Abstract:
Promotion of innovations on the market is hampered in Ukraine by the lack of methodological approaches for analyzing the efficiency of innovative projects. The lack of appropriate methodology leads companies to refuse to innovate because of the uncertainty of final economic outcomes. The introduction of project based methods for innovation activity management allows, on the one hand, to reconcile strategic and operational objectives within the innovation process, innovation activity and general financial and economic activity of the enterprise, and on the other hand, to implement cognitive approaches to organization of company’s innovation management.The research argues the possibilities of applying the canonical correlation method for structuring the causal links between the determined components of a company innovative capability, such as innovation potential, innovative business opportunities and system margin. As these components may be further assessed by quantitative indices, the method of regression analysis is also used to develop analytical tools for innovation management, which allow to reveal the interrelated impact of expenses on the results of innovation activity. The paper analyzes changes in a company innovative capability that can be provoked by increased material, depreciation, labor and information costs and discusses directions of interrelated changes. Practical testing of submitted proposals is realized based on the Ukrainian companies’ statements for 2012–2017.

Innovation networks can be understood as an organization in which two or more independent firms aim at joint research, development or spreading of innovations. In such a relatively stable and cooperative collaboration, the partner firms find support during one or more activities of the innovation process, which may increase their innovation performance (Dilk, Gleich, Wald 2008, p. 693). Relationships of innovative companies with partners in networks are based on development and transfer knowledge, which is used in innovation processes. With development of innovations in the network, knowledge and other resources are multiplied. The objective of this work is to explore cooperative relationships of companies with partners during innovation process execution within the network’s framework. This paper analyzes the impact of these relationships on the development of innovative companies, as well as also attempts to describe synergy effects of cooperation between partners in innovation networks. Questionnaire research on this subject was conducted in Lubelskie region in 2009. Summary results of these research are described in this work.

Abstract:
In the article, based on the analysis of the source and scientific base of the problem of innovation and innovative activity, the key concepts of further research are described, the discussion issues are characterized and our view on the studied construct is outlined. We understand the pedagogical message as a pedagogical professional orientation and the content of innovative activity of future specialists in various fields of education. Definitions of concepts and phenomena “innovation”, “innovation in education”, “innovational activity”, “pedagogical provision in innovation education” are considered. The origin in the scientific circulation of the concept of “innovation” has been clarified. We understand pedagogical innovations as a creative educational process of innovations aimed at updating the content, forms, means and methods of teaching and education, application of new (both in content and form) technologies, organizational dialogue, interactive forms of teacher interaction with students who change globally the nature of the acquisition of professional skills by future specialists and certify the effectiveness of the end result. We consider the innovative activity of students as the orientation of the student’s personality to active scientific and pedagogical activity to obtain new educational, scientific or professional information, immersing themselves in a new information space. The origins of research on the problem of “innovation” and “innovative activities” date back to the second half of the ХІХ century in foreign pedagogical science with the emergence of a new pedagogical field – experimental pedagogy (A. Binet, O. Decroly, A. Lai, E. Clapered, V. Kilpatrick, E. Mayman, E. Thorndike and others), the core of which was creative development of the personality. The historical scientific digression on the studied construct testified to the priority of the functioning of the related term “innovation”, which was formulated by E. Rogers. According to M. Lapin, “innovation” is a conscious introduction also in the main features of reproduction (replication), change of the structure and (or) process of functioning of the sociotechnical system as an element or subsystem and meet both the laws of society development and internal laws of development of object that changes. Under pedagogical innovations we will understand the creative educational process of innovations aimed at updating the content, forms, means and methods of teaching and educating future professionals, the use of new (both in content and form) technologies, organizational dialogue forms of teacher-student (professor-students) interaction, which globally change both the content and forms of its acquisition and educational outcomes. We understand innovative activity in the educational process of higher education institutions as an integrated interaction of teachers-innovators of professional disciplines, activities of students-performers and students-initiators, ready not only to introduce innovations in the process of their professional training, but also to initiate innovations.

Abstract:
In the contemporary world, the sustainable development of national economies is impossible without the timely and high-quality implementation of innovation. The prompt use of innovations is considered to be the key to obtaining and maintaining both new and existing competitive advantages of both individual enterprises and the economy in general. This study aims to determine the dependence of national economic growth (based on the example of Ukraine and Poland) on the innovative activities of enterprises and innovative policies of governments, as well as the development of the improvement offers concerning the innovative policy of Ukraine based on international experience. The impact of innovation indicators on the level of GDP per capita in Ukraine and Poland over the period from 2000 to 2018 has been studied in the article. The most important factors of influence on the GDP per capita, through multivariate statistical analysis and regression analysis, were identified from the list of indicators of innovation activity, and the regression equation was constructed. For Ukraine, such factors are the “innovativeness of enterprises” (that explains the 34.19% of total dispersion), the “innovative inputs” (that explains the 17.11% of dispersion) factors and factor of “financing and implementation of innovations” (that explains 27.8% of the total dispersion). For Poland, the factor of “innovative activity” explains 44.35% of dispersion, and the factor of “innovative actions” explains 38.47% of total dispersion. Moreover, the suggestions involving innovation policy development of Ukraine are provided.

The purpose of the article determines the features of theoretical and practical research of the process of state activity in the development and improvement of innovative activities of modern domestic enterprises. The methodological basis of the study is the application of certain theoretical approaches to the use of a systematic approach, the use of comparative analysis, observation and diagnosis, comparison, analysis and synthesis, within the research of theoretical and practical systematic information to support innovation within public policy. The scientific novelty of the obtained results is determined by the effectiveness and some positive and negative trends of public policy regarding the implementation of innovative activities. That is why the article is devoted to the current topic of analysis of innovation. The main focus is on state support for innovation and considers the reasons for using various mechanisms to promote innovation in countries. Conclusions. The use of innovations significantly affects the economic development of the country in the direction of accelerating the restructuring of the economy, increasing its competitiveness, investment attractiveness and financial security of the country in the world economic system. State intervention in the regulation of the modern innovation sphere is objectively necessary, as there are market failures, overcoming which is one of the most important tasks of the state. . Innovation is becoming a vector of modern social development not only in Russia, but also around the world. The category of innovation is used not only in economic science, but also in other areas of social and human studies. The task of legal science is to create an appropriate legal mechanism that can effectively regulate innovative relations, allowing them to be differentiated from other objectively changing social conditions. Such a mechanism can only be built on a scientifically based system of legal concepts that have a sign of innovation, which is currently absent in Russian legislation. This paper proposes a conceptual system based on the concept of innovation. There are numerous features of innovation that can be used by the legislator for various purposes of legal regulation (regulation of innovation relations, protection of innovation, support and promotion of innovation, and others), and in various fields of public life (economy, public services, social relations, culture, education). The basic idea of innovation should be considered along with its subordinate basic concepts (innovative product, innovative activity, innovative system, innovative infrastructure, innovative policy) including the description of their content and the possibility of further development of conceptual series that have the characteristic of innovation. The role of the legal concept series in detecting legal and technical defects in innovative legislation is shown.

Abstract:
The article presents the results of the study of the latest international standards and methods of statistical measurement of innovations developed by leading international organizations, contributing to the further development of the domestic methodology of this area of statistics. The authors identified promising directions for extending and refining knowledge on various aspects of innovative activity, including those associated with generation of new information base to analyze, conduct international comparisons and make forecasts of development of the innovative sector of the economy.The article considers up to date approaches to the measurement of innovative processes and the possibility of their adaptation to domestic practice. The paper includes revised definitions of the concepts of innovations, innovation activity, and its types. The composition and content of types of specially researched innovations, covering basic business process of organizations, are revealed; characteristics of innovation activity are identified in more detail. A new version of the Community Innovation Survey program is presented, which focuses on the study of «open innovation», including user innovations, revision of innovative activities. Some additions to the existing questionnaire are formulated.The place of innovative development of Russia compared to that in European countries is analyzed. For these purposes, the authors justified the use of the system of indicators reflecting current trends and development potential of innovations in the economy. In particular, this system includes indicators of the level of innovative activity, dynamics, and intensity of innovative activity. Based on the calculations of key indicators characterizing innovative activity in Russia, the authors concluded that over the past decade, the main characteristics of innovation activity have not significantly changed. In terms of the level of innovation activity, our country ranks 28th (7,5%), as for the intensity of expenditure on technological innovation - 9th (2,1%), in terms of the share of innovative goods and services in total sales 24th (6,5%).In conclusion, the authors formulated main methodological changes in the statistical measurement of innovative processes associated with the modernization of international standards and identified further directions for improving statistics of innovation. These directions require increased attention to monitoring the effectiveness of the tools used, and creating an information basis for making informed management decisions in the field of regulating innovation processes.

Introduction. The phenomenon of innovations and innovative system reflects the dynamics of society, covers all spheres of life, and carries a benchmark for the future. The essence of this phenomenon requires thorough research from the standpoint of philosophical, scientific, technical, economic and socio-cultural aspects. Based on the growing powerful legal framework, the leading role of innovation activity for the state as a whole and for individual enterprises emerges, and the need for enhancing innovation activity, enhancing innovation potential and systematic targeted planning, development, implementation and use of innovations is evident. Methods. The method of comparison was used to identify differences between the innovation processes of developed and developing countries; generalization - to define the general concept and understanding of the principles of functioning of the subjects of the innovation process; abstraction - to identify the most relevant links for innovative business development. Results. The study suggests that the solution to the problems of forming an effective enterprise management innovation system that meets the goals of their innovation strategy depends on the use of progressive methods and approaches, adequate elements of models of innovation processes of modern generations, as well as meets the conditions of informatization and digitization of the economy. Discussion. Scientists are faced with the need to develop a number of provisions that broaden the understanding of the development of enterprise innovation management system, concentrating the need to increase innovation activity, increase innovation potential and carry out systematic targeted planning, development, implementation and use of innovation; substantiation of the feasibility of applying a systematic approach to innovation management; formation of the content and structure of the model of enterprise innovation management system. They represent a set of distinct features of the company that facilitate and support its innovation activity. The purpose of such an analysis is to determine which are these key characteristics and to what extent the firm as a whole and its core business units possess them. The innovative development of individual enterprises and industries determines the competitiveness of the regional and national economies through modern business technologies for sustainable urban development. The article presents the analysis of categories "science intensive", "high technology", "innovative". The analysis of official data of the Federal Statistical Agency on key indicators of the effectiveness of innovation activities of enterprises is given and their aggregated estimate is given. The dynamics of such indicators as: innovative activity of organizations (specific weight of organizations that carried out technological, organizational, marketing innovations in the reporting year) was revealed; the share of innovative goods, works, services in the total volume of goods shipped, works performed, services; costs for technological innovation; specific weight of expenses for technological innovations in the total volume of shipped goods, works performed, services, etc. In the course of the research, recommendations were developed to increase the efficiency of innovation activities of enterprises based on assessing innovation activity and identifying innovative capacity, as well as applying the necessary economic and mathematical tools for the assessment and modelling of innovative projects and enterprise programs.

Introduction. The innovative activity of teachers is usually described as the creative activity of a sole inventor and the activity of mass teachers, who follow prepared algorithms in the framework of large-scale innovative projects. It is obvious that these types of activity differ considerably. More accurate structuring of innovative activity of the teacher will allow experts to describe more precisely objective essence of innovative processes and to find out more effective means of their stimulation both at the individual level of the teacher and at the level of a national educational system.The aim of the publication was to discuss the questions of what is innovative activity of the teacher; whether innovative activity really exists in mass practice; how innovative activity can be stimulated.Methodology and research methods. The research was based on the systematic approach. In the course of the research, the analysis of scientific and methodological literature and the survey among the teachers aimed at identifying the characteristics of their innovative activity were employed.Results and scientific novelty. The whole cycle of promoting the use of innovations into practice is thoroughly examined: from subjectivity to objectivity; from creativity to reproductive activity; from objectively new result to the product of a sample; from resistance of environment against innovation to stimulation and coercion to its realisation. Characteristics of innovative activity of the teacher are determined and described by the level of distribution of the forthcoming innovation and the attitudes of professional community towards it. It is proposed and proved that the innovation activities of the teachers should be separated into three types: (type I) creative activity of the individual aimed at development of means, methods and technologies to obtain objectively new results; (type II) activities of the teachers focused on the implementation of ready tested innovations, but new for teacher-friendly professional environment, (start-up); (type III) innovative activity of the teachers as a routine operation in the innovation system as its element. The activity of the type I is not widespread; such activity cannot and should not be mass - not everyone can be engaged in it. Design activity corresponds to the type II; type III - activity of performers with the total development of innovation becoming the accepted norm. Mass introduction of a novelty is an innovative process, but not at the level of a certain subject, since a teacher, who acts (often involuntarily) on well-developed samples and algorithms, is not an innovator.Practical significance. The dependence of efficiency of pedagogical innovations on the model of state policy in education is demonstrated. The reasons of the development gap of the Russian educational system in the field of innovations from the systems of other countries are disclosed. The conditions specific to each type of a teacher’s innovative activity, which need to be created for successful and more rapid implementation of progressive innovations, are allocated.

We consider the issue of innovations and innovative activity legal nature, analyse its legal regulation from the point of view of basic terms. We conclude that ambiguousness of opinions and innovations and innovative activity understanding in the science led to that in legislation of any level the terms essence is incorrectly given. Main official terms are bounded by the “technical” part of the issue and tautological. We conclude the following: 1) modern terms of innovations and innovative activity go gradually beyond the “technical” limits of development, its economical round and include the social, intellectual relationship, and according to the doctrinal position – sometimes spiritual sphere of life, but the key element in the innovation terms formation is the economical effect; 2) innovation – the important competitive advantage of organization, based on using the knowledge and realized because of competence of its founders, lawyers, managers and personnel; 3) considered approaches to the innovation terms evidence that in scientific literature and legislation we can already find innovations main principles – novelty, useful effect and social importance, and innovative activity is as usual a process on creating, producing and spreading the novelties.

he paper introduces a new methodology for assessing the innovation activity of personnel for small and medium-sized businesses. It also contains a review of approaches to the concept of innovation activity, which includes generation of new ideas, self-development of professional competences, engagement in innovative activity, implementation of innovations via intrafirm communications, transfer of latent knowledge, etc. The hypothesis is that that a more effective management of innovation activity can elevate companies to a qualitatively new level. The new methodology allows organizations to identify problems in the spheres of innovations and personnel, as well as to eliminate various inconsistencies. The author gives some useful recommendations on how to turn personnel innovation activity into innovative products during the digital transformation of small and medium businesses. Eventually, a more effective management of innovation activity increases competitiveness and flexibility in the market.

The basic tendencies and problems of banking crediting of enterprises’ innovation activity have been researched. The main directions in enterprises’ financing framework as banking crediting have been analyzed. The factors that influence the level of bank support of enterprises that overcome innovation activity and actively implement innovations have been researched. The banking crediting is proved to be meant to become one of the most important sources of financing of investment programs and projects, directly connected with improvement and development of the most important branches of economy. The paper examines marketing problems in the activity of the innovative ecosystem of the region, the main directions of world trends in the field of innovation. The factors that determine the life cycle of innovative ecosystems and the reasons for the very modest results of their activities are identified. The evolution of the content of the marketing mix is considered and the future of innovation is associated with marketing transformations towards customer satisfaction and retention in the innovation market. Abstract:
Introduction. The article is devoted to modern problems of analysis of innovative processes in Ukraine in the context of restraining factors and existing problems in the domestic economy. The purpose of the article is to structure innovation in order to determine the priorities of financial regulation and its strategic orientations. Methods. To obtain the results in the study a number of general scientific and special methods were used: structural analysis, statistical methods, system analysis, scientific abstraction method. Results. The interpretation of the financial regulation of innovation activity as an agreed comprehensive legislative regulation of the use of budget and tax instruments is grounded in order to influence state institutions on the national innovation system functioning, innovation potential and innovative security in the country, aimed at strengthening competitiveness and establishing an innovative model of socio-economic development. The analysis of structural features of innovative activity of domestic business entities is carried out. The role of technological innovations (process and product) in the Ukrainian economy is revealed. The specifics of the introduction of non-technological innovations in the context of marketing and organizational are detected. The tendentious low role of product innovations in the overall structure of innovation activity of Ukrainian enterprises is identified, which poses a threat to the country's innovative security. It is argued that the priority of financial regulation should be the integration within the triangle of science-innovation-production. The emphasis is on the role of elements of innovation infrastructure (scientific parks, technological parks, innovation clusters) in increasing the efficiency of financial regulation of innovation activity. Conclusions. The prospects of further scientific research on the subject of research are primarily based on substantiating concrete decisions to increase the role of educational and scientific components in stimulating research and development as a pledge of innovative successes of enterprises in Ukraine.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. Topicality. The modern economy of the developed world powers is oriented on creation of conditions of favorable innovative type of development, attraction and use of innovations in economic activity, one of the main components of regulation of innovative activity of any country is the market of innovations. Aim and tasks. The purpose of the article is to study the current state and components of the market for innovative goods in Ukraine and their impact on the economy of the state. Research results. The main stages of the innovation process and their connection with the market system are considered in the article; the concept and components of the market for innovative goods are defined; the main indicators of innovation activity of Ukrainian enterprises are analyzed. The structure of the basic elements of the market of innovative goods is proposed and the main problems of formation and development of the market of innovations in the country are revealed. Conclusion. The formation of an innovation market is a complex, contradictory process, as an underdeveloped innovation market has a devastating effect on the competitiveness of innovation structures, the reduction of innovation activity and the efficiency of entrepreneurial activity. The development of the innovation market, on the one hand, seeks the entrepreneur to innovate, and on the other - creates fierce competition, technological unemployment, not always the ability to control the level of prices for innovative products, new problems of ecology, ergonomics, security, etc. The functioning and development of the market for innovative goods in Ukraine requires the formation of infrastructure of the market of innovations, increase the demand of industrial enterprises and business for the results of intellectual labor and research and development, and build a system of interconnection between educational institutions, science, scientific, technical, experimental and design activities and representatives of the real economy sector, in the future will increase the innovation activity of Ukrainian enterprises. Little attention is paid to the development and financing of science in the country; functioning of highly competitive development of the market of intellectual and innovative products requires interrelation between business and the state; it is necessary to create a favorable economic, legal and information environment for the development of an innovative market; it is necessary to support the development of innovative entrepreneurship by the state; it is necessary to improve the system of commercialization of the results of intellectual activity at all stages of the innovation process.

Abstract:
The article proves that one of the objectives of the contemporary high school is developing the potential of all participants of the pedagogical process, giving them opportunities for revealing creative abilities. Such a change in the role of education in society has led to innovative processes. We distinguish the following elements of innovative activity in HEIs: the goal (increasing the efficiency of resource use in the HEIs), the content (the processes of creating and applying the innovations, including regular ones) and the product (the quality of training the graduates of the HEIs). We also identified the following types of innovation: organizational, processive and productive, which are the subjects of innovative activity in the HEIs. Under these circumstances, the planning and application of innovations are considered as the area of involving teachers into innovation activity. We specified the factors increasing the number of innovative activities: organizational and technological preparation of creating innovations is considered pre-innovation activity; the production of innovations depends on research and scientific work; the application of innovations includes the stages of implementation, design and dissemination. We distinguished contextual, educational, scientific and innovative processes and the process of strategic development of human potential. We identified the prospects of researching the innovative environment of HEIs as a condition for effective innovative activity of teachers. Generally, the structure of indirect management of the innovative process includes the main stages of the reflexive regulation of searching a new idea: the stages of criticism, conscious rethinking and normalization of the activity. The organizational structure of such management includes the following stages: diagnostic, regulatory, analytical and verification. Knowledge of the varieties of structures and their main stages is necessary to define the whole system of reflective management, because the innovation process consists of micro-innovation processes, which need to be adjusted in communication. We analysed the basic structural components of the authors’ technology of managing the innovation process at the department level as a structural part of НЕІs.

The article analyzes the importance of innovations as one of the main factors influencing the competitiveness of enterprises and economies of the world. The study is based on the author’s empirical research, grounded on the methodology of analysis of empirical data. The survey was carried out among legal entities and separate departments which operate regardless of its type. The study aimed to determine the importance of financial factors in limiting innovation activity and its potential in stimulating the innovation activity of enterprises. A survey was carried out among the enterprises on the factors that significantly influenced their decision to develop innovative projects or constrained implementation of innovation activities. The key challenges of innovation activity of enterprises were analyzed (law barriers, supply-side barriers, demand-side barriers, barrier on the demand and supply interface, lack of identified priorities, challenges of commercialization of the results of scientific and technical work, as well as weak development of infrastructure, labour problems). The research was also carried out by studying features of using financial instruments to stimulate innovation activity of enterprises, analysis of economic indicators characterizing the innovative activity of enterprises, analysis of strengths and weaknesses of innovation projects, as well as improvement of financial instruments for stimulating the implementation of innovations at enterprises. Based on the conducted research, long‑, medium- and short-term directions of financial support of innovative activity were determined. Financial instruments of stimulation innovation activity of enterprises are improved based on the analysis, taking into account socio-economic, political and other particular features of country’s development where such projects are implemented; studying the experience of implementing real innovative projects, analyzing strengths and weaknesses of these projects, feasibility of implementing similar projects under such conditions. It is considered the essence of the terms of innovations and innovative activity of the canning industry enterprise, on example of enterprises of the Ukrainian Black Sea region. It is improved the classification of types of innovations and innovative processes for canning enterprises, by allocating relevant classification groups, that are actual in the aspect of modern scientific and practical approaches. The economic essence of the category of innovative susceptibility of enterprises is determined. According to the modern requirements and challenges that arise in the process of transformation of the national economic system it is determined the need of update of the theoretical basis for the study of innovation processes, and it is proved the necessity of formulation of the objective definitions and classifications of innovations, of the types of innovation activities that make key-point in the research process of the current realities of economic development. As a result of the research of various types and definitions of innovations, it is established that the most important for the analyzing process of innovations for enterprises in the canning industry are such classifications, which are based on the degree of participation in the production process (production and non-productive innovations: administrative, in other processes of internal management, in the processes of supply-sales, in circulation processes, financial services), on the functional purpose of innovations (production and technological, personnel, economic, logistic, marketing, financial, investment, infrastructure innovations). The ability for introduction of innovation, improve products, services and work processes is becoming increasingly important for the construction industry today. This paper focuses on the personal and socio-psychological characteristics of innovation: employee attitudes toward innovations, the degree of employee involvement in innovation activity, personal motivation and incentives. It was found that the innovative behavior of workers in construction organizations is positively influenced by: participative leadership style, support of employees’ innovative behavior on the part of management, external business contacts, innovative results, successful practice of introducing innovations in the firm (enterprise). These factors, combined with material incentives, the desire for self-realization, the involvement of employees in all stages of the innovation process, create a suitable environment for the innovative activity of employees.

Successful operation of the enterprise is practically impossible without innovations that allow to attract new consumers, improve product quality, competitiveness. The article considers the essence and main types of innovations in the hotel industry. Prerequisites for the introduction of innovations in the hospitality industry are: increasing competition; increasing consumer requirements; growing demand for goods and services; the desire of enterprises to increase market share, attract new customers, improve the image, technological processes of providing services, reduce costs and more. Obstacles to the introduction of innovations are identified: high cost of investment, lack of financial resources, unwillingness of management staff to innovate, high risk, lack of experience. Organizational and economic mechanism of management of innovative activity of hotel industry is a system of principles, functions, methods, tools, strategies, and also normative-legal maintenance which purpose is effective carrying out of innovative policy of the enterprise for improvement of its competitiveness in the market and quality of services. The structure of this mechanism is revealed. The principles of innovation management in the hotel industry are defined: assessment of innovation efficiency, continuity, complexity, sustainability, security, system, compliance with the needs of stakeholders. Methods of innovation management are given: economic incentives, socio-psychological and organizational-legal. The following instruments are defined: laws, regulations, loans, taxes, tax benefits, state and regional programs, plans, financing, rent, franchising and others. Each company chooses its innovation strategy depending on its capabilities. Innovative strategies of hotel management are revealed.

The article seeks to develop a model for evaluating the innovative development of the national transport infrastructure in the context of globalization. In order to evaluate the innovative development of the transport infrastructure of Ukraine, the innovation activity of the transport sector of the economy is analyzed. It is argued that innovation activity is a quantitative and qualitative characteristic of innovation performance that refers to the degree of innovation capacity realization. To assess the level of innovative development of transport infrastructure, a three-component system has been suggested which includes the following groups of indicators: indicators of innovation activity, indicators of innovation capacity and innovation efficiency indicators. Innovation activity is proposed to be considered as a characteristic of the dynamism of innovative activity of transport infrastructure objects which is assessed by the speed and scale of generating innovations, their market promotion and implementation in the activities of transport enterprises. Innovation capacity is associated with the perspectivism of innovative activity of transport infrastructure objects and is evaluated by potential opportunities that shape the innovative development prospects and trends, as well as strategic guidelines for the transport companies. Innovative efficiency is an indicator of innovation feasibility with regard to the two-way effects of economic, social, environmental and information factors on the level of innovative development of transport infrastructure. The key advantage of the proposed model for assessing the level of innovative development of transport infrastructure is the ability to take into account the principles of dynamism, perspectivism and expediency which contributes to provide comprehensive evaluation of the basic processes of innovative development.

The aim of the study was to identify the specific features, advantages, disadvantages and availability of applying the exhibition model to present the results of scientific and innovative activities. The tasks for achieving this goal included the analysis of approaches to understanding exhibitions in the works of Ukrainian and foreign scholars; shaping the definition of exhibition activities in the context of innovations presentation; identification of the features of exhibition model by parameters of research communication models innovations presentation; identification of advantages, disadvantages and perspectives of the exhibition model for presenting results of the innovation activities. Research methods. The study of the exhibition model of presenting innovations was carried out on the example of the Innovation Market International Forum, with applying the method of included monitoring. The data obtained during the observation were systematized according to the following parameters: mission of communication, concept, possibilities, advantages and disadvantages for the subjects of innovation activity, possible communication channels, and prospects of application. With the help of social communication approach the exhibition activity was considered as a tool for the development of the innovative potential of society through the presentation of contemporary scientific achievements at the exhibitions and popularization of innovation activity among the audience. The study identified the peculiarities of presentation of the start-up projects at the Innovation Market International Forum. Analysis of the ways of providing information made it possible to make conclusions about the peculiarities of participants’ preparations for the exhibitions, and about the priority use of technical possibilities for presenting the achievements. The interview method was used to survey the representatives of the leading universities (participants of the Innovation Market Forum) regarding the presentation and implementation of research results, priority directions of universities’ innovation activities, and interaction with media in the context of presentation of innovative products by students and university staff. Besides, the quantity of the media materials published after the Innovation Market Forum were compared with the number of media representatives accredited at the event – to measure the journalists’ activity in media covering the events on scientific achievements presentation. Results and conclusions are based on proving of the hypothesis about the prospects of exhibition model for presentation of the scientific achievements, accompanied by the identification of advantages of this model for each selected subjects of innovation activity (representatives of science, business, and media). The obtained results proves the effectiveness of the exhibition model for presentation of the scientific achievements, provided with the following components of social communication activities: facilitating the communication and cooperation among the subjects of innovation activity, stimulating the competitive innovation market through the implementation of multi-vector communication among its participants, ensuring the use of the entire spectrum of communication channels during the presentation of innovations. The results of the study will be used for further research and comparison of communication models of presentation of innovations in terms of their perspectives and expediency to stimulate the innovation activity of the country.

Innovation risk in banks, a formalized instrument that is part of banks’ financial and innovative strategies, influences the assessment of innovative activity, demonstrating the importance of forecasting and assessment models of potential innovation risks. Our research into general scientific and specific methods allowed us to: (1) distinguish hierarchical concepts and their order—namely, “banking innovation”, “economic effects of innovational activities”, “financial and innovative strategy”, and “innovation risk”; (2) identify links between innovative and strategic bank management, since bank innovations are carried out in conjunction with strategies and imply positive strategic economic effects, making the assessment of potential innovation risk necessary for the current moment and the future; (3) note that the launching and use of new technologies on economic cycles and phases involving a necessary correlation between innovative profit and these phases; (4) provide preferable measurements of banks’ innovative activity and financial performance against commission income; (5) assess the potential financial performance of banks’ financial and innovative strategies within economic cycles and phases and in accordance with the nature of income; (6) present general areas for the practical application of an adapted data mining–Monte Carlo method, based on a proprietary software product. The model’s application in the “open innovation” system exhibits its multipurpose nature and allows for the selection of alternative strategic innovative solutions within economic cycle phases. It also serves in the promotion of Big Data technology in relation to finance and innovation, which is a promising area, and determines the values of the desired indicators for the “bank of the future” concept.

The purpose of this paper is the explanation of the dynamics of innovation activity in Russia (on the example of the level of innovation activity of organizations) and identification of the problems for innovative development, based on the methodology of narrative institutional analysis. Research methods are narrative and content analysis, a graphical method for displaying statistical data. The study formulates the differences in the interpretation and methods of analysis of narratives between the narrative economy (in the tradition of R. Schiller) and the narrative analysis in other social sciences. The application of the approach of narrative economics to the study of the Russian innovation system provides a study of narratives that combines the qualitative and quantitative research methods. Narratives in R. Schiller’s approach are interpreted as stories or expressed explanations of events, discussed in conversations, news, and social media to stimulate interest or demonstrate emotions. The problem of interrelation between the narratives about the innovation activity and the indicators of the innovation activity is considered. The distinction between the direct and indirect influence of narratives on indicators of innovative activity is proposed. The direct influence of narratives on the indicators of innovation activity may include modifying the methods for calculating indicators. The indirect influence of narratives on the indicators of innovation activity may include modifying the motivation and level of activity of the actors of the national innovation system. The observed dynamics of indicators of innovative activity indicate its stagnation, at the same time, the volume of discussion in the media about innovations is increasing. The paper discusses possible reasons that impede the strengthening of innovative development. The main focus is on assessing the importance of the problem of business demand for innovations and commercialization of innovations. The paper formulates a theoretical framework that summarizes the types of problems that may arise during the implementation of innovative activities. There are five types of problems that may arise during the implementation of innovative activities. The first type of the problems is caused by government compulsion, institutional constraints and intervention in economic activity. The second type of problem is caused by the opportunism of individuals who are selfish at any cost and are capable for violating rules and agreements. The third type of problem is associated with the difficulty of coordination and adapting the plans of free individuals, each of whom has only a part of the common knowledge that should be used in economic activity. The fourth type of problems is the lack of resources and knowledge for innovation; it is well studied by economic science. The fifth type of problems is the inability of individuals to make the optimal choice; in relation to the Russian innovation system, this is only a hypothesis and has not yet been studied. The first three «ideal types» of problems are incorporated in the narrative of the low demand for innovation from the business side.

This paper presents the arguments and counterarguments within the scientific discussion on the issue of an innovation activity, which is very important for entrepreneurship and is considered a significant competitive advantage. However, there are factors such as education, age and gender that can influence innovation creation. The main purpose of the research is finding out how innovation creation is related to the gender, age and education of entrepreneurs in common entrepreneurship and social entrepreneurship. The systematic literature review has shown that innovative activity is supported by entrepreneurial competencies. The relevance of the decision of this scientific problem is that they are few studies focusing on that problem. Investigation of the topic of innovative activity in the paper is carried out in the following logical sequence: (1) literature review concerning on innovative activity, typology and modern trends in innovations (2) possibilities of competencies needed for innovations, (3) case study background, based on literature review and previous studies (4) presentation of key results concerning gender, which was found to have no significance regarding entrepreneurship. Methodological tools of the research methods were sociological survey, data analysis. As a result of the calculations, the main issues of innovative activities were detected. The main results were analysed using Cluster analysis and tests of statistical significance. The paper presents the results of an empirical analysis that shows the main gaps in the innovation classification when pure and combined innovation types are presented. The research empirically confirms and theoretically proves the necessity of doing the following steps: inform and educate entrepreneurs in the area of innovation, not only to support innovative activities financially. The findings have practical significance and the results of the research can be useful for public supporters and educational organizations how to work with entrepreneurs with innovative ideas. Innovation determines expansion or just existence of enterprises. It’s an important element of competitive advantage and it is a characteristic that encourages customers to buy novelties. Unfortunately, with innovation activity closely related is uncertainty risk, that means insecurity that costly process of creating innovation solutions will succeed. By dint of necessity of high costs of innovation activity, only small percent of enterprises have their own research and development buck-up. More and more popular become external sources of information for innovative activity, such as: customers, research and development networks, conferences, scientist publications and journals. The paper presents sources of information used by polish enterprises in innovation activity, classify them and show its essence and importance. Main attention is put on sources, which according to modern theories of innovation and practice of innovative firms, are the most important, that means internal R&D activity and customers. The article considers innovation in the field of education through the synthesis of theory and practice as a branch of scientific knowledge. It is noted that educational innovation is aimed at finding the most effective methods of transmitting information from teacher to student, in the field of education, it is based primarily on pedagogy and psychology; innovation in education is perceived as a branch of scientific knowledge that explores the educational process and methods of its implementation. Pedagogical innovation includes the doctrine of the inseparable relationship of the following components of the innovation process: the development of educational innovations, their testing and implementation, application in practice and dissemination; the subject of pedagogical innovation is considered to be a set of tools and patterns in the field of development and implementation of pedagogical innovations in educational institutions. The article analyzes a number of concepts, in particular: “innovation”, “innovative person”, “educational innovation”. Thus, the concept of “innovative person” is interpreted as a person of such socio-cultural development, who is able to work creatively, to be competitive in today’s conditions. Attention is paid to the problems of forming innovative models of education in higher education. The model of innovative learning in higher education proposed by scientists is taken into account, which provides for: active participation of the student in the learning process; opportunities for applied use of knowledge in real conditions; bringing concepts and knowledge in a variety of forms, not just in text; approach to learning as a collective rather than individual activity; shifting the focus to the learning process rather than memorizing information. The article draws attention to the interpretation of the definition of “pedagogical innovation”. Pedagogical innovation is a purposeful change that introduces innovations into the educational environment that improve the characteristics of individual parts, components and the educational system as a whole; the process of mastering innovation; search for ideal methods and programs, their implementation in the educational process and their creative rethinking. It is noted that innovative processes in the education system are perceived as controlled processes of creation, perception, evaluation, development and application of pedagogical innovations. The interrelation between the innovation activity of enterprises and various types of network cooperation is of practical importance for the effective strategic management of network structures. In the present study, on the basis of indicators that measure innovation and technological effects and are adapted to the standards of statistics of the EU countries, the weighted aggregate innovation index of light industry companies in Ukraine and the EU countries is justified and calculated. On the basis of correlation and regression analysis, the relationships of varying strength are established between the integrated innovation index and different types of network innovative cooperation of light industry companies of the EU countries. The high-strength relationship is revealed between the innovation index of light industry and the indicators of the share of companies that had partners within their group of companies; that were involved in any type of network innovation partnership; that had partners in innovative cooperation among universities; that were involved in any type of partnership with a foreign partner from the EU countries, the EFTA countries or the candidate countries for accession to the EU. The construction of a correlation-regression model of the dependence of the innovation index of light industry on the share of innovation-active companies involved in any type of network innovation partnership and the share of innovation-active companies involved in network cooperation with a foreign partner from the EU countries, the EFTA countries or the candidate countries for accession to the EU given the possibility to predict the level of innovation of domestic companies of light industry depending on the level of their involvement in different types of network innovative cooperation.

Abstract:
The article explains what an innovative activity in the economy involves and unfolds how the main concepts of theory of innovation are applied into the agricultural sector. It is pointed out that agrarian innovation is the final stage of fostering novelties in the agricultural sector (plant varieties, livestock breeds, cultivation technologies, etc), which has resulted in economic, social, ecological benefits and expanded reproduction. The study reveals that applying the main concepts of theory of innovation into agriculture has its specific features, namely: integrating innovative technologies into processes occurring in the nature; producing living organisms, which can be objectives and targets of innovation. The author identifies the factors hindering the introduction of innovations in the agricultural sector. It has been found that the lack of financial support and instability of legislation in the country are the root causes. A lack of necessary information and new ideas are yet other prime obstacles which prevent innovation processes in agricultural units. It is demonstrated that an innovative activity in proactive enterprises is a key factor for effective growth and a sustainable increase in agricultural production. It contributes to positive changes in production technology and production structure, a significant shift in motivation. The results indicate that some innovative products such as new varieties and hybrids of agricultural plants, new livestock and poultry breeds, machines and mechanisms, tools and equipment, modern means of production, etc. are of high demand on the market of innovative products. It is claimed that agricultural studies play an important role in meeting the demand since they accelerate the growth of this field by generating and introducing innovations. The author suggests the following steps for strengthening innovation policies in agricultural units: bringing in new competitive technologies in crop and livestock production; introducing high-yielding breeds and crop varieties / hybrids resistant to diseases and climate change effects; applying bio-technologies which increase production of new healthy products; improving means and methods of land cultivation; cleaning and storing raw materials; using energy-efficient technologies and ecological innovations, that make it possible to increase yields and productivity, minimize losses and sustain the environment.

The article discusses the economic and managerial issues of modeling domestic innovation in industry. The linear and nonlinear modeling of innovation is disclosed. The stages of the innovation life cycle are investigated, the structure of innovative projects is considered, the procedure for selecting innovative projects is proposed, the selection scheme is presented, which is the basis for modeling technical complexes and technological activities for various purposes. The theoretical aspects of modeling, the practice of organizing modeling on the example of the Samara region are considered. To solve the problems of developing the economy of the Samara region, a comprehensive transition to the path of innovative development and the creation of a knowledge-based economy is necessary. The model of innovative development of the industrial complex of the region proposed by the author integrates the efforts of state authorities and industrial business in the formation and development of high-tech clusters. It follows that the priority task in this area is the creation of a new regional innovation system. The most significant result of the work is the proposal to organize a cluster model of innovative activity in the region, to create a cluster innovation infrastructure. It is noted that the innovative model for the development of industry in the region must be built using the innovative potential of industrial clusters, as well as on the basis of clusters to form the innovative infrastructure of the region. Clusters, having a significant innovative potential in their structure, diffuse innovations into other economic systems of the region. For this purpose, the author proposes to create an innovation development center in the cluster in order to coordinate innovative activity of both enterprises resident in the cluster and other industrial structures of the region. A mechanism is proposed for implementing the model of innovative development of the region, in which system benchmarks are set by the levels of resource, industrial, investment and innovative potentials of the region. Based on a comprehensive analysis of the region’s potential and “growth poles” for the development of innovative activity, the parameters of innovative development are compared with the criteria base.

It is defined that the important role in the development of Ukrainian economy belongs to the industrial production sector, wherein the scientific-technological progress and innovation are generated, presenting this very sector as a «driver» of economic growth. It is determined that the largest number of innovatively active industrial enterprises of Ukraine is located in Kharkiv region. Hence, the article is aimed at researching the status of innovative activity of industrial enterprises of Kharkiv region. The analysis of the main indicators of innovation activity of industrial enterprises of the region was carried out. It was identified that the share of enterprises that introduced innovations is insignificant, and the share of innovative products sold by them is generally little tangible in the total volume of the products sold. It is reasoned that this situation may indicate a negative tendency of deterioration of the quality of innovative products and its uncompetitiveness in the market. The distribution of the total costs of industrial enterprises of Kharkiv region by the directions of their innovation activity is researched. It is defined that the bulk of innovation costs are directed by enterprises to purchase machinery and equipment, and the share of costs for the internal and external R&D is extremely small, which indicates the imperfection and irrationality of the existing structure of costs. It is determined that the key factor in stimulating innovation activity at industrial enterprises of Kharkiv region is the attraction of the governmental and foreign investments for the development, creation and implementation of innovations, since the main source of innovation financing at present is the own funds of enterprises. It is proved that without changing the present day situation with regulation in the field of innovations, an increase in the competitiveness of industrial enterprises of Kharkiv region in the near future and an acceleration of the pace of their innovative development is problematic.

The purpose of this article is to identify trends and spatial features of the formation of "growth points" in Kazakhstan, based on characteristics of localization and concentration of innovative activity. The main attention in the article is given to the assessment of the various levels of industrial development and innovative activity of Kazakhstan regions, taking into account territorial features and the main directions of industrial development. The article discusses the basic concepts that explain the patterns of regional growth, the localization of high-tech industries and innovative activity, as well as methods for assessing them. Index and coefficient methods, ranking methods, grouping and rating methods were used for the analysis. To assess the innovative activity of regions, a modified rating scale was used, and a modified Krugman concentration index was proposed and used to assess the concentration of innovative activity. We have used relative indicators calculated on the basis of national statistics on science and innovations in Kazakhstan to build the ratings. The assessment of parameters of localization of scientific potential and innovative activity in Kazakhstan regions is carried out. The regions were ranked and the aggregated rating score for the regions was calculated. A typology of the regions of Kazakhstan was developed according to the level of innovation activity, four types of zones of localization of innovation activity were identified: high level (A), medium level (B), low level (C), unsatisfactory level (D). To characterize the local concentration of production of innovative products in Kazakhstan, modified Krugman concentration indices are calculated. The established zones (centers) of localization of innovative activity were identified, and it was concluded that they do not yet have a large impact on industrial development of the country as a whole. In general, positive trends in the growth of indicators of innovative activity and technological progress are observed throughout the country. Nevertheless, the rate of change remains extremely low, which indicates the uneven development of innovations in regions, as well as their territorial and industrial isolation, which has a negative impact on the speed of development of the technological process in the country.

The purpose is to identificatt the positive trends and shortcomings of the processes of innovative development of economic entities that exist in Ukraine, and to clarificate of modern scientific approaches to encourage businesses to innovate in order to ensure financial stability and innovative development of the country’s economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. To ensure the further development of innovation in Ukraine, it is necessary to comprehensively use methods to stimulate innovation, in particular the improvement of tax legislation; improving the legal framework for venture funds; improving the mechanism of protection of intellectual property rights; ensuring effective cooperation between the scientific and business sectors in the field of innovation.

Abstract Only a handful of studies on innovation empirically analyze the links between firm innovation and the sources of that innovative activity of sources of innovation on types of innovation. To fill this gap in the literature, this study provides one of the first tests to identify how important sources of new information (suppliers, customers, other business people in the industry, workers, and university) are associated with types of innovations (product, process, and marketing). Data come from the 2014 National Survey of Business Competitiveness sponsored by the Economic Research Service at the United States Department of Agriculture (n = 10,952). The results show that innovation ideas emanating from customers, workers, and universities are positively associated with all types of innovations, suggesting that these sources are critical for developing different types of innovation. In particular, universities as a source of innovation activity are especially important. In contrast, other sources, such as suppliers and people in industry do not seem to be as important as a source of innovation.
