Abstract:
Desarrolla un estado del arte sobre el análisis de las investigaciones y reflexiones teóricas que se han desarrollado en la ética de la información (EI) y sus influencias en la evolución teórica de la ética en Bibliotecología y Ciencias de la Información (BCI). Para ello, se revisaron las principales fuentes bibliográficas sobre estas dos categorías (EI y ética en BCI), bajo el método cualitativo, el análisis descriptivo y documental de los estudios contemporáneos. Asimismo, se analizó las principales teorías/paradigmas desarrolladas por los más destacados autores del tema, como es el caso de Luciano Floridi. A modo de conclusión, se determinó que la EI tiene una estrecha relación en el desarrollo de la ética en BCI debido a que la primera otorga los fundamentos filosóficos, los conceptos como infosfera y agentes morales/informacionales forman parte de la construcción de los valores éticos y, además, es el espacio donde se presentan los dilemas éticos que determinan al profesional bibliotecológico. Se recomienda incentivar la investigación sobre este tema, ya que existe una preocupante escasez literaria.

Abstract:
Pretende discutir teorías y analizar conceptos, pues asume que es también importante realizar este tipo de metodologías de investigación interpretativas dentro de la Bibliotecología y las Ciencias de la Información. De manera particular, la investigación emplea el modelo de la Ética de la información de Luciano Floridi como marco teórico especializado en los problemas relacionados a la información desde una dimensión moral, que permite evaluar y revisar el propio concepto de información, junto a otros aspectos de la problemática informacional, pero siempre desde una perspectiva integradora. De ese modo, esta investigación consiste en una interpretación de la novela 1984 de George Orwell desde los conceptos de la Ética de la información de Floridi, entendida como una macroética, en la cual replantea las tres dimensiones de la información, como recurso-producto-objetivo, y propone su unificación e interacción en la Infosfera, pero además, reconoce que cualquier acción que afecte negativamente a la Infosfera en su conjunto puede incrementar el nivel de entropía. La tesis sostiene, a modo de resultado general, la importancia de la libertad individual como una condición indispensable para la creación y transmisión de información confiable y veraz que contribuya al conocimiento de la realidad, y considera la idea de que la presencia de individuos libres y bien informados fortalece un sistema democrático y enriquece la Infosfera. La idea básica es que el ciudadano debería defender la democracia, porque este tipo de gobierno pretende salvaguardar sus derechos fundamentales, como son el derecho a la vida, a la libertad, a la seguridad, a la privacidad, a la libertad de opinión y de expresión, al libre acceso a la información, etc., y este tipo de reconocimiento y defensa de derechos, difícilmente, ocurriría en gobiernos autoritarios.

Abstract:
This research studies the knowledge organization systems (KOS) related to theories to build thesaurus, taxonomies, ontologies and classification systems in the literature field of Information Science. It uses the methodology of literature review and a research on the same field databases in order to investigate the bibliographic production about the theme, from 1998 up to July 2009. A bibliographic research about knowledge organization and representation is carried out, specifically related to the development of thesaurus, taxonomies, ontologies and classification systems. It identifies the same theoretical way to build KOS through the classification theory, concept theory, the relationship between the concepts and the foundation of Linguistics and Terminology. Extrinsic and intrinsic characteristics were analysed from the representative sample of the bibliographic production about KOS. The extrinsic analysis is relative to form aspects, including the publication year, authors, title, publication and keywords. The intrinsic analysis relates to content aspects through the subject analysis of the documents following the theoretical foundations. The last chapter verifies that the thesaurus and classification systems are the most quoted in the literature about KOS, being a theoretical reference to the development of these systems based on the international standards and rules. It highlights the importance of consolidating common standards to build different types of KOS in the field of Information Science and shows the need of gathering the multidisciplinary interests linked by the same goals and also getting better practices in the knowledge organization and representation.

Abstract:
Binghamton University Libraries has had a challenging decade, facing both a declining number of staff and a stagnant budget, which has made replacing the lost staff difficult. One of the larger issues that has arisen is finding internal candidates to fill management positions in the Libraries as employees retire. This project set out to answer two questions: • Why are current employees not willing to move into leadership positions • What steps can be taken by the B.U. Libraries to overcome reluctance to serve in these positions? In order to answer these questions, a review of literature in job satisfaction, and leadership and organizational change was completed. The Binghamton University Library staff was surveyed, and the results were analyzed with descriptive, thematic and cross-tabular analysis. What was discovered is that there is an interest in leadership in the Binghamton University Libraries, but much of the opportunity and focus is given to newer staff; and many staff were not even aware such opportunities were available to them.

In digital "archeology" it is typically not enough to read bit streams from original media like floppy disks just into a file. Those bitstreams have a logical structure which might not be easily accessible if no information on the underlying block structure and filesystem is available (implemented for the system where the bit stream is read on). This thesis looks into recovered bit streams of Burroughs Technologies Operating System (BTOS) or its successor the Convergent Technologies Operating System (CTOS) filesystems. It discusses the basics of computer forensics and filesystems required to write a tool to recover single files from the bit stream on an abstract level. Additionally an implementation is programmed which interprete the bit streams and save them to single files.

Abstract:
In the context of knowledge management (KM) in the field of digital libraries (DL), communities of practice (CoPs) is one of the unexplored areas of interests for research, as compared with those in the fields of business and management, education, engineering and medical sciences. Greater importance is being placed on those communities on their ability to share knowledge, facilitate knowledge transfer and most importantly in providing the proper context for learning to take place. Thus, this research sought to: (1) find out the defining characteristics of CoPs in the field of DL, (2) examine on how CoPs‘ contribute to the development of a learning culture and (3) determine the success and hindering factors in the development of such learning culture. This study was grounded on an interpretivist philosophical view. Hence, the methodological approach of this study was qualitative in nature in which experiential or context-based data were collected through semi-structured interviews. Research sampling was limited to professionals who are actively involved in DL communities. These include DL designers, system developers, system administrators, librarians, academicians in DL educational programmes, graduate students and scholars having common interests in DL and its enabling technologies. The gathered data were analyzed based on Peterson et al.‘s five steps thematic analysis. The findings of the study revealed that DL CoPs take a variety of forms, has no definite structure and their creation is always dependent on the purposes for which they are established. Furthermore, results indicated that there is a strong culture of learning among DL professionals which is characterized by the four distinct cultures of practices – knowledge sharing culture, culture of collaboration, knowledge transfer culture and the culture of innovation. However, there are also critical success factors in creating a culture of learning as follows: human behaviour, organizational and technological factors. In contrast, the hindering factors or barriers include: attitude towards knowledge sharing, culture-related barriers or challenges, language limitation, and time.

Abstract:
The adaptation to the European Higher Education Area led to the adoption of a curricular program based on the acquisition of competences by students. The Equality Act and other subsequent regulations have emphasized the need for the university to train its students in competencies that respect diversity, gender equality and non-discrimination. The contents taught in the Degree in Information and Documentation, as well as the professional profile of graduates, make especially necessary to promote sensitivity to gender inequalities as they will perform tasks of processing and representing the contents of information and intermediation in the informational processes of those who seek and use information. For that reason is the justification and interest in conducting this research. We have analyzed mentions of diversity attention (functional, ethnic-racial, sexual, etc.), gender equality and the inclusion in teaching programs of the subjects taught in the Degree in Information and Documentation in the Spanish universities. The sample studied consists of 471 teaching guides which have been downloaded in pdf from the websites of the 11 public universities that teach the degree and they correspond to the 2018-2019 academic year. For the analysis of the documents, the qualitative analysis program "Atlas.ti" has been used. The 471 programs have been introduced in both programs as primary documents, grouped into families according to course, grade and university. It has been determined the percentage of subjects in which mention is made of these contents or competences to be acquired by the students, the type of subjects, the course in which they are and the subject in question. We have also been able to determine if the mention is made by relating the competences to be acquired by the students, in the contents of the subject or in the bibliography. The results have also been grouped according to the subjects and the type of subject. To that end, a set of categories has been established (inertia subjects, legal inertia, colonization, natural evolutionary and evolutionary by commitment) in terms of attention to diversity and the integration of the gender perspective. To conclude, the most of the teaching programs ignore training in gender competencies and inclusion to future information professionals. In general, the little presence of the gender perspective in the teaching projects of the Spanish universities is observed after carrying out the analysis of all the teaching guides of each university.

Abstract:
Citation indexes are important authority resources for measuring the contribution of scientists and scientific publications to literature. Many studies in information retrieval are based on research aiming to develop retrieval algorithms. These studies tend to receive citations from different fields because of the interdisciplinary nature of information retrieval. Therefore, it is important to analyze the so-called “citation classics” retrospectively to find out their impact on other fields. Yet, it is not easy to do this using citation indexes, especially for relatively old papers, as traditional citation analysis tends not to reveal the full impact of a work on other studies at its time and periods that follow. In order to see the big picture it is important to study the contribution of these studies on other disciplines as well. In this study the impact of Maron and Kuhns’ citation classic on “probabilistic retrieval” published in 1960 has been visualized using pennant diagrams that were developed on the basis of relevance theory, information retrieval and bibliometrics. We hypothesized that “The interdisciplinary relations that are unobservable with traditional citation analysis can be revealed using the pennant diagrams method”. In order to test the hypothesis works that cited Maron and Kuhns’ study between the years of 1960 and 2015 have been downloaded with their references (a total of 4,176 unique works) and graphics have been prepared by the macros written in MS Excel. Of 4,176 works, 90 were selected using convenience sampling techniques to create static and interactive pennant diagrams for further analysis. Another important output of this study is the relevance rankings. As an alternative to the relevance rankings based on the similarity of references already used in citation indexes, relevance rankings have been created using the pennant diagrams that took into account not only items that cited the core (seed) paper but also citations to the items that cited the core paper. Relevance rankings based on the similarity of references and that of pennant diagrams have been compared. Findings support the hypothesis in that pennant diagrams provide information as to which papers that the core paper on probabilistic model influenced or got influenced from, directly or indirectly. Relevance ranking based on pennant diagrams revealed the impact of the core paper on information retrieval field as well as on other disciplines. Furthermore, it identified the relations between these somewhat disconnected fields, between authors, works, and journals that cannot be readily identified using traditional citation analysis. Relevance rankings using pennant diagrams seem to have been more successful than the relevance rankings based on references similarity. This study is the first such study in Turkey that uses pennant diagrams for relevance rankings. The data used in graphs and relevance rankings are available through citation indexes (the frequencies of total citations and co-citations). Thus, alternative relevance rankings based on pennant diagrams can be offered to users. Pennant diagrams can help researchers track the relevant literature more easily as well as identify how a core work influences other works in a specific field or in other fields.

The paper focuses on a test the value of information in the design and implementation of educational policies of the primary sector in Uruguay. This component is analyzed considering the information as a strategic component of the Ideological State Apparatus-IEA from here, and therefore carries the dominant ideology. With this instrument of domination, states apply their ideology to ensure the replication of the existing socio-economic order, putting this way, including the working class to the system of capitalist exploitation. Emphasizing the place it should occupy the Librarian in the design of these policies, and therefore in the reproduction of such order, it demystifies the principle of "neutrality" of the information sought from andalusia stablishment menial sectors. The job calls for the political class and must assume the information professionals in this case Librarian, to contribute, from the legacies of Marx, Engels and their followers to build critical subjects, able to articulate new forms of social organization.

An effective relationship between the information centers and the users can be possible with the knowledge of the users’ information needs. It is important for the information centers to understand the information use of the historians, one of the most active user groups of information centers. The subject of this research concerns the information needs of historians and the characteristics of their information use. The hypothesis of the study is “the information centers, information sources, channels and technologies affect information seeking and information uses of the historians. The academicians in the departments of history of Ankara University, Gazi University, Hacettepe University, Middle East Technical University and TOBB-Economics and Technology University, all in Ankara, are included in the study. The 109 historians in these departments make up the population. The response rate was 85.7%. In this research survey method was used. Data has been collected through the analysis of literature, interviews, observation and questionnaire techniques. A questionnaire, which contains 30 questions, was applied to the historians to find out the information needs and the information use of the historians. According to the results of this study, information centers, information sources, channels and technologies affect information seeking and information uses of the historians.

In the area of information science, the discussion of Ethics covers studies on the ethics of Information directed to the discussions towards the library and the use of information and communication technologies. In Brazil, the theme "ethics" was widespread with ethical characteristics, aimed at the practice of the professional librarian. The aim of the thesis was to understand the appreciation of the members of the Committee of ethics in research with Human Beings of the higher education institutions of Alagoas in research protocols that have as a source of information the patient records, and its ethical implications. The theoretical context covers: ethics and research; Ethics in information science; Ethics and research with human beings; Bioethics and regulations, patient records, medical records and statistical service, SAME chart and ethic of the chart. The lookup is applied, qualitative, exploratory, and the method used was the case study. The instrument used for collecting data was the questionnaire, divided into three blocks, totaling 17 (seventeen), semiabertas and open issues. The questionnaire and consent form Free Savvy were distributed formally to the coordinators of the respective Ethics committees of institutions of higher education of Alagoas, getting the same responsible to implement the questionnaire and by signing in the appropriate consent form Free Clarified. Of the four committees that authorized the completion of the survey, a splice the blank questionnaires. The population of the research was from 28 members of these questionnaire replies were received from 23. The survey results show that 85% of the survey members of research ethics committees with Human Beings of the higher education institutions of Alagoas, accepted the justifications of the researchers of the decline consent form Free Clarified, when the use of patient records, to understand that these are secondary data and ethical issues that are related to the analysis to be done good research practices , namely, the preservation of the right of the participant to allow research access to their information contained in medical records. It is concluded that the members of the Committee of ethics in research with humans from Alagoas stopped printing in depth knowledge of "data" and "information source", but identifies itself through these same prints that they understand that the patient records is a "secondary" justified given the non-application of FICS to owners of patient records when conducting research with this source of information it is recommended the effective interaction between the library and the archival appraisal for settling the concepts of patient records and therefore your access to and use by researchers, interacting with the health sector.

Abstract:
Develops a state of the art on the analysis of research and theoretical reflections that have been developed in information ethics and their influences on the theoretical evolution of ethics in Library and Information Sciences. For this, the main bibliographic sources on these two categories (information ethics and ethics in Library and Information Sciences) were reviewed, under the qualitative method, descriptive and documentary analysis of contemporary studies. Likewise, the main theories / paradigms developed by the most prominent authors on the subject, such as Luciano Floridi, were analyzed. By way of conclusion, it was determined that information ethics has a close relationship in the development of ethics in Library and Information Sciences because the first provides the philosophical foundations, concepts such as infosphere and moral/informational agents are part of the construction of ethical values and, furthermore, it is the space where the ethical dilemmas that determine the library professional are presented. It is recommended to encourage research on this subject, since there is a worrying literary shortage.

Abstract:
Complexity in Political Speech in Austria [translation of the title]. Objective - The aim of this paper is to evaluate the readability and comprehensibility of written campaign messages of Austrian parliamentary parties. What is the impact of the topic, the text type and the parties´ ideological positions on the readability of those texts? Methods – TextLab, the software applied to determine text-comprehensibility, is based on the ‚Hohenheim Comprehensibility Index‘ (HIX, with 0 indicating an extremely low and 20 an extremly high comprehensibility). It statistically evaluates word- and sentence-length parameters. As a ‚readability approach‘ this method restrains to statistical parameters of the text surface exclusively: average sentence length and clause length in words, average word-length in letters as well as the percentage of words longer than six letters, sentences longer than 20 words and clauses longer than 12 words. Results and Conclusions - As anticipated there is a significant difference in readability dependent on the text type – with an HIX-value lower than 5 with party manifestos, about 10 with webtexts and close to 16 with social media messages. Concerning the topic, texts on environmental issues appear to have a slightly higher readability than those on education, but a significantly higher one than those on migration. Depending on the text type there is a clear differentiation between texts that stem from different parties. But opposed to US-American studies, which emphasize a clear positive correlation between a text´s complexity and a party´s propensity to populism or right-wing ideology, this correlation could not be confermed. When it comes to social media messages this study even shows a contrary tendency.

El presente trabajo afronta la problemática del acceso a la información tomando como objeto de estudio una de sus formas: la visualización mediada por interfaces gráficas. Para ello se aproxima un marco teórico para el análisis del factor humano en visualización de información, tomando como contexto disciplinar la Interacción Persona-Ordenador; se propone un marco metodológico general para el diseño y evaluación de interfaces gráficas de visualización; y se propone y evalúa un procedimiento algorítmico para la ordenación espacial de grafos. Los experimentos realizados demuestran que el procedimiento algorítmico propuesto es el que mejor relación eficacia-eficiencia presenta de entre los comparados, y confirman la influencia que en la usabilidad visual de la representación tienen los criterios heurísticos empleados en su evaluación.

Abstract:
This research attempts to define convergent tendencies between the knowledge constituting the publishing activity and the conceptual frame upon which Information Science is based. Taking shape as an exploratory study, the research tries to systematize and make coherent a definite mark from which the convergence between the two areas may be contemplated and analyzed. In the process of constructing its arguments, the research seeks to identify, amongst international literature, authors and theoretical proposals which lead to building the structure of said convergence, determining its statute and indicating the nature of its contribution for the Information Science epistemology. Aiming to extend the universe of its inferences, a selected segment of the literature published in Brazilian journals of Information Science within the latest ten years is taken into account, in order to verify the presence of bibliographic sources that disclose the repercussion of the idea of convergence between publishing activity and Information Science – such as profiled in this study – in the papers discussing the discipline’s epistemological foundations. The research also points out topics that after analyzed more deeply would enlarge the knowledge about this subject, suggesting further studies which may demonstrate and consolidate the links between the fields under investigation.

Abstract:
Concerning many problems founded on the imagetic records organization, I intend to discuss the specificity of such material. The solution adopted by Brazilians archivists usually analyzes and organizes the records based only on the images subject description, abandoning the motives that were responsible for their generation as a record. Brazilian examples on holdings of this kind of records are put under suspicion when they are collated with the principles posed by the Archival Science. I assumed that archival records (writing or imagetic ones) are, in first place, registers of an administrative action, preserved to prove that this action was made instead of ready-made sources for historical research.. In my proposal, the production context, as a directive to the archival organization, comes as a fundamental issue, capable to guarantee the comprehension of the imagetic record genesis, the identification of subjects, as well their utilization on the historical research. The argumentation, mediated by the discussion on the application of some methodological references posed by the tradition of the Warburg Institute, puts the general issue on a relational perspective.

Abstract:
The study was motivated by the need to find out the factors that determined team based learning in tertiary institutions in Ede, Osun State, Nigeria. The researcher observed that the rate in which students in tertiary institutions get involved in team based learning is considerably high. It was also observed that very little has been done to assess the factors that determine the use of mobile technologies and academic and research libraries for team based learning by undergraduate students. The case study research method was adopted to carry out the study in three tertiary institutions in Ede, Osun State, Nigeria. Purposive sampling technique was used to select the one thousand one hundred undergraduate students that constituted the study’s sample population. The questionnaire was adopted as the study’s data collection instrument. The simple percentage score was used as the study’s data analysis technique. The study revealed three indicators of human factors namely, trust, sense of competition and willingness to share knowledge as the human factors that impact the extent to which mobile technologies are used to facilitate communication among members of team based learning groups. The study also revealed three indicators namely, space, rules outlawing group discussion and rules outlawing use of mobile technologies as factors prevalent in academic and research libraries that determine the use of academic and research library by members of team based learning groups. The study concludes that human factors are instrumental to the extent to which mobile technologies can support team based learning and that academic and research libraries must reassess their rules and regulations from the point of view the requirements of team based learning needs. Recommendations were made to students on how to manage human factors and academic and research libraries on how to implement rules that will not hamper team based learning. The study is useful to students, lecturers, librarians and administrators of tertiary institutions.

This text has as its basic purpose, from plural perspectives, approach the phenomenon of information. The philosophy of information is, in fact, a proposal that calls for interdisciplinarity, as it believes that each perspective can shed light on certain aspects partial. My perspective seeks to respect the plurality, diversity and the lability of the processes that make up the informative reality (as that consider in its conceptual handling the complexity of this reality), addressing some of its most important aspects for the study of the librarianship. As primary approach is intended to enact in this paper that the philosophy of information should replace social epistemology as the discipline that substantiates the library. The hypothesis which it maintains that social epistemology has not been able to provide philosophical and theoretical library science, therefore, the philosophy of information should replace in that role fundamental. They have also been carefully scrutinized those attempts that have emerged within the library, with more or less success, to find alternatives on the basis of their theoretical body, which in the case of the philosophy of information can become fruitful. Some of these alternatives are seeking an approach more broadly shows the combination of processes of knowledge in the sciences and its convergence with the technological approach. The second objective a detailed explanation to answer the question of whether the library science is a "philosophy of information applied" under the understanding that a philosophy applied is not the same be presented to a pragmatic philosophy much less a theoretic. The argument is that under the Aristotelian scheme, the librarian do not operate on propositional knowledge or sensory, but praxis, or rather poiesis, so the librarian would be a homo poieticus. Accept that that librarianship is a philosophy of information applied involves demonstrating that the establishment of the philosophy of information as a fundamental discipline of library science, contribute to the achievement of the constitution as a science, and change the framework of social research to technological.

Leaving the simplicity of the architecture of the current Web, the Semantic Web grew little, it didn't have significant qualitative movement. Academic library oriented to research: proposal for a user centered service model from the marketing perspective. This work has as goal the study and evaluation of University libraries role in the accomplishment of the University mission towards its research activity. For this purpose, the research function and its incidence in the competitive evaluation systems are analyzed, spotlighting the rankings. The paradigm change in the management of the University Libraries, where the performance is more focused in the support services for research, is highlighted. This University services are characterized, placing the study in the context of the Universities global strategy for research. Two main groups of Spanish Universities are looked into from a strategic and operative standpoint. Researcher are examined as the corner stone of this research support services both from an informative perspective, including an study on the digital identity management, and their link with the library as well as librarians role in this context. Moreover, this work develops a practical chapter studying the real situation in A Coruña University, its services, its library and the defining traits of their researchers. A methodical proposal is developed based on marketing foundations, being applicable to other librarian contexts, in which is emphasized in the need of an holistic view of the services for research and the philosophy and the technique from marketing are applied from a strategic and operative standpoint.

Abstract:
This work aims to discuss theories and analyze concepts, since it assumes that it is also important to carry out this type of interpretive research methodologies within Library and Information Sciences. In a particular way, the research uses Luciano Floridi's Information Ethics model as a specialized theoretical framework on problems related to information from a moral dimension, which allows evaluating and reviewing the concept of information itself, along with other aspects of the informational problem, but always from an integrating perspective. Thus, this research consists of an interpretation of George Orwell's novel 1984 from the concepts of Floridi's Information Ethics, understood as macroethics, in which he rethinks the three dimensions of information, as a resource-product- objective, and proposes their unification and interaction in the Infosphere, but also recognizes that any action that negatively affects the Infosphere as a whole can increase the level of entropy. The thesis supports, as a general result, the importance of individual freedom as an indispensable condition for the creation and transmission of reliable and truthful information that contributes to the knowledge of reality, and considers the idea that the presence of free and well-informed strengthens a democratic system and enriches the Infosphere. The basic idea is that citizens should defend democracy, because this type of government aims to safeguard their fundamental rights, such as the right to life, liberty, security, privacy, freedom of opinion and of expression, free access to information, etc., and this type of recognition and defense of rights would hardly occur in authoritarian governments.

The purpose of this Master’s Dissertation is to study virtual libraries from a historical and descriptive standpoint, with emphasis on a recurrent conceptual setting within the context of cyberculture, taken as a time category corresponding to the contemporary phase of mediatic civilization. The empirical factors and aspects of the object of research have been delimited since at least 1994. Based on a research methodology founded upon a review of the literature, this work involves a study of traditional, real time and hybrid libraries. The subject of this research, marked by theoretical and practical aspects, encompasses general and specific implications concerning the emergence of virtual libraries, involving, simultaneously, the hypotheses that the emergence of virtual libraries may not show a correlation with traditional libraries and that the development of the former is due to the development of the latter or even to a process motivated by the typicity of the post-modern culture. The attainment of the objectives of this research presupposes an understanding of the social, historical and cultural statute of libraries in general and of the sociotechnological aspects of cyberculture and cyberspace; a study of the influence of post-modern culture on the development or the obliteration, oblivion or pulverization of traditional libraries; identification of the modus operandi of the process of acculturation in cyberspace; and an understanding of the change in the esthetics of information in the cybercultural environment. Similarly, this study aims to analyze the various models of organization of information, focusing on its access, within the ambit of in loco, real time and hybrid libraries, which, in this context, implies a critical survey of the technologies destined for the development of bibliotheconomic services. Based on this demarcation of theoretical and methodological principles, the development and consolidation of the horizons of this Dissertation encompass, fundamentally, its entire belongingness to the area of Communications.

Library and Information Studies (LIS) are approached as a complex construct, which has several avenues: it is a scientific discipline that brings together a set of theories, methods and techniques supported by a concrete, precise scientific community, it is a paradigm. Likewise, it is a series of professional practices, some classic or consolidated (such as the documentary analyst and the librarian dedicated to information services), others emerging (such as the virtual librarian or the expert in controlled digital lending); also, it is a string of areas of knowledge crystallized in lines of research and in study plans for the training of people (the Librarianship career in its various denominations), developed and supported by academic and professional institutions; all this within the framework of unavoidable issues of the context in which the (LIS) is deployed, such as the applicable legislation, the labor market of the information professional, the history and evolution of nodal topics (such as the book), the advancement of technology and its applications to Library Science, among many others. This construct, to be manageable, in the terms of this proposal, requires handles to generate minimally acceptable results and contain the overflow of ideas; In this investigation, the need to adhere to a structure that would allow the delimitation of the object of study and its technical approach became clear, that is, it was required to draw coordinates that would make it possible.

Abstract:
Research question: This study sought to investigate the community information needs of, and information provision available to, the residents of the Broomhall neighbourhood of Sheffield (UK), as perceived by them. Objectives: The research objectives were: 1) To identify the community information needs of the residents of the Broomhall neighbourhood; 2) To establish to what extent information providers satisfy the community information needs of the residents of the Broomhall neighbourhood; 3) To explore the effectiveness of the community profiling tool to analyse community information needs and provision; and 4) To understand the possible implications of this study for policy makers. Research design: The theoretical framework was based around the following concepts: a) the materialist conception of history, b) the social class struggles concept, and c) the concept of configuration as an open structure of theory. The methodologies used were qualitative research and interpretivism. Data were generated using snowball or chain sampling within a purposeful sampling approach and through triangulation of a) semi-structured interviews (individual and group-focused); b) non-participant observation and c) document analysis methods, themselves entailing the triangulation of literal, and interpretative data analysis. Findings: The major findings relating to community information needs were related to the following issues: 1) territoriality and uses of the land (e.g. housing for poor and working classes; expansion of Sheffield and Hallam universities in the form of university student villages); 2) poverty, social and economical inequalities (e.g. unemployment, debt, and crime); 3) health (e.g. drug addiction, lack of: green public open space, playgrounds, and sports and leisure facilities); 4) politics (e.g. inadequate allocation of funding for community projects); 5) culture (e.g. multicultural, ethnic, religious, and national issues; tribalism of BMEs); 6) communication (e.g. people socially excluded due to lack of English classes). The findings also related to the following features: 7) transport (e.g. transport for the elderly); and 8) education (e.g. nurseries, and socially inclusive primary schools. Territoriality related to all the other 7 issues and features in negative ways. Conclusions and recommendations: For Broomhall residents it was recommended that they should change their neighbourhood name to Holberry Gardens and create a strategic alliance to save their neighbourhood from being taken over by developers; they also need to distance themselves from Broomhall and The Park, and to resist anti-working class policies from the European Union, central, regional, and local government and private/voluntary sectors. For the LIS community a community profiling tool has been found to be effective as long as it is used within the contexts of qualitative research and territoriality. Policy makers should abandon their privatisation policies relating to the provision of social services (e.g. information, help and advice) which have worsened the quality of life of the poor classes, and have fostered poverty and crime. The need for the creation of a new and free-of-charge health and sports facility that includes a library was also recommended.

In this doctoral research proposal the author deals with "Open Access", a vision of a free online availability of scholarly journal literature that has been put forward in the early 2000s. More than a decade later, Open Access has gathered momentum and became a widespread phenomenon with several (inter-)national strategies currently being pursued towards a radical transformation of the academic publishing world. Should the extreme scenario as proposed by some actors succeed, budgets of academic libraries would be fully shifted from conventional journal subscriptions model ("pay-to-read") towards publishing all research articles in Open Access journals ("pay-to-say"). However, the effects and dynamics that such a transition would unleash in the global knowledge regime remain largely unexplored. In order to answer the research questions, ongoing negotiations on Open Access publishing between the Association of Universities in the Netherlands (VSNU) and the academic publisher Elsevier as well as Dutch researchers' perceptions on the implications of these negotiations for their own publication practices will serve as empirical basis. Situational analysis developed by Adele E. Clarke (2005) will be used as an overall frame for data collection and analysis.

It falls in a context related to the debates on public information policies of the Brazilian government and it assumes that it is not possible to provide continued access to born digital information without association to records management and digital preservation. It does a political analysis of the implementation process of the Lei de Acesso à Informação, n°. 12.527, November 08, 2011 (LAI) in the Federal Executive Branch. It also identifies and discusses the context, the responsibilities and the established relationships between the concerned actors - Controladoria-Geral da União (CGU), Arquivo Nacional (AN) and Conselho Nacional de Arquivos (CONARQ). The exploratory research on the CGU website identified relevant information about the actions and programs planned to be developed by CGU within the archival policies. In addition correlated LAI legislation and 730 news collected on Google were analyzed to identify speeches and arguments of political actors involved in it and to know about the context in which the brazilian government information policy is developed. It concludes that the lack of mechanisms defining the responsibilities of each actor implies in the absence of a public policy that does ensures that archival policies are really part of the links that comprise the chain of contemporary information policy. It also concludes that the LAI is in compliance with archival policy, but there is not regulation of the responsibilities of each actor in the political process concerned to the deployment of LAI, bringing risks for the constitution of digital legacy for future generations.

The philosophy of information, as a proposal for an ethical foundation for librarianship (both axiological and deontological), also influences, in various ways, on use practices of the información. The Chapter 1 includes a presentation of the fundamental problems and relevance of ethical reflection, but this does not remain in the pure ethical speculation. It is recognized that there is a plethora of views regarding the act of man and, therefore, ethical positions, which essentially have a correlation with reality. In this capitulation it arises from ethics axiological and ethical dimensions, and explain what approaches are proposed in each, without resorting to radical distinction between facts and values, which is an improper contextualization of ethical conceptual analysis. What will be done is to reconcile and articulate an axiological proposal with a consequent ethical vision of Rawlsian court. Here you attempt to ease tension between the two partners and entering into them. Chapter 2 deals with the ethics of information from the perspective of the philosophy of information, as a proposal for an ethical foundation for librarianship, both axiological and deontological, and how that influences use practices information. Considerando o distanciamento existente entre a geração da informação legislativa oficial e sua divulgação nos meios de comunicação, objetivou-se realizar um estudo temático-comparativo entre os projetos elaborados pelo Poder Legislativo mariliense e as consequentes informações veiculadas no Jornal da Manhã e no boletim A Verdade, de modo a verificar o grau de consonância ou de oposição dos jornais face ao poder vigente. Para tanto, aplicou-se o método diplomático, que permitiu analisar e categorizar tematicamente os projetos legislativos veiculados oficialmente pelo jornal Diário Marília Notícias e compará-los às temáticas convergentes publicadas como notícia nos jornais acima citados. Como resultados, observou-se, primeiramente, a viabilidade instrumental da Diplomática para a área de Análise Documentária, particularmente no que se refere à análise e representação temática de ementas de projetos legislativos publicadas em editais. Ademais, observou-se que embora o Jornal da Manhã tenha publicado expressivamente mais notícias sobre projetos que o A Verdade, nenhum dos veículos abordou na totalidade as informações legislativas de interesse público. Em relação à orientação política dos veículos informacionais analisados, verificou-se que o Jornal da Manhã, embora não tenha tomado partido explicitamente do poder vigente, beneficiou-o em diferentes momentos mediante a aplicação de técnicas que levaram à abordagem jornalística generalizadora, enquanto o boletim A Verdade, com orientação política explícita de instrumento político na oposição ao poder vigente, valeu-se de “técnicas jornalísticas” de falseamento, encobrimento e polarização de conceitos (maniqueísmo jornalístico). Enfim, constatou-se que ambos os meios de comunicação pouco agregaram, em suas publicações, informações que orientaram o leitor ao conhecimento total dos fatos, em virtude do emprego das citadas técnicas jornalísticas, corroborando a hipótese de que veículos dessa natureza, em virtude de aspectos econômicos e/ou políticos, distanciam-se do conceito de construção da “sociedade da informação”.

Education in citizen participation must be provided from a very early stage in those spaces where young boys and girls live together with people with whom they share social links, such as their home, their neighborhood or their school. For children growing up in Bogotá and attending public or private schools, the first contact with citizen participation, beyond their classes on democracy and the country’s political constitution, takes place when they vote to elect their fellow student council’s representatives. Over the last years the (information) literacy issue has gained space in both individual and collective efforts to make it a basic social, democratic, and participative matter within the all embracing framework marked by the society-technology relationship. In this sense, information literacy is also an attempt (beyond the problem of literal access to public information) to foster critical thinking vis-à-vis curriculum contents. Thus, we consider that dealing with the concept of citizen participation goes beyond its topicality and should be developed not only from the public library but also through initiatives that arise from society’s actual concerns in order to awaken the participants’ interest. To achieve the aforesaid, herein we present the design and results of a program that aims at developing information skills to access, ponder, and use public information in order to encourage citizen participation. Keeping in mind that our society is now facing challenges that call for citizens capable of hurdling them, it is essential to start developing such skills from a very early age to allow children, youngsters and their communities to behave and be recognized as citizens who are responsible for their actions in both the real and the digital world.

South African science shows a decline in its global competitiveness in that its scholarly publication rate has not kept pace with that of other countries, both developed and developing. This, together with a decline in publication rate especially among junior South African scholars, suggests a structural problem in the South African national system of innovation. A declining publication rate indicates a problem of knowledge diffusion for South Africa, and hints at a possible knowledge generation problem. This thesis limits itself to the dynamics of knowledge diffusion with specific reference to Open Access scholarly communication. Open Access scholarly communication is an overt intervention regarding knowledge diffusion. The marginalisation of science in and of developing countries, leading to a state of knowledge imperialism and knowledge dependence, is addressed, and it is argued that knowledge diffusion and generation are at the heart of long-term economic growth. This thesis has been structured around two core sections, a theoretical framework based in the literature, and empirical study. The central concepts of scholarly communication and Open Access, national information policy (NIP), and national system of innovation (NSI) are elaborated upon in the theoretical framework (Chapters 2 and 3). The empirical part of this study (Chapters 4 and 5) in turn consist of two parts. Both parts used the survey method, however the first part made use of a questionnaire instrument, and the second part made use of a structured record review. Both empirical studies were used to assess levels of activity and extent of adoption of Open Access within a defined South African scholarly community, one discipline-based, the other institution-based. The aims of this study were two-fold: to assess levels of awareness of and investment in Open Access modes of scholarly communication within defined scholarly communities; and to create a benchmark document of South Africa’s involvement to date in various Open Access initiatives. The argument is made for the openness of scholarly systems, and furthermore that the disparate and uncoordinated nature of Open Access in South Africa needs a policy intervention. The policy intervention so identified would exist within an enabling policy environment and would be minimally disruptive to the South African science system. Said policy intervention would constitute a National Information Policy since it would address the storage, dissemination, and retrieval of scholarly research output. This thesis recommends the amendment of the current statutory reporting mechanism - used by scholars to report and obtain publication rate subsidies – which would require that scholars make their research available via an Open Access mode of scholarly communication, and moreover, would require scholars to report on having done so.

Social Sciences have a relevant importance, because they assist individuals to make sense of the social world and to situate their ideas, fears, interests, values ​​and relationships at the center of the social processes they reflect and configure. However, a diagnosis made in the main doctoral programs of the Pedagogical Sciences in Cuba revealed deficiencies and deficiencies that led to the formulation of the scientific problem of the present investigation: insufficiencies in the process of interpretation of the social reality, in relation to its qualitative and complex nature, which limits the scientific performance of professionals. The object of the research is, therefore, the scientific research process of the Social Sciences and its field of action: the dynamics of information processing in the Social Sciences research process. The main research results are: a model of the dynamics of information processing in social investigations, which becomes an integrative didactic method for such processing, as a theoretical contribution, and a system of methodological procedures for processing information in the social investigations, as a practical contribution. It is revealed as essential regularity, the integrating logic between the understanding of the validity and reliability of social information and the systematization of the synthesis and the concretion of this information, consistent with a qualitative and quantitative processing of it. The pertinence and scientific feasibility of the research results was assessed satisfactorily through a consultation with experts and the corroboration of the partial application of the system of methodological procedures.

From the end of the XX century the librarian field has been revising and reinventing an educative aspect, which is known in Spain as “users' training” or "users' education" (formación de usuarios), giving birth to a new expert knowledge called information literacy. Information literacy is conventionally conceived as a protocolized process, a set of stages (determine the need, access, evaluate and use and communicate information), which seeks to make users competent in the use, process and efficient management of information. From the field of librarianship, information literacy is usually seen as a given, natural, reality and it is generally studied from technical and managerial perspectives that are not used to leave the field itself (the analysis focus on standards and indicators, models, strategies of applicability, assessment, etc.). From our point of view, this is an insufficient optic to understand the social and political significance of both the library institution, the activity of its staff and the discursive constructions it produces. Among the contributions of the study, one which really stands out is that information literacy, that new expert knowledge made up into different models from the end of XX century, is seen not as something natural or a necessary result of the evolution of the librarian world, but as a social construct, which arises in a specific time. The whole of meanings, practices, values, knowledge, etc., that different social groups and agents assign to this new literacy is identified as informational discourse.

The research presents nuclear issue as the study of the conversion of bibliographic records process. Delimiting the object of study for understanding the conversion of analog bibliographic records to MARC 21 Bibliographic format, from the syntactic and semantic analysis of records described in patterns of descriptive metadata structure and content standards. The thesis of this research is that the syntactic and semantic principles of bibliographic records, defined by schemas describing and cataloging the display, in the standards of descriptive metadata structure and content standards, determine the process of converting bibliographic records MARC21 Format for Bibliographic. Based on this context, the proposition of this research is to develop a theoretical study of the syntax and semantics of bibliographic records, by the Linguistic bias, with Saussure and Hjelmslev, which subsidize the conversion of analog bibliographic records to MARC 21 Format for Bibliographic a computational interpreter . With this proposal, it is stated, as a general goal, develop a theoretical-conceptual model of syntax and semantics in bibliographic records from Saussureano hjelmslevianos and linguistic studies of the manifestations of human language, which is applicable to a computational interpreter aimed to conversion bibliographic records to MARC 21 Bibliographic format. To reach this goal it is through the following specific objectives, divided in two groups and directed respectively to the theoretical-conceptual model of syntactic structure and semantics of bibliographic records, and the conversion of their records process: explain the relationship between syntax and semantics of bibliographic in the light of linguistic aspects studied by Saussure and Hjelmslev, applicable to analog and digital media records; submit characteristic principles of syntax and semantics in bibliographic records; look through the available literature, the methods and procedures for conversion of bibliographic records to MARC 21 Bibliographic format; set method of image processing bibliographic records in analog optical character recognition (OCR) software; present computational interpretation technique that is focused on the conversion of analog bibliographic records to MARC 21 Bibliographic Format to consider the syntactic and semantic schemas. In view of the outlined objectives, the methodological approach of the research is based on a qualitative approach, exploratory, descriptive and experimental basis and uses the literature. As a result, it is expected to contribute significantly to the Information Science Similarly, considering social, inherent in human knowledge and the solution of the problem presented aspects. The greatest social benefit occasioned by this research relates closely, the aspects of sharing bibliographic records, and the possibility of extending access to the metadata of information resources represented by the various units of information. Contributions theoretically can be glimpsed on the development of issues related to syntactic and semantic aspects of bibliographic records, and involve, at one time, the interdisciplinary Information Science, Computer Science and Linguistics. Contributions in the practical field are identified by the study include the development of Scan for MARC, a computational interpreter that can be adopted by any institution wishing to make use of conversion databases of bibliographic records procedure, to MARC21 format Library from the description and visualization of bibliographic records (AACR2R and ISBD), that character is considered innovative research schemes.

The dissertation presents the outputs of a research carried out during the second semester of 2014 and the first semester of 2015 at Vasconcelos Public Library, located in Buenavista, a neighborhood in Mexico City. The public library is used as a methodological strategy of public space or equipment observation. An ethnographic approach is primarily used, as well as a combination of methods in the several descriptive stages of the space, and for the registry of usage, practices and experiences of the library by users and visitors. The first chapter presents a general overview of the library using the information gathered in a survey applied to users and visitors (BV-CNCA, 2014). Following, a description of the spaces and activities carried out by users is presented in an ethnographic narration. Finally, everyday experiences of users and visitors are presented. The research shows how the conceptions and values around the library’s materiality (features, place configuration or layout, location) and immateriality (conceptions, imaginaries, experiences) influence the way of using and thinking about this equipment. The study concludes that this public architecture spatializes experiences that give a new meaning to the public library as an equipment of urban life, both indoor and outdoor, expanding its present and future history as a public space.

The study examines preconditions to adopt semantic web technologies for a novel specialized medium of scholarly communication that – also interdisciplinary – enables the synchronicity of publication and knowledge representation on the one hand and the dynamic bundling of assertions on the other hand. Therefore it is first of all necessary to determine a concept of „(scholarly) publication“ and of neighbouring concepts. These considerations are fertilized by theories that can be related to the radical constructivism. Therefrom derives a critique of the mainstream of knowledge representation that resigns to being not able to represent the dynamics of knowledge. Finally the study evinces a conceptual outline of a technical system that is built upon the known concept of nanopublications and is called „scholarly network“. The increased effort while publishing in the scholarly network is outweighed by the benefits of this publication medium: It may help to render research outputs more precisely as well as to raise their connectivity through reducing the complexity of assertions. Beyond that it would generate an openly accessible and finely structured discourse archive – a wide participation provided.
