Abstract:
This paper aim is to define impact factor of cooperative sales income and recommend ways to increase cooperative income. The hypotheses were: the Government subsidy on raw material is key income factor of cooperative total income and cooperative characteristic influence to the their income. The economic survey conducted to 176 rural cooperatives and research methods are by inductive, deductive, comparative analysis and regression analysis. The 40% of Mongolian cooperatives are agricultural cooperatives and half of them cooperatives with members 201-300. The Government subsidy on raw material procurement is main advantage of agricultural cooperatives and lack of financial source and climate and nature condition are main disadvantage of cooperatives. In the research result, cooperative activities are unsustain, however Mongolian Government approved and implemented programs and projects for cooperative development. The sales income of cooperatives depends on income from animal raw materials, mainly Government subsidy on wool and cashmere procurement by econometric analyses of using Stata program. The cooperative working age (experience) significant to the sales income, also. With diversification cooperative activities in the future and Government support on multi-income generation for cooperatives for cooperative development.

Abstract:
Agricultural cooperatives have been established in Vietnam since the 1950s. During its development, agricultural cooperatives have made significant contributions to the growth of agricultural sector and to the improvement of farmers' income who are members of the cooperatives. Since Vietnam implemented the "Innovation-Doi moi" in 1986, the Government has continued to issue many policies to support for agricultural cooperatives. However, the impact of these policies on the development of almost all agricultural cooperatives has not been as expected. This paper aims to analyze the implementation of several policies supporting for agricultural cooperatives; to identify advantages and disadvantages of these policies; and to propose solutions for improving policies in the furture. In addition to secondary data from the Vietnam Cooperative Alliance, this paper uses primary data collected from 60 agricultural cooperatives in the Red River Delta to analyze the implementation of policies on cooperative staffs training, cooperative finance supporting, and cooperative land supporting. Bascially, the results show that the policy on training cooperative staff is quite well implemented, it helps to improve the capacity of cooperative managers in all surveyed cooperatives. In contrast, the finance supporting policy has many regulations that make it difficult for agricultural cooperatives to access capital, only nearly 30% of surveyed cooperatives get loans for production. Similarly, the land supporting policy also has unreasonable regulations which prevent agricultural cooperatives from scaling-up production because of the lack of farm-land. Consequently, about 60% of surveyed cooperatives are supported to rent farm-land for expanding agricultural production.

The aim of the study was to identify changes in the role of agricultural cooperatives in the food supply chain in Israel. The potential and productivity of agriculture have been characterized. Analysis of transformations in the organizational model of agricultural cooperatives and its position in the food chain was analyzed. Two basic forms of Israeli agricultural cooperatives, kibbutz and mosquito have been characterized. Research has shown that cooperative enterprises are an important set of actors in the food supply chain in Israel.

Abstract:
In just a few decades, digital technology has revolutionized our way of life. However, its utility has not been fully exploited, particularly among farmer communities, where recordkeeping is virtually non-existent, and if it does exist, it is typically manual and susceptible to data loss. Bumi Intan Pari is an agricultural cooperative, located in Karanganyar Regency, Central Java that connects farmers to markets. The majority of the cooperative's members are organic rice farmers. This partner was selected as part of the research on the analysis of digital technology use within agricultural cooperatives to promote agriculture development. To assist them manage agriculture data recording, we provided the Cooperative’s members with training and management of Google Forms-based digital record keeping. The training emphasized digital recordkeeping for cooperatives and farmers, followed by description of Google Forms and its benefits. Then, the creation of a form relevant to farmers' daily operations. In the exercise, the participants started to create a Google email address, then a Google form. Next, the creation of questions, the selection of response types, form settings, and a preview of the completed form. This training has assisted the cooperative and its members in making their digital devices more useful for agri-business recordkeeping.

Abstract:
France and Germany are examples of countries where agriculture is an important part of the economy, there is a large number of farms and the cooperative movement is very popular. In the European Union there are over 22 thousand agricultural cooperatives. The article presents statistical data and legal regulations concerning agricultural cooperatives in France and Germany, in particular, the French Code Rural and the German Genossenschaftsgesetz. In conclusion the author states that the Polish legislature, creating a new model of cooperative law, should unquestionably draw on the experience and some legal solutions implemented in Germany and France, and in particular introduce a broad definition of agricultural cooperatives, a simplified procedure of their formation and functioning, financial instruments, including tax, and rules on merging cooperatives with other cooperative entities or companies.

Abstract:
This article considers the process of development of agricultural cooperatives in Ukraine. The data of the indicators of the State Statistics Service of Ukraine, the Unified State Register of Enterprises and Organizations of Ukraine by organizational and legal forms were taken as a basis. Data from the official report of the Ministry of Agrarian Policy and Food of Ukraine were also taken. The study was conducted in several stages. First, with the help of data from the State Statistics Service, a table of the number of cooperatives in Ukraine to date was constructed with a breakdown into production, service, consumer, agricultural production and agricultural service. However, the percentage of cooperatives compared to the total number of registered legal entities was calculated. After that, a diagram of changes in the number of cooperatives from 2013 to 2021, with a breakdown into production and service cooperatives. At the second stage, according to the report of the Ministry of Agrarian Policy and Food of Ukraine for 2019, a table was built with the number of agricultural cooperatives by region, broken down by species and their condition. The results of the study showed that 47.7% of agricultural cooperatives do not actually function. After that, it was considered on the regulatory framework that regulates and regulates the process of creating and maintaining a cooperative form of economy, namely the amendments to the Law of Ukraine "On Agricultural Cooperation" № 819-IX from 21.07.2020. In the fourth stage, the problem of lack of professional cooperative managers was analyzed, and the possibility of implementing and using foreign experience in managing cooperatives was considered. In countries such as the United States, the Netherlands and Japan. The fifth stage was the analysis of cooperative financing. To date, 63% of all agricultural cooperatives are financed by grants, 27% by borrowed funds, and only 9% by the cooperative’s own funds. The conclusion summarizes all the problematic aspects.

Abstract:
Cooperatives are an organizational form of association that has an extremely long tradition, and at the same time it is widespread in all parts of the world and in a large number of economic and non-economic activities. One of the areas in which cooperatives are most represented is agriculture. Association in the agricultural sector brings a number of benefits to farmers, and is one of the factors that contributes to the sustainable development of rural areas. The practice of most developed countries is to support cooperatives, primarily through agricultural policy measures. The aim of the research is to analyze the current situation and limitations on the further development of the cooperative sector. Also, by analyzing current measures, primarily financial support to cooperatives, the authors try to determine the extent to which the existing support mechanisms are adapted to the needs of cooperatives and in what ways could the positive impact of support measures be increased. The existence of financial support to the existing and newly formed cooperatives in the field of agriculture, agritourism and crafts in rural areas, which is achieved in the form of various development programs, is assessed as a positive step compared to the previous practice in which the cooperative sector was largely marginalized. Following the experiences of countries with developed agricultural cooperatives, the authors point out that only through consistent support measures and coordinated work of all entities in the agricultural sector can we expect the reaffirmation of the concept of cooperatives in agricultural practice.

Purpose The purpose of this paper is to explore the advantages equity capitalization programs based on retained earnings from patronage sources may provide cooperatives and their patrons that traditional equity financing methods do not offer. Design/methodology/approach The analysis is based on a model used to assess patron benefits from a cooperative that is financed by a combination of allocated equity acquired from noncash patronage refunds and unallocated equity acquired from retained earnings. The level of patron benefits is represented by the present value of the after-tax cash flow patrons receive from the cooperative, and the model is used to determine the combination of noncash patronage refunds and retained earnings that provides the greatest present value given the levels of those parameters that affect capitalization of the cooperative and the distribution of cash benefits to patrons. Findings The analysis demonstrates that only pure plans, i.e., plans based entirely on retained patronage refunds or entirely on retained earnings, will be associated with the greatest present value for any particular set of parameter values. Cooperatives that are characterized by low marginal tax rates and growth rates and whose patrons are characterized by high marginal tax rates and discount rates are those most likely to benefit from equity capitalization programs based on retained earnings. Research limitations/implications The model is based on the assumption of constant parameter values and does not account for the existence of nonpatronage income. Practical implications A useful extension of this work would be the development of a decision aid capable of generating basic operating statement and balance sheet data and enabling cooperative decision makers to conduct experiments concerning alternative financing strategies based on retained earnings. Originality/value The analysis contained in this paper is based on an explicit model and extends across a broad range of values for various parameters that affect the level, timing, and present value of cash distributions from cooperatives. Because the cash flow received by patrons is determined after the cooperative’s planned equity growth is met, cash flow comparisons are equivalent with respect to the capital provided the cooperative. In addition, the revolving period is endogenously determined.

Goal of this paper is to analyse business of agricultural cooperatives in Serbia and their territorial distribution. Paper also comprehends analyses of premises of directors of agricultural cooperatives towards cooperative associations, based on result of survey conducted on chosen sample. Analysis is based on the hypothesis that reform processes present in the Serbian economy, and completely absent from cooperative sector, have weaken the work of cooperative unions and undermined regular relations between cooperatives and their associations. Paper also analyse premises of directors of agricultural cooperatives on relevant questions on membership and work of 12 regional, provincial and Cooperative union of Serbia, based on result of survey conducted in 148 or 7.2% of 2.055 agricultural cooperatives in Serbia. For cooperatives that are not members of any union, paper gives systematization of reasons why cooperative is not member and motives that could inspire cooperative to become a member. For cooperatives that are members of some union, we give analyses of answers if cooperative is satisfied with work and activities of union conducted for cooperative welfare; and suggestions for activities that cooperative unions should practice in the interests and needs of their members.

The purpose of the article is to analyze the current state, development and role of agricultural service cooperatives in the functioning of households and family farms in the regions of Ukraine. Research methods. The theoretical and methodological basis of the research is the works of domestic and foreign scientists and practitioners, as well as the normative-legal acts of Ukraine that regulate relations in agricultural service cooperatives. The methods of analysis, synthesis, grouping, balance sheet were used to assess the development status of agricultural service cooperatives; when establishing production volumes - estimated, graphic; to substantiate the principles of effective development of the service cooperative - comparative analysis. Research results. The article presents the analysis of the current state of agricultural cooperatives in Ukraine, identifies and analyzes the principal reasons hampering the development of production and service cooperatives. It is established that agricultural service cooperative is a key mechanism of self-organization of rural producers, protection of small households and family farms against unscrupulous intermediary structures. Scientific novelty. The main reasons for the development of agricultural service cooperatives have been identified and analyzed. It is established that under the conditions of fierce market competition, enterprises are forced to evolve in order not to stay ahead of progress and entrepreneurship. Practical significance. The priority measures that will promote the development of cooperative movement in rural areas are proposed. Along with the strengthening of family farming and large-scale production, it is necessary to develop agricultural service cooperation as a foundation for structural restructuring of agriculture. Objective – This paper aimed to understand the elements in cooperative arrangements of agribusiness that facilitate and hinder cooperation.Design/methodology/approach -A descriptive research was carried out based on the 50 questionnaires applied to farmers´ members of cooperatives in Rio Grande do Sul, Brazil.Results - Results indicated that farmers are increasingly expanding their role in making productive activities possible through cooperation promoted by cooperatives. Better access to information, sales opportunities, technical assistance, and, mostly, a favorable environment for the exchange of knowledge are the main responsible facts. As for cooperation, the relationship of trust established between cooperative members and cooperatives stands out, as well as the fidelity of membership that sustains the system, which can be weakened by opportunistic actions that may affect the continuity and fulfillment of the cooperatives’ objectives over time. Cooperative relationship face to competition is a good alternative for promoting the achievement of objectives by farmers that would be challenging or impossible in isolation.Originality - The cooperation promoted by cooperative organizations, broadens the understanding that by joining forces they can enter restricted markets. This occurs especially when it comes to the studied farmers – different sizes and patterns of production and activities that are constantly under economic and financial pressure.

Purpose/objective: To describe the managerial challenges agricultural cooperatives face and list the leading solutions that can be adopted to overcome such bottlenecks. Design/methodology/approach: A systematic literature review was done, with a research protocol based on “Methodi Ordinatio” (Pagani et al., 2015) to select relevant papers. The study covered aspects of management and administration of agro-industrial cooperatives, social management, risk management in agribusiness, strategic management in agribusiness, new generation cooperatives, cooperative management, cooperative governance and challenges to the cooperative system. Findings: Efficient conciliation of cooperatives' social and economic agenda requires management professionalization. The cooperative must adopt a series of good management and governance practices and a strategic positioning that guarantees a competitive position, putting it on an equal footing with private firms. The central management tools identified are separation between control and ownership, strategic management, strategic alliances and partnerships, management branding, restricted membership, social management, self-financing and risk management, with numerous other management options available. The main obstacles are the conservative environment and the need to update cooperative doctrinal principles, impediments to modernizing Brazilian agricultural cooperatives' management. Originality/value: The paper identifies aspects of a conservative environment and the need to update the cooperative principles that hinder the modernization of the management in Brazilian agricultural cooperatives.

Abstract:
The need for Romanian agriculture development by efficient usage of resources and a rural environment has led to the establishment of agricultural cooperatives. Romania needs strong cooperatives and, in order to achieve this, the involvement of not only the authorities and agricultural producers, but also of each inhabitant from the rural area, is required. In the context of food market saturation with import products, it is necessary to revive the Romanian market in order to supply natural and quality products. A total of 1425 agricultural cooperatives were registered in Romania at the end of 2018, out of which 57% did not submit the Balance Sheet. The research performed within the study proposes the usage of fsQCA analysis in order to assess some conditions considered by us essential for the sustainability of the agricultural cooperatives. These conditions are represented by the initial contribution of the members, by the existence of a central collection space, by the employment of a manager, by the knowledge of the members on the development possibilities, and by the involvement of the members within the cooperative’s activity. The study highlights the fact that the absence of the conditions presented leads to the absence of a sustainable cooperative. We consider the dissolution of the cooperatives pertinent, which has not developed an activity for more than three years from their establishment and the publication on the MADR website of the National Registry of Cooperatives, which will offer a true image on the prosperity and viability of these types of entities.

Abstract:
The paper is preoccupied with the cooperative sector in central Mongolia. Its aim is to provide new insights into the role and importance of cooperatives in regard to poor rural populations. In the paper we analyze the inclusiveness of smaller herders and farmers with in the cooperatives. The research is based on data collection in selected provinces of the Tov region. The data were collected for three distinctive target groups-cooperative board members, cooperative members and non-members/herders. We found that the cooperative sector in Mongolia is strongly affected by the governmental policy of wool subsidies, which allows subsidies only to cooperative members, and is thus potentially leading to very low levels of members self-identification with the cooperative due to big increases in the numbers of new cooperative members. This policy is potentially also affecting the inner organizational structure of cooperatives. Further, we have found suggestions that poorer herdsmen tend not to be members of cooperatives and overall benefits for non-members and the general community arising from local cooperatives are rather low.

The article reveals the results of the study devoted to the consideration of the modern development level of agricultural consumer cooperatives in Lipetsk, Tambov and Smolensk Regions. The given research is based on using systematic approach during regional agricultural consumer cooperatives consideration. The author used monographic, abstract-logical, economic and statistical, as well as graphic research methods. Agricultural consumer cooperatives can guarantee achievement of individual goals of people living in rural areas, consumers, cooperative members and personnel. They can contribute to their personal wellbeing and social security, address the federal challenge which implies implementation of national priority project as well as employment and state food security. Today agriculture in Russia is in worse condition than compared to the pre-reform period. The article presents the main trends in development of agricultural consumer cooperatives in Russia. The research involved the following focus areas for analytical study: number of agricultural cooperatives, the main parameters of agricultural consumer cooperation development, statistic data on the number of agricultural consumer cooperatives working in the Central Federal District. The authors analyzed the data on the implementation of the regional funding program considering sustainable development of rural areas through organization and development of production in private households and farm enterprises. The article indicates the directions for agricultural consumer cooperatives development in Russia.

It is established that the functioning of agricultural cooperatives in Lviv region is still in its infancy due to imperfect institutional environment and their production and economic results do not have a significant impact on the overall economic condition of the agricultural sector and the welfare of the rural citizens. Dynamics of registered cooperatives in Ukraine is compared with the actual ones. It is shown that the development of cooperative process is made due to changes to general socio-economic situation in the industry, which is facilitated by state authorities, as well as development of the latest forms and methods of organizing economic activity in rural areas, implemented on a project basis. Conclusions are made that creation and functioning of cooperatives is the result of institutional changes, and cooperative organizational forms can be considered as a certain social capital. It is established that the main problems of agricultural cooperation development in Ukraine are: incomplete restructuring of the agricultural sector, weak material and technical base of cooperatives, especially in capital-intensive areas of agricultural production, unavailability of loans and weak financial support of agricultural cooperation by the state. It is shown that the state policy should be aimed at creating conditions for the development of agricultural cooperatives, intensification of cooperatives, state support and legal protection of cooperatives, optimization of tax policy by differentiating tax rates and facilitating access to credit for agricultural cooperatives. rural households. It is recommended in further research to pay attention to the elimination of identified obstacles, primarily of an institutional nature, in accelerating the development of agricultural cooperatives as an organizational and legal form that has significant potential for its development. This study assessed the extent to which agricultural cooperatives carryout the training of male and female farmers on improved rice (Oryza sativa) production techniques in Ini Local Government Area of Akwa Ibom state, Nigeria using research questions for 2,500 (male and female) rice farmer cooperative members in the study Area. Data analysis for 1600 completed questionnaire collected revealed that male and female farmers were not efficiently trained by agricultural cooperatives on improved rice production techniques. Moreso, there were no significant difference on the extent of carrying out the training of male and female farmers by agricultural cooperatives on improved rice production techniques in Ini Local Government Area. It is recommended among others that Agricultural cooperatives should organize periodic training sessions for rice farmers through the use of facilities and demonstration in the farm. The Government, through The Ministry of Agriculture should encourage and support agricultural cooperatives by providing materials and adequate funding to enable them perform their primary assignment creditably.

The study is based on 162 Agricultural Cooperatives in Zhejiang Province. On the basis of literature, this paper analyzes the service situation of agricultural production cooperatives, including production, processing and financing. The influencing factors are discussed theoretically and tested empirically. The study concluded that most cooperatives provide pre-and post-production supply services to participating members, as well as financing services. In addition, in order to strengthen human resources, the leaders of each cooperative are encouraged and the service awareness of the agricultural industrial chain of the cooperative is enhanced; the membership is expanded to facilitate agricultural production and the provision of financing services by the cooperative. At the same time, the increase in post-natal strength provides a positive impact on cooperatives and optimizes the overall market environment for cooperatives. Of course, the agricultural industrial chain services provided by cooperatives are also affected by the variety of products.

This paper aimed to explore the effectiveness of agricultural cooperatives towards the enhancement of food security in rural areas. The formation of agricultural cooperatives in South Africa is a prerequisite for obtaining government support concerning activities aimed at social and economic development. It is well-documented that agricultural cooperatives are business entities and vehicles for food security. However, this review sustained that agricultural cooperative do not completely alleviate the vulnerability of food-insecure households because of the dearth of institutional support and sufficient productive resources. Focus group discussions with six agricultural cooperatives and four face-to-face in-depth interviews with municipal officials were conducted to envisage the improvement of food security through agricultural cooperatives. Using thematic analysis to analyse data, findings confirmed that institutional support improves the efficiency of agricultural cooperatives at the local level. Furthermore, institutional support enhances productivity which renders the cooperatives as a supplementary intervention to food security. However, there is a gap in enabling access to agricultural inputs, such as funding for access to farming equipment. This paper recommends the implementation of a cooperative management structure to enhance planning, coordination, and monitoring. The municipality should review the agricultural cooperative governance frameworks to achieve enabling environments for farming activities

The unique characteristics of agricultural cooperatives are likely to affect the availability of the funding they can access. This paper analyses the determining factors behind the financing decisions made in these cooperatives, and the management and organisational implications these decisions have for these entities. Financial information obtained from a sample of 106 Spanish agricultural cooperatives was used to calculate the variables that modelled the research hypotheses, which were then introduced into regression models to determine which ones had a significant effect on their financing decisions. According to the economic theory of cooperativism, the results show that these entities come closer to the pecking order theory, i.e. policies that maximise the prices received by members to the detriment of the entity’s self-financing abilities, coupled with restrictions on cooperatives’ equity capital that may lead them to use debt to fund growth. The results also show positive relationships between cooperatives’ indebtedness and other factors, such as investments in non-current assets, liquidity and cooperative size in terms of turnover per member.

Agricultural cooperatives are effective facilitators of green production technology promotion. What is the role of social capital within agricultural cooperatives with the most competitive advantage in technology promotion? Using the survey data of 465 citrus-planting cooperative members in Sichuan Province, this study uses the IV-probit model and mediating effect model to analyze the impact role of social capital within agricultural cooperatives on its members’ adoption of integrated pest management (IPM) technology. The bootstrap method is also used to test the robustness of the parameter estimates. The results show that: (1) the social capital within agricultural cooperatives has a significant positive impact on IPM adoption; (2) cooperative members’ IPM cognition has a partial mediating effect on the impact of the social capital within agricultural cooperatives on its members’ adoption of IPM technology (more than 51.37%). Therefore, among all the optional IPM technology promotion measures of cooperatives, multi-dimensional accumulation of the social capital within agricultural cooperatives and promotion of IPM technology awareness level of members is a viable path.

Cooperatives are democratic organizations, governed and controlled by their members, who are actively involved in their policy-making and decision-making process. The aim of this paper is to investigate the correlation between cooperative culture and the way that cooperatives are governed. To this end, a probability sampling method is used in the agricultural cooperatives of the Greek prefecture of Larissa, which is one of the most powerful and dynamic in the agricultural economy. The data collection was carried out to 100 members of agricultural cooperatives through the use of a closed-ended questionnaire. The findings highlighted that agricultural cooperatives are distinguished for their increased level of cooperative culture and commitment, provided that the conditions for the democratic governance of cooperatives are met. The role played by the level of education of the members of the agricultural cooperatives was also important, thus confirming the main purpose of the research, which was none other than to prove this correlation. Finally, this correlation can lead to the improvement of certain elements which contribute to the optimization of agricultural governance.

The Moroccan agricultural cooperative sector is a key player in self-employment and income generation through territorial anchoring. The government’s “MOURAFAKA” program offers support for newly created cooperatives, including strategic diagnosis and training. This paper analyzes the impact of the MOURAFAKA program on the sustainability of agricultural cooperatives in Morocco. Using original data from a survey of 232 cooperatives and a second database of 1131 cooperatives, the study employs a methodology based on survival function analysis and Cox regression. The results show that the MOURAFAKA program improves the sustainability of agricultural cooperatives by strengthening their management, governance, and market access capabilities. The study also highlights the importance of internal factors such as management skills, leadership style, and cooperative size, as well as external factors such as strategic adaptability, in determining the sustainability of agricultural cooperatives. The policy implications of these findings suggest that upstream literacy programs and capacity-building initiatives for cooperative leaders, as well as downstream access to financing, marketing, and practical training, are crucial for ensuring the sustainability of cooperatives.

Dutch agricultural cooperatives have long been successful in their business growth throughout Europe. With more farmers forming cooperatives that supply locally produced food and beverage products into national and international markets, there is no question that the Dutch are successful at forming agricultural cooperatives. The use of vertical coordination throughout their supply chains combined with the country’s geography provides the opportune place for food and beverage production. However, there is no standard set of ideals or factors that these cooperatives have followed to gain their success. In Canada, more cooperatives exist, but a lack of acceptance of new technologies over the past 20 years has led to a lag in automation and a reliance on labour. While outdated reports exist on starting an agricultural cooperative in Canada, there are still no updated reports that farmers could follow on a national or local scale. A lack of support from the Canadian Government has meant a monopolized cooperative arrangement with Saputo and Agropur being the two primary agricultural cooperatives nationally. The results indicate that there are commonly agreed upon ‘success factors’ and ‘bottlenecks’ among researchers in the Netherlands, over a span of 25 years of research. In Canada, the federal Government conducted interviews with industry and farmers on support for cooperatives across Canada, but little came out of these meetings. These results suggest that additional support for cooperatives in Canada is needed, and while Dutch researchers’ ‘success factors’ were found, they cannot be directly applied to Canadian cooperatives because of policy and geography differences.

In this regard, the research and study of theoretical aspects, analysis of objective conditions for the formation and operation of agricultural cooperatives, development of methodological provisions and practical recommendations to substantiate their organizational and economic mechanism, including matters of management, profit, price, credit, formation and distribution are topical to the issue and most of the components listed above are of great practical importance. Aim and tasks. The aim of the research is to develop scientific, organizational and economic basis for the establishment and operation of agricultural cooperatives in a multistructural economy. The objectives of the research are: identifying the essence of the cooperative, adding several principles to the formation and classification of agricultural cooperatives, determining the conditions and factors necessary for their creation. Results. Theoretical and regulatory aspects of formation and development of agricultural cooperatives were specified taking into account the introduction of new principles for their operation: mandatory creation of indivisible funds for innovative activities, agricultural producers’ interest and expediency for their participation in the associations; and classification of cooperatives in the production and service industries. Conclusions. Based on consideration of the integrated approach to the formation of cooperatives and farmers’ organizations, necessary documentation and calculation of economic efficiency, the methodological provisions developed in the process of the research on the establishment and operation of agricultural cooperatives will allow agricultural producers to approach the formation of necessary cooperatives skillfully, easily determine the absolute and specific tax burden of agricultural cooperatives.

Agricultural cooperatives are producer-owned and controlled organizations to improve farmers’ livelihoods by correcting market failure. They support collective activities where individual incentives are insufficient to produce public goods. The government of Nepal has been investing economic resources in this sector, prioritizing cooperatives as part of a strategy for poverty reduction. This study examines poor farmers’ access to agricultural cooperatives and the impact of membership on farm and total household income, based on a household survey of 572 households and key informant interviews of 37 cooperative managers. The ethnicity of the family and the neighborhood, smallholder land size, distance to an agricultural cooperative, distance to the nearest local market, and distance to a motorable road are key determinants that influence cooperative membership. The analysis of the effects of cooperative membership is based on propensity score matching, controlling for a large array of household and community characteristics. The estimates imply that cooperative membership may significantly affect family net crop income, but the overall effects on total family income are modest. Agricultural cooperatives appear to be focused on financial services such as savings and credit activities but are less concerned with agricultural production, and cooperatives engage in almost no marketing activities.

The purpose of the article is to generalize, systematize and deepen the theoretical and methodological principles of the elaboration of agricultural cooperation in the development of the agrarian system of Ukraine. The role and place of cooperation in the system of social organization of labor is researched. It is displayed that cooperation is an objective prerequisite for integration, and the division of labor itself causes its necessity. In institutional theory, the choice between free market transactions and full vertical coordination for economic agents is caused by market conditions, allocative efficiency of resource allocation and their minimum cost. The dynamics and state of development of agricultural cooperation in Ukraine are analyzed. An approximate three-level scheme of the national agricultural cooperative system is developed. At the first level of the hierarchy, agricultural cooperatives and cooperative associations should be located, at the second – regional unions (associations) of agricultural cooperatives, at the third – the All-Ukrainian Association of Agricultural Cooperatives. Under such a cooperative system, the principles of centralized and decentralized management are optimally combined, the self-government of cooperatives and compliance with the principles of cooperation are ensured. Based on the three-level scheme of the national agricultural cooperative system, the conceptual principles for the development of cooperative relations in agriculture at the regional level are substantiated. At this, management functions are retained by the cooperative association, which includes agricultural enterprises, farms and households belonging to the country’s residents, consulting services and support are provided by the regional advisory service, and the distribution of funds is carried out by a credit union founded by members of this cooperative association. A model of elaborating the cooperative relations in the agricultural sector of the economy with the participation of households and small commodity producers is proposed, which provides for the creation of a consumer agricultural cooperative. In case of deepening the integration of a consumer cooperative with another production, processing or sales enterprise of the agricultural sector of the economy, the cooperative model is transformed into a cooperative-integrated one, while maintaining the advantages of cooperation and receiving additional organizational and economic benefits from integration.

Cooperative principles represent one of the three elements of cooperative identity. In their current form, they have existed since 1995, when they were adopted by the International Cooperative Alliance, and they represent a recommendation to cooperatives around the world on how to organize their business. Adherence to these recommendations in everyday business practice of cooperatives is extremely challenging. In fact, there is a consensus in the literature that deviation from cooperative principles is inevitable. The paper analyzes the experiences of the Republic of Serbia in the implementation of cooperative principles from time of the first cooperatives until today, with special emphasis on agricultural cooperatives. The aim of this paper is to examine the extent to which cooperative principles are respected in the business of cooperatives in Serbia, what factors led to deviations from these recommendations and what consequences this had on the success of these organizations. The paper presents a synergy of theoretical consideration of the problem and examination of experiences of agricultural cooperatives in Serbia in the implementation of cooperative principles. Conducted research indicate that during the development of cooperatives, different levels of deviations from cooperative principles in the practice of agricultural cooperatives were recorded, from very mild to extremely significant deviations that led to the suppression of true cooperative nature. Modern cooperative practice in Serbia is marked by a low level of knowledge of the elements of cooperative identity by the members and management of cooperatives, which further stipulates the posibility of their implementation in practice.

Production and consumption of organic products is a global trend and increasingly popular in Vietnam. Agricultural cooperatives are considered a key agent in the mass production and commercialisation of organic rice. This study applied the analytic hierarchy process (AHP) method to evaluate the organic rice production and commercialisation potential of 33 prominent rice cooperatives in Thua Thien - Hue province. The results found seven criteria of potential organic rice cooperatives, including (1) relationship with external partners, (2) resources of the cooperative, (3) capacity of the board of directors, (4) market accessibility, (5) reputation of the board of directors with farmers (6) farmers’ perception, and (7) farmers’ capacity. The research ranked five levels of cooperatives: one very high potential cooperative, eight high potential cooperatives, twelve moderate potential cooperatives; twelve low potential cooperatives, and no very low potential cooperative in the study region. Planning production areas and supporting cooperatives to establish linkages are critical policies for developing organic rice in Thua Thien - Hue province.

In this paper, we examine how capital constraints affect the growth of US agricultural cooperatives. Employing a panel data set obtained from CoBank on 669 US agricultural cooperatives over 5 years, we employ system-generalised method of moments to estimate models of cooperative growth that incorporate long-term debt, allocated reserves, and retained earnings as continuous measures of capital constraints. We find that long-term debt use and size have positive impacts on cooperative growth, in violation of Gibrat’s law, which posits that firm size and firm growth are independent. In particular, cash flow, unallocated equity and long-term debt financing are critical contributors to asset growth for small and medium-sized cooperatives.

Abstract:
The Common Agricultural Policy pays particular attention to the decline of young farmers in the European Union. For this reason, plenty of different policy measures and motives for new entrants in agriculture there have been established. The main objectives of this paper are to investigate the characteristics of new farmers according to their participation in Agricultural Cooperatives and to identify what makes new farmers participate (or not) in Agricultural Cooperatives. Both research questions will advance the knowledge of policy makers and practitioners on new farmers’ expectations and perceptions and through them, to come to distinctive conclusions about the measures and the actions needed to promote agricultural cooperatives as a viable solution for new entrants in the agricultural sector. For this reason, a survey was conducted in different regions of Greece (northern, central and southern) during an educational course designed for new farmers. More specifically, a structured questionnaire was developed and distributed among 250 new farmers participating in the measure 112 ‘Setting up of young farmers’ (Common Agricultural Policy, Pillar II). The results of the survey indicate low trust in the cooperative organization, leading to low rates of active participation and commitment to agricultural cooperatives.

Competitiveness and sustainability in view of the constantly changing market environment are among the basic characteristics of a company, while its progress and growth are largely determined by the field of business and the nature of production. The introduction of the Common Agricultural Policy of the EU after the accession of the Slovak Republic to the EU significantly changed the necessary conditions for the functioning of domestic agriculture. Agriculture in the European Union is highly differentiated; therefore, surveys on the sustainability and competitiveness of agriculture at the national level are very valuable. Agricultural cooperatives in Slovakia compete for market share with non-cooperative organizations. In our research, we used a sample of enterprises in the agricultural sector, and, using the RCR coefficient, we evaluated the competitiveness of enterprises from the point of view of individual legal forms. The purpose of our research is to answer a simple question: What is the cause of the recorded development of the RCR index? In the case of non-cooperatives, the value of the regressor is higher in each comparison with the results of cooperatives. However, the nature of the relationship in the case of entities operating on agricultural land in the Slovak Republic with the legal form of a cooperative is significantly more homogeneous across the evaluated period.

In order to help farmers improve production, there is a need to link input and output operations, and agricultural cooperatives may be the best form. The cooperatives in Vietnam in general and in the Mekong River Delta in particular, however, still have certain drawbacks in their operation. The major objective of this paper is to find critical success factors of the agricultural cooperatives in the Mekong River Delta, Vietnam. Based on direct interviews with 125 agricultural cooperative chairmen in 5 surveyed provinces, the findings of this study found that factors such as operating environment, management, and resources were closely related to the success of these cooperatives. Specifically, this study found that the infrastructure and socioeconomic conditions where the cooperatives operated, the operational scale of the cooperatives, the size of cultivated areas, the capital amount, the educational attainment of cooperative managers, the ratio of trained managers and other related resources played an important role in the success of the cooperatives in the Mekong River Delta, Vietnam.

The evolution of the agricultural sector in France motivated agricultural cooperatives to boost the creation of business groups that combine affiliates, which add value to production, and traditional cooperatives, in charge of the production process. The new structure merges shareholding governance and associative governance in a hybrid model. The two methods exist at the core of affiliates and the traditional structure, respectively. This article outlines the consequences of the hybrid governance model on cooperatives’ identity by analyzing the case studies of five French cooperative groups. The analysis reveals an identity crisis within the cooperatives after adopting a hybrid model. This crisis is characterized by three adverse effects on the relationship between the cooperative and its associates: complexity, distance, and confusion. The consequences of the hybrid governance model for agricultural cooperatives are mainly control and incentive mechanisms and weakened cooperative values and principles.

The differences in perception and functioning of agricultural cooperatives in different parts of the world are visible to the naked eye. Moreover, the literature brings different findings in respect to comparisons between cooperatives and non-cooperatives in terms of profitability. The purpose of this article was to identify the differences in profitability between agricultural cooperatives in selected parts of the world as well as between cooperatives and other enterprises in Polish agriculture. The description of results of the world report on cooperatives and analysis of variance on 300 agricultural enterprises in Poland were used in order to accomplish the above purpose. The main findings prove that American agricultural cooperatives achieved the best profitability results and that cooperatives have lower profitability than other enterprises in agriculture.

Agricultural cooperation in Russia is considered today as the most important condition for the successful functioning of the agricultural sector of the economy, as well as the development of rural areas and communities. However, as the results of theoretical and empirical analysis of domestic cooperative practices development demonstrate, cooperative activities, despite significant efforts by the State to support cooperation, are still low in efficiency. At the same time, one of the reasons for the current situation in the activities of agricultural consumer cooperatives is that their organizational model (traditional cooperatives) is unable to realize its potential in a new (rapidly changing) economic environment (both global and national). In this connection, the article 1) reveals the peculiarities of the conditions in which domestic cooperatives operate, as well as the problems they face in implementing strictly traditional principles in their organizational structure; 2) justifies the need to transform both the model of cooperatives and the formal and informal institutions that determine the development of cooperation in rural space; 3) highlights the main directions of traditional cooperative principles modification to bring cooperative structures to the new level of efficiency and competitiveness. The main result of the research is the conceptual definition of three alternative models of business-type cooperatives with different strategies, as well as different degrees of individualization property rights, control, and management. The common features of the proposed varieties of contemporary entrepreneurial cooperatives include the restriction of membership, the application of up-to-date financial instruments to enhance additional investment opportunities, the involvement of a wide range of participants in cooperative activities (as members, specialists, managers), and the implementation of various motivational tools for rapid expansion of cooperative activities. In conclusion, the author presents the algorithm of organizational and institutional changes, which are necessary for the successful introduction of the entrepreneurial model of agricultural cooperatives into domestic economic practice.

The main objective of this study was to identify the greatest difficulties and facilities of agricultural cooperatives in the western region of the state of Paraná when implementing Law 11,638 / 07. Regarding the objectives, the study is characterized by a descriptive research, regarding the procedures a field research and the approach to the problem, a qualitative research. The data collection instrument used in the survey was the questionnaire, where 4 (four) cooperative accountants answered questions about Law 11,638 / 07 and their applicability to cooperativism, which were applied between September 30 and October 8. The study made it possible to verify that Cooperatives do not fully agree on the internationalization of Brazilian standards, but that both believe that most of the requirements brought by law are important for the accounting sector of cooperatives. They differ as to the importance of Law No. 11,638 / 07 for cooperativism, since half the accountants believe that it was of great importance and the other half, which did not affect cooperativism. It is concluded that the implementation of Law 11,638 / 07 was considered an activity not very complex for the professionals of the accounting sector of the agricultural cooperatives of western Paraná.

Abstract:This paper develops an organizational economics explanation for agricultural cooperatives by building upon the transaction cost theory of family farms. According to this theory, the importance of family farms in Western agriculture is a result of the low feasibility of hierarchical organization in agricultural production due to supervision and monitoring difficulties. This paper argues that the transaction cost-economizing effect of family farms has a price in the form of their limited ability to realize economies of scale and to develop market power comparable to that of their up- and downstream trading partners. The role of agricultural cooperatives is shown to help overcome these limitations in order to take advantage of the transaction-cost economizing properties of family farms. This explanation of agricultural cooperatives is sector-specific in the sense that it traces the benefits of cooperative organization back to the organizational attributes of agricultural production.

Although cooperative organizations aim to enhance agricultural production and marketing, in some countries such as China, not all members sell their products through agricultural cooperatives. This study examines the determinants of using agricultural cooperatives as a marketing channel and its effects on farm income and household income, using survey data collected from cooperative members in low-income regions of Sichuan province in China. We employ both propensity score matching model and inverse probability weighting estimator with regression adjustment to address the sample selection bias issue. The empirical results show that risk attitude, farm size, machine ownership, sales ability, and demonstration level of cooperatives are main factors that determine the members’ decision to use agricultural cooperatives as a marketing channel, and the marketing channel users obtain significantly higher farm income and household income than non-users. Our findings highlight the importance and necessity of promoting agricultural cooperatives as a marketing channel among non-users.

The number of agricultural cooperatives increased quickly in Ethiopia since the 1990s. While many papers studied the impact of membership of Ethiopian cooperatives, not much is known on their performance. This study takes a cooperative-level perspective which is unique in an African context. It compares the economic performance proxied by sales revenue and profit of a wide range of agricultural cooperatives in northern Ethiopia. Data were collected from 511 agricultural cooperatives in 12 districts of Tigray. The contributing factors of the performance are analyzed with Ordinary Least Squares regression (OLS) and Heckman selection models. Our results underscore the importance of membership size, total assets, presence of conflict among members, and union membership. Chairperson characteristics and the internal organization of a cooperative seem to be less correlated to performance.

In our paper we researched the state regulation in agriculture of Ukraine, as well as world experience in this field. The distribution of state financing for support of agricultural production is analyzed. We singled out the direction of state support to the agrarian sector of Ukraine. The directions of organizational reforming of households in the market conditions are investigated. The variants of integration of households of the population into more consolidated economic forms are offered. The priority of the development of cooperatives in agriculture has been argued. The positive experience of state support of servicing cooperation is considered on the example of «The Benefits of the Development of Personal Peasant, Farmers, Cooperative Movement in the Village and Advice Service for 2016-2020» of the Vinnytsia Region. The development of traditional agricultural consumer cooperatives, created within the framework of Federal Law-193, in Russia is extremely slow. This is facilitated by a number of economic, institutional and psychological constraints. Accordingly, despite the rapid growth of production in peasant farms, and the still significant share of households in the gross agricultural output, for the most part they are not members of agricultural consumer cooperatives. However, cooperative interaction is especially important for small businesses. At the same time, in practice, there are numerous forms of cooperation between small agricultural producers that do not fit into the framework of traditional cooperatives. The identification and systematization of these emerging “bottom”forms, recommendations for their support is, therefore, an urgent task. This paper systematizes casestudy materials by types of informal cooperation outside the framework of consumer cooperatives, obtained during field research in 2019. Based on the analysis of measures of state support within the framework of federal and regional programs for the development of agriculture, individual measures have been identified that contribute to overcoming the small-scale production of small businesses. At the same time, the analysis showed the absence of measures to support the already existing non-traditional forms of cooperative interaction. Recommendations for supporting these forms are formulated.

The article presents the results of study of the possibilities and prerequisites for the development of rural territories based on the restructuring of the agri-food system at the local level. The inclusion of peasant farm enterprises, private subsidiary farms, agricultural consumer cooperatives and agricultural cooperative markets into short supply food chains has been observed. The study was conducted on the basis of Rosstat data across the subjects of the Russian Federation. The polling survey was carried out in Vologda, Leningrad and Novgorod regions. The methods of correlation and socio-economic analysis were used. Groups of regions with a high share (60-70%; 71-80%; > 80%) of peasant farms and private subsidiary farms in food production as territories with prerequisites for the formation of short supply food chains were identified. The tendencies of decreasing the number of agricultural consumer cooperatives and their localization in a limited number of regions have been established. In ten regions of Russia 52.6% of agricultural consumer cooperatives are concentrated and 49.2% of peasant farms as their members are located. Cooperatives in Russia as a whole cover only 5.2% of all peasant farms. Operating agricultural consumer cooperatives provide their services only to 4% of private subsidiary farms. Based on the correlation of Spearman's ranks, a moderate tightness of the direct relationship between the number of agricultural consumer cooperatives and the number of peasant farms - members of the agricultural consumer cooperatives (correlation coefficient is 0.56) and a weak relationship between the number of agricultural consumer cooperatives and the number of private subsidiary farms served by them (0.08) has been established. It is concluded that agricultural consumer cooperatives can have a significant impact on the formation of short supply food chains only in certain regions with a developed cooperative network. The results of the questionnaire of agricultural consumer cooperatives have revealed a number of interrelated problems concerning the sale of products, the need for the development of agricultural cooperative markets and other retail markets. It was proposed to manage markets and food chains in general on the basis of a corporate social responsibility model using rural web networks (Rural web).Conflict of interest: the authors stated that there was no conflict of interest.

In the National Development Plan, cooperatives and agriculture development are identified as possible solutions for addressing rural poverty and unemployment, especially among the youth. However, according to most research/literature, agricultural cooperatives fail for many reasons, including but not limited to lack of capital, incompetent management and organizational deficiencies. This study applied a qualitative analysis to the qualitative data using a case study of Zanokhanyo Food Security Cooperative (ZFSC) in Ndabakazi, Butterworth. Interviews with the project members, ex-members, extension officers and youth were conducted through a semi-structured questionnaire administered in IsiXhosa. According to the results, lack of intensive production resulting in very low incomes is one of the reasons why projects such as ZFSC fail to attract young people and provide employment for rural people. Agricultural extension advisory services play a very limited role because of their generalist approach; they lack depth of knowledge about diverse agricultural subject areas. This study recommends that agricultural extension and the farmers’ support system be improved by employing or outsourcing specialists to cater to the needs of agricultural cooperatives in order to improve the productivity and income of agricultural cooperatives.

This research aims to evaluate the perception and productive efficiency of agricultural cooperatives in Hau Giang province Vietnam. The main contribution of this paper is the comparison between two types of cooperatives including fruit cooperatives (jackfruit, lemon) and rice cooperatives representing new and conventional forms, respectively. The primary data in this research was obtained by directly interviewed 50 cooperatives. Descriptive statistics, t-test, financial indicators, Likert scale, and SWOT matrix were employed to analyze the data. Descriptive statistics and comparative methods were first employed to assess the current state of cooperatives through criteria such as capital resources, age of cooperatives, number of members, age, education level of the cooperative head. Likert scale was then employed to identify perceptions and desires in order to enhance cooperative activities through several suggestions combine with SWOT matrix analysis. The analysis of the current situation identifies that the cooperative is increasing in quantity and quality, creating more job opportunities for its members and diversifying services. However, the weaknesses of cooperatives include organizational capacity, infrastructure conditions, unstable output prices and export markets, and poor competitiveness. The comparison results reveal that fruit cooperatives are more effective than rice cooperatives, but the differences are not statistically significant. The SWOT matrix analysis proposes some innovation strategies for agricultural cooperatives, including focusing on diversifying forms of activities and organizing market linkages with businesses, supporting product output; increase operational capital through capital mobilization, infrastructure investment, market consolidation, and technical development, as well as capacity building of cooperatives through training.
