Abstract:
The article proposes a model and method of making managerial decisions based on the analysis of geospatial information. The goal of the article is to improve the model and method of making managerial decisions based on the analysis of geospatial information. The results: the algorithm of process of acceptance of the administrative decision which consists of a situational and conceptual part is offered; the algorithm of actions of the head of the organization on the basis of the developed model of acceptance of the administrative decision is offered; the situation when the quality of the decision depends on external factors on which the decision-making body does not influence is considered; the general scheme of a method of acceptance of administrative decisions on the basis of the analysis of the geospatial information is resulted. The methods used are: methods of systems analysis, decision theory, information processing, optimal solutions, probability theory. Conclusions. The model of managerial decision-making has been improved, which, unlike the known ones, is dynamic and is based on the selection of decisions that are optimal by the combined criterion, using predictive values of probabilities of environmental conditions, which ensures the validity of management decisions. The method of managerial decision-making based on geospatial information analysis, which is based on data forecasting and management decision-making models and uses the method of semantic segmentation of species images to assess the a priori probabilities of environmental conditions, further enables decision-making in conditions of risk and uncertainty. The direction of further research is the development of information technology for management decisions based on the analysis of geospatial information.

Abstract:
This Article proposes that agencies analyze the distributional impacts of major regulatory actions, subject to notice-and-comment procedures and judicial review. The proposal responds to the legitimacy crisis that the administrative state currently faces in a period of widening economic inequality. Other progressive reform proposals emphasize the need for democratization of agencies. But these reforms fail to address the two fundamental pitfalls of bureaucratic governance: the “knowledge problem”—epistemic limitations on centrally coordinated decision making—and the “incentives problem”—the challenge of aligning the incentives of administrative agents and their political principals. A successful administrative reform must address both problems. Looking to the environmental context, this Article proposes adapting the approach taken in the National Environmental Policy Act of 1969 (NEPA) to confront the contemporary administrative legitimacy crisis. It considers a hypothetical “Distributive Impacts Review Act,” explaining what the statutory scheme would look like and detailing how it would work. The Article concludes by reflecting on potential distributional review’s appeal both to the progressive egalitarians, and to champions of efficient government.

Abstract:
The Aarhus Convention aims to democratize environmental decision-making. Since its adoption 20 years ago, the Aarhus Convention has led to a fundamental change in German environmental administration. This article explores the administrative capacities, organizational structures and enforcement requirements, identifies challenges for environmental authorities and outlines prospects for better implementing the Aarhus Convention. The main challenges are: extended responsibilities for authorities, greater complexity of environmental decisions, increased transparency, more external communication, stricter procedural requirements, extended access to justice and the reduction of enforcement deficits. The success of the Aarhus Convention largely depends on high-capacity administration, which adapts its way of decision-making to these challenges. In addition, substantive environmental law is the foundation upon which the three pillars of the Aarhus Convention rest. Therefore, this article argues that legal instruments and a high level of substantive environmental law are essential for environmental authorities to achieve effectively the objective of the Aarhus Convention.

The scientific article is devoted to the disclosure of the implementation of the administrative procedure in the field of environmental protection and natural resources. The categories «stage», «administrative procedure» and «stages of administrative procedure», stages of administrative procedure in the field of environmental protection and natural resources are compared. A description of the stages of the administrative procedure in the field of environmental protection and natural resources.It is established that the implementation of the administrative procedure in the field of environmental protection and natural resources allowed possibly through the following stages: 1) application of the person and acceptance of the application for consideration by the authorized unit of the public administration body; 2) consideration of the case; 3) making a decision; 4) appeal against the decision (optional); 5) execution of the decision.The decision-making stage is often distinguished only conditionally, as it usually merges with the previous stage as its logical conclusion. But where it is separated in time from the stage of consideration of the case on the merits, it is even possible to re-examine the documents and other evidence considered at the previous stage and, in addition, the analysis of the newly presented evidence. The decision is made by the units of the State Service of Geology and Subsoil of Ukraine on the basis of law, objective data, internal conviction. At the stage of making (making) a decision, a legal assessment of the collected information is provided, the case materials are fully and comprehensively investigated in order to establish the objective truth, a specific decision is made.From the set of questions of inner conviction should be singled out the question of freedom and independent of external influences assessment of evidence confirming a right, duty of the citizen, then - the question of making a decision that does not raise doubts about the authenticity of documents and facts, nor in the aspect of their internal consistency. This means that in the case of comparing the documents and facts that underlie the confirmation of the right, duty of the citizen, a certain part of them (or even a separate document) will contradict the already ready or being prepared to form a belief; these doubts should be removed by further verification of documents and evidence or by the submission of new documents and evidence.

Abstract:
The Stockholm Administrative Court recently ruled that Sweden’s wolf management policies are incompatible with the Habitats Directive. These policies are also the subject of an on-going infringement proceeding by the European Commission. The administrative court’s decision has been appealed. This case is significant for two reasons. First, it interprets controversial provisions of the Habitats Directive. But perhaps more importantly, it demonstrates the growing impact of EU law in a member state. This was the first major case in which the national courts were able to review a hunting decision pertaining to a species protected under EU law because standing to bring public interest lawsuits for the protection of species has been recognized only very recently. Under traditional Swedish procedural law, only the government can represent the public interest in administrative decision making and in court. Here, Swedish courts finally applied to hunting decisions the CJEU’s holding in Slovak Brown Bear, which says that national procedural law must be interpreted so as to allow environmental NGOs to challenge administrative decisions that might contravene EU environmental law. The court did not request a preliminary ruling despite that fact that controversial questions of EU law were implicated however. While the court applied EU law, it preferred to maintain control over its interpretation.

Abstract:
A court can rule on the proportionality of an administrative decision without infringing on the decision–making primacy of the administrative authorities. It can go quite far in doing so, as long as it uses the proper method. Characteristic for this method is not so much that it uses the proportionality principle as a rule under which the facts are subsumed, but as a framework for a discussion that is held between parties during the proceedings, under the direction of the court. If the court finds that the administrative body has not demonstrated a sufficient basis for its choices, it need not confine itself to an annulment on formal grounds. It can take its examination further and give parties the opportunity to consider alternative decisions. This method enables the court to come to a substantive and final judgment.

Currently, our understandings of the dynamics behind the effects of politicization on values and on administrative decision-making remain largely muddled and far from complete. The richness of theoretical accounts, amassed over the past eight decades, has yielded only a limited number of empirical examinations. This failure to develop a coherent collection of empirical works can be for the most part attributed to the complexity associated with studying values, particularly to the lack of clear and testable theories and models. This article attempts to address this deficit and to add to our understandings of the association between values and administrative decision-making at the individual level by explicitly testing the Broker-Purist (BP) model (within a sample of public procurement specialists). It is found that the BP model fits the data well, which suggest the framework as a valid and useful perspective for conceptualizing the effects of environmental politicization on administrative decision-making in public procurement specifically, and in public administration in general.

The failure of regulatory systems over the past two decades to lessen the environment degradation associated with modern human economic output has begun to undermine the legitimacy of environmental lawmaking in the United States and around the world. Recent scholarship suggests that reversal of this trend will require a breach of the environmental administrative apparatus by democratization of a particular kind, namely the inclusion of greater public discourse within the context of regulatory decision-making. This Article examines this claim through the lens of modern legal positivism. Legal positivism provides the tools necessary to test for and identify the specfic structural deficiencies of the administrative state as an environmental lawmaking institution. More importantly, legal positivism can be used to determine which changes to agency practice and procedure-of the many scholarly proposals to do so-would most likely be accepted by the U.S. legal system as a means to correct these deficiencies. To do so, however, American legal positivists must overcome their obsession with the U.S. Constitution as the measure of legal legitimacy in the American system. Instead, legitimacy of the environmental administrative state ultimately relies on fashioning rulemaking procedures that address American's innate distrust of official power The view of a reformed regulatory state presented in this Article is one where regulators continue to function as the technical and scientific experts, and in making policy determinations weigh the expert knowledge with the informed opinion of electorate and peer officials in the political branches of our government.

Through citizen participation in public decision-making, the real needs of the community are and should be included in decisions that cover those needs and are thus publicly supported. From such a direction, this micro-research aims to examine the concrete situation regarding the participation of citizens in the decision-making process by interpreting the perceptions of residents and local public administration staff in Dărmăneşti commune, to highlight the effectiveness of citizen participation in adopting an administrative decision. The approach showed that both the majority of workers in the city hall and most of the locals in the commune, who provided us with answers in the survey, appreciate that the involvement of citizens in the public decision-making process is key to democracy. Most of both respondents categories states that the main arguments for consulting the public in the process of making a public decision are: the right of citizens, ensuring the effective adoption and implementation of decisions, the decisions taken are accepted/supported by society, promoting the transparency of the decision-making process. Expressing own choice, submitting requests to the local public administration, submitting written suggestions, informal discussions tend to be considered by both the surveyed staff and the responding residents as effectve and very effective ways. On the other hand, we have found that opinion polls are one of the least effective ways for citizens to participate, with most opinions, in the case of both categories of respondents, being recorded for the small and very small response varieties.

Abstract Restrictions on the scope of government action by forcing authorities to act exclusively to the extent permitted by law are a guarantee against abuses of power when authorities’ decisions have environmental implications. Such control ensures that this becomes a reality because it provides a way by which to overcome administrative inefficiency and avoid departure from the essential aims of public institutions. Environmental commitment is necessary for denationalization of the state; it appears as a subsidiary to the initiative and participation of citizens, which, by shifting functions to the private sphere, is also linked to destatization strategies. In light of these assumptions, and the consideration that decisions should not be taken without the input of communities, this article advocates the inclusion of citizens’ voices in environmental policies and management. These issues are addressed from the perspective of Hans Jonas’ ethic of responsibility, with the aim to develop socially responsible and participatory projects.

The relationship between participatory decision-making (PDM) and job satisfaction (JS) has attracted the attention of researchers not only in the field of business industries but also education sector. However, the issue has not been given noteworthy priority in educational administration research let alone in Islamic tertiary institution context. Thus, the purpose of this study is threefold: 1) to validate the psychometric properties of administrative staff’s PDM and JS constructs, 2) to examine the degree of influence of administrative staff’s PDM on their JS, and 3) test the moderating role of staff’s working experience on the influence of PDM on JS. Using a quantitative survey approach, data were collected from 255 administrative staff working in different faculties, divisions, and centers of International Islamic University Malaysia (IIUM). The study employed co-variance-based SEM by using AMOS version 24 in order to achieve the objectives. First, Confirmatory Factor Analysis (CFA) was employed to test the psychometric properties (such as convergent validity, divergent validity, and reliability) for both PDM and JS. Second, a Full-Fledged SEM was conducted to test the influence of PDM on JS. Finally, to examine the moderating effect of the staff working experience in the relationship between PDM and JST, a multi-group analysis (MGA) was applied. The results confirmed that the multidimensional hypothesized model of PDM and JS were empirically valid and reliable. The results also revealed a statistically significant impact for PDM on JS. Besides, the working experience was found to have a moderating role in the effect of PDM on JS. The study suggests that administrative staff involvement in decision making process is highly required as it increases their job satisfaction.

Over the last 20 years, big data techniques in teaching have been overgrown. Making educational decisions now includes information knowledge as a crucial component. This started a trend for using big data algorithms strategically. Technological advances have been used to analyze the enormous amount of information and develop strategic judgments. The current study aims to address issues with the conventional instructional, administrative management solution focused on manual rule formulation in big data storage and interpretation and has poor efficiency in analyzing big data and lacking value in developing education leadership qualities. The study suggests an educational leadership model based on big data algorithm (ELM-BDA) to explore the student leadership performance that relies on cooperative filtration and fuzzy C-means (FCM) and big data. The different influencing mechanisms and factors directly linked to educational leadership were also analyzed using a big data algorithm. To build an intelligent institutional administrative system, the research also exposes it to organizational studies. By evaluating the big data research already in existence, this study emphasizes the expanding significance of big data. Additionally, this study explores the effects of big data analytics on educational leadership qualities by utilizing an FCM. A scoring system is designed to predict the student’s leadership level, and using the big data algorithms, the students are motivated and trained to improve their skills. The education and learning method can be enhanced at educational institutions through better decision-making to use this big data for leadership development. Big data facilitates efficient educational decision-making by merging various data and telecommunications technologies. Using big data in schooling will increase—leadership quality among students. To effectively use big data for decision-making, academic leaders must create new types of learning and monitoring systems.

Then, taking Huzhou as an example, this paper empirically evaluates the willingness to pay for the treatment of living environment pollution in rural areas of Huzhou based on the CVM (Contingent Valuation Method) and analyses the decentralised domestic sewage treatment mode, multi household domestic sewage treatment mode, and waste collaborative treatment mode from the perspective of treatment technology and policy system. Finally, it is proposed that to speed up the governance of the rural environment, and we must strengthen the administrative intervention of the government in rural environmental governance. The government should improve the environmental protection awareness of leaders at all levels and the masses and enrich farmers’ environmental governance knowledge and technical training. Based on the theory of environmental economics, agricultural economics, and decision-making behaviour, this paper analyses the influence mechanism of farmers’ decision-making behaviour and government intervention in rural non-point source pollution control.

The paper presents the results of the developed algorithms aimed at optimizing management decision-making by the administration of megalopolises. A mathematical model is obtained within the concept of digital economy. The regulatory action of dispositive decisions is aimed at business entities whose activities are externalized while consuming energy resources. Since any resources are used unevenly throughout the year, the authors apply the methods of the theory of optimal decisions. The criterion is the functional reflection of the balance between the maximum profit, the comfort of living conditions, and the environmental conditions. The results obtained make it possible to take administrative decisions in an optimal way, which reduces the negative effects of externalities and results in the most efficient use of energy resources.

How can empirical evidence of adverse effects from exposure to noxious agents, which is often incomplete and uncertain, be used most appropriately to protect human health? We examine several important questions on the best uses of empirical evidence in regulatory risk management decision–making raised by the US Environmental Protection Agency (EPA)'s science–policy concerning uncertainty and variability in human health risk assessment. In our view, the US EPA (and other agencies that have adopted similar views of risk management) can often improve decision–making by decreasing reliance on default values and assumptions, particularly when causation is uncertain. This can be achieved by more fully exploiting decision–theoretic methods and criteria that explicitly account for uncertain, possibly conflicting scientific beliefs and that can be fully studied by advocates and adversaries of a policy choice, in administrative decision–making involving risk assessment. The substitution of decision–theoretic frameworks for default assumption–driven policies also allows stakeholder attitudes toward risk to be incorporated into policy debates, so that the public and risk managers can more explicitly identify the roles of risk–aversion or other attitudes toward risk and uncertainty in policy recommendations. Decision theory provides a sound scientific way explicitly to account for new knowledge and its effects on eventual policy choices. Although these improvements can complicate regulatory analyses, simplifying default assumptions can create substantial costs to society and can prematurely cut off consideration of new scientific insights (e.g., possible beneficial health effects from exposure to sufficiently low ‘hormetic’ doses of some agents). In many cases, the administrative burden of applying decision–analytic methods is likely to be more than offset by improved effectiveness of regulations in achieving desired goals. Because many foreign jurisdictions adopt US EPA reasoning and methods of risk analysis, it may be especially valuable to incorporate decision–theoretic principles that transcend local differences among jurisdictions.

We take stock of recent methodological developments in scenario and foresight exercises, seek to provide greater clarity on the many diverse approaches employed, and examine their use by decision makers in different fields and at different geographic, administrative, and temporal scales. Experience shows the importance of clearly formulated questions, structured dialog, carefully designed scenarios, sophisticated biophysical and socioeconomic analysis, and iteration as needed to more effectively link the growing scenarios and foresight community with today's decision makers and to better address the social, economic, and environmental challenges of tomorrow.

In this respect, it is inevitable for them to consider the complex nature of decision-making procedures that is reshaped again and again due to the stakeholders various social, educational, cultural and psychological backgrounds. Bearing these points in mind, the purpose of the current study was to investigate the EFL teachers’ perceptions of decision-making process and identify the decision-making style they follow. Additionally, it aspired after searching whether gender and teaching experience effect the EFL teachers’ decision-making styles. A qualitative case study design was applied for the present study in accordance with its purpose. 6 EFL teachers (3 females and 3 male) working at the School of Foreign Languages in a private university took part in this study as participants. Collected data was analysed with Creswell’s (2012) inductive content analysis. The findings reached as a result of the study revealed that teachers’ perceptions of decision-making process were categorized under four headings. They were (1) the careful consideration of the situation, (2) involvement of all the parties, (3) reacting to an undesired situation, and (4) feeling responsible. It was also observed that while the men utilized rational decision-making style, the women preferred dependent decision-making style. Additionally, according to the findings, all of the participants stated that teaching experience had a positive correlation with decision-making process which means that the more experience teachers have, the more successful and effective decisions they take.

A system of previously undefined environmental life cycle cost elements were developed for use in the propellant selection processes for spacecraft launch propulsion systems, with input from the National Aeronautics and Space Administration (NASA), the Swedish Space Corporation, and stakeholders in industry and academia. These environmental life cycle cost elements were incorporated into a life cycle cost analysis of toxic propellant (hydrazine) versus green (High Performance Green Propellant) through a modified cost benefit analysis. Environmental cost element line items within the life cycle were identified as costs or benefits (cost reductions or avoided costs). A case study was also implemented to further illustrate these findings, resulting in a real-world 66% reduction in Phase E (operational) mission cost for High Performance Green Propellant (HPGP) compared with hydrazine. Based on the analysis, the largest environmental cost drivers were facility operations and maintenance, end of life disposal, and transportation, with the major costs being associated with health and human safety protection.

The last two decades have witnessed a tremendous growth in the body of literature addressing the importance and the impact of contracting and public procurement within the context of devolution of government. The austere budgetary and financial outlooks of the future suggest that the significance of the area will only continue to grow. As such, generating explanatory frameworks, within dimensions such as decisionmaking and accountability in public procurement, becomes crucial. Drawing from original research this article suggests one possible frame for understanding administrative decision-making in complex environments. Based on semi-structured interviews with public procurement specialists, the study identifies two decision-making patterns− broker and purist. It is asserted that the decision-making dynamics exhibited by administrators are contingent on their perceptions regarding environmental instability, in particular the political volatility surrounding their work.

The Aarhus Convention has become a part of the Serbian legal system with adoption of the Law on Ratification of the Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters in May, 2009. The largest share of laws in Serbia which regulate the right to access information, public participation and legal protection in environmental matters was adopted prior to ratification of the Aarhus Convention. However, after the ratification came amendments to certain laws for the sake of accordance with the norms of the Aarhus Convention. This paper analyzes the existing legal provisions in Serbia and the extent thereof on its accordance with the norms of the Aarhus Convention. In addition, the paper points out the relevant practice of administrative authorities and the Commissioner for Information of Public Importance and Personal Data Protection relating to cases of access to environmental information and the right of public participation in environmental decision making as well as major court decisions on right to judicial review.

As of year 2022, the range of persons entitled to the housing allowance was expanded and the rules for the formation of the entitlement to it have been modified in the context of the rise in energy prices. The study aims to analyse the new conditions for entitlement to the housing allowance and the individual stages of the proceedings for granting the housing allowance (initiation of the proceedings, application requirements, forms of decision-making on the allowance, possibilities of reviewing the individual forms of decisions). The various aspects of the housing allowance and the decision-making (proceedings) for granting it are approximated in selected decisions of the Czech administrative courts.

Administrative law, and more specifically administrative justice, is becoming increasingly important in the context of environmental law. The enforcement of environmental law depends to a large extent on administrative decision-making by environmental authorities. A developer who whishes to undertake a development activity that may have a detrimental effect on the environment, will require an environmental authorization that must be granted by the relevant environmental authority. There may be certain instance where the application for such an authorization is unduly delayed, or where there are mala fides on the part of the relevant authority. This may inevitably infringe the right of the developer to, inter alia, administrative justice. It is argued in this article that the developer has certain constitutional rights which can be invoked when dealing with environmental authorities. Hence, the discussion in this article focuses on the relationship between administrative justice and environmental governance; the constitutional rights of the developer; and recent case law that supports the proposal that the developer has legal recourse when her right to administrative justice has been infringed.

The results showed that the principal has carried out the decision-making process by following six decision-making steps: problem identification, gathering information, developing alternative solutions, choosing the best alternative, implementing alternatives, and evaluating decisions. There are five variables that influence decision making by the principal. The five variables are self-efficacy, administration knowledge, management information system, emotional quotient and personality. Decision-making by the principal will be more effective by involving teachers and education staff.

This research examines perceptions of organizational uncertainty among Korean public employees during an administrative paradigm shift. Using the data from Korean public employees in the central ministries, this article explores the extent to which public employees perceive organizational uncertainty and how separate instances of perceived uncertainty are associated. The findings reveal four dimensions of uncertainty: structural and systematic; new administrative demand; job-related; and unpredictability in the decision-making process. In addition, all of these types of uncertainty are linked; new administrative demand uncertainty has a strong influence on the other three. This research concludes by suggesting the roles of leaders in solving uncertain aspects from an increased burden of administrative reform. Points for practitioners Public managers need to recognize that when administrative reforms and organizational change take place, employees become anxious about their job prospects, organizational systems, and external demands. Such perceived organizational uncertainties are associated with one another: jobs, organizational systems, decision-making process, and external administrative demand. More specifically, the inability to cope well with uncertain environmental conditions negatively affects organizational members' behaviors and eventually results in individual stress and uncertainty about their jobs. Nevertheless, organizational uncertainties cannot be avoided in changing and transitional administrative environments. Thus, public managers need to consider and mitigate the negative aspects of organizational uncertainty by adopting innovative approaches and practices for successful administrative reform.

The purpose of scientific research is to develop theoretical and methodological aspects of forming a decision-making mechanism based on monitoring and control in the management of an agricultural enterprise. Results. The role of monitoring is substantiated in the process of making managerial decisions. The strategic direction of integration of monitoring and control tools in the process of the agricultural enterprise activity is singled out. The results of the control mechanism implementation are described. The essence of control and monitoring is defined. The control functions in the innovative development management of the subject of agrarian business are given. The need for organizational changes is emphasized in the structure of the agricultural enterprise for the implementation of the management mechanism. The role and types of powers delegation are substantiated as a factor in increasing the effectiveness of decision-making. The advantages of using delegation are determined in the practice of agricultural enterprises. The principles are resulted which promote effective acceptance of administrative decisions. Groups of methods for making managerial decisions are singled out. The characteristics of different technologies of managerial decision-making are given in the context of existing scientific schools. The algorithm of making managerial decisions is determined based on the analysis of the scientific literature. The place of control and monitoring in this sequence is substantiated. The stages of making managerial decisions in the management of agricultural enterprises are described. Conclusions. The essence of the proposed mechanism is based on the use of monitoring and control tools. The use of this mechanism contributes to the effectiveness of innovative development management of domestic agricultural entities. Changes in the spatial arrangement and dominant social processes of urbanization over the past few decades in Iran have failed to allow communities to shape their social interactions. This paper is a synthesis of a quantitative and qualitative study of community responses aimed at creating good social spaces within local communities in Tehran. First, we identified Perceived Residential Environment Quality indicators (PREQ) as tools for determining the effects of environmental quality (EQ) of sociable spaces. Then key social governance-­related concerns were studied on the basis of five questions including: Are the decision-­making and regulatory processes open, rigorous and accountable? Is the environmental quality assessment process adequate? Does the government have the intention and capacity to monitor and enforce regulations? Has the interaction of community members in decisions been timely and have local actors been significantly involved? Have local governments been included in decision making? It is observed that community residents identified systematic gaps and problems in decision-­making processes and sometimes even used them to advance individual interests, because they do not feel that they are dealt with justice and see the current laws as depriving them of access to more resources. In many cases, regulatory protections and assessments of social and environmental values lagged behind the physical construction. Administrative bureaucracies without creating a real participation have been increased. Overall, we argue that as a common ground, environmental activities can bring together people in the local community but when such functioning systems are put in place to ensure community engagement. So, despite extensive formal endorsement, they should provide for an effective as opposed to a symbolic involvement of stakeholders other than governmental authorities.

Purpose – Modern environmental governance, especially in developed nations, increasingly embraces ecological modernisation (EM) as a framework for managing environmental resources. EM proposes a political modernisation programme that brings the four institutions the state, private sector, experts and the environmental movement together in addressing challenging environmental issues. The purpose of this paper is to examine the implications of the political modernisation programme on citizen engagement. The paper argues that while citizen engagement through the integration of the environmental movement in decision-making processes is promoted, the prominence given to the state, and science and technology results in a number of issues concerning citizen engagement and more deliberative forms of decision making. Design/methodology/approach – The paper inquires into these issues by building up on the prominent literature in the areas of EM, administrative state, technologically oriented decision making and the case study of the Wonthaggi desalination plant. Findings – While citizen engagement through the integration of the environmental movement in decision-making processes is promoted by some EM theorists, other aspects of EM theory give prominence to the state, and science and technology. The paper asserts that citizens’ voices tend to be overwhelmed in governance projects where the main focus is on capitalist values and scientific knowledge and a main role is played by the state and experts. Originality/value – The paper is an original work done based on the reviews of literature conducted in the relevant areas and research on the Wonthaggi desalination plant to address the question of the realisability of citizen engagement in EM-based environmental governance spaces.

Relevance. The protection of the health of the rural population is especially significant due to the fact that medical and social health problems are maximally concentrated in rural areas. The priorities in the organization of medical care for rural residents are currently the effective use of available health care resources, as well as increasing the availability and quality of medical care. The tasks of the federal and municipal authorities should be to provide software support, resources, as well as the practical solution of strategic problems in rural areas. The purpose of the study: development and testing of an automated system of information support for managerial decision-making using estimates of preventable losses in the health of the population of rural areas. The base of the study was the Orenburg region. The share of the rural population in the region is 40.1%, there are 35 rural territories (districts) in the region. Methodology. The following research methods were used: statistical, analytical, expert assessments. The preventable loss of health of the population of rural areas in the Orenburg region was assessed by experts according to the methodology developed by us. Four indicators of the likely preventability of health losses in the rural population were identified: health indicators; territorial availability of medical care; personnel; social well-being of the population. The results of the study were used as the basis for the methodological support of an automated information system for supporting managerial decision-making in the organization of primary health care in rural areas of the Orenburg region. The use of a software product of information support for managerial decision-making makes it possible to determine priorities for making strategic decisions at the level of heads of medical organizations, health authorities and institutions, as well as heads of administration in a constituent entity of the Russian Federation. The information is presented on the web page of the administrative territory and the administrative apparatus.

Abstract:
This study aims to analyze the comparison of environmental dispute resolution in the State Administrative Court (PTUN) of Indonesia and its Thailand equivalent. This is a normative legal research, using statutory and comparative approaches. The results of the study are presented in an analytical descriptive form. The results of the study conclude that first, the equatlisation for the settlement of environmental disputes in the Indonesian PTUN and the ones in Thailand is based on the General Administrative Court Procedure Law as regulated in the laws governing the PTUN of each country, but technical guidelines for resolving environmental disputes in the PTUN are issued by the respective Supreme Courts of each country. Second, the first difference is that the Thai Administrative Court provides special arrangements related to compensation issues which include costs for health problems, costs for damage to natural resources, loss of identity and community arts and culture. Meanwhile, the PTUN Indonesia provides very limited compensation and prioritizes the claim for the validity of the object of dispute. The second difference is that the handling of environmental problems in the Thai Administrative Court examines the substance and facts related to the environment more deeply, so that a real picture of environmental problems is obtained in the field. An in-depth study of the substance, facts, environmental problems in the field is taken into consideration by the judge in making a decision, even though administratively there are no problems. Meanwhile, the dispute resolution in the Indonesian PTUN is administrative and procedural in nature.

Abstract:
E-administration became on important issues of the development of the municipal administrations. In this paper we examined the regulation of Poland and Hungary to examine the challenges of these reforms. The Polish and Hungarian municipalities have been strongly influenced by the digitalisation. In the fields of administrative decisions, decision-making and public service provision new tools and methods have been introduced. We should emphasise, that the centrally operated platforms can be even interpreted as a new, ‘soft’ tool of the centralisation. However, the Polish and Hungarian systems are similar, but there are differences which are related to the different competences and spatial structure of the municipal systems of the two countries.

Abstract Objectives: to establish the decision preferences of nurse managers with emphasis on maternal-child patient safety, in order to understand how to prioritize actions and investments in the application of nursing assignments should be given. Methods: a quantitative research with convenience sampling and a MCDA methodology (Multiple Criteria Decision Analysis) was operationalized by the PROMETHEE algorithm (Preference Ranking Organization Method for Enrichment Evaluations) through the use of a graphical preference capture tool and sensitivity analysis to ensure the robustness of the model. A consolidation of the criteria was carried out by means of the dimensions: reception, classification, assistance, orientation, team integration and administrative services, defined by criteria similarity and calculated by means of weighted preference indexes. Results: a greater decision preference or relative importance was attributed to the professional category Obstetric Nurses (46.47%), which stood out with the highest preferences in three dimensions: Integration (22.74%), Assistance (13.37%) and Administrative Aspects (10.36%). The dimensions not directly involved with the patient (Team Integration and Administrative Aspects), altogether had a high decision-making preference or relative weight (47.96%). Conclusions: the model of decision-making preferences furnished innovative contributions in regard to the priority established on actions and investments to create greater safety for maternal and child patients.
