The merging of two departments into the Acquisitions and Collection Development Department afforded Loyola Marymount University an opportunity to rethink existing workflows, with the acquisition of electronic books (e-books) being identified as a critical task to review. Process mapping was used to show the complexity of different tasks being performed in the department and to provide a visualization mechanism for staff to see how their work fit into a sequence of actions as part of a larger workflow. The authors listed the types of acquisition models used at their library for e-books and constructed process maps for the following six major types: 1. Firm order e-books; 2. Firm order e-book collections; 3. Approval order e-books; 4. Demand-driven e-books; 5. Standing order e-books, and; 6. Subscription e-book database. The authors merged the individual process maps into a single visualization to view the entirety of the acquisition process as a whole and to show how the different e-book acquisition models relate and diverge from one another.

<p><em>Technology acquisitions have become an important external source of innovation. But notwithstanding the abundant literature on the topic, relatively little is known about the acquisition process itself and how it impacts acquisition performance. Some papers have used a process perspective as point of departure, but these studies focus at one component of the acquisition process and neglect to question how these different process components interact to influence acquisition performance. To address this gap, we carefully scrutinize each process component for its influence on the subsequent acquisition stages and performance. Using a case study design, we find that the decisions and managerial actions taken in the search and selection phase have an important impact on the success of implementation. We identify search and involvement of the client department as crucial mechanisms in the acquisition process and reveal their implications for the structure and composition of the team managing the acquisition.</em></p>

The British Museum's collection represents the history of British collecting taste since its founding in 1753. Over this time span, many important collectors have played a pivotal role in the development of the British Museum's South Asian collection. Through various acquisition methods, a number of illustrated manuscripts, albums, and photographical archives have been acquired for the museum's permanent collection. This development has coincides with the growing reference collection in the Department of Asia Library. With changes in collection practices, there is a growing question about the appropriateness of audio-visual and multimedia acquisitions for both the museum and the Department of Asia Library. A select history of the South Asian collection is presented alongside the development of the research collections and exploration into digital repositories.

Abstract Starting in the 1980s, market concentration began to rise dramatically decreasing competition and increasing market power for the firms that remain. Such developments have important effects on a number of economic variables such as the efficiency of our economy and income inequality. Thus, it is important to ask: how has the administration of antitrust policy changed over the last half century? To shed more light on these important questions, we explore both change in policy outline by the Department of Justice in its Horizontal Merger Guidelines and change in administrative actions looking at both secondary requests for mergers and acquisitions of different sizes, and pre, post and change in Herfindahl–Hirschman Index in mergers and acquisitions contested by the Department of Justice through the courts.

Document-management technology (DMT) offers a solution to this condition. The authors survey the literature on DMT and its potential for use in the library acquisitions environment. This article considers the rationale and policy decisions that underpin the elimination of paper in favor of image files as an audit archive in library materials invoicing. A case study of the implementation of DMT to support and enhance traditional invoice processing in the acquisitions department of a large research library is included.</span>

For the last fifty years, the possibility of fee-to-trust acquisitions in Alaska has been precarious at best. This is largely due to the Alaska Native Claims Settlement Act of 1971 (ANCSA), which eschewed the traditional reservation system in favor of corporate land ownership and management. Despite its silence on trust acquisitions, ANCSA was and still is cited as the primary prohibition to trust acquisitions in Alaska. Essentially, ANCSA both reduced Indian Country in Alaska and prohibited any opportunities to create it, leaving Alaska Native Villages without the significant territorial jurisdiction afforded to Lower 48 tribes. However, recent policy changes from the Department of Interior reaffirmed the eligibility of trust acquisitions post-ANCSA and a proposed rule from the Bureau of Indian Affairs signals a favorable presumption of approval for Alaska Native fee-to-trust applications. This Note reviews the history and controversy of trust acquisitions in Alaska, and more importantly, it demonstrates the methods in which Alaska Native Villages may still acquire fee land for trust acquisitions after ANCSA.

Despite Congressional and Presidential emphasis on reducing bundling and consolidation of defense contracts, recent studies cast doubt on whether such practices are problematic for small contractors or the defense acquisition system. Those studies proposed that bundling and consolidation are generally positive tools to procure best value. This paper tests these propositions by examining relevant U.S. Department of the Navy (DON) contracts for Fiscal Year 2010, when Congress reported record bundling and consolidation in U.S. defense contracting. Specifically, the paper looks to performance of Navy and Marine Corps buying commands in meeting small business goals and other good-government objectives such as competition, performance-based acquisitions, preference for commercial suppliers, and support for the U.S. defense industrial base. The paper recommends improvements in targeted good-government practices as measures to reduce bundling and consolidation.

Chinese Cross-Border Mergers & Acquisitions (CBMA) have accounted for a majority of Chinese outward direct investment (OFDI) and thus received much academic attention in recent years. Along with China’s integration with global economies, hundreds of Chinese companies have become multinational corporations (MNCs). Equipped with little internationalisation experiences and resources, Chinese MNCs not only struggle to survive intense competition, but also hunt for new opportunities in the global market. As late comers, Chinese MNCs have faced various problems and challenges, particularly in acquiring Western enterprises. Taking the deal of China’s Lenovo acquisition of IBM PC department (PCD) as a case, this paper offers insights into the specific features and characteristics behind Chinese CBMA. The study reveals Lenovo’s unique integration process and thus contributes to the theoretical development of CBMA literature. This study also evaluates the overall performance of Lenovo before and after acquisition of IBM PCD by using both subjective and objective measures.

Synthesis of this topic has a significant impact on the financial well-being for all students and professors around the World. The methodology is the observation then synthesis all current and prior existing literature and facts available for the purpose of understanding the current financial situation for all higher education industry. The paper presents the results of a critical thinking analysis integrated postsecondary education data system. The U.S. Department of Education’s National Center for Education Statistics for higher education institutions database system, called the Integrated Postsecondary Education Data System. This U.S. Government run database has collected annual higher education institutions level information since 1986 and by statute requires all Title IV higher education institutions to report in an accurate and timely manner to this database. This research contributed to the advancement of scientific knowledge in that it provided a research study on the interaction effects between time and merger status upon the performance metrics which generalize across regional, state, and national landscapes. Practical implications address how interested higher education institutions stakeholders can use this study to analyze the historical interaction effects between merger status and time on performance metrics which they wish to improve. The future implications discussion includes how this research study provided what researchers in the field have asked for and how this increased knowledge of merger and acquisitions longitudinal effects on performance metrics provides a framework for further study in this area. The Victoria and Albert Museum’s Word and Image Department holds an estimated 750,000 prints, drawings, paintings and photographs. Recent acquisitions have been catalogued using the Museum’s Collections Information System, but the vast majority of earlier acquisitions are still only described in a wide range of card indexes and printed catalogues. The indexes have been scanned, but the Museum now needs to complete the transfer of the catalogue records to its online system. The ‘Factory’ digitisation project was established in November 2007, with the intention of digitising the Department’s entire holdings and making them available online. Some 15,000 objects have been photographed in the first year, and cataloguing is also under way. The digital images and catalogue descriptions will be made available online via the Museum’s website as the project proceeds.

J. C. Penney, one of Americas largest department stores, and Sephora U.S.A. Inc., an affiliate of the French cosmetics chain, entered into a partnership in 2006. The agreement allowed Sephora to exclusively operate cosmetics stores within J. C. Penney stores and to service J. C. Penney online customers through a link from J. C. Penney web-site to Sephora web-site. The purpose of this case study is to stimulate a critical evaluation of the decision by these companies to enter into a partnership instead of a merger or an acquisition. The case can be used as a tool to facilitate broader discussion of various corporate strategies and their relative merits and demerits. The accompanying teaching note refers the reader to an analytical framework that can be used to determine when to go for corporate partnerships instead of mergers or acquisitions and applies that framework to this case.

The Department of Latin American Art at the Phoenix Art Museum was established on 1st January 1992, and the Librarian of the Museum accepted the additional role of Curator of the Department. Although the Museum has always collected Mexican art, the new Department is concerned with all of Latin America and especially with the 20th century. Similarly, the Library, which has long-established interests in Mexican art, is now expanding its coverage to reflect the scope of the new Department. Grant support has been forthcoming, and Library purchasing has been enhanced by the generosity of a private donor and by a strategy of using a proportion of each exhibition budget for Library acquisitions. Specialist suppliers have been identified, but it has also been necessary to travel. Better networking is needed between professionals in Latin America and the USA; exchange programs have the potential to be mutually beneficial. This paper discusses the ramifications of current Department of Defense (DoD) Acquisition Reform policies on Navy equipment standardization initiatives and provides an overview of the objectives and benefits of making "best value" end item selections during the design and construction process. The DoD initiative to implement acquisition reform by changing the processes by which defense system and equipment requirements are defined and communicated to contractors is having significant impacts on equipment standardization programs. The emphasis on the use of non-developmental and commercial-off-the-shelf items (NDIs/COTS) combined with naval ship system and equipment requirements being expressed primarily in performance terms creates the potential for the introduction of large numbers of commercial equipment to the supply support system. Approaches to maximizing equipment standardization efforts in the era of commercial-based acquisition strategies are described and examples of standardization approaches using recent ship acquisitions (Strategic Sealift, LHD 1, DDG 51, and LPD 17) are presented.. Possible approaches for the use of performance-based equipment databases and real-time linkages through the Internet with COTS manufacturers are discussed. Impacts that could change the structure of existing logistics support systems and result in substantial improvements in both cost and performance of shipboard equipment and components are addressed.

The article analyzes the handwritten “Catalog of New Library Acquisitions” by the famous bibliographer and bibliophile D.V. Ulyaninsky (1861—1918), stored in the department of Rare books (the Book Museum) of the Russian State Library. It is considered as an ego-text that directly reflects the bibliophile life of the author and his experiences related to it. In the text, the bibliophile not only recorded all receipts to his personal library, but also left diary entries. From them, you can learn about the folding of the library structure, changes in the accounting system, and the exclusion of publications from its composition. In his diary entries, which became acts of self-communication and self-reflection, the bibliophile described his relationship with booksellers, difficulties in collecting, justified for himself the high costs of books, rejoiced at successful acquisitions, noted some events of public and personal life, etc. It is concluded that the “Catalog of New Library Acquisitions” acted as a draft, a pre-text for a detailed bibliographic description of the library of D.V. Ulyaninsky, which received a printed embodiment. Many of his notes remain only in manuscript. This fact makes them a unique source both for studying the biography of D.V. Ulyaninsky and for the history of the world of antique book trade and bibliophilia of the late 19th — early 20th century.

since the restructuring of the reader services department (now the academic services department) of ials library in 2000 and the subsequent investment in additional staff capacity, ials library has consciously sought to develop and improve both the public training programmes delivered to researchers and the in-house training programmes provided for library staff. this article seeks to explain the key changes that took place and to describe the resulting expansion in both types of training programmes. the department was fortunate in being able to appoint gillian sands as llm services librarian in january 2001 in a move from the library's book acquisitions section and gillian quickly became an integral part of the reader services team. happily gillian's invaluable years at ials coincided with an exciting and rewarding period of expansion and innovation in the library. as in so many other areas of her work, she bought sensible practical ideas, much bubbly enthusiasm, and a great deal of hard work to help the team make these improvements to services a success.

Проанализирована политика приобретения художественных произведений в музейные коллекции, изучена деятельность Музея живописной культуры, произведен анализ поступлений в Третьяковскую галерею. Прослежено изменение вектора культурной политики в первые годы советской власти, взявшей на вооружение реализм в качестве основного идеологического инструмента. Установлено, что графические произведения русских художников-авангардистов стали достоянием фондов Третьяковской галереи в результате двух больших поступлений – после расформирования Государственного музейного фонда (1927 г.) и вследствие ликвидации Музея живописной культуры (1929 г.). The study aims to (1) answer the question about the time and circumstances in which works of Russian avant-garde graphics appeared in the collections of the Tretyakov Gallery, and (2) determine how the efforts of the national museum aimed at acquiring its funds correlated with trends in the state’s museum policy. The study was carried out based on data from the Tretyakov Gallery’s inventory books and documents stored in the museum’s Department of Manuscripts. In the process of work, the author turned to the books of the Tretyakov Gallery acquisitions kept during the period under study, documents stored in the Department of Manuscripts of the museum, materials of the State Archive of the Russian Federation, as well as results of research by specialists in art and museum studies who examined the legacy of the Russian avant-garde and its reflection in Russian museum collections. The author mainly used methodological tools inherent in historical research: a historical-systems approach and methods of historical-comparative studies. The author analyzes changes in the state museum policy in managing the acquisition of art museum collection funds after the revolutionary events of 1917. She also investigates the work of the Museum of Pictorial Culture, whose collection included works of avant-garde artists. The author determines the moment of change in the orientations of the young Soviet state’s cultural policy; the predominant use of realism in art was the main ideological instrument of this policy. She analyzes the works of art the Tretyakov Gallery received, reveals the avant-garde works the museum obtained in the late 1930s, identifies the trends that influenced the acquisition of the gallery funds in the subsequent period. The author has established that the works of avant-garde graphics became the property of the Tretyakov Gallery funds after two large-scale acquisitions – after the dissolution of the State Museum Fund (1927) and after the liquidation of the Museum of Pictorial Culture (1929). In the 1930s, there was a deformation of all museum activities, including the acquisition of funds. In relation to the collection of modern graphics at the Tretyakov Gallery, this deformation, in particular, manifested itself in the narrowing of the subject matter and directions of acquisition, and the withdrawal from the collection of works that contradicted ideological attitudes and political dogmas.

In October 2014, the University of California Irvine (UCI) Special Collections and Archives acquired a born digital collection of 2.5 terabytes – the largest born digital collection acquired by the department to date. This case study describes the challenges we encountered when applying existing archival procedures to appraise, store, and provide access to a large born digital collection. It discusses solutions when they could be found and ideas for solutions when they could not, lessons learned from the experience, and the impact on born-digital policy and procedure at UCI Libraries. Working with a team of archivists, librarians, IT, and California Digital Library (CDL) staff, we discovered issues and determined solutions that will guide our procedures for future acquisitions of large and unwieldy born digital collections.

The Smithsonian National Museum of Natural History (NMNH) Department of Paleobiology (Paleo) is the steward of the world’s largest fossil collection. The collection is made of 40 million objects housed in 11,000 cases plus 2,600 square meters in oversized housing, all spread over four separate facilities. The collection contains fossil representatives of the entire history of life. The Smithsonian has been accessioning fossils since the late 1880s, and the collection is actively growing through field research of museum scientists as well as through the acquisition of sizeable orphaned collections. The collection database (Axiell EMu) contains about 660,000 specimen catalog records of the estimated 14,000,000 records required to digitally database the entire collection. NMNH Paleo strives to care for and manage the collection in a way that meets the highest standards for collections accessibility and accountability. Our collections management priorities are: ensuring the collections are physically preserved, housed, and arranged to ensure long-term preservation and accessibility; making the collections holdings and associated data digitally discoverable and accessible through Smithsonian data-management systems and global data-sharing utilities; establishing and implementing best-practice systems for managing research-quality specimen data and data-lifecycle management; implementing sustainable workflows for mass-digitization specimen databasing, 2D and 3D imaging, georeferencing, and transcription of relevant collections labels and analog records; requiring all registration activities including acquisitions, loans, borrows, disposals, shipments, permits, and repository agreements meet the highest ethical and legal standards for documentation; leveraging our professional expertise in collections management to train students and avocational collectors in fossil collections care; and to actively collaborate with paleobiologists and other museum researchers and stakeholders to advance the discipline of paleobiology and collections-based research. Addressing these priorities at the scale of the NMNH Paleo collection requires a deliberate strategy and disciplined project management, especially given that staff and resources are limited. The NMNH and the overarching Smithsonian organizational structure use several museum- and institution-wide metrics and reporting systems for evaluating the collections against its strategic goals. Within NMNH Paleo, these metrics are applied to and enhanced by projects that address the priorities listed above. The projects presented here were developed as part of a strategy to meet departmental, museum, and institutional goals. They are integrated across the department and include surveys, assessments, and the development of data standards and workflows. How a company conducts business is often a consumer concern. Individuals have accused company after company of monopolistic behavior. These individuals have also criticized the Department of Justice for not stopping a monopoly from forming in a specific industry. An example is the corn seed industry, where stakeholders have accused companies of monopolistic behavior. Recent mergers and acquisitions in the corn seed industry have left fewer companies in control, and because of this consolidation, individuals are urging the government to act. This Comment argues that, while the corn seed industry is on the road to containing a monopoly, the industry does not yet contain enough characteristics to warrant a government response. However, when a monopoly does form, the government should, and likely will, act.

This paper provides an illustrative example of SDA applying the LEAP process to the development of SDA's optical communications terminals, demonstrating how it is used to identify critical technologies to be supported through investment opportunities that augment the system acquisitions.

Philip Harris, who died on 21 July 2018 at the age of ninety-one, was born in Woodford, Essex, and educated at St Anthony’s School in Woodford (1932-7), St Ignatius College in London (1937-44), Birkbeck College, London, and the Institute of Historical Research. In 1953 he was awarded an M.A. for a thesis on ‘English Trade with the Eastern Mediterranean in the Late 16th Century’. From 1947 onwards he was on the staff of the British Museum (of which the Library was then part), becoming Assistant Secretary in 1959, Deputy Superintendent of the Reading Room in 1963 and Deputy Keeper in 1966. He was in charge in turn of the Acquisitions, the English and North European, and the West European Branches of the Department of Printed Books. In 1998 he published his History of the British Museum Library, the fruit of more than ten years’ research after his ‘retirement’ in 1986.1 His final project there, almost complete when he died, was on the Old Royal Library donated to the Museum by George II.2 At his funeral the first reading was read by a former head of the Chinese Department there.

Abstract. The Philippines’ Advanced Science and Technology Institute under the Department of Science and Technology (DOST-ASTI) has developed an AI-based and near real-time flood extent mapping service that utilizes C-Band Sentinel-1 SAR images. However, this method is limited by the availability of the Sentinel-1 images during flooding events. To address this issue, the institute, through its SARwAIS Project, utilized the S-Band NovaSAR-1 satellite, which was designed and launched by Surrey Satellite Technology, Ltd. With a 10% share to NovaSAR-1’s imaging capacity, the country can task image acquisitions that could help augment the Sentinel-1 datasets. Successfully captured images are prepared using the institute’s developed pre-processing workflow. Afterwards, a thresholding method, adopted from UN-SPIDER’s recommended practices for flood mapping, is employed to identify potentially flooded areas from these images. Generated products are then assessed to determine their relative accuracy in detecting potential floods. Satisfactory products are then distributed to relevant disaster management agencies and are also published in the agency’s social media page for further information dissemination. Python scripts were then developed to automate the established workflows, which were initially done manually. These scripts also help expedite the generation of flood maps especially when processing multiple SAR images. The acquisition and utilization of NovaSAR-1 images substantially help the country address the gaps on the availability of workable data for a more informative disaster response especially during flooding events.

This paper deals with the analysis of the unpublished archival material kept in the Department of Ancient Orient at the State Pushkin Museum of Fine Arts. It is the so-called fichiers — the index cads written by Golenischeff ’ hand mostly in French. These index cards serve a very important source of the provenance of Egyptian monuments from Golenischeff collection. The value of this material is obvious as it comes from the first hands. However, we have few indications of the provenance comparing to the whole corpus of the fichiers, counting only 5% from the 6000 items. It is worth noting that the last 600 index cards have been written by hand ofTatjana Borozdina, and she borrowed the information about the provenance from her teacher Boris Turaev, who in turn was informed by Golenischeff himself. In present article, we study the indications concerning the acquisitions from antiquity dealers in Egypt as well as from various private collectors in Europe and Russia. We also know that many local sellers such as Egyptian fellahin (peasants) served as antiquity dealers and sold the objects to the European collectors (as well as to the famous antiquity dealers). Golenischeff could contact with these local people without mediators as he had a command of Arabic, and was acquainted with the then antiquity market. Apart from this kind of information, the index cards contain the references to the acquisitions at the different auctions and individual purchases. Many names of indicated persons in cards, however, are still unknown to us.

Objectives – The two main objectives of this study were to determine the level of prevalence of liaison work in academic library job advertisements and to investigate whether the current library & information science (LIS) students are aware of liaison duties. Design – The mixed methods used in this study are job postings analysis and online survey. Setting – The research settings were the following: (1) Online academic job advertisements published between November 15, 2007 and January 15, 2008 and collected from Chronicle of Higher Education’s Web site and lisjobs.com; (2) Fifty-three electronic mail lists of ALA-accredited library schools in the US. Subjects – The subjects of the study were 313 online academic job advertisements and 516 LIS students. Methods – The sample size and methodology for the first part of this study were based on four previously published studies. Duplicated job postings were removed and the remaining were organized into 15 categories of access/public services, reference, instruction, bibliographer/subject specialist, combination (instruction and reference), archives/special collections, special libraries, director/dean, department head or coordinator, interlibrary loan (ILL), systems/web development, cataloguing, outreach, and acquisitions/collection-development. Only those job ads containing the term “liaison” were included in the analysis. For the second part of the study, the authors conducted an online survey. They attempted to investigate the knowledge of LIS students on liaison librarianship, to measure the level of exposure to liaison responsibilities in their course work, and to gauge the confidence of the individual in their ability to become successful liaison librarians. The survey was distributed among 53 LIS school electronic mail lists, resulting in 516 respondents. Main Results – The job ad analysis revealed that 29% of job postings were directly related to liaison duties. The liaison component of the positions related to access/public services, instruction, bibliographer/subject specialist, special, and outreach were the highest (50% or more). BACKGROUND: The COVID-19 pandemic has worsened the quality of life (QoL) of Russians, including patients of the orthopedic department of the Rostov-on-Don City Dental Polyclinic, who have installed fixed prosthesis (FP). The organization of online health school (HS) classes for them meant improving the situation by reorienting passive health saving towards active self-preserving behavior basing modern managerial medical and social technologies. Appropriate didactic material was developed and implemented in practice. Quantitative changes in QoL were recorded using the authors indicator system. The positive perception of online classes by patients has become an introduction to the lifelong system of health saving, which is based not only on improving the general or the health culture, but also on the privatization of health and all its components as material socially significant objects (SSO). OBJECTIVE: The purpose of this prospective medical and social cohort study was to confirm the positive dynamics of the QoL of prosthodontist patients after on-line classes at the HS using a process-approach-based quality of life scale (PABQoLS). MATERIALS AND METHODS: 24 patients who installed the FP attended from 6 to 9 lessons from the full course of the HS, which included 10 didactic units. Sociological control of QoL was carried out before the beginning of the work of the HS and after the end of the classes. The dynamics of the patients QoL, expressed through the afferentation gradient (GA), was correlated with the frequency of visits to the HS and reflected graphically using the construction of linear trends. RESULTS: The intensity of information flows from SSO within the cohort decreased by 56.1% (p 0.01), the positive balance of acquisitions increased by 3.5 times (t=0.9) after HS 3 months work. The highest significance (t=6.3) corresponded to a decrease in the flow of information about all losses by 64.6%. The correlation between the visits number (VN) and total AG (acquisitions losses) was 0.494 (p 0.05). The ratio of linear trends in the change in the pragmatic and affiliative components of the balance between acquisitions and losses was 10 to 1 in favor of the pragmatic component as the VN of the HS increased. CONCLUSION: The results of the medico-social study showed the potential of the PABQoLS as an objective and reliable tool for assessing the success of the HS classes in the direction of medicalization of prosthodontist patients.
