Como tal, o trabalho proporciona uma contextualização em torno do debate que envolve o conceito de boa governação para melhor enquadrar a análise do projeto supramencionado.
The present study adopts the format of an Internship Report carried out within the Master of International Development and Cooperation at the Higher Institute of Economics and Management – University of Lisbon. This Report is the result of the completion of an internship at the Association of Cooperation Between Peoples (ACEP), based in Lisbon. The goal of the internship was to analyse the work implemented by the NGO in the field of good governance, particularly the project “Civil Society for Development – More Transparency, Better Governance” in São Tomé and Príncipe, carried out by ACEP and FONG-STP. For this purpose, it is provided a contextualization of the debate around the concept of good governance to better frame the analysis of the aforementioned project.

The dissertation seeks to understand the relationship of the visually impaired with the radio, and how broadcast content are crucial in everyday social relations and the study group. Part is the assertion that the radio airs daily various aspects of daily life. These aspects are perceived both in radio content, that aims to approximate the listener, in order to gain audience, but also the intimacy generated between the listener and the speaker (the speaker). The research was applied to the Association of the Blind of Piauí (ACEP), focusing on the observation of the regulars that environment, and the interference of the communication medium, radio, in daily relations of the members of the institution. Theoretically, the work is based on studies of radio which include: history, functions and features and Sociology of Everyday Life, with the main theoretical , the Frenchman Michel Meffesoli . The methodological approach is ethnography , divided into three stages of development: application of closed questionnaires ( 100 visually impaired ACEP , exploratory ) , in-depth interview ( conducted with some members of the association and arranged at work) and participant observation ( performed both in the ACEP , as the monitoring of two members for one day ) . The empirical analysis of object points that radio can be seen at various times of daily public studied, this being a decisive factor in socialities and daily make the blind.
A dissertação busca compreender a relação do deficiente visual com o rádio, e como os conteúdos veiculados são determinantes nas relações sociais e cotidianas do grupo em estudo. Parte-se da assertiva, que o rádio leva ao ar diariamente vários aspectos do cotidiano. Esses aspectos são percebidos tanto no conteúdo radiofônico, que objetiva a aproximação do ouvinte, com o intuito de ganhar audiência, como também da intimidade gerada entre quem escuta e quem fala (o locutor). A pesquisa foi aplicada na Associação do Cego do Piauí (ACEP), tendo como foco a observação dos frequentadores daquele ambiente, e a interferência do meio de comunicação, rádio, nas relações cotidianas dos membros da instituição. Teoricamente, o trabalho está fundamentado nos estudos sobre rádio, que englobam: histórico, funções e características e na Sociologia do Cotidiano, tendo como principal teórico, o francês Michel Maffesoli. O procedimento metodológico é a etnografia, dividido em três etapas de desenvolvimento: aplicação de questionários fechados (a 100 deficientes visuais da ACEP, de caráter exploratório), entrevista em profundidade (realizadas com alguns membros da associação e dispostas no trabalho) e observação participante (realizada tanto na ACEP, como o acompanhamento de dois membros durante um dia). A análise do objeto empírico aponta que o rádio pode ser percebido em vários momentos do cotidiano do público estudado, sendo este, um elemento determinante nas socialidades e no fazer diário do cego.

Resumo: Esse trabalho apresenta uma revisão do processo de codificação de voz baseado em predição linear com excitação por códigos (CELP), assim como um estudo sistemático e aprofundado dos algo ritmos de busca utilizados em dicionários de multi-pulsos algébricos, que caracterizam os codificadores ACELP. Além do estudo de diversos tipos de algoritmos de busca existentes, propõe-se aqui um novo método, denominado de busca seqüencial de posições. Os algoritmos de busca são descritos com uma notação homogênea e representados através de pseudo-códigos. Além disso, são feitas análises dos algoritmos no que diz respeito à complexidade e à qualidade de voz através da inserção dos mesmos nos codificadores G.729 e GSM-AMR, que pertencem respectivamente aos organismos de padronização ITU-T e ETSI. As medidas levantadas mostram que, quando comparado com os algoritmos de busca adotados pelas padronizações atuais de codificação de voz, a busca seqüencial de posições requer um esforço computacional consideravelmente menor, ao custo apenas de uma pequena degradação na qualidade perceptual da voz codificada. Ainda no âmbito da redução do tempo gasto no processo de busca nos dicionários algébricos, este trabalho também apresenta uma análise do impacto da implementação otimizada dos algoritmos de busca no desempenho do codificador como um todo, questão que surge com a utilização de processadores digitais de sinais modernos com alto nível de paralelismo
Abstract: This work presents a review of the code-excited linear predictive (CELP) voice coding scheme, and a detailed and structured study of the search algorithms for algebraic multipulse codebooks (ACELP). In addition to the study of the current algorithms, this work also proposes a new search method, named as position-sequential search. Throughout this work the search algorithms are described using a common notation and represented by pseudo-codes. The computational complexity and perceptual quality of the search algorithms have been measured by the use of the ITU-T G.729 and the ETSI GSM-AMR speech coding standards. The implementations showed that in comparison to standard search procedures the position-sequential search causes only a slight degradation in voice quality, whereas providing a significant reduction in computational complexity. In the sense of reducing the time spent in the search process, this work also analyzes the impact of the optimized implementation of search algorithms on the global performance of the coding process. This question arises in algorithm implementations in modern digital signal processors with a high level of parallelism

In the early 1980's and 1990's, companies began to build upon the principles of Total Quality Management and developed there own unique quality systems. The most popular and well known of these systems is Six Sigma that was developed by Motorola and successfully adopted by others such as Allied Signal (now Honeywell) and most notably, General Electric. Six Sigma can be characterized as a highly formalized, process oriented improvement tool that is data focused. The Six Sigma process is normally performed by a diverse team, who attack a quality/process problem by analyzing process variation or in statistical terms, sigma. The foundations of Six Sigma are commitment from upper management, detailed training and a regimented diagnostic approach. Another quality operating system is the less known, but very successful, Achieving Competitive Excellence (ACE) operating system. This system was developed and is practiced by United Technologies Corporation (UTC). The ACE system is broader based than the Six-Sigma approach, however, ACE is not as data oriented as the Six Sigma approach. ACE revolves around the three principle categories of process improvement and waste elimination tools, decision-making tools, and problem solving tools. These tools impact issues as diverse, but not limited to, factory floor cleanliness, market feedback analysis, machine tool preventative maintenance and set up reduction. ACE is a combination of lean manufacturing and quality improvement philosophies. This paper provides an analysis of both the Six Sigma and ACE Quality Operating Systems. In the paper the systems are compared and contrasted. Further, strengths and weaknesses of each system are discussed. In particular, the analysis focuses on how ACE can leverage elements
(cont.) and aspects of Six Sigma. The analysis concludes that there are elements of Six Sigma that would benefit ACE. The paper identifies that the strength of Six Sigma's statistical approach and its positive impact on process certification could be beneficially applied to the ACE system. Further, there are recommendations for UTC to place more of an emphasis on ACE training and to accelerate its current efforts to better link quality and lean improvement to product engineering and design.

Full textThe impact of modern science and technology has led to many changes in economics, agriculture, medicine, and other fields. All these changes have to be evaluated in terms of their status in Islamic law, because Muslims have always sought to lead their lives in accordance with Islamic teachings. The 'ulama' dayah, have contributed to meeting the challenge of resolving such problems. In formulating their decisions, the 'ulama' dayah usually refer to the standard texts of the four classical schools of Islamic law. The reliance on classical texts is justified by their conviction that present-day 'ulama' are unable to exercise ijtihad independently since they lack the qualifications which have been traditionally demanded of a mujtahid.
