Abstract Tick-borne disease control and prevention have been largely ineffective compared to the control of other vector-borne diseases. Although control strategies exist, they are costly or ineffective at large spatial scales. We need tools to target these strategies to places of highest tick exposure risk. Here we present a geographic information system (GIS) method for mapping predicted tick exposure risk at a 200 m by 200 m resolution, appropriate for public health intervention. We followed the approach used to map tick habitat suitability over large areas. We used drag-cloth sampling to measure the density of nymphal blacklegged ticks (Ixodes scapularis, Say (Acari: Ixodidae)) at 24 sites in Addison and Rutland Counties, VT, United States. We used a GIS to average habitat, climatological, land-use/land-cover, and abiotic characteristics over 100 m, 400 m, 1,000 m, and 2,000 m buffers around each site to evaluate which characteristic at which buffer size best predicted density of nymphal ticks (DON). The relationships between predictor variables and DON were determined with random forest models. The 100 m buffer model performed best and explained 37.7% of the variation in DON, although was highly accurate at classifying sites as having below or above average DON. This model was applied to Addison County, VT, to predict tick exposure risk at a 200 m resolution. This GIS approach to map predicted DON over a small area with fine resolution, could be used to target public health campaigns and land management practices to reduce human exposure to ticks.

Abstract:
Edwin James (1797-1861) was born in Weybridge, Addison County, Vermont, just 5 months after James Hutton, founder of modern geology, died in Edinburgh, Scotland. Edwin was the youngest of 13 children born to Deacon Daniel James and wife Mary. He studied medicine with his older brother in Albany, New York, after graduating from Middlebury College (Vermont) at the age of 19. While studying medicine, he became interested in geology and was influenced by Amos Eaton of the Rensselaer School. Upon completing his medical studies. James accepted a position in the spring of 1820 as a botanist/geologist with the Maj. Stephan H. Long Expedition. He was the first man to reach the summit of James' Peak, now named Pike's Peak, and made notes on the geology of the Great Plains and Rocky Mountains. In 1823 "An Account of an Expedition from Pittsburgh to the Rocky Mountains Performed in the Years 1819 and '20," written mostly by James, was published in Philadelphia (2 vols.) and London (3 vols.). This major work, from a Wernerian viewpoint, and five other lesser ones were published between 1820 and 1827. They were the sum total of his geological contributions, but included in the "Account" is the first geological map of the trans-Mississippi region. In 1823 he was commissioned an assistant surgeon in the U.S. Army; after leaving the Army in 1833 he later settled near Burlington, Iowa, where he was engaged in agriculture until his death in 1861.

Abstract:
Purpose: This article proposes and empirically tests the country of market (COMK) effect, which captures the consumer’s responses of home market to a country where the product is marketed. Design/methodology/approach: Study 1 applies a lab experiment about Chinese consumers’ purchase intention for printers marketed either in the US or China. Study 2 applies country level data to examine the impact of economic development of 22 host countries on the performance of 167 multinational retailers in their home country. Findings: Study 1 shows that the printers marketed in US attract a higher level of purchase intention than printers marketed in China. This COMK effect is more salient for printers manufactured in China than those manufactured in US. In addition, innovation and design factors corresponding to the host country’s image fully mediate the COMK effect. Results in Study 2 show that a retailer that markets its services in a host country with a higher (lower) level of economic development is likely to generate higher (lower) level of retailing performance in its home country. Furthermore, it is found that COMK effect is diminished as the level of economic development of a vendor’s home country increases. Research limitations/implications: In addition to the cognitive components of country image (e.g., design and innovation), consumers’ affective components may also influence the COMK effect. Future research could discuss the impact of consumer ethnocentrism and consumer animosity on consumers’ attitude towards the product marketed in other countries. Practical implications: Strategically, marketing products to a country with a favorable image could benefit vendors from an emerging economy. For manufacturers from developed countries, marketing a product within their own countries may enhance the associated innovation and design images while marketing the same product in an emerging market. Originality/value: This article proposes and tests a demand side country effect on consumers’ purchase intention for products marketed in other countries. It is in sharp contrast to the traditional country effect which focuses on the supply side effect (e.g., country of origin, country of manufacture, country of assembly etc.)

Abstract This study was conducted in the laboratories of Al-Musaib Technical College, Al-Furat Al-Awsat Technical University with the aim of studying the effect of adding sodium triphosphate salts at concentrations of 0, 0.5, 1, 1.5 and 2% and sodium lactate at concentrations of 0, 0.5, 1, 1.5 and 2% on the microbial count of ground beef and cooled for 24 hours at a temperature at 4 C. The results of the study indicated an increase in the rate of the total count of bacteria, psychrophilic bacteria, coliforms, yeasts and molds in all ground meat samples, not treated with salt, than the permissible limits. As samples of ground meat not treated with trisodium and sodium lactate salts recorded the highest rate in the total Count of bacteria after 24 hours of cold storage at 4 ° C, when they reached 6.544 CFU The Count of these bacteria decreased by increasing the concentration of salts, so the minimal count of bacteria was at a concentration of 2% when adding both salts of sodium triphosphate and sodium lactate together as 3.426 CFU. also found a clear reduction in the count of Psychrophilic bacteria at a concentration of 2% for both salts as recorded the last treatment rate 2.127 CFU It is the minimal count compared to the other treatments, while the control treatments recorded the highest count 6.400 CFU. Also, the addition of different concentrations of sodium triphosphate and sodium lactate led to a gradual decrease in the counts of coliform bacteria, with an increase in the salt concentration, as it reached 1.204 CFU At aconcentration of 2%, while the control treatment was recorded 6.431 CFU It is a the highest value. Also there is a significant difference was found (P <0.05). In the count of yeasts and molds, which were significantly decreased by increasing the concentration of both salts, as they were 1.079 CFU In the last treatment, while the highest count recorded since reached 4.361 CFU When salts are not added. This is a clear indication of the existence of a synergistic action of these salts to reduce the increasing counts of bacteria, yeasts and molds by inhibiting these microbial species with increased concentration.

Abstract:
Starch is one of the most important value-added food ingredients used as a thickener in many foods and industrial applications. This research investigated the effect of different concentrations of starch (anchote and potato) addition on the colloidal stability of pineapple juice. The experiment was carried out on a two-factor factorial design arranged in CRD. The first factor (starch type with two levels (anchote and potato)) and the second factor (starch concentration with three levels (1%, 3%, and 5%)) were considered. The starch-added juice samples were preserved for 15 days at room temperature. The physicochemical properties, colloidal stability, microbial counts, and sensory analysis were conducted in a 7-day interval including the first day. The results revealed that different starch concentrations showed a significant effect ( P ≤ 0.05 ) on the cloud stability, most of the physicochemical properties and microbial count of pineapple juice as compared to the control. The turbidity and viscosity of the juice samples were increased significantly ( P ≤ 0.05 ) by the starch addition; in contrast, pulp sedimentation and microbial counts were decreased. As storage duration increased, turbidity, viscosity, TSS, pH, and vitamin C content of juice decreased, whereas sedimentation, TA, and microbial count increased. The results revealed that the total bacterial and fungal counts of pineapple juice samples were rising as storage durations increased. The maximum cloud retention was observed in juice added with 5% anchote starch. Finally, it is confirmed that starch (anchote and potato) addition positively affected the colloidal stability of pineapple juice and also possessed high potential to extend the shelf life.

Metod: Mixad-metod användas för att utveckla en passande behovsanalys för att identifiera behovet för arbetsterapi. Resultat: Alla områden där en arbetsterapeut kan bidrag till valdes. Kommunikation och sociala färdigheter rapporterades mest frekvent och beteende förvaltning rankades som viktigast bland vårdnadshavare. Bland anställda, fritid och lek rapporterades mest frekvent och stresshantering rankades som viktigast. Utbildningsmöjligheter, kommunikation mellan anställda och medarbetare relation identifierades som stödjande faktorer för att uppnå målet på Nehemiah Autism Center. Stigma, religion och kulturell mångfald rapporterades som icke-stödjande faktorer för att uppnå målet på Nehemiah Autism Center. Slutsats: Det finns ett behov för arbetsterapi för att möta behovet hos barn med autism på Nehemiah Autism Center i Addis Ababa, Etiopien.
Aim: To identify the occupational therapy needs at the Nehemiah Autism Center by completing a needs assessment. Method: A mixed-methods design was adopted to construct a comprehensive needs assessment to identify the occupational therapy needs. Result: All areas of what an occupational therapist could assist with were selected as an area of need. Communication and social skills were most frequently reported and behavior management was ranked as most important among caregivers. Among staff members, leisure and play was reported most frequently and stress management was ranked as most important. Training opportunities, communication among staff members, and co-worker relationship were identified to be supporting factors in achieving the goal at Nehemiah Autism Center. Stigma, religion, and cultural diversity were reported to be unsupportive factors in achieving the goal at Nehemiah Autism Center. Conclusion: There is a great need for occupational therapy services to attend to children with autism spectrum disorder at Nehemiah Autism Center in Addis Ababa, Ethiopia.

During periods of turmoil when ideological preferences between the federal branches of government fail to align, the relationship between the three quickly turns tumultuous. Electoral realignments especially have the potential to increase tension between the branches. When a new party replaces the 'old order' in both the legislature and the executive branches, the possibility for conflict emerges with the Court. Justices who make decisions based on old regime preferences of the party that had appointed them to the bench will likely clash with the new ideological preferences of the incoming party. In these circumstances, the president or Congress may seek to weaken the influence of the Court through court-curbing methods. One example Congress may utilize is changing the actual size of the Supreme The size of the Supreme Court has increased four times in United States history, and three out of the four alterations happened after an electoral realignment. Through analysis of Supreme Court cases, this thesis seeks to determine if, after an electoral realignment, holdings of the Court on issues of policy were more congruent with the new party in power after the change in composition as well to examine any change in individual vote tallies of the justices driven by the voting behavior of the newly appointed justice(s).

Abstract:
Background: Children with intellectual disabilities living in developing countries are vulnerable to participation restrictions. Few studies have been made regarding their own perspectives. Aim: To describe how children in a low income country aged 13-17 with an intellectual disability perceive their participation in everyday life activities. Method: This bachelor thesis was conducted as a descriptive study and had a quantitative approach. Participants were collected through a non-probability, goal-oriented consecutive sampling. Data were collected by using “Picture my Participation”, an instrument designed as a structured interview with quantitative questions. The data were analyzed with IBM SPSS Statistics 21. Tables and diagrams were made in Microsoft Excel 2013. Result: The activity that the children participated in most frequently was “Daily routines at home for personal care (dressing, choosing clothing, hair care, brushing teeth)”. The activity that most children prioritized as most important, and they were most involved in was “Organised leisure activities”. “Services and policies” and “Social environment” were the factors seen as “Facilitators” to participation, whereas “Family attitudes” was seen as a “Barrier” to participation. Conclusion: The children perceived their participation in the prioritized activities as high and experienced few barriers in the context of participation.
Bakgrund: Barn med intellektuella funktionsnedsättningar som lever i utvecklingsländer är sårbara för delaktighetsinskränkningar. Få studier har gjorts som rör deras perspektiv. Syfte: Att beskriva hur barn i ett låginkomstland mellan 13-17 år med en intellektuell funktionsnedsättning upplever sin delaktighet i dagliga aktiviteter. Metod: Kandidatuppsatsen genomfördes som en deskriptiv studie med en kvantitativ ansats. Deltagare samlades in genom ett icke-slumpmässigt-, målinriktat konsekutivt urval. Abstract:
This thesis presents the results of a series of studies evaluating the potential of a short, low-cost intervention aiming to enhance the sensitivity of mothers of severely malnourished children in Ethiopia. The emotional stimulation (ES) intervention was integrated with the existing nutrition programme and delivered by local health workers and lay workers. There are five empirical chapters. 1) A pilot trial of the ES intervention, which demonstrated that it was feasible to implement the intervention in Ethiopia and provided preliminary evidence of the intervention’s potential. 2) A cluster randomised controlled trial (RCT) comparing the ES intervention to an attention placebo control. This study demonstrated that the ES intervention led to improvements in the rate of children’s BMI gain and to improvements in their socio-emotional functioning. The intervention had little impact on maternal psychosocial functioning, with the exception of on social symptoms. 3) A cross-sectional study with a subsample from the cluster RCT demonstrated that the ES intervention was associated with improved cognitive performance and behaviour of children. 4) Another cross-sectional study with a subsample from the cluster RCT found that the ES intervention was associated with higher quality parent–child interaction, but did not impact on children’s interactive behaviour. The improvements in maternal sensitivity did not mediate the effects of the intervention on BMI gain, but there was inadequate power to detect an effect. 5) A 1-year follow-up of the cluster RCT demonstrated that the group difference in children’s BMI was not maintained but that there were continued improvements in maternal social functioning in the ES group, and evidence for some benefits to depressive symptoms. The ES intervention may therefore be of benefit to children during the acute stages of malnutrition, but is unlikely to have an enduring impact. The improvements in maternal psychosocial functioning require further investigation.

L'un des aspects fondamentaux des systèmes informatiques modernes, et en particulier des systèmes critiques, est la possibilité d'exécuter plusieurs processus, partageant des ressources communes, de façon simultanée. De par leur nature concurrentielle, le bon fonctionnement de ces systèmes n'est assuré que lorsque leurs comportements ne dépendent pas d'un ordre d'exécution prédéterminé. En raison de cette caractéristique, il est particulièrement difficile de s'assurer qu'un système concurrent ne possède pas de faille. Dans cette thèse, nous étudions la vérification formelle, une approche algorithmique qui vise à automatiser la vérification du bon fonctionnement de systèmes concurrents en procédant par une abstraction vers des modèles mathématiques. Nous considérons deux de ces modèles, les réseaux de Petri et les systèmes d'addition de vecteurs, et les problèmes de vérification qui leur sont associés. Nous montrons que le problème d'accessibilité pour les systèmes d'addition de vecteurs (avec états) à deux compteurs est PSPACE-complet, c'est-à-dire complet pour la classe des problèmes solubles à l'aide d'une quantité polynomiale de mémoire. Nous établissons ainsi la complexité calculatoire précise de ce problème, répondant à une question demeurée ouverte depuis plus de trente ans. Nous proposons une nouvelle approche au problème de couverture pour les réseaux de Petri, basée sur un algorithme arrière guidé par une caractérisation logique de l'accessibilité dans les réseaux de Petri continus. Cette approche nous a permis de mettre au point un nouvel algorithme qui s'avère particulièrement efficace en pratique, tel que démontré par notre implémentation logicielle nommée QCover. Nous complétons ces résultats par une étude des systèmes de transitions bien structurés qui constituent une abstraction générale des systèmes d'addition de vecteurs et des réseaux de Petri. Nous considérons le cas des systèmes de transitions bien structurés à branchement infini, une classe qui inclut les réseaux de Petri possédant des arcs pouvant consommer ou produire un nombre arbitraire de jetons. Nous développons des outils mathématiques facilitant l'étude de ces systèmes et nous délimitons les frontières au-delà desquelles la décidabilité des problèmes de terminaison, de finitude, de maintenabilité et de couverture est perdue.
One fundamental aspect of computer systems, and in particular of critical systems, is the ability to run simultaneously many processes sharing resources. Such concurrent systems only work correctly when their behaviours are independent of any execution ordering. For this reason, it is particularly difficult to ensure the correctness of concurrent systems. In this thesis, we study formal verification, an algorithmic approach to the verification of concurrent systems based on mathematical modeling. We consider two of the most prominent models, Petri nets and vector addition systems, and their usual verification problems considered in the literature. We show that the reachability problem for vector addition systems (with states) restricted to two counters is PSPACE-complete, that is, it is complete for the class of problems solvable with a polynomial amount of memory. Hence, we establish the precise computational complexity of this problem, left open for more than thirty years. We develop a new approach to the coverability problem for Petri nets which is primarily based on applying forward coverability in continuous Petri nets as a pruning criterion inside a backward coverability framework. We demonstrate the effectiveness of our approach by implementing it in a tool named QCover. We complement these results with a study of well-structured transition systems which form a general abstraction of vector addition systems and Petri nets. We consider infinitely branching well-structured transition systems, a class that includes Petri nets with special transitions that may consume or produce arbitrarily many tokens. We develop mathematical tools in order to study these systems and we delineate the decidability frontier for the termination, boundedness, maintainability and coverability problems.

The study, moreover, aimed at exploring the differences of the performances in fraction addition and subtraction operation for students of different ethnic groups, different regions, different socioeconomic status, and different genders. The subjects of the study were chosen by the hierarchy cluster sampling method. The 381 subjects were chosen from general schools, schools in remote areas, and schools in special remote areas. The instruments of the study were self-written tests on the subject of fraction addition and subtraction operation. The tests were classified into two sections: The same denominator fraction addition and subtraction, as well as the different denominator fraction addition and subtraction. The main data collecting method was written tests. The data analysis of the study was through descriptive statistics and one-way multivariate analysis of variance. The main findings are as follows: 1. Pingtung County sixth grade students’ performance of fraction addition and subtraction operation need to be strengthened. In which, the students’ correct rate of fraction addition and subtraction operation in the same denominator is just seventy percent, and the students’ correct rate of fraction addition and subtraction operation in the different denominator is only fifty percent. 2. The performance of fraction addition and subtraction operation for students of different ethnic groups: in both types of operations, the Han students and the new immigrant students performed significantly better than the indigenous students. There were no significant differences between the Han students and the new immigrant students. 3. The performance of fraction addition and subtraction operation for students of different areas: in the "same denominator fraction addition and subtraction" type of operation, the students of general schools performed significantly better than the students of special remote areas, whereas, there were no significant differences between the students of general schools and remote areas. Simultaneously, there were no significant difference between the students of remote areas and special remote areas. In the "different denominator fraction addition and subtraction" type of operation, the students of general schools performed significantly better than the students of remote areas and special remote areas, whereas, there were no significant differences between the students of remote areas and special remote areas. 4. The performance of fraction addition and subtraction operation for students of different socioeconomic status: the students of non-low socioeconomic status performed significantly better than the students of low socioeconomic status in both types of operations. 5. The performance of fraction addition and subtraction operation for students of different genders: the performances for students of different genders were no significant differences in both types of operations.

The present study aims to investigate the current condition of Internet usage motivation, interpersonal relationship and Internet addition among high school students in Kinmen County. The differences in Internet usage behaviors among high school students from different backgrounds are explored and the interrelationship of Internet usage motivation, interpersonal relationship and Internet addition is examined. A questionnaire was used as the data collection tool; the subjects in the present study included 1,005 students from a senior high school and 1,086 students from a vocational high school in Kinmen. 994 valid questionnaires were sampled randomly and then analyzed with the SPSS package by percentage, means, Chi-square test, two-way ANOVA, Pearson correlation, and regression to understand the interrelationships. The results were as follows: (1) There were about 50% senior high school students as well as 70% vocational high school students in Kinmen who owned a computer. Over 50% students had been playing the computer for about 5 to 8 years. Since they had a computer at home, they spent longer time on the Internet. The most common motivation for their Internet usage was for entertainment. (2) As for the mean duration spending on the Internet per time, the one who spent 1 to 1.5 hours took the most part among senior high school students, while the one who spent over 4 hours took the most part among vocational high school students. In addition, concerning the mean time spending on the Internet per week averagely, over 50% senior high school students spent less than 7 hours on the Internet per week, while vocational high school students spent 7 to 15 hours on the Internet per week. Senior high school students’ interpersonal relationship was better than that of vocational high school students; the mean of interpersonal relationship among senior high school students was 2.57, while that among vocational high school was 2.47. The mean of Internet addiction among vocational high school students was higher than that among senior high school students; the mean of Internet addiction among senior high school students was 2.06, while that among vocational high school was 2.21. (3) Students from different backgrounds varied on their Internet usage behavior and internet addition; the Internet addiction among the seniors was more common than that among the sophomores and the freshmen; moreover, the higher Internet usage motivation students had, the easier they had Internet addition. Two predication variables, “Internet usage motivation” and “interpersonal relationship”, could effectively explain 23.2% of variance for high school students’ Internet addition. Suggestion:The educational authorities, parents and schools should show their concern over high school students’ Internet usage behavior, encourage students to develop real and positive interpersonal relationship, encourage students to use computers on positive learning, guide students to change their Internet usage motivation, encourage students to develop diverse interpersonal interaction, and reduce their time spending on the Internet.

To the north, Dongshan District is neighboring to the districts of Xinying, Houbi and Baihe by Chishui Creek. To the south, Dongshan District is neighboring to Liuying District by Kueichung Creek. The east side of Dongshan District is neighboring to Dapu Township of Chiayi County and Nanhsi District of Tainan City by Dadong Mountains. Total land area is around 125 square kilometers. Besides a small portion engaging in industry and business, most residence of Dongshan District are working on agriculture with 2391 hectares of farmland and 4673 hectares of forest land. The study, moreover, aimed at exploring the differences of the performance on fractions addition and subtraction with the same denominator for students of different ethnic groups (the Han students, the new immigrant students and the indigenous students) , different regions (general areas, suburban area and remote areas), different social status (non-low and low socioeconomic status) , and different genders (male and female). The self-designed test for “same denominator fraction addition, subtraction operation and graphic questions” was adopted as the instrument. While, 383 fourth-grade students were chosen as the subjects by hierarchy cluster sampling method. Afterward, the research data were collected by the written tests and the data analysis of this study was through descriptive statistics and one-way multivariate analysis of variance. Meanwhile, the main findings were concluded as the followings: 1. The fourth grade students in Pingtung County did not have good performance on fractions addition and subtraction with the same denominator as well as the related graphic questions. It showed the correct rate of fractions addition and subtraction with the same denominator is 0.71, while, the correct rate of the related graphic questions is only 0.44. 2. The performance of fractions addition and subtraction with the same denominator and graphic questions for students of different ethnic groups: the Han students and the new immigrant students performed significantly better than the indigenous students. And, there were no significant differences on students’ performance between the Han and the new immigrant. 3. The performance of fractions addition and subtraction with the same denominator and graphic questions for students of different areas: the students of general areas performed significantly better than the students of suburban areas and remote areas, whereas, there were no significant differences on the performance between the students of suburban areas and remote areas. 4. The performance of fractions addition and subtraction with the same denominator and graphic questions for students of different socioeconomic status: the students of non-low socioeconomic status performed significantly better than the students of low socioeconomic status not only in the fraction operation but also the graphic questions. 5. The performance of fractions addition and subtraction with the same denominator and graphic questions for students of different genders: there were no significant differences on students’ performance between male and female.

AbstractThe principle of mutual trust plays an important role in EU law, especially in the area of freedom, security and justice. In its Opinion 2/13 on the planned EU accession to the European Convention on Human Rights (ECHR), the Court of Justice of the European Union (CJEU) considered the draft agreement to be incompatible with EU law, in particular because it did not sufficiently take into account the principle of mutual trust. This chapter examines whether the ECHR is, as suggested by Opinion 2/13, in fact incompatible with EU law and whether this creates an insurmountable obstacle to accession. The chapter argues that the case-law of the two European Courts, rather than confirming such inherent incompatibility, demonstrates a constructive judicial dialogue between them. This is a dialogue in which, in addition to the two supranational Courts, national courts, such as the German Federal Constitutional Court, have given their contribution. While the true nature of the principle of mutual trust in EU law remains subject to debate, close scrutiny reveals it as more of a rebuttable presumption than a full-fledged legal principle. Ultimately, the European and domestic courts involved are shown to have engaged in a useful judicial dialogue that has influenced the shaping of the principle of mutual trust in a manner that can be regarded as satisfactory from the point of view of both the ECHR and the EU.

AbstractShoreline erosion, flood surges, river sediments, and water pollution are only a few of the common threats to many coastal areas, with extreme climate-related events exacerbating the intensity and urgency of the resulting negative impacts. In addition, some coastal areas are excessively mined for sand, protective mangroves are destroyed, and coastal waters are overfished, affecting the well-being, safety, and livelihoods of local communities. These threats disproportionally affect the poorest and most marginalized groups, including women and children, leading to their increased vulnerability to climate change and adoption of negative coping mechanisms.This chapter proposes an integrated people-centered approach, with a particular focus on women, to address the triple crisis – poverty, climate change, and nature – at the local level. Findings will be shared from a 2-year project implemented in the southernmost coastal region of Kwale County in Kenya, which aimed to achieve beneficial and interconnected social, environmental, and climate outcomes. The chapter discusses findings, successes, and lessons learned from the action and the requirement to position vulnerable groups at the center of initiatives designed to address the triple crisis. Limitations of the study and main recommendations for future programming in similar contexts are also shared.

Born in 1672 in a climate of strong anti-Catholicism and Francophobia in England, yet aware that France was a great source of intellectual and cultural inspiration, Joseph Addison had a complex relationship with the French nation. His works reflect the tensions between his admiration for the rival country and his hatred of the French political regime. This chapter argues that French influence on Addison’s writings and Addison’s ambivalent attitude to France are nowhere more perceptible than in his way of handling the French ‘battle of the books’, the famous ‘querelle des anciens et des modernes’. It also contends that Addison’s ambivalent attitude to the French was not lost on the eighteenth-century French intellectuals who, though they celebrated him as ‘a friend of mankind’, often borrowed his ideas without acknowledging them.

In his Remarks on Several Parts of Italy (1705), Addison regularly draws on his deep knowledge of Latin poetry in order to ‘compare the natural face of the country with the Landskips that the Poets have given us of it’. Less conventionally, but just as regularly, he elucidates landscape, history, and antiquities through reference to ancient coins. Roughly contemporaneously, Addison wrote a defence of numismatics in the Dialogues Upon the Usefulness of Ancient Medals (published posthumously in 1721), in which one character, Philander, seeks to persuade Cynthio from his view that numismatists are mere ‘critics in Rust’ (Cynthio’s view closely resembling the attacks on Bentley and others by satirists such as William King). Addison, through Philander’s person, sees the poems and medals he juxtaposes as representing ‘the same design executed by different hands’; ‘A reverse often clears up the passages of an old poet, as the poet often serves to unriddle a reverse.’ But coins have, for Addison, a moral as well as an explanatory function, publicizing the characters and deeds of great men and women by keeping them in circulation. This chapter explores the relationship between the moral and the fiscal function of coins, drawing out connections between Addison’s views on ancient numismatics and his approach both to modern British coinage and to the circulation of texts and ideas.

The Johnson County Library Makerspace occupies 1700 ft2 (158 m2) of space in the Central Resource Library in Johnson County, Kansas. Originally intended as a modernization of the small business services resource area within the library, the vision for the space quickly pivoted towards a community-based educational experience centered on making. In its original form, the space had one 3D printer and an idea to create a series of summer, mobile maker experiences dispersed amongst the 13 branch libraries. The widely popular mobile makerspace program paved the way to a permanent space for library patrons young and old. The space adheres to the central mission of the library to provide educational experiences for the public. Accordingly, the library has democratized creativity and innovation by providing free access to the equipment and information to the public. The space has reached out to incarcerated youth to inspire them to take up making and use it as a way to build job skills. In addition, the space provides patrons with a pathway to connect and form learning communities around making skills and interest. This chapter explores the Johnson County Library Makerspace.

This paper analyses the association implementation reports for the purposes of tracking Brussels’ perception of judicial reform in Georgia. It argues that since the signing of the Association Agreement (AA), as the initial excitement dissipated the European Union gradually became more critical and open-eyed to the long-standing problem of the underreformed judiciary, which is among the main obstacles to consolidating democratic institutions in the country. In addition, the case law of the common courts (Supreme Court of Georgia and Appellate Court of Georgia) as well as of the Constitutional Court of Georgia is being reviewed in order to demonstrate that most of the attempts of either litigants, or the authors of amicus curie or the lower courts aimed at facilitation of the effective implementation of Association Agreement via the ‘pro-European’ judicial activism had been neglected and ignored by the Georgian judiciary ranking superior in the hierarchy. In conclusion, the article does not maintain that there is a direct link between the apparently blind eye turned by Brussels towards the Georgian Judiciary and the total inertness of the judicial branch, discussed in the second chapter, in promoting the implementation of the AA via its application during the decision-making process . However, it provides a context for the stakeholders that is necessary enough to remain focused on reasons that might cause dramatic democratic backsliding in the future.

Abstract:
Municipal solid waste from Lee County and Hendry County is processed at the Lee County Solid Waste Resource Recovery Facility (the “Facility”). Lee County (the “County”) owns the Facility, which began commercial operation in December 1994. The Facility’s current permitted capacity is 1,320 tons per day (tpd), provided by two 660-tpd boiler units, at a reference waste of 5,000 Btu. Covanta Energy of Lee, Inc. operates and maintains the Facility under the terms of a Service Agreement with the County that runs through 2014. Covanta also designed and constructed the Facility. The expansion of this Facility will be the first new construction of a municipal waste combustion (MWC) unit since the New Source Performance Standards were adopted. Despite the County’s comprehensive recycling program, the amount of solid waste the County delivers to the Facility has increased each year since the Facility began operation, primarily due to population growth. In 1999, this amount reached the Facility’s guaranteed annual capacity of 372,300 tons. In 2000, the Facility processed over 392,000 tons of municipal solid waste, while the County landfilled nearly 44,000 additional tons of processible waste. Current population projections for Lee and Hendry Counties suggest that processible solid waste generation will continue to increase, reaching nearly 550,000 tons by 2010. Rather than landfilling processible waste generated in excess of the Facility’s current capacity, it is the County’s intention to expand the Facility by adding a third 660-tpd boiler unit which would increase the Facility’s permitted capacity to 1,980-tpd. The original application for the Facility’s Power Plant Site Certification anticipated such an expansion, including provisions for a third 660-tpd MWC unit. Certain provisions for this third unit were incorporated into the Facility’s design and construction as well. These included providing the physical space for the third unit, the physical space for an additional flue for the third unit, and sizing the tipping floor, refuse pit, and certain common equipment for three units. The expansion will require a second turbine-generator unit and expanded switchyard, an extension to the existing turbine-generator building, as well as the addition of a third boiler unit and air pollution control equipment. The expansion will also require modifications to certain equipment and systems common to all boiler units in order to meet the additional capacity requirements of the expanded Facility. As of February 2003, the County is waiting for the Florida Department of Environmental Protection to issue a draft PSD Air Permit and is on scheduled to go before the Power Plant Siting Board in September 2003.

The mean serum level of IL-10 was significantly higher in Covid-19, non-vaccinated than Covid-19, vaccinated individuals. Moreover, the level was also equally significant and higher in non-Covid-19, vaccinated than non-Covid-19, non-vaccinated. Non-significant differences were found between Covid-19, vaccinated and non-Covid-19, non-vaccinated individuals. And between Covid-19, non-vaccinated and non-Covid-19, vaccinated individuals. The mean serum levels of LDH were found to be significantly lower in non-Covid-19, non-vaccinated, indicating a significant rise of LDH in all other groups. Despite the rise in all three groups a significant difference was not found between them. The total WBC count shows a significant increase in both non-vaccinated groups. While the mean level of lymphocytes counts reveals non-significant decrease in non-Covid-19, vaccinated group in comparison to the other groups. However, the mean monocyte counts of Covid-19, vaccinated group revealed a significant rise in comparison to other groups. In addition, the mean counts of granulocyte showed a significant increase in both non-vaccinated groups in comparison with vaccinated groups. Platelet mean count presented a non-significant difference when comparing all groups. Our current study may indicate the potency of the vaccines.

Platelet count elevations are observed in various clinical situations. In essential thrombocythaemia (ET), this is believed to reflect a primary disorder of megakaryocytes (MK). In contrast, thrombocytosis in malignant lymphoma (ML) is thought to arise via a secondary effect on these cells. In this study, MK parameters of whole cell, cytoplasmic and nuclear volumes were evaluated in these disorders. A trephine biopsy was obtained from the iliac crest of 10 subjects with ET, and from 10 subjects with ML. All exhibited a thrombocy^osip (considered to be a platelet count in excess of 400×109 L−1 ). In addition, a biopsy was obtained from 5 volunteer, haematologically normal subjects. Platelet counts in all subjects were measured using Coulter S+. Biopsies were processed as described elsewhere( 1). MK and MK nuclear planimetric areas were measured and converted to associated volumes(l). Mean MK, MK cytoplasmic and nuclear volumes were significantly larger in ET(p<0.05)and ML(p<0.05) when compared to those in controls. In addition, MKs in ET showed morphological abnormalities which were not exhibited in ML. These results suggest that platelet count elevations in ML and ET arise from large MKs with increased amounts of cytoplasm. The increased nuclear size observed further suggests that this may be mediated by an increased DNA content.

Palm Beach County (Florida) Solid Waste Authority built an integrated solid waste management system in the 1980s and 1990s around an 1,800 tpd Refuse Derived Fuel (RDF) Waste-to-Energy (WTE) facility. The system included a network of five regional transfer stations, Subtitle D sanitary landfill, recovered materials processing facility, composting facility, metals processing facility and household hazardous waste collection program. The WTE, which became operational in 1989, was built with two 900 tpd RDF combustion units. Space was provided for the addition of a third combustion unit, a second turbine-generator and an extra flue was installed in the facility’s stack. By 2004, the WTE was fifteen years old. It had been running at over 125% availability and well above its nominal capacity for almost a decade. Landfill capacity was being consumed at a rate which would see it filled in less than 20 years. The County had been hit with repeated hurricanes in recent years and the County’s population was continuing to grow making landfill capacity projections far from certain. The Authority began an assessment of its long term capacity options which included renovation of its existing WTE facility, expansion of that facility, development of a new WTE facility, development of a new Subtitle D Landfill and several out-of-county options. This paper will focus on the results of this assessment with emphasis on the current efforts to develop a new Mass Burn WTE facility with a capacity of 3,000 tpd and a commercial operations date of 2015. It will be the largest new WTE built in North America in more than 20 years. The choice of Mass Burn technology, facility and combustion module sizing, air pollution control technology, facility site selection, environmental permitting, public outreach program, project financing and procurement and contracting approach will be discussed.

The PCRRF is located in St. Petersburg, Florida, on a 705 acre (1.1 square mile) site owned by Pinellas County and known as “Bridgeway Acres”. The PCRRF has been owned by Pinellas County, operated by Wheelabrator Pinellas, Inc. (WPI) and monitored by HDR Engineering, Inc. since its inception. This paper is a follow up to previous installments presenting environmental, construction, performance and economic issues associated with Polk County CSAH 13. The CSAH 13 project was a demonstration of the use of municipal waste combustor (MWC) ash in bituminous. New structural and cost data is presented. The incorporation of MWC ash into bituminous pavements has been investigated in the United States since the middle 1970s. Thus far, most, if not all of these projects, have attempted to answer the questions: Is it safe? Is it feasible? Or does it provide an acceptable product? The presented project answers these questions on a new level. MWC ash amended bituminous was used to construct a portion of 2.25 miles of road in Northwest Minnesota. Significant environmental and structural testing was performed prior to, during and after construction. Environmental testing on this project has shown that the use of MWC ash in bituminous pavement, as performed, is safe. In addition, economic analysis shows important financial advantages by using ash-amended bituminous. Structural testing showed a 36% increase in stability, 19% increase in flow and a 17% increase in spring season axle load capacity. Improvement in resistance to freeze-thaw cracking was also shown.

The Country Diagnostic Study (CDS) for Senegal uses the Hausmann-Rodrik-Velasco growth diagnostics model to identify the binding constraints being faced in its quest for higher and more sustained economic growth and make recommendations to relax these constraints. Hence, the findings of the CDS can help the Islamic Development Bank in identifying areas where it can have a greater impact and provide an evidence-basis to support the development of the Member Country Partnership Strategy. After decades of subdued and highly volatile economic growth due to heavy dependence on primary commodities and low productivity, Senegal experienced an unprecedented growth acceleration from 2014 to 2019. However, there appeared to be a weak correlation between economic growth and jobs creation. In addition, about 90 percent of non-agricultural employment is estimated to be informal. The national poverty rate decreased by 5 percentage points between 2011 and 2018. Nonetheless, the absolute number of poor people has increased. Furthermore, regional disparities are persistent. Despite the country’s solid performance in the field of governance, further simplification and transparency of business procedures and regulations will be critical in addressing the challenge of informality. Efforts to address informality in the economy should also target the issue of access to finance through the design of financing mechanisms based on specific needs assessment and risk management tools. Senegal will also need to create the conditions for higher competitiveness and follow upgrading trajectories in global and regional value chains. In this respect, both physical and digital connectivity will be essential.

Commodity prices started rising in late 2021, and the Russian invasion of Ukraine in late February of this year disrupted supplies and led to further price increases. The macroeconomic effects are varied across the Caribbean, depending on each country's trade specialization. However, households across the region are feeling the impact on their purchasing power. In addition, the normalization of monetary policy in global financial centers is increasing the cost of external borrowing for governments, with knock-on effects for borrowing costs for firms and households. The quality of political inclusion of ethnic minorities1 in the Eastern Neighbourhood remains a significant challenge, despite institutions in place to promote the rights of national minorities and various programming designed to foster inclusion. This rapid review surveys donor, academic and NGO literature in this field. Literature on addressing the political exclusion of ethnic minorities is limited, with discussion of donor interventions even more sparse. The report thus draws on government initiatives; and on recommendations based on the country situation and international experience, which are not necessarily based on specific programming. There was greater information on Georgia and Moldova, than on Armenia (reflected in the sub-section country titles). In addition, there is limited discussion of programming to address the political exclusion of internally displaced persons (IDPs) and refugees in the region. As such the report relies in part on general research and guidance on IDPs and refugees from a global perspective, including discussion of a few examples of initiatives outside of the Eastern Neighbourhood.

The Latin America and the Caribbean region has benefited significantly from economic growth driven by the extractive sector. At the same time, the region has experienced high levels of conflicts related to this sector. This paper presents an overview of citizens' perceptions of the extractive industries in Bolivia, Colombia, Ecuador, Peru, and Venezuela. Using a representative sample for each country, we identify regional and country-specific determinants of the Social License to Operate (SLO). The SLO is an unwritten license of social approval accorded to extractive projects by citizens. In this paper, we investigate a generalized version of the SLO, capturing public sentiment toward the mining and the oil and gas sectors in general. While our findings confirm that perceptions vary across countries, we show that governance is the strongest predictor of trust between citizens and the extractive sector, which is consistent with the evidence in the literature. In addition, procedural justice, distributive justice, and nationalism play essential roles in shaping individuals' attitudes. These findings suggest that strengthening government institutions could contribute to the prevention of conflict around extractive industries.

This paper provides a comprehensive early warning system (EWS) that balances the classical signaling approach with the best-realized machine learning (ML) model for predicting fiscal stress episodes. Using accumulated local effects (ALE), we compute a set of thresholds for the most informative variables that drive the correlation between predictors. In addition, to evaluate the main country risks, we propose a leading fiscal risk indicator, highlighting macro, fiscal and institutional attributes. Estimates from different models suggest significant heterogeneity among the most critical variables in determining fiscal risk across countries. While macro variables have higher relevance for advanced countries, fiscal variables were more significant for Latin American and Caribbean (LAC) and emerging economies. These results are consistent under different liquidity-solvency metrics and have deepened since the global financial crisis.

Channel Islands National Park (CHIS) has conducted long-term ecological monitoring of the kelp forests around San Miguel, Santa Rosa, Santa Cruz, Anacapa and Santa Barbara Islands since 1982. The original permanent transects were established at 16 sites between 1981 and 1986 with the first sampling beginning in 1982, this being the 33rd year of monitoring. An additional site, Miracle Mile, was established at San Miguel Island in 2001 by a commercial fisherman with assistance from the park. Miracle Mile was partially monitored from 2002 to 2004, and then fully monitored (using all KFM protocols) since 2005. In 2005, 16 additional permanent sites were established to collect baseline data from inside and adjacent to four marine reserves that were established in 2003. Sampling results from all 33 sites mentioned above are included in this report. Funding for the Kelp Forest Monitoring Program (KFM) in 2014 was provided by the National Park Service (NPS). The 2014 monitoring efforts utilized 49 days of vessel time to conduct 1,040 dives for a total of 1,059 hours of bottom time. Population dynamics of a select list of 71 “indicator species” (consisting of taxa or categories of algae, fish, and invertebrates) were measured at the 33 permanent sites. In addition, population dynamics were measured for all additional species of fish observed at the sites during the roving diver fish count. Survey techniques follow the CHIS Kelp Forest Monitoring Protocol Handbook (Davis et al. 1997) and an update to the sampling protocol handbook currently being developed (Kushner and Sprague, in progress). The techniques utilize SCUBA and surface-supplied-air to conduct the following monitoring protocols: 1 m2 quadrats, 5 m2 quadrats, band transects, random point contacts, fish transects, roving diver fish counts, video transects, size frequency measurements, and artificial recruitment modules. Hourly temperature data were collected using remote temperature loggers at 32 sites, the exception being Miracle Mile where there is no temperature logger installed. This annual report contains a brief description of each site including any notable observations or anomalies, a summary of methods used, and monitoring results for 2014. All the data collected during 2014 can be found in the appendices and in an Excel workbook on the NPS Integrated Resource Management Applications (IRMA) portal. In the 2013 annual report (Sprague et al. 2020) several changes were made to the appendices. Previously, annual report density and percent cover data tables only included the current year’s data. Now, density and percent cover data are presented in graphical format and include all years of available monitoring data. Roving diver fish count (RDFC), fish size frequency, natural habitat size frequency, and Artificial Recruitment Module (ARM) size frequency data are now stored on IRMA at https://irma.nps.gov/DataStore/Reference/Profile/2259651. The temperature data graphs in Appendix L include the same graphs that were used in past reports, but include additional violin plot sections that compare monthly means from the current year to past years. In addition to the changes listed above, the layout of the discussion section was reordered by species instead of by site. The status of kelp forests differed among the five park islands. This is a result of a combination of factors including but not limited to, oceanography, biogeography and associated differences in species abundance and composition, as well as sport and commercial fishing pressure. All 33 permanent sites were established in areas that had or were historically known to have had kelp forests in the past. In 2014, 15 of the 33 sites monitored were characterized as developing kelp forest, kelp forest or mature kelp forest. In addition, three sites were in a state of transition. The report analyses the international and legal frameworks in the country which provide the foundation for policy formulations with regard to confinement of LGBT+ persons, with particular reference to the Transgender community. This report also documents the responses received to right to information requests filed to prison headquarters across the country, which in addition to providing the number of Transgender prisoners in Indian prisons between 1st May 2018 to 30th April 2019, also provides relevant information on compliance within prisons with existing legal frameworks relevant to protecting the rights of Transgender persons in prisons, especially in terms of recognition of a third gender, allocation of wards, search procedures, efforts towards capacity building of prison administrators etc. The finalisation of this report has involved an intense consultative process with individuals and experts, including representatives from the community, community-based organisations as well as researcher and academicians working on this issue. This report aims to enhance the understanding of these issues among stakeholders such as prison administrators, judicial officers, lawyers, legal service providers as well as other non-state actors. It is aimed at better informed policy making, and ensuring that decisions made with respect to LGBTI+ persons in prisons recognize and are sensitive of their rights and special needs.

Pakistan has a turbulent political history. In the seven decades since its creation, the country has faced four military-led dictatorships and another two decades under indirect military rule. Given this political trend, authoritarianism is not a novel phenomenon in the country. Digital authoritarianism, however, is a relatively new domain of oppression. This paper looks at how a political party in power and the “establishment” (military elite and its civilian collaborators) have been increasing the control of digital mediums as well as weaponizing space. This dual control and usage allow for growing digital authoritarianism. Using the case study of Imran Khan’s government (2018-2022) and its collaboration with the military establishment in enforcing digital authoritarianism, this article uses four levels of an assessment of internet governance in Pakistan (whole network level, sub-network level, proxy level, and user level). In addition, the role of Khan’s political party’s Islamist populist outlook in contributing to authoritarianism is also discussed. A lot of censorship happens around ideas of protecting Islam and Pakistan’s Muslim identity. The review also finds that the establishment uses not only religion but also ultra-nationalism and fears of foreign attacks, primarily by “Hindu” India, as means to closely surveil and curb the rights of citizens which it deems not worthy of trust. Our results find that Pakistan’s digital space is highly oppressive where ideas of religion, ontological insecurity, and nationalism are weaponized to legitimize the state’s growing authoritarianism.
