Abstract:
The article proposes a model and method of making managerial decisions based on the analysis of geospatial information. The goal of the article is to improve the model and method of making managerial decisions based on the analysis of geospatial information. The results: the algorithm of process of acceptance of the administrative decision which consists of a situational and conceptual part is offered; the algorithm of actions of the head of the organization on the basis of the developed model of acceptance of the administrative decision is offered; the situation when the quality of the decision depends on external factors on which the decision-making body does not influence is considered; the general scheme of a method of acceptance of administrative decisions on the basis of the analysis of the geospatial information is resulted. The methods used are: methods of systems analysis, decision theory, information processing, optimal solutions, probability theory. Conclusions. The model of managerial decision-making has been improved, which, unlike the known ones, is dynamic and is based on the selection of decisions that are optimal by the combined criterion, using predictive values of probabilities of environmental conditions, which ensures the validity of management decisions. The method of managerial decision-making based on geospatial information analysis, which is based on data forecasting and management decision-making models and uses the method of semantic segmentation of species images to assess the a priori probabilities of environmental conditions, further enables decision-making in conditions of risk and uncertainty. The direction of further research is the development of information technology for management decisions based on the analysis of geospatial information.

Tsuda, Kenta. "Making Bureaucracies Think Distributively: Reforming the Administrative State with Action-Forcing Distributional Review." Michigan Journal of Environmental & Administrative Law, no. 7.1 (2017): 131. http://dx.doi.org/10.36640/mjeal.7.1.making.

Abstract:
This Article proposes that agencies analyze the distributional impacts of major regulatory actions, subject to notice-and-comment procedures and judicial review. The proposal responds to the legitimacy crisis that the administrative state currently faces in a period of widening economic inequality. Other progressive reform proposals emphasize the need for democratization of agencies. But these reforms fail to address the two fundamental pitfalls of bureaucratic governance: the “knowledge problem”—epistemic limitations on centrally coordinated decision making—and the “incentives problem”—the challenge of aligning the incentives of administrative agents and their political principals. A successful administrative reform must address both problems. Looking to the environmental context, this Article proposes adapting the approach taken in the National Environmental Policy Act of 1969 (NEPA) to confront the contemporary administrative legitimacy crisis. It considers a hypothetical “Distributive Impacts Review Act,” explaining what the statutory scheme would look like and detailing how it would work. The Article concludes by reflecting on potential distributional review’s appeal both to the progressive egalitarians, and to champions of efficient government.

Abstract:
The Aarhus Convention aims to democratize environmental decision-making. Since its adoption 20 years ago, the Aarhus Convention has led to a fundamental change in German environmental administration. This article explores the administrative capacities, organizational structures and enforcement requirements, identifies challenges for environmental authorities and outlines prospects for better implementing the Aarhus Convention. The main challenges are: extended responsibilities for authorities, greater complexity of environmental decisions, increased transparency, more external communication, stricter procedural requirements, extended access to justice and the reduction of enforcement deficits. The success of the Aarhus Convention largely depends on high-capacity administration, which adapts its way of decision-making to these challenges. In addition, substantive environmental law is the foundation upon which the three pillars of the Aarhus Convention rest. Therefore, this article argues that legal instruments and a high level of substantive environmental law are essential for environmental authorities to achieve effectively the objective of the Aarhus Convention.

Abstract:
The scientific article is devoted to the disclosure of the implementation of the administrative procedure in the field of environmental protection and natural resources. The categories «stage», «administrative procedure» and «stages of administrative procedure», stages of administrative procedure in the field of environmental protection and natural resources are compared. A description of the stages of the administrative procedure in the field of environmental protection and natural resources. It is established that the implementation of the administrative procedure in the field of environmental protection and natural resources allowed possibly through the following stages: 1) application of the person and acceptance of the application for consideration by the authorized unit of the public administration body; 2) consideration of the case; 3) making a decision; 4) appeal against the decision (optional); 5) execution of the decision. The decision-making stage is often distinguished only conditionally, as it usually merges with the previous stage as its logical conclusion. But where it is separated in time from the stage of consideration of the case on the merits, it is even possible to re-examine the documents and other evidence considered at the previous stage and, in addition, the analysis of the newly presented evidence. The decision is made by the units of the State Service of Geology and Subsoil of Ukraine on the basis of law, objective data, internal conviction. At the stage of making (making) a decision, a legal assessment of the collected information is provided, the case materials are fully and comprehensively investigated in order to establish the objective truth, a specific decision is made. From the set of questions of inner conviction should be singled out the question of freedom and independent of external influences assessment of evidence confirming a right, duty of the citizen, then - the question of making a decision that does not raise doubts about the authenticity of documents and facts, nor in the aspect of their internal consistency. This means that in the case of comparing the documents and facts that underlie the confirmation of the right, duty of the citizen, a certain part of them (or even a separate document) will contradict the already ready or being prepared to form a belief; these doubts should be removed by further verification of documents and evidence or by the submission of new documents and evidence.

Abstract:
The Stockholm Administrative Court recently ruled that Sweden’s wolf management policies are incompatible with the Habitats Directive. These policies are also the subject of an on-going infringement proceeding by the European Commission. The administrative court’s decision has been appealed. This case is significant for two reasons. First, it interprets controversial provisions of the Habitats Directive. But perhaps more importantly, it demonstrates the growing impact of EU law in a member state. This was the first major case in which the national courts were able to review a hunting decision pertaining to a species protected under EU law because standing to bring public interest lawsuits for the protection of species has been recognized only very recently. Under traditional Swedish procedural law, only the government can represent the public interest in administrative decision making and in court. Here, Swedish courts finally applied to hunting decisions the CJEU’s holding in Slovak Brown Bear, which says that national procedural law must be interpreted so as to allow environmental NGOs to challenge administrative decisions that might contravene EU environmental law. The court did not request a preliminary ruling despite that fact that controversial questions of EU law were implicated however. While the court applied EU law, it preferred to maintain control over its interpretation.

Abstract:
A court can rule on the proportionality of an administrative decision without infringing on the decision–making primacy of the administrative authorities. It can go quite far in doing so, as long as it uses the proper method. Characteristic for this method is not so much that it uses the proportionality principle as a rule under which the facts are subsumed, but as a framework for a discussion that is held between parties during the proceedings, under the direction of the court. If the court finds that the administrative body has not demonstrated a sufficient basis for its choices, it need not confine itself to an annulment on formal grounds. It can take its examination further and give parties the opportunity to consider alternative decisions. This method enables the court to come to a substantive and final judgment.

Abstract:
Unelected bureaucrats make a broad range of important policy decisions raising concerns of accountability in a democratic society. Many classics in the literature highlight the need to understand agency decisions at stages prior to the final vote by agency appointees, but few studies of the bureaucracy do so. To this point, scholars have treated the issue of shirking as one where laziness and inefficiency are the driving forces. However, it is more realistic to expect that shirking comes in the form of ideological resistance by administrators. I develop a theory that the independence afforded to the bureaucracy is functionally comparable to that of the judiciary, allowing for the insertion of individual attitudinal preferences by bureaucrats. Drawing from the attitudinal model of judicial research, I look at whether attitudes affect the decision making of administrative law judges at the National Labor Relations Board, the influence administrative law judge decisions have on reviewing bodies, and whether attitudinal decision making can be controlled by external political and legal actors. Results demonstrate that Democratic judges are more likely than Republican judges to rule for labor in unfair labor practice cases, administrative law judge decisions provide the basis for subsequent decisions of reviewing bodies, and that few political and legal controls exist over this set of bureaucrats. This research provides evidence that lower level bureaucrats make decisions based on their own political preferences and that these preferences have far ranging consequences for policy and law.

Abstract:
Some environmental engineers do not understand how to perceive profitable opportunities in redeveloping the large number of contaminated brownfield sites in New Jersey. The purpose of this qualitative exploratory case study was to find effective decision-making strategies that help environmental engineers acquire profitable environmental redevelopment projects. The target population consisted of 4 environmental engineers in an environmental organization in Camden County, New Jersey who possessed proven decision-making strategies that helped them acquire profitable environmental redevelopment projects in the past 5 years. The conceptual framework for this study was the multiple criteria decision method (MCDM). Semistructured interviews were conducted with the engineers, and company documents were additional sources of data gathered. Triangulation and member checking were used to ensure the trustworthiness of interpretations. Five themes emerged from the analyses relating to strategies for an MCDM assessment in project management, a go/no-go assessment in project selections, education and training, ethics as an organizational value, and project management. These findings may lead to social change in Camden County, New Jersey community organizations, such as schools, daycare centers, and local businesses, which may benefit from the knowledge and safety recommendations of remediation decision making. Furthermore, these findings may provide opportunities for environment organizations to teach and train stakeholders on environmental processes while providing profitable opportunities to shareholders through sustainable practices.

Abstract:
Small and medium-sized enterprises (SMEs) make the backbone of virtually all economies but most of them are only marginally engaged with global markets, particularly those from developing countries. Our ability to advise these firms is currently limited for two major reasons: on the one hand, conventional International Business literature treats the firm as a black box and does not advance in decision-making dynamics that are critical to SMEs' foreign expansion; on the other, recent SME internationalization studies have achieved important progress but seem dependent on the use of Effectuation theory to represent the decisions that guide SME internationalization. This thesis focuses on closing this gap, developing a treatment of SME internationalization that focuses specifically on characterising internationalization-related decisions as being based on firms’ control of their own means, which allow them to proactively create opportunities and take advantage of contingencies (that is, the control principle). Empirically, this thesis builds on a quantitative research design based on survey data collected from 851 SMEs distributed in Brazil, China, Italy, Poland, and Sweden. Analyses of these data were performed with multiple regression equations and structural equation modelling using partial least squares. Results show that SMEs seem more inclined to adopt control-based decisions during internationalization when under uncertainties related to their business networks and when they come from emerging markets. They also reveal that the paths toward the realization of international market performance with control-based decisions seem to involve both firm-level and individual-level dynamics, with social networking playing a critical role. Finally, the findings collectively make it possible to draw a picture that clarifies the conceptualization of the control principle and hints on the multi-level nature of control-based internationalization. Despite limitations, such findings contribute to both International Business and International Entrepreneurship literatures while advancing extant understanding of the nature of the control principle and its role in SME internationalization.

Thesis, Luleå tekniska universitet, Institutionen för ekonomi, teknik, konst och samhälle, 2021. http://urn.kb.se/resolve?urn=urn:nbn:se:ltu:diva-85731.

Abstract:
The purpose of this thesis is to investigate to what extent the environmental agenda should be taken into consideration during the project phase of logistics at Northvolt. The objective is to build an optimization model for route planning with a trade-off solution for three criteria; cost, emission and time. An abductive research approach is used. The empirical data was collected quantitatively in accordance with cross-industry standard process for data mining. The results obtained from the optimization model were based on an emission calculation framework and weights assigned to the three selected criteria by five decision makers. These results are compared to an as-is analysis of current and of historical transportations as well as to expected future transportations. These results provide insights and emphasize the importance of agility in decision making aiming at the reduction of emissions. The analysis shows that increased costs do not have a clear correlation with reduced emissions or transportation time. It also demonstrates that transporting goods on sea would increase the transportation time but decrease the emissions. The conclusions of the study are that costs can be reduced by 8%, emissions by 6% and transportation time by 14%, compared to their current operations. Short-term recommendations address the need of being agile in the route planning and analyse each shipment individually where the weights of the criteria should be alternated depending on the status of the project. This requires increased communication with the installation team on site and negotiation of contractual rates from additional ports in Sweden. Long-term recommendations emphasise the importance of developing and using emission key performance indicators to set targets in combination with a strategy in order to steer daily operations.

Abstract:
The purpose of this study is to gain a deeper understanding of Gen Z’s structure in the buying decision-making process and how they value environmental sustainability within the fashion industry. In this context, the following research questions was formulated: (1) What structure does the buyer decision-making process follow for Gen Z when it comes to apparel shopping? (2) How does Gen Z value environmental sustainability when buying apparel?    Theories used in the literature review have included the main concepts of sustainability in the fashion industry, the buyer decision-making process and Gen Z. In order to clarify the relationship between the main concepts a conceptual framework was presented, which together with the theoretical framework was used to analyse the empirical data. The empirical data of this study refers to the collection of multiple interviews with individuals born between 1996-2002. By following a qualitative research method an understanding of Gen Z´s shopping behaviour and whether they are affected by environmental issues was collected. With regard to the concept being a relatively unexplored area in the business research, this thesis is based on a deductive research approach. It was concluded that the Gen Z does not follow the traditional structure of the buyer decision-making process and do not value environmental sustainability when buying apparel. Finally, the minority purchasing sustainable apparel have a higher involvement in their buyer decision-making process due to their motivation towards sustainable choices.

This paper examines the concept of sustainable development and sustainable consumption in the food industry and how consumers relate with the idea of organic food produce and their alternatives. The research was developed by using the Consumer Decision Making model and the Norm Activation Model to be able to understand what motivates consumers in their buying choices and why. These models break down the steps a consumer goes through before making a purchase and the emotional evaluation that occurs after that decision is made. With a total of 70 responses from a structured survey sent out, the results indicated that consumers are conscious about sustainable products, are aware of the environmental and social impact but 30.6% of consumers have never looked out for sustainable products.

Abstract:
AbstractIn order to understand how regularities in administrative practice are produced, the shaping of administrative caseworkers’ discretionary practices must be studied. This chapter adopts a holistic way of doing so, arguing that regulatory frameworks, the structural conditions of bureaucratic decision-making, the ideological environments administrations are embedded in as well as professional norms and values shape administrative caseworkers’ practices. Furthermore, the chapter argues that officials develop specific dispositions through organisational socialisation. For this purpose, building on Bourdieu, the concept of the institutional habitus is introduced. The chapter argues that the institutional habitus not only shapes everyday administrative practice but also reaffirms the very regulatory constraints, norms and values that lie at its heart. With regard to the empirical focus of this book—credibility assessments in asylum procedures—the concept of the institutional habitus allows us to analytically grasp the socialised subjectivity which emerges out of caseworkers’ socialisation in the office.

Abstract:
AbstractThe final chapter of this book highlights the importance of studying the shaping of practices of decision-making for understanding how administrations, law, policies and the state work. By bringing together the discussions of the different chapters of this book, it shows how different factors concur to produce the relatively stable outcomes of administrative practice that can be observed from the outside. These factors include the ideological environment administrations are embedded in, the professional norms and values at the heart of administrative work, the laws and policies caseworkers are in charge of “applying” and the structural conditions of administrative-legal decision-making as well as the dispositions caseworkers acquire through their socialisation on the job, and that are reproduced through their everyday practices. It shows how together these factors produce a regularity in asylum determination, namely that the majority of asylum claims are rejected on the basis of non-credibility. Disbelief becomes normalised.

Full text
Abstract:
The strength of each country is determined by two factors, namely the economy and efficient administration. One of the instruments allowing the administration to perform its tasks is a fully operational system of real estate information, which meets the requirements commonly imposed on the systems of spatial information. This includes such prerequisites as: the reliability of up-to-date information issued from the system, easy access to this information, and ensuring the protection thereof. An effective real estate management system is largely determined by an efficiently operating Cadastre, an institution with a century-old tradition, to which the legislator has assigned specific tasks, and which provides the basis for specific decision-making actions associated, inter alia, with the real estate market. The aim of the paper is to present the scope of work carried out in Poland as part of the development of the Integrated System of Real Estate Information (Polish: Zintegrowany System Informacji o Nieruchomosciach, ZSIN), and the possibilities for the use of existing information systems with a particular emphasis on cadastral data. The paper defines the tasks, principles and functions of the Cadastre, as well as the indicated direction of changes allowing the Cadastre to be adjusted to the proper operation of the ZSIN.

Abstract:
Ensuring a secure environment through the use of information systems are mandatory requirements of today's society, practically it become an intense and ongoing concern in relation to possible risks and threats. The development of organizations is conditioned by the use of information systems, which gain vital importance over time and become the "engine" of daily activity. Also, in addition to the fact that information systems meet administrative and operational needs, they have gradually gained a significant share at all levels of the organization, up to the strategic and decision-making level. The working flows model must include new approaches, starting from the technological levels to managerial levels including most important layer of an organization: human resources. User’s education and cybersecurity management knowledge represent an important part of ensuring the real organization's data and influenced managerial decisions. Technological threats and vulnerabilities can compromise decisional process starting from the early stages. With all the latest security technology implemented, a system will become cyber resilient if will take in consideration the 3 dimensions - human resources, processes, and technology. To achieve this goals, new approaches in cyber security education is needed. The diversity of technologies and accelerated developments of information technology in all domains need to be supported by a complex educational environment who must meet the actual society requirements.

Zainaddin, Ibrahim. "Enhancing Operational Business Decision Making by Better Understanding Gcc's Oil and Gas Energy Sector Local Content Programs." In International Petroleum Technology Conference. IPTC, 2022. http://dx.doi.org/10.2523/iptc-22088-ms.

Full text
Abstract:
Abstract Operational business decisions have become more difficult due to the rapid increase in local content programs in the Arab Gulf states. Many companies operate in more than one Gulf country, and therefore, they became committed to many various local content programs. This due to the various obligations to the requirements of these programs. In general, these programs are issued by the local governments. However, a good number of these programs are issued by parastatal and private sector companies as well. These programs contain various requirements. This includes the use of locally made goods and services, local manpower, transfer of foreign technology, establishing research and development centers, and on. To reach the desired goals, companies must spend the largest amount of costs locally. These programs require the interaction of many departments in the companies such as HR, Training, payroll, and procurement. As a result, many companies had established special administrative units to monitor the performance of the local level process. The performance of companies is measured by different and often complicated formulas. The goal is to reach the highest local percentage in the final product. The GCC supply chain localization programs are made to support and drive growth, development, and income diversification for the GCC countries. They have critical impact on GCC business environments due to their supply chain and other legal requirements. Any business decisions need to address the requirements of these programs as local supply chain activities and systems need to fill any expected gaps as mandated by these programs. Investment attractiveness is highly impacted by the rules and regulation imposed by these programs. The legal implications are of very high concern to business leaders as well. Hence, organizations need to take high care and pay great attention to the requirements of these programs. As there is not enough research available about this subject in the industry and academia, this paper was created with the intention to discuss and analyze the different GCC supply chain localization programs and their impact on supply chain decisions. The paper should help leaders to take informed decisions in the GCC market they operate as these programs are evolving at very fast paste. A review of the programs across GCC countries will be presented. These supply chain localization programs cover both the government and private sectors. Programs basics, models, incentive, and achievements will be shown. These programs have some similar concepts and models, but they differ in some other respects. Hence, a comparison will be made across these different programs for similarities and differences. The structures for the government and private sector's programs are somehow complex and require interactions of many areas such as human resources, supply chain, training and development, and research initiatives. The paper will use publicly available resources and market intelligence tools to gain in-depth details for each program as there are not much scientific researches in the industry about this topic. To facilitate the business environment for companies, It is necessary for the governments in the same country and at the level of the Gulf state to unify these different programs Adherence to these programs should not be a hindrance to the current and future investment environment. Companies must be prepared to address the different and possibly newly created requirements as local content programs are getting of a very high attention by all GCC countries.

Full text
Abstract:
Achieving the climate goals depends to a large extent on the reorganization of the transport sector at all levels. The initiation of a paradigm shift in transport policies must be understood and take place primarily as a result of a change in structures. Besides the transport infrastructure, this also includes the financial and legal system. It is necessary to include the procedures and processes of transport policy decision-making in a comprehensive transition management. The implementation of specific national objectives in the respective administrative levels across the federal states to the municipalities would be a first necessary step. However, initiating necessary radical changes in the transport sector will require disruptive changes to the established structures. The paper discusses such changes in the transport system by introducing theories of sustainability transition and political economy. The role, dependencies and influence of actors in planning processes are prototypically analysed, drawing on the situation in Austria. We further examine how structural barriers suppress or delay measures supporting environmental sustainability. The limits of bottom-up and classic top-down processes are shown and their effectiveness as a contribution to the mobility transition is critically questioned.

Abstract:
Pipeline accidents are usually caused through failures, vandalizations, or other environmental accidents like hurricanes, earthquakes and floods. This paper describes the design of an integrated system for real time monitoring and management of pipeline accidents in land and sea environment. This study focuses on oil, gas and other hazardous spill accidents caused by the pipeline transportation system. Multisensor applications for pipeline failures detection and hazard monitoring can be conducted with appropriate models in GIS and internet based communication infrastructure to provide a solution for real time pipeline accidents contingency planning and emergency response. The system architecture includes several models in GIS environment which support disaster management and decision making through provision of various thematic maps, and a module called command and control which is designed for managing and coordinating pipeline accidents response. Command and control system coordinates all tasks related to the accident emergency response through management and administration office. The structure also includes web based accident data dissemination scheme through internet portal which act as a communication system to connect accident managers in administration office with accident relief and operators on the ground. These new approaches in geomatics applications for pipeline accident emergency response can be implemented in other accidental hazards monitoring and management in the environment.

Full text
Abstract:
Architecture of a root system is the expression of the potential of various root types to branch, to grow and to coordinate with other plant organs, under the specific limitations of the environmental conditions. The present investigation has proven the following points. 1) Genotypes with different types of root systems were identified. The growth patterns of their roots and the distribution of laterals along their main axes were recorded. 2) The patterns of development of the root systems of four cotton genotypes, throughout the entire life cycle of the plants, were described, even at such a late stage of development when the total length of the roots exceeded two kilometers. To the best of our knowledge, this is the first time that an analysis of this type is accomplished. 3) The development of root systems under restrictive soil conditions were compared with those that have developed under the non-restrictive conditions of aeroponics. Results indicate that in the absence of the mechanical impedance of the soil, cotton plants develop single roots that reach the length of 6 m, and have a total root length of 2000 m. Thus, root growth is strongly inhibited by the soil, with some root types being inhibited more than others. 4) One of the important decisions, in constructing an operational root system architecture of mature plants, is the shift of the balance between various root fractions in favor of the very fine roots. 5) Root system architecture is determined, in part, by the sites of initiation of the lateral roots. This is determined genetically by the number of xylem archs and by the totuosity of the stele. Selection for such traits should be sought.

Abstract:
Snow and ice removal are important tasks during the winter season and large amounts of anti-icing and de-icing chemicals are used and there is a critical need to review and synthesize information from the literature to compare and contrast anti-icing and de-icing chemicals to understand their environmental impact and support decision making. The effectiveness, costs, and environmental impact of commonly used and alternative anti-icing and de-icing chemicals were reviewed in this study. Application of anti-icing and de-icing chemicals may increase ion concentrations in soils and change nitrogen cycle, soil pH, and trace metal concentrations, affect surface water and groundwater, and increase public health risks. Life cycle assessment was conducted to quantitively evaluate environmental impact of selected anti-icing and de-icing chemicals. A decision support tool on environmental impact was developed to evaluate environmental impact of anti-icing and de-icing chemicals in ten different environmental impact categories. The results showed the environmental life cycle assessment tool developed in this study can be used to compare multiple environment impacts to support decision making for winter operation chemicals.
