Abstract:
The merging of two departments into the Acquisitions and Collection Development Department afforded Loyola Marymount University an opportunity to rethink existing workflows, with the acquisition of electronic books (e-books) being identified as a critical task to review. Process mapping was used to show the complexity of different tasks being performed in the department and to provide a visualization mechanism for staff to see how their work fit into a sequence of actions as part of a larger workflow. The authors listed the types of acquisition models used at their library for e-books and constructed process maps for the following six major types: 1. Firm order e-books; 2. Firm order e-book collections; 3. Approval order e-books; 4. Demand-driven e-books; 5. Standing order e-books, and; 6. Subscription e-book database. The authors merged the individual process maps into a single visualization to view the entirety of the acquisition process as a whole and to show how the different e-book acquisition models relate and diverge from one another.

Abstract:
The context of knowledge management determines the following research question: how theoretical constructs of knowledge management are realised in the performance of academic departments? The research aim is to identify the implementation of study-related knowledge management process at academic department. The empirical research is based on the case study strategy. After targeted selection of cases, in-depth interviews were carried out at two academic departments, where groups of experts had been identified. The collected data were processed by criterion-based analysis. The Department X possesses expertise in education and methodological competence in curriculum construction and study process realisation; study-related processes of collective and individual knowledge management are articulated by study-related terminology and informal identification of knowledge in the process of social interaction dominates here; unfortunately little coordination is given to the acquisition, dissemination, creation, storage and application of knowledge. The Department Y informally reduces the study-related knowledge to the concept of professionalism and knowledge of the study programme content; methodological competence of designing and implementing a study programme (module) is referred to as developing. In this context, the need for knowledge acquisition is realised by attracting external expert knowledge. At this Department, the process of study related knowledge is not systemic and strongly coordinated; individual not collective efforts prevail. Summarising the analysis of the two case-studies, it is evident that a formalized system of knowledge management has not been yet created and implemented in the departments. However, the educational and subject-related competences of the department lead to unintentional knowledge management process that is naturally taking place through the process of studies management with the prevailing non-formal activities of organizational knowledge identification, acquisition, creation, dissemination, storage and application.

<p><em>Technology acquisitions have become an important external source of innovation. But notwithstanding the abundant literature on the topic, relatively little is known about the acquisition process itself and how it impacts acquisition performance. Some papers have used a process perspective as point of departure, but these studies focus at one component of the acquisition process and neglect to question how these different process components interact to influence acquisition performance. To address this gap, we carefully scrutinize each process component for its influence on the subsequent acquisition stages and performance. Using a case study design, we find that the decisions and managerial actions taken in the search and selection phase have an important impact on the success of implementation. We identify search and involvement of the client department as crucial mechanisms in the acquisition process and reveal their implications for the structure and composition of the team managing the acquisition.</em></p>

Abstract Context.—Digital imaging is increasingly common in medicine. Vendors of anatomic pathology software have addressed this need by integrating digital image acquisition and storage into their products. While offering a number of advantages, these solutions cannot be easily adapted to accommodate the existing work flow for many pathology departments. Objective.—To describe a novel solution that maintains the advantages of these integrated solutions but offers many additional flexibilities, making it more compatible with the work flow in most clinical departments. Design.—This solution involves separating the image acquisition step from the image archiving process and creating dual-image storages for greater usability. Software needed to deploy this modular and scalable solution is described. Results.—We have deployed this solution at our institution and achieved widespread acceptance and use, with minimal training required. Deployment in the surgical pathology gross specimen room, in particular, has resulted in a significant increase in the number of photographs taken and the percentage of cases documented photographically. Conclusions.—The complete clinical digital imaging solution described herein is an effective, scalable solution for pathology imaging at a departmental level. Although developed and implemented in an anatomic pathology department, the method described is generally applicable to digital imaging in any large multiuser environment.

This paper presents research on Multilingualism in Language Acquisition, making emphasis on how it affects the process of learning a new langue in multilingual people. The article goes through many topics, such as “the nativist theory” related to the process of language acquisition, among others that help to the understanding of the conclusions. The method used to gather information was through questionnaires. To carry out the research students and teachers from the Language Department of the University of Guanajuato were asked to answer questionnaires. The results of the questionnaires of the subjects were collected and analyzed to find and show the impact of knowing other languages in the acquisition of a new one. The conclusion of this article support and states that multilingualism affects and helps in a positive way with the acquisition of a new language, also stated that language learners who know more languages have an advantage in acquiring a new one than monolingual people.

This paper discusses the ramifications of current Department of Defense (DoD) Acquisition Reform policies on Navy equipment standardization initiatives and provides an overview of the objectives and benefits of making "best value" end item selections during the design and construction process. The DoD initiative to implement acquisition reform by changing the processes by which defense system and equipment requirements are defined and communicated to contractors is having significant impacts on equipment standardization programs. The emphasis on the use of non-developmental and commercial-off-the-shelf items (NDIs/COTS) combined with naval ship system and equipment requirements being expressed primarily in performance terms creates the potential for the introduction of large numbers of commercial equipment to the supply support system. Approaches to maximizing equipment standardization efforts in the era of commercial-based acquisition strategies are described and examples of standardization approaches using recent ship acquisitions (Strategic Sealift, LHD 1, DDG 51, and LPD 17) are presented.. Possible approaches for the use of performance-based equipment databases and real-time linkages through the Internet with COTS manufacturers are discussed. Impacts that could change the structure of existing logistics support systems and result in substantial improvements in both cost and performance of shipboard equipment and components are addressed.

The British Museum's collection represents the history of British collecting taste since its founding in 1753. Over this time span, many important collectors have played a pivotal role in the development of the British Museum's South Asian collection. Through various acquisition methods, a number of illustrated manuscripts, albums, and photographical archives have been acquired for the museum's permanent collection. This development has coincides with the growing reference collection in the Department of Asia Library. With changes in collection practices, there is a growing question about the appropriateness of audio-visual and multimedia acquisitions for both the museum and the Department of Asia Library. A select history of the South Asian collection is presented alongside the development of the research collections and exploration into digital repositories.

The US department store industry has undergone a recent round of strategic acquisition-based portfolio restructuring. The author analyses one such acquisition, studying how its geography was restructured in the premerger stage to conform to the Federal Trade Commission's (FTC's) ‘fix-it-first’ policy and to improve the strategic fit of the transaction. He then investigates evidence, and analyses the effects, of a new era of stricter FTC enforcement, where divestiture may no longer be sufficient in cases of horizontal market overlap. Fundamentally, the author considers the nature of ‘real regulation’ in action, as rules partially dictate investment decisions.

The COVID-19 pandemic enforced schools and universities to shift from traditional face to face learning into online learning. Sudden educational shift brought difficulties for students who were struggling to understand and acquire knowledge from teachers during online learning. The purpose of this study is to explore factors influencing students’ knowledge acquisition during online learning and measuring online learning effectiveness. Based on the literature review, a model has been proposed with three factors that are expected to have significant impact on students’ knowledge acquisition during online learning. Technology infrastructure, individual factor, university factor are independent factors, while online learning effectiveness is dependent factor and knowledge acquisition acts as mediating variable. The primary data were collected through questionnaire given to active students from Department of Business Administration, Parahyangan Catholic University. 295 students submitted their response for the research. Validity analysis, reliability analysis, and hypotheses test were conducted using SPSS. The finding reveals that individual factor and university factor have significant positive impact on knowledge acquisition, while information technology has significant negative impact on knowledge acquisition. The results also showed that knowledge acquisition have significant positive impact on online learning effectiveness, and acts as mediating variable between individual factor and online learning effectiveness. Moreover, the results also revealed that online learning in Department of Business Administration has run effectively. Keywords: online, learning, effectiveness, knowledge, acquisition

Abstract:
Point of care ultrasound (POCUS) competency is now required learning for emergency medicine trainees. However, there is a wide range of areas that need to be assessed when determining competence. Therefore, this study aims to evaluate competence levels of POCUS skill acquisition including the areas of image acquisition, image interpretation and clinical integration of the emergency medicine residents while on shift in real clinical practice situations. This was a retrospective descriptive study. This study was conducted at Srinagarind Hospital, Thailand from January 2021 through December 2021. The data were collected and reviewed from electronic medical records, ultrasound images and video clips. All POCUS competency skills were assessed by researcher staff. Our results demonstrated that our learners had overall satisfactory competence of image acquisition, satisfactory image interpretation skills, and good clinical integration skills. However, obstetrics and gynecology (OB-GYN) ultrasound scores were poor and cardiac ultrasound had the most varied score of image quality. This study clearly showed the measurable benefits of a POCUS course being integrated into real clinical practice.

This is a study of the challenges that acquisition professionals confront in formulating the Department of Defense’s preferred acquisition–incremental development. The research surveys acquisition professionals to recommend the components of an acquisition strategy associated with a typical acquisition program undergoing program/project milestone review and approval. This work provides insights into how program managers use typical programmatic decision inputs (requirements, technology maturity, risk, urgency, and funding) to formulate the components of an acquisition strategy. The results suggest that acquisition policy should perhaps require a justification for most programs of record if an incremental development approach is not planned. Adoption of the recommended acquisition policy changes would make the defense acquisition system more responsive to the warfighter by fielding improved capability as quickly as possible and reducing risk of the eventual delivery of the full required capability.

Sampel dari penelitian ini adalah pustakawan di jurusan pendidikan bahasa inggris fakultas tarbiyah dan keguruan universitas islam negeri antasari banjarmasin. Metode penilitan menggunakan metode kualitatif, teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa perpustakaan memerlukan staf tambahan yang sesuai dengan ahli ilmu perpustakaan, dana yang di dapat untuk pengadaan bahan pustaka tidak menentu di setiap bulan bahkan tahun, perpustakaan belum mempuynyai SOP dalam pengadaan bahan pustaka secara tertulis. Prosedur pemilihan bahan pustaka di tentukan oleh dosen, staf, pustakawan dan mahasiswa. Sistem pengadaan bahan pustaka melalui pembelian, hadiah dan sumbangan. Data collection technique used observation, interview, and documentation. The findings of this research show that the library needs more staff under the field of library experts, the budget for acquisition not stabilized in every month or year, the library has not a standard operating procedure in library acquisition written. The acquisition includes the selection of library materials conducted by lecturers, staffs, librarians, and students. The library acquisition system is implemented through purchases, gifts or grants and contribution.

This research aims to describe and analyze communication strategies used by learners in the acquisition of a second language. In this case, this research analyzes the use of communication strategies in which English is the language of instruction.This study involved 21 students at the Department of English Language and Literature, in one of the state universities in Semarang, Indonesia. These students are second year students in the English Language and Literature Department. This research is a case study in the purpose of investigating the communication strategies used when the participants are engaged when the learning activities take place. The participants are given a conversation project in pairs and exposed to a variety of setting such as in the restaurant, in the professor’s room, and in a company. Data collection was carried out through video and audio recordings. The data obtained are then categorized into 13 categories of communication strategies (Dornyei, 1995) and sorted to obtain the frequency of occurrence. The findings indicate that the students mostly use time-gaining strategy (36%) to overcome the problem in their communication with the interlocutors. It is then followed by the use of meaningless words which occurs very frequently (18%) from all utterances, “repetition” strategy which occurs rather frequently about 16% of the total, literal translation (13%), and “use of non-linguistics means” (10%). In conclusion, choices of communication strategies are highly influenced by the level of the conversation tasks given (Wongsawang, 2001). The occurrence of certain types of communication strategies depends on the tasks given to the students and the level of difficulty of those tasks.

Past efforts to reform defense acquisition have been based in New Public Management assumptions that certain attributes of program managers (PMs), such as their training and experience levels, are important for improving outcomes. This article documents an effort to examine the relationship between such PM attributes and program outcomes using data drawn from annual Department of Defense Selected Acquisition Reports for major defense acquisition programs between 1997 and 2010. The findings provide little support for these assumptions. They point instead to the potential for institutionalist theories to explain acquisition outcomes, which can enable more nuanced reform policies in the future.

Regardless to the facts that English is being taught to Indonesian students starting from early age, many Indonesian thrive in learning English. They find it quite troublesome for some to acquire the language especially to the level of communicative competence. Although Krashen (1982:10) states that “language acquirers are not usually aware of the fact that they are acquiring language, but are only aware of the fact that they are using the language for communication”, second language acquisition has several obstacles for learners to face and yet the successfulness of mastering the language never surmounts to the one of the native speakers. Learners have never been able to acquire the language as any native speakers do. Mistakes are made and inter-language is unavoidable. McNeili in Ellis (1985, p. 44) mentions that “the mentalist views of L1 acquisition hypothesizes the process of acquisition consists of hypothesis-testing, by which means the grammar of the learner’s mother tongue is related to the principles of the ‘universal grammar’.” Thus this study intends to find out whether the students go through the phase of interlanguage in their attempt to acquire second language and whether their interlanguage forms similar system as postulated by linguists (Krashen).

The research covered in this article aimed to investigate how the department manages its assets and complies with the transversal policies of Supply Chain Management (SCM), which deal with demand management, acquisition management, utilisation management and disposal management processes. The information covered within this research is from varying records, official documents and departmental policies, dealing directly with the problem at hand, especially the management and monitoring of movable assets. Varying methods of collecting and analysing data were used to achieve valid and reliable results. The researcher analysed and compared various information records that informed findings with regard to risk management and control measures, value for money, responsibility and accountability and intervention strategies that may bring about efficiency and effectiveness in the department with regard to management of movable assets. This was done to address the issue of audit queries received by the Department of Human Settlements.

As late comers, Chinese MNCs have faced various problems and challenges, particularly in acquiring Western enterprises. Taking the deal of China’s Lenovo acquisition of IBM PC department (PCD) as a case, this paper offers insights into the specific features and characteristics behind Chinese CBMA. The study reveals Lenovo’s unique integration process and thus contributes to the theoretical development of CBMA literature. The article presents the results of the impact of mother tongues on the learning of English as a foreign language (EFL) by students at the University of Kinshasa’s communication department. The study used a double sequential explanatory model combining quantitative and qualitative data collected through surveys, interviews, and tests. The research problem stemmed from observations of how the integration of French and Lingala facilitated students’ understanding, leading to an investigation into the positive impact of mother tongues on EFL learning. The study’s objectives included establishing the perfect mother tongue of students, comparing performance between monolingual and multilingual teaching, and suggesting the multilingual approach for EFL classrooms. Results supported the hypotheses that most students are proficient in lingala for some and French for others. Multilingual teaching outperforms monolingual teaching, and multilingual teaching is appropriate for EFL learners. The study recommends incorporating translanguaging and multilingual strategies into EFL classrooms at the University of Kinshasa to enhance learning outcomes.

Auditing is a systematic process of objectively obtaining and evaluating evidence regarding assertions about economic actions and events to ascertain the degree of correspondence between the assertions and established criteria and communicating the results to interested users. The purpose of auditing is to add credibility to financial statements by providing independent, objective and proffessional opinion on audited financial statements. One effective way to perform an audit is to classify transactions into “cycles” of related activities. An acquisition cycle is important for construction enterprises. The main activities of the acquisition cycle is: 1) purchase requisition, 2) authorized acquisition of materials, 3) receive of materials, 4) transaction recording in accounting, 5) bill payment authorization, 6) cash disbursement. Auditors should test financial statements assertions—existence, completeness, rights and obligations, valuation, and presentation and disclosure—embodied in the acquisition cycle. Auditors should evaluate the control risk of the acquisition cycle. If the control risk is low, the number of substantive audit procedures can be reduced. Some construction enterprises centralises acquisition function in a separate department. Centralisation is helpful in the following way: Purchasing effectiveness is increased. The department managers opportunity to favour certain suppliers is eliminated. The segregation of acquisition, custody and accounting functions diminishes fraud possibilities. The control function is centralised in one department. Information about control structure could be obtained by the questionnaire or by reperformance of control procedures. Substantive audit tests could be classified into two categories: analitycal tests and detail test of account balances and transaction classes. When considering assertions and obtaining evidence about accounts payable and other liabilities, auditors must put emphasis on the completeness and obligations assertions. The enterprises typically are less concerned about timely recording of expenses and liabilities than they are about timely recording of revenues and assets. This would work in opposite way if the main purpose of the enterprise is to hide taxes. Search for unrecorded liabilities is expanded into other fields of auditing—they could be discovered auditing other cycles. Auditor tests receiving reports, supplier's invoices, cash disbursements maid after year end, scans various documents for exceptional amounts. Mistakes should be pointed out in the working papers. Confirmations could also be used for the completeness assertion auditing. Vouching procedure is widely used for evaluation assertion. Liabilities account balances are checked with supporting documentation. Auditors should test proper presentation and disclosure of liabilities. Auditors are mainly concerned that accounts payable contain only amounts associated with the acquisition of materials.

The paper reviews various literatures on language learning curriculum, teaching English as a foreign language curriculum, and professional learning curriculum. The paper also analyses the 2016/2017 UIN Ar-Raniry manual/handbook, and the 2015 annual report of the PBI department curriculum monitoring and evaluation (Monev). The findings elucidate that the PBI department curriculum has met a standardized curriculum quality. Yet, some weaknesses that could decelerate the language acquisition process are still found in such the PBI department curriculum.

Libraries, being state institutions, exist on state subsidies and are limited in their funds, so even though the book market in modern conditions is saturated with document resources, information and library institutions cannot afford the purchase of all necessary publications. The activities of institutions are regulated by normative and legislative acts, which provide both competitive methods of procurement and procurement from a single supplier. To replenish the information and library fund it is not enough to get a legal deposit copy, so it is necessary to find additional sources of acquisition through the integration of information and library institutions with publishing and bookselling organizations. The main sources of information about novelties are price lists and websites of publishers, as well as websites of leading online stores. The use of information technologies and automated systems makes it easy to analyze how much demand the library users have for purchased editions. The library needs to organize a clear feedback between the service departments, the acquisition department and the user. Only collective work of all structural divisions of the library on the list of editions necessary for acquisition will allow to form a qualitative fund.

Plain radiographs are used for initial evaluation of many conditions of the ankle. Many different radiographic views are described in positioning textbooks but evidence on which views to use, in which case, is scarce. The aim of this study was to map imaging procedures related to four indications for ankle projection radiography. A questionnaire was sent to all medical imaging departments in Iceland with questions about acquisition technique for ankle radiography views and which views were used for selected indications. Answer was received from 14 of the 28 departments. All departments gave very similar descriptions of the four most common views. In the case of trauma, all but one department used four views but for control of trauma or operation, four different combinations of views were found using from two to four images. For detrition and osteomyelitis, four views were more common in the larger departments but there was not a statistically significant difference. Eight different combinations of the number of views for the four indications were found. The study indicates that there is a need for standardization in image acquisition protocols. More studies are needed to support decisions about how many views are necessary for the most common ankle radiography indications.

In addition to the above objective factors, there are also subjective aspects of work organization, such as the intellect and experience of the staff.Upon the merging of the sectors of Old and Rare Books, of Art and of Cartography, the Depar­tment of Old, Rare and Cartography Publications was founded in 1957. The character of the mer­ged sectors was the main factor that determined the nature of the acquired documents, which has remained almost unchanged until today. In 1991, this department was divided into two: the depar­tments of Old Periodicals and Rare Publications.The aim of this article is to characterize the acquisition strategy and the specifics of docu­ment selection in the Rare Book Department. Another objective is to overview the traditions of the formation of the department holdings and to outline the perspectives of a more effective kee­ping and cataloguing of documents. The main source is the Rules and Instructions for the work of the Rare Book Department.At present, the department operates on the basis of the Acquisition Instruction confir­med in 1996. The main principles of rare book acquisition are the following: age (pre-1801 publications), rarity (bibliographic rarities), va­lue, uniqueness (exceptional documents whose preservation requires special conditions). The documents from the holdings of the Rare Book Department in the WLLAS electronic catalogue are labeled CIM (the abbreviation of “cimelia”, the word derived from the Greek κειμήλιον and meaning “treasure”).The Rare Book Department holds more than 200 thousand documents of various nature: bo­oks, cartography publications, art albums, en­gravings, photographs, small documents, micro­films. These materials are grouped into separately formed collections.Lately, the problem of the acquisition of ne­wer documents (books, art albums, exhibition catalogues, accidental (small) documents) has become much more urgent. Traditionally, the acquisition of US defense systems has relied on sequential methods of conceptual design and development. While successful in the past, these methods are time consuming and in danger of creating vulnerability gaps that could limit or constrain US response options. The challenge is clear. Either the US Department of Defense (DoD) evolves the way it plans, develops, buys, and manufactures new weapons systems, or it cedes the high ground to a rapidly changing global environment. Adapting and expanding advances in high performance computing (HPC), developing and employing complex physics-based software tools for high fidelity modeling and simulation, and implementing a vision that combines these elements with other processes are critical enablers the DoD is pursuing. Background: This study aims to determine the evaluation and influencing factors in the implementation of the Picture Archiving Communication System (PACS) at the Radiology Department of Margono Soekarjo Hospital, PurwokertoMethods: The type of the research is qualitative research with a purposive sampling approach which produces descriptive data in the form of pictures and written or spoken words from informants and observed behavior. Data obtained by researchers is by means of observation, in-depth interviews, and documentation. The data is analyzed using interactive model, for further drawn conclusions.Results: The results showed that PACS implemented in the radiology department of Margono Soekarjo Hospital, Purwokerto consisted of several components, namely Image Acquisition / Modality, PACS Core Application, Viewing / Reading Station. Image Acquisition / Modality. Factors that influence the implementation of the Picture Archiving Communication System (PACS) at the Radiology Department of Margono Soekarjo Hospital, Purwokerto, were manpower resources, Stability of power supply and Local Area Network, but in the implementation there was no SOP that could be used as operational guidelines for users of inpatient department, polyclinics, and emergency departments.Conclusions: Suggestions for accessing PACS can be done not only can it be accessed from a personal computer but it can be accessed from a laptop.

When calculating the company's business plan, in many cases there is a problem of lack of resources to fully meet the demand for the company's products. In article (Danilin, 2019) the system of models of coordination of decisions between the leading divisions of the company was offered: production department, sales department, department of, financial department. However, the production department was presented in this article only by one model, and technological services were absent. In this article more detailed system of models for production department when calculating the production program is offered, and agreeing on the decision with model of technological service. The calculation of the production program (the company's capacity) and its growth is possible due to several areas: a) the development by the technology departments of short-term projects aimed at the implementation of resource consumption standards; b) the development by technology departments of additional production methods for manufacturing products or services, along with the main; c) additional acquisition of resources through investment; d) outsourcing of domestic semi-finished products. There were special models for each area that would reduce the level of increase in the company's ability to meet the demand for its production. The purpose of the article was to show an opportunity to create a model system out of them, allowing them to maximize the capacity of the production company within the framework of the existing investment opportunities. The scientific novelty is to develop the meta-historical basis for the sequence of implementation of individual models and to harmonize them with each other to solve the problem. The example shows that the use of these directions in a certain sequence allows to increase the power of the company and as close as possible to 100% of the satisfaction of demand.

In order to get the accurate traffic flow parameters, it often takes too long time and a lot of manpower and material resources. So, combined with GPS vehicle positioning system and the characteristics of traffic flow parameters, the transformation model of traffic parameters in intelligent acquisition system of traffic flow parameters is designed and the data processing and error recovery method are present. The results show that the system, integrated fully the advantage of GPS, can transform GPS coordinates into the features of traffic flow parameters directly, which has an intuitive guide to the traffic management department.

Abstract Aim The objective of this report is to describe the implementation and pilot-test of an integrated wireless local area network (WLAN) system that incorporated the Planmeca Promax® CCD based digital panoramic/ cephalometric x-ray system, Dolphin® software, and multiple remote user units to increase the efficiency of data management by the residents in the Department of Orthodontics. Background The Department of Orthodontics of the New Jersey Dental School (NJDS) acquired the Dolphin® cephalometric analysis software and the Planmeca Promax® digital panoramic/cephalometric x-ray units on separate occasions. Dolphin has been in use for many years at this institution, the current version being 10, and the Promax was acquired in the Fall of 2002. The digital panoramic and cephalometric radiographs were acquired and stored separately in the Planmeca's Dimaxis database. Report During the incorporation of the WLAN, there was an opportunity to research and install the best available security system for the WLAN so it could be a network model for the other departments within the dental school and perhaps other dental schools around the nation. Summary Digital radiographs, once obtained, can be stored locally or transmitted securely to remote locations via a local area network. This article describes the selection criteria and methodology that would optimize the transmission and retrieval of such images instantaneously on demand at chair side locations. Purpose The Weapon Systems Acquisition Reform Act (WSARA) was enacted in 2009 to improve Department of Defense public procurement processes and limit cost overruns in major acquisition programs. Design/methodology/approach Seven years later, the authors investigate the effects of WSARA on cost overruns for major Air Force acquisition programs and then conduct an exploratory case study specifically targeting WSARA impacts on the Operations and Support phase of a program’s life cycle. Findings The authors find that while there are some positive impacts on cost overruns in limited areas, the majority of the models demonstrate either no statistically significant effect from WSARA or an increase in cost overruns post implementation. Originality/value These findings are consistent with much of the literature on the historical ineffectiveness of previous acquisition reforms to ameliorate cost overruns.

The Text Analysis Program (TAP) was designed by a team from the Department of European Studies and Modern Languages and the Computer Services Department of the University of Ulster with a view to enhancing language learning techniques for third level language students. Work on the program was funded jointly by the CTI and the University of Ulster. A Multiple Choice Question (MCQ) program was also developed as part of the same project. The program came into service in the academic year 1989-90 when it was tested on three groups of students. Some minor modifications were made before it was reused in 1990-91 and 1991-92 with the group of students who seemed to us most likely to benefit from its use. It is now undergoing further adjustment in the light of the second and third year's experience and is set to become a permanent feature of second year teaching on the BA (Hons) International Business Communication course (IBC). The present paper seeks to evaluate the program under two headings: ease of use and effectiveness as a means of enhancing linguistic awareness and language learning techniques.
