A hipótese inicial é que possível haver uma separação entre três períodos históricos, tendo o grau de institucionalidade, participação, além da probidade ao patrimônio público como um dos norteadores para esta mensuração. Para tanto, optou-se por referenciais teóricos nacionais, que estavam inseridos na reforma administrativa no Brasil, assim como venezuelanos relacionados ao tema.Abstract: This article aims to review how administrative reforms took place in Brazil and Venezuela. In this regard, the question is: what are the similarities and differences of public administration and how can the state capacity of both countries be seen? The initial hypothesis is that it is possible to have a separation between three historical periods, with the degree of institutionality, participation, in addition to the probity of public assets as one of the guidelines for this measurement. For that, we opted for national theoretical references, which were inserted in the administrative reform in Brazil, as well as Venezuelans related to the theme.Keywords: Public administration; State capacity; Administrative reform; Brazil; Venezuela.

Abstract:
In this paper, I introduce the history of major administrative reforms of Japan and elucidate the views to administrative responsibilities in these administrative reforms. The central government of Japan has implemented major administrative reforms three times. These reforms covered various areas, including cabinet system, administrative organization system, civil service system, and inter-governmental system. The plans of these reforms have been formulated by the councils which were established temporarily. These councils were the First Extraordinary Administration Research Council (the First Council, established in 1963), the Second Extraordinary Administration Research Council (the Second Council, established in 1981) and the Administrative Reform Council (established in 1996). In this paper, I examine, among various meanings of administrative responsibilities, how the three councils had evaluated each meanings. For this purpose, I classify the various responsibilities into the three concepts which are derived from the theories of administrative responsibilities dating back to Friedrich and Finer debate. The three concepts are (1) responsibility as ability, (2) responsibility as extent, and (3) accountability. Responsibility as ability is the responsibility of each administrative organ fulfilled by resolving public issues actively and autonomically. Responsibility as extent means the extent of each administrative organ to have a responsibility for dealing with public issues within society. Accountability is the external type of responsibility in which the public and the congress hold administrative organs accountable for their activity through formal institution. Considering the views to administrative responsibilities of each council, I note the impact of the socioeconomic contexts. Each council had been established under different socioeconomic contexts including the scale of revenue, the degree of trust in the government, and the demands from other countries. I show these contexts influenced not only the contents of the reform but also the views on administrative responsibilities. The overview of the results of this study is following. The First Council emphasized responsibility as ability and responsibility as extent. Due to high economic growth and strong need to improve social infrastructure, the First Council expected administrative organs to actively improve social structure using increasing revenue. The Second Council recommended improving responsibility as ability, but reducing responsibility as extent. During this period, the central government of Japan, like other developed countries, faced the oil shock. The government decided to adopt such views in order to sustain the welfare state. The Administrative Reform Council focused on the introduction of accountability. The reasons for the high commitment were the criticisms of unclear administration from other countries, administrative failures and scandals, and the change of government. Lastly, I briefly summarize the view towards administrative responsibility from 2000 to 2020 in Japan. During this period, the government has expanded responsibility as extent through establishing agencies and improved responsibility as ability based on introducing various methods. This presentation contributes to the clarification of the relationship between the socioeconomic environment, the views of the person in charge of administrative reform and the content of administrative reform.

The public administration reform process in Latvia from the beginning of the 1990s was separated into two parts - national administrative reform and administrative territorial reform – both with their own unique goals and implementation mechanisms. The divided coordination and management of the reforms have resulted in the two administrative subsystems. The paper’s aim is to explore the links between reforms in the national level and local level after 2004 by analyzing the main reform documents determining all reform activities at that time. The results will demonstrate the complexity of the reform management process, as the coordination of reforms is essential regarding all of its levels and sectors.

Abstract:
The main directions of reforms in various spheres of state policy of Ukraine with the declaration of its independence are analyzed. The main directions of the Concept of Administrative Reform in Ukraine (1998) and their legal support and their further implementation in the State Administration Reform Strategies of Ukraine for 2016–2020 were and 2022–2025 were considered, attention was drawn to the need to improve legislation and its compliance with modern processes and challenges, which appear before the country. Attention is drawn to the need for a detailed analysis and new views on the continuation of public administration reform, rethinking previous developments and taking into account the fundamental changes that have occurred in recent years regarding the tasks of public administration, which should result in a reorientation of its subjects from direct power and administrative influence to regulatory activities and active public participation. The participation of civil society representatives, international experts, key stakeholders, and legislative changes bring certain positive elements to the further course of reform in Ukraine, which will definitely continue after our victory in the war of aggression waged by Russia against Ukraine and the entire democratic world. Abstract:
This article examines the status of historical legacies in debates on the reform of public administration in East Central Europe. It identifies limitations of existing accounts and derives three dimensions for the further development of legacy explanations of administrative reform in East Central Europe. First, legacy arguments tend to zoom in on the negative effects of the communist past. Yet there is not one but many legacies that matter for post-communist reforms and these many legacies have to be carefully distinguished and conceptualized. Second, legacy explanations tend to search for broad similarities between the administrative past and the present set-up of East Central European administrations in order to demonstrate the importance of the legacy. The identification of similarities is, however, not sufficient for the identification of legacy effects. Instead, the article argues in favour of the identification of causal mechanisms of legacification to explain recent administrative developments in East Central Europe. Finally, the article draws attention to the interaction of legacy effects with other determinants of administrative reform such as European integration and political parties. Points for practitioners This article addresses primarily policy-makers who deal with the reform of public administration in Central and Eastern Europe. It addresses the issue of how administrative traditions and, generally, historical legacies affect the design of administrative reforms and the successful implementation of reforms. Conventional wisdom concentrates on the negative effects of the communist-type administration on contemporary reform in Central and Eastern Europe. This article advances a more differentiated perspective on the impact of historical legacies. It argues that communist administrations evolved over time and differed considerably across countries. The administrative experience of other historical periods further interacts with the communist legacy of the past. The article also identifies various mechanisms that help to ‘transport’ the legacy of the past into the contemporary administrative reform context. For administrative policy-makers this approach implies that they cannot take for granted that the effect of the communist legacy is identical across countries and they cannot even assume that the communist administration will be long-lasting after transition. Instead, it is recommended that the specifics of local administrative traditions and the kind of mechanisms that produce legacy effects in the context of contemporary reform efforts be examined more closely.

Abstract:
When a new president is elected, it is generally assumed that one of the president's challenges is to reform government operations. Recent reforms in Korean government had been mainly those of changes of government structures: these changes have included the consolidation of organizational functions and the dismantling of inefficient and unpopular agencies. They were the so-called cutback reforms. In May 1988, when popularly elected President Rho announced the establishment of the Administrative Reform Commission (ARC), many believed that administrative reform would be critical to the president's effort to democratize the governmental processes of the Sixth Republic. In July 1989, the ARC submitted its proposals for reform to the Ministry of General Affairs(MGA): these proposals recommended a wide range of structural and functional changes. The MGA, serving as the secretariat to the ARC, distributed the report to each ministry and agency and invited their opinions.

Purpose This paper aims to examine the complexity of administrative reform and its implications. Design/methodology/approach This paper is based on an extensive review of the literature. Findings The most conspicuous fashion might be new public management (NPM) and its successor, post-NPM. However, recent reforms which involve complexity created the challenge of “rational calculation” in terms of an understanding of administrative reform. The authors observe that the measure of coordination in a response to fragmentation increases complexity and the rationale behind that reform is based on the instrumental rationality. This hinders real meaning of administrative reform, thereby failing to provide lessons for the future administration. Whether market-based reform or neo-Weberian model of reform, the thing should be considered is the condition under which the reform works. Originality/value This paper reaffirms the importance of the political-bureaucratic system which has multi-functional nature and competing institutional values when the different recipes for reform are imported into different context and a compatibility test by leaders.

Abstract:
The article is devoted to information on the history of the Kurin Khanate and Dagestan, especially in the XIX century, about the orders that reigned in the khanates, about the mountain rulers and their power. Along with administrative reforms, tsarism also implemented judicial reform in the North Caucasus, which was completely subordinated to the interests of Russia and its policies in the region. This reform was carried out, gradually replacing the centuries-old judicial system in Cure, based on customary law. The reform of the rural government occupies a prominent place in the administrative reform of the Dagestan region. The need for its implementation stemmed from the need to create a unified system of rural administration: rural (aul) public administration was the lowest step of the administrative ladder. The main issues of the social life of rural society were solved by the village (aul) assembly. Administrative-territorial transformations of the 60-70s of the XIX century were practically aimed at strengthening control over the local population.

Abstract:
Since the introduction in 1986 of Doi Moi program, a Vietnamese form of Perestroika, which was designed partly to reduce the role of state bureaucracy in the system, major economic reforms have been carried out in the Socialist Republic of Vietnam (SRV). However, while Vietnam's economic reforms have generated considerable interest, its limited political reforms, especially in the area of public administration, have not been a central concern among political scientists, historians and researchers. In their efforts to revitalise the state bureaucracy, reformers in Vietnam now recognise the importance of well qualified bureaucrats, and they inevitably have to face the old issue of how best to attract, motivate, train and retain public servants for a better government. This paper, based on the search through the maze of official documents in Vietnamese language, describes the SRV's political institutions, provides an overview of Vietnam's administrative system against the backdrop of the country's economic and political reforms, highlighting institutional interactions induced by reform imperatives, discusses recent administrative reforms emanating from the amended 1992 Constitution, and evaluates the effectiveness of current administrative reform strategies. Comments will also be made on . The roles and functions of central agencies in Vietnam . Policy making processes and paradigms . The 'emerging' dichotomy between policy and administration . The 'ministerial department' a la Vietnamienne . Machinery of government changes . Human resource management initiatives . The 'career service' nature of the Vietnamese public service, and, . Central versus provincial governments. Vietnamese Public Service is an important question and worthy of investigation because of the increasingly close bilateral relationship between Australia and Vietnam. Many Australian investors who have often been annoyed by unnecessary delays caused by bureaucratic red tape and corruption, are now keen to learn more about the policy making style of Vietnamese bureaucrats. Vietnam still displays many deliberate trappings of a country run in a highly centralist fashion. Its reorganisation strategy of the state's administrative system will continue to bear the socialist imprints. Dr David Marr of the Australian National University contends that layer upon layer of bureaucratic influence, from Chinese Neo-Confucian to French Third Republic to Soviet Stalinist, can be seen in Vietnam today. This paper argues that Vietnam's political and cultural legacies will continue to exercise significant influence, as they have in the past, on its public service's structures, strategies and ethics.

This research project seeks to identify commonalities and differences between new administrative ideologies in the United States and post-Soviet Russia. To achieve this goal, the study explores the question of administrative ideology through the lens of the New Public Management (NPM) related reforms, which spread around much of the world in the late twentieth and early twenty-first centuries. The discussion is structured around two broad themes identified in the review of the literature on NPM and Reinventing Government: the new vision of the government (and its bureaucracy) and the relationship between government and the public. As a method of inquiry, the study uses the review and analysis of official publications and elite interviews with high-ranking officials, analysts, and scholars in the United States and Russia. The research demonstrates that although new ideologies of administration in the United States and Russia share significant characteristics, they differ in a number of important respects. � �

Sažetak: Neučinkovitost javne uprave redovito se ističe kao jedan od najvažnijih razloga loše pozicije Republike Hrvatske na globalnoj ljestvici konkurentnosti. Često spominjana reforma u političkim programima reforma je javne uprave. Javna uprava obuhvaća tijela državne uprave, tijela jedinica lokalne i područne (regionalne) samouprave i pravne osobe koje imaju javne ovlasti (javnopravna tijela). Republika Hrvatska donijela je 2015. godine Strategiju razvoja javne uprave za razdoblje 2015. – 2020. godine, kao nastavak reforme javne uprave započete Strategijom reforme državne uprave za razdoblje 2008. – 2011. godine. Strategija ima jasno definiran cilj, utvrđuje poslovne procese javne uprave, govori o standardima kvalitete, donosi metodologiju oblikovanja i provedbe javnih politika, utvrđuje opće i posebne ciljeve. Glavni je cilj Strategije podizanje razine kvalitete javnih usluga radi osiguravanja višeg životnog standarda građana i stvaranje poticajnog poduzetničkog okruženja. Upravljanje kvalitetom u javnoj upravi obuhvaćeno je i dokumentom Nacionalni program reformi, koji je donijela Vlada Republike Hrvatske 2020. godine. U radu autori prezentiraju rezultate nastavka istraživanja sustava upravljanja kvalitetom u javnoj upravi u Republici Hrvatskoj, započeto 2016. godine. Abstract: The inefficiency of public administration is regularly highlighted as one of the most important reasons for the poor position of the Republic of Croatia on the global competitiveness scale. The oft-cited reform in political programs is public administration reform. Public administration includes government bodies, local and regional government and legal subjects which has public authority (public administrative bodies). During the 2015 Republic of Croatia has brought a Strategy of public administration development for the period 2015 – 2020, as a continuation of public administration reform started by Strategy of government administration reform for the period 2008 – 2011. Strategy is clearly defined goal, talk about quality standards, establishes business processes of public administration, suggest methodology for modelling and providing public policies, defined general and specific objectives. The main goal of Strategy is public services quality level increasing because of secure higher standard of living for people and creating stimulating entrepreneurship environment. Quality management in public administration is also included in the document National Reform Program, which was adopted by the Government of the Republic of Croatia in 2020. In this paper the authors present the results of further research of quality management system of public administration in Republic of Croatia, started in 2016.

Abstract:
Albania has gone through different reforms of decentralization and territorial administrative since the 1990s. Especially after 2013, these reforms have reshaped the layout of the local territorial administration in Albania. The outcomes of these reforms nevertheless remain questionable. Additionally, considering the EU integration process, the regionalization reform and the regional development reform are still in a critical juncture. This paper analyses the main events during the territorial administrative reform and the regionalization process in Albania. Its analysis tries to highlight the main issues and some recommendations for future action to deepen decentralization and improve local governance in Albania. This is done by comprehensive analysis of the reform based on research and contribution of POLIS University 1 and Co-PLAN Institute for Habitat Development 2 as key local stakeholders. In addition, the Albanian case (Western Balkan Countries) is compared to 2 other case studies of formerly centralized economies (Eastern-Europe) with relatively similar historic stability problematics, economic background, and country/population size, but with geographic location differences (South, North, East) and other differences, such as with regard European integration progress. This includes Estonia (Baltic Countries) and Moldova (Eastern Partnership Countries). Then the comparison is done via i) Local administrative reform; ii) Regionalization and regional development; iii) Analysis of the reform and its challenges; iv) and a matrix-based qualitative conclusion. Albanian case includes desk and field work, while Estonian and Moldavian cases are based on desk research.

The purpose of the publication is to determine the ways and components of the process of ensuring effective and efficient reform of the state administration of Ukraine as a whole and its administrative-territorial system, in particular, on the way to European integration of the country after the end of military operations on its territory. The relevance of the study is determined, on the one hand, by the desire of the people of Ukraine for its entry into the community of European countries, and, on the other hand, by the need for a certain reform of state management in accordance with the conditions of the European Union, taking into account the losses and destruction as a result of the Russian military invasion. The publication of theses regarding the substantiation of public administration reform projects aimed at the European integration direction of Ukraine was carried out based on the concept of project analysis. In accordance with the conducted research, it is proposed: a) implementation of analytical substantiation of the projects of reforms of the state administration of the country and its administrative-territorial system, which are proposed both from the legal and organizational points of view; b) conducting a step-by-step thorough analysis of the proposed reforms from the point of view of their market (marketing) expediency and technical and institutional feasibility, as well as based on the obtained results of environmental, social and financial and economic analysis for possible consequences (both current and in the distant future) of the specified proposals for reforming both the state administration of the country as a whole, and local selfgovernment and the administrative-territorial system in Ukraine, in particular.

Many countries have followed economic reform policies as a result of the debt problem in 1982. Many countries have shifted from a planned economy towards a free economy by following economic reform programs with the help of the International Monetary Fund and the World Bank. Iraq introduced some aspects of economic reform in the nineties of the last century. But without the intervention of any of the two international institutions, and these reforms were very simple, but the political change in (2003) and the rise in foreign debts on Iraq as a result of wars and economic siege led Iraq to follow economic reform programs with the help of the two international organizations in (2004), now and after ( 18) years to follow these policies, Iraq still did not achieve the desired goals of these reforms, especially with regard to economic diversification, so the study’s goal came to show the reasons that led to the failure of economic reforms to achieve their goals with regard to diversifying the Iraqi economy and what are the measures that must be taken to solve this is the problem. The study assumed that the main reason for not achieving economic diversification is the incorrect application of economic reform policies and the failure to benefit from its returns in improving the structure of the economy. The study used the analytical method by analyzing the data of the oil and non-oil economic sectors and the extent of their contribution to the gross domestic product (GDP), public revenues and exports. The study reached conclusions, the most important of which is that one of the reasons for the lack of economic diversification is the weakness of internal security and the lack of attention to infrastructure, especially in the agricultural sector, which led to high production costs and thus the exit of many producers from the production cycle and their search for government jobs with high returns for them if compared to the returns of their products of high cost. As for the most important proposals, they are concerned with providing internal security in Iraq by providing opportunities for workers in the private sector by encouraging the private sector to produce by creating a spirit of competition between private sector companies by licensing the public sector to carry out privatization processes and leaving the private sector to produce with higher efficiency. These measures are enough to achieve economic diversification and work to reduce prices and improve production technology.

In recent years, Indonesia has introduced reforms to its bureaucracy in response to critiques of the quality of government policy design and delivery. The Grand Design of Bureaucratic Reform strategy seeks to reduce the number of civil servants employed in administrative or managerial positions (structural appointments) in favour of skills-based recruitment into ‘functional’ positions. Specifically, the introduction of the ‘policy analyst’ position as a functional position in the civil service has sought to improve evidence-based policy making and the quality of policy outcomes, by incorporating merit-based recruitment, appointment and promotion. The role of functional policy analysts (Jabatan Fungsional Analis Kebijakan or JFAKs) is to assist policy makers in identifying policy issues, analyse evidence available on these issues, and ultimately make policy recommendations. This report overviews the recent experiences of different policy analyst cohorts since the role’s creation in 2015. It investigates these experiences to better understand the extent to which policy analysts are playing the role intended for them, and the factors enabling or inhibiting this.

This paper analyzes the reaction of teachers' and doctors' unions to a series of social sector reforms in the region, including administrative decentralization, provider payment mechanisms, and the introduction of performance evaluation and private provision. It combines the literature of economics and political science to understand the conditions that shape different patterns of union behavior and their effect on policy implementation. The paper suggests that the main conditions influencing union behavior in the health sector are related to the structure of the market (size and level of competition) due to the predominance of the private-public mix in its employment. In education, where the public sector is the main employer, political alignments and the organizational features of teachers' associations also play an important role in explaining the behavior of providers' organizations. Considering the exogenous character of most of these variables, the paper concludes by making some policy suggestions to align the objectives of unions and policymakers through regulatory reforms.

In 2014, Colombia implemented a policy that added flexibilization to labor contracts for part-time workers that reduced the quasi-fixed costs of employing formal workers. We find that the reform increased the probability of entering the formal sector within the targeted population: low-wage, part-time workers. We use administrative employer-employee matched data and leverage variation across cities and industries in demand for part-time work before the reform. We find that, after the tax reform, the change in the total number of formal workers is 6 percentage points higher at firms that use the new contracts relative to their counterparts that choose not to hire low-wage, formal, part-time workers under the new tax form. Mean daily wages temporarily declined after the reform.

This paper argues for a multi-level explanatory model for understanding institutional reform. Using the case of Uruguay, the authors seek to show how a changed political environment combined with sector- specific configurations and political strategies of reformist leaders allowed for successful institutional reform. More specifically, the authors present that the dynamics of electoral politics and political learning are the clues that explain how the dynamics of cooperation and conflict in the political system in Uruguay moved from free rider behavior, to opposition restraint and finally to cooperative reformism thus enabling institutional reform. Furthermore, for the three cases of reform, technical accumulation and precise diagnosis, the power of administrative and beneficiaries corporations, the perception of the population regarding the quality of services and benefits, and the effects of the institutional diseases on the country as a whole appear as critical factors accounting for the intensity of the reformist impulse. Finally, the authors show how changes in the broad political environment were capitalized in social security and education and not in health and why.
