Abstract:
Il basicranio è sede di una grande varietà di eventi patologici; la sua complessità anatomica condiziona una difficile accessibilità terapeutica, in particolare chirurgica. La neuroradiologia interventistica diviene quindi strumento di grandi utilità e versatilità, potendo da un lato intervenire a supporto del chirurgo, con tecniche di embolizzazione preoperatoria, dall'altro potendo realizzare trattamenti definitivi di lesioni non altrimenti aggredibili. Le lesioni neoplastiche di interesse neurointervenzionistico che più frequentemente coinvolgono tale distretto sono: - i meningiomi, tendenzialmente meno ipervascolari rispetto a quelli della volta, possono beneficiare di un'embolizzazione preoperatoria, in tal caso solitamente realizzata con particelle solide di piccole dimensioni. L'obiettivo è quello di ottenere una devascolarizzazione il più radicale e il più distale possibile; per tale motivo vengono utilizzate particelle anche di diametro medio inferiore ai cento micron, le particelle più usate sono di P.V.A. (gelatina di alcol di polivinile), la tecnica è quella della microcateterizzazione iperselettiva dei rami durali afferenti. Spesso l'asportazione radicale di neoplasie della base cranica (tipicamente i meningiomi della regione cavernosa) non può prescindere da una dissecazione del tumore dalle pareti dall'arteria carotide interna, con conseguente rischio intraoperatorio di lesione od occlusione della stessa. In questi casi diventa importante l'esecuzione preoperatoria di un test d'occlusione per valutare i circoli di compenso. - I chemodectomi sono tumori ipervascolari, pressoché ubiquitari ma la cui sede più frequente è rappresentata dalla regione timpano-giugulare. Una loro asportazione chirurgica totale, che può condurre alla completa guarigione, non può assolutamente prescindere da una devascolarizzazione preoperatoria mediante embolizzazione. Quest'ultima può essere realizzata sia con particelle solide, sia con colle acriliche. - L'angiofibroma giovanile naso-faringeo è una lesione neoplastica benigna, modicamente vascolarizzata, originante a livello del forame sfeno palatino, spesso con coinvolgimento verso l'alto delle regioni etmoidali e del basicranio anteriore, con apporti al circolo patologico neoformato originanti dai sifoni carotidei o dalle arterie oftalmiche, di difficile embolizzazione per via endovascolare con tecnica di microcateterismo; la neoplasia può quindi essere embolizzata mediante puntura diretta (attraverso orifici naturali o per via percutanea) e successiva iniezione di colla acrilica. Alcune malformazioni vascolari che coinvolgono il basicranio sono di particolari interesse terapeutico mediante gli approcci endovascolari della neuroradiologia interventistica. Gli aneurismi del sifone carotideo intracavernoso, che solitamente si rendono evidenti clinicamente quando raggiungono le dimensioni dell'aneurisma gigante, possono essere trattati mediante embolizzazione selettiva con spirali di Guglielmi e risparmio dell'arteria portante; più frequentemente per il loro trattamento è necessario il sacrificio dell'asse carotideo interno, mediante occlusione con palloncini staccabili previo test d'occlusione. Le fistole carotido cavernose dirette sono più spesso di natura post-traumatica, meno frequentemente da rottura di aneurisma intracavernoso, da collagenopatia, da displasia fibro-muscolare. Il trattamento endovascolare è particolarmente elegante, e uno dei primi trattamenti eseguiti a livello intracranico per via endovascolare. La tecnica consiste nel ripristinare la normale pervietà dell'arteria carotide interna, occludendo il tramite patologico, mediante gonfiaggio di un palloncino staccabile nel versante venoso. Solo nelle lesioni traumatiche più gravi, con lacerazioni irregolari o multiple della parete arteriosa, può essere necessario il sacrificio della stessa. È possibile in casi selezionati anche un trattamento per via venosa, mediante stipamento del seno cavernoso con spirali staccabili di Guglielmi. Le fistole durali più frequenti sono a livello della loggia cavernosa e delle regioni dei seni trasverso e sigmoideo. Esse possono essere trattate mediante embolizzazione degli apporti arteriosi durali, con particelle solide oppure con con colle acriliche; è possibile anche un approccio per via venosa a livello di un seno durale di scarico, solitamente occluso per pregresso evento trombotico, e successivo stipamento con spirali metalliche. Nei casi ritenuti chirurgici, con clippaggio dell'origine delle vene di scarico intracraniche, l'embolizzazione preoperatoria può ridurre il rischio dell'intervento diminuendo la pressione nelle strutture venose.

Abstract:
Short and infrequent access events are inherent characteristics of low Earth orbit sunsynchronous satellites. Furthermore, for such satellites, distribution pattern of access events varies significantly in time. Thus, determination of the metric of total accessibility duration in a given time interval has been a challenge in the field of low Earth orbit satellite systems engineering. In this article, for zero and conventional non-zero minimum elevation angles, surrogate models were developed to determine total accessibility duration of low Earth orbit satellites, based on orbital altitude of the satellite and latitude of the ground segment. For this purpose, concept of repeatability cycle was employed to achieve total accessibility duration in a time-independent manner. Then, a perturbative propagation model was presented to determine pattern of accessibility events and quantify total accessibility duration metric. In order to account for non-zero minimum elevation angles, two distinct approaches were adopted. In the first approach, four modification factors were introduced to modify the surrogate model for zero elevation angle to account for conventional non-zero minimum elevation angles. In the second approach, a dedicated surrogate model was developed to directly determine total accessibility duration for conventional non-zero minimum elevation angles. Numerous examples are examined to verify fidelity of our two proposed approaches. Due to their simplicity, the surrogate models given in this article eliminate the need for professional staff to determine metric of total accessibility duration. The advantage is that considerable saving in required initial staff cost and schedule can be realized, especially in early mission design phases.

We give sufficient conditions for an operatorto be in Nα if its second adjoint posesses this property. We show one way to get from this the negative answers to some questions of A. Defant and K. Floret: their tensor norms g∞, w1 and w∞ are not totally accessible.

Abstract:
The paper presents a major part of the research work of a team of scientists under project No. KP-06-Н42/4, funded by the National Institute for Scientific Research, concerning the analysis, evaluation, and improvement of digital accessibility for people with disabilities. The research aims to support accessibility for people with severe or total vision loss, as well as understanding the problems they face, and the ways to overcome them. This includes offering a methodology for assessment, analysis and evaluation of accessibility tested on more than 100 sites and documents. Software programmes were also reviewed for accessibility. The paper also includes examples offering more adequate digital presentations of information to people with disabilities. Examples include a site with accessibility and QR codes, a training site and a system with appropriate digital representation and encoding of information.

Abstract:
This paper aimed (1) to describe the accessibility of farmers to programs made by the government for rural development, and (2) to analyze the impact of this accessibility on the contribution generating household income of farmers in South Sumatra wetlands. This research was an experimental research using Split Plot Design. The study resulted that accessibility had a significant effect on the income structure of farmers' households. If accessibility was high to very high, the sector and types of off-farm activities were more developed and diverse. Household income in low accessibility was dominated by subsistence agriculture, although the types of off-farm activities varied, but their contribution to total household income was very small. In high accessibility areas, the income contribution from subsistence farming was relatively small, but the diversity of activities was large, which could increase the total household income, i.e. trade, non-agricultural labor, forest income, government projects, beca, drivers, carpenters, welding, shipping, etc. The total income of households in high accessibility was higher than in low accessibility areas. The better the accessibility, the better the total household income will be as long as the government manages farmers in off-farm activities.

Abstract:
Introduction: Access to dental services is a basic right included in the compulsory health insurance for patients and thus an important part of the healthcare system in Slovenia. The purpose of this research was to identify and explore the factors that have the greatest impact on the accessibility of dental services from the perspective of the system stakeholders in Slovenia.Methods: A qualitative study was conducted based on the focus group method. The focus group consisted of relevant system stakeholders, namely two representatives of the regulator, provider and payer, a total of six participants. A thematic analysis was carried out in order to identify the patterns and themes within thequalitative data obtained.Results: The results of the focus group revealed the views of system stakeholder on the accessibility of dental services in Slovenia. According to the system stakeholders' perspective, accessibility of dental services in Slovenia is not optimal and significant changes in terms of financing and organisation are required.Discussion and conclusion: We found that the lack of adequate human resources, insufficient health insurance and payment for services are the crucial factors in providing adequate access to dental health in Slovenia. In order to increase its accessibility, the dental programme needs to be expanded and the number of teams for its implementation increased.

Abstract:
The geographical accessibility of public healthcare institutions is the key factor affecting the equity of healthcare services. Based on the hierarchical medical system and referral system in China, we analyzed the referral accessibility of hospitals in the Wuhan Metropolitan Development Zone. Before the implementation of the referral system, only 7.91% of the total communities met the accessibility standard for secondary and tertiary hospitals, which meant that there was significant inequality in high-level healthcare. Moreover, 5.4% of the total communities did not meet the accessibility standard for primary hospitals, which meant that there were insufficient primary hospitals. After the implementation of the referral system, the proportions of communities meeting the accessibility standards for the first-stage referral, second-stage referral and cross-level referral were 92.6%, 99.9% and 98.3%, respectively. The results show that the referral system has improved the accessibility of healthcare, but it has not completely solved healthcare inequality. The first-stage referral accessibility of healthcare services in the northern, western and eastern groups does not meet the accessibility standard, which is due to the inefficient layout of secondary hospitals. The Wuhan government should construct secondary hospitals in these groups and primary hospitals in the central urban area and the southeastern, southern, western and eastern groups.

Increasingly, because urbanized areas have access to multiple airports, airlines must compete for passengers. One such location is the Washington, D.C., metropolitan area with three international airports within a 30-mi radius, each governed by a different planning authority. A traveler's choice to fly from a particular airport depends on a number of factors, chiefly convenient accessibility to the airport. Transportation planning agencies in the area often plan for network improvements to provide the best accessibility to a single major airport, although such improvements may also provide accessibility benefits to airports outside their jurisdiction. This paper presents an approach to estimate airport accessibility by highway and transit for both peak and off-peak hours. Furthermore, accessibility to these airports for a base year and a 20-year planning horizon are measured. The accessibility measure presented in the paper incorporates congestion travel times as obtained from a travel demand model. The results show that accessibility varies greatly for competing airports and, with that variation, there appears to be a correlation with total airport enplanements. The analysis also reveals the importance of taking a multimodal and multiple time-of-day approach to accessibility analysis.

Il presente lavoro si pone l’obiettivo di analizzare il fondamento teorico, l’evoluzione e l’attuale portata del principio di trasparenza amministrativa, nonché il ruolo che esso assume nel moderno sistema di prevenzione della corruzione e dell’illegalità nella P.A.. L’analisi della nozione di “trasparenza amministrativa” (e delle diverse forme in cui si realizza), la chiarificazione storico-culturale del concetto, nonché l’approfondimento dell’evoluzione del rapporto tra Autorità e Cittadino, anche alla luce del crescente sviluppo tecnologico e informatico, mostrano come la tematica sia in continuo mutamento. È da registrare il passaggio dal regime del segreto al diritto di accesso procedimentale, dall’estensione degli obblighi di pubblicazione (anche on line) all’introduzione dell’istituto dell’accesso civico, fino alla total disclosure del maggior numero di informazioni inerenti alla struttura e al funzionamento delle PP.AA. realizzata con le recenti riforme. Sul tema, con rilevanti implicazioni sul piano costituzionale, ha influito una serie di disposizioni generali e specifiche, di diversa provenienza (locale, regionale, nazionale, europea e sovranazionale), succedutesi nel tempo e in modo frammentario: tanto ha causato un disomogeneo livello di applicazione della disciplina in materia, nonché diversi tentativi di elusione o ritardi nell’adeguamento alla stessa. È emerso, sotto altro profilo, lo stretto legame tra trasparenza e corruzione. La trasparenza ha infatti visto unire ai profili, inizialmente prevalenti, della tutela del cittadino contro atti e comportamenti delle PP.AA. lesivi delle proprie situazioni giuridiche soggettive, gli aspetti della garanzia dell’imparzialità del risultato dell’azione amministrativa. Intesa oggi come conoscenza diffusa di dati e documenti “pubblici”, essa appare anche un efficace strumento in materia di lotta alla corruzione e di prevenzione della cd. maladministration. Al di là delle difficoltà definitorie del fenomeno corruttivo, certamente dovute alle molteplici sensibilità storiche, sociali e culturali, nonché al carattere multilivello e multidisciplinare dello stesso, si registrano incertezze anche quanto ad estensione, indici sintomatici e tecniche di misurazione. L’analisi mostra come, nel nostro ordinamento, dopo un primo periodo in cui si è preferito dare risposte di tipo repressivo/penalistico, si sia progressivamente affermata una nozione di corruzione più ampia di quella penalistica, unitamente alla consapevolezza dell’effetto altamente diffusivo della corruzione sull’intero sistema Paese, difficile da quantificare con esattezza ma di certo ingente. Tanto ha spinto gli addetti ai lavori, anche grazie alle indicazioni provenienti da organismi europei ed internazionali, a prediligere un approccio di tipo integrato che alterna agli strumenti penalistici misure e rimedi di tipo preventivo. Evidente è allora il ruolo della trasparenza quale strumento chiave nella prevenzione della corruzione, specialmente a seguito dell’entrata in vigore della L. n. 190/2012 (cd. “Legge Severino”) e del D. Lgs. n. 33/2013 (cd. “T.U. Trasparenza”), come modificato dal D. Lgs. n. 97/2016, che attribuiscono al cittadino il ruolo di supervisore/controllore sociale dell’agire del potere pubblico. L’efficacia e l’effettività delle riforme suddette andrà necessariamente misurata nel medio periodo, soprattutto tenendo conto della capacità, da parte degli stessi operatori della P.A., di comprendere appieno i nuovi principi ispiratori della riforma, dandovi applicazione secondo criteri di semplificazione e revisione dello stesso linguaggio, così da favorire una piena conoscenza dell’azione amministrativa.
This essay aims to analyze theoretical basis, scope and evolution of the principle of transparency in public administration, as well as the role it undertakes in the prevention of corruption and illegality within the public authority. By examining the notion of transparency in public administration (in all its different aspects), putting it in its historical context and by investigating the evolution of the relationship between Citizen and Authority, this essay shows how the topic is subject to continuous progression in the light of an increasing technological development. Recent reforms have sparred significant advancements: the regime of confidentiality has been replaced by the right of access to procedures; the extension of the obligation to publish (even online) has now given ground to civic access and the complete disclosure of a big quantity of information, about both the structure and the functioning of the public administration. A long history of general and specific regulations – coming from local, regional, national, European and International entities – lays behind the legislation development. The fragmentary law-making process has generated an irregular level of enforcement in this field, as well as many attempts to avoid or delay the implementation of this discipline. Transparency and corruption are strictly connected, the essay demonstrates. The first implies the safeguard of the citizen against specific abuses by the public administration and the guarantee of a fair outcome by the administrative apparatus. Transparency, intended as diffuse knowledge of “public” documents and data, appears to be an effective tool to fight corruption and prevent illicit behaviors within the governing bodies. Besides the know difficulties to settle for a common definition of corruption, caused by different historical, social and cultural idiosyncrasies and to its multi-layered nature, uncertainties also surround the definition of its extension, as well as its symptomatic displays and measuring techniques. After an initial period, in which our juridical system preferred to give repressive answers to the phenomenon, a wider notion of corruption has progressively gained importance, linked to the awareness of its high penetration within the country’s apparatus. A penetration that has been hard to quantify but has been massive indeed. This has pushed insiders to prefer a more integrated approach to the matter, able to alternate punishment and prevention. Suggestions coming from European and international bodies have been fundamental in this process. The role of transparency as tool to prevent corruption is unmistakable, especially after L. n. 190/2012 (“Legge Severino”) and D. Lgs. n. 33/2013 (“T.U. Trasparenza”), amended by D. Lgs. n. 97/2016, entered into force. This set of laws give citizens a supervising role over the acts of the public administration. The effectiveness of the above-mentioned reforms will have to be judged in the medium term. The ability of the public servants to fully understand the new guidelines and the core principles behind the reform will be crucial, especially since they will be prompted to simplify and adjust the bureaucratic language with the aim of helping the citizen to have a better understatement of the public administration.

Research suggests that web-based education increases opportunities for underserved populations to be integrated into educational activities (Schmetzke, 2001; Burgstahler, 2002; Opitz, Savenye, & Rowland, 2003). This may be true for students with disabilities because they have more flexibility to participate in formal education. However, Moisey (2004) found that people with disabilities had lower rates of enrollment and educational achievement than people without disabilities. These findings raise the question of whether or not web-based = education helps increase students with disabilities' access to learning opportunities and improve their learning outcome. This study investigated the degree of difficulty blind persons had in accessing and using web-based educational resources provided by Thailand Cyber University (TCU). Based on a mixed methods design, the data were collected in two phases. Quantitative data were collected first, in order to identify accessibility problems and conformance levels reported by automated web accessibility evaluation tools. Qualitative data was collected from interviews with blind participants in the second phase to expand the understanding of the accessibility problems and usability issues that were not discovered in the quantitative phase by the automated web accessibility evaluation tools. The findings indicate that all of the 13 selected web pages failed to meet a minimum requirement of WCAG 2.0. This means those selected web pages would be inaccessible for the blind. However, the findings indicate blind participants rated only one of the 13 pages as inaccessible. Moreover, their ratings of difficulty on "usability" were higher than their ratings of difficulty on "accessibility" on the same web page. On six out of 22 tasks, blind and sighted user groups agreed on the ratings. Nevertheless, the time that it took to complete each task varied greatly between the two user groups.

This study points to access, permanence and autonomy of people with visual impairment, poor vision or total blindness, with the use of information and communication technologies (ICTs), the informatics and its augmentation with communication capabilities, as tools of interaction with environments found at the Federal University of Cearà (UFC). We present a theoretical framework of the issue through the following topics: special education and inclusive education, assistive technology, visual impairment, the legal system, including higher education, the use of ICT, usability and ergonomics, accessibility and inclusion, universal design, web accessibility, programs with speech synthesizers, building websites for full development to make them accessible to the visually impaired, as well as the accessibility at the Federal University of CearÃ. The methodology was exploratory, descriptive, and application of instruments: questionnaires, interviews and tests, people with visual impairments that make up the university community, students and employees. The questionnaire was sent via internet and a visit for the interview and testing was scheduled by e-mail, phone or in person. The answers to the questionnaires for data collection were sent by e-mail. The research was conducted with eight people, one teacher and seven students, all totally blind or with poor vision. In the chapter on Methodology, besides addressing the collecting, processing and data analysis technique, details of the research are also provided. The results address the life course of the research subjects and the perception of these people in relation to accessibility in UFC. In addition, the specific objectives and analysis of results were also verified. A list of recommendations was then released.
O objetivo deste estudo aponta para o acesso, autonomia e permanÃncia de pessoas com deficiÃncia visual, com baixa visÃo ou com cegueira, com suporte na utilizaÃÃo de tecnologias da informaÃÃo e comunicaÃÃo (TICs), da informÃtica e da sua potencializaÃÃo com os recursos de comunicaÃÃo, como ferramentas de interaÃÃo com ambientes normovisuais, na Universidade Federal do Cearà (UFC). Demonstra-se uma fundamentaÃÃo teÃrica sobre a temÃtica, por via dos seguintes tÃpicos: educaÃÃo especial e educaÃÃo inclusiva; tecnologias assistivas; deficiÃncia visual; ordenamento jurÃdico; inclusÃo no ensino superior; uso das TICs; usabilidade e ergonomia; acessibilidade e inclusÃo; desenho universal; acessibilidade na Web; programas com sintetizadores de voz; construÃÃo de sites para todos; desenvolvimento para tornÃ-los acessÃveis aos deficientes visuais; e acessibilidade na Universidade Federal do CearÃ. A metodologia utilizada foi exploratÃria e descritiva, com aplicaÃÃo de instrumentos - questionÃrios, entrevistas e testes com as pessoas com deficiÃncia visual que constituem a comunidade universitÃria, seus servidores e alunos. O questionÃrio foi enviado via internet, e a visita para a entrevista e os testes foi agendada atravÃs de email, telefonema ou pessoalmente. As respostas dos questionÃrios para coleta de dados foram enviadas por email. A pesquisa foi realizada com oito pessoas, sendo um docente e sete alunos, cegos ou de baixa visÃo. O capÃtulo da Metodologia, alÃm de se abordar a coleta, o tratamento e a tÃcnica de anÃlise dos dados, detalha a pesquisa. Os resultados tratam da trajetÃria de vida dos sujeitos da pesquisa e a percepÃÃo dessas pessoas em relaÃÃo à acessibilidade na UFC. Realizaram-se, ainda, uma verificaÃÃo dos objetivos especÃficos e anÃlise dos resultados. Em seguida, foi disponibilizada uma lista de recomendaÃÃes.

Abstract:
Dans le cadre de la présente thèse, a été étudié l'impact de la texturation par traitement thermo-mécanique DIC (Détente Instantanée Contrôlée) sur le séchage de divers produits alimentaires. Ce prétraitement a induit une amélioration de la cinétique de l'opération de séchage quand elle est limitée par le transfert interne de la matière couplé au rétrécissement du produit. Ainsi, la diminution du temps de séchage a atteint 67% dans le cas de l'oignon et 77% dans le cas du cassis. Quant à la diffusivité effective Deff, elle a augmenté par rapport à la matière première jusqu'à 246% pour les pépins et 795% pour les déchets de canneberge, 336% pour l'oignon et 1223% pour le cassis. Dans le cas des produits étudiés, la pression de vapeur de traitement DIC a généralement un effet significatif positif sur la cinétique de séchage et d'extraction des différentes molécules. Concernant les caractérisatiques des produits, nous constatons l'impact positif du traitement par DIC quant aux principales caractéristiques de la matière. Ainsi, les composés phénoliques apparaissent plus disponibles à la suite du traitement adéquat par DIC. Le contenu en composés phénoliques et la capacité antioxydante étant supérieurs dans les produits traités par DIC, la qualité nutritionnelle s'est ainsi également trouvée améliorée. Avec une dégradation thermique négligeable, le traitement DIC implique un effet mécanique dû à la détente instantanée, ce qui permet la rupture de certaines structures cellulaires de la matière et l'augmentation de la quantité maximale extractible. Les caractéristiques physiques diverses (masse volumique apparente et taux relatif d'expansion), les caractéristiques microstructurelles (mesurées par microscopie électronique à balayage) et fonctionnelles d'interaction avec l'eau (réhydratation, teneur en eau, isotherme de sorption, microbiologie et contenu nutritionnel...) peuvent être optimisées en fonction des conditions opératoires DIC, selon les besoins du consommateur.

Abstract This book focuses on the context, nature and role of tourism in Greenland, and is set within an overlapping geopolitical frame of: (a)the heightening climate crisis; (b)Greenland's trajectory towards political independence from Denmark; (c)its concept of economic 'self-sustainability' in supporting this trajectory; and (d)growing international interest in, and competition for, Greenland's natural resources and infrastructure projects. The last in its turn partly reflects improving land and sea accessibility afforded by climate change, which paradoxically both challenges and encourages Greenland's concepts of sustainable development, within which tourism plays an ambivalent role: while elements of global and local tourism have been seeking to create a more responsible sector, within Greenland's development trajectory tourism appears to be supporting a sustainability ideology that ignores, or at best camouflages, the climate crisis. The central themes of this book therefore employ the role of tourism and travel as a lens through which to examine climatic, societal, economic and geopolitical change in the Arctic as specifically articulated in the experience of Greenland. The 'critical' situations in which Greenland finds itself reflect external perceptions of the global climate crisis and geostrategic maneuvering over Arctic resources, and domestic considerations of socio-economic development and increased sovereignty. The volume thereby highlights the close and often critical interrelationships between the local, regional and global. A recurring observation is the paradox, one of several of a region hitherto regarded as peripheral but which is becoming increasingly central to global concerns, with tourism-related dynamics reflecting such centrality. In this way, this book aims to: (1) emphasise the critical role of change in the Arctic in general and in Greenland in particular; (2) highlight critical interrelationships between tourism, climate change and the geopolitics of Arctic development, where 'geopolitics' is interpreted as applying at a number of scales from the interpersonal and quotidian to the global geostrategic; and (3) provide a critical examination of Greenland's post-colonial tourism development path, as the territory becomes the focus of increasing global interest. The present study delivers insights about how Web accessibility is perceived in practice. Using a survey, a total of 163 web professionals in various roles reported their evaluation of Web accessibility implementation in their projects with regard to three aspects: the professional roles primarily responsible for Web accessibility, key phases in the development process, and the types of disabilities primarily considered. Results show that non-technical professional roles are perceived to be less involved in the development process, that Web accessibility considerations are mainly restricted to the design and implementation phases of projects, and that efforts focus predominantly on the needs of people with visual impairments.

Abstract This paper explores the environmental requirements and site selection of Ficus carica. The ideal conditions for dried fig production are: temperate and rainy winters, 30-40°C summer temperatures especially in July-September, 45-50% relative humidity, alluvial, clayish-loam soil, and average annual precipitation of around 650 mm. Growing fig trees in intensive production systems under hydroponic and greenhouse conditions is an excellent alternative production system since it allows increasing leaf area index, harvest index and fruit yield in relation to the total biomass of the plant. In site selection for greenhouse production, most of the same factors as used in siting an orchard location should be considered: topography, soil and water quantity and quality, and marketing factors. In addition, the most important greenhouse factors such as light, temperature, relative humidity, precipitation and ventilation should be considered, as well as the most important marketing or economic factors such as road transportation, market accessibility (proximity to settlements, market demands), availability of services (fuel, fertilizer, disinfectant and electricity), and availability of labor.

AbstractThe determinants of residential, office and commercial rent are each analyzed by taking the 10 min walking distance area around Shibuya Station in Tokyo as the research target area. Conventional physical and quantitative factors such as distance from the nearest station, the width of the frontal road, age of the building, the number of floors, total floor area, contracted floor area, building structure etc. are included in the multiple-regression analysis as well as qualitative factors such as the visible area representing visibility on a main street and the integration value representing street network centrality—easy accessibility from other locations such as any intersection points—based on the space syntax measures (SS measures) used in the analysis by Jake Desyllas from University College of London. It is shown that both SS measures affect the rent for all the residential, office and commercial uses with the statistically significant level of 5%. It is quantitatively confirmed that the residential rent increases in a secluded location, and the office and commercial rent rise in a location with high street network centrality and good access, which would suggest that the SS measures are crucial important rent factors for residential, offices, and commercial uses in other places in Japan.

AbstractThe effect of climate change on agricultural-dependent communities is immense. Ethiopia in which more than 85% of its population is agrarian is affected by climate change. Communities in different parts of the country perceived climate change and practice different climate change adaptation strategies. This chapter was initiated to identify adaptation strategy to the impact of changing climate. Data on a total of 180 households were gathered using structured and semi-structured questioners. Focus group discussion and key informant interview were also used for data collection. Climatic data from the nearest meteorological stations of the area were collected and used in this chapter. The collected data were analyzed using descriptive and inferential statistical methods. The upshot indicated that all the respondent communities experienced at least one of autonomous/self-adaptation strategies to cope and live with the impacts of changing climate. Though 33.6% complained on its accessibility and pricing, 66.4% of the respondents reviled as they do not have any awareness on improved agricultural technologies. The major adaptation strategies identified were collecting and using of edible wild plants and other forest products, hunting, renting/selling of own farm lands, livestock sell, selling of household materials/assets, collecting and selling of wood and wood products and depending on well-off relatives, using drought-resistant crop variety, changing cropping calendar, replanting/sowing, and increasing farmland size. Nevertheless, the communities are not yet fully aware and accessed to policy-driven options for climate change adaptation. Although they used different autonomous adaptation mechanisms, the households are not resilient to the current and perceived climate change. Finally, based on the findings, the recommendation is that besides encouraging the existing community-based adaptation strategies planned adaptation strategies have to be implemented: such as early-warning and preparedness programs have to be effectively implemented in the area, introduction of different drought-resistant locally adapted food crop varieties, and expansion of large-scale investment in the area has to be checked, and give due recognition to forest ecosystem–based adaptation mechanisms of the local community in the area.

This chapter examines the website accessibility of museums located in Portugal (N = 575), based on the web content accessibility guidelines (WCAG 2.0), and on the three type of conformance levels (A, AA, and AAA), using two web diagnostic tools: AccessMonitor and TAW (Test de Accessibilidad Web). The results show that the average accessibility of museum websites is 5.80 on a scale from 1 to 10. However, while according to AccessMonitor, there are 14 websites (2.43% of the total) with a level of accessibility of 10 (excellent web accessibility practices); there are also some websites with a global index lower than 3 (classified as bad practice). The results obtained through TAW show that an average of 58.43 problems were identified in each website analyzed. These results highlight that several improvements should be introduced in the websites of Portuguese museums in order to make information available to all people.

This article seeks to analyze different city plans in terms of proximity and accessibility. A total of 6 highly-recognized pedestrian models were chosen to compare their inclusive micro-mobility measures, not only in international contexts (Paris, Melbourne or Portland); but also a closer look will be taken at Spain, as it has managed to present its own referents (Valladolid, Vitoria and Pontevedra). A qualitative approach study was undergone to assess the real extent of inclusive proximity criteria, triggering a more in-depth, critical analysis by recognizing implicit, non-explicit, inclusive micro-mobility measures. The findings show disconnections between accessibility and proximity policies, mainly regarding exclusion of explicit accessibility measures and pedestrian mobility comfortability.

This chapter presents the characteristics and challenges that low-income students face culturally, socially, and academically, and identifies services that have a positive impact on their retention. Low-income students are defined as students whose total family income is below $50,000 a year. While higher education institutions boast about the increase in low-income students enrolling in college, the data show that the retention of these students is not as praiseworthy. Colleges and universities have not been nimble in meeting students where they are academically. Rather, they expect students to navigate the institutional structures and cultures that pre-date the changing demographics of higher education. Recognizing the characteristics of low-income students in relation to education, and understanding the challenges they face, will be helpful to higher education institutions as they create programs to meet the needs of this most vulnerable population.

This study shows that majority of the respondents (47.5%) have had 1 hour of access in e-resources, and more than 3 hours has been accessed by the respondents (12.5%) using for the electronic resources. Majority of respondents (31.5%) have accessibility of using e-resources.

Abstract:
Due to its important effects on individuals and society as a whole, sport is a fundamental right. Sports activities are not evenly distributed across all social categories. As disabled sports participants comprise a small share of the total, and as most public funding for sports in Slovenia falls on the shoulders of local communities, municipalities are forced to develop programs for these groups. Sports tourism is characterized by rapid and dynamic development. As an opportunity for municipalities we describe below an example of good practice in ensuring the accessibility of sports and recreation for people with disabilities in local communities through European projects. We also found that possibilities for people with disabilities in sports tourism are an increasingly important issue and that the field is developing. European and national policies dictate universal accessibility, which, however, is linked to the cost of architectural remodelling.

This paper deals with the accessibility for inland shipping to several alternatives for the extension of the Maasvlakte in the Port of Rotterdam (Maasvlakte 2). The accessibility is governed by the risks associated with high wind and wave conditions, which can cause structural damage to the ship, excessive intake of water and high loads in the coupling cables of push-barge units. This paper discusses the computational methods for the following aspects: wave conditions in the port area; risk of failure in several failure modes and total downtime. The use of interviews with the skippers of the inland ships is discussed. A summary of the results of the study is also presented.

The Bus Rapid Transit (BRT) system is a transport infrastructure that has grown tremendously among developing countries, including Africa. However, the effectiveness of such a transport system needs an evaluation from the users' perception. Access to a transportation system is an important factor in measuring the effectiveness of a transport system. Using Ikorodu-Mile12 corridor as a case study, this study examined the commuters' perception on the level of access to Lagos BRT to evaluate its effectiveness. The research employed a case study approach with quantitative analysis methods to explore the commuter's perception using dimensions of accessibility, affordability, availability, acceptability and adequacy. A total of 343 questionnaires were sampled using the accidental strategy at bus stops and inside neighborhoods of the study area at a distance of 400m, 800m, and 1200m from BRT bus stops. The results revealed that more than half of the respondents are satisfied with BRT service affordability, accessibility and adequacy. Collecting and interpreting customer needs using traditional product development tools can be difficult or impossible when there is a large geographic, cultural, or social gap between the customer and product designer. As part of a project to design an electric powered wheelchair (EPW) for Indians with disabilities, we piloted a new approach to gather and interpret customer needs. First, we distributed cameras to manual wheelchair users at the Indian Spinal Injury Center in New Delhi, India, and asked subjects take photos and write descriptions of accessibility barriers in and around their homes. The film was then processed; photos were de-identified and integrated into an internet-based questionnaire. Individuals with expertise in wheelchair use and design, and home modifications were recruited to participate in the questionnaire where they identified and ranked the accessibility barriers in each of 50 images which were randomly selected from the full database. Thirty cameras were received, yielding approximately 500 photos which were integrated into the questionnaire. A total of 72 subjects from 8 countries participated in the questionnaire. Using cluster analysis, we developed unique groupings for accessibility barriers based on their severity and prevalence. These groupings provided valuable and relevant information to develop and prioritize the design specifications of the EPW.

In this paper, web-based design and manufacturing systems are compared with a commercial CAD/CAM system from the point of usability. The web-based systems included in this study were MIcro Machining System (MIMS) and SmartFab. In the MIMS architecture, a 3D model in STL format was read via a web browser, sent to the web server for toolpath planning, and NC codes were generated to be fed back to the designer through the web connection. In the SmartFab system, SolidWorks was used as the design interface with provided modified menus for micro machining. These additional menus were created by SolidWorks API that also provided web-based links to the toolpath planner. In the commercial CAD/CAM case, without using any web connection, SolidWorks or CATIA was used for design, and PowerMill was used as a CAM tool. For each design and manufacturing system, accessibility, user-friendliness, toolpath-reliability, and processing time were compared. Total 91 students tested these systems in undergraduate CAD class, and the feedback showed better performance of the web-based system in accessibility, user-friendliness, and processing time. However, reliability of the web-based system showed necessity of further improvement.

Abstract:
The article presents a method developed by the authors to assess the accessibility of urban improvement facilities for low-mobility groups of the population based on the analysis of text data from social networks and the socio-psychological well-being of city residents. The object of the study was the profiles of landscaping objects in Google Maps located in the Petrogradsky district of St. Petersburg, 25 urban landscaping objects (parks, gardens, squares) were selected. During the study, the total number of comments for each improvement object was determined, reviews were analyzed, reviews were identified that describe the impressions and experiences of elderly and low-mobility groups, and the tonality of these messages was evaluated. The analysis of the reviews showed that the comments contain information from low-mobility groups of the population describing the problems of improvement facilities, in particular accessibility. The conclusion is made about the great potential that can be extracted from the use of automated data collection from geoinformation social systems. Findings show that overlapping data from Google Maps enriches the analysis that would previously have relied on a single source.

In Pakistan less than 1% of total differently able population have access to education and only 0.2% are in higher education. The reasons are many because of policies, accessibility, exclusion, facilities, equal opportunities, infrastructure and skilled faculty at the universities. In Pakistan Allama Iqbal Open University is the only university providing open and equal educational opportunities to all the disabled in Pakistan. Because of the blessing of Covid-19 higher education institutions of Pakistan are more open, accommodative and inclusive and providing opportunities to disabled students too. In this study the researchers interviewed more than 200 students graduated from AIOU and formal universities. The aim of this qualitative research was to determine their experiences of online education at AIOU and formal universities. Also, their perceptions of the relationship between inclusive educational environments and academic performance. The sample of the study was included students with hearing impairment, visual impairment and physically disabilities. The participants of the study indicated that disabilities presented concentration and scheduling challenges, the flexibility of online learning as well as participants' skills at self-accommodation and self-advocacy were instrumental in their academic performance/success. The study recommended that the online education at formal universities should be more supportive and accommodative online education environment. They further recommended formal universities with the help of AIOU should develop eContent (usability and accessibility), eAssessment and trained faculty to teach the disabled on online learning management system

Abstract:
The main purpose of this study was to assess e-learning amidst Covid-19 for the visually impaired students at Kwame Nkrumah University. The population for the study involved a total number of thirty-five students from Kwame Nkrumah University who provided complete information regarding the survey. A physical and an online survey were conducted on different social platforms like student WhatsApp groups and Zoom from 10th May to 8 July 2021 to collect data. This research took a qualitative approach. Data was analysed using thematic analysis. Interview guide and unstructured questionnaires were used to collect data. The main findings were that during the quarantine period, around 5% of visually impaired learners were involved in e-learning. Most of the learners used android mobile for attending e-learning lessons. Further, the study revealed that students were facing various problems relating to failure to pay 50% of the fees as a condition to access online e-learning lectures, not having smart phones which have voice prompts or better still smart phones specifically for the visually impaired persons, poor internet connectivity and unfavorable study environment at home. Students from remote areas of Zambia and those with completely no gadgets were the most affected in terms of accessibility to the e-learning platform. As a result of the many challenges the visually impaired students are still facing during this period of e-learning amid covid19, this study recommends to Kwame Nkrumah University management to devise a flexible education system that will be inclusive in terms of accessibility and will enforce the skill for employability and productivity.

Waste heat recovery (WHR) has the potential to significantly improve the efficiency of process industries such as in the oil and gas sector, and reduce their environmental impact. The design of an effective WHR strategy requires a comprehensive plant energy audit, but examples of such information are lacking in the published literature. In this paper a detailed energy audit is presented for a major natural gas (NG) processing facility in the Middle East, to identify sources of waste heat and evaluate their potential for on-site recovery. Waste heat sources are quantified and evaluated in terms of grade (i.e., temperature), rate, accessibility (i.e., proximity to potential on-site WHR applications), and impact of potential WHR on the performance and safety of existing facilities. Based on the audit undertaken, conceptual WHR strategies are proposed, focusing on utilities enhancement, i.e., process cooling/heating, electrical/mechanical power generation, and steam production. In addition, to permit the techno-economic feasibility evaluation of the proposed WHR strategies in modeling work undertaken in parallel with this study, the operating parameters of waste heat producing equipment are compiled, along with the cooling/heating loads and electric power/fuel consumption of WHR-enhanced processes. A total of 689 MW of waste heat is identified in the plant, which consists of 526 MW gas turbine (GT) and 56 MW gas generator exhaust gases, 10 MW flared gases, 5 MW excess process steam, 88 MW process gas air-cooler heat dissipation, 2 MW furnace exhaust gases, and 1 MW steam turbine outlet steam. Waste energy in the form of excess propane cooling capacity is also identified. The total amount of waste heat meeting the rate, grade, accessibility and minimal performance-and-safety-impact criteria defined for potential WHR in this study is of approximately 547 MW, most of which is produced by GTs. Only 174 MW of GT waste heat is presently re-utilized, in addition to excess propane cooling capacity. Novel absorption refrigeration-based WHR strategies are proposed to recover the available GT waste heat. These strategies were found to be thermodynamically and economically feasible in an accompanying study, and to lead to substantial energy and cost savings for the plant.

Abstract:
The possibilities offered by photogrammetric reconstruction based on computer vision algorithms allowed in recent years to develop new interesting solutions for the use and dissemination of knowledge on Cultural Heritage (CH). In the same way, the recent technological development in the field of Virtual Reality (VR) has offered new possibilities for the creation of interactive virtual environments which can be freely accessed via the browser using any type of device. These technologies acquire an additional relevance if applied to archaeological sites or monuments that are difficult to access, or even totally inaccessible, except by specialized personnel. In this case the virtual fruition on web becomes strategic for the valorization of CH, as in the case of submerged archaeological sites, where the virtual tour represents in fact the only opportunity of diffuse accessibility. The present case shows the virtual reconstruction of the wreck area of the Roman ship found on the seabed of Cala Minnola on the island of Levanzo (TP, Italy). The model, obtained from a Structure from Motion (SfM) processing of a chunk of photos originally intended for a traditional photogrammetric survey, was edited and inserted into a specific template based on HTML5 and linked to Javascript libraries (Three.js) which allowed browsing on web. Subsequently, the navigation model was appropriately adapted to the purpose, so as to make the use of the network more intuitive possible, considering any type of device and using the most common browsers (Chrome, Safari, Firefox). This experimentation is a viable procedure for spreading the knowledge of a submerged archaeological site in a simple way, by web-browsing. This type of navigation models with the future development of 5G networks will find greater diffusion and application, with the possibility of including increasingly complex environments in the navigation.

Cellulosic biofuels are one type of renewable energy, and have been proposed to replace traditional liquid transportation fuels. Cellulosic biomass is the feedstocks in cellulosic biofuel manufacturing. Cellulose accounts for approximately 30% of the total weight in cellulosic biomass. Glucose, one type of monosaccharide convertible to ethanol, can be obtained by hydrolyzing the polymeric structure of cellulose. Currently enzymatic methods are the most common for the hydrolysis of cellulose. However, the low efficiency of enzymatic hydrolysis increases production cost and hinders the large-scale manufacturing of cellulosic biofuels. Ultrasonic treatments applied on cellulosic biomass were found to improve the efficiency of hydrolysis and subsequently increase the sugar yield of hydrolysis. To understand the effects of ultrasonics on cellulose, investigations have been conducted on the effects on cellulose characteristics caused by ultrasonic treatments during hydrolysis. This paper reviews the effects of ultrasonic treatments on cellulose during hydrolysis in terms of sugar yield and some characteristics of cellulose, such as accessibility, crystallinity, degree of polymerization, and morphological structure.

Background. Mental health mobile applications (apps) have the potential to expand the provision of mental health and wellness services to traditionally underserved populations. There is a lack of guidance on how to choose wisely from the thousands of mental health apps without clear evidence of safety, efficacy, and consumer protections. Purpose. This Technical Brief proposes a framework to assess mental health mobile applications with the aim to facilitate selection of apps. The results of applying the framework will yield summary statements on the strengths and limitations of the apps and are intended for use by providers and patients/caregivers. Methods. We reviewed systematic reviews of mental health apps and reviewed published and gray literature on mental health app frameworks, and we conducted four Key Informant group discussions to identify gaps in existing mental health frameworks and key framework criteria. These reviews and discussions informed the development of a draft framework to assess mental health apps. Iterative testing and refinement of the framework was done in seven successive rounds through double application of the framework to a total of 45 apps. Items in the framework with an interrater reliability under 90 percent were discussed among the evaluation team for revisions of the framework or guidance. Findings. Our review of the existing frameworks identified gaps in the assessment of risks that users may face from apps, such as privacy and security disclosures and regulatory safeguards to protect the users. Key Informant discussions identified priority criteria to include in the framework, including safety and efficacy of mental health apps. We developed the Framework to Assist Stakeholders in Technology Evaluation for Recovery (FASTER) to Mental Health and Wellness and it comprises three sections: Section 1. Risks and Mitigation Strategies, assesses the integrity and risk profile of the app; Section 2. Function, focuses on descriptive aspects related to accessibility, costs, organizational credibility, evidence and clinical foundation, privacy/security, usability, functions for remote monitoring of the user, access to crisis services, and artificial intelligence (AI); and Section 3. Mental Health App Features, focuses on specific mental health app features, such as journaling and mood tracking. Conclusion. FASTER may be used to help appraise and select mental health mobile apps. Future application, testing, and refinements may be required to determine the framework’s suitability and reliability across multiple mental health conditions, as well as to account for the rapidly expanding applications of AI, gamification, and other new technology approaches.

Linear city bus services are facing increased challenges from city growth. Increased number of inhabitants on increasing acres of built-up areas, makes it demanding to maintain adequate bus services within reasonable catchment areas. Number of departures per hour give a partial description of the bus service quality. Number of departures give reference to the time aspect of bus service quality, but say nothing about the geographical aspect. What part of the entire line network is within reach of direct bus service when frequencies are limited? To address the geographical aspect of bus service quality, the term network ratio is introduced. The term Network Ratio (NR) signifies what part of the entire line network is within reach of direct bus service to or from a certain place in the network. Network Ratio is given as a mathematical term whereby direct bus lines are calculated as a percentage of the entire network. The character and development of Network Ratio in a specific city is illustrated through an analysis of the urban growth of line network and built-up areas in the twin cities of Stavanger and Sandnes. The analysis is covering the period 1920 – 2000 in intervals of 20 years from the first bus lines were established in the urban area. Year 2010 is also included due to major changes implemented right after the turn of the millennium. Development show there is a close relation between bus network and built-up areas. When areas are being built, bus lines follow. The initial fase 1920 – 40 with extensive development of bus lines combined with some areal growth, is followed by a fase of consolidation 1940 – 60. The latter period is characterized by moderate areal growth, extended lines reducing network ratios, and increasing frequencies on the best bus lines. Extensive areal growth in the following period 1960 – 80, implies increased number of bus lines. As a consequence network ratios as well as frequencies are falling in the entire network. In 1960 certain lines had developed as much as 6 departures per hour, while maximum bus line frequency in 1980 has diminished to 2. New bus service development is introduced in the following period between 1980 and 2000. Numerous bus companies are united, and a more comprehensive planning of bus services are applied. The number of bus lines is stabilized at about 40, the fall in network ratio is reduced, and certain lines develop 4 departures per hour. Parallell to the bus development, growth of built-up areas is slowing down due to increased urban renewal with higher densities within built-up areas. In the period 2000 – 2010 new efforts are given to the development of bus services. Development of Network Ratio takes a new direction: The length of network links with high NR is increasing, while links with very low NR are diminishing. Number of bus lines is decreasing, and by 2010 almost 50% of the bus lines are served with 4 departures or more. Passenger comfort is improved in buses as well as on bus stops, and low floor buses are introduced to ease accessibility. Bus service quality is further developed after 2010. Digital services are introduced including digital ticketing, bus service information and real-time information on internet. In addition real-time information is presented at high frequency bus stops through visual screen and auditory speaker. Inside the buses name of next stop is given on screen and through loudspeaker. Further development of the bus services, should include improved Network Ratios in the entire network, as well as increased frequencies on major bus corridors. The latter is a task not only for the bus service planners, but just as well for the city planners and politicians in collaboration with the developers implementing urban density and allocation of important destinations. A last, but not least, objective for bus service development will be to improve punctuality and total travel time. Today a considerable proportion of city bus services are delayed in car traffic congestions. This is occurring especially on main streets and during rush hours. A set of different solutions are needed to address this question: 1. Dedicated bus streets (including car access to limited addresses) 2. Bus lines through local streets in concentrated housing, office and shopping areas. 3. Dedicated bus lane on main streets where possible. 4. Car traffic regulations on main streets without space for extra bus lane. As an overall vision, we need to cultivate the word of Flemming Larsen: urban growth as pearls on a string, as shown in fig. 13 and fig. 14.

2020 was an unprecedented year for everyone, because of the COVID-19 pandemic. MICI experienced this reality first-hand and was dedicated to reducing the disruptions in the operation of the mechanism due to the new circumstances, particularly in case management and accessibility. In numbers, MICIs complaint portfolio remained stable in 2020, with minimal variations compared to previous years. The Mechanism handled 21 complaints in total (two and three complaints less than in 2019 and 2018, respectively), 10 of which were new cases received in 2020. This report presents the management of each of these cases, as well as the main results in promoting access, learning and institutional strengthening.
