Abstract:

The circulation of capital within the built environment, as first formalised by Harvey in 1978, is treated empirically via an analysis of residential capital formation and the transfer of value within the Adelaide Metropolitan Area, in the period 1970–88. Operational concepts of value ‘creation’, ‘transfer’, and ‘capture’ are defined before estimates of housing investment and its redistribution through the medium of the urban property market are derived. These are imputed for eight subregions of Adelaide. It is suggested that the chief beneficiaries from the ‘capture’ of value during the past two decades have been the Inner Adelaide suburbs and homeowners; hence the implication of Adelaide's ‘heart transplant’. Harvey's ‘framework for analysis’ and more particularly his account of the timing and patterning of (dis)investment within the built environment are then evaluated in light of Adelaide's experience between 1970 and 1988. It is decided that urban investment trends and patterns cannot be properly understood without giving much greater deference to fiscal and monetary policy together with the state's urban development programme than Harvey is prepared to in his analysis.

Raksts iepazīstina ar Latvijā mazzināma latviešu izcelsmes Lietuvas arhitekta un inženiera Kārļa Reisona (Karolis Reisonas; 1894–1981) dzīvi un profesionālo darbību Šauļos, kā arī aktualizē svarīgākās arhitekta daiļrades mantojuma iezīmes un viņa darbu nozīmi Lietuvas arhitektūras vēsturē. K. Reisons bija viens no spilgtākajiem 20. gadsimta starp-karu perioda Lietuvas modernās arhitektūras radītājiem. K. Reisons ir reprezentatīvu celtņu Lietuvas pilsētās, kā arī Rīgā un Adelaidā (Austrālija) autors vai līdzautors. Rīgas reālskolas (1913) un Sanktpēterburgas civilinženieru institūta (1920) absolvents K. Reisons strādāja par Šauļu pilsētas inženieri un pašvaldības Būvniecības nodaļas vadītāju (1922–1930), Šauļu būvniecības desmitnieku1 kursu (1925), vēlāk arī Šauļu arodskolas direktoru (1926), Lietuvas Lauksaimniecības kameras konsultantu (1927–1928). 14 no viņa projektētām celtnēm Kauņā un Šauļos ir iekļautas Lietuvas Kultūras vērtību reģistrā. Agrīniem K. Reisona projektiem raksturīgs historisms ar eklektisma elementiem un tā sauktais «ķieģeļu stils». Vēlākie projekti iezīmējas ar modernajai arhitektūrai raksturīgu askētisko racionālismu, funkcionālismu un piemērošanos pilsētbūvniecības un kultūrvēsturiskajam kontekstam. Pēc Otrā pasaules kara viņš ar ģimeni emigrēja uz Vāciju, vēlāk – uz Adelaidu, piedalījies Adelaidas lietuviešu kopienas dzīvē. The article introduces the professional activities of Latvian-born Lithuanian architect and engineer Karolis Reisonas (in Latvian: Kārlis Reisons; 1894–1981) in the second half of his life – from 1930 in Kaunas, Panevėžys and Adelaide cities – and his role in the history of Lithuanian architecture. K. Reisonas was one of the most prominent creators of modern 20th-century interwar Lithuanian architecture and together with other famous Lithuanian architects formed a special style of Kaunas modern architecture in interwar period. K. Reisonas is the author or co-author of representative buildings in Šiauliai, Kaunas and other Lithuanian cities, as well as in Riga and Adelaide cities. Architect and engineer K. Reisonas worked as Šiauliai City Engineer and Head of Municipal Construction Department (1922–1930), Director of Šiauliai Vocational School (1926), Consultant of Lithuanian Chamber of Agriculture (1927–1928), Head of Construction Department of Kaunas Municipality (1930–1938), Panevėžys City Engineer (1940) and Burgomaster (1941–1944). From 1949, the Reisonas family lived in Adelaide city, Australia. To his projects three monuments of independence were built in Lithuania – Monument of Independence in Šiauliai city, Podium of the Freedom Monument of Kaunas city and Roman Catholic Christ’s Resurrection Church in Kaunas city. Fourteen of buildings in Lithuania (in Kaunas and Šiauliai cities) designed by him are included in the list of cultural values of Lithuania. Early K. Reisonas’ projects are characterized by historism, elements of eclecticism and «brick style», later projects are characterized by austere rationalism, functionalism, adaptation to urban construction and cultural and historical context.

Examines the ways in which local governments in the Adelaide region have used the Local Agenda 21 program, with particular focus on public participation and the development of indicators. Argues that sustainability requires the support and involvement of the widest possible community, a necessity that will not be realised until public participation, particularly involving those groups with a reduced 'social voice' (such as women, youth and minority cultural/ethnic groups), becomes an integral part of the local government's modernisation agenda. Concludes with a summary of the main issues and a set of recommendations for future research and action.

Abstract:

In the decades following the war, the spread of international luxury chain hotels was instrumental in shaping the global image of modernity. It was not simply the export of modernist architecture as a style, but rather a process which brought about an overall transformation of the industry and culture surrounding modern domesticity. For Adelaide, well before the arrival of large brand hotel chains like Hilton and Hyatt, this process was initiated by the construction of its first international style hotel in 1960 – Australia Hotel. The proposed paper traces the history of this structure and its impact not only on local design and construction industries but also on domestic culture and lifestyle after the shadow period of recovery after the war. This paper looks at three specific enduring legacies of this structure that went well beyond the modernist aesthetics employed by its original designers, the local firm of Lucas, Parker and Partners. The hotel was one of the first to employ the new technology of lift-slab construction and was recognised by the Head of Architecture at the University of Adelaide, Professor Jensen, as the outstanding building of 1960. It is argued that it was the engagement with such technological and process innovations that has allowed the building to endure through several renovation attempts. In her study of Hilton International hotels, Annabelle Wharton argues how architecture was used for America’s expansion to global economic and political power. Following on from her arguments, this paper explores the implications of the acquisition of the Australia Hotel by the Indian hotel chain Oberoi Hotels in the late 1970s when it became Oberoi Adelaide. The patronage of Indian hotelier Mohan Singh Oberoi came alongside the parallel acquisition of Hotel Windsor in Melbourne, heralding a new era of engagement with Asia. Finally, the paper also highlights the broader impact of this hotel, as a leisure venue for the burgeoning middle class, on the evolving domestic culture of Adelaide.

Abstract:

Desde que comenzó la pandemia del COVID-19 se han presentado importantes efectos negativos en materia sanitaria y económica. Los países de la Comunidad Andina, Bolivia, Colombia, Ecuador y Perú, no fueron la excepción a este gran impacto global. En este difícil contexto, una de las preocupaciones esenciales de los hacedores de política fue la de evitar un colapso del crédito bancario que pudiera amplificar los efectos negativos de la crisis, por ejemplo, a través de cierres innecesarios de empresas que, frente al aumento generalizado en la percepción de riesgo crediticio, no habrían podido acceder a líneas de financiamiento para su capital de trabajo. Como respuesta a la posibilidad de este escenario adverso, los países de la CAN implementaron una serie de medidas que permitieron que el canal del crédito continuara fluyendo de forma relativamente exitosa, a través de garantías públicas para líneas de crédito privado, así como el relajamiento temporal de las normas crediticias y de calidad de cartera. Los sistemas de crédito de la CAN tenían una solidez importante antes del choque del COVID-19, lo que evitó la materialización de riesgos sistémicos y permitió que las medidas de política fueran exitosas en evitar un colapso del crédito bancario. El análisis revela, que las medidas de política implementadas permitieron mantener el flujo de crédito en tres de los cuatros países, evitar deterioros en la calidad de cartera, y mantener la relación de solvencia patrimonial. Sin embargo, como era de esperarse, la rentabilidad disminuyó sustancialmente. Los resultados indican que, los indicadores de calidad de cartera se deterioraron más allá de lo que indicaban los datos, con diferencias sustanciales entre el cálculo contrafactual y el dato observado en los casos de Bolivia y Colombia. Es decir, las medidas de política implementadas permitieron que el sistema financiero no colapsara, pero los indicadores de calidad de la cartera se relajaron pudiendo no reflejar la salud del sistema financiero de acuerdo con los estándares prepandemia.

Abstract:

El presente informe expone los principales resultados obtenidos en el marco del proyecto Internet access for people with visual disabilities: Skills and market needs, llevado adelante por el grupo de investigación Internet of People (IoP) del Departamento de Comunicación de la Universidad Católica del Uruguay. Este proyecto buscó hacer foco en uno de los ejes menos frecuentes en la literatura sobre desigualdades digitales: las discapacidades sensoriales, particularmente la visual. Las tecnologías digitales tienen gran potencial para generar un impacto positivo en la vida de las personas ciegas y con baja visión, pero la falta de accesibilidad a estas tecnologías y al contenido que ellas transmiten puede provocar, por lo contrario, serias barreras. Los objetivos específicos del estudio estuvieron orientados, por un lado, a medir y sistematizar cuáles son los intereses y las barreras que encuentran las personas con discapacidad visual cuando deciden usar Internet. En este sentido, se indagó qué quieren las personas con ceguera y baja visión cuando usan Internet, qué tipo de contenidos buscan y cuáles son las motivaciones detrás del uso de Internet en su vida cotidiana. Por otro lado, y asumiendo inicialmente que el acceso a Internet puede ser una restricción para esta población, el proyecto buscó indagar en cómo acceden a esta tecnología las personas con discapacidad visual y qué herramientas asistivas median —o no median— este acceso. El proyecto fue llevado adelante entre marzo de 2017 y marzo de 2020, con el financiamiento del Carolan Research Institute. Contó con la participación de un equipo multidisciplinario integrado por personas con y sin discapacidad sensorial. A través de un abordaje metodológico cuantitativo y cualitativo, la investigación buscó contribuir a problematizar el acceso a la tecnología por parte de las personas con discapacidad, sus principales motivaciones, intereses y barreras.

Abstract:

El presente documento de trabajo se centra en el proceso de selección de un documento clínico para hacer el mapeo a HL7 CDA en el marco del proyecto denominado “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”. En Colombia existe diversidad de documentos clínicos susceptibles mapear a documento CDA, sin embargo, para el proyecto se seleccionó un documento que permite integrar la mayor cantidad de orígenes de datos, para que los estudiantes de los cursos Sistemas de información y calidad en salud, interoperabilidad de los sistemas de información en salud y Telesalud, puedan utilizarlos y reconocer la relación entre los diferentes sistemas de gestión. En adelante se procede a explicar el proceso de selección del documento clínico y su respectiva justificación de acuerdo con las necesidades del proyecto.

Abstract:

Gran revuelo ha causado en la comunidad académica internacional la reciente publicación de la Dra. Kate Crawford, autora del libro “Atlas of AI” quien en un artículo de Nature advierte que: “la pandemia de la COVID-19 se está utilizando como pretexto para introducir herramientas de inteligencia artificial no probadas en los lugares de trabajo y las escuelas.” Por lo que, además, insiste en que es hora de regular a los sistemas de inteligencia artificial (en adelante IA) que “interpretan” emociones humanas. En efecto, esta preocupación no es algo nuevo. Desde hace algunos años la mencionada autora junto a diversos investigadores y organizaciones protectoras de derechos humanos han venido advirtiendo sobre el incremento en la comercialización y el uso de sistemas de IA que aseguran poder analizar los movimientos faciales, el tono de voz y los patrones del habla, para interpretar emociones humanas.

El presente documento de trabajo se centra en el proceso de desarrollo de un simulador que permita llenar los campos de un documento denominado epicrisis y generar un documento XML-CDA y PDF, en el marco del proyecto denominado “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”. En el proyecto “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”, se plantea el desarrollo de un simulador basado en software para ser usado en la formación de estudiantes de la escuela de ciencias de la salud de la Universidad Nacional Abierta y a Distancia. El propósito del software es poder brindar a los estudiantes una experiencia mucho más completa que la actual, a través del diligenciamiento del documento epicrisis que incluye aspectos legislativos, conjuntos estandarizados de datos y el uso de estándares como Loinc y HL7. En adelante se procede a explicar el proceso de desarrollo del simulador y su respectiva justificación de acuerdo con las necesidades del proyecto.

El presente documento de trabajo se centra en el proceso de diseño de un simulador que permita llenar un documento denominado epicrisis y generar un documento XML-CDA y PDF, en el marco del proyecto denominado “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”. En el proyecto “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”, se plantea el mapeo de un documento clínico al estándar HL7 CDA, sin embargo, el equipo de investigadores decidió llevar el proyecto mas allá de lo esperado y para la generación del CDA se propuso la creación de un simulador software, para que los estudiantes puedan interactuar con el y tener una experiencia mucho más completa que solo recibir la explicación del mapeo. En el diseño del software se tuvieron en cuenta los requerimientos encontrados haciendo el cruce de las temáticas abordadas por cursos académicos afines y las áreas de cobertura del simulador. Para realizar el diseño se utilizaron diagramas del lenguaje de modelado unificado UML además del modelo relacional de bases de datos. En adelante se procede a explicar el proceso de diseño del simulador y su respectiva justificación de acuerdo con las necesidades del proyecto.

Abstract:

El teletrabajo puede describirse como una forma de organizar y ejecutar una determinada función o actividad profesional fuera de las instalaciones definidas por el empleador (habiendo de por medio un contrato de trabajo o prestación de servicios), utilizando las diferentes tecnologías de las información y la comunicación (en adelante TICs). En este sentido, se ha observado que el teletrabajo tendría implicancias positivas para los objetivos de una organización, tales como mayor productividad, menor rotación de personal, promoción de la autonomía y la ética profesional de los empleados, autoresponsabilidad, digitalización de los procesos administrativos, etc. No obstante, y en vista a la pandemia provocada por el COVID19, en el que nuestro país se encuentra viviendo una cuarentena progresiva y aislamiento social (suspensión de clases en sistema educativo, priorización del teletrabajo por sobre actividades presenciales, estado de excepción constitucional y toque de queda nacional), implementación de barreras sanitarias e incluso el cierre total de aquellas localidades y ciudades en las que se ha detectado un brote de contagios (Puerto Williams y Región del Ñuble por ejemplo), conviene preguntarse ¿de qué manera se podría armonizar la progresiva utilización del teletrabajo y la educación a distancia, en un contexto de pandemia mundial? ¿Cómo proteger la salud mental de las personas cuando enfrentan múltiples requerimientos virtuales?

Abstract:

Los objetivos del estudio son, primero, construir series homogéneas y consistentes del ahorro y la inversión macroeconómicos y sus balances para la economía y por sectores institucionales de Colombia para el período 1975-2021. Segundo, describir el contexto económico en que se observaron, narrar y plantear las posibles razones de su comportamiento, reportar y explicar quienes ahorraron y quienes desahorraron y el por qué. Las estadísticas indican que entre 1975 y 1998 la economía colombiana experimentó déficit de ahorro seguidos de superávit, lo que le permitió mantener una dinámica macroeconómica sostenible, en el sentido de que los años con excesos de inversión fueron compensados seguidamente por años con excesos de ahorro. Entre 1999 y 2003 la economía experimentó un equilibrio macroeconómico, más no sectorial, ya que el gobierno fue altamente deficitario, mientras los hogares superavitarios, casi en una relación uno a uno.. Sin embargo, desde 2004 soporta un desbalance continuo y creciente, que se agravó en 2021. Durante el periodo de estudio los hogares y las sociedades financieras fueron generalmente los ahorradores, mientras que el gobierno fue ahorrador hasta 1994 y a partir de ese año desahorrador permanente. Las sociedades no financieras fueron desahorradoras, como se espera, excepto en 1999 y 2021. Los resultados generales esconden dinámicas sectoriales que han sido poco analizadas y este estudio da un paso adelante para revelarlas.
