Abstract:
Human beings have been making (and almost certainly trading in) ivory artefacts for some 10,000 years. Yet it is only 8 years since the Parties to the Convention on International Trade in Endangered Species (CITES) placed a complete ban on international trade in elephant products by listing the African elephant Loxodonta africana on Appendix I at Lausanne in 1989. Nevertheless, at the 10th Conference of the Parties to CITES in Harare this coming June, the listing will be challenged again by three of the Southern African countries who originally opposed it. This article describes what has happened on the ground since 1989, the political developments, examines the downlisting proposals, and looks at possible ways forward in the short- and medium-term. The views expressed are personal to the author.

In response to significant elephant population declines in the 1970s and 1980s because of poaching for ivory, the Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES) banned the international trade in Asian and African elephant species by listing them on Appendix I in 1973 and 1989, respectively. Many southern African countries disagreed with the African elephant trade ban and have continued to argue against it since the mid-1980s. They maintain that their governments practise sound wildlife management policies and actions and, as a consequence, their national elephant populations have reached unsustainable size. They argue that they should not be penalized because other countries cannot manage their wildlife. Further, they say they need the proceeds from ivory and other by-product sales to finance conservation efforts. In 1997, the CITES Conference of Parties voted to allow Botswana, Namibia and Zimbabwe to auction off 50 tonnes of government ivory stockpiles to Japanese traders on a one-off experimental basis, which took place in 1999. Ivory trade opponents allege that this sale stimulated ivory demand, resulting in a surge of elephant poaching. Nevertheless, CITES voted again in 2002 to allow Botswana, Namibia and South Africa to auction off another 60 tonnes of ivory after May 2004. Trade opponents have launched an active campaign to prevent the sales, warning that they could provoke a renewed elephant holocaust. This paper reviews available quantitative evidence on ivory trade and elephant killing to evaluate the arguments of the ivory trade proponents and opponents. The evidence supports the view that the trade bans resulted generally in lower levels of ivory market scale and elephant poaching than prevailed prior to 1990. There is little evidence to support claims that the 1999 southern African ivory auctions stimulated ivory demand or elephant poaching. Levels of elephant poaching and illegal ivory trading in a country are more likely to be related to wildlife management practices, law enforcement and corruption than to choice of CITES appendix listings and consequent extent of trade restrictions. Elephant conservation and public welfare can be better served by legal ivory trade than by a trade ban, but until demand for ivory can be restrained and various monitoring and regulation measures are put into place it is premature for CITES to permit ivory sales.

Context Poaching of the African elephant for ivory had been on the increase since 1997 when the Convention on International Trade in Endangered Species (CITES) allowed a one-off legal sale of ivory by several southern Africa countries. In Kenya, reports indicate continuous year-to-year increase in elephant poaching since 2003. Aims The goals of the study were to describe the temporal and spatial patterns of elephant poaching in south-eastern Kenya between 1990 and 2009, and examine relationships between observed patterns of poaching, and human and biophysical variables. The study aimed to answer the following questions: (1) how has elephant poaching varied seasonally and annually; (2) what are the spatial patterns of elephant poaching in the Tsavo Conservation Area (TCA); and (3) what are the relationships between observed patterns of poaching and human and biophysical variables? Methods The study used elephant-poaching data and various GIS-data layers representing human and environmental variables to describe the spatial and temporal patterns of elephant poaching. The observed patterns were then related to environmental and anthropogenic variables using correlation and regression analyses. Key results Elephant poaching was clustered, with a majority of the poaching occurring in the dry season. Hotspots of poaching were identified in areas with higher densities of roads, waterholes, rivers and streams. The Tsavo East National Park and the Tsavo National Park accounted for 53.7% and 44.8% of all poached elephants, respectively. The best predictors for elephant poaching were density of elephants, condition of vegetation, proximity to ranger bases and outposts, and densities of roads and rivers. Conclusions Predictor variables used in the study explained 61.5–78% of the total variability observed in elephant poaching. The location of the hotspots suggests that human–wildlife conflicts in the area may be contributing to poaching and that factors that quantify community attitudes towards elephant conservation may provide additional explanation for observed poaching patterns. Implications The poaching hotpots identified can be a used as starting point by the Kenya Wildlife Service (KWS) to begin implementing measures that ensure local-community support for conservation, whereas on other hotspots, it will be necessary to beef-up anti-poaching activities. There is a need for Kenya to legislate new anti-poaching laws that are a much more effective deterrence to poaching than currently exist.

In Romain Gary’s novel Roots of Heaven, Morel, a French national in despair over the plight of Africa’s elephants, resolves to promote an international convention that will ban all hunting of elephants. The setting is colonial Chad in French Equatorial Africa in 1953, and, evocative of the current crisis, the story relates that thirty thousand elephants had been killed that year alone. The theme of the use of international law to protect the elephant weaves throughout the narrative. Morel is obsessed with gathering signatures to his petition for the new treaty, to counter “the notoriously insufficient laws for the protection of the African fauna.” The key international treaty at that time was the 1933 Convention Relative to the Preservation of Fauna and Flora in their Natural State. This convention had been adopted at the urging of scientists anxious over the devastation of elephant (and other wildlife) populations, by colonial governments more concerned over the implications for the ivory trade. The convention regulated hunting for trade and for trophies, as well as subsistence hunting, and provided for the conservation of the elephant as part of a management plan for this very lucrative colonial trade. Admittedly, although its primary objective was the steadfast supply of elephants for their tusks, this treaty did stalwartly stand between traders, governments, and consumers on the one hand, and the final demise of elephants on the other.

The pursuit of an African Renaissance has become an important aspect of regional cooperation between South Africa and its neighbours. Transfrontier conservation areas, or ‘Peace Parks’ as they are popularly called, have been identified as key instruments to promote the African Renaissance dream, and are increasingly advocated and justified on this basis. By fostering joint conservation (and tourism) development in Southern Africa's marginalised border regions, Peace Parks are claimed to further international peace, regional cooperation and poverty reduction, and thus serve basic ideals of the African Renaissance. This article critically explores this assumption. Using the joint South African-Mozambican-Zimbabwean Great Limpopo Park as a case study, it argues that in reality the creation of Peace Parks hardly stimulates and possibly even undermines the realisation of the African Renaissance ideals of regional cooperation, emancipation, cultural reaffirmation, sustainable economic development and democratisation. So far, their achievement has been severely hindered by domination of national interests, insufficient community consultation, and sensitive border issues such as the illegal flows of goods and migrants between South Africa and neighbouring countries. Furthermore, exacerbation of inter-state differences induced by power imbalances in the region, and harmonisation of land use and legal systems across boundaries, are increasingly becoming sources of conflict and controversy. Some of these problems are so severe, we conclude, that they might eventually even undermine support for African Renaissance as a whole. Utmost care is thus required to optimally use the chances that Peace Parks do offer in furthering an African Renaissance.

AbstractDefining the relationship between folklore and intellectual property continues to be an ongoing debate. Some challenges in defining this relationship center on the main characteristics of intellectual property, namely, the eligibility criteria and limited protection period that make the current construction of intellectual property incompatible with folklore protection. However, countries like Ghana have been using the intellectual property system as one of its tools to protect folklore. This article focuses on traditional textile design protection in Ghana, establishing the importance and significance of these designs in Ghana's history and culture and why Ghana is determined to protect these designs. After examining Ghana's efforts and the obstacles in its path as it uses the intellectual property law system to protect traditional textile designs, the article argues that there should be regional cooperation and international protection to strengthen individual national efforts.

Context Whether trophy hunting is beneficial or a threat to the conservation of species is an open and hotly debated question. The International Union for Conservation of Nature (IUCN) is in charge of assessing the need for species protection at the global scale and providing a useful guide for sustainable exploitation and conservation. Consideration of the IUCN status in wildlife management and its consequences on the attractiveness of trophy-hunted species remains to be quantified. Aims The present study investigated the link between the IUCN status of the trophy species and its exploitation in 124 taxa. We expected that the number of trophies should be inversely correlated with the IUCN vulnerability status across species. Methods Using the database of the Safari Club International, one of the largest hunting associations worldwide, we investigated the effect (1) of the first status attribution and (2) of an upgrade of the IUCN status on the number of trophies recorded by the Safari Club International, by comparing the average number of trophies 5 years before and after a status change. Key results First, we found that the status attributed by the IUCN in a given year had no effect on the number of recorded trophies during the following 5 years. Second, upgrading the IUCN status led to an important decrease in the number of recorded trophies for most species (75%), except for the most vulnerable ones (African elephant, Loxodonta africana; banteng, Bos javanicus; lelwel hartebeest, Alcelaphus buselaphus lelwel; European bison, Bison bonasus). Conclusions Our results suggest that although a protective IUCN status lowers the exploitation of the moderately threatened species, hunting pressure on the most threatened one increases instead. The findings support the possibility of an anthropogenic Allee effect (AAE), i.e. a disproportionate exploitation of the rarest species. Implications The highly profitable exploitation of rare species could have harmful consequences, unless appropriate management actions and protection rules are enforced.

The article analyzes the activities of the African Union (1963-2002 - Organization of African Unity) in the field of protection of environmental human rights – an intergovernmental organization created in 2002 to promote the unity and solidarity among African states, stimulate economic development and promote international cooperation, protect human rights, in particular in the environmental sphere. In particular, the category of environmental human rights includes the right to a healthy, safe and adequate environment, the highest attainable level of physical and mental health, an adequate standard of living, nutrition, the right to clean and safe drinking water, the right to receive information about the state of the environment etc. It was determined that due to the specificity of the African region, the complexity of its socio-economic processes and the existence of humanitarian crises, the protection of environmental human rights is not given sufficient attention, as a result of which the existing organizational and legal mechanism for the protection of such rights is imperfect. A number of international legal acts adopted under the auspices of the Organization of African Unity and the African Union regarding the promotion, guaranteeing and protection of such rights were analyzed, in particular: the African Charter on Human and Peoples’ Rights of 1981, the African Charter on the Rights and Welfare of the Child of 1990, the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa of 1991, Constitutive Act of the African Union of 2000, Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol) of 2003, African Convention on the Conservation of Nature and Natural Resources of 2003, Agenda 2063: The Africa we want, etc. It was determined that the basis of the institutional system for the protection of environmental human rights is the African Commission on Human and Peoples’ Rights, the Special Procedures established by the Commission, and the African Court on Human and Peoples’ Rights. The practice of protecting environmental human rights in the African region was characterized. In accordance with the stated problems, appropriate conclusions and recommendations were made.

The study was conducted in Kafta-Shiraro in Northern region of Ethiopia. The study uses two important parameters to realize the objective of the study investigating themanagement and integration of the park, one is studying and explaining the community perceptions towards elephant (flagship species) conservation in Kafta Shiraro National Park (KSNP) and secondly compare and contrast the population structure and density of the (economically important plant) Boswellia papyrifera (Del.) Hochst inside and outside of the protected areas and the study contribute to the scientific bases for improved management of biodiversity and its conservation system. A total of 100 households were selected from 10 villages using a stratified random sampling. A rapid vegetation assessment survey was conducted in two Boswellia stands, inside the park and outside the park at villages in order to examine the status of the resource base. A total of 40 sample plots of size 20 X 20 m were laid at regular interval along parallel transects with smaller sample plots of size 5 X 5 m nested in the center of each plot for regeneration count. The conflicts between humans and wildlife in KSNP have been getting worse over time and underline the need to find a workable solution to stop the progress of encroaching human activities that are core factors in the conflict. The underlying factors were found to be free encroachment into the wildlife home ranges, mainly for cultivation and dry wood collection. The factors that contributed to the poor conservation of African elephant included weak community awareness and understaffed anti-poaching and patrolling team of the KSNP. The improper land use by host settlers locally called “wefrizemet” as well as legal settlers maximizes the level of habitat disturbance (threat of the elephants in the park) due to illegal cultivation with high number of livestock crossing to the park. B. papyrifera population structure illustrates that natural regeneration is lacking in all two study areas. Additionally, the population of Boswellia in the study areas is unstable and under threat due to lack of recruitments through regeneration. Based on the stands structure analysis, it is hypothesized that lack of natural regeneration is primarily caused by livestock grazing pressure and the absence of recruitment is largely caused by lack of seed production by mother trees as the result of intensive tapping of the frankincense. KSNP is deteriorating due to a lack of integration and development cooperation between the Park and the surrounding local community as well as administration the minimal managerial and institutional capacity of the Park, minimal alternative livelihoods for the surrounding communities, inadequate commitment among all officials in taking the Park as an issue of development agenda, absence of legal procedures and understandings on expansion of large scale farms, unplanned and non-integrated land use systems, and a lack of appropriate outreach programs needed to change the attitudes of the surrounding communities. Collaborative Park management is urgently required to rescue KSNP; agreement should be made from National to Woreda level stakeholders.

AbstractA review was carried out of the mammalian fauna of the Kilum-Ijim forest in the mountains of northwest Cameroon. The purpose was to examine the loss of species, particularly of larger mammals, and the implications of this for forest ecology. Information was collected by direct observation, hunter interviews and a literature review. The forest is the largest remaining representative fragment of the West African montane forest habitat. Seventy-seven species of mammal have been recorded in the forest over the last 50 years. Most are small, especially rodents, bats and insectivores. Seven species are endemic to the Kilum-Ijim area. The process of species extirpation probably began over 100 years ago with the loss of the mega-fauna, possibly beginning with elephant Loxodonta africana (several generations ago), and certainly with buffalo Syncerus caffer (at least 20 years ago), and other large mammals. Remaining large mammal population densities are very low and many species are close to regional extinction. The long-term consequences of these extinctions is uncertain but, as many tree species are monkey- or ruminant-dispersed, severe ecosystem damage has probably already occurred. Human population density in the area is around 300 people per sq km, and no sustainable offtake of wild animals will ever be possible that would provide more than a few grams of meat per person per year from the forest. The protein requirements of the communities of the area will have to continue to be supplied from domesticated stock. Since 1987 the Kilum-Ijim Forest Project of BirdLife International has been working to conserve the remaining forest, using a community forestry approach in collaboration with traditional and local authorities and the government of Cameroon. The project is investigating ways to improve the production of domestic animals outside the forest boundary.

Rising demand for medicinal plants has led to increased pressure on wild plant populations. This, combined with shrinking habitats, means that many species in South Africa are now facing local extinction. In 1997, a study was initiated to determine the extent of trade in medicinal plants in the South African Lowveld (the low lying plains to the east of the Drakensberg escarpment), and to investigate socio-economic factors influencing trade and resource management. Trade was not as extensive in the Lowveld as in major urban markets such as Durban or the Witwatersrand (Johannesburg and surrounding towns), either in terms of the quantity, number or range of species sold, or the numbers of people relying on the trade for an income. In markets assessed in Mpumalanga Province, 176 species were identified (71% of the vernacular names encountered in the market place), representing 69 plant families. In Limpopo, 70 different species were identified (84% of the vernacular names encountered in the market place), representing 40 families. Imports were significant in Mpumalanga (33% of the plants on offer), mainly from Mozambique. A detrended correspondence analysis showed substantial differences between species traded in Mpumalanga and those sold in Limpopo. There was little variation in the species stocked by vendors in Mpumalanga, regardless of the season, the attributes of the seller, or whether business was carried out in urban or rural areas. In contrast, there was considerable variation in the stock inventories of the Limpopo traders. Despite the lower levels of local trade, increased harvesting pressure is being experienced regionally, to meet demand in metropolitan centres such as the Witwatersrand. This study showed considerable local variation and complexities in the harvesting and marketing of medicinal plants, with both a national and an international dimension. This dual spatial scale presents both opportunities and challenges in the management of these plants, which need to be addressed simultaneously, particularly with respect to research requirements and development of predictive models and capacity. Cooperation in conservation strategies and policies is required at regional, national and international levels, while ensuring that management initiatives take into account local market conditions and the socio-economic realities facing both consumers and those who depend on the trade for their livelihoods.

Abstract:
One Health, an integrated health concept, is now an integral part of health research and development. One Health overlaps with other integrated approaches to health such as EcoHealth or Planetary Health, which not only consider the patient or population groups but include them in the social-ecological context. One Health has gained the widest foothold politically, institutionally, and in operational implementation. Increasingly, One Health is becoming part of reporting under the International Health Legislation (IHR 2005). The Swiss Tropical and Public Health Institute (Swiss TPH) has played a part in these developments with one of the first mentions of One Health in the biomedical literature. Here, we summarise the history of ideas and processes that led to the development of One Health research and development at the Swiss TPH, clarify its theoretical and methodological foundations, and explore its larger societal potential as an integrated approach to thinking. The history of ideas and processes leading to the development of One Health research at the Swiss TPH were inspired by far-sighted and open ideas of the directors and heads of departments, without exerting too much influence. They followed the progressing work and supported it with further ideas. These in turn were taken up and further developed by a growing number of individual scientists. These ideas were related to other strands of knowledge from economics, molecular biology, anthropology, sociology, theology, and linguistics. We endeavour to relate Western biomedical forms of knowledge generation with other forms, such as Mayan medicine. One Health, in its present form, has been influenced by African mobile pastoralists’ integrated thinking that have been taken up into Western epistemologies. The intercultural nature of global and regional One Health approaches will inevitably undergo further scrutiny of successful ways fostering inter-epistemic interaction. Now theoretically well grounded, the One Health approach of seeking benefits for all through better and more equitable cooperation can clearly be applied to engagement in solving major societal problems such as social inequality, animal protection and welfare, environmental protection, climate change mitigation, biodiversity conservation, and conflict transformation.

Abstract:
Tropical wetlands assume important functions in the landscape and contribute considerably to the welfare of large parts of the human population, but they are seriously threatened because they are considered free resources of land and water. This review summarizes long-term environmental trends for tropical wetlands and predicts their future to the time horizon 2025. Many tropical countries do not have the economic strength, scientific and technological capacity, and/or administrative infrastructure to adequately react to the challenges of increasing population pressure and globalization of the economy with respect to the sustainable use of the resources. Furthermore, political instability and armed conflicts affect large areas in several tropical countries, hindering wetland research and management. Detailed wetland inventories are missing in most countries, as are plans for a sustainable management of wetlands in the context of a long-term integrated watershed management. Despite large regional variability, a continental ranking shows, in decreasing order of wetland integrity, South America, Africa, Australia and Asia, while efforts to mitigate human impacts on wetlands are largest and most advanced in Australia. Analysis of demographic, political, economic and ecological trends indicates fairly stable conditions for wetlands in tropical Australia, slight deterioration of the large wetland areas in tropical South America excepting the Magdalena and Cauca River flood plains where human population is larger, rapidly increasing pressure and destruction on many African and Central American wetlands and serious threats for the remaining wetlands in tropical Asia, by the year of 2025. Policy deficiencies, deficient planning concepts, limited information and awareness and institutional weakness are the main administrative reasons for wetland degradation and must be overcome to improve wetland management and protection in future. Intensification of international cooperation and assistance is considered of fundamental importance for most tropical countries to solve problems related to wetland research, protection and sustainable management.

Abstract:
Purpose The purpose of this paper is to report the training of college librarians, academic and management staff, IT managers and students on how to organise, manage and use a user-friendly library. In Uganda, as in many countries, the problem is that school and/or college libraries are managed by librarians who may have good cataloguing and management skills, but who do not have the pedagogic skills and knowledge of the school curricula that are necessary for librarians to be able to guide and mentor both teachers and students or organise curriculum-related activities or facilitate research. The development of user-friendly libraries contributes in improving education quality through nurturing the interest of students and teachers in literacy activities and active search for knowledge. Under the stewardship of the Belgium Technical Cooperation and the Ministry of Education in Uganda, library stakeholders were trained on how to put users – rather than themselves – in the centre of the library’s operations and introduced to active teaching and learning methodologies and activities with emphasis on getting engaged in transforming spaces, services, outreach to users and collections. Several measures, short and long term were taken to address the gaps limiting the performance of the librarians. Given the disparities in the trainees’ education level and work experience, the training was delivered in seven modules divided into three units for over eight months in 2015. By the end of the training, trainees developed unique library strategic plan, library policies and procedures, capacity to use library systems, physical design and maintenance systems, partnerships, library structure and staff job descriptions. Design/methodology/approach To effectively engage the participants each topic was conducted using active teaching and learning (ATL) methodologies, including: lecture with slides and hands-on practice – each topic was introduced in a lecture form with slides and hands-on exercises. The main goal was to introduce the participants to the concepts discussed, offer opportunities to explore alternative approaches, as well define boundaries for discussion through brainstorming. The question-answer approach kept the participants alert and to start thinking critically on the topic discussed – brainstorming sessions allowed thinking beyond the presentation room, drawing from personal experiences to provide alternatives to anticipated challenges. The goal here was for the participants to provide individual choices and approaches for real life problems; group discussions: case study/ scenario and participant presentations – participants were provided with a scenario and asked to provide alternative approaches that could solve the problem based on their personal experience at their colleges. By the end of the group discussion, participants presented a draft of the deliverable as per the topic under discussion. More so, group discussions were an excellent approach to test participant’s teamwork skills and ability to compromise, as well as respecting team decisions. It was an opportunity to see how librarians will work with the library committees. Group discussions further initiated and cemented the much-needed librarian–academic staff – college management relationship. During the group discussion, librarians, teaching staff, ICT staff and college management staff, specifically the Principals and Deputy Principals interacted freely thus starting and cultivating a new era of work relationship between them. Individual presentation: prior to the workshop, participants were sent instructions to prepare a presentation on a topic. For example, participants were asked to provide their views of what a “user-friendly library” would look like or what would constitute a “user-friendly library”; the college library of HTC-Mulago was asked to talk about their experience working with book reserves, challenges faced and plans they have to address the challenges, while the college librarian from NTC-Kaliro was asked to describe a situation where they were able to assist a patron, the limitations they faced and how they addressed them. Doing so did not only assist to emotionally prepare the participants for the training but also helped to make them start thinking about the training in relation to their libraries and work. Take-home assignment: at the end of each session, participants were given home assignments to not only revise the training material but also prepare for the next day training. Further the take-home assignments provided time for the participants to discuss with their colleagues outside of the training room so as to have a common ground/ understanding on some of the very sensitive issues. Most interesting assignment was when participants were asked to review an article and to make a presentation in relation to their library experiences. Participant reports: participant reports resulted from the take-home assignments and participants were asked to make submission on a given topic. For example, participants were asked to review IFLA section on library management and write a two-page report on how such information provided supported their own work, as well as a participant report came from their own observation after a library visit. Invited talks with library expert: two invited talks by library experts from Consortium of Uganda University Libraries and Uganda Library and Information Science Association with the goal to share their experience, motivate the participants to strive higher and achieve great things for their libraries. Library visitation: there were two library visits conducted on three separate days – International Hospital Kampala (IHK) Library, Makerere University Library and Aga Khan University Hospital Library. Each of these library visits provided unique opportunities for the participants to explore best practices and implement similar practices in their libraries. Visual aids – videos, building plans and still photos: these were visual learning aids to supplement text during the lectures because they carried lot of information while initiating different thoughts best on the participants’ past experience and expertise. The training advocated for the use of ATL methodologies and likewise similar methodologies were used to encourage participants do so in their classrooms. Findings Addressing Key Concerns: Several measures, both long and short term, were taken to address the gaps limiting the performance of the librarians. The measures taken included: selected representative sample of participants including all college stakeholders as discussed above; active teaching and learning methodologies applied in the training and blended in the content of the training materials; initiated and formulated approaches to collaborations, networks and partnerships; visited different libraries to benchmark library practices and encourage future job shadowing opportunities; and encouraged participants to relate freely, understand and value each other’s work to change their mindsets. College librarians were encouraged to ensure library priorities remain on the agenda through advocacy campaigns. Short-term measures: The UFL training was designed as a practical and hands-on training blended with individual and group tasks, discussions, take-home assignments and presentations by participants. This allowed participates to engage with the material and take responsibility for their own work. Further, the training material was prepared with a view that librarians support the academic life of teaching staff and students. Participants were tasked to develop and later fine-tune materials designed to support their work. For example, developing a subject bibliography and posting it on the library website designed using open source tools such as Google website, Wikis, blogs. The developed library manual includes user-friendly policies and procedures referred to as “dos and don’ts in the library” that promote equitable open access to information; drafting book selection memos; new book arrivals lists; subscribing to open access journals; current awareness services and selective dissemination of information service displays and electronic bulletins. Based on their library needs and semester calendar, participants developed action points and timelines to implement tasks in their libraries at the end of each unit training. Librarians were encouraged to share their experiences through library websites, Facebook page, group e-mail/listserv and Instagram; however, they were challenged with intimate internet access. College libraries were rewarded for their extraordinary job. Given their pivotal role in the management and administration of financial and material resources, on top of librarians, the participants in this training were college administrators/ management, teaching and ICT staff, researchers and student leadership. Participants were selected to address the current and future needs of the college library. These are individuals that are perceived to have a great impact towards furthering the college library agenda. The practical nature of this training warranted conducting the workshops from developed but similar library spaces, for example, Aga Khan University Library and Kampala Capital City, Makerere University Library, International Hospital Kampala Library and Uganda Christian University Library. Participants observed orientation sessions, reference desk management and interviews, collection management practices, preservation and conservation, secretarial bureau management, etc. Long-term measures: Changing the mindset of librarians, college administrators and teaching staff is a long-term commitment which continues to demand for innovative interventions. For example: job shadowing allowed college librarian short-term attachments to Makerere University Library, Uganda Christian University Library, Aga Khan Hospital University Library and International Hospital Kampala Library – these libraries were selected because of their comparable practices and size. The mentorship programme lasted between two-three weeks; on-spot supervision and follow-up visits to assess progress with the action plan by the librarians and college administration and college library committee; ensuring that all library documents – library strategic plan, library manual, library organogram, etc are approved by the College Governing Council and are part of the college wide governing documents; and establishing the library committee with a job description for each member – this has strengthened the library most especially as an advocacy tool, planning and budgeting mechanism, awareness channel for library practices, while bringing the library to the agenda – reemphasizing the library’s agenda. To bridge the widened gap between librarians and the rest of the stakeholders, i.e. teaching staff, ICT staff, college administration and students, a college library committee structure and its mandate were established comprising: Library Committee Chairperson – member of the teaching staff; Library Committee Secretary – College Librarian; Student Representative – must be a member of the student Guild with library work experience; and Representative from each college academic department. A library consortium was formed involving all the four project supported colleges to participate in resource sharing practices, shared work practices like shared cataloguing, information literacy training, reference interview and referral services as well a platform for sharing experiences. A library consortium further demanded for automating library functions to facilitate collaboration and shared work. Plans are in place to install Koha integrated library system that will cultivate a strong working relationship between librarians and students, academic staff, college administration and IT managers. This was achieved by ensuring that librarians innovatively implement library practices and skills acquired from the workshop as well as show their relevance to the academic life of the academic staff. Cultivating relationships takes a great deal of time, thus college librarians were coached on: creating inclusive library committees, timely response to user needs, design library programmes that address user needs, keeping with changing technology to suite changing user needs, seeking customer feedback and collecting user statistics to support their requests, strengthening the library’s financial based by starting a secretarial bureau and conducting user surveys to understand users’ information-seeking behaviour. To improve the awareness of new developments in the library world, college librarians were introduced to library networks at national, regional and international levels, as a result they participated in conferences, workshops, seminars at local, regional and international level. For example, for the first time and with funding from Belgium Technical Cooperation, college librarians attended 81st IFLA World Library and Information Congress in South African in 2015. College libraries are now members of the Consortium of Uganda University Libraries and Uganda Library and Information Science Association and have attended meetings of these two very important library organisations in Uganda’s LIS profession. The college librarians have attended meetings and workshops organized by these two organisations. Originality/value At the end of the three units training, participants were able to develop: a strategic plan for their libraries; an organogram with staffing needs and job description matching staff functions; a Library Committee for each library and with a structure unifying all the four project-support Colleges; a library action plan with due dates including deliverables and responsibilities for implementation; workflow plan and organisation of key sections of the library such as reserved and public spaces; furniture and equipment inventory (assets); a library manual and collection development policy; partnerships with KCCA Library and Consortium of Uganda University Libraries; skills to use Koha ILMS for performing library functions including: cataloguing, circulation, acquisitions, serials management, reporting and statistics; skills in searching library databases and information literacy skills; skills in designing simple and intuitive websites using Google Sites tools; and improved working relationship between the stakeholders was visible. To further the user-friendly libraries principle of putting users in the centre of the library’s operations, support ATL methodologies and activities with emphasis on getting engaged in transforming spaces, services, outreach to users and collections the following initiatives are currently implemented in the colleges: getting approval of all library policy documents by College Governing Council, initiating job shadowing opportunities, conducting on-spot supervision, guide libraries to set up college library committees and their job description, design library websites, develop dissemination sessions for all library policies, incorporate user-friendly language in all library documents, initiate income generation activities for libraries, set terms of reference for library staff and staffing as per college organogram, procurement of library tools like DDC and library of congress subject headings (LCSH), encourage attendance to webinars and space planning for the new libraries.

Abstract:
Modern sociology has a special look at the three associated variables of environment, water and energy. The three variables are not in a harmonial state in many parts of the globe. Some have access to two, or not sufficient to one. Only a few countries are in an equilibrium state of the three. For example, many African countries are in short fall of water and energy. What sociologists suggest is to bring about resources enough as far as the three parts are concerned. In the past, the threefold relationship was less considered and measured, but currently with the heavy weight of population over 7.8 billion world over (WPDS, 2020), balance between the three is inevitable. While population all over the world has increased considerably, water resources have not increased in the same way. Moreover, in the past, population dependency on energy was not that much. But, in the industrial age of today, man is highly in need of energy of different types to maintain life. However, waste and wastewater have become problematic in current age and in most parts of the world. The emerging situation is polluting environment, seas and water streams. It is more observable in less developed world than the developed world. Therefore, the water and energy crisis is wide and ongoing. It is discussed elaborately in the present article. However, national security could be accessible only if water-energy policies are there (Bauer et el. 2014). Introduction The threefold relationship of environment, water and energy is very important from a sociological point of view. Although in the past these three variables were less considered, and their relationship with each other has been less measured, at the same time, following the comprehensive development of modern societies, the tripartite relationship of these variables is inevitable today. To have a healthy environment, enough water resources and enough energy, you must always invest in it. While energy is highly dependent on water, the supply and transfer of water, and the disposal and transfer of wastewater also require energy. Therefore, water and energy, while being necessary for each other, also ensure the health and safety of individuals. Existence of lakes, dams and other similar sources generate energy through and with the power of these elements. At the same time, energy itself transports water resources from one region to another. It also happens with the energy power of the waste disposal system or system. Otherwise, the health of individuals and the health of society in general will face irreparable risks. In the past, when such facilities were less available, many health problems arose that eventually led to an increase in mortality. Therefore, in order to have a healthy environment, providing water and energy resources is very vital and inevitable. Likewise, drinking water itself needs energy for purification and purification operations, and re-pumping to consumers. This means that any interaction regarding the sanitation of water, its purification, its displacement, etc., is itself highly dependent on energy. These conditions ultimately lead to greater well-being, health and security. While developed societies have more or less achieved these possibilities over the last century or so, non-industrial societies have recently been able to implement such schemes; That is, a strategy that leads to better health for them. Where there is a shortage of clean drinking water, and water has to be transported over long distances, having energy is extremely important. Countries generally do not have the same amount of water resources for different uses. As a result, in many cases they have to move water from long distances to other places. This kind of movement requires sufficient and sustainable energy, and this makes agricultural exploitation, agricultural prosperity, access to more resources and products, and the like, more practical and achievable. One of the most significant challenges in this regard is within African countries; That is, areas that are generally short of energy, and the aforementioned losses have made it impossible for such communities to make good use of their potential resources (agricultural land); As a result, poverty and scarcity are widespread in such societies. Method of ResearchMethodology used in the present article is of qualitative type. In that, various paradigms have been used to find out about the facts regarding pandemics during the history. Qualitative research usually studies people, events or areas in their natural settings. In finding facts for the research, the researcher engaged in careful data collection and thoughtful analysis of what was relevant. In the documentary research applied for the present research, printed and written materials were widely regarded. The research was performed as a qualitative library-type in which the researcher had to refer to the relevant and related sources. In the current research, various documents were thoroughly investigated, and the needful inferences were made. The data fed by the investigator in the present article is hopefully reliable. Though literature on pandemics is very limited, yet the author tried to investigate many different resources in order to elicit the necessary information to build up the text. Energy and waterMany of the problems of the society will be reduced if all the people of a society have adequate access to energy and water. It means the safety of water for drinking and sanitary consumption (UNDP: 2015). Access to water and energy also greatly contributes to improving the quality of life. At the same time, access to these resources greatly contributes to the health of the environment, its preservation and maintenance. Today, many less developed communities face increasing population, population density, and mass migration to urban areas. They face water and energy constraints. This has caused the environment to be directly and indirectly affected, and in a negative way. Overpopulation in urban areas, on the one hand, and water scarcity, on the other, put many green space resources at risk of extinction. Therefore, urban environmental planners must always adjust and consider the relocation and resettlement of the population in accordance with water and energy resources. This statement can be applied to all human societies, and it means that energy and water are inseparable. For example, energy is inevitably needed to cool biofuels (hydropower) or water-based power plants, and so on, to access water sources or safe water. In other words, to transfer water from one area to another, or to pump water for change or desalination, we need sufficient and appropriate energy. Therefore, countries should always pay enough attention to these two sources in their planning path. However, many traditional water sources such as springs, aqueducts and the like are being destroyed in many communities. Likewise, following the general warming of the earth, water scarcity is felt more than ever in different communities. On the other hand, following the consumption of more and more population, the need for water directly and indirectly is always increasing. Given this scenario, environmental planners must always take new practical measures to meet the growing needs of their citizens. From a sociological point of view, basic human needs cannot be met without energy and water. That is, it provided food for the growing population, and sustained economic growth. Many societies today need more food, even than in previous years. In other words, more per capita should be considered for them in terms of food, services, agricultural resources and the like. This means that as the quality of life improves, so does the expectation of consumption. In such circumstances, the community in question needs more water resources. While many societies are in such a situation. Future consumption needs are less predictable. Rising prices for food and consumables around the world in recent years are evidence of this claim. That is, many societies around the world over the past decades have not paid attention to the current years (decades) of the 21st century. At the same time (today) (1.3 billion) 1.3 billion people in the world do not have access to electricity, and about 800 million people get their water from unhealthy sources. These conditions lead to many diseases, health problems, personal and social threats and other deprivations. Therefore, considering the natural trend of population growth, which is generally 2% per year or more in developing countries, the forecast and increase of water and energy resources is of crucial importance. As noted, nearly one-seventh of the world's population is now forced to use polluted water resources, which threatens the health of current and even future generations. Therefore, environmental sociologists must always measure and predict population growth index and water resources index together. Many African countries today are in such a situation. That is, a situation whose unhealthy conditions can be transferred to other communities. It's about the same billion people suffering from poverty, hunger and deprivation, and over the next thirty years the demand for food and energy will increase at an unprecedented rate. However, a high proportion of the population, or in other words one-seventh of the world's population, faces food deprivation. While by 2050 the world population will increase from the current 7.2 billion (2013) to more than 9.2 billion, during this time the expectations of individuals, their way of life and the different needs of citizens in different societies will also increase. . These conditions will further exacerbate food and energy problems. Therefore, social planners should distribute their urban and rural population in proportion to their water and energy resources. If more population pressure is applied to urban areas, it will put additional pressure on water and energy resources. However, many human societies today still rely on the same water resources to sustain their lives, economic growth and their environment. In a situation where the share of the population is increasing, effective and productive sources of agricultural and food production. That is, water and energy resources must also increase, otherwise many products. Food production, agricultural production and the like are more or less failing. Under such circumstances, more migration will inevitably occur, which in itself has a negative impact on the environment. This trend is more related to less developed countries than industrialized and developed countries. Improving communities and ecosystemsPutting water and energy on the agenda (from a systemic point of view). How it was developed and managed must be pursued at the local, national, regional and global levels. Water and energy as two influential and vital factors today should be regularly included in development plans, sufficient budgets should be allocated to them, and as mentioned, they should be pursued at different levels and in a participatory manner. In this way, water and energy supply can be achieved to some extent. Likewise, specialized departments, in partnership with other institutions, must make the necessary predictions in proportion to time and place. Therefore, water, energy and food supply will play a central role in the importance and environmental health of communities. Due to increasing population, urban population density, population growth, and changing lifestyles, the need for water, energy and food is felt more than ever in the past. Today, however, a significant portion of the world's population cannot easily meet these needs. Therefore, countries, both independently and in partnership with other communities, must meet the growing needs for water, energy and food as much as possible. In this way, the quality of life in these communities also improves. Many Third World countries, and African countries in general, face severe restrictions in the water, energy and food sectors. The issue of energy and water in general is important in two ways. That is, in terms of the opportunities and challenges of society, and the elimination of many of the growing needs in different societies. Water and energy, while creating opportunities, on the other hand, and in conditions of scarcity or scarcity, water inevitably brings challenges and limitations. Opportunities mean that in the conditions of having sufficient water and energy, economic-agricultural development takes place in its desired form. That is, a movement that itself provides more added value. With the opportunity in question, this situation will lead to more investment, more income, and ultimately more per capita GDP. That is, what leads to an improvement in the quality of life. Few countries have achieved this today. However, many developing societies today and in the years to come will face a water and energy crisis. The problem itself requires more studies, more investment and more international cooperation. Population, economy and energy and water demandThe production and use of energy and water in its national form is a significant necessity in order to meet the basic needs and develop opportunities for the people. Energy supply means access to clean, reliable and revenue-generating energy services for cooking, heating, lighting, communications and productive uses (United Nations: 2010). The supply of water resources and the production of energy required due to the growing needs, today is the first level of importance in different countries. The provision of these resources in its national and global form must be considered, otherwise uncontrolled migration from places without water and energy to other places will inevitably take place. That is, the flow that ultimately leads to environmental problems in various forms. This process leads to housing constraints, transportation problems, and many socio-economic disadvantages. Therefore, social planners, environmental sociologists, and economists must always have adequate oversight and effective forecasting in the water and energy sectors. Water and energy themselves provide food security. It means providing and accessing adequate, healthy and nutritious food that meets the daily nutritional needs and nutritional preferences for a healthy and active life (FAO: 1996). In any case, both energy and water cross national borders in some cases, thereby facilitating international cooperation. Today, following the need of countries for these two factors, new relations have emerged between countries. Whereas in the distant past, water currents flowed easily from one country to another, today for this movement. Contracts and treaties are concluded. Similarly, while countries today need more energy (for example, electricity), cooperation and areas of trade and transmission of electricity between countries are taking place. In this way, the fields of economic cooperation between countries have increased. That is, it provides conditions that improve agriculture, improve the environment, and provide more food, and so on. Cooperation between neighbors in this way provides benefits sharing, profitability, access to more food and water-related products. As the population of countries has increased in recent decades, and on the other hand, the need for food has increased, this has made the connection between countries more and more in terms of water and energy transmission. Is. Improved global water, energy and food supply conditions can be achieved through a cohesive policy. It means adopting a method in terms of management and administration, integrated in all sections and scales (WWF Retrieved). At the international level, ongoing crises such as energy, food, financial issues, and the like indicate systemic interdependence. If the needs related to the mentioned indicators such as energy, water and food are not met in an adequate level, the society will face various crises. Under such circumstances, the standard of living declines. That is, comfort, access to the required material goods, income, employment, domestic products, and inflation are all affected by the declining trend in living standards (Retrieved: 2011). For example, in the absence of energy and water, many villagers migrate to urban areas. That is, a movement that itself leads to crises such as environmental pollution, transportation, population density, destruction of the urban environment and the like. Such crises also lead to greater challenges to personal and social health. Therefore, the water and energy crisis poses many and ongoing challenges. Sociologists in general and environmental sociologists in particular evaluate and predict these conditions. Developing countries face serious challenges in achieving their Millennium Development Goals by 2015, and their close and intimate relationships with water, energy and food need to be re-examined to achieve the Millennium Development Goals. Developing countries must always anticipate their coming years by turning to water and energy resources. That is, such facilities that lead to the provision of food. However, such countries face unforeseen challenges and problems due to their increasing population on the one hand, and their extensive migration to urban areas on the other hand. Sociologists have always advised that greater individual and social health be achieved through access to adequate sources of water and energy, otherwise there will be many challenges in the lives of different strata. Likewise, the emergence of new injuries endangers individual and social health in various forms. Energy and water balanceEnergy and water are two important factors in urban development. Any industrial development and access to more industrial products, and more processing itself requires more energy and water resources. In the absence of these two sources, urban communities are largely exposed to economic stagnation, unemployment, and consequently economic inflation. This also leads to a decline in quality of life. Therefore, in proportion to the capacities related to their water and energy resources, they should welcome urban development. Today, many developing communities are facing this problem (restrictions on water and energy resources) in urban areas due to the general increase in their population, and migration from rural to urban areas. Fast-growing cities are heavily dependent on energy and water supply. But at the same time, they must reduce water demand, manage relevant trade, and make good use of their water resources. That is, through the reuse of water, the recycling of water and the production of energy from waste and the like. In a coherent and coordinated manner for industrial development, the use and reuse of energy and water is essential, in order to increase scarce resources and save costs. The relationship between energy and water is not only quantitative, but also water quality, water pollution, water pollution and the like must be considered. Therefore, from the sociological point of view of the environment, these communities should prioritize studies and information gathering in this regard as part of their plans, given the increase in their population and water consumption. Green infrastructure facilities, and nature conservation, provide significant services in protecting communities from floods and overheating, dust control, etc. It means strengthening green infrastructure (Benedict: 1947). The complexity of energy and water development decisions often requires some kind of modeling (or hybrid model), based on which an integrated support system is developed and maintained. To meet their water needs, countries must use newer and more advanced methods and models. Likewise, the link between less developed and more developed countries, in order to benefit from their experiences, can itself help in making decisions about energy and water development in less developed societies. Otherwise, the scope of the crisis will expand further in the coming years. Such developments include water and energy economics, their ecological impacts, social criteria, and economic tools that can be measured through choices. In other words, calculating and measuring their water and energy resources as effective methods help these countries in providing water resources. In general, today water and energy resources in its scientific form should be evaluated, measured and predicted. The bridge between science, politics and peopleDialogue or science, politics and people in the field of energy and water based on knowledge and education (literacy), indicates that energy and water need improvement and development. That is, effective efforts must be made in this regard. Innovations in technology, management and the like. In this way, a bridge between science, politics and people can be created. Currently, over 1.3 billion people in the world do not have access to electricity, and over 800 million people get their water from unhealthy sources. Such conditions lead to many diseases, health problems, personal and social threats, and other deprivations. As noted earlier, one-seventh of world's population is currently forced to use polluted water resources which threatens the health of generations. Therefore, environmental sociologists must always measure and predict the population growth index and water resources index together. However, many human societies still rely on the same water resources to sustain their lives, their economic growth and their environment. Water and energy as two influential and vital factors should be regularly included in development plans, and sufficient budgets need to be allocated to them. 1989 CITES decision to put a total ban on international trade in ivory and the decisions to allow the 1999 and 2008 one-off-sales have generated polarized debates on whether or not these decisions are the reasons behind increasing levels of poaching in Africa. An undisputed fact is that; international illegal ivory trade has promoted rampant elephant poaching in Africa. What has and is contested is whether the ban or the one-off sales have a role to play in the current elephant poaching and increase in the illegal ivory trade. The Southern African range countries blame the international ivory trade ban for the current ivory poaching levels, while Countries such as Kenya, Benin and Uganda have blamed the sales for reigniting international appetite for ivory. The available evidence suggests that the international ivory trade ban with an unbanned domestic market has promoted poaching and negatively impacted on range countries’ ability to effectively and sustainably protect elephants. Besides the reduction or elimination of revenue, the ban undermined the economic incentives associated with elephant conservation, thereby making elephant conservation unattractive, unachievable and subsequently opening up to poaching and illegal trade.

High mortality poses a serious threat to sustainable conservation of the African elephant (Loxodonta africana). Using detected carcass data collected by the Kenya Wildlife Service (KWS) during 1992-2017, we analyze temporal and spatial variation in elephant mortality in Kenya. We investigate the major mortality causes and means used to kill elephants, carcass category, tusk recovery status, variation in mortality with elephant age and sex classes, differences between inside and outside protected areas (PAs), the Proportion of Illegally Killed Elephants (PIKE) and the overall mortality rate (MR — the number of dead/number of live elephants in a given year). In total 9,182 elephant deaths were recorded during the 26 years. Elephant mortality increased over time and was attributed primarily to natural (33.1%) and human-related causes, particularly ivory poaching (31.5%) and human-elephant conflicts (19.9%). Elephant mortality varied across Kenya’s 47 counties in correspondence with variation in elephant population size and was the highest in the leading elephant range counties of Taita Taveta, Laikipia, Samburu and Meru. Mortality was higher for males and adults and outside the protected areas. Most elephant carcasses had tusks (75.1%) but a few did not (12.5%). Yearly PIKE values peaked in 2012, the year with the highest poaching levels in Kenya during 1992-2017. MR increased throughout 1992-2017. Temporal variation in elephant mortality probability was significantly influenced by human and livestock population densities, average annual maximum temperature and total annual rainfall and the strength of these influences varied across the seven leading elephant range counties of Kenya. Natural processes are increasingly contributing to elephant mortality likely due to climate change and the associated food and water stress, exacerbated by contracting range. Enhancing anti-poaching and strategies for mitigating climate change impacts and human-elephant conflict and reducing range contraction while sustaining habitat connectivity can help reduce mortality and promote elephant conservation. Strengthening enforcement of international wildlife laws can further reduce illegal trade in tusks and killing of elephants.

Abstract The Asian elephant Elephas maximus is of cultural significance for the Thai people. The development of legal protection for elephants in Thailand dates back to the 17th century, reflecting concerns about both human livelihoods and elephant conservation. The legal status of privately owned, captive elephants differs from that of wild individuals, with consequences for the lawful use of ivory from captive animals. Prior to 2015, the lack of comprehensive measures to control the Thai ivory market enabled the laundering of illegally sourced ivory in the country. The Thai government introduced legal reforms in 2015, imposing strict controls over the possession and domestic trade of ivory from captive Asian elephants, and aligning the protection of African elephants and their ivory with CITES regulations. Nonetheless, the sustainable use of Thai ivory remains disputed, and international pressure to close the commercial trade in domestic ivory persists. Here we review this complex situation, aiming to inform future reforms. Consolidation of laws related to elephants and ivory would facilitate law enforcement and compliance. Use of an electronic database would improve the monitoring of ivory movements and aid the implementation and enforcement of laws.

Summary While many species are affected by trafficking in their products, some take centre stage, including elephants, rhinos, pangolins and helmeted hornbills, and we report an open trade that continued in these items in eastern Myanmar between 2015 and 2020. We surveyed Myanmar’s border towns of Tachilek and Mong La, recording volumes, prices, origins and trade routes. We observed c. 16 500 ivory items, 8 helmeted hornbill casques and 264 beads, over 100 African rhino horn items and over 250 pangolins (mainly skins and scales). In 2020, asking prices in Mong La for rhino horn tips were US$10 770, rhino horn bracelets US$5385, helmeted hornbill casques US$2424 and big ivory bangles c. US$800, with prices being stable overall since 2017. We estimate the combined monetary values at US$0.25–0.30 million for Tachilek and US$0.75–2.00 million for Mong La. Mong La’s market today far surpasses Tachilek’s, being on the border of mainland China. Mobile phones and online trading allow customers to order items without bothering to cross the borders. Commitment to address the illegal wildlife trade across Myanmar’s borders requires a greater degree of cooperation and coordination amongst the relevant authorities in Myanmar, China and Thailand.

This article seeks to examine the association of the concept of governance of international relations and, by implication, human population migration, through the rigid practices of “sovereignty-state-territory triad” with the fomentation and exacerbation of societal stereotypes, attitudes and perceptions of xenophobia in Africa, in general, and South Africa, in particular. Ascriptions of the majority of population migration as “international” affirms the centrality of the operationalisation of the “sovereignty-state-territory triad” in understanding the fragmentary constructions of societal attitudes and perceptions of people resident in distinct geopolitical entities ascribed as national territories. State and non-state governance entrapments with this triad perpetuate societal stereotypes that are in concurrence with bordered-territories where populations described as citizens are stimulated to protect endowments and resources of the land against the perceived destruction associated with the conduct of the out-groups. Unsurprisingly, the theorisation of human population migration has equally been intricately involved with environmental conservation and securitisation of biodiversity that enables land dispossession of the vulnerable sections of the population through the Western economic narratives of “Peace Parks”. Simultaneously in Southern Africa, the concept of African Renaissance, inescapably embedded with “cooperation and conflict” at all scales, has offered a buzzword to be realised through “Peace Parks” that have evidently failed to deliver reaffirmation of African cultures, continental emancipation and democratisation. The preeminence of societal stereotypes, attitudes and perceptions of xenophobia and violent abuses of African immigrants in South Africa provides vivid illustrations of the inconsistencies and non-linearity of concepts such as African Renaissance and “Peace Parks”. This article asserts that measures for repairing the landscapes of xenophobia among Africans, especially in South Africa, will remain pipedreams if they are not embedded with adaptive governance designed to undermine the rigidities of the “sovereignty-state-territory triad”, prevalent in the international relations.
