa this is changing. The political transition has been accompanied by changing economic policies, causing a tightening of public funds allocated to agricultural research. In 1992 the Agricultural Research Council was formed, primarily to enable greater industry involvement in research as a result of the expected long term budget cuts in publicly funded research. As a result there has been an increased recognition of the need to evaluate research in terms of the economic returns to investment so that decision makers have hard evidence on which to prioritize their investments. This study employs the well known production function approach to evaluate the economic benefits of publicly funded research in the South African deciduous fruit industry. In reporting the results of the research the study proceeds from an overview of the deciduous fruit industry, as well as an analysis of the structure of deciduous fruit research in South Africa. This is followed by a description of the economics of research expenditure, a description of ex post methods of evaluating the economic benefits of research, and the manner in which the data for the analysis was collected. The analysis suggests there is a statistically significant relationship between research and development and industry output as well as industry prices and output. However the results should be interpreted with care, and more effort should be made to ensure that required data are gathered. Nevertheless, the results show that increased research expenditure m the industry is justified.
AFRIKAANSE OPSOMMING: Histories gesien is kommersiele landbou-navorsing in Suid Afrika deur die owerheid ondersteun, maar as gevolg van die onlangse politieke veranderinge in Suid Afrika is hierdie toedrag van sake besig om te verander. Die politieke oorgang in die land het gepaard gegaan met 'n verandering in ekonomiese beleid, wat 'n inkorting van owerheidsbefondsing aan die Landbounavorsingsraad meegebring het. Hierdie Raad is in 1992 gestig, met die primere doe! om grater privaatsektor betrokkenheid in navorsing vanuit die betrokke sektor te verseker, as gevolg van die verwagte onttrekking van owerheidsteun. As gevolg hiervan, is daar nou 'n toenemende erkenning aan die behoefte om navorsingsprojekte te evalueer in terme van die ekonomiese opbrengs op sulke investering, sodat besluitnemers geldige bewyse het waarvolgens bestedingsprioriteite gemaak kan word. Hierdie studie gebruik die bekende produksie-funksie benadering om die ekonomiese voordele van navorsing in die Suid-Afrikaanse sagtevrugte bedryf te evalueer. Full textENGLISH ABSTRACT: The purpose of the study is to determine the rate of return to cover crop research in the wine industry. The method followed will prove an invaluable contribution toward the need to determine a suitable approach for evaluation studies. The importance behind such a study is the development of appropriate ex ante evaluation approaches, which will assist in the allocation of public research resources in both a social and economical manner. The wine industry is currently enjoying healthy international demand, but will need to remain competitive to reap the full benefit of international exposure. The need therefore exists for a continuation of research at the institutional level, in order to maintain the progressive nature of research knowledge that was available in the past. The evaluation of ex post and ex ante research will assist in maintaining government funding for research and help with campaigning for private investment of research in the wine industry. The use of two evaluation approaches was used for the analysis. Firstly, the production function approach achieved a rate of return of 44 percent, using weather and research expenditure as a means to explain the variations in wine grape yield. Secondly, a cost benefit approach was devised in order to make a direct comparison between the cost and benefits related to the cover crop research. The rate of return achieved for this mode of analysis is 37 percent, using trial plot data as a source of information on potential benefits. In addition to this the cost benefit approach was used to show the difference in rate of return that is achievable between two growing regions. The variable that exists between the two regions, is the higher rate of irrigation in one of the regions. The high rate of return achieved for the investment, provides suitable motivation for the increase in state funding for research in the wine industry, and provides valuable information for the enticement of support by private investors. The two methods used in the study will both draw a certain amount of criticism, largely as a result of the lack of available data. The empirical nature of the approaches is however simple and applicable down to the project level.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om die opbrengs op navorsing oor dekgewasse in die Suid- Afrikaanse wynbedryf te bepaal. Hierbenewens het die studie dit ook ten doel om gepaste metodieke vir die evaluering van navorsingsprojekte daar te stel. In hierdie opsig maak hierdie studie ' n bydrae tot besluitneming oor die allokering van openbare fondse vir landbounavorsing op 'n ekonomies en sosiale optimale wyse. Die Suid- Afrikaanse wynbedryf beleef tans ' n bloeifase, hoofsaaklik as gevolg van sterk internasionale vraag na sy produkte, maar salop sy internasionale mededingendheid moet let indien die volle voordele hiervan benut kan word. Daarom is dit noodsaaklik dat die bedryf op tegnologiese gebied moet kan meeding, en dus dat navorsingsbesteding nie onoordeelkundig ingekort word rue. Inligting oor die opbrengs op navorsingsbesteding is dus noodsaaklik om die volgehoue betrokkenheid van die staat te kan regverdig, hetsy as finansier of as katalisator vir privaatsektor betrokkenheid. In hierdie studie is die opbrengs op navorsing gemeet deur beide die bekende produksiefunksie benadering sowel as deur koste-voordeel ontleding. In die eerste geval is 'n opbrengskoers van 44% gemeet, en in die tweede geval is dit 37%. By die kostevoordeel ontleding is ook 'n verdere onderskeid gemaak tussen twee wynbou-streke om die invloed van meer besproeiing te bepaal. Ten spyte van dataprobleme, veral wat betref die koste van navorsing, kan beweer word dat die inligting so verkry van nut sal wees vir besluitnemers by die toekenning van skaars navorsingsfondse, asook by bedinging om privaatsektor fondse.

Full textENGLISH ABSTRACT: There is substantial evidence supported by literature that many smallholder farmers can benefit from agricultural markets and commercialisation. This research examines the challenges and constraints that smallholder farmers have to deal with in the study area and what needs to be done to overcome the barriers to market access. An argument was made that identification of these barriers could lead to the necessary interventions and assist in institutional innovation to alleviate market constraints and challenges faced by smallholder farmers. The qualitative approach was deemed appropriate and entailed the face to face method in the collection of data through the use of structured questionnaires. Smallholder farmers in Tembisa, involved in the production and marketing of specific agricultural commodities were visited to investigate the challenges and constraints facing them. The Ekurhuleni Metropolitan Municipality’s database of smallholder farmers was used to access the smallholder farmers involved in the production of selected vegetables in Tembisa. The study revealed that access to land, access to agricultural inputs, access to credit, market information, infrastructure and farmer support services were barriers to market participation. The lack or limited access to these resources will affect the manner in which smallholder farmers benefit from the opportunities available in the agricultural markets in respect of the quality and quantity of the agricultural produce. Whilst the fresh produce market and supermarkets in the area have extended a hand of cooperation and business relationship with smallholder farmers, there is currently no formal existing relationship since they are unable to exploit those opportunities due to their inability to comply with the required standards set by the market. Most of their produce is sold at the farm gate, local community and to the hawkers. It is expected that addressing such barriers may create enabling conditions that would encourage smallholder farmers to access and participate more effectively in markets. Such efforts could improve the ability of smallholder farmers to become part of the mainstream or commercial agricultural economy. Some barriers and constraints require direct intervention by government and policy makers have to institute agricultural policy reforms to incorporate smallholder farmers within large scale agriculture.

Full textSmallholder subsistence agriculture is regarded as an approach that can be adopted by poor rural households to meet their food and nutritional requirements. The practice of smallholder subsistence agriculture is a basis upon which poor households can enhance their household food security through increased incomes and food supply, ultimately generating extra income for other household needs. The present study discusses and analyses the importance of smallholder subsistence agriculture as an effective method easily available to households residing in rural areas to access food and incomes for household purposes. Hence, the study seeks to explore and analyses the role of smallholder subsistence agriculture in contributing to household food security in rural areas. Both primary and secondary data have been used to analyze the factors for the purpose of the study. The primary data were collected through a designed survey questionnaire administered to sampled smallholder subsistence farmers in the study area. This study used purposive sampling technique, through a transect walk, to draw households involved in smallholder subsistence agriculture in Maroteng Village. From the total population in the study area, only 100 households were selected for the purposes of the study. Both descriptive and qualitative techniques were used to analyze salient variables of the practice in order to give an insight of the important role the sector can play in addressing poverty, enhancing incomes and creating employment, consequently contributing to household food security in rural areas. The study shows that the participation on smallholder subsistence farming by households in rural areas could have positive impact on food security situations.

Full textPoverty, which was traditionally a rural phenomenon, has become one of the main drivers behind people migrating to urban areas. It is estimated that more than 50 per cent of the global population lives in cities while the current annual growth rate of cities in sub-Saharan Africa is almost double the worldwide average. The provision of food for the growing number of poor urban citizens is a major challenge, which needs to be addressed by city authorities. As most of the urbanised poor are exposed to agriculture due to their rural backgrounds, agriculture should be viewed as a possible solution to the challenge of urban food security for the urban poor. Put differently, feeding a growing urban population living in poverty will be one of the major humanitarian and political challenges of the next century. This implies that increased pressure will be put on urban agriculture for food production inside or close to cities, especially in developing countries where poor transportation infrastructure between the cities and rural areas creates problems for food supply. This research explores the significance of urban agriculture as one of the solutions to urban poverty. The aim of this research report is to critically analyse the concept of urban agriculture and how it can contribute to urban renewal and the alleviation of poverty for the urban poor. It focuses particularly on the scope, problems and challenges of urban agriculture in the high density settlements of Khayelitsha-Mitchell’s Plain in Cape Town where widespread poverty and high unemployment intensifies the need for low cost food production for poor households. The research takes into account the lessons learned in the past and looks at the role government, individuals, community organisations, NGO’s and corporate South Africa can play in expanding urban agriculture. We look at the different types of urban agriculture and the various success factors and potential pitfalls in implementing strategies of urban agriculture. This research also takes a closer look at the various problems faced by those keen to utilise urban agriculture opportunities. This research indicates that urbanisation is inevitable and has a negative impact on the poverty levels of urban citizens due to the migration of the rural poor. This is relevant to the Western Cape and in particular, to the Cape Town townships of Khayelitsha and Mitchell’s Plain, due to the accelerating migration from the rural Eastern Cape. The City of Cape Town is doing a fair amount of work in the field of urban agriculture through the Urban Agriculture Policy it adopted in 2007. However, this research concludes that urban agriculture in Africa, including South Africa, still does not receive the necessary recognition or support when compared to the developed world.

Full textENGLISH ABSTRACT: This research provides South Africa's producers and exporters with information on new market opportunities for South Africa's selected agricultural and food products in the Southern African Development Community (SADC). There is increasing global competition and countries in Africa are increasingly targeted as export markets due to its population growth and its increasing per capita income. Both developed countries and developing countries such as the United States of America, China, Brazil, India, etc. are gradually increasing their exports to Africa. In Sub-Saharan Africa, this is also taking place in SADC. In this region, there has been a significant increase in total imports from the mentioned countries from 2001 to 2013. The International Trade Centre market selection method was used for product selection (using the Export Potential Index) and country selection (using the Market Attractiveness Index). Fourteen products were selected and Angola is the most attractive market in the region (SADC) and is ranked first in the Market Attractiveness Index for seven of the fourteen selected products. The top ranking markets for the 14 selected products were identified as: Mauritius for maize, sweetened milk powder, raw cane sugar and wheat or meslin flour; Angola for fresh apples, fresh or dried oranges, sparkling wine, bulk wine, refined cane or beet sugar, frozen bovine cuts, and frozen bovine carcasses and half carcasses; Mozambique for bottled wine; and Zambia for fresh grapes and soya beans. In most cases the countries with the second and third highest rankings in the Market Attractiveness Index also offer opportunities for market diversification. South Africa exports certain products to non-African countries, whereas these non-African countries export the same products to SADC. There are therefore opportunities geographically nearer to South Africa, because South Africa could export these products to SADC. Exporters should not necessarily abandon non-African markets in order to export to SADC; however they should be aware of opportunities close by and develop strategies to maximize profit and maintain sustainable markets.
AFRIKAANSE OPSOMMING: Hierdie navorsing bied aan Suid-Afrika se produsente en uitvoerders inligting oor nuwe markgeleenthede vir Suid-Afrika se geselekteerde landbou-en voedselprodukte in die Suider Afrikaanse Ontwikkelingsgemeenskap (SAOG). Daar is toenemende globale mededinging en lande in Afrika word toenemend geteiken as uitvoermarkte as gevolg van bevolkingsgroei en die stygende per capita inkomste. Beide ontwikkelde en ontwikkelende lande soos die Verenigde State van Amerika, China, Brasilië, Indië, ens. verhoog geleidelik hulle uitvoere na Afrika. In Sub-Sahara Afrika, gebeur dit ook in SAOG. In hierdie streek, was daar „n betekenisvolle toename in invoere vanaf die genoemde lande van 2001 tot 2013. Die Internasionale Handelsentrum markseleksie metode is gebruik om produkte te kies (met die Uitvoer Potensiaal Indeks) en om lande te kies (met die Mark Aantreklikheidsindeks). Full textENGLISH ABSTRACT: The objective of this dissertation was to investigate the structural imbalances of the wheat industry of the Western Cape Province and, with due recognition of a changing environment, to develop an effective strategy for the industry. It was found that the origins of the structural imbalances could be detected in the interaction between policy, technological and demand factors and is not unique to the specific industry. The farm problem provides an explanation for the instability of and downward pressure on wheat prices as well as the sluggish adaptation to environmental change experienced in the wheat industry. Internationally similar problems led to a whole range of policy measures. Relatively unique to South African agriculture, but not only to the Western Cape wheat industry, is the circumstances that gave rise to the current dual structure of the domestic agricultural sector. The origins of these circumstances could be traced back to the Dutch settlement of the Cape in 1652 and the resulting measures was later upheld under British rule. After the commercialisation of the local agricultural sector following the discovery of diamonds in South Africa, certain measures were lobbied for at the end of the 19th Century to protect white farmers. These measures were expanded in the 20th Century and gave rise to the particular duality along ethnic lines of the South African agricultural sector. If it is accepted that the structural problems of the wheat industry are the result of political, policy, technological and demand factors, the question of the potential future role of the sector, and more specifically the wheat industry, can be asked. It was established that agriculture is a natural catalyst for economic development through the provision of food, foreign exchange, manpower, and capital formation as well as a market for industrial produce. Whereas the potential exists, agriculture has not yet fulfilled this role in Southern Africa due to inconsistent domestic policy, adverse trade regimes, inappropriate technology and problems encountered in the management of development. This potential role of agriculture has been quantified for the Western Cape Province. In the development of a strategy for an industry it is imperative to evaluate the future economic and social environment. It was verified that in the next phase of economic development, towards information societies, agriculture would still fulfil the functions previously mentioned. However, a new and more esoteric role relating to identity could be added to this list in an information society. Given the important role of agriculture as described in the previous section, intuition would lead one to expect that government would play an important role in alleviating the structural problems of the Western Cape wheat industry. However, contrary to this intuitive expectation it was found that, in alleviating the problems of the Western Cape wheat industry, government intervention will be largely limited to creating a favourable enabling environment. In getting to this conclusion the theory of welfare economics, public choice and politician - voter interaction were explored. The traditional wisdom has it that in searching for a Pareto-optimal state, or at least a second-best solution, pressure group activities may play an important role. This is seen as important due to the difficulties, as indicated by Arrow's impossibility theorem, in transforming individual preferences into political preference functions. However, numerous examples have shown that pressure group activities may only playa marginal role in influencing the final outcome. The underlying structural characteristics of the national and provincial economies may be a more important determinant. This became more certain as the way politicians perceived agriculture before and after the 1994 political transition was analysed. It follows that a strategy for the wheat industry of the Western Cape will take the global, social, policy, natural and consumer environment into account and both the strategy and the industry will have to be self-reliant. It was argued that a solution would be found in changing the slope (elasticity) of the demand and supply functions for agricultural produce. With the aid of a spatial model developed the impact of the different elements of the strategy on the profitability of wheat production in the Western Cape was evaluated. This model took into consideration the yield potential for wheat, the gross and net margin of wheat production, spatial dispersion, transport costs and also made provision for different intermediate markets. It was found that each of the components of the strategy would substantially contribute to a more profitable wheat industry for the Western Cape. The combined effect of the strategy would result in a 97 percent decrease in the area where wheat production is unprofitable. Profitable production of wheat would be possible on 99,3 percent of the total area that is suitable for rainfed wheat production. The production of wheat would be highly profitable at a margin of more than R200 per ton on more than 1,1 million hectares (77,1% of the total area). It is concluded that, while taking the global, social, policy, natural and consumer environment into account and without relying on government, a strategy could be developed that will rectify the structural problems of the Western Cape wheat industry.
AFRIKAANSE OPSOMMING: Die doel van hierdie proefskrif was om die strukturele wanbalanse van die koringbedryf in die Wes- Kaap Provinsie te ondersoek en, om met erkenning aan 'n veranderde omgewing, 'n effektiewe strategie vir die bedryf te ontwikkel. Dit is bevind dat die oorsprong van die strukturele wanbalanse uit die interaksie tussen beleid-, tegnologiese- en vraagfaktore spruit en dat die wanbalanse nie uniek is tot die bedryf nie. 'n Verklaring vir die onstabiliteit van- en afwaartse druk op koringpryse, sowel as die trae aanpassings van die bedryf by omgewingsveranderings, word deur die plaasprobleem gebied. Soortgelyke probleme het globaal tot 'n verskeidenheid van beleidmaatreëls aanleiding gegee. Wat wel uniek is tot die Suid-Afrikaanse landbou, maar nie tot die plaaslike koringbedryf nie, is die omstandighede wat tot die huidige dualistiese struktuur van die landbou sektor aanleiding gegee het. Die oorsprong van die omstandighede kan teruggespoor word tot die Hollandse besetting van die Kaap in 1652 en die gepaardgaande maatreëls wat ook onder Britse bewind in stand gehou is. Na die kommersialisering van die plaaslike landbou sektor, wat op die ontdekking van diamante in Suid- Afrika gevolg het, is bepaalde maatreëls aan die einde van die 19de eeu deur drukgroepe beding ten einde blanke boere te beskerm. Hierdie maatreëls is in die 20ste eeu uitgebrei en het die unieke dualiteit op etniese gronde van die Suid-Afrikaanse landbou sektor tot gevolg gehad. Met aanvaarding daarvan dat die strukturele wanbalanse van die koringbedryf die resultaat is van politieke, beleid, tegnologiese en vraag faktore, kan dit gevra word of die sektor, en meer spesifiek die koringbedryf, nog 'n rol te speel het. Dit is gevind dat landbou 'n natuurlike katalisator vir ontwikkeling kan wees deur die verskaffing van voedsel, buitelandse valuta, mannekrag, kapitaal vorming en 'n mark vir industriële goedere. Ten spyte van die bestaande potensiaal kon landbou nog nie hierdie rol in Suidelike Afrika vervul nie, hoofsaaklik as gevolg van inkonsekwente binnelandse beleid, onvriendelike handelsomgewings, nie-geskikte tegnologie en ontwikkelingsbestuur probleme. Die potensiële rol van landbou in die Wes-Kaap Provinsie is gekwantifiseer. Dit is belangrik om tydens die ontwikkeling van 'n strategie vir 'n bedryf ook die toekomstige ekonomiese en sosiale omgewing in aanmerking te neem. Volgens tradisionele denke kan drukgroep aktiwiteite 'n belangrike rol speel in die soeke na 'n Pareto-optimale staat, of ten minste in die soeke na 'n tweede-beste oplossing. Met behulp van 'n ruimtelike model wat ontwikkel is, is die impak van die verskillende elemente van die strategie op die winsgewendheid van koringproduksie in die Wes-Kaap geëvalueer. Hierdie model het onder meer die opbrengs potensiaal van koring, die bruto en netto marge van koringproduksie, ruimtelike verspreiding, vervoerkoste en verskillende intermediêre markte in aanmerking geneem. Dit is bevind dat elk van die elemente van die strategie beduidend tot winsgewende koringproduksie in die Wes-Kaap kan bydra. Die strategie kan daartoe lei dat die oppervlakte met nie-winsgewende koringproduksie met 97 persent sal afneem. Koring kan winsgewend verbou word op 99,3 persent van die area geskik vir droëland produksie. Full textENGLISH ABSTRACT: The pressure on the world’s natural resources is increased by an expanding global population. The majority of the growth is expected to take place in Africa and Asia. This creates the need for sustainable agricultural practices. To sustain food security, the limited natural resources must be utilised efficiently to optimise agricultural productivity. Conservation agriculture (CA) is one of the most holistic sustainable agricultural practices yet. It reduces environmental degradation, and concurrently it could enhance farm profitability. The practice of CA is able to improve food security while sustaining the environment for the benefit of future generations of both consumers and producers. A large proportion of the commercial grain producers in the Western Cape have adopted CA to varying degrees. A purer form of CA practice is continually pursued to realise its full benefits. Adoption has taken place in the absence of any policy support framework directed to CA, and thus, has been market driven. The reasons for and rates of CA adoption in other regions of the world differed, but was mostly successful, which highlights the driving forces behind adoption of CA in the Middle Swartland. The physical/biological benefits of CA are well known. The financial implications of the various systems within CA, at farm-level are still unknown. This study implements trial data from Langgewens experimental farm to evaluate the financial implications of various farming systems over an extended period. Farm systems are complex, consisting of numerous interrelated components. A whole-farm budget model is developed within a systems approach to compare various farming systems designed within CA principles. A trustworthy whole-farm model providing an accurate representation of a real life farm requires insight across many scientific disciplines. Multidisciplinary group discussions are used to bridge the gap between scientific knowledge. To serve as a basis for comparison, the whole-farm model was based on a typical farm within the Middle Swartland relative homogeneous farming area. Trial data on crop rotations and tillage systems from Langgewens experimental farm served as starting point for the research. The data was fitted for use in financial analysis and as input to the typical farm model. A key role of the inter-disciplinary expert group was to ensure that data and the model design accurately reflect the underlying physical/biological processes of CA. The financial evaluation of the various farming systems showed that conventional agricultural practices of monoculture and deep tillage are financially unsustainable. Farming systems under conventional tillage returned negative net present values (NPV) and an internal rate of return on capital investment (IRR) lower than the real interest rate. This implies that investment in conventional tillage will ultimately lead to financial losses. The financial benefits of CA are directly related to improved soil health, lower weed and pest stress and improved yields. The CA farming systems were less susceptible to variations in external factors, highlighting the resilience of the system that incorporates crop rotation and no-till. The farming systems operated under conventional practices are expected to be unsustainable over a long-term period of 20 years.
AFRIKAANSE OPSOMMING: Opsomming Die druk op die aarde se natuurlike hulpbronne word verhoog deur ʼn groeiende wêreld populasie. Die meeste van die groei word verwag in Afrika en Asië. Dit skep die nodigheid vir volhoubare landboupraktyke. Om voedselsekerheid te volhou moet die beperkte natuurlike hulpbronne doeltreffend benut word om landbouproduksie te optimeer. Bewaringslandbou is die mees holistiese volhoubare landboupraktyk tot op hede. Dit verminder omgewingsdegradasie terwyl boerderywinsgewendheid kan verbeter. Die praktyk van bewaringslandbou is in staat om voedselsekuriteit te verbeter terwyl die omgewing onderhou word tot voordeel van toekomstige generasies van beide produsente en verbruikers. ʼn Groot gedeelte van kommersiële graanprodusente in die Wes-Kaap het bewaringslandbou teen verskillende intensiteit aangeneem. ʼn Suiwer vorm van bewaringslandbou word deurlopend nagejaag om die volle voordeel daarvan te benut. Die aanneming van bewaringsboerdery het sonder regeringsbeleid plaasgevind en was dus markgedrewe. Bewaringsboerdery is in ander wêrelddele vir verskillende redes aangeneem, maar was meestal suksesvol. Dit beklemtoon die beweegrede vir die aanneming van bewaringslandbou in die Middel Swartland. Die fisies/biologiese voordele van bewaringslandbou is wel bekend. Die finansiële implikasies van verskillende stelsels binne bewaringslandbou op plaasvlak is nog nie bekend nie. Hierdie studie gebruik proefdata van Langgewensproefplaas om die finansiële implikasies van verskillende boerderystelsels oor die langtermyn te evalueer. Boerderystelsels is kompleks en bestaan uit interafhanklike komponente. ʼn Geheelplaas begrotingsmodel is binne ʼn stelselsraamwerk ontwikkel om verskillende stelsels wat binne bewaringslandboubeginsels ontwerp is, te evalueer. ʼn Geloofwaardige geheelplaasmodel wat ʼn akkurate weerspieëling van realiteit verskaf benodig insig van verskeie wetenskaplike dissiplines. Multidissiplinêre groepbesprekings is gebruik om die gaping tussen die verskillende dissiplines te oorbrug. Die basis vir vergelyking wat gebruik is, is ʼn tipiese plaas in die relatief homogene boerderygebied van die Middel Swartland. Proefdata van verskillende gewasrotasie- en bewerkingstelsels is as die vertrekpunt vir die studie gebruik. Die data is pasgemaak vir finansiële ontledings en om te dien as inset vir die geheelplaasmodelle. ʼn Kern rol van die interdissiplinêre ekspert groep was om te verseker dat die data en die model-ontwerp die onderliggende beginsels van bewaringslandbou reflekteer. Die finansiële evaluasie van die verskillende boerderystelsels wys dat konvensionele landboupraktyke met monokultuur en diepbewerking nie finansieel volhoubaar is nie. Boerdery stelsels onder konvensionele bewerking genereer ʼn negatiewe netto huidige waarde en ʼn opbrengs op kapitaal investering wat laer as die inflasie vlak is. Dit beteken dat investering in konvensionele uiteindelik tot finansiële verlies kan lei. Die finansiële voordele van bewaringslandbou is direk geassosieer met verbeterde grondgesondheid, laer onkruid en plaag-druk en beter opbrengste. Die bewaringslandbou boerderystelsels is ook minder blootgestel aan veranderinge in eksterne faktore wat die gehardheid van die stelsels wat gewas-wisselbou en geenbewerking inkorporeer, beklemtoon. Die boerderystelsel onder konvensionele praktyke sal na verwagting nie volhoubaar wees oor ʼn langer periode van 20 jaar nie.

Full textThe Limpopo Province is home to South Africa’s major tomato producer, who is also the largest producer of the commodity in the Southern Hemisphere. Regardless of its importance in the tomato industry of the country, there are few studies analysing the mechanism through which prices of tomatoes are determined and transmitted from the farm gate in Limpopo to the various provincial, local and international markets. This study attempts to fill the knowledge gap on the performance of Limpopo Province’s tomato markets by examining vertical price linkages amongst successive marketing levels. With the aid of both surveys and document analysis, daily tomato prices were collected at three levels that reflect the marketing chain of Limpopo produced tomatoes. Through marketing margin analysis, it was established that the farmers’ portion of the consumer’s Rand is low. About 85.1% of the consumer’s Rand goes to pay for marketing margins. Granger causality tests show that both the wholesale and retail prices are caused by farm gate prices, whereas an independent causal relationship was found between wholesale prices and retail prices. The study also found a long run cointegration relationship between farm gate prices and retail level prices, and not the same for the relationship between farm gate and wholesale prices. Furthermore, it was found that retailers are quick to react to increases in farm gate prices and slow in adjusting to price decreases. On the other hand, wholesale prices were found to be symmetrical to farm gate prices. These results suggest that the transmission of price information is more efficient between the farm and wholesale markets than between the farm and retail markets. Nonetheless, there is scope for increasing efficiency of tomato marketing in the province.
