Abstract:
El objetivo general del presente trabajo es explicar, desde el marco epistemológico correspondiente, cómo se organiza el conocimiento en la administración. En otras palabras, se exponen y se explican los puntos de vista que existen sobre la naturaleza y organización del conocimiento en las ciencias administrativas. En primer lugar, se explica la perspectiva de comprender a la administración como ciencia. Luego, se exponen los fundamentos que la conciben como una disciplina científica transdisciplinaria y compleja, decisiva para tomar decisiones de impacto social. A continuación, se explica la perspectiva que asume a la administración como una técnica o conjunto de técnicas destinadas a gestionar el trabajo y sus recursos. Asimismo, se explica la perspectiva que concibe a la administración como una tecnología relacionada con las actuales tendencias de la globalización. También se expone la perspectiva que la conceptualiza como ciencia y arte. Finalmente, se explica la literatura que concibe a la administración como ciencia social. Nuestro aporte consiste en interpretar a las ciencias administrativas como ciencias humanas. Metodológicamente, este trabajo es cualitativo. Por un lado, se constituye en una investigación documental que aplica las técnicas de recolección, evaluación, selección y registro de las fuentes necesarias, y, por otro lado, analiza y sistematiza esas fuentes. Se debe enfatizar la importancia de la investigación por dos motivos fundamentales: el tema por desarrollar corresponde de forma central a la línea de investigación de las ciencias administrativas e intenta responder a interrogantes que indagan acerca de los basamentos esenciales de esas ciencias.
The general objective of this work is to explain, from the corresponding epistemological framework, how knowledge is organized in the administration. In other words, the views that exist on the nature and organization of knowledge in administrative sciences are exposed and explained. First, the perspective of understanding management as a science is explained. Then, the fundamentals that conceive it as a transdisciplinary and complex scientific discipline, decisive for making decisions of social impact, are exposed. Next, the perspective assumed by the administration as a technique or set of techniques aimed at managing the work and its resources is explained. It also explains the perspective that conceives the administration as a technology related to the current trends of globalization. The perspective that conceptualizes it as science and art is also exposed. Finally, the literature that conceives of the administration as social science is explained. Our contribution is to interpret administrative sciences as human sciences. Methodologically, this work is qualitative, on the one hand, it constitutes a documentary investigation that applies the techniques of collection, evaluation, selection and registration of the necessary sources, and, on the other hand, analyzes and systematizes those sources. It should be noted that research is two fundamental reasons: because the topic to be developed corresponds centrally to the line of research in administrative sciences and because it attempts to answer questions that inquire about the essential foundations of those sciences.

Abstract:
Denna studie handlar om en implementering av standardisering och automatisering i mindre organisationer. Jag skapade ett skript i Python som upptäcker uppladdade kalkylblad i en mapp som i sin tur var kopplad till en molnbaserad lösning. När skriptet upptäcker kalkylbladen samlar den nödvändig information och importerar en mall av en faktura. Skriptet fyller efterhand mallen med tidigare samlad information och sparar det i en separat mapp. Det originella kalkylbladet arkiveras för framtida referenser. Resultatet av en bättre, standardiserad arbetsrutin och automatiserat fakturasystem resulterade i en tidsbesparing på över 60% och i samband med det nya systemet vi såg en minskning på 75% av incidenter orsakade av dokumentslarv och miss kommunikation.

Den här uppsatsen behandlar Lean i en administrativ miljö, istället för produktion. Lean är inget nytt påfund, utan har sina rötter tillbaka till 1930-talet hos grundarna av Toyota. Lean handlar om att minska slöseri och att visualisera flöden inom företag. Lean används för att identifiera värden och värdeflöden, skapa flöden utan slöserier och implementera dessa flöden mer effektivt genom kontinuerliga förbättringar. 

Syftet med uppsatsen är att se hur Lean kan implementeras i en administrativ avdelning för att minska slöseri, ledtider och standardisera arbetsprocesserna. Vidare kommer en grund läggas till en modell för vidare implementering av Lean i andra administrativa avdelningar. 

Genom utförda intervjuer, följda ordrar och genom studerade dokument har det blivit klart att Lean går att använda sig av och implementera i en administrativ avdelning. Arbetsprocesserna blir mer synliga vilket gör att processerna kan standardiseras och på så sätt kan slöseri minskas och därmed ledtider minska. Standardisering av arbetet kan ske genom att skapa en prisdatabas, prismodell och synliggöras genom visuell planering. 

Modellen som skapats är en pyramid som är uppdelad i fem olika steg. Grunden i pyramiden är att de anställda måste ta ansvar för sitt eget arbete. Nästa nivå i pyramiden är att engagera de anställda. Tredje steget är att visualisera flödet, aktiviteterna och de problem som existerar. Nästa steg är att förenkla flödet, och toppen av pyramiden är att kontinuerligt förbättra flödet. 

Slutsatsen av denna studie är att Lean är ett sätt att arbeta som grundar sig i sunt och gemensamt förnuft. Lean kan implementeras i en avdelning genom att göra flödena synliga och identifiera problem, slöseri och förbättrings möjligheter. Vidare kan inte Lean implementeras i en avdelning om inte de anställda tar ansvar för sitt arbete eller om det inte finns ett tydligt ledarskap.


This Master thesis is concerning Lean in an administrative section, instead of production. Lean is nothing new, it has its roots back to the 1930s with the founders of Toyota. Lean is about reducing waste and visualizing flows in companies. Lean is used to find values and value streams in the business, creating flows without waste and to implement these flows more efficiently by continuously work with improvements. 

The purpose of this Master thesis is to study how Lean can be implemented in a section of a company where the processes are related to administration, not production, to reduce waste, lead time and structuralize the work process. Further a foundation will be created for a model to implement Lean in other administrative sections. 

Through interviews, following orders in the flow and by studying documents it has been established that Lean can be used and implemented in an administrative section. By using Lean work processes can be made more visual, which makes it possible to standardize the process and in that way reduce waste and lead time. This can be made by creating a price database, price model and by using visual planning. 

The model created is a pyramid divided into five steps. The foundation is to take responsibility for ones own work, and to inform the employees and give them meaning with changes. The next level is to engage the employees. Third step is to visualize the flow, activities and the problems. The next step is to simplify the flow, and the top of the pyramid is to continuously improve the flow. 

The conclusions of the Master thesis are that Lean is a way of working with good and common sense. Lean can be implemented in a section by making the flows visual and then identifying problems, waste and improvements. Further Lean cannot be implemented in a section if the employees do not take responsibility of their own work, or if there is not a visual leadership.

This thesis is a report on an administrative internship that was conducted at Zeitgeist Theater Experiments, Inc. from June to October of 1997. The internship fulfilled a requirement for the degree of Master of Arts Administration. Arts administration issues that are covered within the text are: fiscal management, marketing, fundraising. Board development, budget planning, and volunteer coordination. The nature of the internship, its specific tasks and responsibilities, are described in the report. The essay reviews the history of Zeitgeist as an organization and analyzes managerial problems occurring within the organization at the time of the internship .Explicit recommendations as to how the problems can be corrected and the steps required to implement the recommendations are laid out within the paper. The report concludes with the intern's expectations for the short term and long term effects of the work she conducted during the internship.

A la lumiere de la politique administrative sankariste, il apparait que les politiques administratives en afrique buttent sur un point aveugle, l'etat administratif, un systeme politique dans lequel la bureaucratie et ses agents occupent une position dominante. En effet, entre 1983 et 1987, on assiste a un retournement puisqu'on observe une erosion de la domination bureaucratique. La "classe bureaucratique" voit les bases de sa domination ebranlees, aussi bien dans ses ressources materielles, symboliques ou coercitives, au profit d'une domination charismatique et populiste incarnee par le leader de la revolution burkinabe, sankara. A contrario, la politique de reconciliation de son successeur, compaore, qui a remplace la politique de mobilisation du regime sankariste, s'est soldee par un retour du pendule, par la revanche de la domination bureaucratique depuis 1987. La thematique de la modernisation administrative qui a fait irruption dans le champ politique a partir de 1991 dans le sillage de la thematique de la democratisation, apparait comme le nouveau repertoire de legitimation d'une elite bureaucratique qui ne peut plus se legitimer par l'ideologie du developpement dans la mesure ou elle a completement echoue dans ce domaine. The implementation of sankara's administrative policy point to the fact that administratives policies in africa face to serious problems such as administrative state i. E. A political system in which bureaucracy and its agents are dominants. Indeed the period 1983-1987 we witnessed a reversal in this trend, characterised by the erosion of bureaucratic domination. This dissertation is a study on Public Administration research in South Africa. It explores the current nature of Public Administration research in the country by analysing and categorising journal articles extending over a thirteen year time period from 1994-2006. The hypothesis guiding this dissertation is that South African Public Administration research focuses too heavily on practitioner-orientated research (applied research) rather than enhancing basic, theory-generating research. The methodology used is a content analysis of two prominent South African Public Administration journals: Journal of Public Administration (JOPA) and Administratio Publica (AP). A total of 383 articles (278 from JOPA and 105 from AP) were classified according to a set of descriptive and analytical variables to measure research characteristics prevalent within the field. Findings from this study not only confirm the hypothesis but also conclude that research deficiencies identified in the British and United States contexts exist within South African Public Administration research. This implies that there has been little evidence of developing a cumulative knowledge base within the discipline and research methodologies are generally of a poor quality making little effort to contribute to a systematic, scholarly base of Public Administration knowledge. Therefore basic, scholarly theory development in the field is weak.

Luego, se expone las posturas de diversos autores sobre la administración práctica y la disciplina del saber y la simbiosis entre estas. Por último, la investigación presenta un análisis sobre las mallas curriculares de la carrera de Administración de Empresas de las diferentes universidades de Lima, desde el punto de vista práctico y teórico.
This research addresses the discursive bibliographic development "Administration: practice and discipline of knowledge", an important topic to understand and deepen knowledge in this field. First, this research seeks to explain in detail the principles and origins of the theory and practice of administration, for the collection of information and clarification of paradigms between one and the other. Emphasis will be placed on the real meaning of administration and its epistemology, where the philosophical origins, its object and nature are detailed. Then, the positions of different authors on the practical administration and discipline of knowledge and the symbiosis between them are presented. Finally, the research presents an analysis of the curricula of the business administration career of the different universities of Lima, from the practical and theoretical point of view.

This research project seeks to identify commonalities and differences between new administrative ideologies in the United States and post-Soviet Russia. To achieve this goal, the study explores the question of administrative ideology through the lens of the New Public Management (NPM) related reforms, which spread around much of the world in the late twentieth and early twenty-first centuries. The discussion is structured around two broad themes identified in the review of the literature on NPM and Reinventing Government: the new vision of the government (and its bureaucracy) and the relationship between government and the public. As a method of inquiry, the study uses the review and analysis of official publications and elite interviews with high-ranking officials, analysts, and scholars in the United States and Russia. The research demonstrates that although new ideologies of administration in the United States and Russia share significant characteristics, they differ in a number of important respects. � �

Depuis l'adoption du plan d'ajustement structurel en 1986, les pouvoirs publics tunisiens se sont engagée dans un vaste programme de réforme administrative. Deux orientations caractérisent cette réforme. D'une part, un ensemble d'institutions a été crée pour permettre une certaine amélioration de la qualité des services, de " l'image " de l'administration et de ses rapports avec le citoyen. Les trois principales institutions créées dans cet objectif sont le Médiateur administratif (ayant une fonction de médiation), les Citoyens superviseurs (avec une fonction de contrôle) et les Bureaux des relations avec le citoyen (ayant pour rôle l'accueil du public). D'autre part un ensemble de mesures à caractère fonctionnel a été pris, oscillant entre une politique managériale et une démocratisation de l'administration. Il est orientée dans trois directions : la participation des citoyens à l'élaboration des décisions administratives, la transparence administrative et l'accessibilité des prestations et services administratifs. L'examen de ces deux composantes de la réforme administrative en Tunisie, à la lumière des expériences étrangères dans le même domaine, a permis de faire un constat : si la création institutionnelle a permis d'apaiser certaines tensions entre l'administration et les citoyens et d'éclairer les pouvoirs publics, le volet fonctionnel de la réforme administrative est plutôt nuancée : la participation est encore à son niveau minimal, la transparence ne progresse que très lentement. Quant aux mesures de simplification, elles apparaissent plus prometteuses, grâce notamment à l'apport potentiel des technologies de l'information et de la communication.

I’ve built an Internet based administration front-end for the company Allt I Brand in Jamjö. Allt I Brand’s main goals are maintenance and sale of fire preventive equipment. This front-end is programmed mostly in PHP, connected to a MySQL database. Because both Allt I Brand’s main page and my administration front-end use the same database and the database is designed to virtually fit any type of company, the result is both dynamic and powerful. The front-end design is made to make it easy to understand and nice to look at. The functionality has given my client the power to manage their main page on their own. The result, a complete administration system.
Jag har tillverkat ett Internetbaserat administrations gränssnitt åt företaget Allt I Brand i Jämjö. Allt I Brand är ett företag som är inriktat på underhåll och försäljning av brandförebyggande utrustning. Detta administrations gränssnitt är programmerat till största delen i PHP som är kopplat till en MySQL databas. Eftersom både Allt I Brand´s huvudsida och mitt administrations gränssnitt använder samma databas och databasen är designad så att den kan passa till olika sorters företag så blir resultatet både dynamiskt och kraftfullt. Designen på administration sidan är gjord så att det ska vara lätt att förstå och trevligt att se på. Funktionaliteten har givit min kund kraften att själv sköta och underhålla sin huvudsida. Systemet är helt enkelt komplett.

@La promotion de la bonne administration par le droit de l' Union européenne consolide l' émergence d'un référentiel commun aux administrations de l'espace administratif européen. En effet, en tant que sources d'exigences imposées à l'administration, le principe de bonne administration a été construit progressivement grâce aux interactions entre les sources variées de l'espace administratif européen. Son approfondissement par l'ordre juridique de l'Union, qui a conduit à la reconnaissance de sa qualité de principe général du droit, confirme son importance dans la consolidation de l'espace administratif européen. Mais la mise en oeuvre ne conduit pas à un modèle uniforme d'administration. Les caractéristiques de la bonne administration , notamment sa souplesse, et les limites inhérentes à la construction européenne, préservent la marge de manoeuvre des autorités administratives. Cependant, le principe de bonne administration contribue à l' approfondissement de l'espace administratif européen car il contribue à renforcer l'efficacité et légitimité de l'administration composée
@The promotion of good administration through EU law contributes to the consolidation of a common frame of reference amongst the public administrations of the European administrative space. As a source of obligations imposed upon the administration, the principle of good administration has been progressively built through the interaction of various sources of the european administrative space. It has been later recognized as a general principle of law, thereby increasing its importance for the EU legal system. This recognition confirms its importance for the consolidation of the European administrative space. Its application, however, does not lead to an uniform model of administration. The features of good administration, in particular its flexibility, and the limits which are inherent in the European project, preserve the room for maneuver of the administration authorities. Nevertheless, the principle of good administration contributes to the development of the European administrative space in that it contributes to reinforcing the effectiveness and legitimacy of the shared (national and European) administration

Vi har i detta arbete undersökt hur arbetssituation, med hänseende på de administrativa arbetsuppgifterna, ser ut för befälhavare inom den svenska handelsflottan och hur arbetssituationen har förändrats sedan införandet av ISMkoden. Det talas mycket inom sjöfartsbranschen om de ökade administrativa arbetsuppgifterna ombord och hur detta har påverkat arbetssituationen. Detta fick oss att vilja undersöka hur det egentligen ser ut och i vilken utsträckning en eventuell förändring har påverkat arbetssituationen både ombord och iland. Vi har i vår undersökning intervjuat befälhavare och rederirepresentanter på fyra Ro-Pax-rederier som trafikerar svenska hamnar om hur deras arbetssituation har förändrats under de senaste 15 åren med hänseende på den administrativa delen av arbetet. Undersökningen visar att det administrativa arbetet har ökat markant både ombord och iland, framförallt som ett resultat av nya regelverk och förbättrade möjligheter till kommunikation mellan fartygen och landorganisationen. ISM-koden är man överlag väldigt nöjd med men andra regelverk och myndighetskrav är man mer skeptisk till. Vad de ökade kommunikationsmöjligheterna anbelangar poängteras framförallt att det har inneburit en stor ökning av det antal meddelande man tar emot under en arbetsdag och ställer sig frågande till om alla verkligen är nödvändiga eller om det bara är ett sätt att snabbt skjuta över en uppgift till en annan del av organisationen.
We have in this thesis examined the work situation for masters in the Swedish merchant navy focusing on the administrative workload and how said workload have changed since the implementation of the ISM-code. Within the shipping business of today there is a lot of talk about the increasing number of administrative tasks on board and how they have affected the work situation. This made us want to examine if there actually was any such increase and to what extent said increase in that case have affected the work situation both on board and ashore. We have during our survey performed interviews with masters and ship-owner representatives at four companies within the Ro-Pax business who has traffic on Swedish ports asking them about the work situation on board and how it has changed during the last 15 years with respect to the administrative workload. The survey shows a substantial increase in the administrative workload both on board and ashore, mainly as a result of new regulations and vastly improved means of communication between ships and the organization ashore. In general there is a broad acceptance of the benefits of the ISM-code but a widespread skepticism when it comes to other regulations and government requirements. As far as the improved means of communication is concerned the increase in the number of messages received during a regular work day is emphasized and a question is raised whether there are valid reasons for the increase or if it to some extent is a way to clear your own desk by moving a task to another part of the organization.

Abstract:
The purpose of this body of work was to address medication errors and safe medication administration practices in relation to practicing nurses and nursing students via several different approaches. These different approaches will be presented as three separate papers but interrelated themes. The specific purpose for each paper and the corresponding research questions were addressed individually in each chapter. The approach used in the first paper was a systematic literature search of medication administration errors and the pediatric population; five themes emerged including the incidence rate of medication administration errors, specific medications involved in medication administration errors and classification of the errors, why medication administration errors occur, medication error reporting, and interventions to reduce medication errors. The approach used in the second paper included a systematic literature review and implementation of a survey, both focusing on the assessment strategies for safe medication administration with practicing nurses and nursing students. Results of both the review and the survey indicated a lack of a comprehensive assessment of safe medication administration. The approach used in the third paper was a research study to conduct a psychometric evaluation of the Safe Medication Administration (SAM) Scale with baccalaureate nursing students. Results provided evidence of the validity and reliability of the SAM Scale. This body of work exposed a gap in nursing and demonstrates the importance of having a standardized assessment of safe medication administration with evidence of validity and reliability to demonstrate competency in this area.

Virtualisering är något som växer fram mer och mer. Genom fördelar såsom användning av den fysiska hårdvarans fulla kapacitet och lägre energiutnyttjande är det en bra investering att flytta fysiska servrar till virtuella sådana. Automatiserade processer som exempelvis administration av virtualiseringsplattformar kan bidra till mindre arbetsbörda och mer utfört arbete. Det är då viktigt att administrationen går snabbt för att spara så mycket tid som möjligt och kunna utföra så många operationer som möjligt. I arbetet jämförs två stora aktörer på virtualiseringsmarknaden, VMware ESXi samt Citrix XenServer. Dessa två virtualiseringsplattformar jämförs sedan prestanda i administrativa operationer. Jämförelser skedde med skript skrivna i programmeringsspråket Perl mot API:er och dessa utförde sedan de operationer som testades. Genom tester mot virtualiseringsplattformarnas API:er med hjälp av skript visar resultaten att VMware ESXi har bättre prestanda i asynkrona anrop och Citrix XenServer har bättre prestanda i informationsinhämntningsoperationer.

La constitution colombienne fixe les categories des collectivites territoriales, alors qu'il appartient au seul legislateur francais de creer en toute liberte de nouvelles categories de collectivites territoriales. La constitution colombienne fixe la structure de l'administration locale, alors qu'en france il appartient au legislateur de la determiner. On peut en conclure que la constitution colombienne garantit une certaine autonomie administrative locale, tandis que la constitution francaise laisse a la volonte du legislateur la determination du degre d'autonomie locale. En ce qui concerne les moyens pour la mise en oeuvre de cette autonomie, on constate qu'en colombie, les collectivites territoriales ne disposent pas d'un personnel competent et independant des groupes politiques, tandis qu'en france le statut de fonctionnaire assure a la fonction publique territoriale une certaine stabilite et autonomie vis-a-vis du pouvoir central et des groupes politiques. Dans le domaine financier, les departements et grandes villes colombiennes ont des moyens limites. Quant aux petites communes, leurs ressources sont si insignifiantes, que leur autonomie devient quasiment formelle. In france, like in colombia, there is practically no local power for the lawmakers can freely lay down the attributions falling to the local bodies. However colombian local authorities have a rather big statutory power about specific matters, whereas french local authorities have a rather reduced statutory power. It is a residual power which is dependent on the state statutory power. The colombian constitution establishes the types of local bodies, whereas french lawmakers freely establish the types of local bodies. The colombian constitution sets up the structure of local government, whereas french lawmakers set up the structure of local bodies. As a conclusion we can say that to some extent colombian constitution garantees some local administrative autonomy, whereas french constitution lets it to the lawmakers to fix the room to local bodies manoeuvre. Concerning the means which are necessary to put that autonomy into practice, we notice that in colombia, local bodies do not have skilful staff who do not depend on political lobbies, whereas in france the statute of civil servant garantees to the local public function some stability and autonomy towards the central power and the political lobbies. In finacial field, colombians departments and big cities ha ve weak financial means. As for the small towns their resources are so limited that their autonomy becomes merely formal. By opposition, french local bodies enjoy rather important resources, but their financial autonomy remains rather limited because their own local taxes are still weak

Statistiska rapporter tyder på en kraftig brist på arbetskraft inom just äldrevården, och allt mer hopp och förtroende ställs till tekniska och digitala lösningar för att effektivisera verksamheterna. På uppdrag av Phoniro, en av Sveriges största leverantörer av välfärdsteknologiska lösningar till äldreomsorgen, har det här arbetet syftat till att undersöka hur det administrativa arbetet med digital nyckelhantering kan förbättras och effektiviseras med ett uppdaterat gränssnitt. Genom en enkätundersökning och semistrukturerade intervjuer har en större förståelse för användarnas arbete i och kring administrationssystemet Phoniro Care genererats. Insikterna har sammanställts i användarberättelser för att vägleda framtida designarbete med Phoniro Care. Resultaten visar på behovet av en design som stödjer flera olika användartyper, och som ger bättre verktyg för översikt och hantering av information i systemet. Vidare så väcker berättelser om de olika organisationernas struktur och anpassning till digital nyckelhantering frågor om vilken kompetens som finns i verksamheterna när det gäller att förstå effekten av nya digitala lösningars implementation. Det väcker i sin tur frågor om hur företag som Phoniro kommer att behöva anpassa sig i takt med att den kompetensen växer i verksamheterna.
What we are witnessing today is an increasingly older population. This change in demographics will drastically change the demands of elder care and especially home care services to ensure that more people will be able to stay at home for larger parts of their lives. In addition, statistical projections suggest a critical lack of manpower in home care services in the coming decade, and an increasing amount of faith is put into technical and digital solutions to streamline the organizations. On behalf of Phoniro, one of the largest distributors of welfare technologies for elder care in Sweden, this thesis has investigated how the administrative work attending to digital key management can be improved and streamlined with an updated interface. Through use of an online survey and semi structured interviews a more comprehensive understanding of the users working with the administrative system Phoniro Care have been acquired. The findings have been modelled in user stories meant to guide future design work in the development of Phoniro Care. The results indicate the need for a design that supports multiple user types and better tools for overviewing the information available in the system. Furthermore, the differences in organizational structure between different organizations implementing digital key management raises questions regarding digitization competences in public sector organizations and understanding the effect of implementing new digital tools. In turn, that raises questions regarding a possible future need for adaptation for companies like Phoniro in handling an increasing digital competence in the organizations that constitutes their clients.

Tax administration is central to the working of any tax system. This thesis focuses on the Spanish case and proves the existence of two kind of externalities that might arise in tax administration policies when decentralized. These are: inter-jurisdictional externalities due to the federal institutional design (competition vs. cooperation), and tax authority's endogenous reaction to external shocks (in terms of changes in tax enforcement) as a result of tax autonomy. The focus for the whole research line developed in this thesis is Spain, which provides a interesting federal framework for investigation. Indeed the regional governments of fifteen of the seventeen “common” regime autonomous communities have had the power to administer several wealth taxes since the mid-eighties and subsequent reforms, in 1997 and 2002, have conferred on them the normative power to make changes to certain statutory tax parameters (see Esteller, 2008, for further details on these reforms). The other two regions, the so-called “foral” autonomous communities (the Basque Country and Navarre), for historical reasons, administer almost all the taxes falling due within their territory – including VAT, personal income tax and corporate income tax – and they have the normative power to regulate most of them . This setting provides me with the opportunity to explore different types of externalities that might impact tax administration policies. In Chapter 2 the presence of horizontal competition in tax enforcement is examined in the context of the common regime autonomous communities. Chapter 3 presents an analysis of the potential room for cooperation derived from misreported tax returns in this federal context. Chapter 4 estimates the externality effect on tax enforcement caused by the costs of terrorism in the foral autonomous communities. The three central chapters of this thesis represent something of a novelty in the literature as they are the first empirical studies on externalities in tax administration policies. The whole research line shows that in a federal framework these policies are employed by tax authorities as strategic instruments, demonstrating that decentralizing tax administration gives regional governments additional degrees of tax autonomy. In particular, Chapters 2 and 4 show that tax enforcement policies can be used by tax authorities in order to counter the loss of revenues due to the potential mobility of tax bases. In both studies, tax administrations are found to lower the tax burden by cutting the tax audit rate in order to retain mobile tax bases, where the taxpayers’ incentive to move is based solely on classic horizontal tax competition or, alternatively, on an external shock such as terrorism. In the context of horizontal tax competition presented in Chapter 2, the mutual strategic reaction of tax authorities generates inefficiency in the setting of enforcement policies. Although this problem is partially reduced by the subsequent decentralization of normative power, the further inefficiencies that arise open the door for future research in this field so as to identify means, other than harmonization, that might circumvent this issue. Chapter 4 allows us to conclude that part of the shock due to terrorism is internalized by the tax administration and, thus, further research is needed in order to disentangle the actual impact of terrorism in terms of economic costs for the region. Chapter 3 shows that potential cooperation in tax management is possible when tax administration is decentralized at a sub-central level although it is partially undermined by short-sighted incentives caused by administrative, transaction and financial costs.

Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. Les réformes ont concerné le recrutement, la gestion et l'organisation d’encadrement des fonctionnaires, mais aussi leur formation, dans l’objectif de renforcer leurs compétences. L'introduction en 1999 du Master in Public Administration (MPA) en milieu universitaire valorise la scientificité du savoir administratif, sans abandonner les dispositifs et les critères de sélection préexistants. À la lumière d’une mise en perspective historique, de l’analyse de la circulation transnationale de modèle éducatif et de l’étude de la modernisation de la bureaucratie, le MPA se révèle être l’instrument d’une double transformation, celle de l’enseignement supérieur et celle de l’administration chinoise contemporaine. Changing nothing to change everything: innovation and continuity in the reforms of Chinese administrative training — At the end of the Maoist era, the Communist Party of China (CPC) attempted to create a more highly‑skilled bureaucracy to achieve economic development in a stable political context. Reforms concerned not just recruitment, management and civil service organization, but also the training of officials in order to improve their skills. The introduction of the Master of Public Administration (MPA) in 1999 enhanced the scientific character of administrative knowledge while pre‑existing selective mechanisms were retained. Land, under the Federal Constitution of Malaysia, is a State matter. As such it is crucial for the survival of a State, both financially and politically. Given limited resources, land forms one of the State's most important assets and sources of revenue. From annual rents imposed on all alienated lands the State generates its largest share of land revenue and regulates the administration of rent collection through the provisions of the National Land Code. Politically, land also symbolises the sovereignty and inherent power of a State Authority within a Federal arrangement. But whether or not this in theory matches reality, is the concern of this study. Just as it has been in the past, land will always be an important ingredient in a State's finances in the foreseeable future. Revenue from land rent has contributed a lot to the infra-structural development of the country. It is difficult to imagine a State relinquishing its hold over land matters unless there exists a more viable alternative. Evidence suggests that currently returns from land rent form a meagre percentage of a State's total revenue and therefore, are not commensurate with the strength of its jurisdiction in the constitution. To make matters worse, whilst the State's debt increases, rent arrears keep accumulating over the years. Retrieving information from primary sources and documentary evidences, and extracting data from interview and observations of selected Land Offices at work, this study attempts to examine the possible causes of rent defaults and recurring arrears in Peninsular Malaysia by focusing on some of the socio-legal and administrative aspects of the problem.

The phenomenon of self-stimulation has been used to map the neural circuitry of reinforcement and determine its neurophysiological and neurochemical characteristics. More recently, it has been proposed that drugs of abuse control behavior by their effects on the same neural systems. However, drug effects rise and fall over minutes or hours while conventional brain stimulation trains have abrupt onset and offset and last less than one second. Possibly because of this, the pattern of responding produced by drug reinforcers is different from the pattern produced by conventional brain stimulation. Furthermore, pharmacological antagonists of drug reinforcement increase the rate of drug self-administration while antagonists of brain stimulation reinforcement depress self-stimulation. To test the hypothesis that the differences in the characteristics of brain stimulation and drugs as reinforcers are due to differences in the kinetics of drugs and brain stimulation, we have modelled drug kinetics with frequency modulated brain stimulation trains. It is reported that animals will self-administer such brain stimulation and that, under these conditions, dopamine antagonists can induce an increase in the rate of self-administration.

Background: The evidence to date in support of system related factors to account for medication administration errors (MAE) remains scant and inconclusive. Objective: To examine the predictive power of medication administration complexity (component and coordinative), work interruptions and nurses' workload as potential contributing factors to MAE. Design: A prospective correlational design. Setting: A medical patient care unit in a university teaching hospital Sample: A convenience sample of medication administration rounds performed by registered nurses with at least six months of professional experience. Method: Data were collected using direct observation (MAE and work interruptions), self-report measures (subjective workload, nurses' characteristics) and the Medication Administration Complexity (MAC) coding scale (component and coordinative medication complexity). Results: One hundred and two rounds were observed, during which 965 doses were administered and performed by 18 nurses. When wrong administration time errors were included, MAE rate was 28.4% whereas it decreased to 11.1% when wrong time errors were excluded. An interruption during the medication preparation phase (OR 1.596; 1.044 - 2.441) significantly increased the odds of MAE. Two significant interaction effects were found (patient demand for nursing care X overtime and patient demand for nursing care X professional experience). These interactions pointed to more negative effects of overtime and professional experience among nurses who rated the demand for nursing care as above average. Contrary to expectations, coordinative medication administration complexity significantly decreased the odds of MAE (OR 0.558; .322-.967). Milieu: Une unité de médecine dans un centre hospitalier universitaire.Échantillon: Un échantillon de convenance formé de 102 cycles d'administration des médicaments effectués par 18 infirmières avec un minimum de six mois d'expérience professionnelle.Méthode: Les données ont été colligées par observation directe (EAM et interruptions), mesures auto-rapportées (charge de travail subjective, caractéristiques sociodémographiques) ainsi qu'avec l'échelle de la complexité de l'administration médicamenteuse (MAC coding scale).Résultats: 102 observations ont été effectuées au cours desquelles 965 doses ont été administrées par 18 infirmières. En incluant les erreurs de temps d'administration, le taux d'EAM était de 28.4% et diminua à 11.1% lorsque les erreurs de temps d'administration étaient exclues. Syfte: Denna uppsats har som syfte att göra en enkätundersökning bland befintliga kunder hos Björn Lundén Information AB på uppdrag av företaget själva. De vill veta mera om hur kunderna arbetar i programmet BLA Administration.

 

Syftet med arbetet är att undersöka:

 

  • Hur används programmet BL Administration?
  • Är några avsnitt krångligare än andra?
  • Hur lätt är det att hitta information om man stöter på svårigheter?
  • Hur används hjälpfunktionerna i programmet?
  • Finns det några funktioner i programmet som går att utveckla?

 

Metod: För att utföra studien har dessa tillvägagångssätt använts:

 

  1. Litteraturstudie
  2. Enkätunderökning
  3. Bearbetning och analys av enkätsvaren

 

 

 

 

Resultat & Slutsats: De viktigaste slutsatserna är följande:

 

  • BL Administration kan anses vara ett användarvänligt program.
  • Användarna av BL Administration är i stor utsträckning medvetna om de olika funktioner och hjälpmedel som finns att tillgå.
  • Användarna tar inte hjälp av de olika hjälpmedlen i lika stor utsträckning. Björn Lundén Information AB bör informera användarna om de många fördelar som finns att hämta hos hjälpmedlen.
  • Många användare lämnar bort sitt bokslutsarbete på grund av osäkerhet hos dem själva.

 

Förslag till fortsatt forskning:

 

  • Ytterligare enkätundersökning med förbättrad utformning av enkätfrågor för att få djupare och mer utförliga svar.
  • Att genomföra en studie om var kunskapsnivån på användarna av BL Administration ligger. Detta skulle kunna ge Björn Lundén Information AB möjlighet att rikta marknadsföringen av deras övriga produkter.

 

Uppsatsens bidrag: Uppsatsen ger Björn Lundén Information AB en möjlighet att få ta del av på vilket sätt deras kunder använder programmet BL Administration. Det kan vara värdefullt i utvecklingen av både programmet och supportfunktionen.

Abstrakt Titel: Lean Administration – i tillverkande företag Nivå: C-uppsats i ämnet företagsekonomi Författare: Jolin Sjögren Handledare: Stig Sörling Datum: Maj 2012 Syfte: Syftet med studien är att skapa förståelse för vad som krävs vid en implementering av Lean Administration och vilka verktyg som kan användas. Metod: Studien är skriven utifrån en tolkande tradition. Teorin har samlats in från litteratur, vetenskapliga teorier samt en kurs inom ämnet Lean Administration. Vidare har sex intervjuer genomförts, fyra personliga intervjuer på ett fallföretag samt två e-postintervjuer. Den empiriska undersökningen analyserades tillsammans med den teoretiska referensramen för att urskilja likheter och olikheter. Resultat & slutsats: Min studie visar att det är viktigt att Lean Administration efterfrågas av chefer på olika nivåer för att få fäste i företaget. Studien visar att det är viktigt med kvalitet på det som produceras och meningar som ”Rätt från mig” och ”rätt från början” nämns både i den teoretiska referensramen och i den empiriska undersökningen. Vidare visar min studie att ett långsiktigt införande av Lean Administration kan vara att föredra framför snabba förändringar. Studien pekar på att gemensamma mål som är mätbara och som kontinuerligt följs upp; kan vara en framgångsfaktor.  Förslag till fortsatt forskning: Det finns olika sätt att implementera Lean Administration. Ett förslag på fortsatt forskning skulle vara att undersöka ett antal företag som implementerat Lean Administration med hjälp av konsulter och jämföra deras resultat av implementeringen med ett antal företag som drivit implementering själva. Det skulle vara intressant att se vilken av metoderna som varit mest framgångsrik hos företagen. Uppsatsens bidrag: Det finns mycket litteratur och tidigare forskning inom konceptet Lean Produktion. Under studiens gång har jag upptäckt att det finns en begränsad tillgång av tidigare forskning och litteratur kring Lean Administration. Min studie bidrar till en ökad förståelse för användbara verktyg inom Lean Administration, medarbetarnas roll i implementeringen samt olika framgångsfaktorer hos företag som lyckats. Dyviks samfällighet ligger i Nynäshamns kommun och består av totalt 86 fastigheter. Samfälligheten sköts av den samfällighetsförening som alla fastighetsägare är medlemmar i. Föreningen arbetar på ideell basis. Föreningens verkställande ledning, styrelsen, arbetar med att admini-strera föreningens medlemmar, fastigheter samt egendomar. Dessa administrativa arbetsuppgifter har utförts på ett manuellt och tidskrävande sätt. Styrelsen har därför efterfrågat ett digitaliserat system som kan utföra många administrativa uppgifter med en mer automatiserad metod och ökad pålitlighet. Projektets syfte har varit att ta fram ett sådant system för att effektivisera styrelsens administrativa arbetsuppgifter. Projektet har inneburit att genom arbetsmodellen CDIO ta fram en passande systemlösning som motsvarar de problemområden och krav som identifierades under projektet. Framtagandet av lösningen har berört alla moment såsom att analysera problemet genom en förstudie, designa och implementera systemet, testa det samt ta fram en plan för hur systemet ska produktionssättas. Varje krav och funktion har implementerats med en inkrementell arbetsprocess. Resultatet blev ett system med den nödvändigaste funktionaliteten implementerad. Systemet låter styrelsemedlemmarna administrera föreningens intressen (sektioner, båtplatser, medlemmar och fastigheter) samt generera rapporter och medlemmarnas fakturor. Projektet har även resulterat i en utvärdering av hur systemet ska behandla personuppgifter i enlighet med de juri-diska aspekter som existerar, exempelvis personuppgiftslagen, samt en grov ekonomisk driftplan.
Dyviks community is located in Nynäshamns municipality and consists of a total of 86 properties. The community is maintained by the community association that all property owners are members. The association works on a volunteer basis. The association’s executive managing instance, the board, works with administrating the association members, properties and estates. These administration tasks have been carried out in a manual and time-consuming manner. The board has therefore requested a digitalized system that can perform many of the administra-tion tasks with a more automated method and increased reliability. The project’s aim has been to develop a system to streamline the board’s administrative duties. The project has meant that with the working model CDIO design a fitting solution that meets the concerns and requirements identified during the project. The development of the solution has touched all aspects such as analyzing the problem through a pilot study, designing and implementing the system, testing it and developing a plan for how the system should be deployed. Each requirement and function has been implemented with an incremental working procedure. The result was a system with the most necessary functionality implemented. The system allows board members to administer the association's interests (sections, berths, members and properties) and generate reports and members' bills. The project has also resulted in an evaluation of how the system will process personal data in accordance with the legal issues that exist, such as the Data Protection Act, and a rough economic operation plan.

This thesis will cover Allastudier.se, a system for administration of educations in Sweden. The system is used at the news agency Metro, as one of its services, and is in need of improvement. Allastudier.se aims to gather all educations in Sweden on one site. A problem that the site faces is keeping the information of the educations up-to-date. In the current system Allastudier.se imports information about the educations from Skolverkets (the authority responsible for educations in Sweden) database. Educations that are not handled by Skolverket needs to be manually updated by the system administrators. In this thesis, a more efficient way of administrating education information is discovered, implemented and discussed. The new system allows customers to Allastudier.se to directly administer information about their educations through an appropriate web service. This system increases the effectiveness of the service Allastudier.se and improves the capabilities of keeping information up-to-date. The development of the system is done through an advanced development environment at Metro. The work method, the frameworks and development tools used are explained and discussed along with challenges encountered and what future work remains for the system. The outcome of the project is a potent: web based content management system, which allows for customers to Allastudier.se to administer the information about their educations directly.
Denna avhandling utreder Allastudier.se, ett system som administrerar utbildningar i Sverige. Systemet är en av tjänsterna som förmedlas av nyhetsbyrån Metro, och är i behov av förbättring. Allastudier.se ämnar samla alla Sveriges utbildningar på en plats. Ett problem som sidan möter är att hålla utbildningsinformationen uppdaterad. Allastudier.se importerar för nuvarande systemets utbildningsinformation från Skolverkets (den myndighet som är ansvarig för utbildningar i Sverige) databas. Utbildningar som inte administreras av Skolverket måste uppdateras av systemadministratörer. I denna avhandling beskrivs hur ett effektivare sätt att administrera utbildningsinformation upptäcks, implementeras och diskuteras. Det nya systemet tillåter kunder till Allastudier.se att direkt administrera information om deras utbildningar genom en webbtjänst. Detta system ökar effektiviteten hos tjänsten Allastudier.se och förbättrar möjligheterna för att hålla information uppdaterad. Systemet utvecklas genom en avancerad utvecklingsmiljö hos Metro. Kundnöjdhet är en stor inkomstkälla för företag. Det finns många sätt att mäta kundnöjdhet och ett av de nyaste sätten är genom en digital monter placerad i fysisk butik. Denna studie ämnar undersöka hur gränssnitt till en undersökningsapplikation skall utformas för att tilltala en bred målgrupp att lämna omdömen och hur ett användbart gränssnitt till den administrativa sidan för denna applikation kan utformas. Resultaten från utvärderingen av undersökningsgränssnittet visar att det finns designelement som tilltalar vissa användare mer än andra. Detta ger en fingervisning om hur design kan utformas för att vara tilltalande för användarna att lämna omdömen via teknisk plattform. Utvärderingen av administrationsgränssnittet visade att genom att följa teorin kan ett lättanvändbart administrationsgränssnitt skapas.
