La erosión de la base imponible y el desplazamiento de beneficios fiscales (BEPS) por parte de las empresas multinacionales es una preocupación mundial creciente. Esta práctica priva a los países de ingresos fiscales, distorsiona la competencia y desafía la soberanía fiscal. Iniciativas internacionales como el Plan de Acción BEPS de la OCDE buscan abordar estos problemas mediante acciones coordinadas entre países y organizaciones internacionales. Este ensayo examina críticamente el impacto de dicho plan en el concepto de soberanía fiscal de los Estados individuales y el desplazamiento de dicho poder hacia las organizaciones internacionales. Su punto de partida es que los Estados deben conservar la soberanía fiscal, ya que es fundamental para la democracia, basada en el consentimiento de los ciudadanos al pago de impuestos a gobiernos transparentes y fiscalizables. Por el contrario, el desplazamiento de la soberanía fiscal a organizaciones internacionales plantea preocupaciones sobre sus efectos en los principios democráticos. El autor aboga por un enfoque equilibrado para abordar los problemas fiscales globales, respetando la soberanía fiscal y los valores democráticos. Bajo esta perspectiva, la solución a dichos problemas, en lugar de concentrarse exclusivamente en una cada vez mayor coordinación global, podría implicar que los Estados renueven los contratos sociales con sus ciudadanos, logrando un equilibrio entre la coerción estatal y la libertad de los contribuyentes para vincularse con otras jurisdicciones.

Vl. Solovyov wrote extensively about love in his romantic and mystical poetry, in his correspondence and in his memoirs. He composed a whole book about love («The Meaning of Love», 1892-1894). The present paper is about the theme of love in Solovyov's moral philosophy as expounded in his «Justification of the Good» (1897). Love in the framework of society is legitimised in marriage, both religious and civil. Solovyov sees in marriage and family a positive consequence of the development of statehood. The problem is that he considered for a long time that the sexual act is unable to restore the lost integrity of the human being. Only chastity can. To get out of the difficulty, Solovyov invokes an «inner» (spiritual?) procreation different from an «outer» procreation. But it does not make things clearer. It seems that, in the last year of his life, Solovyov abandoned that spiritual maximalism, as is proved a contrario by the character of the Prince in «Three Conversations», who is both a celibate spiritualist and a precursor of the Antichrist.

Abstract:
The article is devoted to the description of the psychological, pedagogical, and methodological foundations of educational testing in the framework of mastering the educational program in history. The relevance of the study is due to the widespread use of distance learning technologies, which leads to a decrease of teacher control over the students during testing, on the one hand, and an increase of students’ independent work on the other. At the same time, the authors note that tests are usually used exclusively as a control and evaluation measure, but they also contain developmental potential. The novelty of the research lies in substantiating the possibility of using the test as a method of education in the context of mastering historical disciplines. The article describes a systematic algorithm for working with the test, which provides an elaboration of each of the elements of the testing and actualization of knowledge about the mentioned events. This method contributes to the formation of stable associative links, as well as methods for analyzing information and searching for an answer using contrario reasoning. The conclusion of the article describes the possibilities of using the test as a method of learning, self-training, and education, as well as the prospects for researching the effectiveness of using “learning testing”. The authors conclude that it is necessary to develop guidelines for learning testing.

Abstract:
In this paper, we propose a fast Line Segment Detection algorithm for Polarimetric synthetic aperture radar (PolSAR) data (PLSD). We introduce the Constant False Alarm Rate (CFAR) edge detector to obtain the gradient map of the PolSAR image, which tests the equality of the covariance matrix using the test statistic in the complex Wishart distribution. A new filter configuration is applied here to save time. Then, the Statistical Region Merging (SRM) framework is utilized for the generation of line-support regions. As one of our main contributions, we propose a new Statistical Region Merging algorithm based on gradient Strength and Direction (SRMSD). It determines the merging predicate with consideration of both gradient strength and gradient direction. For the merging order, we set it by bucket sort based on the gradient strength. Furthermore, the pixels are restricted to belong to a unique region, making the algorithm linear in time cost. Finally, based on Markov chains and a contrario approach, the false alarm control of line segments is implemented. Moreover, a large scene airport detection method is designed based on the proposed line segment detection algorithm and scattering characteristics. The effectiveness and applicability of the two methods are demonstrated with PolSAR data provided by UAVSAR.

Es dentro del marco de la fenomenología de Husserl donde Heidegger lleva a cabo su propuesta filosófica, que implica una “destrucción” o “desmontaje” de los conceptos de la tradición, comenzando por los de la fenomenología de su maestro, y una construcción de su propio proyecto filosófico, basado en una analítica de la existencia.La “destrucción” es prácticamente elevada por Heidegger al rango de método filosófico, en paralelo pero en sentido contrario a la epoché, el método fenomenológico de Husserl. Esta diferencia de método, respecto a una común consideración de la intencionalidad de la conciencia, separa los proyectos fenomenológicos del Husserl de Ideen I y del Heidegger de Sein und Zeit: eidético u ontológico. A partir de su método destructivo Heidegger radicalizará las nociones de la fenomenología de Husserl.Within the framework of the phenomenology of Husserl, Heidegger carries out a double philosophical proposal: the “destruction” or “dismantling” of the concepts from the tradition, beginning with those ones of the phenomenology of his teacher, and the construction of his own philosophical project, based on an analysis of the existence.The “destruction” is practically considered by Heidegger as a philosophical method, which is developed in parallel but in a contrary direction to the phenomenological method of Husserl: the epoché. This methodological difference, applied to the intentionality of the consciousness, that the two philosophers consider, separates the phenomenological projects of Husserl in Ideen I and Heidegger in Sein und Zeit: eidetic or ontological. So and from his destructive method Heidegger is going to radicalize the main notions of the phenomenology of Husserl.

La conservation préventive est le contrôle continu de l'état d'une œuvre d'art pour réduire le risque de dommages et minimiser les restaurations. De nombreuses méthodes ont été proposées pour atteindre cet objectif, soit à partir de données unimodales, soit par combinaison de différentes techniques d'analyse. Dans ce travail, nous présentons deux algorithmes probabilistes de clustering pour la détection d'altérations sur des surfaces vernies, telles que celles des instruments de musique historiques. Les deux méthodes reposent sur une approche a-contrario et le critère Nombre de Fausses Alarmes (NFA). La première méthode aborde le problème de la détection de changement entre une paire d'images couleur en analysant leur image de différence. Il considère simultanément l'information spectrale et spatiale avec un seul modèle de bruit. La deuxième méthode travaille avec une séquence d'images et analyse l'évolution des zones altérées entre les images. Les deux méthodes sont robustes au bruit et évitent réglage des paramètres ainsi que toute hypothèse sur la forme et la taille de la modification domaines. Dans les deux cas, des tests ont été effectués sur des séquences d'images UVIFL (images de fluorescence induite par les UV) incluses dans le jeu de données "Violins UVIFL imagery". UVIFL est une technique de diagnostic bien connue, utilisée pour voir les détails d'une surface qui ne sont pas perceptibles à la lumière visible. Les résultats obtenus prouvent la capacité de l'algorithme pour détecter correctement les régions altérées. Des comparaisons avec d'autres les méthodes de clustering de pointe montrent une amélioration à la fois de la Precision et du Recall
Preventive conservation is the constant monitoring of the state of conservation of an artwork to reduce the risk of damage in order to minimise the necessity of restorations. Many methods have been proposed to achieve this goal, generally including a mix of different analytical techniques. In this work, we present two probabilistic clustering algorithms for the detection of alterations on varnished surfaces, in particular those of historical musical instruments. Both methods are based on the a-contrario framework and the Number of False Alarms (NFA) criterion. The first one tackles the problem of detecting changes between a pair of colour images by analysing their difference map. It considers simultaneously grey-level and spatial density information with a single background model. The second method works with a sequence of images and analyses the evolution of the changed areas between frames. Both methods are robust to noise and avoid parameter tuning as well as any assumption about the shape and size of the changed areas. In both cases, tests have been conducted on UV-induced fluorescence (UVIFL) image sequences included in the “Violins UVIFL imagery” dataset. UVIFL photography is a well-known diagnostic technique used to see details of a surface not perceivable with visible light. The obtained results prove the capability of the algorithm to properly detect the altered regions. Comparisons with other state-of-the-art clustering methods show improvement in both precision and recall

Abstract:
This chapter explores how virtual reality (VR) technology has been used in Indian tourism with a focus on how users view it as valuable. In order to do this, the chapter introduces a thorough framework that takes into account a variety of elements, including perceived advantages (such as utility, novelty, social image, telepresence, and enjoyment), sacrifices (comprising complexity, health risk, physical risk, and cost), and the overall perceived value. This research is used in the chapter to examine Indian travelers. The chapter's findings will point to a number of important patterns. First, it helps prove that people's judgements of VR's value are significantly influenced by their perceived telepresence—the sensation of being there in a virtual environment—and its perceived usefulness. Contrarily, the main trade-offs that influence how much people value VR usage are the perceived health risk and physical risk. It's interesting to note the perceived expense of using VR to be a significant factor in determining perceived value or not.

People who are sensitive to the subject realize the seriousness of the situation and made an effort to raise awareness of the society. In order to increase the awareness, activism movements against social events have started and the organizastion of activist protests has become more visible with the use of digital platforms and spread to the large masses has accelerated. In this chapter the element of violence existing in the advertising poster works of People for the Ethical Treatment of Animals (PETA), activists, and artists are semantically analyzed by using the semiotic method. Indicators are a form of interpretation used to understand and explicate the truth behind what we see. The importance of image is rather important in visual semiotics. In addition, it will explain the targeted messages given to the public by using violence indicator and common sense, but contrarily, the situation projected innocent by drawing an aesthetic framework. Awareness will be raised to those messages that are shown innocently.

While previous Industrial Revolutions have increasingly seen the human as a cog in the system, each step reducing the cognitive content of work, Industry 4.0 contrarily views the human as a knowledge worker putting increased focus on cognitive skills and specialised craftsmanship. The opportunities that technological advancement provide are in abundance and to be able to fully take advantage of them, understanding how humans interact with increasingly complex technology is crucial. The Operator 4.0, a framework of eight plausible scenarios attempting to highlight what Industry 4.0 entails for the human worker, takes advantage of extended reality technology; having real-time access to large amounts of data and information; being physically enhanced using powered exoskeletons or through collaboration with automation; and finally real-time monitoring of operator status and health as well as the possibility to collaborate socially with other agents in the Industrial Internet of Things, Services, and People. Some of these will impose larger cognitive challenges than others and this paper presents and discusses parts of the Operator 4.0 projections that will have implications on cognitive work.

Otro cambio significativo es la importancia conferida al Ordenamiento Territorial al amparo de un nuevo marco normativo y una masiva experiencia de planificación en todos los niveles de gobierno. En este contexto están emergiendo también los Planes de Vida de los Territorios de las Comunidades Indígenas. Este trabajo inicial no busca dar respuesta a una pregunta previamente planteada, al contrario pretende presentar el tema y concluir con varias preguntas, cuyas futuras respuestas podrían iluminar el camino de esta investigación en busca de religar la relación del mundo occidental con la naturaleza a través de mirar a quienes jamás se han separado de ella. Ecuador is experiencing important changes, in them, the adoption of a new Developmental paradigm, the Sumak Kawsay, that arises from the philosophy of indigenous settlements and has been incorporated in the political Constitution of Ecuador as the Regime and Rights of Good Living and the Rights of Nature. Another significant change conferred importance to Land Planning under a new regulatory framework and a massive experience of planning at all levels of government. In this context, there are also emerging the Life Plans of the Territories of the Indigenous Communities. This work does not intend to answer a previously posed question, but on the contrary, it seeks to present the theme and conclude with various questions, whose future answers could potentially pave the way of linking the relationship of the Western world with nature by looking at those who never separated from it.

Abstract:
We address the issue of forgetting in assumption-based argumentation (ABA). Forgetting is driven by the goal to remove certain elements from a knowledge base, while preserving the structure of its models as well as possible. We introduce several forgetting operators tailored to accomplish the removal of different pieces of the ABA knowledge base—assumptions, contraries, and atoms—formalizing a diverse selection of perspectives on this issue. We examine the quality of our operators by studying their compliance with suitable desiderata we propose. Thereby, we investigate the impact of the operators on the syntax of the given ABA knowledge base, its semantics, but also the instantiated argumentation framework; thus bridging recent forgetting studies on non-monotonic formalisms including argumentation theory.

Abstract:
Abstract Elastomers have been an active field of research during the past years for their extensive use in the industry. They are characterized by their unique hyper-elastic behavior, which can recover from a large amount of deformation. Constitutive models in rubber-like elasticity are essentially classified into 1) phenomenological and 2) physical-based models. The phenomenological models are based on direct experimental observation. Contrarily, Physical-based models come with a mathematical origin and employ physical hypotheses to describe a network of polymeric chains. As outlined in the literature, the accuracy of structure-based models has fallen behind the phenomenological models, despite their physical justification. The reasons for this unexpected fact lie in the simplified and superfluous assumptions that exist in the derivation of a closed-form expression for formulating material behavior. Moreover, physical-based models are calibrated through a nonlinear optimization schemes that, in essence, come with uncertainty. This uncertainty can be more affected by the complexity of the model. In this paper, we exploit an inverse approach to improve the accuracy of physically motivated models. To this end, We hold the virgin postulation in these models by considering the strain energy function in terms of two state variables that have been hypothesized to correspond to the kinetics of polymeric chains. Accordingly, we utilize B-spline interpolation to shift the unknown core functions of the strain energy potential to the macro-scale. Following this, we define a loss function based on the experimental data which is the macroscopic stress and use the simple linear least-square technique to determine these functions. In this way, we converge to a linear system of equations that is easy to solve and gives the best possible fit with data. Hence, In this numerical framework, we avoid unnecessary assumptions as far as possible and also nonlinear optimization for constitutive modeling. Finally, we compare the performance of the proposed methods with well-known models in the literature.
