Abstract:
Pretende discutir teorías y analizar conceptos, pues asume que es también importante realizar este tipo de metodologías de investigación interpretativas dentro de la Bibliotecología y las Ciencias de la Información. De manera particular, la investigación emplea el modelo de la Ética de la información de Luciano Floridi como marco teórico especializado en los problemas relacionados a la información desde una dimensión moral, que permite evaluar y revisar el propio concepto de información, junto a otros aspectos de la problemática informacional, pero siempre desde una perspectiva integradora. De ese modo, esta investigación consiste en una interpretación de la novela 1984 de George Orwell desde los conceptos de la Ética de la información de Floridi, entendida como una macroética, en la cual replantea las tres dimensiones de la información, como recurso-producto-objetivo, y propone su unificación e interacción en la Infosfera, pero además, reconoce que cualquier acción que afecte negativamente a la Infosfera en su conjunto puede incrementar el nivel de entropía. La tesis sostiene, a modo de resultado general, la importancia de la libertad individual como una condición indispensable para la creación y transmisión de información confiable y veraz que contribuya al conocimiento de la realidad, y considera la idea de que la presencia de individuos libres y bien informados fortalece un sistema democrático y enriquece la Infosfera. La idea básica es que el ciudadano debería defender la democracia, porque este tipo de gobierno pretende salvaguardar sus derechos fundamentales, como son el derecho a la vida, a la libertad, a la seguridad, a la privacidad, a la libertad de opinión y de expresión, al libre acceso a la información, etc., y este tipo de reconocimiento y defensa de derechos, difícilmente, ocurriría en gobiernos autoritarios.

Abstract:
Information presentation in a digital library plays important role especially in improving the usability of collections and helping users to get started with the collection. One approach is to provide an overview through large topical category hierarchies associated with the documents of a collection. But with the growth in the amount of information, this manual classification becomes a new problem for users. The navigation through the hierarchy can be a time-consuming and frustrating process. In this master thesis, we examine the performance of machine learning algorithms for automatic text classification. We examine three learning algorithms namely ID3, Instance Based Learning, and Naive Bayes to classify documents according to their category hierarchies. We focused on the effectiveness measurement such as recall, precision, the F1- measure, error, and the learning curve in learning a manually classified metadata collection from the Indonesian Digital Library Network (IndonesiaDLN), and we compare the results with an examination of the Reuters-21578 dataset. We summarize the algorithm that is most suitable for the digital library collection and the performance of the algorithms on these datasets.

Abstract:
Achievements in any transformation in libraries mostly depend on the positive attitude and involvement of the library professionals. It is significant to understand the human factors involved in the process for successful and meaningful commencing of IT in libraries. This study measured the attitude of university library professionals of Bangladesh toward IT. It identified how the socioeconomic variance influenced the attitude of library professionals to use of IT applications, and also examined how the experience with IT has influenced on these attitudes. It illustrated that some socioeconomic variables influenced library professionals' attitude. There were disparity among library professionals who have experience to competency, work performance, anxiety and acceptance. To accelerate the positive attitude, highest priority should be given on the continuing education of library professionals. Top management’s positive attitude and comfort levels toward technology will help the mid and entry level professionals to be skillful at creative applications of IT. The analyses should help the policy maker to improve the IT competencies of the library professionals.

Abstract:
In this study, a mathematical treatment is proposed for analysis of entities and relations among entities in complex networks consisting of cascaded bipartite networks. This treatment is applied to the case of collections of journal papers. In this case, entities are distinguishable objects and concepts, such as papers, references, paper authors, reference authors, paper journals, reference journals, institutions, terms, and term definitions. Relations are associations between entity-types such as papers and the references they cite, or paper authors and the papers they write. An entity-relationship model is introduced that explicitly shows direct links between entity-types and possible useful indirect relations. From this a matrix formulation and generalized matrix arithmetic are introduced that allow easy expression of relations between entities and calculation of weights of indirect links and co-occurrence links. Occurrence matrices, equivalence matrices, membership matrices and co-occurrence matrices are described. A dynamic model of growth describes recursive relations in occurrence and co-occurrence matrices as papers are added to the paper collection. Graph theoretic matrices are introduced to allow information flow studies of networks of papers linked by their citations. Similarity calculations and similarity fusion are explained. Derivation of feature vectors for pattern recognition techniques is presented. The relation of the proposed mathematical treatment to seriation, clustering, multidimensional scaling, and visualization techniques is discussed. It is shown that most existing bibliometric analysis techniques for dealing with collections of journal papers are easily expressed in terms of the proposed mathematical treatment: co-citation analysis, bibliographic coupling analysis, author co-citation analysis, journal co-citation analysis, Braam-Moed-vanRaan (BMV) co-citation/co-word analysis, latent semantic analysis, hubs and authorities, and multidimensional scaling. This report discusses an extensive software toolkit that was developed for this research for analyzing and visualizing entities and links in a collection of journal papers. Additionally, an extensive case study is presented, analyzing and visualizing 60 years of anthrax research through a collection of journal papers. When dealing with complex networks that consist of cascaded bipartite networks, the treatment presented here provides a general mathematical framework for all aspects of analysis of static network structure and network dynamic growth. As such, it provides a basic paradigm for thinking about and modeling such networks: computing direct and indirect links, expressing and analyzing statistical distributions of network characteristics, describing network growth, deriving feature vectors, clustering, and visualizing network structure and growth.

Abstract:
The study evaluates the movement for library legislation in Kerala. Kerala is a State with a strong and unique library movement. The history of the movement for library legislation and the evolution of the library law in Kerala through various stages are discussed in detail. The influences through time and space that finally got deposited in the Act are critically analyzed. The study identifies the historical and socio political trends that may result in enactment of defective library legislations. Stresses on the positive attitudes that decision makers should have in various aspects related to framing of library legislation and suggests the measures for preventing the enactment of defective library legislations. Instead of approaching the State Library Acts of India as independent ones here it is approached as a constituent component of National Level Legislation based on the library development plan prepared by Dr. S. R. Ranganathan for India.

Following is the corrected version of the doctoral dissertation (as of Oct 9, 2009): Bales, Stephen. "Aristotle‘s Contribution to Scholarly Communication." PhD diss.,University of Tennessee, 2008. Corrections were made to remedy minor errors as well as substantive errors and citation errors. A list of corrections appears at the end of this document. The original, uncorrected version is catalogued at the University of Tennessee, Knoxville and by OCLC (#444510431). This historical study examines the Aristotelian foundations of the Library and Museum of Alexandria for the purpose of (1) understanding how the Library and Museum differed from preceding ancient Near Eastern information institutions (i.e., protolibraries) and (2) how Aristotle‘s methodologies for producing scientific knowledge were carried out in Alexandria. While protolibraries served as safeguards for maintaining a static cultural/political ―stream of tradition‖ and created, organized, and maintained ―library‖ documents to this end, the Library of Alexandria was a tool for theoretical knowledge creation. The Library materialized Aristotelian pre-scientific theory, specifically dialectic and served the scholarly community of the Museum in its research. Following the Library, collections of materialized endoxa, or recorded esteemed opinions, became a necessary tool for use by scholarly communities. The Library established the post-Aristotelian paradigm under which academic libraries still operate. Although the Library of Alexandria represented a fundamental shift in the meaning and purpose of collections of recorded documents, a feminist critique of the post-Aristotelian library shows that the academic library, while used in knowledge creation, is rooted in a foundationalist philosophy that validates and maintains the status quo.

Abstract:
The subject of sustainability has spread rapidly in recent years in the scientific literature and in publications of all kinds. It is one of those concepts that, obviously, are not explicit and can be found in justifications of all kinds, from the promotion of a project or its rejection, to marketing campaigns for a product, to the viability of companies or to the explanation of his failure. The epidemic theory of William Goffman and Vaun A. Newill is proposed to explain the propagation pattern of this concept in the scientific field. To this end, the authors of articles of scientific publications on Ecology and Land Planning indexed in the Web of Science database, from 1987 to 2015, which contain the concept of sustainability as a theme, are taken. The epidemic theory is part of the bibliometric studies, in the area of Information Science and uses mathematical models to outline the dissemination of certain topics or lines of research. It arises as an attempt to obtain quantifiable and objective bases to improve information retrieval systems by providing data that allows understanding the development of a discipline and thus provide the type of documents that are most pertinent to the scientific community. The aim is to demonstrate the relevance of the application of the epidemic theory to determine the existence of an epidemiological pattern in the growth of the number of authors of scientific literature on the topic of sustainability at an international level. In addition, the basic bibliometric indicators that characterize the authors and their articles are presented in an area of great importance and impact. Among the main conclusions that are highlighted is the existence of an epidemic of the concept of sustainability in the area of Ecology and Territorial Planning, the growing trend of the topic at the international level and the relevance of the Goffman model as an indicator of high importance to determine the existance of an epidemic.

Abstract:
ABSTRACT: This paper is based on qualitative research that analyses and interprets the experience of users, librarians and library coordinators in public libraries in Tijuana, Baja California during 2017-2018. The goal is to find out if libraries have an educational dimension. Empirical data was gathered via interviews, observation and dedicated survey. The concepts displayed are “educational”, “subjectivation processes”, “social practices” and proposes the notion of “library practices” to describe the diverse interactions amongst participating social actors. Some of the findings are: the number of public libraries and personnel asigned to them was unchanged from 2006 to 2018; most of the librarians have been working as such for over 20 years. There is a diverse motivation for people going to the libraries. For users, libraries are a place of encounter, learning and play, becoming in essence a “third place” distinct from their home or work. A third place where they feel comfortable and included. There is a resignification of the use of public libraries deriving from those diverse motivations, the librarian’s initiatives and the precarius conditions in which they operate. For librarians, their role is perceived as promoting Reading, despite most of them having to asume cleaning and maintenance activities. Due to sustained neglect, they have stopped expecting support and investment to the libraries from local authorities. Despite that, librarians have developed important projects for the communities they serve. The experience of ex library coordinators shows a chronic lack of funding and personnel and the need to foster alliances with institutions and groups in order to support the development of library services in the city. Se realiza un estudio de las bibliotecas universitarias de la Universidad Nacional de La Plata (en adelante UNLP) con el fin de conocer las políticas y estrategias empleadas en materia de comunicación con sus usuarios, más exactamente las relativas a las tareas de promoción de los servicios documentales. Para ello se detectan y analizan las políticas de comunicación existentes en las bibliotecas, se efectúa una observación directa de los espacios físicos y virtuales de las mismas y se realizan entrevistas semiestructuradas a representantes de algunas de las bibliotecas estudiadas. Finalmente, se analizan y comparan los resultados obtenidos y se sugieren pautas en torno a las políticas de comunicación y promoción.

Abstract:
This research is based on the premise that the strategies raised in defending the scientific status of the archival science are poorly made. It will not reach a status of science through the strategies of establishing paradigms, an object, a method, a purpose and a terminological consensus inside the field. But its scientific must be based before in the expansion of its theoretical and methodological elements. The archival discipline in their aspirations of clarify their scientific claims is immersed in ongoing epistemological debate. Under these debate is that has sought to apply the classical models of the philosophy of science emerged in the 20th century, such as the models of the Vienna Circle, Feyerabend, Lakatos, Popper, Kuhn, etc Among These studies, are stand out the efforts made by the authors, to consolidate the scientific discipline from the model of Thomas S. Kuhn. These positions, developed inside the field, are discussed in the present investigation So, is presented the discussion in lathe to the question about whether the establishment of paradigms, object, method and purpose, and a terminological consensus of the archival discipline, is essential to clarify their scientific claims. For this, it carries out a brief historical review of the evolution of the field, and a review of the literature on the different existing positions within the discipline, when it comes to substantiate its scientific status. Identifying three main argumentative lines: the identification of the archival discipline paradigms; the establishment of the method, the object and purpose; and the terminology within the archival discipline. Of the issues raised above, is that, the majority positions within the archival discipline, subscribe to the idea that it is imperative to establish some of the three aforementioned argumentative lines to consolidate itself as a science. Therefore the basis of epistemological analysis of this work is to use some of the arguments provided by Thomas S. Kuhn, in order to identify and elucidate the problems that take place within the archival discipline, when implementing its claims of scientific. Finally, it is considered that the establishment of paradigms, an object, a method and a purpose, as well as terminological consensus within the discipline, is not necessary to determine the scientific area. At the same time, it means wrong to resort to philosophical models to clarify the scientific status of the discipline, as sciences that have been consolidated, have not done so using these strategies, but by the establishment of a successful tradition of solving problems.

Abstract:
This paper aims to establish the relationship between the current administration in university libraries in the city of Cordoba and administrative theories analyzed by Idalberto Chiavenato in his book "Introduction to the general theory of management". The aims of this research are to detect basic assumptions present in the administrative management of university libraries in the city of Cordoba, and to investigate the theoretical knowledge people in the management department apply and the professional training they have. It is a study of two approaches: qualitative and quantitative, since it includes a theoretical study of literature and content analysis of the authors concerning the administration to detect the underlying assumptions to the subject and in parallel develop an exploratory field study, extracting data directly from reality, through a questionnaire. The study found that in the management of information centers there are aspects, tools or elements that respond to different management theories.

Along with the development of Information and Communication Technologies (TICs), new literacy and alternative teaching and learning approaches have emerged, as an answer to the new pedagogic conceptions opening the doors of the XXI century and to the lifelong learning. Among those literacy ways, the most comprehensive seems to be the information one, since it is people’s capacity to access, evaluate and use information effectively and ethically. Improving students´ skills in college is a challenge of the higher education institutions, which have the goal of graduating qualified and competitive individuals to enter the labor market. The objective of this experimental work was to draw an Information literacy strategy for the students attending Study Plan "D" of Agricultural Engineering. This strategy indicates students´ progress through years in three levels: 1- basic skills, 2- intermediate skills and 3- advanced skills, in which educational tasks, responsibility in task implementation, evaluation through integrating discipline objectives of the career and learning outcomes are stated in correspondence with SCONUL Model aptitudes

Web log files record user transactions on web servers and offer due to their extent, their properties and potential an excellent investigation field for contemporary information and online behaviour studies. The empirical, explorative investigation from the fields Web Mining, Webometrics and Logfile Analysis introduces new aspects and analysis possibilities for web log data. The study develops and tests a quantitative, non-reactive measure method (log metric "Web Entry Factors"), that allows statements about the accessibility and visibility of highly frequented entry points of a web site. The three distinguishable web navigation types "navigation about search engines", "navigation about backlinks" and "direct navigation" are focused. The study integrates a classification scheme for web pages as well as the prominent external parameter PageRank from the today most important search engine Google. Investigation subject are Web log files of two complete age-groups (in 2000 and 2002) of the web server of the Institute for Library Science at the Humboldt University to Berlin (http://www.ib.hu-berlin.de/), as well as the 100 most frequently used entry pages of this academic university web site. This publication goes back to the master thesis in Library and Information Science (Master of Arts, M.A.) at Humboldt-Universität in Berlin.

The author explains the emerging mode of science communication from an analytical review of the factors involved in its new practices. From a socio-technical-cultural approach assumes that the variation of internal and external factors to scientific production has mobilized actors, practices, materials and organizational process of science communication, generating an alternative scenario. A new form of knowledge production, a new social contract for science and a new way of communication based on electronic environments are the identified contextual factors that, when combined, are key to stimulate the breakdown of the traditional mode of science communication and its organizational base.

From the year 2003, when we began the career of Library, for comments and feedback received from the academic and social environment we became necessary to know the different problems and realities that surround the professional librarian of University Nacional de Córdoba (UNC). The main reason was to investigate the existence of librarian's stereotype. Starting from the idea that stereotypes are everywhere now started the search and then the confirmation of their presence. We study the construction, meaning and permanence. We note that the stereotype in this profession it's crossed by several characteristics and traits that are sometimes common to other professions, either by its constitution or its emergence from the social imaginary. The mainstreaming of gender studies and how they interfere in librarianship have motivated investigate whether the literature found corresponds to the reality of this university Cordoba. We addressed this issue and found that gender stereotypes are stereotypes foundation of professions as in the case of librarianship

This work walks in two roads: on the one hand, the historical analysis of the Vincenzo Bindi's "Monumenti storici ed artistici degli Abruzzi", that plays an important role for knowledge of Abruzzo and its culture. On the other, there is the digital humanities' sphere, Wikipedia as an instrument to valorise, the Open Access movement and Wikimedia projects in Abruzzo (in this area, we want to create an "Abruzzo-wiki-grand-tour, to promote the beauty of the country, with the collaboration of institutions, museums, libraries, universities and schools, the idea is italian "MAB"). The two theoretical roads meet in the digitisation project: we choose illustrations from Bindi's opera, we load them on Wikimedia Commons (using the template Pattypan), we put on metadata and links. Therefore, this work implies the open access spirit, the idea of Wikipedia's collaboration, an excursus on information science and the librarian's world; also, another focus is the Abruzzo's cultural heritage.

The shelf arrangement is an activity of information organization, composing the set of documentary mediation processes, whose goal is to propose communication channels that promotes the access and use of documents from a collection by a public. The specificity of the activity lies in the proposition of a logical order to documents of the collection, related with the institution's purposes, and in responses to the information needs of the public. The shelf arrangement has three functions: to promote ways of reading the collection through navigation at the space where the documents are disposed, to constitute the location of the itemsfromacollection, and to serve as an instrument for collection management. Regarding the school libraries specificities, these institutions are approach by the purpose of promoting the information appropriation bythe public of base education, through actions that enables them the autonomy to construct meanings from the qualified access and use of documents.The aim of the research is to analyze the development of discussions about shelf arrangementfrom the perspective of School librarianship through mediation work carried out from school libraries.It is assumed that the shelf arrangement performed in face of the school libraries purposes is insufficient,leading it to the marginalization in mediation work performed by librarians at thesessystems. For the investigation, two bibliographic reviews were carried out, the first of narrative character, and the second of integrative character, respectively, of qualitative aspect, and of quantitative and qualitative aspects, in order to constitute a descriptive research regarding the analysis of the proposed themes.After the Introduction, in the second and third section, it is discussed: the documentary mediation as the kind of work performed by the field that is structured in processes based in technical knowledge; andthe function of school libraryapproached on infoeducationdiscussions, developed within USP's research group, ColaborI, which links information and education as two sides that qualifies the librarian work.The fourth section has focused on the shelf arrangement, approaching its conceptual and functional aspects, also its theoretical-methodological, relates to the methods, instruments and methodologies for the constitution of the process.Finally, is discussed the relations between the shelf arrangement andthe spatialization and signaling strategies developed in the school library space. The fifth section is about the shelf arrangement in School librarianship, looking at the bibliographic production from this context for highlight the questions related to the development of process, regarding the specificities of the school libraries and of the mediation work performed at its spaces. This is an integrative bibliographic review perform by combining terms representative of the School librarianship, and by terms that accounted for the shelf arrangement, in searches in the BRAPCI, Proquest, DOAJ, INFOBILA, Dialnet e LIBESdatabases, resulting in 129 publications for analysis. As results found, the shelf arrangement process is widely approached in a fragmented way, which is verified in the denominations used, in the understandings about its functions, in the ways of conceiving the process by the classificatory method as the basis for constituting the call number, and, in spite of these approaches, the questions related to the spatial constitution of the library are posed in a more complete way, considering the relevance of space in offering meanings to subjects about the image and uses of the school library. Finally,it is considered necessary to recover fromSchool librarianship the value of information organization processes for school libraries, which is related to the need to consider the totality of these institutions in terms of mediation processes that allow their qualified performance at school as a library.

Since the runtime environment needed by digital objects can be obsolet, this fact leaves the question open over the future view or treatment of digital objects. Emulators are used in order to make the obsolote runtime einvironment available virtually. As software the emulators are exposed also to the old process. Therefore they are to be updated, in order to be adapted on the today's hardware architecture. T he update of a software requires execution certain tests, in order to guarantee that it fulfills its requirements. For the use in a archives system it is to be examined on the basis suitable tests whether the updated emulators received their past functionalities. In the current work a system was developed, which the admission of a emulator in a archives management system. The developed Framework have to give the user the possibility of create emulator tests and run it automatically. to support and thus the efficiency of the system.

This research evaluates and analyzes the possibility for public sector information professionals to collaborate with the institution in the management of open data, taking the National Ministry of Agriculture, Livestock and Fisheries as the unit of analysis. Different concepts were approached in order to constitute a theoretical framework that allows understanding the presented thematic taking into account open access as a starting point to carry out the analysis. This is an exploratory descriptive study, analyzed from a qualitative approach. It was determined that libraries have great potential to collaborate actively in the management of open data in their institution and the importance of librarians being invited to participate in the discussions that encompass the opening and management of data. In addition, it is recommended that universities incorporate the teaching of open data management within the librarianship program and/or offer postgraduate courses in this specialization.

Since the principal tool of every librarian to realize his educational labor is the library collection and specially children books, then it will be its major tool to fullfil it. Even though the librarian is not a teacher, he must be qualified to find the information the users require, and in coordination with other professionals of the educational system it can select and acquire the collection that answers to the information needs. In addition, she or he is able to handle any type of information in any format, he possesses the elements to find the information, therefore, he can give the children the materials and the information that they need. This work presents the different ways in which the school librarian can interfere and fulfill his sex educational role not only at the moment to select and acquire the library materials, but also at the librarian services and the activities of reading promotion in the library.

This research attempts to define convergent tendencies between the knowledge constituting the publishing activity and the conceptual frame upon which Information Science is based. Taking shape as an exploratory study, the research tries to systematize and make coherent a definite mark from which the convergence between the two areas may be contemplated and analyzed. In the process of constructing its arguments, the research seeks to identify, amongst international literature, authors and theoretical proposals which lead to building the structure of said convergence, determining its statute and indicating the nature of its contribution for the Information Science epistemology. Aiming to extend the universe of its inferences, a selected segment of the literature published in Brazilian journals of Information Science within the latest ten years is taken into account, in order to verify the presence of bibliographic sources that disclose the repercussion of the idea of convergence between publishing activity and Information Science – such as profiled in this study – in the papers discussing the discipline’s epistemological foundations. The research also points out topics that after analyzed more deeply would enlarge the knowledge about this subject, suggesting further studies which may demonstrate and consolidate the links between the fields under investigation.

This work aims to discuss theories and analyze concepts, since it assumes that it is also important to carry out this type of interpretive research methodologies within Library and Information Sciences. In a particular way, the research uses Luciano Floridi's Information Ethics model as a specialized theoretical framework on problems related to information from a moral dimension, which allows evaluating and reviewing the concept of information itself, along with other aspects of the informational problem, but always from an integrating perspective. Thus, this research consists of an interpretation of George Orwell's novel 1984 from the concepts of Floridi's Information Ethics, understood as macroethics, in which he rethinks the three dimensions of information, as a resource-product- objective, and proposes their unification and interaction in the Infosphere, but also recognizes that any action that negatively affects the Infosphere as a whole can increase the level of entropy. The thesis supports, as a general result, the importance of individual freedom as an indispensable condition for the creation and transmission of reliable and truthful information that contributes to the knowledge of reality, and considers the idea that the presence of free and well-informed strengthens a democratic system and enriches the Infosphere. The basic idea is that citizens should defend democracy, because this type of government aims to safeguard their fundamental rights, such as the right to life, liberty, security, privacy, freedom of opinion and of expression, free access to information, etc., and this type of recognition and defense of rights would hardly occur in authoritarian governments.

This thesis is about chat services as part of electronic reference services in university libraries in Germany. Though the object of investigation is the chat service, the central question is if the introducition of this innovative service can be seen as an example for the innovative ability of public administration in Germany in general. To answer this question, different aspects are adressed, e.g. the acceptance of employees for innovations or the extent of hierarchical structures in the decision making processes of the libraries. The findings are mainly based on interviews that have been carried out with the manangement of the libraries investigated. The conclusion of the thesis is that such a piece of work certainly cannot give a final answer to such a question, but that if all public instiutions in Germany would be as innovative as the libraries that have been under examination it would be possible to refer to the German public sector as "innovative". The problem is that it is very questionable if libraries with their special responsibilities and conditions can be representative for the public sector as a whole.

In every library, users’ information needs should be represented, thus guaranteeing equity and inclusion in terms of information, aiming to build citizenship. This thesis deals with such needs in the GLTTIBQ community. APPROACH There exists an evident lack of information in terms of users’ studies in the GLTTIBQ community, which uncovers the need to approach ways of rendering accessible and inclusive services by means of a pertinent collection to enable their members to feel identified with their sexual choice. The aim of this work is to try to find a remedy to this situation, in Spanish. DATA AND METHODOLOGY A quali-quantitative documentary approach was carried out by reviewing the literature in the Library Literature Science Abstracts (LISA) database over 2015 2016, to perform a comparative study of the recovered documents. CONCLUSIONS The main result arising from this research is the shortage of literature on the subject and the lack of scientific production in Spanish in the analyzed database.

Dialectical method with exploratory and descriptive approach and bibliographical technical procedures allied with bibliometrics and content analysis were applied. The following movements and relations were studied: - the origin of the Web to the actual status of the Semantic Web (qualitative change); - the actual Web and the Semantic Web (movement, qualitative change); - Information Science (through the literature review) and Semantic Web (relations); and – Information Science (in theses and dissertations of the Brazil) and Semantic Web (relations). The movement of the current Web to the Semantic Web was significant, with objectives dedicated to make possible complex inferences about machines. Leaving the simplicity of the architecture of the current Web, the Semantic Web grew little, it didn't have significant qualitative movement. With relationship to Information Science, your architecture sustains a relationship. The field of Information Science, in what concerns to the literature of retrieval and representation of the information and representation of the knowledge presents resources that can collaborate for the development of the Semantic Web (as thesaurus, metadata etc.). The research objective was identify perspectives in the Semantic Web to the Information Science, through the literature mapping of basic proposals of this technology and of its development and through the analysis of the theses and dissertations about the subject presented to the Graduate Programs of Information Science in Brazil. Dialectical method with exploratory and descriptive approach and bibliographical technical procedures allied with bibliometrics and content analysis were applied. The following movements and relations were studied: - the origin of the Web to the actual status of the Semantic Web (qualitative change); - the actual Web and the Semantic Web (movement, qualitative change); - Information Science (through the literature review) and Semantic Web (relations); and – Information Science (in theses and dissertations of the Brazil) and Semantic Web (relations). The movement of the current Web to the Semantic Web was significant, with objectives dedicated to make possible complex inferences about machines. Leaving the simplicity of the architecture of the current Web, the Semantic Web grew little, it didn't have significant qualitative movement. With relationship to Information Science, your architecture sustains a relationship. The field of Information Science, in what concerns to the literature of retrieval and representation of the information and representation of the knowledge presents resources that can collaborate for the development of the Semantic Web (as thesaurus, metadata etc.). Other point that favours that approach is the interdisciplinary relationship of the field with the Computational Science, with the Artificial Intelligence and with the Linguistics (Terminology). But it exists the need that the knowledge on the generated knowledge Information Science on the Semantic Web surpasses the limits of the proper field.

Since the identification of a change in the acting in Institute of Information and Science and Technology (IBICT), given the broadening of interaction means with the users, this study aims towards understanding the socio-informational context in changes bearing in sight the theoretical framework of information actions in the ambit of “intermediary information institutions.” The theoretical trajectory suggested that, in the social plan, it would be possible to comprehend the current dynamics around information actions, especially from the technological modifications provided with new hardware, software and, above all, the World Wide Web, which influences the manner and behavior of the processes of search, retrieval, access and use of information by the user. Highlighting the user in this new scenario, this concept was analyzed as a means or a tool to learn two theoretical-informational models. The “systemic model” is characterized in function of the emphasis directed towards the professional and information system. In this model, the flow of information presents a foreseeable chain direction counting on the pretense of knowledge of the target public and of how the system works. In this sense, the “emerging model” spots problems in the previous model as it considers interactive possibilities, interconnectivities and hypertexts provided by the WWW. Given this panorama, it was possible to outline the following assumption: the contemporary socio-informational context and the theoretical construction of the “emerging socio-technical informational model” have been influencing information actions in “information institutions and intermediary systems” in S&T. Under this perspective, the trajectory of the research went through three moments. In the opening moment, a theoretical framework was spotted based on the categories “conceptual focus attributed to the user and to the information” and “nature and focus of the researches”, which helped in the process of visualization of certain analytical aspects aligned with “systemic” or “emerging” models. The identified theoretical framework brought systematizations around the phenomena of search, use, behavior, practice and action of information. In the moment of outlining, the action of information approach was put in context, bringing nearer the concept of the meaning of validation of information, especially to point out research possibilities regarding the use of information. In the last moment, called calculus, the results obtained were articulated so as to allow an interpretation guided by the concept of action of information in S&T. For such, the Brazilian scenario of Information in S&T was put in context oriented by the actions developed in IBICT. This institution was taken as a reference for being responsible for a representational fragment of actions of information in S&T in the country in the ambit of intermediary institutions and systems of information. IBICT operates meta-information aiming towards the access, retrieval and use of information, creating and providing the subsidies for the creation of meta-informational maps, targeting the monitoring and control of information in S&T, as well as performing actions considering criteria of excellence in information and S&T. From the theoretical path and the analysis of the actions from IBICT, the complexity and interdependency of different instances and actions in the ambit of institutions and intermediary systems of information in S&T were identified and criticized, under the orientation from criteria of excellence particular from the phenomena related with information in S&T and, also, under the theoretical influence of the “emerging socio-technical informational model.”

Library and Information Studies (LIS) are approached as a complex construct, which has several avenues: it is a scientific discipline that brings together a set of theories, methods and techniques supported by a concrete, precise scientific community, it is a paradigm. Likewise, it is a series of professional practices, some classic or consolidated (such as the documentary analyst and the librarian dedicated to information services), others emerging (such as the virtual librarian or the expert in controlled digital lending); also, it is a string of areas of knowledge crystallized in lines of research and in study plans for the training of people (the Librarianship career in its various denominations), developed and supported by academic and professional institutions; all this within the framework of unavoidable issues of the context in which the (LIS) is deployed, such as the applicable legislation, the labor market of the information professional, the history and evolution of nodal topics (such as the book), the advancement of technology and its applications to Library Science, among many others. This construct, to be manageable, in the terms of this proposal, requires handles to generate minimally acceptable results and contain the overflow of ideas; In this investigation, the need to adhere to a structure that would allow the delimitation of the object of study and its technical approach became clear, that is, it was required to draw coordinates that would make it possible.

Abstract:
The object of this research are the preservation policies of digital public information from government. It falls in a context related to the debates on public information policies of the Brazilian government and it assumes that it is not possible to provide continued access to born digital information without association to records management and digital preservation. It does a political analysis of the implementation process of the Lei de Acesso à Informação, n°. 12.527, November 08, 2011 (LAI) in the Federal Executive Branch. It also identifies and discusses the context, the responsibilities and the established relationships between the concerned actors - Controladoria-Geral da União (CGU), Arquivo Nacional (AN) and Conselho Nacional de Arquivos (CONARQ). The exploratory research on the CGU website identified relevant information about the actions and programs planned to be developed by CGU within the archival policies. In addition correlated LAI legislation and 730 news collected on Google were analyzed to identify speeches and arguments of political actors involved in it and to know about the context in which the brazilian government information policy is developed. It concludes that the lack of mechanisms defining the responsibilities of each actor implies in the absence of a public policy that does ensures that archival policies are really part of the links that comprise the chain of contemporary information policy. It also concludes that the LAI is in compliance with archival policy, but there is not regulation of the responsibilities of each actor in the political process concerned to the deployment of LAI, bringing risks for the constitution of digital legacy for future generations.

The aim of this research is to detect different sources that researchers use most frequently in their doctoral theses and assess the local needs of library users. Analysis citations in academic publications is a very interesting method when you need to know how the information is used by researchers. Bibliographical references of thesis can offer us a very detailed view of the use of the library collection. This method has been complemented with users opinion collected in a questionnaire. Combination of these two techniques has helped reduce the subjectivity inherent in data analysis. The study shows that the authors of the doctoral theses cite almost in the same proportion both magazine articles and monographs. PhD's students at the University of Balearic island do not use much the library catalog but instead they use the Internet as a valuable source for writing their thesis.

The new environment of digital technology and internet provoke academic libraries in a constant refinement of their role and their decision making mechanisms regarding the kind and the how-to of providing services to their users. The last two decades, the rapid development of technology has led many libraries’ administrations from abroad to a reassessment of their management structure. A great amount of international bibliography in this field highlights the results of teams’ implementation in an organization. As libraries begin to experiment with them and discover that since they have been established work effectively as a managerial tool. Teamwork represents a concept of value and troubleshooting. It is not a panacea, if it is used selectively and enthusiastically, may enable the library to achieve its mission. The present study initially analyzes the role and importance of teams and explores team management aspects of Academic Libraries worldwide and in Greece particularly, examining theoretical and practical issues as well. Furthermore, the main aspects of the empirical investigation for Greek academic libraries regarding a) the recording of group characteristics and b) the identification of staff’s opinion for team operation and administration are documented. Information scientists in Greece when integrated into the appropriate team may be a development force, influencing positively the organization and management of Libraries and Information Services.
