Abstract:
Climate-change projections suggest water managers, policymakers, and planners will need to grapple both with increased stress on water supplies and more climate variability and extremes. In the context of water governance, climate information can play a critical role in informing planning preparedness and response options; however, research shows that the level of use of climate information among water managers is still relatively low. This review examines three different disconnects at the intersection of scientific knowledge and water management. First, it tackles the disconnect between the production of knowledge and that knowledge’s application in specific water-management decision contexts. Second, it explores the disconnect between what different water management models, such as integrated water resource management, should in principle do to foster the use of climate information and how well they accomplish this goal in practice. Third, it examines the potential disconnect between adoption of climate information and adaptive capacity building.

Change. Complexity. Uncertainty, Conflict, Ambiguity. Intractability. Wicked problems. Ethics, Integrity. All these terms capture much of what resource and environmental managers must address in determining the most appropriate course of action relative to social-ecological systems. Often, no obviously correct strategy or response is identifiable. Instead, options exist, each with strengths and weaknesses. Ultimately a decision must be taken, reflecting scientific and experiential understanding as well as values and priorities of societies and stakeholders. The intent in this book is to raise awareness about the need to recognize such attributes of resource and environmental management, and to provide concepts, approaches, and methods to help in developing solutions. At the outset, the importance of developing a vision is highlighted. In defining the scope of problems and opportunities, it is argued that a holistic or ecosystem approach should be interpreted as an integrated rather than a comprehensive approach, with the focus on a small set of variables and relationships having significant impact on the functioning of an ecosystem, and amenable to being managed. An adaptive management approach is also strongly encouraged, to learn from experience. Part of learning will arise through stakeholder engagement. Disputes may emerge, and need to be resolved. Finally, implementation of policies and plans can encounter many obstacles, emphasizing the need to become aware of and overcome them, and then monitor and assess outputs and outcomes, in order to adapt to changing circumstances.

There is a rich and extensive history of research into factors that encourage farmers to change their land management practices, or inhibit them from doing so. Yet this research is often under-utilised in practice. Changing Land Management provides key insights from past and cutting-edge research to support decision-makers as they attempt to influence or assist rural communities adapting to changed circumstances, such as new technologies, new environmental imperatives, new market opportunities or changed climate. Understanding the process of practice change by rural landholders is crucial for policy makers, agricultural researchers, extension agents, natural resource management bodies, non-government organisations and agricultural consultants. For example, such understanding can assist with the design and implementation of environmental programs, with the prioritisation of agricultural research and with commercial ventures. Common themes are the need for an appreciation of the diversity of land managers and their contexts, of the diversity of factors that influence land-management decisions, and of the challenges that face government programs that are intended to change land management.

This chapter examines how organizations responsible for three UK megaprojects—Heathrow Terminal 5, London 2012 Olympics, and Crossrail—have made significant efforts to create a more innovative and flexible delivery model. This new approach recognizes that over the life of a megaproject, new and unexpected options for delivering it will emerge, including opportunities to take advantage of innovative new practices, processes, and efficiencies made possible by new technology. Drawing upon strategy literature and empirical research conducted between 2005 and 2015, five dynamic capabilities or strategic processes are identified associated with a new innovative and flexible project delivery model—search, adaptive problem solving, test and trial, strategic innovation, and balancing—to help managers address the risks and opportunities involved in megaproject management.
