Abstract:
Abstract : Agrarian Reform is one of nawacita program and become national priority. The aim of agrarian reform is to improve people’s welfare. However, its implementation has not yet able to realize local economic independence of middle and low class society, and has not yet able to address the issue of food security. This study was intended to analyze the scheme that should be improved to implement agrarian reform, that able to support local economic independence for middle to low classes, as well as to support food security. The results show that those objectives can be achieved through 2 (two) changes of agrarian reform scheme. First, change in emphasizing of crop and livestock cultivation to support the fulfillment of community needs to reduce food and meat import. Second, the change of access reform scheme that does not involve interest capitalization system and penalty fines. That system can be replaced by cluster integration system initiated by Bank Indonesia into agrarian reform program. Keywords : agrarian reform, economic self-reliance, small communities, food security.Intisari : Reforma Agraria adalah salah satu bagian nawacita yang menjadi prioritas nasional yang tujuannya untuk meningkatkan kesejahteraan rakyat. Namun demikian, pelaksanaan reforma agraria belum mampu mewujudkan kemandirian ekonomi lokal masyarakat kelas menengah ke bawah dan juga belum mampu mengatasi permasalahan ketahanan pangan. Oleh karena itu dalam kajian ini dilakukan analisis mengenai skema apa yang perlu diperbaiki agar kegiatan reforma agraria kedepan mampu untuk mendukung kemandirian ekonomi lokal masyarakat kelas menengah ke bawah sekaligus mendukung ketahanan pangan. Berdasarkan hasil analisis, bahwa kedua tujuan tersebut dapat dicapai melalui 2 (dua) perubahan skema reforma agrarian, Pertama, perubahan pada penekanan budidaya tanaman dan peternakan yang mendukung pada pemenuhan kebutuhan masyarakat agar tidak terjadi import pangan dan daging. Kedua, perubahan skema akses reform yang tidak melibatkan pemodalan sistem bunga dan denda pinalti. Hal ini digantikan dengan integrasi sistem klaster yang diinisisiasi oleh Bank Indonesia ke dalam program reforma agraria. Kata Kunci : reforma agraria, kemandirian ekonomi, masyarakat kecil, ketahanan pangan.

Abstract:
Riskiness in agrarian production calls forth the necessity of well-timed localization and effective neutralization of the phenomena and processes that negatively affect the process of agricultural production. The paper grounds the expediency of developing an insurance system as an efficient instrument of risk management in the agrarian sphere. The purposes of this article is the substantiation of theoretical and methodological approaches and the application of present-day methodology of forming the agrarian insurance market in Ukraine for providing effective insurance protection and creating favourable business environment in the agrarian sphere. The trends of the development of the domestic agrarian insurance market in 2005–2013 point out the necessity of intensifying research activity concerning the optimization of the forms and methods of innovative insurance protection of agrarians. The realization of the potential of the agrarian insurance development in Ukraine will make it possible to essentially reduce the negative effect of risks on agricultural production and ensure the minimization of fluctuations in revenues of agrarians.

<strong>English</strong><br />From the agrarian politic history view, the eastern region of Indonesia has a relatively strong competition potential in the global arena. However, since the past five decades, the capacity of socio-economic-politic-culture of the eastern region of Indonesia was degraded to the lowest level. The political planning concern of the central government in the agrarian resource development management is the obstacle point to allow serious implication on social gap and backwardness. The agrarian politic set back in the western part of Indonesia has a heavy influence on the community’s socio-economic livelihood who are depending on local agrarian resources. The prominent ability of several local kings of kingdoms in the eastern Indonesia to perform agricultural trade at a global level during the period of 15-18 centuries has no longer existed. In the future, a strong political support is required to reform agrarian development planning for the eastern region of Indonesia. The plan should cover: First, the vision and direction to establish a strong, self-support, high competitive, fair, and sustainable industrial community based on the existing agrarian resource management. Second, to produce high value of agrarian products, manage by integrated organizations, use high technology and innovation, apply sharing system on collective assets, and select appropriate business adjusted to the existing local agro-ecosystems. Third, strengthen infrastructure networks, support financial institutions, and apply law enforcement in accordance with good governance in a decentralized government administration. Fourth, to establish the community’s rights to express their political opinion and aspiration, to involve in organization (economic, society, and politic), and support on local wisdom. Fifth, to perform policies that integrates agrarian management, safety and defense, and the empowerment of civil society in the eastern part of Indonesia.<br /><br /><br /><strong>Indonesian</strong><br />Dilihat dari sejarah politik agraria, kawasan timur Indonesia mempunyai potensi daya kompetisi relatif kuat dalam “pertarungan” global. Hanya saja, sejak lima dekade terakhir secara sosio-ekonomi-politik-budaya kawasan timur Indonesia berbalik menjadi sangat memprihatinkan. Kepedulian politik perencanaan pemerintah pusat dalam pengembangan pengelolaan sumber daya agraria setempat tampaknya menjadi titik lemah yang berimplikasi serius terhadap munculnya keterbelakangan dan kesenjangan sosial. Kemunduran politik agraria yang terjadi di kawasan barat Indonesia berimbas sangat berat terhadap tingkat kehidupan sosial-ekonomi masyarakat berbasis pengelolaan sumber daya agraria setempat. Kehebatan kemajuan perdagangan produk agraris yang dikendalikan secara politik di tingkat global oleh beberapa kerajaan di kawasan timur Indonesia pada rentang abad 15-18 saat ini sudah hampir tidak tersisa lagi. Pada masa mendatang perlu dukungan politik yang kuat untuk merumuskan kembali perencanaan pembangunan agraria di kawasan timur Indonesia. Substansi perencanaan mencakup: Pertama, visi dan arah yang mengutamakan terbentuknya masyarakat industrial berbasis pengelolaan sumber daya agraria yang kuat, mandiri, berdaya saing tinggi, adil, dan berkelanjutan. Kedua, dihasilkannya produk agraria bernilai tambah tinggi, dikelola dengan organisasi yang utuh (tidak tersekat-sekat), sarat dengan muatan iptek tinggi, penguasaan aset secara kolektif dengan sharing system yang lebih adil, serta pilihan usaha yang sesuai dengan kekayaan agroekosistem setempat. Ketiga, dilakukan penguatan terhadap jaringan infrastruktur, kelembagaan modal finansial, penegakan hukum, serta good governance dalam penyelenggaraan pemerintahan yang desentralistik. Keempat, penguatan hak-hak warga dalam berpendapat dan beraspirasi secara politik, berorganisasi (ekonomi, kemasyarakatan, dan politik), serta pemberdayaan aspek kearifan lokal. Kelima, kebijakan politik yang mengintegrasikan pengelolaan agraria, pertahanan dan keamanan, serta penguatan civil society di kawasan timur Indonesia.

The subject of the research – is a set of organizational-economic relations arising in the process of structural transformation of financial and credit relations in the agricultural business. The purpose of the article is a retrospective analysis of structural transformations of financial and credit relations in the agricultural business, evaluation of the effectiveness and feasibility of the introduction of agricultural receipts as a new instrument of lending to the agricultural business of the regions. Methodology of work – system-structural and comparative analyzes (to determine the effectiveness of the crediting mechanism according to the agricultural receipts of the farmers of the region); monographic (when studying the problems of the functioning of the mechanism of lending to agrarians by agrarian receipts) economic analysis (when carrying out a comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts); modeling and forecasting (when determining ways to overcome the existing deficiencies in the mechanism of lending to agrarian business entities of the region according to agrarian receipts). The results of the work – a retrospective analysis of the structural transformation of financial and credit relations in the agricultural business was carried out. The mechanism of crediting agrarians according to agrarian receipts and the scale of its distribution in the agrarian business of the region are considered. A comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts was carried out. In the framework of the pilot project “Agrarian receipts in Ukraine” of the international financial corporation (IFC) in partnership with the Swiss Confederation in Ukraine, the example of the Poltava region defined the effectiveness of the crediting mechanism according to the agrarian receipts of the agrarians of the region. The advantages and disadvantages of the mechanism of crediting the subjects of the agrarian business on agrarian receipts are noted. The ways to overcome the existing shortcomings of the mechanism of crediting the subjects of the agrarian business of the region according to agricultural receipts are determined. Conclusions – according to the results of the conducted research, the effectiveness of the mechanism of lending to the agricultural business of the regions according to agricultural receipts was proved, its advantages and disadvantages were noted, and attention was also focused. Proposed in Art. 7 of Law No. 5479-VI clearly delineate cases and restrictions on the debtor’s reimbursement of expenses incurred by the lender with the acquisition of the right to grow and harvest the pledged crop of agricultural products, which will ensure the principle of equality of parties on economic benefits and distribution of credit risks according to agricultural receipts.

At present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

The current state of development of Ukraine’s national economy involves strengthening the processes of transition to social market economy, aimed at accelerating the rates of economic growth of the country. The presence of peculiarities of activity of agrarian producers and increase of the socioeconomic importance of the agrarian sector of the economy contribute to the need to develop and substantiate the methodological conditions aimed at solving multidimensional and diverse problems of ensuring the development of agrarian economic systems. In the work, the directions of the formation of the mechanism of management of agrarian economic systems, which consist in the transition to a new quality level of the use of information and intellectual resources of the management system on the basis of modern information technologies and modeling, which allowed to develop a structural scheme of the mechanism of management of the agrarian sector of the economy. The understanding of the mechanism of management of agrarian economic systems, factors and functions of this mechanism are determined. The mechanism of management of agrarian economic systems should be considered as a system of principles, rules, norms and procedures, within the framework of which the goals and objectives of the agrarian economy are developed in accordance with the current economic laws. This mechanism should be in line with the ownership of the subjects of state domination of the region, organizational structures of management, market social and economic relations, natural conditions of economic activity and state economic policy concerning the development of agrarian production, etc., and also take into account the main economic relationships that exist between the individual structural components of the agrarian economic system.

Este artigo tem como objetivo reconstituir a evolução e diferenciação dos sistemas agrários identificados na Serra dos Tapes, Rio Grande do Sul. Para tanto, apoia-se no referencial teórico e metodológico de sistemas agrários, o qual proporcionou as ferramentas adequadas para compreender as transformações históricas e geográficas nas formas de ocupação e exploração agrícola no recorte espacial estudado, desde os seus primeiros habitantes até o contexto atual. Os procedimentos metodológicos da presente pesquisa consistiram em trabalhos de campo realizados na Serra dos Tapes, entrevistas com os moradores antigos e revisões bibliográficas sobre a referida região. Foram identificados, em totalidade, cincos sistemas agrários: Sistema Agrário Indígena (até 1780); Sistema Agrário Quilombola (1780 – 1858); Sistema Agrário Colonial (1858 – 1900); Sistema Agrário Contemporâneo I (1900 – 1960) e Sistema Agrário Contemporâneo II (1960 – até os dias atuais). Entre os eventos que marcaram a transição entre um sistema agrário e outro, destacam-se a ingerência portuguesa sobre a região sul do estado, durante os séculos XVIII e XIX, os processos de urbanização e industrialização dos municípios de Pelotas e Rio Grande, assim como processo de modernização da agricultura, marcada pela Revolução Verde.ABSTRACT:This paper aims to reconstitute the evolution and differentiation of the agrarian systems identified in Serra dos Tapes, Rio Grande do Sul. Therefore, laid on the theoretical and methodological reference of agrarian systems, which provided the adequate tools to grasping the historical and the geographical transformations in the forms of occupation and agricultural exploitation in the studied area, since its first inhabitants until the current time. The present research methodological procedures consist of field works executed in Serra dos Tapes, interviews with ancient residents and bibliographical review about mentioned region. Were identified five agrarian systems: Indigenous Agrarian System (until 1780); Quilombola Agrarian System (1780-1858); Colonial Agrarian System (1858 - 1900); Contemporary Agrarian System I (1900 - 1960) and Contemporary Agrarian System II (1960 - until nowadays). Among the events that defined the transition between one agrarian system and another, highlights the portuguese interference on state's south region, during XVIII and XIX centuries, Pelotas and Rio Grande's urbanization and industrialization processes, as well as agriculture modernization process, highlited by Green Revolution.Keywords: Serra dos Tapes; Agrarian Systems Theory; Evolution and Differentiation of Agrarian Systems.

Abstract:
The purpose of the article is to highlight the results of the analysis of organizational and economic transformations in the process of carrying out the agrarian reform and to draw the attention of scientists, government officials, and society to the urgency of solving the problem of improving the agrarian system of Ukraine. Research methods. During the research, the following methods were used: abstract-logical (to determine the essence of the agrarian system, the generalization of the organizational and economic transformations processes during the agrarian reform, the formation of conclusions); economic and statistical (to analyze the results of improving the agrarian structure) comparative analysis (to determine the positives and negatives of organizational and economic transformations in agriculture of the world countries and in Ukraine). Research results. During the process of agricultural transformation analyzing in 2000-2018, it was revealed that by 2010, instead of the state collective agrarian system in Ukraine, a private-lease agrarian system has been formed, the characteristic features of which are private ownership of land, property, and results of activities, lease land relations and the multiformity of organizational and legal forms of market management. As a result, the production and export of agricultural products increased significantly. However, in the future, a latifundist structure began to form in the agriculture of Ukraine due to the concentration of farmland for the use of vertically integrated agricultural holding groups, in general, it has a positive effect on the development of agricultural production. However, such a system carries the threat of landlessness of peasants and the spread of semi-feudal forms of agricultural land lease. It does not contribute to the rural communities' development and improves the living standards of rural residents, for most of whom agricultural and related activities are the main source of their own income and revenues to local budgets. Scientific novelty. The essence and definition of the concept "agrarian system" are substantiated. For the first time, it was concluded that as a result of agrarian organizational and economic transformations in Ukraine a private-lease agrarian system was formed, its positive aspects and threats were systematized. Scientific provisions and recommendations for the continuation of agrarian reform for the formation of an agrarian system aimed at the integrated (balanced) development of agriculture, rural communities, and territories have been further developed. Practical significance. The results of the study can be used by scientists, government officials, and practitioners to solve the problem of national importance - improving the agricultural system of Ukraine. Tabl.: 4. The forced expropriation has been, since the origins of the Peruvian Republic, a useful mechanism for the Government to meet its objectives, at the expense of the lawful damage inflicted to the private actors, conferring a fair compensation in return.In this article the current Peruvian legal regime of forced expropriation is studied, for which purpose both authors compare it with the regulation in the earliest Peruvian constitutions and laws, discovering that the concept has not always been designed in the same way by the constituent or the legislator.
La expropiación forzosa ha sido, desde los orígenes de la República, un mecanismo que ha servido al Estado para cumplir con sus objetivos, a costa del daño lícito causado al privado, y a cambio de un justiprecio. En el presente artículo se estudia el actual régimen jurídico de la expropiación forzosa en el Perú, para lo cual los autores lo comparan con lo regulado en las primeras constituciones y leyes peruanas, descubriendo que la figura no siempre fue pensada de la misma manera por el constituyente o el legislador.

Abstract:
This work introduces an alternative paradigm that claims that the primary industry of imperial Ethiopia has been (and still is) one that has evolved around the Abyssinian national mission vis-a-vis the populations it rules from a point of conquest. Abyssinia, like Catholic Spain in the Americas, carried out a series of 'civilising' missions (Christianising), that has spanned centuries to modern times. Around a theocratic mission evolved a service type industry, the author calls theo-industry. On that basis, the work demonstrates how well-known categories of 'land-tenure', namely, the gult/goolt, the gultenya/gooltenya, the rist, the ristenya, the gabbar and related others are categories of a fiscal system of theo-industry, not of an agrarian system or agrarian industry. It is argued how these rather complex categories belong in the realm of wages and pensions of a service-type industry, not in those of agriculture. By failing to establish the functional link between agriculture and the national mission of the rulers, the scholars of Ethiopian studies have so far been unable to identify this 'elusive' but all-pervasive primary industry of Ethiopia. That in turn, the author argues, has had a rub-off effect in hindering a clear and comprehensive understanding of issues such as poverty and famine. The central topic of this work is the 'identification' of this 'elusive' industry. The study of its evolution, set in historical grounds, of its dynamics and the intricate maze of multi-natured relations is attempted. On this basis, the option of creating an independent (from theo-industry), and more importantly, renewable agricultural industry is proposed as the key to tackling chronic levels of poverty and famine in Ethiopia

While the movement for fair trading practices in the world market dates back to the 1940s, the labeling and certification initiative “Fairtrade” has existed for about 25 years. My thesis is based on independent research I conducted in November 2013 in La Convención Valley, Peru. Through in-depth interviews with fifteen small farmers and several cooperative officials at La Central de Cooperativas Agrarias Cafetaleras (COCLA), I examine the discrepancies between what Fairtrade’s claims and what farmers themselves perceive to be the benefits and failures of the certification system. I argue that while in theory farmers receive a competitive price for their Fairtrade coffee, in reality this price is subject to many deductions at the cooperative level such that many certified farmers express little understanding of their role in Fairtrade. Additionally, claims of corruption within the cooperative point to deeply entrenched local hierarchies of power. Comparing La Convencion’s history of exploitative feudal systems to present-day complaints of farmers – that the majority of money remains in the hands of cooperative officials, who limit farmers’ access to important market information and flaunt a higher quality of life – suggests that Fairtrade is actually reproducing harmful conditions of the past. I conclude that Fairtrade certification fails to empower farmers to escape local hierarchies of power and the exploitative conditions of the capitalist neoliberal world market. Making global trade truly fair requires an emphasis on an alternative international economic world order that holds consumers more accountable and places more value on the lives and experiences of producers.

Il s’agit également de comprendre les mécanismes sous-jacents à l’émergence de structures de production du lait financiarisées. Enfin elle évalue les conséquences socio-économiques de la perte d’autonomie des systèmes de production et de la financiarisation. Cette recherche a mobilisé le cadre théorique de l’Agriculture comparée et s’est également appuyée sur le courant anglo-saxon des « Agrarian studies ». Elle a reposé sur l’analyse-diagnostic de la situation agraire de deux petites régions agricoles (Haute-vallée de Thames et Région de Selwyn). Nos travaux montrent l’importance du contexte économique et politique pour expliquer l’orientation de la production laitière néo-zélandaise vers des systèmes herbagers. Ils mettent également en évidence le rôle central de la libéralisation de l’économie pour expliquer la tendance à la perte d’autonomie observée depuis 1990. L’analyse économique montre que les systèmes herbagers demeurent toutefois performants en termes de création de valeur ajoutée et de revenu agricole par hectare. De son côté, si la financiarisation de la production laitière a permis d’accélérer son développement sur l’île Sud, elle n’a pas conduit à la mise en œuvre de systèmes de production plus performants en termes de création de valeur ajoutée. En revanche, elle amène à ce qu’une part importante de cette valeur ajoutée soit captée par des investisseurs ne prenant pas part au procesus productif. Au final, la question se pose de la pertinence du développement agricole à l’œuvre en Nouvelle-Zélande depuis les années 1990 du point de vue du développement durable
This thesis looks at the evolution of dairy farming and agrarian systems in New Zealand. It explains and characterizes the original path followed by dairy production in this country, which relied on low-input grazing systems until the 90s before moving away from it. It aims also at describing mechanisms underlying the emergence of financialised dairy production structures. Finally, we assess the socio-economic implications of both the shift toward higher-input dairy systems and the financialization of dairy production. This research uses the theoretical framework of Comparative agriculture supplemented by the Anglo-Saxon branch of Agrarian studies. It relied on the analysis-diagnosis the agrarian situation of two small rural areas (the Upper Thames Valley and the Selwyn district). Our work shows how fundamental has been the economic context to explain the focus on low-input grazing systems which characterised dairy farming in the New Zealand until the 90s. It argues that the economic liberalization has been a huge incentive for farmers to shift towards higher-input systems during the 90s. The economic analysis show that low-input systems are nevertheless more efficient in terms of added value and farm income generated per hectare. For its part, financialization permitted to accelerate the development of dairy production, but did not lead to more efficient production systems in terms of added value generated. However, it allows investors who do not take parts into the productive process to capture a significant part of this added value. Finally, the question arises whether or not the agricultural development observed in New Zealand since the 90s is relevant in terms of sustainable development

In 2015, a sharp decline in the sustainability of small agrarian businesses in Sierra Leone resulted in the gross domestic product declining by 41%. The purpose of this multiple case study was to explore the innovation strategies owners of small agrarian businesses use to sustain their businesses for longer than 5 years. The disruptive innovation theory was the conceptual framework for this study. The participants were 16 owners of small agrarian businesses from Makeni, Kenema, Bo, and Freetown districts in Sierra Leone who have sustained their businesses for longer than 5 years. Data were collected using semistructured interviews, personal notes, and a review of the ministry of agriculture documents. Member checking and methodological triangulation increased the validity and reliability of the study findings. Content and thematic data analysis using Yin's 5-step process provided the basis for identifying the findings. Data analysis resulted in the emergence of 5 themes: financial support, leadership, technology, enhanced competency, and organizational culture. The implications for positive social change include the potential to create employment opportunities for youths in the communities by enabling agrarian businesses in Sierra Leone to succeed and expand using innovation strategies.

Abstract:
This dissertation examines the character, conditions and change of peasant stratification in early modern Sweden. Wherever and whenever one looks, one finds that resources were unevenly spread among peasant households. In the literature, there are different, and conflicting, views compatible with this finding. In order to explain its character, this study places peasant stratification into a broader system of resource reproduction. Resource holding, families, and individuals are studied over time. The study is based on an extended family reconstitution comprising the landholding peasants in the Mid-Swedish parish of Björskog between 1620 and 1820. Data has been compiled from cadastres, poll tax registers, parish registers, court records, and maps, and has then been related to the information on resource holding as given by tax lists and probate inventories. Six elements and three general principles are identified as fundamental to systems of resource reproduction among peasants. Starting from these, the book argues that the resource holding of a Swedish peasant household was relatively independent of family demography; that wealthy peasants were able to retain large surpluses even during the period of high rent pressure in the seventeenth century; that the reproduction of poorer peasant households was imperfect whereas the reproduction of wealthier households was extended; that wealthy peasants dominated the local community; that economic inequalities within the class of landed peasants did not increase during the seventeenth and eighteenth centuries; that land accumulation and cyclical mobility became important features of peasant society, but not until the decades around 1800: and that the peasant community was characterized by a large degree of geographical and downward social mobility.

AbstractThis chapter explores the history of the “agrarian question,” or what to do about a deeply inequitable landowning system, in Brazil. It focuses on ideas and how they have interacted with actors, institutions and policy outcomes. It distinguishes between four periods. During the 1910s, pro-land reform ideas emerged but a conservative political context limited their influence. From the 1920s to the mid-1950s, such ideas diffused more widely, but there was little grassroots mobilisation for, or implementation of, reform. Between the late 1950s and the mid-1980s, conflict over land escalated and innovations arose in the ideational and institutional realms. Again, however, little land reform resulted. Finally, since the late 1980s, there have been major increases in mobilisation and reform. Nevertheless, the agrarian structure remains highly unequal.

Agrarian sector occupies a special place in the structure of the economy. The article presents the characteristics of this segment and its infrastructure in Ukraine. The transition to a market economy requires the formation of an appropriate market environment, without which the civilized market and agrarian, in the first place, cannot work normally. Agrarian producers independently choose channels for selling their products, forms of sales and sales of resources and use various intermediary structures in their economic activities. All these activities lead to the need to collect, accumulate and process growing information streams that farms have to use efficiently and in a timely manner. The harmonious development of the entire system of social production and food security of the country depends on the effective functioning of all available infrastructure components. Based on the foregoing, it is possible to understand that this topic is extremely important and require the research. The goal of the article is to investigate the condition of the agricultural market and its infrastructure in Ukraine. It was described the main problems of agriculture. To make the research about the topic, it was necessary to use data from the official site of State Statistic Service of Ukraine. It was analyzed the project Strategy for the development of the agrarian sector in Ukrainian economy for the period up to 2020. This project is developed by the Ministry of Agrarian Policy and Food of Ukraine. Also, it was needful to use synthesis, analysis, deduction, induction, and comparison methods. As a result of research, we described possible ways to resolve main problems in this sphere, made the analysis of the main statistical data which are related to the agrarian sector.

Abstract:
The agricultural sector of the economy is system-forming for Ukraine, guarantees the provision of food security of the state, forms the basis for the development of rural territories, influences environmental security, stimulates the development of other sectors of the economy. The level of financial security of the agrarian sector of the Ukrainian economy is caused by a number of factors, such as seasonal nature of production, limited shelf life of products, price disparity, low profitability, etc. Therefore, the purpose of the article is to analyze the development of the agro-industrial complex of Ukraine and the activities of the leading agroholdings of Ukraine, as well as to develop proposals for strengthening the financial security of the agricultural sector based on the results obtained. The goal of the study is based on a systematic approach and comparative economic analysis. The methodological basis is the general scientific methods and mechanisms for ensuring the financial security of enterprises. The conducted research has made it possible to establish that in recent years the financial security of the agricultural sector in Ukraine is carried out mainly through a set of programs, each of which is aimed at improving production efficiency. Over the past five years, capital investment and credit in agriculture have increased significantly. The article substantiates the need to manage the financial security of agro-industrial enterprises at the present stage of socio-economic development of Ukraine. The practical significance of the obtained results is determined by the fact that the conclusions and proposals can be used in the formation of the financial security strategy of the agricultural sector and the development of a mechanism for its implementation.

This paper primarily focuses on Czech agrarian foreign trade comparative advantage issues. The structure and comparative advantages distribution are analyzed in the period before (2001) and after the Czech EU accession (2015/2016). The main central aim of this paper is to identify and analyze changes in comparative advantages distribution and trade commodity structure which have occurred. Trade structure and comparative advantages distribution are analysed in relation to the EU and rest of the World (Developing countries, OECD members, CIS, etc.). Commodity structure (we applied HS system) is analysed specifically in relation to unit value development, trade volume development and comparative advantages distribution development. To successfully accomplish the above mentioned objectives, this paper applies Lafay index and Trade balance index. The results derived from individual analyses are highlighted through the “Product mapping method”. The product mapping matrix divides the entire set of exported products into 4 groups. The LFI index has been chosen for the “product mapping” approach because of its ability to take into consideration only those transactions which are truly related to individual countries’ trade performance. The TBI index has been utilized for its ability to divide the products according to their real trade performance into the above specified four quadrants. In the analysed period, Czech agrarian trade increased its dependency on EU Countries. The share of EU countries in regards to Czech agrarian trade turnover has increased from 78% to nearly 90%. Czech agrarian exports are dominated by low processed and semi-processed aggregations having a low unit value. On the other hand, imports can be characterized by a much higher unit value and a much higher processing level. Unfortunately, the unit value of Czech agrarian exports has been constantly decreasing on the other hand the unit value of imports is increasing. Czech trade comparative advantages exist in relation to the following set of products: HS10, HS12, HS01, HS04, HS15, HS24, HS22, HS11, HS17, HS03, HS16, HS09, HS13 and HS14.

Most agricultural periodicals do not adhere to recommendations for the design of a scientific journal recognized by world standards, and do not have adequate information platforms for interacting with both search engines and international citation indices. On June 5, 2020 State Institution “I.S. Lupinovich Belarus Agricultural Library” of the National Academy of Sciences of Belarus was appointed the executor of generation and filling the “Portal of publications of the Department of Agrarian Sciences of the National Academy of Sciences of Belarus”. The portal will consist of two elements. The first element is the portal itself, which will provide unified information about the new, most cited and viewed articles on agricultural topics, agricultural science news and will have a single search line for all materials posted on the portal. The second element is completely self-contained scientific journal sites. Each of the journals included in the project will receive its own separate site, which will fully comply with modern scientific publishing practices and the requirements of international scientific databases. The “Portal of the publications of the Department of Agrarian Sciences of the National Academy of Sciences of Belarus” and the sites of the journals will be developed in conjunction with the system of comprehensive support and support of the scientific journal “Elpub” Non-for-profit partnership “National Electronic Information Consortium”. The library has signed an agreement on cooperation with four organizations of the Department of Agrarian Sciences of the National Academy of Sciences of Belarus to provide materials published in their journals for filling the portal and sites. The implementation of this project will serve as a foundation for the future entry of Belarusian scientific agricultural journals into international scientific databases and will help to acquaint the world scientific community with the developments of Belarusian agrarian scientists.

This followed an earlier, highly successful series organised with the same partners in the second half of 2020 on What Future for Small-Scale Farming? The latest series included three online Zoom sessions led by APRA over January-March 2022 on topics including COVID-19 and its effects on local food systems and rural livelihoods, and transition pathways and strategies for supporting more equitable and resilient food systems in Africa. These virtual events were designed to replace an international conference that was part of APRA’s original end-of-programme plan, before the COVID-19 crisis prevented large, physical gatherings. The three e-Dialogues brought together APRA researchers and expert commentators from across sub-Saharan Africa, as well as a wider audience. The objective of these dialogues was to examine evidence and lessons from APRA’s six-year collaborative research programme (2016-22) analysing the dynamics of agricultural commercialisation processes, agrarian change and rural transformation in the region. This report looks at their impact, what worked well, and what could have been improved.
