Abstract:
The article discusses the process of changes in the administrative-territorial division of the RSFSR in the 20s–30s of the XX century. The article distinguishes several stages. Relying on historiography and sources, the author tries to analyze and summarize the historical experience in reorganization of the RSFSR administrative-territorial system from the “spontaneous” emergence of new administrative-territorial units against the background of the existing old-regime administrative-territorial units to the first consolidation reform, when governorates, volosts, uyezds were finally liquidated, as well as the second reform of the Soviet government, the essence of which was fragmentation. The study shows that all the transformations of the young Soviet republic in the studied area took place in connection with changes in the form of power organization, as well as with a change in the principles of regional policy and the direction of economic development of the country’s territories. At the present stage, opinions on the return to the governorate administration began to appear more and more often in the research literature, which became the subject of a detailed analysis by the author of this work. The article suggests and substantiates possible directions for improving the administrative-territorial division of the RSFSR after the reform in the 1920s–1930s in order to implement the policy of the Bolsheviks and further territorial development of the country. The main approaches to the formation of the RSFSR administrative-territorial division, identification of local socio-economic systems, determination of the optimal size of administrative-territorial entities are highlighted. The interrelation between the administrative-territorial division and economic zone division in Russia is substantiated.

Abstract:
The issue of territorial division as a legal issue is one of the key issues in considering the territorial organization of the state. It is one of the most important factors influencing the organization of the state. The process of shaping the territorial division is specific, complex and based on a number of diverse, variable determinants. The determinant of shaping the territorial division is any condition relevant to the territorial structure of the state, reflecting specific needs or values resulting from the specific features of the land. Considering the multiplicity of such premises, the number and variety of these determinants is considerable. The aim of the article is an attempt to identify and systematize these determinants. An attempt will be made to determine the importance of individual determinants on the shape of the territorial division and the relationships between them. On the one hand, these determinants determine the shape of the territorial division, on the other hand, the territorial division influences their formation, change or updating. Therefore, they form a coherent system of mutual response to the needs of shaping the territorial structure of the state.

Abstract:
The article is devoted to the development of the content of generalized maps on the history of administrative-territorial division. The purpose of such maps is to reflect the features of the space-time distribution of administrative changes.We have found that it is better to link indicators of dynamics to such spatial objects as the territories of modern administrative-territorial units (or the territory of historical administrative-territorial ones as of a certain date), to polygons of a single history of administrative membership, to administrative-territorial units as dynamic objects.Under the polygons of a single history of administrative ownership, we mean the territories identified during the analysis, all points within which belonged to the same administrative-territorial unit at any time during the analyzed period. Unlike polygons of the smallest common geometry (used in the method of space-time composites), such objects can be allocated for different periods of time and for different administrative levels.For such spatial objects, we propose to calculate and display on the map the number ofchanges in administrative ownership or the total duration of belonging to some administrative-territorial unit (usually, a high level). For larger static areas than the polygons of a single history of administrative affiliation, we suggest calculating and displaying on the map the indicator of administrative variability and the average duration of ownership. In our opinion, the indicator of administrative variability should consider the size of the analyzed territory, the number and volume of spatial changes. We have developed a formula for calculating such an indicator.The indicators that we calculate for historical administrative-territorial units on the map are dis- played within the static contour. However, these indicators are calculated for a dynamic object. These indicators are: the number of changes, the total number of changes in parameters, the total number of dates of change, the spatial configuration variability index, the area-weighted average area and its relation to the modern one. We propose to calculate the index of the variability of the configuration of the administrative-territorial unit as the sum of the relations of the areas of the reassigned territories to the areas of the administrative-territorial unit at the time before the change. Since different administrative-territorial units have different duration of existence, in our opinion, it is important to analyze not only the quantity but also the intensity of the changes. To reflect on the map the course of changes in the administrative-territorial unit in time, we developed a timeline-based chart.

Abstract:
In general, this article reveals the political meaning of administrative reforms and administrative divisions in some countries of Europe and Asia. A special subject of research is administrative reform and the reform of regionalization in the unitary countries, their path to regionalism and greater democratization at the level of regional governance. Administrative reform and the reform of decentralization of power have ripened in Ukraine for a long time, and even at the present stage, these reforms are inherent in some problems. This work reveals all the functional and historical-ethnographic content of administrative reform in Ukraine. The study offers a pilot map of the administrative division of regions and subregional entities in Ukraine, according to Western trends in administrative division. The historical, national foundations of administrative reform and decentralization reforms in Ukraine are interesting, as well as external factors such as European integration, which may affect the formation of the concept of administrative division in Ukraine, both from a historical retrospective and futurism in this matter, as well as from a functional point of view. In general, the Ukrainian space is inherent in some uncertainty and differences in conceptual issues of reforming the administrative-territorial structure of the state. The study analyzes promising developments in the field of reforming of the administrative-territorial divisions and suggests some new trends in possible areas of reform. First of all, the author is trying to restore order about how European trends and ideas can be expressed in the domestic environment. Some legislative initiatives are analyzed and it is proposed to highlight the historical and functional meaning of the concept of a region in legislation. It also analyzes the possible impact of administrative reform on the reforms of various branches of government. In general, the study proposes a qualitative modernization of the system of administrative-territorial construction in Ukraine. In fact, reforming the administrative-territorial structure on the basis of universally recognized world trends can significantly streamline national, regional, subregional and local governance in Ukraine, and bring it to a new level. Also, these reforms carry some modernization of regional economic policy, which the domestic space needs in the face of modern problems.

Abstract:
The article analyzes the administrative and territorial structure of the Lodz Voivodship over almost a hundred years of its existence in various political configurations. In the interwar period, after the creation of the voivodship, numerous changes were made in its territorial structure. Unfortunately, the Nazi occupation disintegrated all those administrative efforts. After regaining independence, the previous solutions were returned, and then numerous reforms were carried out, creating new poviats and replacing the communes with small clusters. Later, the communal structure was returned, however, poviats were liquidated by establishing a two-level administrative division. Its consequence was the division of the Lodz voivodship between several other ones, while in the center there was created a small voivodship with the capital in Lodz. As a result of political changes in the late 1990s, the three-level administrative division was reactivated. A large Lodz voivodship was created again, divided into poviats and communes. Its administrative and territorial structure, as well as external borders largely resemble previous solutions. Despite the administrative reforms carried out in various political and systematic configurations, it was possible to maintain the territorial cohesion of the area in question.

Resumo: Em período recente, houve uma reorganização do circuito espacial de produção do vestuário em escala planetária. No Brasil, as etapas da produção, distribuição, comércio e consumo passaram por transformações significativas. No entanto, a cidade de São Paulo, apesar de perder relativamente parte da produção, ainda possui centralidade neste ramo de atividade. A compreensão do redesenho do circuito produtivo do vestuário demanda o entendimento da divisão territorial do trabalho, que se revela pela economia urbana da cidade e da urbanização. Deste modo, apresentamos nesta tese a caracterização do circuito espacial de produção do vestuário em diálogo com a teoria dos dois circuitos da economia urbana (circuito superior e inferior) da cidade de São Paulo, enfocando as áreas de especialização produtiva (os bairros do Brás e Bom Retiro), juntamente com os principais agentes estruturadores do espaço nesta cidade. O circuito superior do vestuário, composto pelas empresas modernas, vem se apropriando das formas de organização típicas do circuito inferior por meio da subcontratação. As grandes empresas varejistas de atuação nacional e internacional e os atacadistas do Brás e Bom Retiro se especializam nas atividades mais sofisticadas e destinam a execução (etapa da costura) para as pequenas oficinas de costura que, em geral, utilizam mão de obra imigrante, sobretudo de bolivianos. Identificamos assim os nexos entre as atividades do circuito superior e inferior vinculados ao ramo do vestuário
Abstract: Recently there has been a reorganization of the clothing production spatial circuit in planetary scale. In Brazil, the stages of production, distribution, trade and consumption have had meaningful transformations. However, the city of São Paulo, besides losing relatively part of the production, still has centrality in this branch of activity. The understanding of the redesign of the clothing production circuit demands the understanding of the territorial division of work, which is revealed by the urban economy of the city and urbanization. Thus, in this thesis we show the characterization of the clothing production spatial circuit in dialogue with the theory of the two circuits of the urban economy (upper and lower circuits) of the city of São Paulo, focusing the areas of productive specialization (Brás and Bom Retiro neighborhoods), together with the main space structuring agents in this city. The upper clothing circuit, composed of modern companies, has been appropriating the forms of organization typical of the lower circuit through subcontracting. The big retail companies of national and international performing and the wholesalers of Brás and Bom Retiro specialize themselves in the more sophisticated activities and lead the execution (stage of sewing) to the small sewing workshops that, in general, use immigrant work force, specially Bolivians. Then, we identify the connections among the activities of the upper and lower circuit related to the clothing branch

The study examined to the systematic analysis of theoretical and methodological principles of the process of decentralization of public administration. The author determined that decentralization of public administration is a way of defining and differentiating tasks and functions. The research substantiated that the current regulatory framework is non-systemic, there is a problem regarding the regulation of real mechanisms for the implementation of decentralization in Ukraine.

Cette thèse a pour objet l'étude des collectivités territoriales françaises. Entre empilement des structures et enchevêtrement des compétences, le paysage local est très souvent critiqué. L'objectif est de s'interroger sur l'avenir de ces structures dans un contexte de bouleversement territorial. Deux collectivités sont particulièrement concernées par cette recherche : les départements et les régions. Le constat d'une dualité politique est avéré et les tentatives de rapprochements sont légion. Pour autant de nombreuses difficultés ne permettent pas de créer de véritables articulations entre ces deux entités. Face à ces éléments, il apparaît nécessaire de dresser un constat général de l'organisation territoriale actuelle dans un paysage local français complexe. Chacune des collectivités territoriales s'est insérée différemment au sein des territoires et les contours de chacune d'entre elles seront étudiés sous l'angle principal de leur statut juridique. Cependant, l'aspect politique des différentes collectivités territoriales permettra de donner une vision différente de ces structures. Avec l'influence des élus locaux, les collectivités territoriales se situent au coeur de l'action publique. Depuis plus de trente ans, par les différentes dispositions législatives intervenues en la matière, le paysage local n'a cessé de se transformer au point qu'il apparaît actuellement comme bouleversé. L'étude propose plusieurs pistes de réflexions en vue de faire évoluer les collectivités territoriales et de les doter d'outils juridiques leur permettant d'être mieux représentés au sein des territoires
This thesis is about the research of French territorial communities. In between piled up stuctures and confused abilities, local landscape is often criticized. The main aim is to examine and question the future of these structures in a context of territorial diruption. Two communities are especially concerned : territorial and administrative divisions and territories. The report of a political duality is true and the attempts to come together are numerous. So far, multiple difficulties do not allow to create true articulations in between those two entities. Facing those elements, It's necessary to elaborate a general established fact in a complex French local territory. Each one of those French territorial communities are at the center of the public action thanks to the local elected représentatives. Within the different legislative arrangements which happened, the local landscape has been changing for more than thirty years and now seems to be upside down. Several tracks of thoughts are offered in order to change in a better way the territorial communities and to give to them legal Tools allowing them to be better represented among territories

Abstract:
This dissertation contributes to the definition of an analytical framework for the study of optimal jurisdictional size for local service delivery. We argue that the standard economics framework for the analysis of optimal jurisdictional size importantly neglects individual preferences for political accountability. Our theoretical model shows that once we take into account such preferences, the optimal jurisdictional size for the provision of local public goods is smaller than in the standard model. We obtain empirical evidence to support our hypothesis from a sample of 197 countries. Our results show that, in fact, demand for political accountability leads to higher jurisdictional fragmentation both in terms of greater number of jurisdictions and smaller average population per jurisdiction. In addition, a meta-analysis of the empirical contributions to the study of economies of scale in the provision of local services shows that the economies of scale expected from service provision to larger jurisdictional sizes may not be present except for a handful of local services, and limited to relatively small population sizes. The results of the meta-analysis signal moderately increasing to constant returns to scale in the provision of traditional local services. In light of these results, we argue that forced jurisdictional consolidation programs across the world justified by perceptions of excessive jurisdictional fragmentation, or by the expectation of large expenditure savings due to economies of scale may have been, thus, erroneously designed. From a policy perspective, multi-layered institutional frameworks for service delivery (including cooperation and privatization among other options) may allow targeting available efficiency gains more efficiently than consolidation.

This chapter traces the creation of the Canada–US border from the American Revolution until the beginning of the Civil War. It outlines the international agreements signed by European nations—the Treaty of Paris (1783), Treaty of 1818, Anglo-Russian Treaty (1825), and the Oregon Treaty (1846)—which established British, American, and Russian territorial claims on paper. By comparing this administrative history of the border to the stories of Tom Mutceheu (Cree), Feather (Assiniboine-Soto), and Joe Louie (Coast Salish), the chapter emphasizes the diverse ways that Indigenous people and colonial powers conceptualized and enforced territorial divisions. The article reviews the procedural and substantial standards developed by the Constitutional Court of the Republic of Latvia regarding the nationwide administrative territorial reform, which took place in 2019–2020. The article analyses the development of interpretation of Art. 5 of the European Charter of Local Self Government, as well as content and application of the principle of prohibition of arbitrariness in evaluating legality of a law, which outlines the administrative territorial division.

В настоящей работе представлены результаты восстановления схемы административно-территориального деления Приморской области начала ХХ в. Картографирование границ области и ее уездов, волостей, казачьих станичных округов, городов было проведено на основе картографических и литературных материалов 1915-1917 гг. Для административно-территориальных единиц разного ранга рассчитаны площади, проведено их сопоставление с литературными материалами и оценками, полученными авторами ранее. The paper presents the results of reconstructing of the of the administrative-territorial division scheme of the Primorskaya Oblast at the beginning of the XXth century. We mapped borders of the Oblast and its counties, volosts, Cossack stanitsa districts and cities on the basis of cartographic and literary materials of 1915-1917. Areas of administrative-territorial units of different ranks were calculated and compared with literature materials and estimates obtained by the authors earlier.

Keywords: Roman Valencia, substratum permanent structures, city planning, historical transformations Text abstract: The shape of the territory and the urban settlement of numerous Valencian cities were strongly conditioned by the original imprinting of Roman planning, characterized –as it is known- by large scale infrastructures, by settlements of orthogonal axes and by the allocation of the plot division into square modular divisions called centuriae. All the later interventions took necessarily into account such structures, which underwent numerous transformations over time, especially from the second half of the twentieth century. Then innovations and developments in modern technology contributed –more than in any other period– to neglect and override the traces of the original configuration. Territorial and urban research into Roman structures in the Italian peninsula has allowed the recognition of a sufficiently large number of plans, thus allowing the development of a complete general research method to read analogous structures in different Romanized territories. The authors now propose to apply this method to the territory of the Valencian Community. The rectilinear outline of Via Augusta with its forking side paths, the orthogonal signs of the agrarian fabric, the military milestones and the administrative divisions suggest, also in this case, the possibility of retracing the original pattern. Its structure could contribute, among other things, to explain the logic of the expansions outside the walls of the historic centre of Valencia that might otherwise seem arbitrary and meaningless.

Abstract:
In the context of the pandemic condition caused by the coronavirus Covid 19, it is obvious that economic sectors dependent on movement of goods and people between regions will be less economically productive. Undoubtedly it is tourist industry (TI). Partial compensation of impacts and risks is practicable by appropriate tools, in this context it is client relationship management (CRM). Basic TI services are related to a destination which is a geospatial factor determining supply and demand. Destination isn´t isolated entity, it is dependent on environment (between other and administrative). Data processing is always related to a territorial unit which is characterized, between others, relevant infrastructure which is needed for provision of services. One characteristic of infrastructure is relation between elements of infrastructure, which can be defined as interdependence of elements, e.g. spatial. The aim of the contribution is to demonstrate the geospatial relationship between selected elements of supply and demand in the TI given accommodation capacities and the number of overnight stays. Defaults data are evaluated by geospatial analysis methods, especially precedent analysis showing changes of values between elements analyzed on the infrastructure. Infrastructure is based on administrative division of Czech Republic, basic data are divide into districts and modified to regions by minimum distances. Infrastructure is generated by passage of autonomous agents. The results of the work demonstrate spatial dependencies and indicate the need to examine the relationships between quantities based on the gradient of quantities in the space, which is evident, for example, on the behavior of the average number of overnight stays between the districts of Brno city and Brno countryside.
