'Wara wara!" - 'go away' - the first indigenous words heard by Europeans at the time of the social upheaval that began in 1788, were part of the language spoken by the inhabitants around the shores of Port Jackson from time immemorial. Traces of this language, funtionally lost in two generations, remain in words such as 'dingo' and 'woomera' that entered the English language, and in placenames such as 'Cammeray' and 'Parramatta'. Various First Fleeters, and others, compiled limited wordlists in the vicinity of the harbour and further afield, and in the early 1900s the surveyor R.H. Mathews documented the remnants of the Dharug language. Only as recently as 1972 were the language notebooks of William Dawes, who was noted by Watkin Tench as having advanced his studies 'beyond the reach of competition', uncovered in a London university library. The jottings made by Dawes, who was learning as he went along, are incomplete and parts defy analysis. Nevertheless much of his work has been confirmed, clarified and corrected by reference to records of the surrounding languages, which have similar grammatical forms and substantial cognate vocabulary, and his verbatim sentences and model verbs have permitted a limited attempt at reconstructing the grammar.

This study examines Patrick White's Voss, Riders in the Chariot and A Fringe of Leaves. These works, which span White's creative career, demonstrate certain abiding preoccupations, while also showing a marked shift in treatment and philosophy. In Chapter One Voss is discussed as an essentially modernist work. The study shows how White takes an historical episode, the Leichhardt expedition, and reworks it into a meditation on the psychological and philosophical impulses behind nineteenth century exploration. The aggressive energy required for the project is identified with the myth of the Romantic male. I further argue that White, influenced by modernist conceptions of androgyny, uses the cyclical structure of hermetic philosophy to undermine the linear project identified with the male quest. Alchemical teaching provides much of the novel's metaphoric density, as well as a map for the narrative resolution. Voss is the first of the novels to examine Aboriginal culture. This culture is made available through the visionary artist, a European figure who, as seer, has access to the Aboriginal deities. European and Aboriginal philosophies are blended at the level of symbol, making possible the creative interaction between Europe and Australia. The second chapter considers how, in Riders in the Chariot, White modifies premises central to Voss. A holocaust survivor is one of the protagonists, and much of the novel, I argue, revolves around the question of the material nature of evil. Kabbalism, a mystical strain of Judaism, provides much of the esoteric material, am White uses it to foreground the conflict between metaphysical abstraction and political reality. In Riders, there is again an artist-figure: part Aboriginal, part European, he is literally a blend of Europe and Australia and his art expresses his dual identity. This novel, too, is influenced by modernist models. However, here the depiction of Fascism as both an historical crisis and as a contemporary moral bankruptcy locates the metaphysical questions in a powerfully realised material dimension. Chapter Three looks at A Fringe of Leaves, which is largely a post-modernist novel. One purpose of this chapter is to demonstrate how it responds to its literary precursors and there is thus a fairly extensive discussion of the shipwreck narrative as a genre. The protagonist of the novel, a shipwreck survivor, cannot apprehend the symbolic life of the Aboriginals: she can only observe the material aspects of the culture. Symbolic acts are thus interpreted in their material manifestation. The depiction of Aboriginal life is less romanticised than that given in Voss, as White examines the very real nature of the physical hardships of desert life. The philosophic tone of A Fringe of Leaves is most evident, I argue, in the figure of the failed artist. A frustrated writer, his models are infertile, and he offers no vision of resolution. There is a promise, however, offered by these novels themselves, for in them White has given a voice to women, Aboriginals and convicts, groups normally excluded from the dominating discursive practice of European patriarchy.

In 1948, after twenty years in the Papuan administration, Stanley Middleton became the Western Australian Commissioner of Native Affairs. State and Federal governments at that time had a policy of social assimilation towards Aboriginal people, who were expected to live in the same manner as other Australians, accepting the same responsibilties, observing the same customs and influenced by the same beliefs, hopes and loyalties. European civilization was seen as the pinnacle of development. Thus both giving Aboriginal people the opportunity to reach this pinnacle and believing they were equally capable of reaching this pinnacle was viewed as a progessive and humanitarian act. Aboriginal cultural beliefs and loyalties were not considered important, if they were recognized at all, because they were seen as primitive or as having being abandoned in favour of a Western lifestyle.

Abstract:
This partial-Masters thesis describes Morrobalama, a highly endangered Australian Aboriginal language belonging to the Pama-Nyungan family. Originally spoken in Princess Charlotte’s Bay on the eastern coast of Cape York, its speakers were forcibly displaced from the region in the early 1960s and made to live with eight other tribes in a region 500 miles further north. Although Morrobalama is a socially marginalized language in Australia, it is important linguistically because it displays atypical features. Most notable is its phonemic inventory which is unusually large and includes sounds which are rare in Australian Aboriginal languages, e.g. fricatives, prestopped nasals, voicing contrasts, and a system of five vowels that contrast in length. Morrobalama’s morphology is not dissimilar from other Pama-Nyungan languages: it displays pronominal cross-referencing and a split-ergative system (nouns operate in an absolutive/ergative paradigm, while pronouns are nominative/accusative). Pronouns have three numbers – singular, dual, and plural – and distinguish inclusive and exclusive in first-person dual and plural. They can occur both independently or bound

Abstract:
The Tiwi are the indigenous people of the Tiwi Islands, located off the Northern Territory mainland. In 1919, as a unique and distinct people they appeared to be in a position to maintain their identity, to resist absorption into western culture and to avoid some of the serious social problems that came to affect some other Indigenous communities. While aspects of the Tiwi culture and lifestyle were gradually modified or abandoned through contact with outside societies between 1919 and 2000, other traits remained strong or were strengthened. These included their relationship with the land, the local language, dancing and singing, and adoption customs. Forms of visual art, some introduced, brought fame to the Tiwi. Government policies on Indigenous matters changed dramatically over the twentieth century. The earlier ones, including assimilation programmes were discriminatory and restrictive. Later approaches to Aboriginal and Islander welfare, including land rights, had significant consequences for the Islanders, some beneficial, others detrimental in nature. From the 1970s, the departure of resident missionaries and government officers from the islands led to an influx of private European employees. The exposure to these people added to that which the Tiwi experienced as they travelled far beyond their islands. After 1972, the policies of self-determination and, then, self-management placed enormous strains on the Tiwi as they strove to meet the requirements of government, private enterprise and the wider society. New forms of land and local government controls replaced the law of the elders. A younger, western-educated generation now spoke on behalf of the people. Ultimately, under the influence of outside pressures, degrees of socio-cultural absorption occurred in the islands even though the official policy of assimilation had been abandoned. Fortunately, the strong identity of the Tiwi ensured a level of social cohesion capable of combating full assimilation into a wholly western lifestyle.

It has long been established that in Australia contemporary (post-contact) Aboriginal history has suffered as a result of the colonisation process. Aboriginal history was seen as belonging in the realm of prehistory, rather than in contemporary historical discourses. Attempts have now been made to reinstate indigenous history into local, regional and national historical narratives. The field of heritage interpretation however, still largely relegates Aboriginal heritage to prehistory. This thesis investigates the ways in which Aborigianl history can be incorporated into the interpetation of contemporary or post-contact history at heritage sites. The thesis uses the principle of 'shared history' as outlined by the Council for Aboriginal Reconciliation, as a starting point in these discussions.

Anindilyakwa is the language spoken by over 1,000 Warnindilyakwa Aborigines on Groote Eylandt, Northern Territory. In the Australian language families, it is placed in the Groote Eylandt Family (Oates 1970:15) or the Andilyaugwan Family (Wurm 1972:117). As Yallop (1982:40) reports, Anindilyakwa and Nunggubuyu "are similiar in grammar and possibly share the distinction of being the most gramatically complex Australian languages. They are diverse in basic vocabularly, however, and are therefore allocated to separate families".

Abstract:
This thesis is a history of schooling for Indigenous children in Western Australia between the commencement of the first Aboriginal school in Perth in 1840 and 1978. The thesis represents the view that, for most of this period, and regardless of policy, education for Indigenous children was directed towards changing their beliefs and behaviours from being distinctly Aboriginal to recognizably European. Four major policies for Aborigines provide the framework for the thesis, these being amalgamation (1840-1852), protection (1886-1951), assimilation (1951-1972) and self-determination (1973- ). The amalgamation of the Indigenous popuIation with the small colonial society in Western Australia was a short-lived policy adopted by the British Colonial Office. Protection, a policy formalised by Western Australian legislation in 1886, 1905 and 1936, dominated Aboriginal affairs for the first half of the 2ofh century. Under this policy the Indigenous population was regarded as two distinct groups - a diminishing traditional population to be segregated and protected and an increasing part-Aboriginal population that was to be trained and made 'useful'. In 1951 Western Australia accepted a policy of assimilation, coordinated by the Commonwealth government, which anticipated that all people of Aboriginal descent would eventually be assimilated into the mainstream Australian society. This policy was replaced in 1973 by one of Aboriginal community self-determination, an initiative of the Commonwealth government and adopted throughout Australia. The attempts at directed cultural change were evident in the 'Native' schools that opened in Perth, Fremantle and Guildford in the 1840s where it was assumed that the separation of children from their families and a Christian education would achieve the transition from a 'savage to civilized' state. For another century the education of Indigenous children on missions and in government settlements was founded upon similar assumptions. The thesis acknowledges that the principal change agents, such as the Chief Protectors of Aborigines, mission administrators and the teachers in direct contact with the children, seriously underestimated both the enduring nature of Indigenous culture and the prejudice in Australian society. Between 1912 and 1941 a few government schools in the southern districts of Western Australia refused to admit Aboriginal children. The exclusion of these children is examined against a background of impoverished living conditions, restrictive legislation and mounting public pressure on the State and Commonwealth governments for a change in policy. The change did not begin to occur until 1951 when the Commonwealth and States agreed to a policy of assimilation. In Western Australia this policy extended education to all Aboriginal children. The thesis explores the provision of government teachers to Aboriginal schools in remote areas of Western Australia between 1951 and 1978. The final chapter examines Indigenous perceptions of independent community schools within the fust five years of the policy of self-determination and contrasts the objectives and management of two schools, Strelley in the Pilbara and Oombulguni in the Kimberley.

Abstract:
This thesis is a comparative study of the West�s intellectual responses to the indigenous inhabitants of Australia and New Zealand from the period of first contact through until 1850. The thesis does not attempt a comprehensive history of the West�s encounters with Australasia nor does it attempt to discuss the role of the indigene within these encounters. The thesis does, however, discuss the formulation and expression of those intellectual traditions that informed the Western response to the Maori and Aborigine. Specifically, each chapter addresses a particular aspect of the West�s interaction with the indigenous peoples of Australasia in order demonstrate how the Western narratives of exploration, travel and settlement were informed by the wider discourse of colonialism. Amongst some of the themes addressed in the course of this thesis are: the ideal of the �Good Savage�, the shifting notion of a �Great Chain of Being�, the rise of natural history as a system for classifying human difference and the importance of ideas of savagery in framing the colonial response to the Maori and Aborigine were characterised by similarities and continuities as much as by the more commonly acknowledged differences and discontinuities.

Abstract:
This thesis is an attempt to reconstruct the physical environment of the Port Phillip area as it was at the time of first European arrival, ie. c.1800. At the time it was first encountered by Europeans, in 1803, the land around Port Phillip Bay supported a wide diversity of ecosystems. For millennia the area was the territory of Aboriginal clans belonging to two language groups, Woi wurrung and Boon wurrung. These peoples lived in spiritual union with the land, exploiting its abundant resources, and, through a range of practices, maintaining it in the form in which it had been created. The encroachment of Europeans onto clan estates, beginning in the 1830s, brought dramatic changes to this Aboriginal way of life, and also to the local landscapes themselves. The thesis propounded here is that the natural history of the area was a major influence on the occupation and use of the area by humans, and that to understand the particulars of that natural history is to have an insight into the human history. The bulk of the study is therefore a reconstruction of that natural history, which is offered as the physical context of human action in the area. (For complete abstract open document)

Abstract:
Since the 1980s, there has been an increasing emphasis on drama, in live theatre and on film, which re-addresses the ways in which the post-colonial histories of Australia and New Zealand have been written. Why is there such a focus on �historical� drama in these countries at the end of the twentieth century and what does this drama contribute to wider debates about post-colonial history? This thesis aims both to explore the connections between drama and history, and to analyse the interface between live and recorded drama. In order to discuss these issues, I have used the work of theatre and film critics and historians, supplemented by reference to writers working in the field of post-colonial and performance theory. In particular, I have utilised the methods of Helen Gilbert and Joanne Tompkins in Post-Colonial Drama: Theory, Practice, Politics, beginning with their claim that in the post-colonial situation history has been seen to determine reality itself. I have also drawn on theorists such as Michel Foucault, Linda Hutcheon and Guy Debord who question the �truth� value of official history-writing and emphasize the role of representation in determining popular perceptions of the past. This discussion is developed through reference to contemporary performance theory, particularly the work of Richard Schechner and Marvin Carlson, in order to suggest that there is no clear separation between performance and reality, and that access to history is only possible through re-enactments of it, whether in written or performative forms. Chapter One is a survey of the development of �historical� drama in theatre and film from New Zealand and Australia. This includes discussion of the diverse cultural and performative traditions which influence this drama, and establishment of the critical methodologies to be used in the thesis. Chapter Two examines four plays which are intercultural re-writings of canonical texts from the European dramatic tradition. In this chapter I analyse the formal and thematic strategies in each of these plays in relation to the source texts, and ask to what extent they function as canonical counter-discourse by offering a critique of the assumptions of the earlier play from a post-colonial perspective. The potential of dramatic representation in forming perceptions of reality has made it an attractive forum for Maori and Aboriginal artists, who are creating theatre which has both a political and a pedagogical function. This discussion demonstrates that much of the impetus towards historiographic drama in both countries has come from Maori and Aboriginal writers and directors working in collaboration with white practitioners. Such collaborations not only advance the project of historiographic drama, but also may form the basis of future theatre practice which departs from the Western tradition and is unique to each of New Zealand and Australia. In Chapter Three I explore the interface between live and recorded performance by comparing plays and films which dramatise similar historical material. I consider the relative effectiveness of theatre and film as media for historiographic critique. I suggest that although film often has a greater cultural impact than theatre, to date live theatre has been a more accessible form of expression for Maori and Aboriginal writers and directors. Furthermore, following theorists such as Brecht and Brook, I argue that such aspects as the presence of the live performer and the design of the physical space shared by actors and audience give theatre considerable potential for creating an immediate engagement with historiographic themes. In Chapter Four, I discuss two contrasting examples of recorded drama in order to highlight the potential of film and television as media for historiographic critique. I question the divisions between the documentary and dramatic genres, and use Derrida�s notion of play to suggest that there is a constant slippage between the dramatic and the real, between the past and the present. In Chapter Five, I summarize the arguments advanced in previous chapters, using the example of the national museum of New Zealand, Te Papa Tongarewa, to illustrate that the �performance� of history has become part of popular culture. Like the interactive displays at Te Papa, the texts studied in this thesis demonstrate that dramatic representation has the potential to re-define perceptions of historical �reality�. With its superior capacity for creating illusion, film is a dynamic medium for exploring the imaginative process of history is that in the live performance the spectator symbolically comes into the presence of the past.

Successful communication hinges on keeping track of who and what we are talking about. For this reason, person reference sits at the heart of the social sciences. Referring to persons is an interactional process where information is transferred from current speakers to the recipients of their talk. This dissertation concerns itself with the work that is achieved through this transfer of information. The interactional approach adopted is one that combines the “micro” of conversation analysis with the “macro” of genealogically grounded anthropological linguistics. Murriny Patha, a non-Pama-Nyungan language spoken in the north of Australia, is a highly complex polysynthetic language with kinship categories that are grammaticalized as verbal inflections. For referring to persons, as well as names, nicknames, kinterms, minimal descriptions and free pronouns, Murriny Patha speakers make extensive use of pronominal reference markers embedded within polysynthetic verbs. Murriny Patha does not have a formal “mother-in-law” register. There are however numerous taboos on naming kin in avoidance relationships, and on naming and their namesakes. Similarly, there are also taboos on naming the deceased and on naming their namesakes. As a result, for every speaker there is a multitude of people whose names should be avoided. At any one time, speakers of the language have a range of referential options. Speakers’ decisions about which category of reference forms to choose (names, kinterms etc.) are governed by conversational preferences that shape “referential design”. Six preferences – a preference for associating the referent to the co-present conversationalists, a preference for avoiding personal names, a preference for using recognitionals, a preference for being succinct, and a pair of opposed preferences relating to referential specificity – guide speakers towards choosing a name on one occasion, a kinterm on the next occasion and verbal cross-reference on yet another occasion. Different classes of expressions better satisfy particular conversational preferences. There is a systematicity to the referential choices that speakers make. The interactional objectives of interlocutors are enacted through the regular placement of particular forms in particular sequential environments. These objectives are then revealed through the turn-by-turn unfolding of conversational interaction.

The purpose of this research is to investigate the significance of a Tiwi community's history in order to better understand the work of Aboriginal Community Police Officers (ACPO).The situation under study is a workplace on Bathurst Island in the Northern Territory. The literature on workplace education offers the proposition that an understanding of the socio-cultural and historical context of workplaces is fundamental to thinking about workplace education.It is hypothesised that ACPOs have a dual consciousness of their profession and their workplace, and this consciousness has been informed and shaped by their common history.It is argued that this history is characterised by syncretism. The process of acculturation is researched, where police officers draw on experiences with, and knowledge of, both Tiwi and murrintawi societies.An historical account of the Tiwi society is given.A literary device of vignettes is used, followed by a descriptive-analytical interpretation in which historical events and various social-cultural aspects are described, analysed and interpreted

This was an investigation of factors that assisted Australian Aboriginal students complete or incomplete a business course at a University in Perth between 2000 and 2010. The concept of resilience and related factors of inclusion and exclusion from the participants’ past were assumed clues by the researcher. The investigation involved four inquiries. First, the researcher reviewed recent statistics of Aboriginal population, education and employment. A short history of Aboriginal education in Western Australian was also made. Both reviews indicated Aboriginal people endured relative exclusion and a lower status than the mainstream population in areas of education and employment. Second, the researcher assumed that a shared interdependency existed between distinct “ethnic groups” (Barth, 1969) in terms of “levels of engagement at the cultural boundaries”. The cultural boundaries consisted of four layers, namely observable behaviour and material artefacts, institutions, values and worldviews (Barney, 1973; P. D. Milnes & Grant, 1999b). At these “cultural boundaries” that the researcher explored, there were more than three “Rs” (i.e. reading, writing and arithmetic) concerns active in the classroom, namely the silent “R”, resilience. Third, the researcher built upon the theoretical work of Francis’ (1981) ‘teach to the difference’, Nakata’s (1997) idea of ‘cultural interface’ and Milnes’ (2008) concept of ‘meeting place’. The researcher then adapted a new research model called ‘engagement at the cultural boundaries’. Fourth, the researcher conducted a large case study on four samples. A short life-history interview was made of each sample: 1) a pilot study of a previous business graduate; 2) Aboriginal graduates (n=17); 3) Aboriginal non-graduates (n=13); 4) teaching and administrative staff (n=6). Then the pilot study and three groups of stakeholders were rated with a ‘resilience score’ in terms of their engagement at social and economic boundaries based on their personal, public, training and economic identities. The researcher concluded that overall ten factors of resilience had assisted the Aboriginal students complete or incomplete the tertiary business course. These ten factors were: a strong self-reference point, sense of community, structured living, strong support network, stakeholders identifying with struggles, significant role models, strong status and a single mindedness to complete the task at hand, skills in crisis management, and a previous history of successful engagement at the cultural boundaries. Besides the pilot study, the students who completed the tertiary business course had a high resilience score based on previously, strong inclusive engagements at the two key cultural boundaries, the social and economic boundaries. Those students who did not complete the tertiary business course still had a high resilience score, but showed less experiences and examples of inclusive engagement at the overall cultural boundaries prior to and for the duration of the tertiary business course. Teachers of Aboriginal students would do well to discern that Aboriginal students do have a high resilience score overall despite their publicly acknowledged low status and historic loss of economic power. Teachers and key stakeholders in Aboriginal tertiary education also would do well to recognise that some of the ten factors of resilience in Aboriginal tertiary students, especially those resilience factors linked to training and economic identity, require more focus and strengthening. The challenge for all stakeholders of tertiary education is to develop all factors of resilience so that Aboriginal students can experience more inclusion as the latter engage at the tertiary cultural boundary.

This thesis represents a transdisciplinary study based on qualitative research and critical analysis of oral history interviews and the personal narratives of sixty-seven Australian-born Chinese. It uses cultural studies approaches to investigate the diverse ways Chineseness becomes inscribed into the lives of Australian-born Chinese. It investigates diverse ways Chineseness becomes inscribed into the lives of Australian-born Chinese within three social and cultural spaces Australian-born Chinese inhabit. These are the family, mainstream Australian society and Chinese diasporic spaces located in China and Australia. In examining these three social and cultural spaces, this study seeks to demonstrate that Chineseness represents an inescapable ‘reality’ Australian-born Chinese are compelled to confront in their everyday lives. This ‘reality’ exists despite rights of birth, generational longevity, and strong national and cultural identities and identifications grounded in Australia, and whether or not Australian-born Chinese willingly choose to identify as ‘Chinese’. Nevertheless, despite the limits of Chineseness Australian-born Chinese experience in their lives, this study demonstrates that Australian-born Chinese are individual agents who devise a range of strategies and tactics which empower them to negotiate Chineseness in relevant and meaningful ways of their own choosing.

The research study described in this report was conducted in 2007 at a Kindergarten to Year 12 College, situated in the remote Kimberley region of Western Australia. Using case study methods, this research aimed to examine the scaffolding techniques used by two Reading Recovery teachers as they supported the language and literacy learning of two Indigenous Reading Recovery students. And further, to examine the impact of this scaffolding on each student’s language and literacy learning.
Multiple data sets were collected and examined with results discussed throughout this study. Transcripts and direct quotes were used to support the reporting of emergent themes and patterns with the convergence of the data used to support the internal validity of this small scale study.
This paper takes the position that generalisations, assumptions and stereotypical negative images of Indigenous students as disengaged and noncompliant students can be curtailed when teachers acknowledge that Indigenous students are active language learners with rich cultural and linguistic ‘funds of knowledge’ (Moll & Greenberg, 1990). These funds can support students’ new learning of literate discourse which is defined and used throughout this study as: the language used in schools to read, write and talk about texts used for educational purposes. Significantly, difficulties Indigenous students experience with literate discourse have been identified as contributing to the educational underachievement of this group of Australian students (Gray, 2007; Rose, Gray & Cowey, 1998, 1999).
The findings from this small scale study indicate that within the context of Reading Recovery teaching, teacher-student interaction and contingent teacher scaffolding, centred on text reading and writing experiences can support Indigenous students to code-switch between home languages and dialects, Standard Australian English and literate discourse.

This thesis critically examines the processes involved in the construction of the linguistic historical record for the north-west region of South Australia. Focussing on the work of Norman B. Tindale, the thesis looks at the construction of Tindale's Pitjantjatjara, Yankunytjatjara and Antikirinya representations. It argues that Tindale effectively reduced a diversity of indigenous practices to ordered categories more reflective of Western and colonial concepts than indigenous views. Tindale did not consider linguistic criteria in depth, had few informants, worked within arbitary tribal boundaries, was biased towards the category 'Pitjantjatjara' and was informed by notions of racial/linguistic purity. These factors which shaped the linguistic record must be taken into account when interpreting records for use as historical and native Title evidence.

In Mabo v. State of Queensland (No. 2) (1992) 175 C.L.R. 1, the majority of the High Court held that ???native title??? had survived the acquisition of sovereignty over the Australian continent and is ???recognised??? by the common law. However, all the judgments failed to articulate clearly either the nature of native title as a legal form, and the relationship of that legal form to the common law, or what is meant by ???recognition???. Twelve years later the High Court has still not provided a satisfactory understanding of any of these matters. The central problem investigated by this thesis is the nature of that relationship and of the legal interest of native title. It is contended that this relationship can be understood and ordered as a matter of jurisdiction. This thesis seeks to recuperate a substantive concept of jurisdiction, and specifically of a particular jurisdiction, that of the common law, and to demonstrate how the interest of native title results from the jurisdictional relationship between common law and indigenous law. Part I is a genealogy of native title, drawn out through a history of ideas about common law jurisdiction. It is an account of the legal practice of jurisdiction, through a conceptual elaboration of a particular jurisdiction: the common law. This part traces the history of the common law from its origins in a pluralistic, fragmented, jurisdictional landscape, to its current position as the ???law of the land???. It considers the traditional mechanisms and techniques through which the common law has ordered its relationships with other jurisdictions, and how it has appropriated matters traditionally within the purview of other jurisdictions, accommodating them within the common law as ???custom???. The thesis demonstrates that the same gestures and practices can be seen in modern native title decisions, and contends that the ordering which underpins both native title, and the Australian legal system, is jurisdictional. The thesis is an exploratory analysis and evaluation of criminal justice devolution on the Aboriginal settlement of Palm Island, Queensland. Embracing a community centric approach, the work commences with an analysis of the historical development of the community from its inception to the modern day. Used as a starting point, the thesis then proceeds to explore the two theoretical concepts which underlie the broader devolution movement. The institution and the goal towards its more effective and efficient operation - through the use of more grassroot, contingency-based, organizational structures; the community and the goal towards re-establishing its cohesive, collective nature - through the use and encouragement of more informal processes of human thought, interaction, and social control. The work goes on to demonstrate how this devolution process has been manifested in the Queensland criminal justice context and in direct relation to Palm Island itself This examination includes the police, adjudication/ court, and correction services available within the state. The general conclusion is that while the devolution process has some weaknesses it has improved the overall quality of these services. Yet, while the process has shown some signs of early success, there are notable dangers related to its development, especially those which relate to the greater subversion of the Aboriginal people into the hands of the state. Ultimately it is concluded that the process' future success is dependent on two things. The willingness of the Aboriginal people to actively participate in these mechanisms and the state's capacity to relinquish its institutional power. If these do not coincide, these mechanisms will fail and crime will continue to burden Palm Island and other communities like it.

"Warriors and Wanderers: Making Race in the Tasman World, 1769-1840" is an exploration of the development of racial thought in Australia and New Zealand from the period of first contact between British and the respective indigenous peoples to the signing of the Treaty of Waitangi. It analyses four groups of primary documents: the journals and published manuscripts of James Cook's Pacific voyages; An Account of the English Colony in New South Wales by David Collins published in 1798; documents written by and about Samuel Marsden, colonial chaplain in New South Wales and the father of the first mission to New Zealand; and the Reports from the British House of Commons Select Committee into the Treatment of Aborigines in the British Empire from 1835 to 1837. This study employs a transnational methodology and explores the early imperial history of the two countries as a Tasman world of imperial activity. It argues that ideas of human difference and racial thought had important material effects for the indigenous peoples of the region, and were critical to the design of colonial projects and ongoing relationships with both Maori and Aboriginal people, influencing the countries; and their national historiographies, right up to the present day. Part 1 examines the journals of James Cook's three Pacific voyages, and the ideas about Maori and Aboriginal people which were developed out them. The journals and published books of Cook's Pacific voyages depicted Maori as a warrior race living in hierarchical communities, people who were physically akin to Europeans and keen to interact with the voyagers, and who were understood to change their landscape as well as to defend their land, people who, I argue, were depicted as sovereign owners of their land. In Australia encounter was completely different, characterised by Aboriginal people's strategic use of withdrawal and observation, and British descriptions can be characterised as an ethnology of absence, with skin colour dominating documentation of Aboriginal people in the Endeavour voyage journals. Aboriginal withdrawal from encounter with the British signified to Banks that Aboriginal people had no defensive capability. Assumptions of low population numbers and that Aboriginal people did not change their landscape exacerbated this idea, and culminated in the concept that Aboriginal people were not sovereign owners of their country. Part 2 examines debates informing the decision to colonise the east coast of Australia through the evidence of Joseph Banks and James Matra to the British Government Committee on Transportation. The idea that Aboriginal people would not resist settlement was a feature not only of this expert evidence but dominated representation of the Sydney Eora community in David Collins's An Account of the English Colony in New South Wales, such that Aboriginal attacks on the settlement were not said to be resistance. A report of the kidnapping of two Muriwhenua Maori men by Norfolk Island colonial authorities was also included in Collins Account, relaying to a British audience a Maori view of their own communities while also opening up further British knowledge of the resources New Zealand offered the empire. The connection with Maori communities facilitated by British kidnapping and subsequent visits by Maori chiefs to New South Wales encouraged the New South Wales colonial chaplain Samuel Marsden to lobby for a New Zealand mission, which was established in 1814, as discussed in Part 3. Marsden was a tireless advocate for Maori civilisation and religious instruction, while he argued that Aboriginal people could not be converted to Christianity. Part 3 explores Marsden's colonial career in the Tasman world, arguing that his divergent actions in the two communities shaped racial thought about the two communities of the two countries. It explores the crucial role of the chaplain's connection to the Australian colony, especially through his significant holdings of land and his relationships with individual Aboriginal children who he raised in his home, to his depiction of Aboriginal people and his assessment of their capacity as human beings. Evidence from missionary experience in New Zealand was central to the divergent depictions of Tasman world indigenous people in the Buxton Committee Reports produced in 1836 and 1837, which are analysed in Part 4. The Buxton Committee placed their conclusions about Maori and Aboriginal people within the context of British imperial activity around the globe. While the Buxton Committee stressed that all peoples were owners of their land, in the Tasman world evidence suggested that Aboriginal people did not use land in a way that would confer practical ownership rights. And while the Buxton Committee believed that Australia's race relations were a failure of British benevolent imperialism, they did not feel that colonial expansion could, or should be, halted. Evidence from New Zealand stressed that Maori independence was threatened by those seen to be "inappropriate" British imperial agents who came via Australia, reinforcing a discourse of separation between Australia and New Zealand that Marsden had first initiated. While the Buxton Committee had not advocated the negotiation of treaties, the idea that Maori sovereignty was too fragile to be sustained justified the British decision to negotiate a treaty with Maori just three years after the Select Committee delivered its final Report.

This thesis examines the ways missionary encounters with indigenous languages challenged or contributed to processes of colonisation - an issue that is contested by historians and anthropologists alike. Missionaries all over the world have faced the challenge of sharing their Word with another culture, another language. The thesis grapples with the question of whether the imperatives of translation resulted in cooperative relationships with local people or whether the determination to translate made indigenous languages and cultures vulnerable to 'colonisation' by the missionary 'expert'. That is, did missionaries turn indigenous languages themselves into instruments of colonisation? In the case of Christian missions to Aboriginal people in Australia, the Australian languages have, so far, received little attention from historians. In redressing this, the thesis discusses Australia's Aboriginal mission history to the context of broad international debate about the colonising nature of missionary engagement with indigenous languages. It does this by investigating the relatively recent case of the Church Missionary Society missions to the Anindilyakwa people of Groote Eylandt in the Northern Territory from 1943 to 1973. The thesis argues that the mission was a site of diverse engagements, strategic resistance, adaptation and negotiation on behalf of Anindilyakwa people and missionaries. Missionaries used language both to assure themselves of their own ascendency and to coax Anindilyakwa people to listen to their teachings. Yet the missionaries' dependence on interpreters meant that their power was always limited, their message mediated, and their teachings translated. Furthermore, ideas and practices were transmitted or translated across cultures in ways that were not always expected or harmonious. Differences in language and in cultures of orality and literacy, as well as the possibilities of translation, allowed Anindilyakwa people to selectively embrace missionary teachings and practices, incorporating them into their own cultures in diverse ways. Missionaries, likewise, found themselves unexpectedly transformed as they were increasingly immersed in Anindilyakwa language, culture and society. The thesis concludes that translation was simultaneously a site of colonisation and an opportunity for indigenous agency and challenges to colonisation. Aboriginal agency was not limited to collaboration or resistance. Rather, Anindilyakwa people engaged with missionaries and their Word in diverse ways, some supporting missionaries, others reacting, resisting or disengaging, and still others translating and reinterpreting missionary imports for themselves. The thesis explores themes of translation of language and culture; texts and literacies; missionary linguistic projects; and of songs in translation across cultures. It adopts an interdisciplinary approach, drawing on insights from anthropology, linguistics, missiology and musicology. It uses language as a lens to engage with broader histories of assimilation, indigenous modernities, cultural engagement and survival, of race and identity in twentieth-century Australia. It also sheds light on a broader story of colonisation, revealing the struggle to speak Aboriginal languages as a pivotal part of the struggle for Aboriginal land and identities.

This thesis draws on the documentary historical record to examine the interactions between the indigenous Larrakia people and the white settlers in the colonial township of Darwin between the years 1869 and 1911. The colonial recognition of the Larrakia as the traditional owners of lands in the Darwin region and the historical question of their land rights is discussed in some detail. Rather than seeing interactions between the Larrakia and the colonisers as polarised into either accommodation or resistance, this thesis looks at various interactions to highlight the complexities of the encounter. One of the more complex of their interactions was the negotiation of what is best described as an abstruse alliance which benefited both the Larrakia and the colonisers in various ways. The colonisation of the Darwin region had a considerable impact on the Larrakia people's ability to live on their country as they had done prior to the invasion. This thesis seeks to understand the negotiations, compromises and decisions the Larrakia made to survive in their changing landscape. Another complexity that is highlighted in this thesis is the tension within the white settler population about how to deal with what was presented as the 'Aboriginal problem'. This thesis shows that the ideology of compensating Aboriginal people for having invaded their land and undermining their means of subsistence was understood and condoned by the colonisers. The distribution of government rations, the allocation of reserves and the ongoing recognition of the Larrakia's right to be within the township were all ways that some colonisers attempted to compensate Aborigines for invading their land. This thesis shows that while the Larrakia people were recognised as the prior occupants of Darwin and, as such, accorded a distinct status within the township in the whole period under study, the colonisers ultimately failed to give tangible expression to the Larrakia's land rights.

Enshrined by cricket history, the 1868 Aboriginal cricket tour of England has become popularly established as a uniquely benign public transaction in the history of contact between Aborigines, pastoralist settlers and British colonialism. Embraced by two Australian Prime Ministers and celebrated by a commemorative Aboriginal tour, film documentaries, museum displays, poetry, creative fiction, sporting histories, special edition prints and a national advertising campaign for the centenary of Australian federation, the zeal for commemoration has overwhelmed critical enquiry. Incorporating some critical interpretations of the tour which are current in Aboriginal discourse, this re-examination subjects the tour to approaches commonly applied to other aspects of Aboriginal history and relations between colonialism and indigenous peoples. Although it is misleadingly understood simply as a cricket tour, the primitivist displays of Aboriginal weaponry during the 1868 Aboriginal tour of Britain were more appealing to spectators than their cricketing displays. Viewed solely within the prism of sport or against policies leading to extermination, dispersal and segregation of Aborigines, there is little basis for comparative analysis of the tour. But when it is considered in the context of displays of race and commodified exhibitions of primitive peoples and cultures, particularly those taken from peripheries to the centre of empire, it is no longer unique or inexplicable either as a form of cultural display, a set of inter-racial relations, or a complex of indigenous problems and opportunities. This study re-examines the tour as a part of European racial ideology and established practices of bringing exotic races to Britain for sporting, scientific and popular forms of display. It considers the options and actions of the Aboriginal performers in the light of power relations between colonial settlers and dispossessed indigenous peoples. Their lives are examined as a specific form of indentured labour subjected to time discipline, racial expectations of white audiences and managerial control by enterpreneuurs seeking to profit from the novelty of Aborigines in Britain. Comparative studies of Maori and Native American performers taken to Britain in the mid¬Victorian era flesh out sparse documentation of the Aboriginal experience in an alien environment. Elements of James Scott's methodology of hidden and public transcripts are utilised to identify the sources of concealed tensions and discontents. A detailed study of the two best known 1868 tourists, Dick-a-Dick and Johnny Mullagh, considers two strategies by which Aborigines confronted by a situation of acute disadvantage used their developed performance skills and knowledge of European racial preconceptions in partially successful attempts to satisfy their emotional and material needs and further Aboriginal goals. Finally, the disjunctions between commemoration and critical history are resolved by suggesting that the 1868 tour and its performers deserve to be commemorated as pioneers in the practice of recontextualisng and popularising Aboriginal culture in the western metropolis.

Research Doctorate - Doctor of Philosophy (PhD)
This study examines the origins and early development of organised Aboriginal political activism of the twentieth century. The importance of the study has two aspects; it reveals a significant but missing chapter in the history of the continent and it is fundamental in understanding the flaws in the imperial metaphor of historical discourse. The historical evaluation of the Australian Aboriginal Progressive Association contained in this thesis is of critical importance to the revision of Australian Aboriginal history. Within that construct, it is intended to critique the nature of history. Why and how is it constructed? History in the Western sense is fundamentally about power and control. The research process of this study will examine the constructed Aboriginal place in history. Throughout the course of this study the methods used for the research process will be under continual review. The questions will be raised: is there a tangible Aboriginal research methodology? If so, what are the guidelines in such an approach? From the outset of European occupation, Aboriginal history in traditional European accounts was denigrated and distorted to that of myth, legend, fable and even fairy-tale. This was followed in the contemporary setting by writing about an Aboriginal presence as being completely outside of the mainstream Australian historical landscape. The Australian Aboriginal Progressive Association is today being recognised as the precursor of the Aboriginal political movement. Yet, for several decades the deeds and struggles of the Association were largely ignored, misunderstood, forgotten and hidden, their memory and legacy fading into temporary oblivion. The narrative to be unraveled through this study unashamedly holds important personal significance for me: firstly, from the perspective of an Aboriginal viewpoint of Australian history, and secondly because the study revolves around my grandfather Frederick Maynard. In these respects I openly declare that the matter is close to my heart. The passion and intensity of my desire is to see the story told. My grandfather was President of the Australian Aboriginal Progressive Association and he died sadly eight years before my birth, so I never had the opportunity of meeting this remarkable Aboriginal patriot. The story is of unquestionable importance to my own family as it highlights the high levels of commitment and sacrifice that my grandfather and his compatriots as well as their families made in their constant battle to improve Aboriginal conditions at a particularly difficult and challenging time in Aboriginal history. This study will reveal that Aboriginal resistance to imperial domination has been ongoing since Cook and the Endeavour first appeared over the horizon. Opposition to the British invasion of the country is not some new-found strength and ideology that Aboriginal people have suddenly discovered or stumbled upon. It did not spring from the Mabo decision or the Native Title Act, nor was its birth a result of the vibrant 1960s, which culminated in the establishment of the famous Aboriginal tent embassy of 1972 in Canberra. The formation of the first fully politically organised and united Aboriginal activist group, the Australian Aboriginal Progressive Association (AAPA) began in 1924 and was from the beginning under the leadership of Frederick Maynard. This group proved a revelation and inspiration to Aborigines both then, and into the future. The work of the AAPA saw Aboriginal people for the first time voicing their disapproval in public in a well-organised way, holding effective street rallies, conducting well-attended and publicised meetings and conferences, using newspaper coverage in a skilful way and writing letters and petitions to Government at all levels. One member even petitioned the aid of the ruling English Monarch, King George V in 1926, about the injustice and inequality forced upon Aboriginal life. This was to be a form of resistance and organised action that has endured over seventy years, gaining in momentum and strength with each passing year. However, until recently, little was known of the AAPA itself or its leader Fred Maynard. To appreciate the legacy of and the momentum created by the AAPA, it is vitally important to examine not only the formation of the AAPA, the platform it took and the people involved, but why the AAPA was stopped by political forces.

The Australian Institute of Aboriginal Studies (AlAS) was set up to record Aboriginal and Torres Strait Islander cultures before they disappeared forever. Proposed by Liberal parliamentarian WC Wentworth in 1959, the Commonwealth Government established it in 1961 and made it permanent through an Act of Parliament in 1964. This history focuses on its first thirty years, ending in 1989, the year the Institute came under a new Act, which introduced changes to its character and governance. In the 1960s, the Institute's focus was on 'traditional' Aboriginal and Torres Strait Islander cultures and most research took place in remote Australia. Aboriginal and Torres Strait Islander people had no input into the Institute's activities other than as 'informants'. By 1989, they were involved in all facets of the Institute's operations including its governance. Informed by the work of Michel Foucault on power/knowledge and truth and on governmentality, and in the context of the broader political and social environment, this thesis will explore the history of AlAS to identify the factors, both internal and external, that led to the changes. It will address the Institute's relationship with the Academy (including the conflict between academic disciplines within AlAS), and the ideological battles for its control between academics; Aboriginal people and the Academy; and Aboriginal and non-Aboriginal scholars and the government. It will seek to explain how a relatively powerless group of Aboriginal people (with the help of their non-Aboriginal supporters) managed, over time and in the face of the power of the Academy, to control the Institute.

The central hypothesis of this thesis is that aspects of the use of kinterms in Arandic languages (or dialects) are dependent upon pragmatic factors to do with broad levels of relationship beyond the genealogical, especially those between people and country, and between countries and Dreamings. It is suggested that other pragmatic factors such as the notions of closeness and distance are significant in determining the use of kinterms. Through an analysis of ‘unexpected’ uses of kinterms it is shown that systematic patterns of skewing exist in Arandic systems, and the factors which determine this are explored. Particular types of kin are marked by the use of specialised kinterms, by respectful codes of behaviour, and by the use of special registers.

In 1826 a British military garrison was set up on the edges of an Aboriginal world at King George's Sound on the south west corner of Western Australia. This history narrates four episodes which centre on the interactions that occurred between the British newcomers and the Aboriginal people who lived there. The garrison was designed to be a holding station, to deter the French from making a territorial claim on a large and hard to defend continent and thus the British presence at King George's Sound was not an overtly colonising one. This history studies a series of events that took place during the first few years of the British settlement at King George's Sound, from when it was established as a military garrison in 1826 until after its conversion to a free settlement within the colony of Western Australia. Four narrative episodes focus on the relationships between the Aborigines who lived beyond the shores of King George's Sound and the British newcomers who stepped ashore and stayed. Western Australian historiography has rendered this past as a 'friendly frontier' - a reflection of the few violent incidents between the Aboriginal people who lived in the area and the newcomers who set up their camps. This history attempts to leave behind such tropes as 'friendly' and 'peaceful' and look closely at the everyday experiences of individual people as well as the complexities in the developing relationships between particular British newcomers and Aboriginal individuals.
