This quantitative study analyzed the relationship between district characteristics, the educational environment and the administrative organizational structure in public schools in the Commonwealth of Pennsylvania between the 1996-1997 school year and the 2006-2007. More specifically, this study conducted an assessment of the changes and stability that have occurred in the Commonwealth's 501 public school district's administrative positions and structures and determined the trends or relationships that exist between the administrative structure in comparison with district characteristics and the educational environment. Pennsylvania public schools have increased in total number of administrators across the Commonwealth from 5,734 in the 1996-97 school year (Database 1996-97) to 7,348 administrators in the 2006-07 school year (Database 2006-07). This is an increase of 1,614 administrators across the 501 public school districts. These increases have not been consistent from one year to another or across districts. Little is known concerning the relationship between internal district characteristics, the external educational environment and administrative changes or stability. In addition, little is known about that combination of characteristics that have allowed some districts to remain stable in a changing educational environment. In an effort to provide more information on these issues, this quantitative study analyzed public school administrative positions and structures in the 501 Pennsylvania school districts over time in relation to the district's characteristics and educational environment. By assessing combinations of district characteristics and the educational environment, this study sought to find similarities and differences in how districts administratively respond to forces and pressures on the organization.

Abstract:
Seal impressions on bullae offer new ways of approaching the local realities of Seleukid administrative and fiscal practice. Previous studies of these objects have focused primarily on the iconography of the impressed seals. However, analysis of the find-spots of bullae, their forms, the sealing protocols employed, the quantities of extant seal impressions, and the interactions that are evidenced by several individuals impressing their seals on a single bulla, enables a range of aspects of royal bureaucracy in Babylonia to be reconstructed. This study is based on thousands of published and tens of unpublished bullae from several Seleukid sites, and also incorporates a few bullae from elsewhere that are impressed by seals with Seleukid motifs. It demonstrates the importance of groups of men ‘on the ground’ for the articulation and enforcement of royal power. Routine bureaucracy ensured that taxes were collected and local authority maintained throughout the long periods when the king and court were absent from a region, and even during instances of conflict over the throne. Nonetheless, some of the surviving evidence appears to reflect bureaucratic failings; there were also moments of reform and instances of idiosyncratic behaviour. The bullae suggest that administrative practice was relatively homogeneous across Babylonia, but differed from that known from the Greek cities of western Asia Minor. There are however similarities between Seleukid administration in Babylonia and Ptolemaic administration in Egypt, suggestive of cross-fertilisation between the two Hellenistic powers. This study is important because scant information survives about the daily realities of Seleukid control from anywhere in the empire, and very little on Seleukid rule in Babylonia. Fully exploiting these initially unpromising sources helps to fill an important gap in our knowledge, and enables broader comparisons of imperial structures between the Seleukid, Ptolemaic and Achaemenid empires.

Abstract:
There has been a growing concern raised by nurse educators regarding the potential for litigation by nursing students who are dissatisfied with educators' appraisal of these students' clinical performance. A descriptive survey using a cross-sectional design was used to assess the relationships between institutional policies and procedures related to student clinical evaluation practices and the incidence of student grievances and appeals of faculty decisions. Population for this survey was diploma and basic baccalaureate nursing programs in Canada (N=94). The response rate to this survey was 86.2% (81/94 programs). Data were obtained using two self-developed questionnaires which tested for support of two prototypic models derived from literature reviewed. Variables studied included the decision-makers' location (educational institution, hospital), their role or position, their functions, and the guidelines under which they performed student evaluations. Also studied were mechanisms available to students to question the decision. Data were analyzed using descriptive statistics. Reliability of the data from the administrative practices instrument was assessed using contingency tables which compared the program's reported data to its written policies and procedures. The level of agreement was approximately .50 which was considered adequate bearing in mind the frequent discrepancies between policies and procedures in most institutions.. There were five significiant findings, these being: (1) there exists a lack of faculty evaluation standards when evaluating students in clinical settings, (2) in one-third of the programs a clinical instructor alone makes a student's clinical decision, (3) it appears that in some programs the same members serve on more than one level of review panels, (4) procedures employed in the conducting of informal and formal hearings are rarely written, and (5) grievance and appeal panels tend to alter professional judgments of nurse faculty even though panel members frequently are non-nurses.

Abstract:
This thesis seeks to examine the political and administrative organisations of al-Andalus during the period of the Almohads. It employs close analysis of the sources in order to explore how the Almohad government system worked and to identify the extent of the development and the efficiency of its structures during the period. Each chapter focuses on a specific part of this system. Chapter I examines the founding of the political organs established by the founder of the Almohad movement, Ibn Tūmart, and the reforms made by his successor, the founder of the empire, ʿAbd al-Muʾmin. Chapter II discusses the administrative political system of al-Andalus, especially the administrative divisions of the provinces, and the political structure of the government, represented by the governors and the kuṭṭāb. Chapter III examines the financial institutions and its structures, such as the ʿāmil, the mushrif, and the ṣāḥib al-aʿmāl, in addition to the Almohad sikka and its development. Chapter IV, the final chapter, studies the judicial system and highlights its religious functions.

Abstract:
A number of reforms described as the New Public Management (NPM) have been introduced in the UK. Key elements of this are the introduction of markets, an increase in the production of performance information and changes to organisational structures. This research evaluates the impact of these reforms on accountability. In order to do this a model of effective accountability is developed from the existing literature. The criteria of effective accountability are the provision of information by the steward, clarity of assignment of responsibilities, the ability of the principal to control the steward and the ability of the principal to apply rewards or impose sanctions An overview of the NPM and accountability is provided in the first paper. Three papers examine the impact of increased performance information on accountability, through an analysis of documents and plans. The conclusion is that the information provided does not meet the needs of the relevant stakeholders. Three further papers assess the impact of changes in organisational structure and find that clarity and democratic accountability are marginally enhanced. The final paper analyses the impact of a consumer approach to accountability in education. It concludes that resistance to this, from officials and politicians, diluted the possible benefits of increased clarity and sanctions for parents. The eight pieces of research show that although accountability overall has not been significantly enhanced, the impact of reforms has varied between the different elements of effective accountability. The giving of an account and clarity of account have been strengthened by the reforms, but there is more limited evidence on the other two criteria. These latter two areas in particular are important issues for further research on accountability. This research has contributed significantly to our understanding of the impact of reforms on accountability. This has been achieved through original empirical research as well as theoretical developments concerning the importance of information and the quality of data required by different stakeholders.

Abstract:
Recently researchers have started to investigate the cognitive strategic orientations of individual top managers and have pointed out these may be key in determining the direction and success of their organizations in terms of performance, but they have been unable to effectively operationalize this notion in empirical research and this is holding up knowledge development. To make a contribution that helps overcome this limitation a theoretical framework is developed which specifies the different possible cognitive strategic orientations of top managers as well as those of managers at lower organizational levels involved in the strategy process. This theoretical framework is investigated in the empirical phase of the study into strategic orientations in practice. Additional contributions to knowledge of strategic orientation are made in three main domains. Firstly, current knowledge of strategic orientation is largely limited to analysis at the level of the firm whereas there is a lack of understanding of any relationships with practice at lower organizational levels. The exploratory research undertaken for this thesis contributes to new knowledge of different rational, developmental and interactive strategic orientations of front-line managers and this contributes to a cognitive explanation for emergent strategy linked to strategy processes embedded in practice. In theorising the presence of different strategic orientations in practice the discussion highlights the importance of network and spatial embeddedness within enacted environments. Secondly, a contribution to further knowledge of the links between strategy processes and the content of strategies within a retail context is made. The research highlights different strategy processes used in practice by retail front-line managers in a branch network of stores and these are linked to consequences such as different objectives, performance expectations and the fulfilment of personal goals. Thirdly, a contribution to research methodology is made by addressing problems associated with the comparison of cognitive maps.

Phénomène séculaire, la pollution a pris une nouvelle ampleur au début des années 1970. Cette transformation a conduit l’État à mettre en place un dispositif de protection visant à prévenir ou réparer les dommages susceptibles d'en résulter. A une période où il faisait par ailleurs l'objet de nombreuses contestations, le droit administratif s'est alors trouvé confronté à un nouvel objet. L'étude des évolutions issues de cette rencontre révèle d'abord que les équilibres du droit administratif institutionnel ont été ajustés. L'institution étatique, largement attendue, s'en trouve revalorisée. Et les relations administratives sont redéfinies. Au sein de l'appareil administratif, l’État central est renforcé. Dans ses relations avec ses administrés, le pouvoir administratif s'est au contraire ouvert, favorisant sa démocratisation. Par ailleurs, les mouvements du droit administratif substantiel ont été modérés par l'appréhension de cette nouvelle mission. Du fait de sa dimension collective, la lutte contre la pollution se prête mal à la subjectivisation du droit administratif. Quant à la tendance à la contestation de l'autonomie du droit administratif, elle est également limitée. La transversalité de l'objet pollution favorise l'ouverture du droit administratif aux autres disciplines. Pour autant, l'intégration des sources extra-juridiques reste maitrisée et les effets de l'exercice de cette nouvelle mission en termes de banalisation du droit administratif sont mesurés
Although an age-old phenomenon, pollution has gained a new momentum throughout the l 970's. This development prompted the State to institute a plan to prevent or repair potential subsequent damages. At a time when it had already aroused many disagreements, administrative law then had to deal with a new matter. Balances of institutional administrative law were adjusted. The value of the state institution highly expected, was reasserted. And the administrative relations were redefined. Within the administrative institution, the unitary state was reinforced. On the contrary, the administrative power opened up towards its citizens, thus fostering its democratization. Besides, substantial administrative law, apprehensive of this new mission, tempered its movements. Due to its collective nature, pollution abatement does not lend itself to subjectivization of administrative law. While individual interests still hold an important place, the protection plan and its guarantees are based on the administrative action. The propensity to contest the autonomy of administrative law is also limited. The transversal essence of the pollution topic encourages administrative law to embrace other disciplines. Nevertheless, the integration of sources unrelated to law remains under control and the fulfilment of this new mission has moderate consequences in terms of trivialization of administrative law

Abstract:
To the study of the establishment of the European Commission in 1958 and its administrative structures, a "new" dimension can be said to have been added with material that has become available with the opening of the Historical Archives of the European Communities. Through this material one has been able to study from first-hand sources influences and aspects of the setting-up of the European Commission which has hopefully cast new light on this process. An interview with former Secretary-General of the Commission, Emile Noël, has given first-hand experiences of the work of the early Commission from a personal source. Approaching the study of the European Commission, one cannot avoid the High Authority. This was as close as one could get to a predecessor to the Commission. Their differences, however, were partly due to the scope of the High Authority, which covered a much smaller area of society, dealing only within the industries of coal and steel. Secondly, the Treaties of the ECSC and EEC approached the legislative process rather differently. Within the ECSC, legislative powers were given to the High Authority alone, whereas in the EEC, this was shared between the European Commission and the Council of Ministers, making the EEC less "supranational". Furthermore, differences between the two executive bodies can be found in the characters of its two Presidents, Jean Monnet and Walter Hallstein respectively. Monnet approached the setting-up of the High Authority in a minimalist way, only expanding and developing its administration according to needs. Hallstein believed in developing administrative structures first, for then to be able to concentrate on the developing of policies. It was also in this way that the Commission was able to perform its most characteristic, and unique feature, that of a political leadership. The influence of President Hallstein was here to prove considerable, together with the rest of the College of Commissioners, operating in a strictly collegiate and independent manner. Particularly during the Free Trade Area negotiations between the Six and the rest of the OEEC, the Commission showed its ability to take political initiatives. The Free Trade Area negotiations had started in an intergovernmental fashion in 1956, two years before the EEC and the Commission came into operation. Nevertheless, the Commission proved capable of entering the negotiations half way through, seeking to carry them on as the single voice of the Six.

Les structures et dynamiques regionales de l'arc sont analysees dans la deuxieme partie. Tout d'abord, nous avons compare leurs structures et leur dynamique socio-economique a celles des autres regions d'europe. Nous avons ensuite porte l'eclairage sur les provinces et les departements cotiers afin de deceler le systeme d'organisation de l'arc ainsi que les differenciations inter et intra-regionale. This thesis aims at studying the mediterranean arc : the regions from the straits of gibraltar to the straits of messina that border the coasts of the northwestern mediterranean. The study undertakes to find out whether there exist, beyond the apparent differences, similar forms of organization and types of evolution, and whether, excepting time-lags the devolopment trands have been identical or close. In a word, does an arc effect exist? spatial considerations are at the heart of the problem, the first part of the study is thus devoted to research on methods and techniques that allow for the best integration of space within the regional analysis. The structures and regional dynamics of the arc are analysed in part 2. In the first place, we have compared their structures and socio-economic dynamics with those of other european regions. We next focussed on the string of coastal provinces and departments. Fanally, we have carried out several "close-up" views by focussing on a sample of regions whose structures we have compared, and the functioning of the micro-regional dynamics of on of which has been modelled

Abstract:
Abstract This cross-sectional survey study investigated middle and high school administrative team members’ leadership classifications and perceptions of secondary principals’ leadership actions and behaviors in the context of change and to what extent these perceptions are gender specific. In addition to gender, the study also examined the impact of race/ethnicity, age, campus level, length of employment in the district, length of time working with the principal, and closeness to the principals on leadership actions and behaviors. The results of the study are intended to highlight the importance and value of feminine-inspired leadership approaches and administrative team members’ perspectives of leadership in managing and leading the change process. The study targeted the leadership actions and behaviors of 39 middle school and 28 high school principals assigned to traditional secondary schools in the southwestern United States. Administrative team members’ perceptions of secondary school principals’ approaches to leadership served as the basis for the study, which investigated whether administrative team members perceived principals’ leadership actions or behaviors in a change context to be gender specific. Male and female administrative team members (n=210) were surveyed using the Leader Behavior Description Questionnaire (LBDQ), Form XII – fourth revision (Ohio State University, 1962). Based on survey results, secondary principals were classified as dynamic, considerate, passive, and structured leaders as rated by administrative team members using the LBDQ. The results of the study revealed that gender and school level of administrative team members did not influence the classification of secondary principals as dynamic, considerate, passive, or structured leaders. The ratings of those principals perceived as dynamic were statistically significantly higher than those of principals as passive and structured leaders. Out of 62 secondary principals, administrative team members classified principals as follows: dynamic leaders 63% (n=39), considerate leaders 5% (n=3), passive leaders 16% (n=10) and structured leaders 16% (n=10). Additionally, dynamic leaders received a statistically significant higher rating of closeness to principal when compared to passive and structured leaders. The findings of the study, which illuminate the perspectives of administrative team members with regard to secondary school principals, have implications for informing research on school leadership as well as educational leadership practices.

Abstract:
This work presents an analysis of the managerial competences of the Administrative Managers of 2 located companies in the municipal district of Santa Maria, State of Rio Grande do Sul. The general objective of the research is to identify the managerial competences of the Administrative Managers through an acting evaluation or evaluation of 360 degrees. To reach this I aim at, they were established the following specific objectives: (1) to identify which are the main models of strategic administration proposed at the present time by the authors for the organizations; (2) to evaluate which are the different structures found in the companies that will be researched and the Administrative Manager's different functions; (3) for the studied companies, to identify which are the expected managerial competences and presents regarding the Administrative Manager. Owed the proximity and to the access, we opted for a sampling for convenience, being chosen 2 companies of different sections (mechanical metal and production of soft drinks) and that they present strategic planning in their activities. In these two companies, a questionnaire can be applied where identified the administrative manager's managerial competences and the different forms that the Administrative Management is structured. With the identification of the competences you manage and the different found administrative structures, it can finally to do a relationship of the profile of this professional's competences.
Este trabalho apresenta uma análise das competências gerenciais dos Gerentes Administrativos de 2 empresas localizadas no município de Santa Maria, Estado do Rio Grande do Sul. O objetivo geral da pesquisa é identificar as competências gerenciais dos Gerentes Administrativos através de uma avaliação de desempenho ou avaliação de 360 graus. Para atingir este objetivo, foram estabelecidos os seguintes objetivos específicos: (1) identificar quais são os principais modelos de gestão estratégica propostos pelos autores para as organizações na atualidade; (2) avaliar quais são as diferentes estruturas encontradas nas empresas que serão pesquisadas e as diferentes funções do Gerente Administrativo; (3) para as empresas estudadas, identificar quais são as competências gerenciais esperadas e presentes com relação ao Gerente Administrativo. Devido á proximidade e ao acesso, optou-se por uma amostragem por conveniência, escolhendo-se 2 empresas de setores distintos (metal mecânico e produção de refrigerantes) e que apresentam planejamento estratégico nas suas atividades. Nestas duas empresas, pode-se aplicar um questionário onde se identificou as competências gerenciais do gerente administrativo e as diferentes formas que a Gerência Administrativa se estrutura. Com a identificação das competências gerencias e as diferentes estruturas administrativas encontradas, pode-se por fim fazer uma análise das competências encontradas, observadas e esperadas pelos profissionais da gerência administrativa.

Abstract:
This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. It then examines the determinants of municipal structures on a political-administrative dimension. The empirical results show that municipal structure choices are statistically significantly associated with citizens’ socioeconomic and demographic characteristics. Citizens’ income levels play a crucial role in determining municipal structure changes during the sample period. The third chapter examines the effect of municipal structures on government fiscal conditions. Municipal structure is operationalized by the municipal structure political-administrative index, which is the focus of the second chapter. There are a variety of mechanisms through which municipal structures can influence government fiscal conditions, among which managerial professionalism, strategy stance, and managerial accountability versus efficiency are theoretically addressed. Empirical evidence shows that a municipal structure that is more administrative is associated with healthier fiscal conditions in cash solvency, dependence on intergovernmental transfers, and debt level. Particularly, there is an inverted U-shaped relationship between the municipal structure index and governments’ fiscal conditions. Moreover, municipal structures moderate the influence of external environmental factors. The fourth chapter investigates the determinants of local government’s fiscal slack in a political-budgetary-managerial framework. The research argues that voters’ preferences, government’s budgetary performance, and government internal management work interactively to influence government fiscal slack, and it proposes appropriate indicators for the three explanatory dimensions. Particularly, government internal management is operationalized by the municipal structure political-administrative index. Empirical results show that voters’ anti-tax and pro-spending sentiment have a negative effect on the size of government fiscal slack, and government’s budgetary performance exerts a positive impact. Moreover, government internal management modifies the effects of voters’ preferences and government’ budgetary performance on government fiscal slack.

Local government is arguably the most significant sphere of government to lay citizens, as it is the point of contact of citizens with their government. Local government enables a direct link between the general public and the basic services that they are entitled to by means of their constitutional and legislatively entrenched rights. It is the only sphere of government that allows and encourages face-to-face engagement between citizens and their governors, providing the necessary platform for interaction, contact and communication. It is imperative therefore that this tier of government operate optimally and competently, as it represents a reflection of the operation of government wholly. Research unfortunately illustrates that public perceptions of local government are negative, with levels of trust in local government being substantially lower than those in provincial and national governments. The responsibility for failure to perform would lie squarely on the shoulders of those individuals leading any institution. The leading incumbents driving a municipality are the political and administrative heads, i.e. executive mayor and municipal manager.

A repartição actual de recursos financeiros intragovernamentais em Angola é feita de forma discricionária. Cabe ao ministro do Planeamento e/ou Governador provincial propor o montante a ser transferido para as administrações municipais. Os municípios de regiões petrolíferas e diamantíferas são beneficiados financeiramente pelas receitas consignadas derivadas das receitas fiscais associadas à exploração daqueles recursos minerais, para além de terem acesso, como os demais municípios, a outras receitas consignadas. Esta situação agrava a disparidade fiscal orçamental entre os municípios angolanos. Propôs-se um modelo de transferências intragovernamentais mais justo e eficiente, tendo como critério principal para atribuição do Fundo Geral (80% das transferências) a população de cada município, e promove a equidade entre os municípios através de um Fundo de Coesão (20% das transferências) a ser financiado por uma percentagem das receitas petrolíferas e diamantíferas consignadas. Os municípios não sede de província, cuja população se situa abaixo de 80% da população do município sede, habilitam-se ao Fundo de Coesão. O modelo adapta-se melhor ao momento actual de aprofundamento da desconcentração administrativa rumo às autarquias locais e a uma descentralização efectiva. Espera-se também que a sociedade civil dos municípios funcione como um órgão de fiscalização da implementação do modelo e da gestão dos recursos a nível local. Finalmente, a adopção do modelo dependerá do equilibro entre aqueles que perdem e os que ganham com o novo critério de afectação de recursos financeiros intragovernamentais.
The intra-governmental fiscal sharing in Angola is currently done in a discretionary way. It is the responsibility of the Ministry of Planning and/or of the Provincial Governor to propose the amount to be transferred to the municipal administrations. The municipalities located in petrol and diamond regions are in a beneficial position since they receive both the taxes that originate from fiscal taxes due to the exploitation of mineral resources and other taxes that are general to the overall municipalities. This situation worsens the fiscal imbalance amongst Angolan municipalities. In the present article a fairer and more efficient model for intra-governmental fiscal transfer is proposed, having as main criteria the population data for the attribution of the General Fund (80% of transfers). It also promotes equity between municipalities by the creation of a Cohesion Fund (20% of transfers) that is funded by a percentage of allocated incomes of petrol and diamond exploitation. Municipalities, which are not Province headquarters, and which population is below 80% of the headquarter municipality population, can apply to the Cohesion Fund. This model is particularly adapted to the current process of gradual administrative deconcentration aiming to achieve local governments and an effective decentralisation. It is also expected that local civil society play as watching dog role, monitoring and evaluating the model implementation as well as resource management at the local level. Finally the model adoption and implementation will depend on the balance between those who loose and those who win the new criteria of fiscal resource intra-governmental allocation.

Deux collectivités sont particulièrement concernées par cette recherche : les départements et les régions. Le constat d'une dualité politique est avéré et les tentatives de rapprochements sont légion. Pour autant de nombreuses difficultés ne permettent pas de créer de véritables articulations entre ces deux entités. Face à ces éléments, il apparaît nécessaire de dresser un constat général de l'organisation territoriale actuelle dans un paysage local français complexe. Chacune des collectivités territoriales s'est insérée différemment au sein des territoires et les contours de chacune d'entre elles seront étudiés sous l'angle principal de leur statut juridique. Cependant, l'aspect politique des différentes collectivités territoriales permettra de donner une vision différente de ces structures. Avec l'influence des élus locaux, les collectivités territoriales se situent au coeur de l'action publique. Depuis plus de trente ans, par les différentes dispositions législatives intervenues en la matière, le paysage local n'a cessé de se transformer au point qu'il apparaît actuellement comme bouleversé. This thesis is about the research of French territorial communities. In between piled up stuctures and confused abilities, local landscape is often criticized. The main aim is to examine and question the future of these structures in a context of territorial diruption. Two communities are especially concerned : territorial and administrative divisions and territories. The report of a political duality is true and the attempts to come together are numerous. So far, multiple difficulties do not allow to create true articulations in between those two entities. Facing those elements, It's necessary to elaborate a general established fact in a complex French local territory. Each one of those French territorial communities are at the center of the public action thanks to the local elected représentatives. Within the different legislative arrangements which happened, the local landscape has been changing for more than thirty years and now seems to be upside down. Several tracks of thoughts are offered in order to change in a better way the territorial communities and to give to them legal Tools allowing them to be better represented among territories

Une première partie confronte les règlements européens et les documents de programmation avec les acteurs qui, dans les deux cas comparés, occupent les « rôles » institutionnels prescris par le droit d’autorité de gestion, d’autorité de certification, d’autorité d’audit, respectivement d’organisme intermédiaire. Une seconde partie rend ensuite compte de l’enquête de terrain au cours de laquelle l’auteure a rencontré des responsables à divers niveaux de l’action publique, des consultants ainsi que des porteurs de projet. La thèse apporte trois contributions principales : tout d’abord, le constat que chaque État membre a sa propre manière de mettre en œuvre les fonds structurels et d’en appliquer les procédures en fonction de sa culture politique et administrative ; ensuite, la confirmation que les régions, en raison principalement de leur taille, constituent le niveau de responsabilité approprié pour mettre en œuvre les fonds structurels ; enfin, notre recherche prouve que ce sont les interactions au sein des configurations différentes de chaque terrain qui donnent naissance à des manières en chaque cas différentes de faire vivre les fonds structurels au concret
For this doctoral dissertation we aim to make a comparison on how two countries with different level of development operate the structural funds: Romania, integrated in the EU in 2007, and France, one of the founding members. We have chosen these two regions because of their similarities (population, area, both regions have a country frontier): South-Muntenia in Romania and Midi-Pyrénées in France (before the reform of regions). To be more specific, in France we have to deal with Regional Council and with the General Secretary of the Regional Affairs and in Romania with the Regional development agency in charge with the ERDF and OIRPOSDRU in charge with the ESF.Our interest is the EU-state-region in the perspective of the institutions in charge of those funds: how is each State organized at the regional level for the EU funds management? Our hypothesis is that there are two different administrative cultures that have their origins in two different forms of regionalization: France has a regional administration with very strong and well defined regions in the Constitution and Romania with the regions of development recently created with the target to manage these funds

The aim of the Diploma thesis is the project documentation for the execution of the administrative building. This is an administrative building located on the outskirts of Letohrad. The building consists of one section that has three above-ground floors and one section that has only one above-ground floor. The building is used for administration, trade and storage. For administrative work is designed the three-storey part of the building and single-storey part of the building is designated for trade and storage. The main entrances to the building are located on its west side and the next entrances to the building is located on its southern side and northern side. The building is based on foundation strips and pads of plain concrete. The building is designed from a masonry structural system made of concrete blocks made of lightweight concrete and the third floor is partly designed as a timber structure made of wooden KVH squared timber. The ceiling structures are designed from prestressed ceiling panels. Roof structure above the main part of the building is designed two-stage pitched roof octagon shape and the roof above the single-storey part of the building is designed as warm flat extensive green roof.

Dans l’image traditionnelle, la Chine est un État unitaire typiquement centralisé. Un tel concept, même à l’ère de Mao Zedong, n’est pas très précis, car à l’époque, la Chine a quand-même connu au moins trois cycles de déconcentration/centralisation. Alors, après la réforme d’«ouverture vers l’extérieur» par Deng Xiaoping, la Chine a établi des relations contrastées entre le central et le local. Deng Xiaoping a adopté une décentralisation des compétences par les mesures administratives et transfère les « intérêts » à l’échelon local, ce qui induit une grande latitude pour ce dernier, en particulier, en matière de développement de l’économie. Ainsi, une décentralisation non institutionnalisée a conduit l’échelon local à devenir de facto une entité administrative qui maîtrise les ressources et les compétences au nom de l’État, plutôt qu’obéissant aveuglément au central. Derrière ce changement, on voit l’émergence et la force motrice des intérêts locaux, avec une décentralisation approfondie, les gouvernements locaux ont reçu beaucoup plus de pouvoirs discrétionnaires, surtout pour ce qui concerne les affaires locales, et en même temps, à travers la maîtrise des ressources et des pouvoirs, les gouvernements locaux possèdent les «jetons» dans la négociation avec le gouvernement central, ayant pour objet et effet d’exprimer les intérêts locaux et d’influencer les décisions du central. In the traditional image, China is a typically centralized unitary country, such a concept, even in the era of Mao Zedong, is not very precise, because at that time, China has even experienced at least three cycles of decentralisation/centralisation. So, through the reform and open by Deng Xiaoping, China has formed contrasting relations between central and local. Deng Xiaoping has adopted decentralization through administrative measures to decentralize the power and transfer “interests” to the local government, so that, the local government has a major initiative, in particular, in the development of the economy. Thus, the non-institutional decentralization leads the local government to become de facto an administrative entity which controls resources and power in the name of the central government. So the local government is not just obeying the central government like before. Behind this change is the emergence and the driving force of local interests. With a deep decentralization, the local governments have received much more discretionary power, especially in the local affairs and at the same time, through the control of resources and powers, the local governments have the “bargain chip” to negotiate with the central government, so that they could express local interests and influence the decisions of the central government. In order to maintain central authority, the central government has adopted a selective centralization for this de facto centralization, so as to achieve a balance between the central government and the local government. However, the non-institutional decentralization mainly through negotiation to achieve a balance between the two preceding ones, seems to be an approach that is still not stable, so that the search for a normativity of relations between central and local has become a long-term goal

The structure of the production hall has a roof pitched at 12%. The main frames have 6 m centre to centre spacing. The design of the production hall is processed in two options. The administrative building has 4 floors. The floor structures are made of composite steel and concrete structure. The structure is stabilized by vertical bracings in both directions. The computational model of both structures was built up using SCIA Engineer software.

The subject of this Master’s thesis was recalculation and design two variants of existing supporting steel structure storey administrative building which is located in the complex of Jihomoravská plynárenská a.s. in the city center of Brno. Dimensions and disposition based on the specifications of the Master‘s thesis. The total height of the structure is 29.46 m and circular platform has a diameter of 16.088 m. The supporting structure of an existing building consists of circumferential lattice structure. The main supporting elements of both variants are columns. Option A has 8 columns. Option B has 16 columns. These two variants were preliminarily designed and statically evaluated. After that was made a comparison of variants, and one was selected for more detailed processing (Option A). This included the calculation of anchorage, draft of mounting joints, technical report and drawing documentation.

Student administrative systems swing between being decentralised or centralised with a number of benefits being put forward for each scenario, including economy, consistency, customer service and control. This study makes a comparison of these systems in English universities, particularly looking at the factors which influence the centralisation or decentralisation of student administration in order to identify the factors involved, so that informed decisions can be made by university management. The research was undertaken in two main phases: firstly a questionnaire survey of university registrars (the macro study) was carried out in order to identify the current structures and systems in place for student administration; secondly case studies of four universities were undertaken. The latter mainly involved questionnaire surveys of academic and administrative staff at each institution, together with semi-structured interviews to chart the different student administrative systems and structures in place and obtain qualitative and quantitative data to assess them. From the results of the first survey, it was possible to assess the degree of the centralisation or decentralisation of the student administrative functions and cross-reference the data to examine whether certain factors were influencing the design of these structures. The results of this analysis are documented in Chapter 4, and it was noticeable that the majority of the respondents favoured the “midway” structure for student administration. Four universities were identified from the macro study to form the focus of more detailed case studies: one with a centralised student administration, one with a decentralised system, and two with hybrid systems. Key administrative functions were examined closely to determine the effectiveness, efficiency and motivational influences involved for each case study university. The research concludes that a blanket centralisation or decentralisation of student administration does not maximise the resources and gain the optimum efficiency. By being selective in which processes are centralised or decentralised, the university can gain in economy and also ensure a supportive infrastructure to enhance the student experience.

The aim of this thesis is to explain the production of urban space at the southwestern periphery of Ankara between 1985 and 2007. It has been argued that urban development is not a self-regulatory process
on contrary it is a process produced by urban planning practice. In this respect this thesis asks how and what extent urban planning produces particular urban pattern at the peripheral areas. The southwestern periphery is taken into account as a field of case study due to the peculiar development dynamics. Historical development in this area reveals a contrast between planned development directed by master plans and problematic development that has been produced by fragmented and incoherent planning processes. The difficulties of urban plans and urban planning are intimately related with the legal and administrative structures of the planning system. A methodology offered in this thesis is devised to analyze the incremental and piecemeal nature of planning process with reference to these structures. The results of the research has shown that when confronted with legal and administrative conflicts and struggles, fragmented planning decisions manipulating the existing master plan intensify and become the root cause of dispersed, awkward and haphazard spatial patterns of urban expansion.

The final product of my thesis is a design of a bearing steel construction with conjugated concrete-steel elements horizontally attached to an administrative building. The thesis contains a desing of an administrative building with a parking garage which are connected. The administrative building has 8 floors and the parking garage with the connecting part has 4 floors. The height of the floor in all objects is 3,5m in 1.NP. From 2.NP up each floor has a height of 3m. The administrative building has a rectangular shape with dimensions of 36 x 48 m. The parking garage is of similar shape with dimensions of 30 x 54 m. Both buidlings are joined in an angle of 33 deg. The height of the administrative building above ground is 26, 475m. The height of the parking garage above the ground with the connecting part is 12,795m. The structure is made up of articulated beams stored in the column. This diploma thesis deals with the design and assessment of the steel structure of the administrative building. The building is situated in Svitavy. The construction has several floors, the ground plan is L-shaped. Other floors have a rectangular ground plan. The external ground plan dimensions of the building are 55.2 m × 72 m. The building has terraces and three height levels occupied. At the first height level the building reaches 5 floors, the other 7 floors and the top 9 floors. the main material will be S235 steel on the construction.

Den här studien ska diskutera användningen av maskinlärning och när och var det kan användas.
This literature review discusses two different systems within IT-security and how they work within machine learning to a relatively surface-level degree.The purpose of this paper is to be able to summarize these systems and see how they can help a system administrator’s assignments. how it can be used for automation and the positives and negatives.Machine learning can be a powerful tool for system administrators to alleviate the workload which can exist within an organization, which is why it is important to discuss when and where to deploy a solution.

Abstract:
The thesis deals with design of new administrative building, which supposed to serve as headquarters of midsize company with approximately 100 employees. Concept of the building with two overground floors and basement would meet requirements of growing corporate structure, company representation and modern working environment. Rectangular shape of the building allows future dispositional reconstruction and modernization. This layout allows to simplify solution of technical equipment. On the first floor of 870 square meters is facility for employees and clients located including technical background of the building as well. The underground floor is designed as storage, technical background and civil protection shelter. On the second floor are employees and management´s space located. The structural system of the building is composed of reinforced concrete skeletal structure casted in situ. Cladding of the underground section is designed as monolithic concrete walls. Upper part cladding is designed as ceramic masonry walls. The building facade is a combination of smooth aluminium panels, aluminium windows and glass facade with transparent and opaque parts. The main carousel entry is located in the glass facade part.

The object of this thesis is to design and assess steel structure of multi-storey office center in Nový Jičín. The object is supposed to have an rectangular shape with dimensions 54 x 72 m and roofed atrium in the middle. The object has 6 overground floors. Roof height is 29 m. Two construction variants were designed and assessed. Longitudinal and transverse rigity of variant A is ensured by truss bracings and variant B is braced by bracing frames. Floor structurs of both variants are made of steel secondary and primary beams, which are supported by steel columns. Facade and atrium roof cladding is made of glass panels.

End-user computing (EUC) places information processing power in the hands of people at all levels of organization. With information now widely accepted as a corporate resource, the impact of distributed EUC on organizations is potentially very significant. This thesis examines, via case studies, EUC impact on the structure of contemporary administrative organizations, emphasizing three structural variables: information processing, differentiation of organizational groups and communications networks. EUC has been shown both to instigate and facilitate structural change in the organizations studied. The impacts noted in the cases are listed by structural variable. La mer Méditerranée et les terres qui l’entourent ont eu un rôle central dans l’Histoire du monde. Ces espaces, habités ou parcourus, ont grandement évolué au cours des derniers millénaires, et se sont peu à peu structurés à travers l’apparition de divers objets géographiques tels les bourgs, les villes, les découpages administratifs… C’est à la croisée de ces dynamiques spatiales, historiques, et de l’établissement humain, qu’est appréhendée la notion de peuplement. Pour analyser son évolution autour de la Méditerranée de 1800 à 2010, une base de données de plus de 137 000 localités réparties dans tous les Etats riverains a été construite. Mais sont-elles toutes « méditerranéennes » ? La délimitation de l’espace méditerranéen est une ancienne et récurrente question toujours présente dans les recherches portant sur cet espace. Pour tenter d’y répondre, cinq variables ont été choisies pour construire un indice qui a permis de proposer une limite caractérisant les localités méditerranéennes. A partir de cet ensemble d’objets, et en prenant en compte la notion de dépendance au chemin, une analyse de l’évolution du peuplement autour de la mer Méditerranée été réalisée. Révélant des cycles, des trajectoires et divers autres phénomènes, elle a permis de mettre en lumière des formes d’organisations spatiales originales
The Mediterranean Sea and the surrounding lands have had a central role in the history of the world. These spaces, inhabited or traveled, have greatly evolved over the past millennia, and have gradually structured through the appearance of various geographical objects such as towns, cities, administrative divisions... It is at the crossroads of these spatial, historical, and human settlement dynamics, which is understood as the notion of settlement. To analyze its evolution around the Mediterranean from 1800 to 2010, a database of more than 137 000 localities distributed in all riparian states was built. But are they all "Mediterranean"?The delimitation of the Mediterranean area is an old and recurrent question always present in the researches on this space. To try to answer it, five variables were chosen to construct an index that allowed to propose a limit characterizing the Mediterranean localities. From this set of objects, and taking into account the notion of path dependence, an analysis of the evolution of the population around the Mediterranean Sea was carried out. Revealing cycles, trajectories and various other phenomena, it has brought to light forms of original space organizations
