Full textAbsenteeism remains a challenge in government entities, especially if it is measured in monetary terms. Government loses a number of hours through employees who are officially or unofficially away from work. The high absenteeism is created by a number of factors, amongst which leave policy gaps and poor management systems can cited. Therefore this study expected to investigate the management of absenteeism in Limpopo Provincial Legislature. A qualitative research approach was used to collect data through semi-structured interviews. One of the major findings in the study is that there is a lack of communication between line-managers and human resources section. Departments still work in silos and hence some employees exploit their leave benefits. The study recommends that communication strategies in the Limpopo Provincial Legislature should be effectively implemented and policy gaps in relation to leave benefits should be reviewed.

Full textAbsenteeism has proven to be a global problem in the workplace, which is further exacerbated by multifaceted factors that cause absence. It is pervasive, inevitable and has an undesirably negative impact on the operations and service delivery of an organisation, if not managed properly. Generally, absenteeism disrupts the work environment and negatively affects the organisation and employees’ morale. A literature search was conducted on the causes, costs, impact, measurements, consequences and strategies of absenteeism in the workplace. Literature on job satisfaction as a concept was also conducted on personal and organisational sources, both content and process theories, and consequences of job satisfaction. The researcher also conducted a survey questionnaire with a sample of employees at DTVET to ascertain their perceptions regarding absenteeism and job satisfaction status within the department. The aim of the study was to identify the main causes of high absenteeism and to determine the status of job satisfaction levels in DTVET. The study identified the causes of absenteeism among DTVET employees, and discovered that reasons are attributed to: work overload; lack of employee health programmes; lack of resolution of employees’ problems; headache problems; inconsistent application of absenteeism procedures; lack of autonomy; lack of an effective performance reward system; backache problems; sick leave entitlement mentality; stomach upsets; and, finally, colds and flu. Findings also revealed that DTVET employees mostly derive their job dissatisfaction from: work overload; bureaucratic processes; benefits; pay; lack of recognition for work well done; and lack of promotion opportunities. This finding also supports Robbins’s (2003:82) conclusions that the consequences of job dissatisfaction may lead to employees missing work, this may also be expressed in various forms i.e. employees complaints, insubordination, steal organisational property, reduce effort, chronic absenteeism, increase error rate, lateness etc. Realistically, absenteeism in the workplace will never be eradicated, however, with proper management interventions, absenteeism rates can be reduced to acceptable levels.

Full textEvery year many workers fail to turn up to work due to health problems or disability. The loss of working days affects negatively individuals’ wellbeing, employers, and society in general. If on the one hand employers feel that they support most of the costs while workers are absent due to illness, on the other hand disabled employees face discrimination in labor market as employers believe that they are more likely to be absent from work. Using data from the 2005/2006 Portuguese National Health Survey, the goal of this work project is to investigate the role of health conditions on absence days reported by workers. The results, obtained from a probit model, confirm what has been found in economic literature for other countries. Disability has a positive impact on probability of absenteeism. However, in Portugal this effect is small; it amounts to a marginal increase of at most 1 day in a year.
Lockhart, Janine. "Managing absenteeism for improved productivity and cost-effectiveness." Thesis, Cape Technikon, 2001. http://hdl.handle.net/20.500.11838/1013.
Full textThe researcher identified an absenteeism problem at the Cape Technikon Library and sees the effect of it on a daily basis. It is a costly and disruptive problem and places unnecessary pressure on staff that are at work. From the outset, companies might not realise the cost of absenteeism until they actually measure it. Absenteeism of other staff members create various problems such as low morale, increased stress, break in team work, etc. between the staff that are at work. To reduce the absenteeism rate, certain measures and control systems should be put in place. Absenteeism can either be addressed by putting a reward system in place or making use of punishment contingencies, or using a combination of both. If staff members see that other staff members get away with excessive absenteeism, they will soon follow. Within the context of the Cape Technikon Library, a culture of absenteeism has been created and it is not easy to break that culture. This study considered possible reasons for the absenteeism as well as possible solutions. To improve productivity and cost-effectiveness, the Gross Absence Rate (GAR) should be less than 3% (Van der Merwe: 1988:25). According to Van der Merwe (1988:25) an absence rate of 10% is extremely serious and any absence rate of more than 5% should be regarded as an indicator of a situation needing further investigation. An absence rate of less than 3% can be regarded as satisfactory, although capable of furtherimprovement. On some days the absenteeism rate at the Cape Technikon Library is approximately 12%.
Ramsay, Nadine. "Absenteeism among public health nurses : does commitment matter?" Master's thesis, University of Cape Town, 2006. http://hdl.handle.net/11427/5842.
Full textThis study explored the relationship between absenteeism and commitment (affective, continuance and normative commitment) as directed towards the organisation, co-workers and the nursing profession. Job satisfaction, job involvement, career stage and the absence culture were examined as moderators of the relationship between absenteeism and commitment. The sample comprised of 227 public sector nurses (54% response rate) from 11 day clinics and hospitals within the Western Cape Metropolitan District Health Services of South Africa. Affective, continuance and normative commitment to the organisation were not directly related to absenteeism, although interactions between these commitment components were significant predictors of absenteeism. Affective commitment to co-workers did not significantly explain absenteeism. However, affective commitment to the nursing profession explained significant variance in nurse absenteeism both directly and through the moderation effects of the absence culture of the workplace and the profession. Job satisfaction, job involvement and career stage of the nurses did not moderate the absenteeism-commitment relationship. The contributions of the study are discussed and recommendations for future research are made.

Unplanned employee absences are estimated to account for a loss of 3% of scheduled labor hours. This can be costly in railroad dispatcher scheduling because every absence must be filled through overtime or a qualified extra dispatcher. One factor that complicates this problem is the uncertainty of unplanned employee absences. The ability to predict unplanned absences would facilitate effective scheduling of extra dispatchers and help reduce overtime costs. This thesis uses data from a railroad company over a four year period to examine company-wide factors thought to impact the number of unplanned absences among dispatchers. Using Poisson regression, we identify several factors that provide statistical evidence of influencing the number of unplanned absences. These factors are month, snowstorms, shift, and certain holidays. Despite these findings, the overall predictive capability of our regression model is very weak. Instead, we model the number of unplanned absences by shift as a Hadrom process with a Negative Binomial distribution and use Monte Carlo simulation to explore the impact on overtime costs of increasing the number of scheduled extra dispatchers and increasing the number of positions on which each employee is qualified to work. Our results show that increasing the number of extra dispatchers has a greater effect on reducing overtime, but the cost savings from reducing overtime expenses are not enough to offset the additional labor costs of having more employees on staff. Our results provide insight regarding the relationship among extra staff, higher levels of qualification among employees, and the willingness to use overtime in handling unplanned absences.

Full textThis dissertation describes the investigation into absenteeism in Cape Town manufacturing industries which the writer conducted in 1992. It presents the main findings from this investigation as well as a series of recommendations regarding the recording and reduction of absenteeism in industry. The investigation was undertaken to investigate: the nature and extent of absenteeism in the Cape Town area, the main causes or variables associated with the problem of absenteeism, and to establish what industries were doing to combat the problem. The writer used a convenience sample of twenty manufacturing industries in the Cape Town region. The study involved identifying the amount and nature of absenteeism by quantitative analysis of attendance records.
