Abstract:
The present study attempted to answer two questions: do academic library users have a distinctive and useful input to make to library strategic planning? If they do, what mechanisms will permit them to participate effectively in this planning process? To address these questions research was carried out in two stages at a single institutional site, the Canberra College of Advanced Education. The first of these utilised a structured group discussion process, Nominal Group Technique (NGT). This was used both as an indicator of user planning priorities and as a pilot research technique contributing to the design of a subsequent survey. This survey obtained a response rate of over 90 percent from a sample of 379. The study attempted to establish that academic staff and students do have a worthwhile input to make to planning by testing for congruence between the rankings of library planning priorities of these user groups and the rankings of planning priorities of Library staff. No strong positive correlations were established between the priorities of student groups and Library staff, although in the survey the priorities of academic staff and Library staff were found to be related. These results suggest users do have a worthwhile input to make to library strategic planning. Other tests for congruence were also applied between and within respondent groups, because if a group was found to have different priorities there would be a prima facie case for consulting members of that group as part of the planning process. Both mechanisms used in the present study were considered successful. User surveys have been employed for planning in previous studies with a future-oriented component. However, it appears that this may have been the first formally reported application of NGT to library management. Experience in the present study suggests it is a highly suitable technique for situations such as strategic planning, where generation of ideas or comment on priorities is required. However, an attempt to establish congruence between the results obtained using NGT and those obtained from the survey yielded inconclusive results. It is believed that major changes in the institutional environment were principally responsible for this, although a methodological limitation may also have contributed. The study concludes with suggestions for further research.

Abstract:
STRATEGIC PLANNING FOR A SPECIAL LIBRARY The Technical and Management Information Center of the U.S. Defense Communications Agency is a special library providing worldwide library and information services in the subject fields of communications, electronics, command and control, and computer sciences. A project was designed with the objective of developing a strategic plan for this library. Long-range and strategic planning methods commonly used in business organizations were used. An extensive review of the literature on strategic planning was done to determine the best methods available for use in a special library environment. The methods used to develop the strategic plan included: writing a plan-to-plan, four factor strategic analysis, WOTS-UP analysis, vulnerability assessment, capability profile, vulnerability analysis, key results analysis, and hierarchy of values analysis. The result of the project was a written strategic plan that included a summary statement, mission statement, background information, assumptions, objectives and strategies, schedules and evaluation, and contingency plans. The conclusion was reached that strategic planning methods used in business can be applied successfully to special libraries, although the process can be time-consuming. The literature review, methods used, and final plan provide a model for managers of special libraries interested in developing their own strategic plans. The major difficulties encountered were the amount of time necessary for the planning and the difficulty of integrating staff and management in the process. The motivated manager of a special library should, nevertheless, be able to plan strategically using methods discussed in this project.

Abstract:
Academic librarianship is a profession in the midst of change. Embedded within multiple social spheres, academic librarians are adapting to changes in higher education, the sociotechnical environment of information, and the system of professions. This research investigates the ways in which academic librarians publicly present the ways in which they are aligning themselves in the face of academic capitalism. Using a qualitative approach of document analysis of research library strategic plans, this study explores the ways in which academic librarians express their perceptions of changes in higher education, of changes in the sociotechnical environment of information, and of changing professional jurisdiction and relationships. The theoretical framework, based on Abbott's System of the Professions and Linked Ecologies. The study analyzes strategic plans from 75 American research universities from the membership of the Association of Research Libraries and the Association of American Universities. Academic librarians were found to be re-establishing claims to existing jurisdictions while also making new claims. They described their roles in 4 ways: Supporting, Collaborating, Competing, and Leading. These relationships demonstrate attempts to demonstrate centrality to the campus by strengthening institutional prestige and quality by strengthening the library itself, by contributing to the academic activities of faculty and students through supportive and collaborative activities, and by leading change in academia by leading changes in the system of scholarly communication. They also exhibited entrepreneurial behaviors by seeking to connecting to external sources of income, particularly through grant-seeking and private fundraising. There was also evidence that academic librarians perceived impacts of changes in the sociotechncial environment on their instructional roles, and on the ways they provide and manage scholarly research collections. Finally, there was some evidence of linkages between higher education and information environments, with mass digitization and search as hinge issues and librarian activities in publishing a scholarly communications as avatar activities.

This report documents my experience as a graduate arts administration intern at Pelican Bomb, a New Orleans contemporary visual art nonprofit. The internship was completed over the course of seven (7) months from January to July 2015. Starting with an overview of the organizational structure, mission, and programming, this report analyzes the organization’s strengths, weaknesses, opportunities, and threats. The report concludes with best practices and recommendations with a focus on board development, strategic planning, staff retention, and membership. The insights provided in this report are designed to enhance Pelican Bomb’s operations as it prepares for organizational growth.

Because knowledge and information are becoming the vital resources, appropriate organization and management of them is considered to be the guaranty of the welfare of every state, organization and individual. There could be recognized the stronger attention to institutions that are traditionally related to knowledge and information. Because of the growing strategic importance of information and communication technologies in modern organisations, academic libraries remain a significant unit in the institutions of higher education. The theoretical outline of the importance of academic library strategy in the knowledge society in this dissertation is disclosed by exposing the concept of these libraries as organisations, introducing the concept of the evolution of strategy of these libraries, and evaluating changes taking place in the world’s academic libraries. The dissertation introduces a theoretical model of the strategic directions of the academic library developed in the dissertation. This model is proposed by the author of the dissertation as a possible one for the development of academic libraries in Lithuania. This study reports research about innovation and change in the professional practice of the staff at the Library and Information Service (LIS) staff at Curtin University of Technology, Perth, in Western Australia. The historical context of the study is Australian higher education and university libraries in the early 1990s. It reports, examines and analyzes key events and activities of the LIS staff strategic planning process both as an educational innovation and a driver of change in professional practice. The investigation of educational innovation and change is the object of the study, specifically the application of strategic planning.Literature from the 30-year history of writing and research about educational innovation and change is reviewed in terms of its relevance to the study. In addition, selected literature about organizational theory and strategic planning in libraries is presented. From this literature emerged the particular innovation and change framework, which guide the research.A justification for the selection of the particular research approach is explained and data collection, organization and analysis are described. The study uses official LIS corporate records as its primary source of data, supplemented by published materials to assist in the explanation of the particular circumstances of the LIS case.The results of the data analysis are presented in terms of the key events and activities of the LIS case. From this analysis conclusions are drawn in relation to the research questions which underpin the study and in terms of the component parts of the innovation and change framework. In particular, conclusions relate to the key organizational factors shaping the response to innovation; the characteristics of the context of change; key organizational processes helping to ensure successful adoption; the articulation of a shared vision and ++
processes to ensure a shared vision. In relation to the innovation and change framework the change process is viewed as adoption dominated; as a move towards a learning organization; through the characteristics of the context of change and through other factors influencing change.Flowing from the research findings, recommendations are made for professional practice and further research.As a case study that reports, examines and analyses the complex dimensions of organizational change, the study is rich in detail and provides a real-life example of organizational and educational change.

This study is based on the premise that it is important to understand how niche marketers manage the process of farm level adaptive change. A review of the relevent literature revealed the limitations of research on the strategic planning process pertaining to small business. A normative model of the strategic planning process was synthesised and used as an anyalystical framework to assess the planning behaviour of agricultural niche marketers in the study. On completion of a review of research methodologies for the social sciences, the multiple-case holistic design was selected. Data was collected and analyzed. The principal analytical method used was pattern matching. The technique of explanation building was applied in order to draw conclusions about the correspondence between the normative model and the actual planning practices of agricultural niche marketers. A revise model of the planning process is then proposed.

Abstract:
Strategy offers regional stakeholders an opportunity to collaboratively influence the future direction of their region’s economy. However, limited research has been undertaken with respect to strategy processes that are being used by regional economic development organisations. While there are suggestions for the ideal content of regional economic development strategies, the processes by which these organisations develop and implement strategy have not been investigated. This thesis documents an exploratory research project that utilises a case study methodology to identify and consider the processes applied in three different regional economic development organisations. In order to appreciate the context of regional strategy development, theory on regions, collaboration and strategy is integrated to develop a detailed theoretical framework of twenty seven elements that are thought to contribute to implementation. The presence or absence of these elements in each of the three cases is explored deductively through a review of internal documents and semi-structured interviews with a mix of regional stakeholders. Elements are investigated within cases to understand how strategy is being applied within each particular context. Analysis across cases is documented, identifying both similarities and differences in the presence and absence of elements. The research found that relationships were important to the continuing future of the organisations. Long term planning was absent in all cases and this absence was attributed to contextual factors such as a dynamic external environment, and a dependence on government funding leading to short term planning cycles. There was also a lack of clarity regarding organisational goals. The processes utilised in all cases most closely matched Mintzberg and Waters’ (1998) umbrella strategy, however, all organisations lacked a strategic approach. A tentative model was developed to depict elements thought to be the most significant to collaborative regional strategy implementation. These elements are: leadership on strategic planning; good member to member relationships; realism; long term goals; performance measures tied to long term goals; ongoing review and updating of the strategic plan; relevance of the strategic plan; and consistency of activities with the strategic plan. The need for further research to investigate these potential relationships was indicated.

Abstract:
Strategic planning is a critical issue for higher education academic libraries, especially in developing countries like Ghana, due to limited financial resources and the rapid change in the information environment during the last several decades. Theory-testing case study methodology was used in this thesis to examine strategy formulation and implementation in building the digital collections of the University of Cape Coast Library (UCCL) in Ghana. The main question the study attempted to answer was how did the DL strategic formulation and implementation processes used by the UCC in building its digital collections compare with the Mintzberg’s strategic formulation and implementation framework? The instruments used for data collection were the key informant interview technique and document reviews. The results showed that, during the formulation phase, two aspects (resources and aspirations of senior management) were emergent. During the implementation phase, five aspects (achieving results, processes and behaviour, standards, motivation, and personal) were emergent. All other elements of building the UCC digital collections were planned during both the formulation and implementation phases. Although the basic technical architecture for the digital library is in place, inconsistency between organizational objectives and the values of the management group was identified as a problem in strategy formulation. Digital library staff reported that cost of using Information Communications Technology (ICT) facilities, frequency of power outage, obsolete digitization equipment, interconnectivity problems, and high cost of internet connectivity inhibited their work and regular student access to digital collections. Although the emphasis on students and learning is laudable and apt, there seems to be lack of focus on research support beyond digital collection building, despite the fact that research excellence is one of the UCC’s key priorities. Opportunities exist for improving feedback mechanisms between the users, digital library staff and the university management; and inclusion of social media tools in the digital library project.

The implementation of strategic planning in schools started in the United States of America (USA) in the 1980s. It is not clear when the concept was first used in South Africa, but its importance in the successful management of a school cannot be underestimated. Strategic planning basically includes a group of instruments, operations and concepts structured to help managers, leaders and planners to think and act strategically. The planning process comprises a definition of the goals, a valuation of the resources available for meeting the goals, and the definition of definite plans or initiatives that are intended to achieve the goals. The process usually includes a classification exercise that identifies the highest priority initiatives. The study addresses the management process and indicates how strategic management fits into this process. Strategic planning is the process of deciding on an organisation's goals, determining the policies and programmes necessary to achieve all specific objectives, and establishing the methods essential to assure that the policies and strategic programmes are implemented. Strategic planning ensures that the school is associated with the changing internal and external environment. This planning is formulated by top management and focuses on the entire organisation. A qualitative design was followed in which the opinions of principals and School Governing Body chairpersons were sought through the use of open-ended questionnaires and semi-structured interviews. Method triangulation was incorporated by the use of afore-mentioned data collection methods. Another form of triangulation employed in this study is data source triangulation. This entails making use of more than one group of participants to gather data. This study obtained data from various groups of people as described in the sample. The findings of the study indicate that strategic planning does not occur in many schools in the Motheo district. If a form of strategic planning does occur, SGB chairpersons are often excluded in the drafting and implementation of these plans. Collaboration between School Management Teams and School Governing Bodies is needed to ensure the successful drafting and implementation of strategic plans

This qualitative study was undertaken to determine the organizational values shared by the professional employees of the Florida Cooperative Extension Service. Related topics that contributed to the literature review included human and organizational values, organizational culture, strategic planning, and the philosophical foundations of the Cooperative Extension Service. Focus group interviews were conducted in each of the five administrative districts and on the University of Florida Campus. A total of 40 individuals took part in the group interviews. Transcripts of the interviews were read, coded, and sorted by themes to develop a list of twelve categories of values shared by the professionals interviewed. Coded sections of the transcripts were transferred to a descriptive matrix in order to reduce and simplify the analysis. Three groupings of values emerged from the data and were described as "communities" of values. The three communities were personal, Personal values mission-related, and structural values. were rewards, relationships, and personal history. Mission-related values were organizational history, research-based information, relevance, comprehensiveness, life-long education, diversity, and service. structural values were shared ownership and system linkages. These three communities were depicted in figures that described the relationships of the values to one another. The final discussion described the inter-relatedness of the three communities in the overall organizational structure. Recommendations were made for further study and program development for the Florida Cooperative Extension Service.

Academic libraries play an important role in academic institutions by supporting teaching, research and learning processes. However, it does seem that sustainability of these vital information centres is increasingly below their utility value leading to poor information services. Factors such as increase in student numbers, budget cuts, dependency on foreign sources and falling exchange rates affect acquisitions, quantity and quality of information services. Strategic planning, that is widely propagated in business, is being increasingly considered by academic libraries to offer opportunities for proactive planning that can support uncertainties arising from internal and external environments. The aim of this thesis is to investigate and analyze the environmental factors that may affect an academic library's strategic planning. The relevant literature on strategic planning, not only in libraries but also in the wider field of management has been reviewed. The research traces the origins of strategic planning from military science through the corporate world and to non-profit organizations like academic libraries.

A case study was conducted to document the changes in the attitudes of academic administrators at Langston University with regards to the use of various types of information sources for strategic planning. Environmental scanning of external factors was accomplished for six months by the use of a selective dissemination of information (SDI) service. Pre- and post-assessments of the perceived reliance on, satisfaction with and adequacy of personal and library-type information sources were conducted. Findings indicated the continued reliance on personal sources. No statistically significant changes were found in perceived adequacy levels in the use of library-type materials. The overall satisfaction level for the use of library-type information sources and retrieval methods showed a significant increase. Further study is recommended that will utilize additional information technology and other academic institutions.

To achieve the above, the literature review included topics such as strategy, describing concepts already established among specialists, as well as strategic planning, especially its applicability in the environment of non-profit organizations with a view to enlist the use of this in University Libraries (Bus), identifying the macro-strategies applied by units of information, and describe the ten schools of thought on strategy formulation. We selected three strategic planning Systems Brazilian University Libraries, analysis of these and sought to identify the main macro-strategies used by these organizations as well as schools planning more employed by these units of information in order to understand their processes and influences in order to compose a model to be implemented in the University Library System Federal Amazon. The research, exploratory type, was performed through secondary sources, in particular, the literature review and documentary. For the parameter analysis was adopted in order to compose a qualitative descriptive and interpretive result. The proposed model consists of eight stages, which comprise the basic requirements in the process of strategic planning at BU.
O planejamento estratégico possibilita um diagnóstico preciso da realidade, favorecendo a participação dos colaboradores o que é fundamental na implementação de ações que contribuem para a melhoria dos serviços oferecidos. A pesquisa teve como objetivo propor um modelo de planejamento estratégico a ser implantado pelo Sistema de Bibliotecas da Universidade Federal do Amazonas (SISTEBIB/UFAM). Para atingir o exposto, a revisão de literatura contemplou temas como estratégia, descrevendo conceitos já consolidados entre os especialistas da área, bem como planejamento estratégico, em especial sua aplicabilidade no ambiente de organizações sem fins lucrativos com intuito de arrolar o emprego deste em Bibliotecas Universitárias (Bus), identificando as macroestratégias aplicadas pelas unidades de informação, além de descrever as dez escolas do pensamento sobre formulação de estratégia. Foram selecionados três planejamentos estratégicos de Sistemas de Bibliotecas Universitárias Brasileiras, a análise destes buscou apontar quais são as principais macroestratégias utilizadas por essas organizações, bem como as escolas de planejamento mais empregadas por essas unidades de informação de modo a compreender seus processos e influências visando compor um modelo para ser implantado no Sistema de Bibliotecas da Universidade Federal do Amazonas. A pesquisa, do tipo exploratória, foi executada por meio de fontes secundárias, em especial, a revisão bibliográfica e documental. Para análise foi adotado o parâmetro qualitativo visando compor um resultado descritivo-interpretativo. Success in today’s competitive business environment demands innovative approaches. Organisations must be able to react effectively and make informed decisions in order to be in the best position to take advantage of collaborated business opportunities in the organisation’s external network. The results of strategic decisions are affected by the strategic choices that are made and how successfully those objectives are implemented. In many cases the strategies have mediocre success or fail to achieve what they set out to do due to the failure to formulate and implement strategies that enhance the development of a sustainable competitive advantage in the long term. The case study organisation, MultiChoice Africa (Pty) Limited, serves as an example in understanding the knowledge base imperative in utilising strategic management instruments such as Kaplan and Norton’s (1996a: 8-18, 224-292) Balanced Scorecard to guide leadership in creating real-time value, thereby creating a sustainable competitive advantage. Balanced Scorecards have largely been developed and applied to internal managerial purposes, though they are seldom used for external marketing. The purpose of this research was to evaluate the strategic value of the Balanced Scorecard in the networked economy, utilising a case study design by following a phenomenological paradigm approach. The outcome was based on a pre- and postanalysis of the implementation of the Balanced Scorecard within the case study organisation, focusing on the perceived value towards overcoming the barriers to strategy implementation, developing a competitive advantage and sustaining this advantage. Sustainability was specifically defined and tested against the environment and ethical behaviour as the results indicated that a link exists between sustainable competitive advantage and the appropriate utilisation of the Balanced Scorecard. Research results suggest that respondents appear to be enthusiastic and have started the process of transforming the organisation into a ‘Balanced Scorecard organisation’. The main advantages included an increased awareness of vision, linking operational tasks to strategic employees’ participation and flexibility. Shortcomings, on the other hand, included the perceived lack of contribution of the Balanced Scorecard to the final outcome as well as to the transformation process. A number of limitations were evident in the design, deployment and utilisation of the Balanced Scorecard in overcoming the barriers to strategy implementation and how to gain a sustainable competitive advantage in the networked economy. Important aspects surrounding employees and stakeholders were also highlighted as the design of the case study organisation’s original Balanced Scorecard is based on its value chain. However, due to the networked economy and its implications for the organisation, the Balanced Scorecard architecture should be modified to make provision for a networked design. These modifications should incorporate additional constructs that need to be taken into consideration when creating larger networks and establishing collaborative communities of practice. Key to the organisation’s future strategic value and intent is the successful implementation of change management (transformation) as a driver into the application of the Balanced Scorecard in the networked economy. Insight gained was used to propose a theoretical model based on global business landscape demands, utilising new and innovative strategies and business model architectures that require the convergence of aggregated metrics of all role players in the borderless network, as outlined in the ‘Networked Balanced Scorecard’ theoretical model. The theoretical model outlines how organisations can reform and integrate their Balanced Scorecards to support strategy formulation, implementation and control. It therefore supports sustainable competitive advantage and is based on embracing components of competitive intelligence and collaboration in the networked economy. It is thus suggested that organisations can no longer implement sustainable competitive advantage strategies in isolation, but need to focus on organisational development strategies that encapsulate the network concomitance structure and architecture, thereby attaining the new value proposition for strategic intent.

With English as the medium of academic exchange, Chinese students are the largest single overseas student group in the English speaking countries (2010). Relative to the outbound education market of other countries, the Chinese education market is large, and it is currently receiving much attention globally. Not only is South Africa one of countries where English is spoken, it has relatively speaking, low study fees and easily-accessed visas compared with countries in Europe and the United States. Therefore, South African universities have a virtually unlimited potential for receiving Chinese students. For South African education providers, particularly NMMU as the host university for the research in question, in order to render the expected education quality and to cater for the Chinese education market effectively, it is of utmost importance that the institutions have a clear understanding of Chinese students’ expectations as well as their actual academic experiences (in the broadest context) when studying at this university. The above is closely linked to the expected educational quality, the actual educational delivery as experienced by Chinese students, as well as the levels of satisfaction they experience as students at NMMU. The purpose of this research project is twofold. Firstly, it aims to construct a theoretical model showing the variables and relationships pertaining to expected and actual educational delivery as experienced by Chinese students. Having assessed the perceptions of the respondents based on the findings, another purpose is to design appropriate educational marketing strategies suitable to address the academic needs and expectations of Chinese students in the broadest context. By designing appropriate education strategies, the potential to develop the Chinese education market in South Africa will be enhanced. Given the purpose and nature of the research in question, methodological triangulation strategies were used. A Likert seven-point scale research instrument was developed and administered. Due to the limited number of respondents (n=61), the Likert scale instrument was further subjected to enrich the data by means of face-to-face interviews with 61 Chinese students (respondents), who shared their perceptions on the expectations and actual experiences of NMMU academic programme quality encounters. By following the methodological triangulation strategies, the validity of the findings is enhanced. The phenomenological dimension of the research was conducted according to guidelines as documented in secondary sources. The findings of the matched pair t-tests indicated that significant statistical differences do exist between the ‘expectations’ and ‘actual experiences’ of Chinese students’ perceived academic programme quality. Sufficient evidence is available at the 95 percent level of significance to support the hypothesis H1, namely: “There are differences between Chinese students’ ‘expected’ and ‘perceived’ academic programme quality (actual experience) of NMMU”. Besides the matched pair t-tests, further statistical analyses were performed by means of calculating Cohen’s ‘d’ values and relative percentage ratings to assess the magnitude of the “gap” between expectations and actual experiences of Chinese students studying at NMMU. The findings revealed that the Chinese students were not completely satisfied with their actual experiences when studying at NMMU. The above statistical findings were endorsed by the qualitative findings. Three sets of conclusions and recommendations were identified for this research. Firstly, conclusions emanating from secondary sources on service quality and students’ satisfaction literature were provided, such that students satisfaction is seen more as a psychological state which reveals an overall feeling of the students’ purchase and consumption experience. Secondly, the conclusions linked to the empirical findings revealed significant statistical differences between the expectations and perceptions (actual experiences) of Chinese students’ perceived academic programme quality. Finally, recommendations on relevant NMMU educational marketing objectives/ strategies can be grouped into four domains: - To build a customer-led education business which adheres to the principles of true marketing orientation with the focus on Chinese students. To achieve this objective a high level of understanding of Chinese students’ specific needs and wants when studying at NMMU is of utmost importance. The effective marketing positioning of NMMU can render leverage benefits to themselves and their clientele. - Findings from the biographic data analyses are significant to the positioning strategies and market segmentation strategies of NMMU. - The decision on a proper positioning strategy entails the choice of target market segments, which will determine where and how the education business competes and its choice of differential advantages. - The South African education providers should have appropriate educational brands to entice the Chinese students’ support.

O Planejamento Estratégico é considerado um requisito para as organizações modernas sobreviverem no longo prazo. Essa afirmativa se aplica quando se fala sobre Instituições Federais de Ensino Superior no Brasil (IFES). Essas instituições necessitam de uma capacidade de transformação interna para se adaptar às mudanças na sociedade, às novas exigências locais, às novas tecnologias e ao mercado em constante transformação. Os esforços para o desenvolvimento de métodos, processos e sistemas para o Planejamento Estratégico, anteriormente irrisórios nessas instituições, tornaram-se bastante intensos a partir no ano de 2001, por força da obrigação imposta pela legislação federal. No entanto, o simples cumprimento da legislação não garante o alcance efetivo dos objetivos estratégicos das IFES, que envolvem não somente o bom desempenho acadêmico e operacional, mas também o desenvolvimento social regional. Nessa dissertação, será desenvolvida uma pesquisa participante, com o objetivo de elaborar uma proposta de Planejamento Estratégico Participativo aplicável em Unidades Acadêmicas de Universidades Públicas (Escolas, Faculdades e Institutos) Serão utilizadas informações resultantes da revisão da literatura e das experiências anteriores de uma Unidade Acadêmica da UFRGS, visando à revisão de práticas e à ampliação da participação e do apoio das pessoas envolvidas, tornando o planejamento estratégico uma ferramenta mais útil e efetiva para a gestão, subsidiando seus processos decisórios. Alguns métodos foram desenvolvidos especificamente para instituições públicas (por exemplo, os métodos do Planejamento Estratégico Situacional e do Planejamento Estratégico Participativo), agregando aspectos que não podem ser ignorados, principalmente em relação às dificuldades específicas desse tipo de instituição. Como resultado, espera-se obter um panorama dos problemas específicos enfrentados pelas Unidades Acadêmicas dessas instituições e a aplicação prática das etapas inicias do método a ser proposto.
Strategic Planning is considered a requirement for modern organizations to survive in the long term. This statement applies when talking about Federal Institutions of Higher Education in Brazil (Federal HEIs). These institutions need an internal capacity of transformation to adapt to changes in society, new local demands, new technologies and the constantly changing market. Efforts to develop methods, processes and systems for strategic planning, which were previously insignificant in these institutions, became very intense since 2001, due to the obligation imposed by federal legislation. However, simple compliance with the legislation does not guarantee the effective achievement of the strategic objectives of the Federal HEIs, which involve not only good academic and operational performance, but also regional social development. In this dissertation, a participant research will be developed, with the objective of elaborating a proposal of Participative Strategic Planning applicable in Academic Units of Public Universities (Schools, Colleges and Institutes). Information from the review of the literature and previous experiences of a UFRGS. Academic Unit will be used to review practices and increase the participation and support of the people involved, making strategic planning a more useful and effective tool for the management, subsidizing their decision-making processes. Some methods have been developed specifically for public institutions (for example, the methods of Strategic Situational Planning and Participative Strategic Planning), adding aspects that cannot be ignored, especially in relation to the specific difficulties of this type of institution. As a result, it is expected to obtain an overview of the specific problems faced by the Academic Units of these institutions and the practical application of the initial stages of the method to be proposed.

The purpose of the thesis is to investigate planning processes for academic library buildings and the outcomes of such processes. This is accomplished through a case study utilising discourse analysis. The main question is: How is a vision of an academic library implemented in and through a building? The case study is retrospective and focused on the building of a newlibrary at Kalmar University, Sweden, at the end of the 1990s. During this period, technological and educational developments and general societal change transformed the context of library planning and made way for renegotiations of the librarian profession.A critical realist approach characterises the study of visions, processes and the analysis of the various functions of the building. Results reveal the proactive nature of the activities of thelibrary director in Kalmar. Early in the process he formulated a vision in which he presents the library as an information resource, a meeting place between different user groups and a workplace intended to promote learning and knowledge. From a professional point of view, the vision implied a dehierarchisation of relations both within the library staff and between library staff and visitors. The vision was based on an interpretation of Swedish national educational policy, and architecturally manifested by an ambition to reduce the physical and psychologicalboundaries between library staff and visitors. The early formulation of the visiontogether with the clients’ use of architectural expertise facilitated the choice of architects.However during the process a need arose to anchor the decision in the library field. Efforts were made to address library expertise and to collect user comments from a broader academic field. Discourses concerning the university library as a workplace and a meeting place wereespecially evident in the strategies of the leading agents. The discourses uncovered in the study correspond to more general discourses which became prominent in society and higher education during the period in question. The library itself has met growing appreciation by users both from within and outside the university.The proactive leadership demonstrated by the library director in Kalmar was based on hegemony rather than coercion. This corresponds to contemporary tendencies. Hegemonic consent may persist even after changes in leadership. In Kalmar however, architectural solutions with insufficient support from the library staff have been reconstructed after changes in leadership.Future research on architectural planning processes may pay further attention to different discursive resources, social fields and the positions within them.

The study is based on the the demands placed by the National System of Higher Education Evaluation of the need for close links between the financial management and academic management as a requirement for qualitative development of undergraduate courses in higher education institutions both public and private. The objective is to analyze the cost of the items of the Pedagogical Projects of the Health Area Courses, Humanities/Juridical and Engineering of FAINOR in order to subsidize a Financial Planning hinged to the Academic Planning Institution. It searches to joint elements between the administrative, academic and financial issues that need in-depth understanding, so that it can ensure the inseparability of the financial and academic management and will ensure the implementation and consolidation of undergraduate programs. The study was conducted at the Faculty Northeast Independent (FAINOR) Private institution of higher education located in southwestern Bahia and aimed to collect subsidies to develop joint strategic planning in the institution. For this descriptive abeam, we analyzed documents, as well as researches, in order to obtain greater knowledge on the subject and to develop a strategic plan, where the administrative, financial and academic areas could work jointly , in the development of improvement plans. Research has shown that the faculty represents more than 35% (on average) of the cost of a course and to introduce new courses, the largest investment are made in laboratories; We noted, for example, that for the Pharmacy course, the implementation cost is more than 80% of the initial investment. The investment needs of the courses are different , however , infrastructure, teaching materials , extension projects , qualifications of faculty and scientific initiative are issues inherent in all courses.
Estuda as exigências colocadas pelo Sistema Nacional de Avaliação do Ensino Superior da necessidade de estabelecer relações estreitas entre a gerência financeira e gerência acadêmica como requisito para evolução qualitativa dos cursos de Graduação em Instituições de Ensino Superior tanto Públicas como Privadas. Objetiva analisar os itens de custos dos Projetos Pedagógicos dos Cursos da área de Saúde, Humanas/Jurídicas e Engenharias da FAINOR, com vistas subsidiar um Planejamento Financeiro articulado ao Planejamento Acadêmico da Instituição. Busca elementos de articulação entre as questões administrativas, acadêmicas e financeiras que precisam de compreensão aprofundada que possam garantir a indissociabilidade da gestão financeira e acadêmica e que venham garantir a implantação e consolidação dos Cursos de Graduação. O estudo foi realizado na Faculdade Independente do Nordeste (FAINOR) instituição de Ensino Superior Privada localizada no sudoeste da Bahia, e visou colher subsídios para desenvolver o Planejamento estratégico conjunto na Instituição. Para isso foi realizada uma pesquisa descritiva através da análise documental com vistas obter maior conhecimento sobre a temática. A pesquisa demonstrou que o corpo docente corresponde a mais de 35% (em média) do custo de um curso e que para implantação de novos cursos os maiores investimentos são nos laboratórios; observamos, por exemplo, que para implantação do curso de Farmácia o custo representa mais de 80% do investimento inicial. As necessidades de investimento entre os cursos são diferentes, entretanto, infraestrutura, material de ensino, projetos de extensão, qualificação do corpo docente e iniciação cientifica são questões inerentes a todos os cursos.

One of the most important tasks that business leaders undertake in order to achieve a superior market position is strategic planning. Beyond this obligation, business owners desire to maximize profit and maintain steady growth. In order to do this, resources must be invested in the most efficient way possible in order to achieve performance excellence. Adjusting business operations quickly, however, especially in times of economic uncertainty, is extremely difficult. Business leaders therefore need insight into which elements of organizational improvement are most effective in order to strategically invest their resources to achieve superior performance in the most efficient way possible. This research examines the results of companies which have a demonstrated ability to achieve performance excellence as defined by the National Institute of Standards and Technology's Malcolm Baldrige Criteria for Performance Excellence. This research examined award-winning applications to determine common input factors, compared the business results of a subset of those award-winners with the overall market for a time-frame of 11 years, and then investigated the profitability, liquidity, debt management, asset management, and per share performance ratios of award-winners compared with their industry peers over 11 years as well. The main focus of this research is to determine whether participation in performance excellence best practices have created value for shareholders and business owners. This objective is achieved through the analysis of performance results of award winning companies. This research demonstrates that the integration of efforts associated with performance excellence is in-fact advantageous.

Abstract Research indicates that understanding the influence of leadership and partnership development can inform the need to improve public education (Penuel & Gallagher, 2017). Although leadership theory and change theory support the need for partnerships in education, less attention has been given to how such partnerships develop and the role that leadership plays in that process. Therefore, the present study explored the role of leadership within researcher-practitioner partnerships and the process of developing sustainable partnerships in education as documented in a set of federal grant proposals, their final reports, and other descriptions of their efforts. Grant documents examined were awarded from the 2013 funding announcement of the U.S. Department of Education Institute of Education Sciences (IES) Researcher-Practitioner Partnerships (RPP) in Education Research program. In-depth qualitative document analysis provided a means to unobtrusively examine and interpret comprehensive, historical data (Corbin & Strauss, 2008; Patton, 2002). Directed content analysis (Hsieh & Shannon, 2005; Kaid & Johnston-Wadsworth, 1989) of the documents directed the process of data collection. This process used key concepts from the literature on transformational leadership, shared leadership, and leadership for change as the initial framework for data collection. Data analysis employed Eisner’s (1998) process of educational criticism using description, interpretation, evaluation, and thematics. Hatch’s (2002) process of typological analysis led to four typologies to organize the data for description and interpretation: capacity building; strategies for partnership development; approaches to communication; and the role of reflection in partnership development. The evaluation dimension of educational criticism indicated that partnerships employed shared leadership with evidence of internal and external support and a cultivation of shared commitment. Themes indicated that partnerships focused on both rigorous research and reflective practice, leaders engaged partners in establishing the infrastructure and strategic plans of the partnership, and partnerships galvanized support to address complex social issues beyond their formal organizational structure. Recommendations for future research include the need: (a) to explore the dynamics of communication in partnership work; (b) to clarify and facilitate the process of change in grant and project development; and (c) to develop of a process for sustainability beyond a specific grant or project. Recommendations for practice include the need: (a) to explore the cultivation of relationships in support of partnership development; (b) to identify clearly the primary issue to be addressed in the work of the partnership, and (c) to clarify mutual outcomes. Conclusions from the present study indicate the importance of a focus on the deliberate development of the researcher-practitioner partnerships themselves, the importance of concrete strategies for sharing leadership, and the importance of the development of professional relationships that support sustainability in partnership development.

In the 1990s, academic libraries were faced with pressure to compete and a tendency towards renovation. The concept and demands of library consortium once again received serious attention. This study’s research scope is the rise and development of electronic resources sharing for cooperation with main library consortium organizations in the 1990s. The method of case study was used, and the United States’ OhioLINK, Mainland China’s CALIS, and the domestic CONCERT were used as the case research subjects. The purpose of this research is to investigate the special characteristics of the operation of electronic resources sharing library consortium during the 1990s and their cooperative service issues, strategic planning, and modes of operation. The primary research results and contributions addressed the structure of strategic planning and modes of operation for electronic resources sharing library consortium in the 1990s. This can then be used as a reference for when library consortium does practical service and operations planning. The modes of electronic resources sharing library consortium include: 1.Operational Structure: The three big aspects are background and resources of organizations, activities and achievements, and strategies and management. 2.There are twenty items of important structural documents: origins of backgrounds and motives for cooperation, consortium members, organization’s structure, organization’s resources, organization’s expenses, establishment of information foundations, service targets, cooperative service items, activities and achievements, evaluations of the external environment and examinations of internal organizations, demand reviews, common hopes and expectations, mission declarations, core value, assignment objectives, movement plans, leadership management, management of core issues, organization transformations, and reviews of organizations. 3.The cooperative service items include these 14 items: cooperative development and standardized development of information resource hardware and software, joint purchases, cooperative collection development, cooperative catalogues, union catalogs, interlibrary loans, document delivery, online reference desk services, education and training, technical support, advice and consulting guidance, digital library services and management, and distance learning and services. 4.The 11 items of movement strategy include: emphasizing the transfer of key technologies and abilities, emphasizing effective resource distribution, expanding access to resources, joint licensing and joint agreements, placing importance on using power to cope and contractual management, emphasizing market cooperation strategies, emphasizing the establishment of internal and external companion relationships, placing importance on popularizing sales, cohering to the members’ common consensus and organization agreements, possessing high level management powers for overall planning, and emphasizing cost-benefit analysis. This study recommends: 1.) In order to establish head resource planning and distribution strategies for nation-wide electronic resource sharing, establish nation-wide library consortium management centers, line up funding, and make sturdy library consortium organizational structures and capabilities. 2.) In order to make recommendations for the cooperative service scope and companion relationship operation categories of CONCERT expanded resource sharing, place importance upon leadership management and the quality of policy making. In addition, establish a measurement system for organization operation results. 3.) Appeal for the coherence to the common consensus of consortium members. Collectively establish the operational capability of consortium organizations to be autonomous and spontaneous to bring limited resources into full play with the greatest possible results.

Developing a work environment that engages all staff, commits to continuous improvement, and promotes teaching and learning in line with University programs all while managing budget cuts. Sound impossible? We don't think so. At the University of Cincinnati, University Libraries has undergone a dramatic transformation through the introduction of a strategic planning process that embodies elements of appreciative inquiry, equal treatment of staff and faculty, training in facilitation and listening, and embracing leadership potential at all levels. Our presentation will focus on the strategic planning process implemented at UC: including; setting the stage, "planning the plan", staff input and development and implementation. We will share how we have "operationalized strategic planning" as we begin our second three-year planning cycle.

The purpose of this study was to investigate the relationship between strategic information system planning (SISP) and environmental uncertainty in the South African small, micro and medium enterprises (SMME) sector. The independent variable was strategic information systems planning process (SISPP) with five phases, namely: strategic awareness, situation analysis, strategy conception, strategy formulation and strategy implementation. The results suggested that some SISPP phases are more effective in different environments, and these phases can lead to SISPS. For example, strategy implementation was fully supported in the context of this study, which means that more strategy implementation leads to SISPS in SMMEs. The South African SMME sector is not immune to the influence of environmental uncertainty.

The purpose of the research was to recommend a model for strategic human resource management through an effective staff performance appraisal system in Botswana public libraries. Performance appraisal is not a new concept; however the evolution of performance appraisal tools and techniques has been slow compared to that of other management fields. This discrepancy is now being realised; organisations are starting to acknowledge the importance of comprehensive, regular appraisal of staff as part of an effective human resource management policy. Human resources are a scarce and valuable tool in any organisation and it is mainly through performance appraisal that they can be developed and maintained, to ensure organisational success. The theory underlying strategic human resource management and performance management has been studied. Empirical research through a questionnaire was carried out in 23 public libraries. From these it was possible to develop a model entitled "A recommended strategic human resource management model". From empirical investigation the main critical qualities for efficient public library services were revealed as enthusiasm; positive attitude; innovative thinking; capability and commitment; critical competencies as expertise; team-building; and leadership; critical external factors as external environment; global competition; shrinking budget; changing library customers and employees' needs and information technology; strategic management issues organisational culture; transformational leadership; employee recognition and reward systems; performance measurement system; productivity improvement; and customer orientation; critical staff issues as sense of purpose and achievement; feeling of self-worth; job-security; recognition; status; career development; and salary; motivational factors as effective communication; job satisfaction; delegation of authority; clear job description; performance feedback; conducive working environment; human resource strategy issues as motivation building among staff;continuous education and development; generating competitive advantage through human resources; and alignment of human resource strategy with strategic management plan. The study recommends a strategic human resource management model for libraries along with: conducive working environment; adequate IT infrastructure to store, organise and retrieve information; staff training for excellent customer service; objective, reward based staff appraisal; performance feedback; performance appraisal should be aligned with staff selection, library mission, staff motivation and promotion in order to use it strategically; and human resource strategy should be developed immediately.
