Abstract:
This article gives a brief overview of the main features, functions and future perspectives of agencies in the European Union [EU]. It highlights the specific notion of the EU’s highly integrated, multi-level legal system as an explanatory factor for the specificities of agency design. The article looks at agencies in the EU through the lens of the structural and procedural arrangements for their independence and their accountability. The article comes to the conclusion that, generally speaking, accountability and independence are defined by and adapted to the position of an agency within the structure of administrative networks implementing EU law and policy. Their raison d’être is usually to coordinate Member State implementing activities rather than taking on these responsibilities themselves.Cet article présente un bref aperçu des caractéristiques principales, des fonctions et des perspectives d’avenir d’agences au sein de l’Union Européenne [UE]. Il met en évidence la notion particulière que les spécificités de la façon dont les agences sont structurées s’expliquent par le fait que le système juridique de l’UE est hautement intégré et à niveaux multiples. L’article examine des agences de l’UE dans la perspective des arrangements structuraux et procéduraux en vue de leur indépendance et de leur obligation de rendre compte. L’article conclut que de façon générale l’obligation de rendre compte et l’indépendance sont définies par, et adaptées à, la position d’une agence dans le cadre des réseaux administratifs qui appliquent la loi et les politiques de l’EU. Leur raison d’être est généralement de coordonner les activités d’application des États Membres plutôt que d’être chargées elles-mêmes de ces responsabilités.

Abstract:
Nous proposons d’apporter un regard critique sur la notion d’empathie employée dans les modèles de conception collaborative. Il semble que l’injonction faite par le design, de comprendre l’expérience d’autrui à travers une posture empathique, nous fasse oublier le dispositif de co-conception, dans lequel « la place de l’autre » se construit. En effet, en cherchant à nous « mettre à la place d’autrui » nous figeons son identité. Or, nos observations participantes de projets collaboratifs dans une agence digitale nous ont permis de voir que, durant le processus de co-conception, les gens prennent conscience d’eux-mêmes et évoluent. Cette « révélation de soi » ne nous semble pourtant pas dépendre de la capacité des acteurs à se montrer empathique, mais d’une forme de dramaturgie. Nous proposons alors de comprendre la co-conception en termes de situation afin d’en montrer la logique dispositive bienveillante à travers laquelle l’identité des participants évolue.

Cet article porte sur l’intégration de l’aménagement du territoire et des transports au niveau métropolitain en Amérique du Nord. Au moyen d’une analyse de contenu d’entretiens semi-dirigés et d’une recherche documentaire, deux grandes régions métropolitaines, Toronto et Chicago, sont comparées quant à leur cheminement institutionnel vers une plus grande intégration de la planification des transports et de l’aménagement du territoire. Les interventions des différents paliers d’autorité sont décrites et comparées, mettant en exergue la manière dont le défi d’intégration est entrepris des deux côtés de la frontière. Alors que le gouvernement de l’Ontario a emprunté une approche législative et davantage centralisée, avec la création d’une agence de transport métropolitaine contrôlée par le ministre des Transports et l’adoption de deux lois de gestion de la croissance avec obligation de conformité, le gouvernement de l’Illinois a opté pour une approche plus décentralisée, avec la création d’une agence de planification régionale aux capacités de financement et à l’autorité limitées, dont le fonctionnement est basé sur la coopération volontaire entre acteurs locaux. Les différentes trajectoires empruntées dans les deux régions indiquent que la dimension verticale de la gouvernance constitue un passage obligé, à certaines étapes des politiques visant l’intégration des transports et de l’aménagement du territoire au niveau régional, et soulève des questions quant à l’impact du design institutionnel des nouvelles agences de planification sur le financement des projets de transport et les décisions relatives à l’utilisation du sol.

Abstract:
Cet article propose un état intermédiaire d’une recherche en cours portée par le laboratoire Dicen-IdF (équipe du CNAM) et l’UTT. Elle s’inscrit dans le cadre d’un partenariat informel avec la ville des Lilas et la préfecture de Police, commissariat de circonscription des Lilas, qui ont accepté d’ouvrir le terrain à l’équipe de recherche et ses designers. Les chercheurs ont sollicité la collaboration de l’agence de design Vraiment Vraiment, qui se définit comme une agence de design d’intérêt général spécialisée dans l’innovation publique. La recherche met en évidence l’intérêt des méthodes de communication dites dialogiques ou collaboratives pour contribuer aux actions de prévention à destination des regroupements de jeunes et, dans notre cas, à prévenir des rixes. Elle contribue également l’expérimentation de méthodes de Recherche Intervention par le Co-Design (RICO-D) à travers laquelle les chercheurs s’associent à des designers pour co-produire avec les acteurs de terrain l’analyse des situations et les propositions de solutions. Après une présentation du contexte et du terrain nous passerons en revue l’ensemble des dispositifs de prévention mis en place par les différents acteurs. Nous présentons les dispositifs de communication collaborative proposés par les designers et celui qui a été retenu et qui sera prototypé et expérimenté en 2023. Cette recherche est également l’occasion de présenter le modèle ECoPI (Engagement, Compétence, Performance, Bilan), qui correspond à la description du parcours transactionnel associé à l’enquête et du modèle DIPE (Définition, Idéation, Prototypage, Évaluation) qui correspond à une déclinaison du parcours transactionnel ECoPI à l’approche transactionnelle du design. Ces modèles contribuent à l’opérationnalisation de la sémiotique des transactions coopératives dans le cadre d’études de terrain.

Abstract:
Within the framework of the technological development of the VULCAIN rocket engine (Ariane V European project), initiated by the Centre National d’Etudes Spatiales (CNES) for the Agence Spatiale Europe´enne (ESA), the Socie´te´ Europe´enne de Propulsion (SEP) is in charge of the design and building of the liquid hydrogen turbopump. In order to characterize the hydraulic performance of the pump, an air test facility reproducing the pump geometry was built by SEP and fitted in the Laboratoire de Me´canique des Fluides et d’Acoustique of the Ecole Centrale de Lyon. Benefits and disadvantages of air tests of hydraulic pumps are discussed. The pump is composed of three stages. The first one is an axial inducer stage. The second and third ones are centrifugal stages with vaned diffusers and are separated by a U bend and a vaned return channel. Results of the first measurement campaign are presented. They consist of overall pressure, wall static pressure and velocity measurements. Local quantities (velocity triangle, pressure) and mean quantities (pressure rise, losses, efficiency) are given. Recirculating and wake flow analysis are included. The goals of the study are the understanding of the flow behavior and the improvement of the prediction methods. Predicted and measured quantities (losses, efficiency, kinetic momentum) are compared. The hydrogen performances are deduced, they agree with the specified performances of the pump. This validation is one of the main results achieved.

Abstract:
Abstract STUDY QUESTION Are GnRH tests and serum inhibin B levels sufficiently discriminating to distinguish transient constitutional delay of growth and puberty (CDGP) from congenital hypogonadotropic hypogonadism (CHH) that affects reproductive health for life? SUMMARY ANSWER Both parameters lack the specificity to discriminate CDGP from CHH. WHAT IS KNOWN ALREADY GnRH tests and inhibin B levels have been proposed to differentiate CDGP from CHH. However, their diagnostic accuracies have been hampered by the small numbers of CHH included and enrichment of CHH patients with more severe forms. STUDY DESIGN, SIZE, DURATION The aim of this study was to assess the diagnostic performance of GnRH tests and inhibin B measurements in a large cohort of CHH male patients with the whole reproductive spectrum. From 2008 to 2018, 232 males were assessed: 127 with CHH, 74 with CDGP and 31 healthy controls. PARTICIPANTS/MATERIALS, SETTING, METHODS The participants were enrolled in two French academic referral centres. The following measurements were taken: testicular volume (TV), serum testosterone, inhibin B, LH and FSH, both at baseline and following the GnRH test. MAIN RESULTS AND THE ROLE OF CHANCE Among CHH patients, the LH response to the GnRH test was very variable and correlated with TV. Among CDGP patients, the LH peak was also variable and 47% of CHH patients had peak LH levels overlapping with the CDGP group. However, no patients with CDGP had an LH peak below 4.0 IU/l, while 53% CHH patients had LH peak below this threshold. Among CHH patients, inhibin B levels were also variable and correlated with TV and peak LH. Inhibin B was significantly lower in CHH patients than in CDGP patients but 50% of CHH values overlapped with CDGP values. Interestingly, all patients with CDGP had inhibin B levels above 35 pg/ml but 50% of CHH patients also had levels above this threshold. LIMITATIONS, REASONS FOR CAUTION As CHH is very rare, an international study would be necessary to recruit a larger CHH cohort and consolidate the conclusion reached here. WIDER IMPLICATIONS OF THE FINDINGS Peak LH and basal inhibin B levels are variable in both CHH and CDGP with significant overlap. Both parameters lack specificity and sensitivity to efficiently discriminate CHH from CDGP. This reflects the varying degree of gonadotropin deficiency inherent to CHH. These two diagnostic procedures may misdiagnose partial forms of isolated (non-syndromic) CHH, allowing them to be erroneously considered as CDGP. Abstract STUDY QUESTION Do human granulosa cells (GCs) ingest and destroy apoptotic oocytes? SUMMARY ANSWER Somatic GCs ingest and destroy apoptotic oocytes and other apoptotic substrates through unconventional autophagy-assisted phagocytosis. WHAT IS KNOWN ALREADY Most (99%) ovarian germ cells undergo apoptosis through follicular atresia. The mode of cleaning of atretic follicles from the ovary is unclear. Ovarian GCs share striking similarities with testicular Sertoli cells with respect to their origin and function. Somatic Sertoli cells are responsible for the elimination of apoptotic spermatogenic cells through unconventional autophagy-assisted phagocytosis. STUDY DESIGN, SIZE, DURATION Human GCs were tested for the ability to ingest and destroy the apoptotic oocytes and other apoptotic substrates. A systemic study of the main phagocytosis steps has been performed at different time points after loading of apoptotic substrates into the GC. PARTICIPANTS/MATERIALS, SETTING, METHODS Primary cultures of GC retrieved following controlled ovarian stimulation of five women for IVF/ICSI and a human granulosa KGN cell line were incubated with different apoptotic substrates: oocytes which underwent spontaneous apoptosis during the cultivation of immature germ cells for IVF/ICSI; apoptotic KGN cells; and apoptotic membranes from rat retinas. Cultured GC were analyzed for the presence of specific molecular markers characteristic of different steps of phagocytic and autophagy machineries by immunocytochemistry, confocal microscopy, transmission electron microscopy and western blotting, before and after loading with apoptotic substrates. MAIN RESULTS AND THE ROLE OF CHANCE Incubation of human GC with apoptotic substrates resulted in their translocation in cell cytoplasm, concomitant with activation of the phagocytosis receptor c-mer proto-oncogene tyrosine kinase MERTK (P < 0.001), clumping of motor molecule myosin II, recruitment of autophagy proteins: autophagy-related protein 5 (ATG5), autophagy-related protein 6 (Beclin1) and the rise of a membrane form of microtubule-associated protein 1 light chain 3 (LC3-II) protein. Ingestion of apoptotic substrates was accompanied by increased expression of the lysosomal protease Cathepsin D (P < 0.001), and a rise of lysosomes in the GCs, as assessed by different techniques. The level of autophagy adaptor, sequestosome 1/p62 (p62) protein remained unchanged. LARGE SCALE DATA N/A LIMITATIONS, REASONS FOR CAUTION The number of patients described here is limited. Also the dependence of phagocytosis on reproductive hormone status of patients should be analyzed. WIDER IMPLICATIONS OF THE FINDINGS Removal of apoptotic oocytes by surrounding GC seems likely to be a physiological mechanism involved in follicular atresia. Proper functioning of this mechanism may be a new strategy for the treatment of ovarian dysfunctions associated with an imbalance in content of germ cells in the ovaries, such as premature ovarian failure and polycystic ovary syndrome. Abstract:
Introduction In 2011, the Agence de la santé et des services sociaux de Montréal (ASSSM), in partnership with the region’s Centres de santé et de services sociaux (CSSS), coordinated the implementation of a program on cardiometabolic risk based on the Chronic Care Model. The program, intended for patients suffering from diabetes or hypertension, involved a series of individual follow-up appointments, group classes and exercise sessions. Our study assesses the impact on patient health outcomes of variations in the implementation of some aspects of the program among the six CSSSs taking part in the study. Methods The evaluation was carried out using a quasi-experimental “before and after” design. Implementation variables were constructed based on data collected during the implementation analysis regarding resources, compliance with the clinical process set out in the regional program, the program experience and internal coordination within the care team. Differences in differences using propensity scores were calculated for HbA1c results, achieving the blood pressure (BP) target, and two lifestyle targets (exercise level and carbohydrate distribution) at the 6- and 12-month follow-ups, based on greater or lesser patient exposure to the implementation of various aspects of the program under study. Results The results focus on 1185 patients for whom we had data at the 6-month follow- up and the 992 patients from the 12-month follow-up. The difference in differences analysis shows no clear association between the extent of implementation of the various aspects of the program under study and patient health outcomes. Conclusion The program produces effects on selected health indicators independent of variations in program implementation among the CSSSs taking part in the study. The results suggest that the effects of this type of program are more highly dependent on the delivery of interventions to patients than on the organizational aspects of its implementation.

Ce terrain me permet d'observer des situations de co-conception qui rassemblent une agence et une organisation cliente, situations peu étudiées dans la littérature. Notre immersion et notre engagement en tant que designeure nous a permis de faire l'expérience des temporalités du travail en agence et de revenir en particulier sur ce que le vocabulaire et les méthodes dites de “sprint” supposent de rapport au temps dans la conception. C'est une thèse pluridisciplinaire qui réunit les sciences de l'information et de la communication et du design. Elles permettent d'analyser ensemble les situations de communication et de design ainsi que les supports qui les soutiennent.Il nous a ainsi paru important de comprendre la situation de co-conception moins à travers le concept d'espace (qui a tendance à prédominer) qu'à travers celui du temps.Notre hypothèse est que l'on peut considérer l'activité de design comme l'organisation de formats temporels qui ont des effets sur la participation mais aussi qui présupposent des modèles de la conception. La thèse porte attention aux dynamiques d'émergence. Ces dernières font intervenir un autre rapport au temps fondé sur des inter-relations en mouvement. This thesis takes place within a digital agency that implements design methods that allow its clients to be involved in the design. This field allows me to observe co-design situations that bring together an agency and a client organization, situations that have been little studied in the literature. Our immersion and our commitment as a designer allowed us to experience the temporalities of agency work and to come back in particular to what the vocabulary and the so-called “sprint” methods imply in relation to time in design. It is a multidisciplinary thesis that brings together the sciences of information and communication and design. They make it possible to jointly analyze communication and design situations as well as the supports that support them.It therefore seemed important to us to understand the co-design situation less through the concept of space (which tends to predominate) than through that of time.Our hypothesis is that we can consider the activity of design as the organization of temporal formats which have effects on participation but also which presuppose models of design. The thesis pays attention to the dynamics of emergence. These latter involve another relationship to time based on moving inter-relations. This hypothesis thus more particularly led us to study the “sprint” method as a temporal format but also to be attentive to what emerges at the heart of these “formatted” situations and to the way in which design expertise ties and unties temporalities. Finally, we observe that the design situation opens up a transitional space, a “benevolent device”, where time is “dynamically suspended” precisely to allow links to be forged between the plurality of temporalities that crosses the project between past, present and future

Apprendre à porter un regard et à adopter une posture ethnologique pour élucider notre contemporain, pour comprendre les autres et soi-même. Une agence de design est ici le terrain d'une approche ethnologique, celle d'une ergonome réalisant une observation participante; et qui s'ouvrant à l'ethnologie et à l'ethnométhodologie, cherche à identifier les allants-de-soi, les croyances et les pratiques de ses membres. Quels sont les sens que les individus appartenant à une culture multiple donnent à leurs activités quotidiennes ? IP est une agence de design et d'innovation particulière. La croyance sur laquelle elle se base est celle de l'alliance entre les sciences humaines et sociales et le design. Pendant près de quatre ans, des designers et une ergonome ont travaillé dans cette agence, sur des projets d'innovation produit. Ces derniers ont été les supports observables des croyances et des pratiques des membres et ils illustrent ici leurs évolutions afin de répondre à l'alliance entre observation et création. Le travail des individus est passé d'une activité cloisonnée entre des métiers différents qui se méconnaissaient, à celle d'une équipe dans laquelle se sont constitués des allants-de-soi, des pratiques communes, des échanges et des partages, vers une co-construction de la méthode de l'agence, vers un travail de construction identitaire. Learning how to carry a glance and to adopt an ethnological posture to elucidate our contemporary, to understand the others and oneself Here,a design agency is the ground for an ethnological approach, that of an ergonomist carrying out a participating observation; and who open to ethnology and ethnomethodology, is giving an attempt to identify the obvious concepts, the beliefs and the practices of its members. What are the directions that the individuals belonging to a multiple culture give to their daily activities? IP is a particular agency of design and innovation. The belief on which it is based is that of an alliance between social sciences and desjgn. During nearly four years, designers and an ergonomist have worked in this agency, on projects of products innovation. Those were the observable supports of the beliefs and of the practices of the members and they illustrate here their evolutions in order to answer to the alliance between observation and creation. Dans le contexte spécifique de la création de MOOC en agence, nous décrivons le design des formations en ligne sous deux angles : celui de l’activité de design et celui des expériences produites.Bénéficiant d’un statut particulier de Doctorante salariée d’une agence spécialisée en formation en ligne, des « scènes de vie » issues d’une participation observante ont permis d’établir un modèle de design, selon la Théorie de l’Activité.Pour l’étude d’expériences, quatre projets MOOC de l’agence ont servi d’études de cas. Après la présentation des choix de conception spécifiques à chaque projet et des résultats quantitatifs obtenus, les représentations issues d’expériences sont analysées suite à la réalisation d’entretiens semi-directifs.Ces travaux proposent finalement une méthode de description du design et d’analyse conjointe du design et des expériences. In the domain of training, new technologies have come and gone but have not provided real answers to the problems of online continuing training. And yet, with each introduction of a new technology, research is conducted into the learners, the theoretical aspects of course design and the characterization of the devices created. What is lacking seems to be an analysis of design in the field; such an analysis would make it possible to imagine positive developments and to implement research results in hands-on practice.In the era of MOOC and their use by companies, how are online continuing training courses designed ? In the specific context of the creation MOOC by an agency, we set out to describe the design of online training from two perspectives : that of the design activity and that of the experiences that the training brings about.For this research I had the advantage of being at the same time a PhD student and a salaried employee of an agency specialized in online training and was thus able to collect « scenes of life » as both participant and observer and these were used to establish a model of design, according to the Theory of Activity.For the study of the experiences, four MOOC projects of the agency served as case studies. After a presentation of the design choices specific to each project and the quantitative results obtained, the representations resulting from the experiences are analyzed based on the semi-directive interviews that we carried out.Finally, this work proposes a descriptive method of design and joint analysis of design and experiences. As part of the observed field, new perspectives related to the design of online training were raised concerning the mediation of knowledge, its strategic and evolutionary dimensions

Parmi ces caractéristiques, une attention particulière est portée sur les problématiques de surveillance, de gestion de l’information et de contraintes budgétaires. Le premier chapitre de cette thèse contribue au débat sur la transparence dans le secteur public en considérant l’une de ses caractéristiques majeure : un budget limité. Cette question est étudiée comme un problème de design informationnel et utilise un modèle principal agent sous aléa moral pour montrer que la transparence a plus de chance d’être sélectionnée par le principal lorsque que le budget disponible et la valeur de la tache sont faibles. Le deuxième chapitre s’attache à offrir une nouvelle explication théorique à l’intuition associant un accroissement de la pression bureaucratique à une baisse de la qualité. Dans ce but, l’idée d’«extra-mile» est introduite dans un modèle principal agent classique sous aléa-moral. Le management bureaucratique est caractérisé par l’introduction d’une procédure définie comme l’association d’une codification et d’une vérification. Une telle procédure permet une vérification plus précise de l’action de l’agent mais est source d’inefficience sociale. Le dernier chapitre, dans une démarche théorique et empirique, propose une nouvelle explication de la différence des prix de l’eau en France en se fondant sur des arguments organisationnels
This thesis focuses on the structural specificities of the public sector and how they impact incentives and performance. It uses the microeconomic tools of contract theory and econometric analysis. Among these characteristics, special attention is paid to monitoring, information management and budget constraints by applying a theoretical lens, that allows to provide new insights into the incentive systems in place in the public sector. The first chapter contributes to the debate on transparency in the public sector by considering one of its major features, i.e. a limited budget. This issue is studied as an information design problem and employ a principal-agent model with moral hazard to show that if the principal has to choose between total transparency and total opacity, then transparency is more likely to be optimal when tasks are least valuable and budgets are lowest. The second chapter aims at capturing a new theoretical explanation for the widespread intuition that more bureaucracy could lead to less effort and quality despite improved control. To that end, the idea of “the extra mile” is introduced in a classic principal-agent model with moral hazard. Bureaucratic management is characterized by the use of procedures, defined as the association of codification and verification. A procedure allows for more accurate verification of the agent’s action, but is socially inefficient. In the third chapter, using both theory and regression analysis, we propose a new explanation for price differences in the French water industry based on organizational arguments

L'arrivée des labels sur le marché de l'immobilier et de la construction permet de mettre au goût du jour l'idée de « durabilité » dans la conception architecturale et de raviver un débat typiquement local. La polémique concerne, plus précisément, la mise en œuvre des labels « LEED » d'origine nord-américaine. Ce « durable » « occidental » et procédural, qui sert des logiques économique et de marketing, ne représente pas, selon les architectes, l'« authentique ». Or, l'Inde est le pays, par excellence, du « durable » : il suffit de regarder autour de soi les modes de vie, la culture indienne, ou évidemment, l'architecture « traditionnelle » et « vernaculaire ». Au delà de cette rhétorique entre tradition et modernité, en suivant dans les petits détails des projets d'architecture en train de se faire, l'enquête ethnographique montre les similarités entre ces deux lieux de conception. This work explores the making of sustainability in the field of architecture in India. It is based on two ethnographical studies made in 2011 and 2012, in an architectural studio in the city of Ahmedabad (in the State of Gujarat) and in an consultancy firm in the city of Bombay (in the State of Maharashtra). The arrival of labels on the real estate and construction markets makes it possible to date the idea of sustainability in architectural design and rekindle a typical local debate. The controversy more specifically concerns the implementation of LEED certifications of American origin. This “Western” and procedural sustainability, which serves economic and marketing logics, does not represent, according to the architects, the “authentic” one. But then, India is said to be, par excellence, the country of sustainability: just look the lifestyles, Indian culture, or of course, the “traditional” and “vernacular” architecture. Beyond the rhetoric between tradition and modernity, the ethnographic investigation follows the small details of architectural projects in the making and shows the similarities between the studio and the consultancy firm. The fate of sustainability is related, in one way or another, to ideas of commitment and conviction. The ideal of sustainability is not lying so much on a certainty (which still more or less depends on the actors), but on the daily life and on the practices that tend to give it life and the most substance possible

Similar to the physical world, these worlds are pre-defined prior to their use. The resultant environments serve certain purposes but do not take into consideration possible changes to the purposes during their use, changes which often occur when the occupants interact with the environments and with each other. Virtual worlds as networked environments can be flexibly configured and programmed. This flexibility makes it possible to consider virtual world designs in terms of dynamics and autonomy, reflecting the changing needs of different moments. To achieve dynamic designs of virtual worlds, this study applies a computational approach using rational design agents. A Generative Design Agent (GDA) model is developed that specifies computational processes for reasoning and designing in virtual worlds. The GDAs serve as personal design agents to the virtual world occupants. Design formalisms for virtual worlds are also addressed. The design component of a GDA is supported by the application of a generative design grammar. On one hand, generative design grammars serve as the generative force to be applied by the GDAs for virtual world design automation. On the other hand, each grammar defines coherent stylistic characterisations shared by the virtual world designs it generates. The technical outcomes of the research consist of the GDA model and a generative design grammar framework. The framework provides guidelines and strategies to designers for developing generative design grammars that produce different design languages for virtual worlds, rather than predefine every detail of all possible virtual world designs. GDAs monitor the virtual worlds and the various activities that occur in the worlds, interpret the occupants’ needs in the virtual worlds and the state of the worlds based on these observations, hypothesise design goals in order to satisfy these needs, and finally apply generative design grammars to provide virtual world designs for the moment, or initiate other actions in the worlds, according to the current design goals, on behalf of the occupants. The development of the GDA model and the generative design grammar framework provides new perspectives for understanding and developing virtual worlds. The GDA model challenges the conventional way that virtual worlds are designed and implemented, and this leads to dynamic designs of virtual worlds. Abstract:
In the field of digital media, the study of interactive narratives holds the aesthetics of agency and dramatic agency as core to digital design. These principles hold that users must reliably be able to navigate the interface and the narrative elements of the artifact in order to have a lasting appeal. However, due to recent academic and critical discussions several digital artifacts are being focused on as possible new ways of engaging users. These artifacts do not adhere to the design aesthetics foundational to digital media, but represent a movement away from the principle of dramatic agency in interactive narratives. In an attempt to understand this separation and offer a solution to this developing issue, another non-digital interactive medium was studied: tabletop role-playing games. The designers of this medium were studied to understand the techniques and methods they employed to create dramatic interactive narratives for their users. These case studies suggested the designers used a third design aesthetic, design agency, to help balance the tension between agency and dramatic agency of the users of their medium. This design aesthetic could provide a balancing force to the current issues arising within interactive narrative.

AbstractInterspeciesForms hybridizes mycelia’s agency of growth with architectural de-sign intention in the generation of novel, crossbred designed outcomes. In order to establish a direct dialogue between architectural and mycelia agencies, robotic feedback systems are implemented to extract data from the physical and feed it in-to the digital realm. Initiating this cyclic feedback system, mycelia growth is scanned in order to computationally visualize its entangled network and agency. Based on the logic of stigmergy, computational agents trace around the organisms patterns of growth, forming entangled and complex networks. Through this unification of biological growth and computational agencies, non-indexical crossbred outcomes begin to emerge. Bringing this hybridized computational form back into the physical realm, form is 3D printed with a customized mixture of mycelium and agricultural waste. Once the geometry has been extruded, the robot, patiently waits for the mycelia to grow and react to the living extrusions. The architect then responds with a countermove by scanning this new growth and continuing the cyclic feedback system between nature-machine and architect. This procedure demonstrates form emerging in real time according to the co-creational design process and dialogue between architectural and mycelia agencies.

This paper describes a secure migration process of mobile agents between agencies. Mobile-C is an IEEE Foundation for Intelligent Physical Agents (FIPA) standard compliant multi-agent platform for supporting C/C++ mobile and stationary agents. This secure migration process is inspired from Secure Shell (SSH). Before migration, both agencies authenticate each other using public key authentication. After successful authentication, an encrypted mobile agent is transferred and its integrity is verified. Mobile-C is specially designed for mechatronic and factory automation systems where, for correct system operations, agencies must accept mobile agents from trusted agencies. For this reason, the emphasis is on strong authentication of both agencies involved in migration process. Security aspects of other popular mobile agent systems are described briefly. A comparison study with SSH protocol is performed and future work is elaborated.

This paper introduces the research carried out on the design of a robotized teleechography system. Such a system is composed of a master control device and a slave robotic manipulator. Our objective is to contribute to the French Agence National de Recherche (ANR) project PROSIT by designing both devices. To define the kinematic architecture, we had proposed an approach based on the analysis of the expert gesture as a first step of the design process. We have used a motion capture system to study the ultrasound examination gesture and to define the kinematic specifications for the proposed manipulator. A new kind of architecture was selected: the spherical parallel mechanism (SPM). We have chosen it because it reaches the constraint requirements. The kinematic architecture was synthesized by executing a real-coded genetic algorithm (GA). We integrated optimization criteria in the synthesis of the selected architecture. We have fixed a minimum required workspace and we have chosen to optimized the SPM in terms of dexterity and compacity. Another important part of our research was to design a haptic device to provide a very intuitive control of the tele-operated robot. We have opted for a free hand interface that integrates an active force control and feedback. An Inertial Measurement Unit (IMU) has been integrated. The data collected from the IMU that we integrated are processed by a Kalman Filter. But we have modified this predictor-estimator tool from the state of art to adapt its behavior with respect to the type of motion done by the operator. Experimentations via our motion capture system have demonstrated the accuracy of this orientation control strategy. The final step will be the experimental and clinical validation on real patients.

Abstract:
Agent technology has been revisited as a complementary approach to the object paradigm in order to design and implement complex distributed software. Objects and agents have many similarities, but agents are also driven by beliefs, goals, capabilities, plans, and a number of agency properties such as autonomy, adaptation, interaction, learning and mobility. Moreover, cooperating software agents must incorporate different collaborative capabilities in order to work together in heterogeneous contexts. In practice, a complex application is composed of objects and multiple types of agents, each of them having distinct agency properties and capabilities. An additional difficulty is that these capabilities and properties typically overlap and interact with each other, and a disciplined scheme to composition is required. This paper discusses software engineering approaches for multi-agent systems, and presents a new approach for building multi-agent object-oriented software from early stage of design. This approach (i) describes structured integration of agents into the object model, (ii) incorporates flexible facilities to build different types of software agents, (iii) encourages the separate handling of each property and capability of an agent, (iv) provides explicit support for disciplined and transparent composition of agency properties and capabilities in complex software agents, and (v) allows the production of agent-based software so that it is easy to understand, maintain and reuse. The proposed approach explores the benefits of aspect-based design and programming for the incorporation of agents in object-oriented systems. We also demonstrate our multi-agent approach through the Portalware system, a web-based environment for the development of e-commerce portals.

Abstract:
Agent technology is emerging as an important concept for the development of distributed complex systems. A number of mobile agent systems have been developed in the last decade. However, most of them were developed to support only Java mobile agents. Furthermore, many of them are standalone platforms. In other words, they were not designed to be embedded in a user application to support the code mobility. In order to provide distributed applications with the code mobility, this article presents a mobile agent library, the Mobile-C library. The Mobile-C library is supported by various operating systems including Windows, Unix, and real-time operating systems. It has a small footprint to meet the stringent memory capacity for a variety of mechatronic and embedded systems. This library allows a Mobile-C agency, a mobile agent platform, to be embedded in a program to support C/C++ mobile agents. Functions in this library facilitate the development of a multi-agent system that can easily interface with a variety of hardware devices.

Abstract:
Customs agencies operate under the protection of a customs agent patent as a natural person, and there is a reform to the Federal Customs Law published in the Official Gazette of the Federation on June 25, 2018, establishing the Customs Agency model so that they can operate under the concept of "Customs Agency Patent", conceptualized as a legal person. The objective of the new modifications of the Federal Customs Law in article 167-D establishes the promotion of customs clearance of merchandise for third parties in different customs regimes. Maintaining the continuity of the operations of the Customs Agencies against the risk of extinction due to the lack of the person who holds the Customs Patent, regardless of the reason or cause, through internal strategies of Corporate Governance practice models for compliance with regulations applicable according to the challenges of competitiveness in Foreign Trade and Customs. This article presents a methodological intervention proposal as part of a Master thesis in Administration project at the Tecnologico Nacional de Mexico campus Tijuana.

Abstract:
In temporary agency work (TAW), the temporary work agency and the user company have employer responsibilities related to the occupational safety and health of the temporary agency workers. The aim of the study was to investigate strengths and development needs in TAW as perceived by managers of temporary work agencies. Semi-structured interviews were conducted to collect data from 19 managers at 10 temporary work agencies. The data were analyzed using qualitative content analysis. The results show that TAW is a flexible and valuable option for facilitating employment. However, there is room for developing TAW practices and procedures with the co-operation of temporary work agencies, temporary agency workers, and user companies. The findings of this study contribute to development of the occupational safety, health, and well-being of agency workers, and sustainable TAW.

Abstract:
The Planning Act of 28 June 2006 prescribed that a reversible repository in a deep geological formation be chosen as the reference solution for the long-term management of high-level and intermediate-level long-lived radioactive waste. It also entrusted the responsibility of further studies and investigations on the siting and design of the new repository upon the French Radioactive Waste Management Agency (Agence nationale pour la gestion des de´chets radioactifs – Andra), in order for the review of the creation-licence application to start in 2015 and, subject to its approval, the commissioning of the new repository in 2025. In late 2009, Andra submitted to the French government proposals concerning the implementation and the design of Cige´o (Centre industriel de stockage ge´ologique). A significant step of the project was completed with the delineation of an interest zone for the construction of the repositor’s underground facilities in 2010. This year, Andra has launched a new dialogue phase with local actors in order to clarify the implementation scenarios on the surface. The selected site will be validated after the public debate that is now scheduled for the first half of 2013. This debate will be organized by the National Public Debate Committee (Commission nationale du de´bat public). In parallel, the State is leading the preparation of an territorial development scheme, which will be presented during the public debate. The 2009 milestone also constitutes a new step in the progressive design process of the repository. After the 1998, 2001 and 2005 iterations, which focused mainly on the long-term safety of the repository, the Dossier 2009 highlighted its operational safety, with due account of the non-typical characteristics of an underground nuclear facility. It incorporates the first results of the repository-optimisation studies, which started in 2006 and will continue in the future. The reversibility options for the repository constitute proposals in terms of added flexibility in repository management and in package-recovery levels. They orient the design of the repository in order to promote those reversibility components. They contribute to the dialogue with stakeholders in the preparation of the public debate and of the future act on the reversibility conditions of the repository. The development of the repository shall be achieved over a long period, around the century. Hence, the designer will acquire additional knowledge at every new development of the project, notably during Phase 1, which he may reuse during the following phase, in order, for instance, to optimise the project. This process is part of the approach proposed by Andra in 2009 pursuant to the reversibility principle.

Abstract The computing paradigm where sensor and actuator technology work in tandem to track and act on events in real Euclidean space, known as ambient intelligence (AmI), is likely to become increasingly common due to the rapid maturation of computing technology. Installing AmI in the built environment creates ambient intelligent environments (AmIE), which strive to make the places we inhabit (invisibly) sensitive and responsive to our presence, needs, wants, and preferences. Given that built environments and the goings-on therein are complicated in an of them selves, implementing AmI for (increasingly) complicated tasks in (increasingly) complicated scenarios, increases the difficulty of managing the outcomes in AmIEs. Our previous research indicates that industry practitioners attribute the agency of AmI artifacts as responsible for these outcomes; especially when harm perpetuation is (one of) the outcome(s), which we codified as the Agency/Intelligence Axis [1]. Due to the nascence of AmI, research on best practices for the design-engineering of AmI is still emerging. This research seeks to add to this literature by evaluating our formerly identified Agency/Intelligence Axis in the context of AmIE through a case study of VyZee, a retail company working on transitioning their retail stores to “smart” stores. Our findings highlight that while VyZee seems largely unaware of any relationship between agency and perpetuating un-anticipated/-desired outcomes, they do implement an array of levels of AmI agency in their retail stores, and their justifications for their choices are presented in the discussion. Finally, coding the data revealed more nuance then previously documented in the Agency/Intelligence Axis, and a new Ambient Intelligent Agent Model, which suggests that AmI agents have six properties, is proposed.

Considering the agent-based modeling and mapping in manufacturing system, some system models are described in this paper, which are included: Domain Based Hierarchical Structure (DBHS), Cascading Agent Structure (CAS), Proximity Relation structure (PRS), and Bus-based network structure (BNS). In DBHS, one sort of agents, called static agents, individually acts as Domain Agents, Resources Agents, UserInterface Agents and Gateway Agents. And the others, named mobile agents, are the brokers of task and process flow. Static agents representing a subsystem may itself be an agent-based network and should learn as the mobile agents to deal with new situation. Mobile agents move around the network domains taking advantage of the resources to fulfill their goals. In CAS, We use Unified Modeling Language (UML) to build up the agent-based manufacturing system It is said Enterprise agent (main agent) has factory agents together with some directly jurisdictional workshop agents, cell agents, and individual resource agents. Likewise, factory agent has workshop agents together with some directly jurisdictional cell agents and individual resource agents, and so on. In PRS, the resources agents are located together by its function and abilities. There is only one agent behaves as the task-announcer. The communication just occurs among the Proximity Relational agents. In BNS, It is very similar with the society of human being connected with a network, some agents, such as ‘cost calculating’, are just cope with the matter-of-fact job. And some agents run as the individual resources that can negotiate with each other and advertise a necessary message within the whole domain or a given group of agents. The administration just relies on the individual address of agents and the group ID code of agents.

Abstract:
This study examines the use of incentive mechanisms for employees in export and investment promotion agencies intended to improve their performance. It briefly describes these organizations and presents the contributions from economic theory that are useful to understand the agency problems that arise. It proposes a framework to study the issues that need to be considered to design a sound incentive mechanism. The study concludes that such a design should be carried out carefully, analyzing all of the possible drawbacks of rewarding each measure of employee performance, and identifies the main issues that need to be resolved.
