« Le chemin des sentiments » est une allusion au titre du roman : il s’agit d’une véritable route que, pendant la guerre au Liban en 1989, trois enfants empruntent en allant à pied de Beyrouth au village de Chlifa qui se trouve de l’autre côté du mont Liban. Leur traversée du paysage a un motif évident, c’est-à-dire se sauver devant les bombardements de la capitale qui ont déjà causé la mort de beaucoup d’habitants dont la famille de Maha, jeune fille de douze ans, qui doit s’occuper à cause de cela de son petit frère Jad. Le personnage principal est Karim, adolescent de seize ans, qui après cette route cruciale se retrouve au Québec, où ses parents ont déjà émigré. Les sentiments éprouvés par les personnages, tant positifs que négatifs, sont provoqués par des situations de crise où ces jeunes ils se retrouvent : face à la guerre et à l’émigration. Abstract:
To investigate the route choice behavior of travelers under unexpected accidents, this study designs four different scenarios of travelers’ route choice behavior experiments according to the severity of unexpected accidents. The bounded rationality characteristics of travelers, such as the time perception difference coefficient, psychological threshold effect coefficient, and scale effect, are introduced into the generalized random regret minimization (GRRM) model. An improved generalized random regret minimization (IGRRM) model is constructed based on travelers’ route choice behavior under unexpected accidents. The collected data of travelers’ route choice results under four different congestion-level scenarios are analyzed by the IGRRM model. The study finds that with the increase in congestion level, travelers are more willing to change the route; during the commute, travelers tend to choose the route with less travel time and angular cost; in the moderate and serious congestion scenarios, travelers no longer reject the detour route; attribute perception difference, scale effect, and psychological threshold effect; affect travelers’ route choice behavior. The IGRRM model based on the route choice behavior of travelers can more accurately characterize the route choice behavior of travelers under unexpected accidents, provide a basis for traffic flow distribution under unexpected accidents, and benefit traffic management departments to take traffic control and guidance measures to ease the traffic congestion caused by unexpected accidents.

Résumé Rallu Jean-Louis - Conduite automobile et accidents de la route. Les différences de mobilité entre conducteurs automobiles, selon le sexe et l'âge, rendent nécessaire une mesure des risques d'accidents qui tienne compte des kilométrages parcourus annuellement. La fréquence des accidents varie beaucoup avec l'âge et, aux âges jeunes surtout, avec le sexe. Les jeunes, principalement les hommes, ont les taux les plus élevés, puis les personnes âgées. Pour les femmes, les taux après 70 ans, dépassent les taux aux âges jeunes. Les causes d'accidents varient beaucoup selon le sexe et l'âge et recouvrent des types de conduite différents : vitesse et goût du risque chez les jeunes, difficultés de s'insérer dans une circulation rapide aux âges élevés. Le vieillissement de la population et l'augmentation des proportions de personnes âgées disposant du permis de conduire, peuvent influencer sensiblement l'évolution du nombre des accidents. Au niveau européen, le comportement des conducteurs explique aussi l'essentiel des accidents et pose le problème des grands axes de circulation en Europe.

Abstract:
With the increase of global civil aviation transportation, more and more researchers pay attention to the analysis of civil aviation accidents. Time series analysis can obtain the variation law in a large amount of data, and there is no research result of aviation accident time series yet. Based on the Mann-Kendall trend analysis and mutation analysis methods, this paper studied the change trend of accidents and casualties in different flight stages of civil aviation and built ARIMA (Autoregressive Integrated Moving Average model) time series analysis model to predict the number of civil aviation accidents and casualties by the long-term data in the world. (1) The number of civil aviation accidents fluctuates generally in the world; from 1942 to 2016, there were two fluctuation periods of civil aviation accidents. (2) The number of global civil aviation casualties from 1942 to 2016 showed a parabola trend of increasing first and then decreasing. The highest number of casualties appeared in 1972, which was 2373; on the different flight stages, the number of accidents was different. In the air route and approach phase, the number of accidents was the most, and the number of casualties was more than other flight phases, accounting for about 50% of the whole flight phase. (3) In addition to the land phase, the number of accidents showed a significant decrease in other flight phases; while the air route and total number of casualties decreased significantly, the number of casualties at other flight phases did not decrease significantly. There were no sudden changes in the number of global civil aviation accidents and approach casualties. (4) The sudden change point of the global civil aviation casualties was 2013, the sudden change point of the air route stage accidents was 1980, the sudden change point of approach stage accidents was 2012, and the sudden change point of air route stage casualties was 2006. According to the ARIMA (1,0,1) model, the numbers of global civil aviation accidents and casualties were predicted to 2025. Through time series research, we have explored the variation law in the historical data of long-term aviation accidents and predicted the possible changes of future aviation accidents, providing data reference for aviation safety research.

Between 2005 and 2007 there were 9071 traffic accidents involving bicycles within London and this paper demonstrates the utility of Geographic Information Systems as a tool for analysing and visualising these occurrences. Through linkage of these spatial locations to a street network dataset it was possible to create a variety of intelligence about the types of street infrastructure where accidents predominantly occur. Additionally, a network routing algorithm was adapted to account for the frequency of accidents within a series of proposed journeys. This pilot routing application compared the quickest route with an accident avoidance weighted route between a series of origins and destinations. The results demonstrated that the routes avoiding areas of high accident volume did not increase journey length significantly; however they did provide a “safer” route based on empirical evidence over the volume of accident locations.

An emergency evacuation route is an important component of emergency rescue of for nuclear accidents. A reasonable evacuation route can reduce evacuation times and protect people’s life. The evacuation route of the nuclear power plant is abstracted into a network diagram and a mathematical model of evacuation optimization route based on the graph theory and the parity of spot diagram method in this paper. Road traffic capacity and other external factors that may affect emergency evacuation are considered in the time weight factor for each road. Finally, an example is given to verify the feasibility of the model.

Les collisions de la route, une préoccupation mondiale en matière de santé publique et de socio-économie, coûtent la vie à 1,19 million de personnes chaque année. Le Liban, avec une population de moins de 6 millions d'habitants, enregistre chaque année près de 1 000 décès dus aux collisions de la route. Les défis sont exacerbés par la croissance démographique, la possession de véhicules au sein des foyers, la détérioration des infrastructures et les conflits régionaux, le tout compliqué par des données fragmentées. Le manque de recherches antérieures sur la sécurité routière aggrave la situation en entravant la formulation de politiques éclairées. En utilisant une approche multidimensionnelle, cette thèse entreprend une exploration exhaustive des défis de la sécurité routière, visant à combler les lacunes de la recherche et s'efforce de fournir une stratégie holistique pour améliorer la sécurité routière. Sa vision ultime s'étend à des routes plus sûres, à une réduction des décès et à l'évolution vers un système de transport durable. La thèse se déploie en deux axes principaux : le système de management de la sécurité routière et le comportement des conducteurs. Dans le premier axe, une analyse exhaustive de la situation actuelle du système de management de la sécurité routière au Liban a été réalisée. Cette analyse examine en profondeur les défis, ainsi que les complexités historiques, institutionnelles, organisationnelles et financières qui influencent le cadre actuel de la sécurité routière. La thèse évalue les mécanismes d'application du code routier, les affectations budgétaires et propose des recommandations fondées sur des données probantes pour améliorer à la fois la sécurité routière et la durabilité au Liban. Cette analyse exhaustive souligne l'urgence d'adopter une stratégie holistique couvrant un large éventail d'aspects liés à la sécurité routière, de l'application rigoureuse des lois à l'amélioration des infrastructures, en passant par l'allocation durable des financements et la collaboration internationale active. Reconnaissant que les données soient la pierre angulaire d'une gestion efficace de la sécurité routière, la thèse aborde brièvement le problème crucial de la fragmentation et de l'incomplétude des données sur les traumatismes liés à la circulation routière au Liban. Se penchant sur le facteur humain, le deuxième axe se concentre sur le comportement des conducteurs, élément essentiel de la sécurité routière qui a manqué d'outils validés dans le contexte libanais. La thèse comporte l'adaptation transculturelle de quatre échelles de mesure (le locus de contrôle du trafic, le questionnaire sur le comportement des conducteurs, l’échelle de la colère au volant et l'inventaire des compétences des conducteurs) pour comprendre et atténuer les comportements dangereux des conducteurs. Ce processus complexe implique la traduction, l'adaptation transculturelle, une validation rigoureuse et l'implication de divers groupes de conducteurs libanais dans la collecte de données. Au-delà de la validation, elle explore l'association entre ce comportement et les collisions de la route, avec le potentiel d'influencer les politiques de sécurité routière et de promouvoir de bonnes pratiques de conduite. Cette thèse sert alors de plan directeur transformateur, visant à forger des routes plus sûres, à réduire les collisions et à améliorer la qualité de vie au Liban. Road traffic collisions, a global public health and socio-economic concern, claim 1.19 million lives annually worldwide. Lebanon, with a population under 6 million, contends with nearly 1,000 road fatalities each year. Challenges are amplified by population growth, increased household vehicle ownership, deteriorating infrastructure, and the enduring impact of regional conflicts, all further obscured by fragmented data. The dearth of prior research on Lebanese road safety compounds the predicament, impeding informed policy formulation and precise solutions. The thesis unfolds along two main axes: road safety management and driver behaviour. The first axis provides a comprehensive analysis of the current state of road safety management in Lebanon. This analysis delves deeply into the challenges, as well as the historical, institutional, organizational, and financial complexities that shape the current framework for road safety. The thesis evaluates existing policies, enforcement mechanisms, budget allocations, and proposes evidence-based recommendations to improve both road safety and sustainability in Lebanon. This thorough analysis highlights the urgent need for a holistic strategy that covers a wide range of road safety aspects, from strict law enforcement to infrastructure improvements, sustainable funding allocation, and active international collaboration. Recognizing that data is the cornerstone of effective road safety management, the thesis addresses briefly the critical issue of fragmented and incomplete data on road traffic injuries in Lebanon. Focusing on the human factor, the second axis concentrates on driver behaviour, a key element of road safety that has lacked validated tools in the Lebanese context. The thesis advocates for the cross-cultural adaptation of four measurement scales (Traffic Locus of Control, Driver Behaviour Questionnaire, Driving Anger Scale, and Driver Skills Inventory) to understand and mitigate risky driver behaviours. This complex process involves translation, cross-cultural adaptation, rigorous validation, and the involvement of various groups of Lebanese drivers in data collection. Beyond validation, it explores the relationship between driver behaviour and road collisions, with the potential to influence road safety policies and promote good driving practices. This thesis thus serves as a transformative roadmap, aiming to create safer roads, reduce collisions, and improve the quality of life in Lebanon. It is a clarion call to address the urgent need for action and the pursuit of data-driven solutions

L’importance accrue de la réparation intégrale a contribué au bouleversement des règles du droit commun de la responsabilité civile et a préparé la voie à l’émergence des régimes spécifiques de responsabilité civile et d’indemnisation. C’est au terme de cette évolution qu’un régime spécifique de responsabilité civile d'accidents de la circulation a été mis en place en droit français. Il a pour objectif principal le renforcement des droits des victimes par le biais de deux processus principaux. Le premier consiste en une amélioration de la situation des victimes tout en ménageant les conditions de la responsabilité. Le second est lié à l’accélération de l’indemnisation par la régularisation de la voie conventionnelle, et par l’établissement des organismes d’indemnisation. Comment protéger les victimes d’accidents de la circulation au Liban et plaider pour l’instauration d’un régime spécifique de responsabilité à la lumière de l’expérience française ? L’analyse du droit libanais permet de cerner l’existence d’un régime spécifique « implicite » d’accidents de la circulation au sein du Code des obligations et des contrats. Cette étude tend à « dépoussiérer » les règles de ce régime. A partir d’une étude comparative minutieuse des régimes libanais et français. Elle propose une nouvelle lecture des règles du droit de la responsabilité civile dans le but de mettre en lumière le nouveau centre de gravité de la matière, fondé sur le régime spécifique et des mécanismes d’indemnisation. Ces derniers permettent une plus grande protection des victimes en garantissant une réparation intégrale des atteintes à l’intégrité corporelle et en participant à la protection de la dignité humaine
The accruing importance of the concept of full indemnification has contributed to the disruption of the general rules of common law of civil liability and has paved the way for the rise of a particular civil liability regime and indemnification. As result of such developments, a particular regime of civil liability relevant to the road traffic accidents emerged under French Law. The main purpose of such regime is to strengthen the rights of victims via two main processes. The first aims at the improvement of the position of the victims while preserving the conditions of the particular civil liability. The second process is relevant to the speed and effectiveness of indemnification through the normalization of the conventional approach, and the setting up of indemnification. How to protect the victims of road traffic accidents in Lebanon and advocate for the establishment of a particular regime of liability in such accidents in light of the French precedent? The study of the Lebanese Law helps identifies the existence of an "implied" particular regime for road traffic accidents within the Code of obligations and contracts. This study tends to "dust off" the rules of this regime. Based on a thorough comparative study of the Lebanese and French legal systems, this thesis suggests a new interpretation of the rules of civil liability in Lebanese Law in order to elaborate a new focal point for the subject matter, which shall it based on the particular regime and mechanisms of indemnification. The latter grant a wider protection for victims by ensuring a full indemnification of bodily injuries as well as ensuring a protection of human dignity

Mais la jurisprudence francaise et koweitienne ont permis a telle victime de se retourner directement contre l'assureur du responsable. La promulgation de la loi badinter a remis en cause toutes les justifications proposees par la doctrine qui reposent sur la theories classique de droit civil. D'un autre cote, en france, a la difference de ce qui se passe au koweit, les compagnies d'assurance estiment qu'il est necessaire de regler aimablement les dommages materiels subis par la victime d'un accident de la circulation. Ceci a en effet, encourage le legislateur francais a suivre le meme schema dans le domaine de l'indemnisation des dommages corporels. Background : L’accident Vasculaire Cérébral (AVC) est la deuxième cause de décès au Liban et dans le monde. Il existe une pénurie d'informations fiables concernant l'épidémiologie de l'AVC au Liban. L’objectif de cette étude est d’identifier les facteurs de risque et les symptômes d'AVC dans la population libanaise et de développer un score pour la future prédiction de l'AVC et un score pour le diagnostic de l'AVC en situation d'urgence.Méthodes : Une étude cas-témoin a été menée pour la génération des scores. Les données ont été collectées à l’aide d’une fiche de collecte de données conçue dans deux hôpitaux tertiaires au Liban entre le 1er janvier 2012 et le 31 décembre 2014. Une régression logistique a permis de déterminer les facteurs de risque et les symptômes d'AVC. Les coefficients arrondis ont engendré un score pour le risque d’AVC (ROSS) et un score de diagnostic de l'AVC (DS-Stroke). Une autre étude cas-témoin a été menée pour la validation des scores, où les données ont été collectées à l'aide d'un questionnaire normalisé dans cinq différents hôpitaux tertiaires entre le 1er janvier 2015 et le 31 décembre 2016. Le ROSS et le DS-Stroke ont été validés en les comparant au diagnostic final des hôpitaux.Résultats : En total, 732 participants ont été inclus dans l'étude de génération du score (202 cas d'AVC et 530 contrôles sans AVC) et 650 participants ont été inclus dans l'étude de validation du score (205 cas et 445 contrôles sans AVC). Plusieurs facteurs de risque et symptômes ont été associés à l'AVC au Liban. Le ROSS et le DS-Stroke ont été construits et évalués avec des hautes zones sous la courbe et des valeurs négatives et positives prédictives élevées.Conclusion : Le ROSS est un bon outil d'évaluation des risques pour améliorer la prévision de l'AVC dans la population libanaise et serait particulièrement intéressant dans le cadre des soins primaires afin de réduire l'incidence de l'AVC. Le DS-Stroke est un autre outil précieux à utiliser pour le diagnostic de l'AVC à l'urgence et serait intéressant pour l'utilisateur afin d'avoir un diagnostic précis de l'AVC, appeler à d'autres tests d'urgence si nécessaire et d’accélérer le traitement pour les patients AVC
Background: Stroke is the second leading cause of death in Lebanon and worldwide. There is a scarcity of reliable information about the epidemiology of stroke in Lebanon. We aim to identify stroke risk factors and symptoms in the Lebanese population and develop a score for future stroke prediction and another for stroke diagnosis at emergency.Methods: A case-control study was conducted for the scores generation. Data were collected through a designed data collection sheet at two tertiary hospitals in Lebanon between January 1st, 2012 and December 31st, 2014. A logistic regression determined stroke risk factors and symptoms and the rounded coefficients generated a Risk of Stroke Score (ROSS) and a Diagnosis Score for Stroke (DS-Stroke). Another case-control study was conducted for the scores validation where data were collected through a standardized questionnaire at five different tertiary hospitals between January 1st, 2015 and December 31st, 2016. ROSS and DS-Stroke were validated by comparing them to the hospitals final diagnosis.Results: In total, 732 participants were included in the score generation study (202 stroke cases and 530 stroke-free controls) and 650 participants were included in the score validation study (205 cases and 445 stroke-free controls). Many risk factors and symptoms were found to be associated with stroke in Lebanon. ROSS and DS-Stroke were constructed and validated with high areas under the curve and high negative and positive prediction values.Conclusion: ROSS is a good risk assessment tool for use to improve the prediction of stroke in the Lebanese population and would be of particular interest in the primary care setting to reduce stroke incidence. DS-Stroke is another valuable tool to use for stroke diagnosis at emergency and would be interesting to user in order to have an accurate diagnosis of stroke, call for further emergency testing if necessary and speed up the treatment for stroke patients

In the first part, some interesting economical information are given concerning the port of beirut. Furthermore, the said part relates to a study regarding the stage prior to litigation. Also the marine insurance occupies an important place and a parallel is done between the english policies and the french policies. Les règles du droit commun de la responsabilité civile qui leur étaient applicables, ont été très tôt remises en cause en raison des incidences que pouvait avoir le comportement des victimes - leur fait tant fautif que non fautif - sur leur indemnisation. Les nombreuses tentatives visant à améliorer le sort des victimes et à instaurer un droit spécial à ce genre d'accidents allaient en France se traduire par une centaine de projets de lois dont aucun n'allait aboutir. Il n'en fut pas de même à l'étranger. Chez nous, il fallut attendre 1982 pour que des solutions de rechange viennent remplacer les solutions traditionnelles. Un premier pas devait être franchi avec l'arrêt Desmares du 21 juillet 1982 venant mettre fin au partage de responsabilité entre l'auteur et la victime. Trois ans plus tard, la première loi spéciale aux accidents de la circulation, la loi du 5 juillet 1985, allait considérablement améliorer le sort des victimes de ce genre d'accidents, en particulier celui des victimes non conductrices
In recent years, there have been substantial changes in road - trafic accident law. The common - law rulings on personal liability which applied to such legislation were questioned at an early date because of the effects which the behavior of the victims - whether they were responsible or not - could have on the compensation they were awarded. In France, the various attempts to improve the victims lot and establish legislation specific to this type of accident were to lead to some hundred draft bills, none of which was ever passed, whereas in other countries, this was not the case. Here in France, it was not until 1982 that any alternative solution to the traditional position was found. A first step forward was taken with the approval of the Desmares edict, of july 21 1982, which put anend to the sharing of responsibility between the victim and the party at fault. Three years later, on july 5th 1985, the first law dealing specifically with road - traffic accidents was passed. This law was to bring considerable improvements to the fate of victims of this type of accident, and more especially in the case of non - driving victims

AbstractPrior to the Fukushima Daiichi accident, radiocesium released during previous nuclear accidents was deposited in periods when fruit was growing on fruit trees and radiocaesium deposited onto surface of soil and leaf was assumed to be the main route of transfer into fruit trees. In contrast, fruit trees in Japan were in their dormancy phase, so radiocesium was deposited onto external branches of the trees and onto orchard soils after the Fukushima Daiichi nuclear power plant accident in March 2011. While data had previously been compiled on root to fruit transfer, there were few studies identifying and quantifying the relative importance of external deposition and translocation compared with root to fruit transfer. This study quantified the transfer rate (TRf) of 137Cs applied to leaves and calyx into Japanese persimmon, which is an important fruit crop in Fukushima prefecture. The study examined the effects of leaf position on branches where radiocesium was administered and of fruit load on the transport of 137Cs into fruit before bud burst. When 137Cs was applied to leaves, derived TRf were higher after radiocesium application at the fruit growing stage than at the young fruit stage. There was no significant difference in TRf in mature fruit when contamination occurred via calyx or via leaves. However, the TRf via calyx contamination was higher at the young fruit stage, whereas the TRf via leaves result in an opposite trend. The TRf was dependent on the distance between fruit and the contaminated leaves. The effect of fruit thinning was verified contaminating the central of 5 consecutive fruiting shoots (bearing one fruit per each). The TRf of 137Cs from leaves into fruit on the contaminated fruiting shoot was higher where fruits on the shoots adjacent to the central one were picked off (fruit thinning) than where no fruit thinning was applied. The TRf of 137Cs into fruit on the uncontaminated fruiting shoot was lower than in fruits of contaminated shoots. There was a significant correlation between the amount of 137Cs and 40K as well as the concentration in the fruit on the contaminated fruiting shoot. TRf and aggregated transfer factors (Tagf-b) of 137Cs into fruits were also studied after application of radiocesium at dormancy to apical fruiting mother shoots or to 2-year-old lateral branches. When the apical fruiting mother shoot was contaminated, the TRf of the combined mature fruits collected from uncontaminated fruiting mother shoots was less than a quarter of the TRf of fruit growing on the contaminated apical mother shoot (on the same 2-year-old lateral branch). In contrast, when the 2-year-old lateral branch was contaminated, the TRf and Tagf-b into fruit were similar for both the fruit on both the apical and other fruiting mother shoots. These results indicate that the transfer of 137Cs to other parts of the fruit from the apical fruiting mother shoot is limited, whereas from the 2-year-old lateral branches, the transfer of 137Cs to fruit is similar on all the fruiting mother shoots. The results as well as the comparative experiment of fruit loads were consistent with the hypothesis that the transfer of 137Cs was controlled by the sink strength and activity of fruits. Tagf-b values of 137Cs applied to apical fruiting mother shoot and 2-year-old lateral branch into fruits before bud burst were about 10−3 to 10−4 m2 kg−1 based on dry and fresh weights, respectively. A significantly higher concentration of 137Cs and Tagf-b values were derived when fruit thinning was carried out than when fruits were not thinned. Refraining from intensive fruit thinning may be a useful remediation option that could reduce 137Cs activity concentrations in Japanese persimmon fruits.

It is well-known that navigating the waterway from the primary trade hubs in northern Europe to the Asia-Pacific ports and contrariwise along the Russian Arctic Coast (Northern Sea Route - NSR) is much shorter and faster, than southern ways via Suez or around Africa. The NSR can significantly save costs (through saving time and fuel) and avoids the risk of attack by pirates. In addition, an increase in oil and gas activity in the North, forecasts of global warming and an ice-free Arctic have stimulated interest in Arctic navigation. However, Arctic transportation poses significant challenges because of the heavy ice conditions that exist during both the winter and summer. The profitability of using the NSR is called into question if possible high tariffs are included in the cost estimates. For many years, the NSR was principally used for internal Russian transport and since the end of the 1980s up until 2010, it was in stagnation with total amount of cargo transported annually stood at less than two million tons. Important political decisions in the 90s and increased economic feasibility intensified traffic and freight turnover. In 2013, the NSR Administration (NSRA) was established, new rules for navigation were approved and tariff policies were modified. In 2013, the NSRA issued 635 permits to sail in NSR waters, and 71 transit voyages have since been completed. The total amount of transit cargo was 1.36 million tons. More than 40% of the total number of permits were issued to vessels without ice class [1] according to the Russian Maritime Register of Shipping [2]. There are strong technical requirements for vessels attempting to sail the NSR; regardless, several accidents occurred in 2012–2013. Two vessels were dented by ice in the Chukchi Sea in 2012. A tanker was holed in September 2013 and created a real danger of an ecological disaster from fuel leakage for several days. Despite the expectation of an ice-free Arctic, the ice conditions in 2013 were rather difficult, and the Vilkitsky Strait (a key strait in the NSR between the Kara and Laptev seas) was closed by ice for almost the entire navigation period. In this paper, we review the current situation in the Russian Arctic, including political and administrative actions, recent accidents and the associated conditions and lessons learned.

With population growth in urban areas, the more extensive city infrastructure faces several problems affecting the population’s health and quality of life. In this context, smart urban mobility solutions perform a ubiquitous way of sensing the population mobility and the local mobility context, such as criminality, accidents, and air quality near the road infrastructure, complementing the city mobility. Likewise, Location-based Social Networks (LBSN) dispose of users’ geolocated data, allowing the identification of mobility patterns and alternative modal transport recommendations. This work develops two pollutionaware route selection approaches, a multi-modal hybrid routes method and a multi-criteria personalized route selection method, for urban citizens’ mobility flow improvement, attending to the urban mobility overload and deficiency. The hybrid multi-modal solution surpasses the single-modal, offering less expensive and less polluted trip options. Considering all calculated route possibilities, the multi-criteria personalized profile solution outperforms the single-criterion choice in the same context.

As urban areas continue to expand, the infrastructural systems within these regions face multifaceted challenges that detrimentally affect inhabitants’ health and quality of life. The advent of smart urban mobility technologies has introduced a persistent surveillance mechanism over the movement patterns of individuals and the ambient environmental conditions, including but not limited to the prevalence of crime, traffic accidents, and levels of air pollution. These technologies significantly contribute to the enhancement of urban transportation systems. In parallel, Location-Based Social Networks (LBSNs) leverage geolocation data derived from users to analyze travel behaviors and recommend alternative transportation options. This research introduces two innovative strategies aimed at selecting routes characterized by lower levels of pollution: the first strategy employs a multimodal transportation integration approach, and the second endorses route selection based on a comprehensive set of personalized criteria. The multimodal transport strategy offers journey options that are both cost-efficient and minimize environmental pollution. Upon assessing all potential routes, the personalized, multi-criteria-based approach demonstrates superior efficacy in route selection compared to methods that rely on a singular criterion within identical scenarios.

In the shipping industry, Sea Traffic Management (STM) system aims to represent a new paradigm in maritime safety. The idea of the STM implementation is to share information between all stakeholders, making shipping more efficient, safe, and environmentally friendly. With the growing market and related increase in marine transport and traffic, the risk of marine accidents is increasing as well. The STM provides numerous features for personnel on-board and shore to support decisions for safe navigation and operation based on real-time data. One of the services is the ship-to-ship route exchange, providing prediction of potentially dangerous situations and planning the vessel’s movement in advance. Analyses of marine accidents show that ship collisions are one of the most frequent types of marine accidents, the reason of which among all others, questions human error related to the knowledge of collision avoidance. This paper elaborates on the possibility of COLREGs/STM integration based on the use of STM ship-to-ship route exchange system. The decision model for COLREGs/STM integration procedure is presented in a way which enables suggestion on appropriate COLREG rule application in advance. Further system development is proposed as well, such as machine learning algorithms in COLREGs/STM integration, with the function of reducing the risks of marine accidents and increasing safety at sea.

A marine Aids of Navigation (AtoN) is a man-made object in waterways used by mariners to determine their ship's location or a safe route. They act like traffic signs on roads used to reduce the risk of traffic accidents. However, traffic signs can't do their job if you can't recognize them, don't understand their meaning, or violate them. In this study, ship accidents caused by the malfunction of navigation aids were investigated. First, maritime officers’ work in the ship bridge work was analyzed using the Operator Function Model (OFM), and among all the functions derived from the analysis, only the functions related to aids to navigation were selected. Using the selected functions as a classification system for ship accidents, recent ship accidents in the Korean coast were analyzed. The ship accident analysis was conducted using written verdicts of the Korean Maritime Safety Tribunal. Cases of ship accidents were confirmed in most of the selected functions. The results of this study can be used for safety education of maritime officers and the deployment, maintenance, and design of AtoN.

Abstract:
This paper describes an analysis of the transportation reliability and economic risk associated with potential accidents during the lifetime of a brand new enterprise. The methodology was applied during the technical-financial assessment of offshore and onshore transportation from oil fields to refineries. It considered operations involving the potential for environment damage and business interruption. The case study considered two major configurations: Maritime+Pipelines: combining FPSOs (Floating Production, Storage and Offloading), tankers, terminals, and onshore pipelines; and Pure Pipelines: SSs (Semi-submersibles) and offshore and onshore pipeline system conveying oil to refineries. Each installation/activity with potential to generate an accident was represented by one block on the diagram, in the reliability study. The consequences to the transportation enterprise were defined based on economic impact. It was necessary to mine information on the environmental costs of past accidents within the company, as well as worldwide. Business interruption was considered for the transportation project and also for the refineries connected in the process. The risk for each route configuration from oil field to refinery was developed by plotting the frequency and consequence data in a spreadsheet for each activity along the transportation route. As a result we developed a comparative risk analysis table to support a major financial assessment. Beyond the traditional process of assessing projects in terms of investment and return, PETROBRAS is now considering other aspects, such as potential accidents that may play a role in assessing financial feasibility.
