Abstract:
The Basel accord describes the regulatory capital requirements for credit, market and operational risk. The accord aims to provide guidelines to level the playing field for all internationally active banks and to protect consumers against these risks. Despite the growing significance to bank solvency of liquidity risk, it is omitted from the new accord2. Banks are not required to measure and manage this risk yet they are often considerably exposed to the threat of severely diminished liquidity. This omission from the accord could have dire consequences for banks and the economy in which they operate: liquidity crises can occur without warning and spread quickly to other parts of the financial system. This article critically explores current practices in South Africa and proposes guidelines for effective liquidity risk regulation.

ABSTRACT Present-day fixations on “embodied minds,” and “enactive” assessments of life fail to recognize alive, moving bodies, precisely as James Joyce implicitly shows in his experience-anchored descriptions of the ineluctable modality of the visual and of the audible. Joyce's experience-anchored descriptions accord with Edmund Husserl's renditions of “the kinestheses” and their integral relationship to perception and to the development of agency. They furthermore accord with John Dewey's writing on aesthetics that describe the immediacy of motion into sense and sense into motion in both nonhuman animal life and aesthetic experience. William James's connection of the stream of thinking with the stream of breathing is in further accord. Such accords show that animate forms of life are essentially mindful bodies sensuously and affectively attuned to their surrounding world. Cave art, both its creation and appreciation, is further testimony to mindful bodies as is internationally known musician Roger Sessions eloquent descriptions documenting the integrality of movement to all the arts. All such accords testify to the central and essential presence of the sense modality of movement—kinesthesia—and its bodily engaged dynamics in animate life and in art.

Abstract:
Civil society organizations were disenfranchised, as were many countries, at COP-15 in Copenhagen in December 2009. The main forces that contributed to this disenfranchisement were not, however, increased registration and the merging of movements within civil society. Poor planning did contribute to the disenfranchisement; however, in cooperation with state actors, this was also to some extent overcome at COP-15. The unusual process by which the Copenhagen Accord was developed did disenfranchise civil society and many countries. Major concerns regarding the undemocratic nature of this process and the inadequacy of the Accord were raised by some countries in the final plenary of COP-15. These countries were backed by a number of civil society organizations that had already denounced the Accord as a non-deal, contributing to the COP not adopting the Accord as a formal decision. The Accord's existence was eventually only noted by the final COP-15 plenary, reflecting this widespread disaffection.

Abstract:
Based largely on new documentary evidence from Vietnam, this article examines North Vietnamese policymaking immediately after the signing of the 1954 Geneva accords. The article demonstrates that leaders in Hanoi sought to abide by the accord on Vietnam because they genuinely believed that implementation would produce national reunification peacefully and in accordance with the interests of the “socialist revolution.” To that end, they instructed all operatives and supporters in both halves of Vietnam to undertake no activity that might sabotage and otherwise undermine the Geneva accord or provoke or justify non-compliance by the enemy. This stance disappointed revolutionaries in the South, who considered the French, the Americans, and their indigenous “lackeys” incapable of respecting the Geneva agreement.
