Abstract:
The publication examines the trends in the use of forces and means of military intelligence, taking into account modern conditions and factors and the nature of modern warfare. The analysis of the experience of conducting military intelligence in modern military conflicts is presented and its role in special military operations is noted. The author's views on the improvement of the organizational and staff structure of the reconnaissance company of the mechanized brigade are given. The ways of increasing the capabilities of intelligence agencies in the course of obtaining intelligence data by equipping intelligence units with unmanned aerial vehicles are proposed.

Abstract:
This article studies the nature of Peru-United States relations during the period 1963–1975 through an analysis of the dispute over the potential expropriation of the US-owned International Petroleum Company. The United States government implemented a tough policy towards the first government of Fernando Belaúnde – who sough a “special” relation with the Unites States –characterized by the threat of economic sanctions if the Peruvian government did not solve the issue in favor of the company. The threat of the Hickenlooper Amendment, which sought to penalize countries that expropriated American owned businesses, was a clear sign of this. Once the company was expropriated by the Revolutionary Government of the Armed Forces in 1968 the American government was ironically forced to follow a more flexible approach, as the new military regime sought to diversify its bilateral relations in the bipolar context of the Cold War. The American policy of supporting the IPC had negative long-term effects fo American interests in the region, as it accelerated the overthrown of Belaúnde and ushered in the arrival of a military junta which sought a more independent foreign policy. A country that had been solid American ally camp since the end of World War II had become a nonaligned nation.

Abstract:
This paper begins by introducing what other researchers have learnt on the subject of technology-based entrepreneurs and their start-ups. We coined the new term technopreneurs to denote this special type of entrepreneurs. The metaphor of an airplane taking off from a runway is used to describe the precarious state of a high-tech start-up company. Three new cases of technopreneurs, Sim Wong Hoo of Creative Technology, Robin Lau of Excel Machine Tools and Henry Yuen of Gemstar Development, whose businesses took off recently were investigated with the aim of finding the enabling forces for the successful take-off. Four enabling forces identified are the audacious technopreneurs, perceptive opportunities pursuers, core founding teams and enabling agents. Technopreneurs’ audacity are backed by their strong capabilities in relevant technologies.

Regardless of the type and size of the organization, they are confronted with both external and internal factors as well as impacts which create uncertainty in regards to achieving certain goals. The risk management of the company is determined by both how well risks are perceived and the intra-organizational interaction of workers under the influence of cultural values that may affect perceptions and attitudes towards risk management. Being an important element of the corporate governance system of any company, effective risk management allows for the acceleration of the decision-making process. The growth of competition during the unstable economic situation in the world takes a special character, which forces the company to look for new opportunities to optimize the risk management process and to offer its own ways of improving the performance of the company. Emotional intelligence can become a promising tool for developing a risk culture, primarily in those areas of business where the human factor plays a great role. The application of international standards and best practices in light of emotional intelligence will increase the company's stability in the market and achieve its goals.

Abstract The privatisation of state-owned companies is still on the agenda of many governments worldwide. One often stated goal in the privatisation process is the increase of efficiency of the company. The question is which factors do lead to an increase in efficiency and performance of a privatised company. Where are the fundamental differences between public and private companies in this respect? One goal of this paper is also to determine if other or additional variables influence the efficiency of privatised companies in transitional countries - in contrast to developed economies. Based on the research literature, a model was developed that displays all major forces and effects in the privatisation process. Two case studies of telecommunications companies in Germany and Romania are utilised to verify the model. It is expected that privatisation will lead to an increase of efficiency, but that the main thrust derives from competition. Regulation and organisational change will typically also increase the efficiency of the company. The variables “laws and policies” and “economic condition” are of special importance for privatisations in transition economies.

Nowadays, competition between organizations has turned from developing tangible assets into developing intangible assets. Abilities and talents of its human resources and staffing is the most important element of intangible assets of any organization. Contribution to the actual potential of the current forces and special talent recruitment to fill gaps identified in can help organizations to achieve higher productivity in the area of talent management. The investigation aims to find the relationship between performance of talent management strategy with attracting, recruiting and human resources development in Iranian offshore oil company. The study population included 420 HR headquarters in Tehran and the sample based on Cochrane Formula is 200 people. Three questionnaires were used to test hypotheses. Buckingham M. & Vosburgh R. (2001) questionnaire was used to measure talent management; Beardwell I., L. Holden, T. Claydon. (2004) questionnaire was used to measure recruitment (2004) and finally Reuther, Robert (1996) was used to assess the individual development. The results revealed that there is a significant positive relationship between the ability and opportunity to hire human resources in Iranian offshore oil company. In addition, there is a significant positive relationship between the ability, opportunity and skills with the development of human resources. The intensification of competition between market participants makes it necessary to use modern methods of promoting goods. Professional sellers using methods that are based on the psychological attitudes of potential buyers try to present their goods in a favorable light for themselves and pay attention to it, while exerting pressure on the buyer, which forces him to perform certain actions. Among such methods, merchandising occupies a special place, which encourages the buyer to buy and increases the turnover at the enterprise. The market leaders are those companies that actively implement its principles in their activities, paying attention not only to the quality and price of their goods, but also to their appearance, packaging, and place on the counter. Currently, buyers often experience inconveniences from manufacturers and merchants who want to present or sell their goods, who strive to use the area of the outlet as efficiently as possible to attract the most attention. Many sources say that buyers in 65-70% of cases make a decision to purchase a particular product when they are directly in the store’s trading floor; and “unscheduled purchases” can be up to 89%.

В этой связи, предприятия, занятые в производстве вооружений, военной и специальной техники, для компенсации экономических потерь, вынуждены проводить реструктуризацию своего бизнеса: выход на новые рынки, разработка продукции гражданского назначения. Процесс перехода оборонной компании на коммерческие рынки принято называть диверсификацией. Как и любой другой переходный процесс он связан с определенными трудностями. В статье проведен анализ проблем, отмечаемых как самими предприятиями оборонно-промышленного комплекса, так и независимыми экспертами. As the country's defense capability is ensured through the modernization of the armed forces, there is a gradual reduction in government defense spending. In this regard, enterprises engaged in the production of weapons, military and special equipment, in order to compensate for economic losses, are forced to restructure their business: entering new markets, developing civilian products. The transition of a defense company to commercial markets is commonly referred to as diversification. Like any other transition process, it is associated with certain difficulties. The article analyzes the problems noted both by the enterprises of the military-industrial complex themselves and by independent experts.

Abstract:
The article is dedicated to one of the most complex activities of the Republic of Poland in the field of security – state’s defence preparations. They are presented as all material, financial and organizational projects carried out by the public administration and, above all, by company owners. They were given the role that was directly necessary to ensure the survival and functioning of the state in a situation of security threats and in times of war, including support for their own and allied armed forces. It was assumed that merely the company owners and the economy are in a position of a key element of social security, regardless of conditions of defence readiness represented by the country. It is the economic sphere, supported by the administration, that has the most important role just in preparations of defence, and in limiting the country's sensitivity to the hostile environment. The process of operational planning was treated in a special way as an integral part of defence planning, i.e. a process of fundamental importance for the effective implementation of defence tasks. It was defined as the establishing of activities related to the preparation and operation of public administration bodies and company owners in conditions of external threats to state security and during the war, which are represented in the form of sets of operational tasks. Then, the issues related to the implementation of defence tasks by companies of special economic – defensive meaning were presented together with questions resulting from the Economy Mobilization Program and being the most important for the state's defence readiness. The tasks that companies have to fulfil under their defence obligations and the tools that enable them to do so have been reviewed. It was assumed that the Polish state made sure that this area was provided with appropriate legal and organizational solutions, and an attempt was made to evaluate and analyse some of them.

Within an enclosed shooting range of the EMJOT company, the process of firing one hundred single bullets from a Glauberyt machine pistol was recorded. The empirical test used 9x19 mm FMJ Luger (Parabellum) ammunition manufactured in the Czech Republic in 2017. As the weapon is dedicated to special forces, the shots were fired by an anti-terrorist operative, at a target located 25 m away. In order to determine bullet dispersion, the results of the experiment were subjected to statistical processing. Mean displacement and mean square displacement relative to the mean hit point, histograms, normal distribution, as well as statistical tests and hypotheses were used for estimation. The shots were recorded with a high speed digital camera Phantom v 9.1. The videos recorded were used to determine the initial kinematic parameters of the bullet trajectory.

The ShinMaywa Industries, Ltd., predecessor, Kawanishi Aircraft Ltd., was famed for its high-performance World War II planes, including the Type II Flying Boat, codenamed “Emily” by the Allied Forces, and the Interceptor Siden-Kai, codenamed “George.” Following defeat, Kawanishi Aircraft Ltd. was renamed ShinMaywa Industries, Ltd., founded officially in 1949. The new company, which started out producing dump trucks, but resumed aircraft manufacture in 1960. ShinMaywa now holds a high market share among Special Purpose Trucks such as dump trucks and in aircraft business exemplified by the STOL (Short Take Off Landing) Amphibian. It also manufactures Automatic Wire Terminating Machines, Thin Film Coating System, Aircraft Passenger Boarding Bridges, Car Parking System, and Water Treatment Equipment. In fiscal 2008 business, industrial machinery accounted for 37%, special purpose truck 35%, aircraft 19%, and others 9% in the company’s ¥127.7 billion sales (US$1.277 billion). Current employees based on consolidated accounts number 3,883. The enterprise philosophy is “contributing to society through outstanding technology and service.” Concretely, harmonization with society should be achieved in daily activities of an enterprise, and enterprise value should be raised by management taking stake holders into account.

ABSTRACT: Between 1869 and 1923, the government of Indiana sponsored the draining of the Great Kankakee Marsh and the straightening of the Kankakee River in northern Indiana. Reclaiming the vast marsh posed significant problems and required special legislation. In 1869, the legislature granted sweeping powers to a private corporation to drain the marsh. The company formed under this law, and the law itself, encountered bitter opposition from landowners, and created a storm of protest in the press, which attacked the company as a “gigantic swindle.” Public protests and attacks in the press forced the company to dissolve, and the legislature repealed the law. This article explores the brief unhappy life of the Kankakee Valley Draining Company; the reasons for the uprising against it; and the ways in which the General Assembly devised new legislation, and a more inclusive consensus, which would allow it eventually to accomplish its goal of replacing the Great Marsh with new farmland.

On 20 September 2001 the founder and CEO of a New Jersey-based face-recognition technology company called Visionics testified before a special government committee appointed by the secretary of transportation. Joseph Atick's message to the committee was simple: his company's face recognition equipment could dramatically improve security in US airports and embassies. The science of biometrics, a method of identifying people by scanning unique physical characteristics like facial structures and retinal patterns, could, claimed Atick, be deployed as part of a comprehensive national surveillance plan that he called Operation Noble Shield. According to this plan the Office of Homeland Security might take the lead and liaise with local police forces to install cameras linked to a web-based biometric network throughout American cities. In order to protect America from further terrorist acts, Atick claimed, “We need to create an invisible fence, an invisible shield.” Members of the committee liked his ideas and seemed ready to endorse his recommendations.

Abstract:
Urban areas, depending on their characteristics, have different effects on the engagement of forces and equipment and the manner in which military operations are conducted. The characteristics of these areas that are important for conducting operations are position, location, shape, size, the method of construction, the layout of the street network, the existence of underground facilities, plants, etc. Their complexity is one of the greatest challenges for planners of these operations. To conduct operations in urban areas, forces are expected to be modular and thus flexible, and adaptable to a constantly changing environment. It is necessary to focus on smaller units that are in the field, up to company level. Their most important feature is to disperse fast, and then quickly concentrate towards target. The discussion between scientific and military circles is whether to establish special forces to fight in an urban area or to use the existing ones with certain technological solutions and futuristic weapons. The consideration of the type of weapons that will be used in these military operations in urban areas is primarily related to the issue of the protection of civilians. The use of weapons that have limited effect (do not break through several walls) and weapons that do not cause additional effects (such as fire, unnecessary destruction) should be the choice of modern armies in military operations in urban areas. The issue of command and control is also one of the challenges that modern armed forces conducting military operations in urban areas face. In this context, modern technology (robots, sensors, satellites, etc.) can be of great help to the forces conducting these military operations. On the other hand, they are very expensive for most armies in the world. The logistical challenges are also very great when it comes to military operations in urban areas. The increased use of food and water, as well as greater consumption of ammunition pose additional challenges for planners and logisticians of these operations, which, above all, have to be taken into account when planning these operations. In any case, the issue of future military operations in urban areas should not be a taboo subject because it is expected that there will be more and more of them in the future. Population movement has made suburbs huge and a major challenge for military forces, even greater than urban centres. Distinguishing combatants from non-combatants, providing basic necessities for civilians during operations, the use of conventional and unconventional combat equipment are some of the challenges that planners of operations in urban areas have also to consider. The detailed analyses of previous operations in urban areas, transformation of these identified lessons into lessons learned, adaptation of training and equipment for such operations are some of the first steps that should be taken. Special emphasis should be placed on the need to study more the topic of combat in urban areas in operations of battalions and brigades and to be as much as possible an integral part of the training process of these units.

Abstract:
The business reorganization regulation has traditionally been associated with creditor’s rights protection. The main difficulty in this case lies in the fact that in attempts to provide comprehensive protection of creditors to prevent them from losing the main thing for which the reorganization is needed—in fact, to enable enterprises to adapt to changing economic conditions—because in the presence of excessively burdensome rules, entrepreneurs will not be able or not want to take advantage of such a legal regime. In other words, any law and order is forced to seek a balance between the interests of reorganized entities and creditors. The Russian doctrine is largely isolated from the European tradition and focuses on the discussion of private issues of the application of Russian rules and lacks clear conceptual guidelines for development of these very rules. Special rights that the creditor has in connection with the reorganization of the company constitute the basis for the protection of the creditor’s legitimate interests. The shortcomings of domestic rules give rise to practical problems in the implementation of reorganizations. The creditor’s exercise of special rights during reorganization creates many risks for the company. In this regard, all legal orders impose restrictions on creditors exercising their rights. The paper discusses expedient restrictions of such rights on the basis of the European doctrine.The author concludes that each law and order has developed its own restrictions regarding the circle of creditors protected during reorganization. Concurrently, from the point of view of the previously considered rationale for the protection of creditors the only restrictions we can justify are the restrictions on the exercise of special rights in the event of reorganization of those creditors whose obligations arose after the reorganization started (disclosure of information about reorganization), as well as creditors who have other means of protecting their legitimate interests (for example, a counter-non-performance objection or the right to demand termination of the contract).

Subject area The case focuses on issues concerning infrastructure development by Jaypee Infratech Ltd. (JIL) in the context of emerging market of India. This is undertaken by employing the usage of strength weakness opportunity and threat analysis (SWOT) analysis, political, economical, sociological and technological analysis (PEST) analysis and Porter's Five Forces Model and competitor analysis. It also outlines the importance of financing model adopted with respect to Concessionaire Agreement drafted and executed towards making an infrastructure project financially viable so as to reduce the risk associated with infrastructure projects which requires huge investments and long gestation period. Further, it also highlights the importance of how future projects can be undertaken on the basis of public private partnership (PPP) model. Study level/applicability This case can be used as a teaching tool in the following courses: MBA/Post Graduate Program in Management in Management Accounting, Management Control Systems and Strategic Cost Management. It can be used to explain concepts of SWOT analysis and Porter's Five Forces Model analysis. Students are also introduced to the technique of financial analysis. Executive training programs for Middle- and Senior-level employees to explain the Infrastructure Financing and Concessionaire Agreement for infrastructure projects. Under-graduate/Post-graduate programs in Entrepreneurship. Case overview JIL was established as a Special Purpose Vehicle in 2007 to execute the Yamuna Expressway project. Originally the contract was awarded to parent company Jai Prakash Associates Ltd. in 2003. The project entails financing, construction, operation, maintenance and collection of toll for 36 years and then transferring it back to Government of Uttar Pradesh of 165.5 km Yamuna Expressway, and subsequently development of 530-million square feet of area from five parcels of land earmarked along the expressway. The project highlights how a PPP infrastructure project can be made financially viable. Expected learning outcomes SWOT analysis was used to identify the strengths, weaknesses, opportunities and threats to a company. Also, application of Porter's Five Forces Model was done to analyze an industry. Determining quantitative terms like Long-Term Return on equity, Return on Capital Employed, Book Value vs Market value, Net Margins, Income Tax benefits enjoyed under section 80-IA and Minimum Alternative Tax (MAT); determining financial viability of an infrastructure project over its entire life cycle. The author of the article examines the changes that occurred in the life and work of the population of the Volga German Republic under the state of emergency caused by the outbreak of the war. The article examines the transformation of the state’s policy towards the Volga German: from emphasized loyalty to deaf hostility and their eviction from the region. Special attention is paid to the reaction of the Volga German population to the beginning of the war, the participation of the population in activities caused by the war: military mobilization, reception and placement of evacuated enterprises and refugees, the creation of fighter detachments and militia. The most important event that required great efforts of citizens was the harvesting of a rich harvest. The article reveals the participation of the Volga German in a counter-propaganda campaign aimed at the armed forces and the population of Germany. Due to major failures at the front as a reinsurance company in September 1941 the German population of the Volga region was evicted to Siberia and Kazakhstan.

The article discusses the requirements for modern companies in the innovation economy. In particular, it noted the impact of globalization, technologizing and humanization in the development of modern organizations. The company in the changing economic conditions of forced to pay special attention to the vast number of factors, many of which are not production-economic or financial nature, and have, for example, political, culture and anthropological nature. So, it was marked by the need for new approaches to working with employees inside the companies due to the fact that the value of each of them has been steadily increasing as growing and competition for professionals with broad competencies. In this regard, the article separately noted the particular importance of creativity as the most important economic activity within the company for the production and use of knowledge and innovation. Control engineering and sensing engineering improve productivity and save resources and energy in industry, and they are also deeply related to the solving greater societal, economic, and environmental problems. Control engineering and sensing engineering have become dynamic forces that enrich various phases of life through interdisciplinary or cross-sectional study. Furthermore, in recent years, due to the development of information technology, as symbolized by terms such as “big data” or “AI,” “sensing and control at a higher level” has become possible, premised by big data processing that is faster by orders of magnitude than conventional data processing. All this has increased the importance of control engineering and sensing engineering. In response to the development of the fields of control engineering and sensing engineering associated with the advance of the “information society,” education in these fields has also needed to be enhanced. On the national scale, the Ministry of Education, Culture, Sports, Science and Technology will introduce Japanese elementary school computational thinking education into elementary school in fiscal year 2020, and the new Courses of Study for High School Information Education in fiscal year 2022. At the same time, individual companies, educational institutions, etc. have also been experimenting with various forms of education in control engineering and sensing engineering. During these changing times, the most advanced studies related to the development of instruction and evaluation methods for educational materials on control engineering, sensing engineering, and control technology have been collected, and the present special issue was planned. This special issue is a collection of practical papers related to measurement and control education, including one paper on Model-Based Development education in a company and eight papers on education in an educational institution. These eight papers include two on education using a robot contest in a university, one on introducing measurement and control engineering education in a national institute of technology college, three on introducing it in a junior high school, and two on introducing it in an elementary school. The crisis caused by the outbreak and spread of the COVID-19 pandemic forced the legislature to make numerous legal changes. The undertaken measures comprised labour law understood in the broadest sense. They were intended to protect the economy, including jobs, from the dramatic consequences of the spread of the virus and the associated danger. The extraordinary circumstances called for specific measures, focused on protecting work and workers. The drafting of protective regulations, under such special circumstances, could not take place without dialogue involving the labour. At the multi-company level, this was seeking concrete solutions to protect the employees. In turn, at the company level, the partners exercised the rights guaranteed by the anticrisis regulations. The article offers an analysis of the legal situation of participants in social dialogue – both the employees and the employers. In retrospect, it is possible to evaluate specific measures which have been adopted.

About a century ago, the French artillery commandant Charbonnier envisioned an intriguing result on the trajectory of a projectile that is moving under the forces of gravity and air resistance. In 2000, Groetsch discovered a significant gap in Charbonnier’s work and provided a valid argument for a certain special case. The goal of the present article is to establish a rigorous new approach to the full result. For this, we develop a theory of those functions which can be sandwiched, in a natural way, by a pair of quadratic polynomials. It turns out that the convexity or concavity of the derivative plays a decisive role in this context.

This paper reports the results of measurements of cutting forces and delamination in drilling of Glass-Fiber-Reinforced Polymer (GFRP) composites. Four different types of GFRP composites were tested, made by a different manufacturing method and had a different fiber type, weight fraction (wf) ratio, number of layers, but the same stacking sequence. GFRP samples were made using two technologies: a novel method based on the use of a specially designed pressing device and hand lay-up and vacuum bag technology process. The study was conducted with variable technological parameters: cutting speed vc and feed per tooth fz. The two-edge carbide diamond-coated drill produced by Seco Company was used in the experiments. Cutting-force components and delamination factor were measured in the experiments, and photos of the holes were taken to determine the delamination. In addition, modeling of cause-and-effect relationships between the technological drilling parameters vc and fz was simulated with the use of artificial neural network modeling. For all tested GFRP materials, an increase in fz led to an increase in the amplitude of cutting-force component Fz. The lowest values of the amplitude of cutting-force component Fz were obtained with the lowest tested feed per tooth value of 0.04 mm/tooth for all tested materials. It was observed that materials produced with the use of the specially designed pressing device were characterized by lower values of the cutting-force component Fz. It was also found that the delamination factor increased with an increase in fz for all tested GFRP materials. A comparison of the lowest and the highest values of fz revealed that the lowest delamination factor increase was archived by the B1 material and amounted to about 12.5%. The error margin of the obtained numerical modeling results does not exceed 15%, so it can be concluded that artificial neural networks are a suitable tool for modeling cutting force amplitudes as a function of vc and fz. The study has shown that the use of the special pressing device during the manufacturing of composite materials has a positive effect on delamination.

Abstract:
The paper seeks to explore a concept of enterprise economic security in the context of its investment activity. A special emphasis is put on the relationship between enterprise economic security and its performance efficiency subject to positive or negative effects from a particular environment. The state of danger is characterized by a potential threat of economic and hence investment security of an enterprise. From the perspective of enterprise investment security, internal and external threats arising from a range of systemic threats to enterprise economic security are discussed. It is proposed to consider enterprise economic security not as an absolute state but as a measure of its vulnerability from external and internal threats associated with the investment activity process. It is noted that while investing a company may attract additional funding or use internal sources of finance to generate profit. However, avoiding a threat of insufficient financing by attracting investment funds, an enterprise might face another threat, in particular a partial and, in some cases, a total loss of control over the enterprise management, resulting in a risk. It is concluded that the failure to develop universal threat mitigation techniques forces companies to use tools available to reduce the negative effects from individual impact factors, thus exposing business entities to other threats of a different nature. It is argued that investment risks are associated with other company risks, such as: the loss of a controlling block of shares, non-payment of loans, bankruptcy, loss of control over production and sales, loss of management control, loss of objects of property and non-property rights, loss of fixed assets, technological lag, loss of competitiveness, etc. The findings suggest that making relevant management decisions consistent with investment objectives is critical in ensuring the overall enterprise economic security.

The article highlights the activities of Great Britain in the competition for control over oil fields and the oil industry in Iran (Persia) and the South Caucasus in 1914-1918, which was not the subject of special research in Russian historiography. On the eve of the war, Great Britain actually controlled the production and refining of oil in Persia through the AngloPersian Oil Company. With the outbreak of the war, British interests in the region were put under threat by Germany and the Ottoman Empire, which sought to challenge the British monopoly on Persian oil. Despite the fact that the territory of Persia remained far from the major battles of World War I, the country was a strategically important war theater for Great Britain. The British troops stationed in Persia controlled the territory of southern Persia, while the north of the country was controlled by Russian troops. After Russia’s withdrawal from the war at the end of 1917, there was a threat of strengthening the positions of Turkish troops and their allies in Persia and their advance to the Caucasus, to the oil fields of Baku. To counter this threat, a special taskforce was formed, called «Dunsterforce». During its 8-month stay in Persia, Dunsterforce strengthened the British position in the country, successfully suppressing anti-British forces with weapons, diplomacy and the pound sterling. Dunsterforce failed to protect Baku from capture by the Turks in September 1918. However, in November 1918, British troops managed to take over Baku. As a result, by the end of the war the western, eastern and southern shores of the Caspian Sea were under the full control of the British military. under the full control of the British military.

In a series of papers culminating in [9], M. Talagrand, the second author, and others investigated at length the properties and structure of pointwise compact sets of measurable functions. A number of problems, interesting in themselves and important for the theory of Pettis integration, were solved subject to various special axioms. It was left unclear just how far the special axioms were necessary. In particular, several results depended on the fact that it is consistent to suppose that every countable relatively pointwise compact set of Lebesgue measurable functions is ‘stable’ in Talagrand's sense, the point being that stable sets are known to have a variety of properties not shared by all pointwise compact sets. In the present paper we present a model of set theory in which there is a countable relatively pointwise compact set of Lebesgue measurable functions which is not stable and discuss the significance of this model in relation to the original questions. From the establishment of Ahmad Shah Durrani's government in Kandahar, Afghanistan had become a completely independent country in the region. For this reason, the first rulers of this country come to power and acted as king, which resulted in the domination of foreign countries, especially England, in Afghanistan some of the king or ruler, like Shah Zaman Durrani, was very interested in conquering the northern and northwestern regions of India. On this issue, in the early year of 1797, Shah Zaman sent a message to Marquis Wesley, the Governor General of the East India Company, informing him of his decision to conquer the northern parts of India and inviting him to help push the Maratha tribe back to the Deccan and cooperate with Afghan forces. Finally, these actions imposed a series of agreements on Afghanistan that are still in place today. During the first period of Shah Shuja's reign, 1804-1809, the first treaty that was imposed, called the Peshawar Treaty, was signed by the representatives of Afghanistan and England, Alfinstin from England, Muhammad Akram, Amin Mulk, and Abul Hasan, the treasurer of Shah Shuja, on June 17, 1809, in Peshawar. The British signed three treaties with Shah Shuja. The Treaty of Peshawar, Treaty of Lahore, and Treaty of Kandahar, in all three of these treaties Shah Shuja was in different conditions. The colonialist actions of the British caused a lot of opposition from the people and governments of Afghanistan, and among all the colonial powers of that time, the European country was the first country that paid special attention to Afghanistan and its foreign policy and was still earlier than others in its internal affairs. Interfered, Britain was controlled by the East India Company from India, the said company had been able to develop its political, military, and economic influence in the land of India until the end of the 18th century. One of the most important reasons for the three wars between the two countries was the policy of development and advancement of Britain and protecting India from powers like Russia and France, and also the competition between the two empires of Russia and England in Central Asia, which led to British aggression in the territory of Afghanistan and Taking many parts of these lands was imposed by signing treaties and contracts.

AbstractTwo antagonistic forces confronted each other on the territory of the Republic of Buryatia in 2002. One of them was YUKOS, an international petroleum company, the other the Tunka National Park, a legally protected nature reserve of national importance. The essence of the conflict was the intention of YUKOS to build a pipeline from Angarsk (a town in the Irkutsk province of Russia) to Daqing (a city in the Heilongjian province in China) directly through the territory of the national park, though the law forbade it. The mighty YUKOS, supported by the Government and President of Buryatia, faced resistance from Buryat ecologists, the administration and personnel of the national park, and the rank-and-file of Tunka district – cattle-breeders, farmers, teachers, doctors, pensioners – all of whom understood that the ecology of the park would suffer irretrievably, compromising both its natural riches and beauty, and many cultural and historical objects: archaeological sites, sacred groves, clan cemeteries, places of shamanist and Buddhist worship, etc. The practitioners of the local religions, such as shamans, Buddhist lamas and divinators of mountain spirits, united to organise special rituals and prayers around the places of worship and sacred objects, asking the local deities and spirits to defend their worshippers, their land, and their sanctuaries. Although the final collapse of YUKOS was determined politically, the experience of Tunka has demonstrated that oil magnates should not arrogantly disregard the populations and cultures of the territories they intend to utilise for their business activities.

October 3 this year Germany celebrated the 32nd anniversary of the unification of the two German states. Three decades after the historic events of 1990, the state faced a number of extremely difficult economic and political problems, which escalated significantly in the fall of 2022. The large-scale measures taken in the first half of the year to support business and the population turned out to be insufficient to solve them. Inflation in September reached 10%, the German economy was on the verge of recession. In autumn, the government was forced to nationalize the leading gas importer Uniper SE, provide state support to the energy company Verbundnetz Gas AG, cancel the planned special surcharge on the price of gas, extend the operation of the nuclear power plant, accept a third aid package, and create a special economic fund of 200 billion euros, which caused a sharp criticism of the leadership of a number of EU countries. The development and discussion of anti-crisis tools reflected the existing disagreements and conflict potential of the «traffic light» coalition. Against this background, there was a further aggravation of German-Russian relations in the oil and gas sector. The author analyzes the content and possible effectiveness of the autumn anticrisis measures of the government, pays special attention to state intervention in the activities of the main players in the German energy market.

Abstract:
The labor market in the Russian Federation shows a surge of vacancies in the oil and gas industry; there is a lot of competition among job applicants. The peculiarities of work at oil and gas enterprises are revealed, this specificity of the work lies in the fact that the development of fields is located in remote regions of the country, where there is almost no population, therefore, enterprises are forced to send employees to their workplaces using a rotational work method. The rotational work method carries some of the features that the employer must decide. Special requirements must be applied to shift personnel, in addition to their qualifications and work experience, their psychological characteristics must be taken into account, because a shift involves long-term work in harsh natural conditions, a limited circle of friends. Working on a rotational basis requires workers to be particularly precise in their work and is extremely dangerous. It is important for enterprise managers to take all possible measures to create a comfortable environment for employees and to prevent any failures and harmonize the psychological state of employees. The oil and gas industry needs highly qualified personnel and extensive experience. But the analysis of the labor market suggests that there are problems with labor resources, there are problems with personnel in the oil and gas industry. Let us consider the problems faced by enterprises operating in the raw materials industry on the example of the international company “Weatherford International Ltd”.

Abstract:
The systematic analysis of the world experience of civilian use of knives not as cold weapons showed that at present the knife did not become the main attribute of equipping tourists, fish men and even hunters. In particular, today there are very few types of hunting, during which the knife is used to finish off the beast or to protect against it. At the same time, as the practice of hunting management proves, during hunting there are many uses for the knife, even without considering it as a means for cooking. This, in particular, sharpening various stakes (for a tent, a hut, a campfire), skinning a game, preparing chips for a fire, scraping ice from skis or marsh mud from shoes. To do this, in accordance with current state technical standards, any folding knife must have a lock, and the blades of all knives must be of sufficient thickness so as not to break from the load. Handles of hunting knives should be comfortable to hold so that your hand will not get tired during long-term work. For all knives, according to the technical requirements, the length and thickness of the blade must be consistent, as well as the angle of inclination of the tip relative to the axis of the blade. With regard to the above, an interesting example is the collection of knives by the Swedish company Eriksson, consisting of four models, made in the configuration of the Swedish finca. The knives have a handle and a blade of a classic Finnish knife, but with a one-sided stopper. Their blades, depending on the color of the handle, are made of different types of steel. Knives with blue plastic handles have stainless steel blades, and knives with red handles are made of carbon steel. It is believed that in Sweden almost every construction worker walks with such a knife in his pocket. It should be noted that according to the current method of forensic investigation of cold weapons and structurally similar products in it, these knives can be attributed to cold weapons by the size of the blade. It is also interesting an urban-type knife, which is not a cold weapon of the Worden Tactical Medium Company. Renowned wizard Kelly Warden, an instructor for American Rangers, designs this knife. Since 2001, Kelly Warden has been the main consultant on impact and blade weapons of Detachment 1 of the US Special Forces. He trains Special Forces hand-to-hand combat with the use of a knife, machete, baton, sticks, as well as the method of forceful detention. The blade length of the knife described is 74 mm, thickness – 3.8 mm; the handle has a sub-finger protrusion to prevent the arm from slipping on the blade. The knife does not have a standard stopper, which, in addition to protecting it from slipping the hand on the blade, must prevent the hand from sinking into the victim’s body. By all measures, this knife is not a cold weapon in accordance with the requirements of the criminal law of Ukraine. Kelly Warden believes that the knife as a means of self-defense levels the difference in weight, height and physical strength, but its main drawback is its damaging ability. The proposed article is devoted to this circumstance, the definition of the role of the restrictor in classifying a knife as a cold weapon.

Swissair was a surprisingly successful international airline for most of its existence. Despite its home being a small country, Switzerland, the company was able to seize various special opportunities, including being able to choose its aircraft free from political influence, being forced into international cooperation by its government, getting landing rights relatively easily, and being particularly attractive to first-class passengers. Currency issues played an important role in Swissair’s history: the airline needed to be saved by the taxpayer after the devaluation of the British Pound in 1949, and suffered heavily from the collapse of the Bretton Woods Monetary System in 1971. The demise of the airline after 1990 can be explained partly by a change in the market environment and partly by Swissair’s inability to reform and adapt. This paper provides archival evidence for Swissair’s rise and fall.

Submarines, as a very expensive and sophisticated type of weaponry, are being intensively exploited by the armed forces of many countries. This means that submarines are sent ever longer patrols, sometimes to distant regions. To meet such requirements, submarine sub-systems and components must have high reliability and operational readiness indicators. Among the many machines and devices found on submarines, the ones that generate, store, and consume energy (mainly electricity) deserve special attention. The largest energy consumers on the submarine are the components of its propulsion system. One of the most complicated and loaded devices on board submarine is a power generator with a diesel engine driving it, on whose continuous and reliable work the safe performance of tasks depends. According to statistical research, despite its importance for the process of performing tasks by submarines, diesel engines are still the least reliable devices on submarines. Despite the constant technological development of piston engines, their work in very difficult conditions under heavy load and at high counter-pressure at the exhaust outlet promotes their malfunction and damage. From this point of view, the development of charge air systems for submarine diesel engines based on the construction experience of MTU Company is described in the paper. The classification of submarines, their propulsion systems, and the working conditions of engines on submarines are presented in the paper. Air-Independent Propulsion (AIP) systems with their applications on chosen submarines are also described. The most significant change in submarine propulsion system observed in 2018, transition from lead-acid to lithium-ion batteries, is also presented.

Indonesia has the potential for a nuclear emergency, so it is necessary to prepare resources to deal with nuclear emergencies to minimize losses. A nuclear emergency caused by a nuclear reactor accident is a non-military defense sector as the main component supported by other elements of the nation's power. Nuclear Biology and Chemical Company of the Indonesian Armed Forces Army (Kizinubika) is another element of the nation's power that provides reinforcement in non-military defense in the face of nuclear emergencies. The purpose of this study is to strengthen the Kizinubika resources for the Nuclear Energy Supervisory Agency (Bapeten) and the Directorate for the Management of Nuclear Facilities at the National Research and Innovation Agency (DPFKN-BRIN) in dealing with nuclear emergencies in order to support national defense. This type of research is qualitative by using literature study, observation, and interview methods. Internal resource criteria are determined based on the Resources Based View (RBV) theory. The results of the study in the form of recommended resources in strengthening the Kizinubika against Bapeten and DPFKN-BRIN in the form of; (1) The use of the Kizinubika facility as a joint training facility and infrastructure; (2) The use of special equipment Kizinubika in support of nuclear emergency response; (3) Kizinubika's strategic location close to DPFKN-BRIN supports speed in emergency response; (4) Use of Kizinubika's Human Resources through joint training in increasing the quantity and quality of training; and (5) Kizinubika's internal organizational relations support the task of dealing with nuclear emergencies.

Introduction. Traditionally the notion of fighting for the central station is based on the memories (in different variations) of Senior Lieutenant A.K. Dragan, who is considered commander of the 1st Company of the 1 st Battalion of Z. Chervyakov (sometimes A.K. Dragan is described as commander of the machine-gun company). The problem is that most likely the company commander was Filin, not A.K. Dragan. A.K. Dragan as one of the few survivors of the hardest battles left very important, but extremely subjective memories, which in addition are available to us in someone else’s interpretation (V.I. Chuikov or M.G. Vainrub). These memories have become the dominant narrative. Our task is to try to reconstruct the events surrounding the station on the basis of the maximum number of sources, though not reliable, but the only ones. Methods and materials. The article is written in the context of microhistorical methodology, understanding this term in the Italian rather than German research sense. We will be interested in a limited number of people in a limited territory at a specific time. We will pay special attention to the place in which the events took place; in this sense microhistory should connect with topography. Analysis. The very location of the station made it a key object in this part of the city. Located at the intersection of the city tracks from north to south (Kommunisticheskaya St.) and from west to east (Kubanskaya St.) the station has never been empty; it always housed some of the Red Army troops. Results. An analysis of the fighting of the 1 st Battalion of the 42nd Guards Regiment from the evening of 14 to 15 September allows us to answer a number of important questions. The reinforced battalion of Z.P. Chervyakov, as the advance unit of the division, was able to take advantage of the effect of surprise and immediately break through to the “Zapolotnovsky” district and seize the station building. However, subsequent events showed that Z.P. Chervyakov’s battalion had broken through too far. The 1st Battalion of Z.P. Chervyakov, which captured the central station in the morning of 15 September, was cut off from the main forces of the 42nd Guards Regiment, which had entrenched in the “too distant” station. Due to the large volume of archival materials, the authors performed the following tasks: A.K. Elokhina processed the German sources, and E.V. Stelnik – data from the Central Archive of the Ministry of Defense of the Russian Federation. The concept of the article emerged in the course of joint discussions.

The turbulent historical development of humanity indicates that people had the need for various types of organizational activities, and at the beginning these were groups. The association of people into groups was initially aimed at survival. Only united could they survive against animals in hunting and tribal wars. The group as a group of people enabled man to survive and go through different evolutionary stages. These are the first forms of organization that changed over time, and thus the goals of that organization. In the same way, individuals could not complete many tasks alone, so they were forced to join groups, so that by achieving common goals, they could more easily achieve personal goals. Basically, the purpose of their association was to achieve more with as little work as possible. From the above, it is clear that the "germs" of human resources management are related to the need of each group to have a leader at the head. The leader is the person from the group with the greatest personal authority to whom she has entrusted that role, expecting him to realize the interest of the group in the most efficient way. This is a man with strong abilities to organize people to achieve set goals, and today we call such people managers. In this paper, the modern approach to human resources management will be presented on the example of the well-known Vranje and Serbian company "Alfa Plam". The goal of the research is imposed by the topic of the work and is related to pointing out the importance of human resources management with special reference to the company "AlfaPlam" from Vranje, which has become a synonym for successful business because it consistently applies methods and procedures of human resources management. Namely, the company takes care of each of its employees, for which the human resources managers in the company are responsible. As a positive example, we state that on the company's website you can find CVs for each employee along with information about their progress in the company, training, bonuses received, and possible sanctions.Among the research methods used in the work were "desk" research methods as well as data collection through tests in the company itself. Through the research process, we came to the result that the company "Alfa Plam", which enjoys an international reputation, is successful in its work precisely because it consistently applies modern postulates of human resources management, while improving and consciously improving them.

More than in many other countries, the oil market in West Germany is traditionally characterised by liberal trade patterns. This open market allowed a virtually free inflow of oil products. Hence, the pressure on prices at Rotterdam's spot market affected directly the product prices for German consumers. In all end-product markets, oligopoly and strong competition by outsiders prevail. If the cutthroat competition is intensified, this may lead to an alteration of the supply structure within the group of the quite heterogeneous market participants. The West German oil industry is passing through a period of painful economic adjustments. The shrinking of the market, changing demand patterns, and financial losses have led to the shedding of considerable over-capacity in refining and distribution. The process includes both a drastic reduction of simple (straight-run) distillation capacity and an increase in conversion potential, along with toll refining, reduction of marketing outlets, concentration of participants in processing and distribution, attempts at optimisation of downstream activities within the Common Market area, as well as the promotion of joint ventures with foreign state companies. The approach to the adaptation process varies from company to company according to upstream and downstream strength, financial position, access to sources of supply, international linkages, and special areas of interest. Of course, over-capacity of refining is a global phenomenon that cannot be eliminated without international co-operation. The problems may, after all, become even more complex after new export refineries in OPEC countries have been completed. This paper presents the results and features that reflect the reaction of the main companies affected. It describes the chances and challenges of a free oil market system. In recent years the petroleum industry in Germany has suffered heavy financial losses, and has embarked on a radical and seemingly successful adaptation process, but it remains vulnerable to developments on the world oil market. It would gain from better co-ordinated policies within the framework of the European Community—including a free play of market forces and a standardisation of environmental controls. Farther afield, the necessity for closer links to the government-controlled companies in producing countries is perceived to secure sources of supply on a basis of mutual advantage.

The article explores the problematic aspects of joint stock company liquidation. The essence and types of liquidation of joint stock companies have been analysed. The distinctive features of voluntary, compulsory and enforced liquidation of joint stock companies, as well as the liquidation of a bankrupt joint stock company and the liquidation on the basis of the law have been determined. The elements of the legal composition constituting the basis for the termination of joint stock companies by voluntary liquidation have been investigated. The complexity of the procedure of voluntary liquidation has been established. The expediency of introducing a simplified mechanism of voluntary liquidation has been substantiated. The main factors that hinder the liquidation of joint stock companies in Ukraine in the current context have been identified. The main problems of terminating joint stock companies through forced liquidation and the reasons for their emergence have been revealed. The main obstacles to compulsory liquidation of joint stock companies by judicial and administrative procedure have been elucidated. It has been ascertained that the current Ukrainian legislation on liquidation is still in its formative stage, characterized by inconsistencies, internal contradictions and fails to solve the main problem – a civilized exit of business entities, including joint stock companies, from the sphere of economic relations. Special emphasis is placed on researching the prospects for the development of legal regulation of relations connected with the liquidation of joint stock companies in the context of solving the revealed issues. It has been proposed as a priority step to address the problems of liquidation of joint stock companies by ensuring an adequate level of legal and regulatory regulation of the relations to terminate such organisations through liquidation. It has been reasoned that further research should be conducted into specific recommendations for solving the problems of JSC liquidation in order to consider them in the preparation of Draft No. 2493 for the second reading in the Supreme Council of Ukraine, as well as the systematisation of general rules on voluntary and compulsory liquidation in the Civil Code of Ukraine.

In the first case, it is about low costs and high variability, in the other case, the life cycle of a product is beginning to shorten rapidly. All of these problems can be solved at different stages of digital transformation. Continued innovation is needed today, as progress in the existence and effectiveness of some organizations becomes almost impossible without technological innovation. Flexibility of reaction of people to changes and development of new methods of activity are the leading conditions of competitiveness of modern enterprise. The object of this study is new opportunities, various aspects of digitalization of production, optimization of enterprise resources. The key aspect is to increase the productivity of the enterprise by reducing the time of the development of new products marketed and delivered to the consumer. As a result, the reduction contributes to overall efficiency. The authors substantiate that digitalization of production is the consolidation of all business processes at the enterprise using computer and information technologies. Abstract:
The annexation of Crimea in 2014 marks the turning point in Lithuania’s defence policy. Previously, Lithuanian armed forces developed expeditionary capabilities in line with NATO’s out-of-area requirements and had to face substantial manning and equipment shortages as a result of the financial crisis. After 2014 clarion call, Lithuania responded with the most comprehensive measures of all the Eastern Flank states to strengthen its military capabilities. Lithuania’s main strategic concerns encompass both the Russian A2/AD bubble in Kaliningrad as well as the development of Russian offensive capabilities in the Baltic Sea region. The Lithuanian strive for security included a big hike in defence spending and a gradual increase in military personnel, with the reinstatement of conscription, faster modernisation of armed forces, development of military infrastructures, investments in combat readiness and an update of military exercises. This was supplemented by the strengthening of defence co-operation with key partners – both bilaterally and within the NATO framework. Lithuania’s main goal was to convince Allies to establish permanent military presence on its territory in order to strengthen deterrence against Russia. Between the NATO Wales Summit in 2014 and the Warsaw Summit in 2016, Lithuania was focused mainly on a closer military collaboration with the US – a country which then took a leading role in the military reassurance of the Eastern Flank. In Lithuania, the US has traditionally been perceived as the main security provider. The Warsaw Summit constituted a milestone in bolstering the Allied defence posture vis-à-vis Russia, which influenced Lithuania’s defence policy. American rotational company-size units in the Baltic states were subsequently replaced by NATO’s Enhanced Forward Presence, i.e. the deployment of German-led battalion-size battlegroup in Lithuania. Therefore, between 2016 and 2018 Lithuania tried to augment its strong defence ties with US while deepening military integration with Germany. The most significant sign of a closer military co-operation with Germany was the procurement of 88 Boxer infantry fighting vehicles. Recently, Germany has become the biggest supplier of military equipment to the Lithuanian army. Although Lithuania prefers to develop military co-operation primarily with US and Germany, Poland remains its important orientation point (mainly due to a similar threat perception and Poland’s geographic location). The core dimensions of the Polish-Lithuanian defence collaboration are the strengthening of air defence, including Grom systems deliveries, training of special forces and development of the trilateral brigade (LITPOLUKRBRIG) together with Ukraine. In the coming years, the ongoing depopulation will remain the biggest internal challenge for the Lithuanian defence policy. Emigration and an ageing society result not only in a decreasing number of citizens reaching the enlistment age, but may also adversely affect the economic situation and - as a consequence - defence expenditure.

Redeployment of industrial facilities allows companies to optimize their structure while also creating a competitive environment in the service sector. In addition, during the redeployment process, the property complex undergoes optimization. Because of releasing production, the costs could be reduced by preserving, selling, and leasing production space. However, to achieve and strengthen long-term competitiveness, companies are forced to adjust their activities with an emphasis on the changing demands of the period. Since the world is constantly changing, it is very important to respond to these changes expediently and quickly. So far, international practice and experience of redeployment in the Russian Federation have shown that it is one of the most difficult managerial tasks. During this process, many restrictions and unique characteristics of the company, where they are implemented, should be considered. Consequently, it must be performed only in the presence of the clearly defined goals, redeployment concept, and an understanding of each stage and the methods to be observed. This is a relevant study because the model of the work performed during redeployment allows this process to go as smoothly and efficiently as possible allowing the company to adapt to new market conditions. However, the topic of the study is poorly covered nowadays. In fact, many sources consider a redesigning strategy only as a special case study of a restructuring strategy or a strategy for updating the fixed assets. Therefore, regulatory documentation for capital construction projects as well as redeployment facilities should be improved

AbstractThis paper models and analyzes flows in linear and curved microchannels on a rotating Laboratory Compact Disk (LabCD). The effects of centrifugal force are introduced into the governing equations of the microchannel flow to promote the fluidic velocity in the microchannel. The microchannel types on the LabCD must be designed following a process of mathematical identification. A flow model which takes into account the combined effects of viscosity, capillary forces, pressure difference and rotation is developed. A reduction-order technique is applied to obtain linear and nonlinear governing equations for flows in straight and curviform microchannels, respectively. The analytical solutions for the flow in the tubular microchannel are obtained using the Laplace transform method, while the numerical solutions for the curviform microchannel or microchannel with a varying cross-section are obtained using a piecewise linear method. The results show that the analyzed models are easily presented by a mathematical expression for the case of a tubular microchannel and simulated using a numerical program for the case of special microchannels. The modeling presented in this paper enables the performance of LabCD devices to be significantly enhanced by providing insights into the fluid flow behavior in microchannels of varying configurations under different rotational velocities.

A critical review of operational practices of the largest defense companies provides evidence that subcontractor financing (in particular, in case of multi-phase contract financing or investment capital budgeting) is used only if the main contractor gains an advantage (in situations when high demand products are available only from a small, undercapitalised supplier or when a ‘critical’ product supplier faces certain financial difficulties). The findings demonstrate that working and investment capital raising practices refer more to the specifics of how companies accept payments from their customers rather than focusing on the particular military product they offer. Although the company funding needs including capital size and time investment are directly affected by the product type, the factors that drive the company needs in financing are characterised by contract duration and the specific services or products provided to customers in a package. The study suggests a well-reasoned action plan to be implemented at the government level along with specifying the areas of international cooperation to reduce the negative effects from the final severance of value chains between Ukrainian companies and the CIS defense industry. In particular, the study substantiates the need to liberalize the regulatory framework for transferring of military equipment and dual-use goods; the need to change management practices at state-owned enterprises in terms of timely disposal of inefficient assets along with asset corporatization and privatization; the need to reform the standards and technical regulation framework in the area of defense-related product design and manufacturing; the need to implement tax incentives and mandatory payments for defense industry enterprises which invest in production growth. A special emphasis is put on the role of Ukraine – NATO cooperation to modernise the national defense industry and enhance the integration of Ukrainian businesses into global production networks along with demonstrating the benefits gained from international cooperation, in particular this refers to Ukraine's access to important regulatory documents, including military doctrines, which contributes to facilitating reforms within the Armed Forces of Ukraine; approval of the package of measures which are critical to raising awareness and to support NATO partners in the Black Sea region; and finally, the recognition of Ukraine as an Enhanced Opportunities Partner in June 2020.
