Abstract:
Regarding the organisation of the railway in Croatian ports, the institutional framework on which the railway within the port operates is relatively uncertain with potential conflicts of the national and EU legislation as well as diversities in practical approaches from the governing institutions towards empirical solutions on the field. This paper develops possible models for organisation of the management of rail transport services within the port area in order to research governance mechanism and provide standards of quality of railway operations, which are in accordance with the existing legal framework and on best practice solutions. This models are developed in order to enable several main principles important for port operations and business development such as transparency of the access conditions and service prices, single entry point, services in the rail terminal fully coordinated with the capacity allocation, performance scheme as part of the infrastructure charging system, performance targets in the form of indicators, access to topical reports on the service quality of the service in the port terminal, and implementation of the use-it-or leave-it rule.

The article emphasizes that very often the main benefits from port projects come from the wider community and the economy, rather than the port industry itself. This is especially true when ports invest in basic infrastructure to provide opportunities for future growth. In addition, a number of investment requirements have joined the ports' requirements to invest in basic infrastructure, as a result of broader societal imperatives, especially in the areas of environmental and energy policy. Ports, in addition to nodes of transport networks, are also sites for a number of activities that may require certain facilities. Based on this broad definition, it is possible to name different types of port infrastructure. There are twelve types of investment in infrastructure. Investments can relate to the construction of new infrastructure, as well as the modernization or reconstruction of existing infrastructure. In general, investments in maritime access benefit all port users, rather than specific segments and specific terminals in the port. Infrastructure investments are needed by seaports to increase their efficiency, address the growing and changing needs of production and supply chains, and adapt to the requirements of sustainable transport in terms of air quality, climate change and biodiversity. Increasing the size and complexity of the fleet. Growth of processing volumes in ports. Long-term transition to decarbonisation of the economy by reducing greenhouse gas emissions, increasing energy efficiency and absorbing low-emission energy sources. Stricter requirements for environmental performance and absorption of alternative fuels. Pressure to increase the modal distribution of more sustainable modes of transport. Pressure towards urbanization of coastal areas, especially in densely populated areas. Strong digitization of almost all parts of the economy, including manufacturing, logistics and transport. Port management models and responsibility for infrastructure investments. Generalized trends lead to investment needs in port infrastructure. Decisions on these investments are made by various entities. This depends on the current model of port management, which differs significantly from one Member State to another. Investments in viable port infrastructure are those that are expected to be of great value (to the benefit of both consumers and society as a whole) in terms of their costs. However, not all viable investments bring the necessary financial return on investment to make them commercially attractive based on the commercial situation. Ports are strategic assets and are defined as "critical infrastructure"). The geopolitical dimension of port development reinforces the argument for public funding mechanisms, as the lack of such mechanisms will accelerate the participation of foreigners in the development of critical port infrastructure. It is necessary to form a platform with mechanisms for providing final support for port development and certain investments.

Abstract:
Reliable transportation services can be achieved by optimizing the utilization of transportation facilities and infrastructure as well as operational aspects. Limited resources in management is a challenge that can be overcome with several strategies, one of which is through the cooperation of the parties. This study aims to analyze the strategy for implementing the Covid-19 control policy in the management of the Ulee Lheue port in Banda Aceh. This research is survey research with a qualitative approach, using SWOT. The sample in this study amounted to 15 respondents. The results of this study indicate that the SWOT analysis at the Ulee Lheue ferry port obtained strength in infrastructure, land resources, and departure information. In terms of opportunities, it is found that the rate of population growth, routes to Sabang, the tourism sector and markets are not limited. For threats, namely the pandemic problem that has not ended, so that business activities related to ports may be reduced. There are many obstacles that check point officers face when carrying out checks at the border. Catching people entering Aceh's Ulee Lheu Port requires a different strategy. Inspection needs to adjust to the availability of check point infrastructure, personnel, and traffic conditions in the area itself. Sea/Port transportation controls are carried out to reduce interactions, travel restrictions, and gathering of people in crowded places because the most worrying means of spreading the virus are transportation, especially public transport. Based on the results of this study, the authors suggest to the Management of the Ulee Lheue port in Banda Aceh to be able to improve the physical/infrastructure improvements on a regular basis by utilizing the initial investment and also annual cash inflow from the pattern of business cooperation with other parties, if the budget is against the Detailed Engineering Design (DED) that is it is not yet certain when it will be implemented.

This work represents a paradigm shift in the approach to manage port infrastructure maintenance where the use of the building information modeling (BIM) method is very scarce, and it is now beginning. The new infrastructure conservation management method proposed in this manuscript combines traditional methods with new technology, covering the gap of the implementation of BIM in port maintenance. This new technology is the BIM method, and its use is already mandatory in public infrastructure projects in some countries. In this work, the BIM method is applied to the management of the conservation of port infrastructures to show the benefits that can be obtained using it. After the analysis of the state of the art in the conservation of port infrastructures, two of the main maritime works of the Outer Port of A Coruña were modeled in Revit. This as-built model serves as an inventory model and forms a large database of all the information regarding the conservation of the structures. In this way, all the data on the conservation of the port’s infrastructures are concentrated in a single source of information in which, in addition, there is a three-dimensional and georeferenced representation of the port in question. The main finding of this work is the development of a step by step method to implement BIM philosophy in port maintenance, highlighting the positive and negative points detected during the validation of the method in a real case, detecting future improvement research lines. Although BIM has a lot of advantages and possibilities just now, some improvements are still necessary.

The maintenance of port infrastructures presents difficulties due to their location: an aggressive environment or the variability of the waves can cause progressive deterioration. Maritime conditions make inspections difficult and, added to the lack of use of efficient tools for the management of assets, planning maintenance, important to ensure operability throughout the life cycle of port infrastructures, is generally not a priority. In view of these challenges, this research proposes a methodology for the creation of a port infrastructure asset management tool, generated based on the Design Science Research Method (DSRM), in line with Building Information Modeling (BIM) and digitization trends in the infrastructure sector. The proposal provides workflows and recommendations for the survey of port infrastructures from UAVs, the reconstruction of digital models by photogrammetry (due to scarce technical documentation), and the reconstruction of BIM models. Along with this, the bidirectional linking of traditional asset management spreadsheets with BIM models is proposed, by visual programming, allowing easy visualization of the status and maintenance requirements. This methodology was applied to a port infrastructure, where the methodology demonstrated the correct functionality of the asset management tool, which allows a constant up-dating of information regarding the structural state of the elements and the necessary maintenance activities.

This study proposes five-layer model of cloud manufacturing system, and through the virtualization web server to achieve cloud infrastructure layer. In particular, the Virtual Com Port Driver is deployed in the cloud infrastructure layer and middleware layer, and the signal device layer can communicate directly to the cloud infrastructure layer via the web browser. Through a case study, to implement the Virtual COM Port Driver technology to verify the cloud server can capture the local COM port successfully only via the web browser and integrate the information further.

A research project continuing at RMIT University is exploring the resilience of port structures in a changing climate. Research completed to date comprises of identifying types of port infrastructure vulnerable to climate change, establishing materials and exposure conditions, developing deterioration models based on current knowledge to simulate the effect of climate change on key port infrastructure and modeling the selected elements of infrastructure to derive outcomes which will aid in decision making in port infrastructure management. A considerable effort has been concentrated on identifying input climate data most appropriate for the models developed. The modeling approach is presented in this paper for quantitative projections of damage probability on port infrastructure taking into account the variability of material type, design considerations and environmental exposures with a changing climate. This paper provides a summary of the research undertaken in the development of material deterioration models and their responses to a changing climate load. Using climate information drawn from historical weather records and future climate projections, existing deterioration models were refined to include climate data into modeling runs in order to analyse changes to deterioration rates of different materials when impacted by a change in climate variables. Outputs from this modeling process will assist port authorities in making informed decisions on maintenance and capital budget planning allowing for impacts of climate change.

The passenger sea port or terminal acts as a point of development and change of infrastructure, changes in the positioning of the city in the sea region. Development issues are especially relevant in terms of restoring passenger traffic after the restrictions are lifted due to Covid-19. Moreover, each sea passenger port has a set of unique parameters that differ from other ports in the sea region, due to the presence of many development models. The article shows that a project for the construction of a new or modernization of an existing passenger port should be based on a scientific analysis of the current and final states and the procedure for the transition between these states in the space of estimated parameters. The article shows that there are driving forces and constraints for every passenger sea port. Particular attention is paid to the issue of integration of the sea passenger port into the transport system of the megalopolis and the transition to the assessment of the efficiency of work through the interaction of the systems "sea passenger port-land transport infrastructure of the megalopolis". Methodological principles of designing the development of sea passenger ports are formulated based on the use of complex analysis and simulation modeling, taking into account the influence of the external environment. The conclusions are supported by examples of the development of sea passenger ports and terminals in St. Petersburg. Questions for further research are presented

Abstract:
This paper researches the role of the port authorities in port governance, and the role of the port authorities in Port Community System implementation. The authors provide the theoretical frameworks of seaports, port authorities, port governance, and Port Community Systems. The literature review was carried out using the Web of Science database and additional relevant sources. The authors concluded that although different port governance models exist (regarding the type of port authority), there is no evidence as to which governance model is universally preferable, as it is specific to each seaport. In addition, the research has shown that port authorities play a very important role in the implementation of a Port Community System, increasing the sustainability of seaport operations. Its implementation enables the port authorities to evolve into real digital hubs and neutral data managers, which ultimately leads to the optimization of seaport processes and more efficient use of transport infrastructure.

Brazil’s transportation infrastructure did not follow the country’s agricultural development and the macro-logistics operations still rely on trucking. Even with a lack of roads, the service areas of the ports on the Atlantic coast, particularly the port of Santos, expanded to central Brazil, the country’s most productive agricultural area. Recently, the Federal Government released mid-term plans to build railways to reduce transportation costs until 2035. However, no simulation about port regionalization and competitiveness was performed. This research evaluated the effectiveness of the proposed transportation infrastructure regarding transportation cost and new routes that can reshape the ports’ influence areas. Our geographically explicit model used the Dinamica_EGO modeling platform and PostgreSQL, fed by official public data from transportation and agriculture authorities. Considering the hypothesis that new railways can increase port competitiveness, we computed scenarios considering the planned 2035 infrastructure and compared them to the current situation. The findings showed that the Ferrogrão railway can effectively reduce transport costs, therefore changing the spatial configuration of macro-logistics basins. In conclusion, a geospatial model can predict short-cheaper routes, port regionalization, and competitiveness regarding the geographic aspects of the supply chain. The long-distance and importance of Brazilian agriculture exportation justify and value the investigation.

PurposeThe purpose of this paper is to shed light on emerging issues threatening the Eastern Caribbean and to suggest how Antigua's Port Authority redevelopment can assist in solving a major challenge. The fact that the ports have not improved in key areas appears to be impacting the ability of carriers to maintain their service to the region. The ongoing development being undertaken in Antigua represents the first major Port improvement project ever undertaken within this part of the world. This article reflects the impact this new facility will have on Antigua and the surrounding islands.Design/methodology/approachThe main inputs to this article were an extensive review of various regional and international journals and research projects; interviews with regional academics and port professionals; personal knowledge and experience and assessment of key industry data.FindingsThe continued departure of cargo lines from the region is an issue that requires urgent attention. Regional ports are not equipped with the infrastructure, technology, labor reforms and human resource capacity to entice new entries to the region. The displacement of cargo vessels by cruise ships also remains a major issue. The Port Authority of Antigua with its modern infrastructure and a cadre of technically trained people represents an option for a hub-and-spoke port and logistic operation.Research limitations/implicationsA follow-on study could usefully analyze the reduction in container lines serving the Caribbean/Organization of Eastern Caribbean States (OECS) between 1995 to the present day and the impact on trade and shipping costs.Practical implicationsIf it can become a regional hub, the Antigua Port Authority can serve as a lifeline to struggling carriers. This could result in improved regional connectivity and profit improvement for the carriers. It could also encourage regional participation in investment and employment opportunities.Social implicationsThe result of improving connectivity and intra-regional commerce will have a significant social impact within the OECS as economic integration improves. The free movement of people will finally be supported by the free movement of goods.Originality/valueThe article considers the concept of a dedicated container terminal within the Eastern Caribbean and the additional services being offered by the first Eastern Caribbean Port to upgrade its port infrastructure in the region.

The study is aimed to assess the navigation safety in the port surrounding the area as part of the Indonesian Government�s efforts to increase the port performance and minimize the cost of maritime logistics. The port navigation system and infrastructure such as vessels traffic management system, navigation lanes, port basin, quay, etc. play an important role in determining the productivity and efficiency of the port, especially in the busy port such as Tanjung Priok, Indonesia. Any accident would interrupt port activities and creates unnecessary costs. Formal Safety Assessment method, as introduced by the International Maritime Organization was implemented in the study. The assessment was carried out using qualitative and quantitative risks analyses, based on the available data and information gathered from various sources. It was identified that accidents occurred in the port waterfront were mainly due to the ships, environment, human factors, and management. Results of the assessment were then used as the basis for proposing an improvement strategy.

Shipping is facing huge pressure problems in this 21st century such as climate change and environmental pollution and the depletion of energy resources. Seaports are an important component of the shipping industry architecture. Although there is no common solution, seaports around the globe face the same challenge. Challenges raised include difficulties in integrating new technology into automation, traffic congestion, harmonizing residential communities around the port, quantifying and reducing CO2 emissions as well as planning for the energy transition. In addition, improving the adaptability of the port infrastructure in the context of increased pressure from market demand, labor shortage, and escalating prices should be considered. In that context, a smart port was born as a necessity. However, the understanding of smart ports is very limited. This review examines the recently published smart port literature to clarify the common concepts of smart ports and their development progress on the way to building a sustainable seaport ecosystem. Although smart port metrics and key port performance metrics are organized around four key performance areas including operations, environment, energy, and safety. However, a comprehensive review of all four key areas is very broad and difficult to cover in a review article. Therefore, this work focuses on analyzing and discussing the approaches and applications of the technology in smart port energy management systems. Our research has shown that different smart port founding perspectives play a decisive role in technology approaches to building a port energy management system including optimizing algorithms for energy consumption, balancing demand and energy production, and comprehensively integrating renewable energy. Important attributes of a transportation chain are the costs of their operation, the security of supply they provide, and reducing carbon emissions throughout the chain. When making managerial decisions about the chain configuration, shippers consider the optimal choice of means of transport, carriers, or ports. Seaports, as transport nodes, determine the functioning of supply chains they serve. A constant process observed in the world shipping is the consistent increase in the average size of ships. Adapting the port and port access infrastructure to the changes observed in the world shipping is a prerequisite for maintaining the competitive position of the port, and consequently of the entire transport chain. Adequate hydrological conditions ensuring safe access to ports for increasingly larger ships are necessary for the stable functioning and development of a port and the entire region. For shippers, the certainty that the handling of larger vessels is assured regardless of any fluctuating hydro-meteorological conditions and temporary vessel entry permits is a guarantee of security of supply. This study aims to demonstrate the impact of fairway deepening on port-oriented supply chain costs and security of supply, as well as verification of the importance of these factors for cargo shippers’ decision-making. The article used the case study method based on the port of Szczecin, for which the investment of deepening the fairway to 12.5 m is being implemented. The article estimates the transport costs of five transport chains served by the port of Szczecin. Our research showed that a 2.5 m increase in the permissible draught of ships results in a decrease of up to 25% in transport costs resulting mainly from the reduction in specific fuel consumption throughout the chain. The analysis of the results showed that a secondary benefit of deepening the fairway can change the structure of the port’s foreland. This conclusion was validated by means of in-depth interviews held with selected shippers cooperating with the port of Szczecin. An additional outcome of the interviews was identification of the remaining conditions that should be met to take full advantage of improved port accessibility. The research is the first step to broader studies assessing whether improving quality of port infrastructure can contribute to a reduction in emissions from ships in a port and thus facilitate the transition to zero-emission ports.

The vulnerability of coastal areas is related to the existence and functionality of infrastructure. Ports have had increased activity in the last few decades due to growing needs of the market. At the same time, there have been huge changes in maritime traffic, and some ports are specialized in container traffic. The port in Valencia developed notably in the last expansions, in the 1980s and in the recent northern expansion. Valencia’s port specializes in container traffic, and has become a Mediterranean leader and the metropolitan area is an important logistics center. Ports can create coastal erosion by altering wave patterns. The environmental effects of the port of Valencia were analyzed. The Spanish Mediterranean coastline as well as morpho-dynamic units were monitored. The solid transport capacity to the north and south of the Valencia port was estimated, and the effects of other infrastructure on sedimentary sources of beaches were also studied. The port of Valencia’s barrier effect is responsible for the situation at the beaches to the north and south. This effect is total and impedes net sediment transport, predominantly to the south along the stretch of coastline. However, the port is not the only factor responsible for this situation, and the lack of continental sediments must also be considered. In addition, climate change has an influence on the behavior of the coastline. The vulnerability of the coast has increased due to changes in coastal morphology, variations in littoral transport rates, and coastal erosion. To promote sustainable port management, some correction measures, such as sand bypassing, dune rehabilitation, and dune vegetation, are proposed.

Seaport services are an important and decisive focal point in improving the logistics process's efficiency. Several prerequisites such as productivity and customer satisfaction are considered to be mandatory measures of port performance. Therefore, the determination of the characteristics and the evaluation of the effects of those important factors on the efficient operation of the port has always attracted much attention from scholars. This work aims to identify and evaluate the factors of port characteristics affecting container port operation efficiency. As a result, the port operation is more efficient. The competitiveness is enhanced in the context of fierce competition in seaport business in general and container ports and container terminals in particular. With qualitative methods combined with quantitative, using a 5-point width scale, analysis according to the linear structure model (SEM) with 530 samples. The research results show that 6 factors belong to the characteristics of container ports: infrastructure, location, inland connectivity, dynamism, logistics services, attractiveness impact the performance of container port operation. As meaningful, the study can bring benefits to port and container terminal businesses to build the right policies and decisions in competitiveness enhancement and help policymakers and port planning have an overview when implementing the plan.

Fishing ports are an important factor in supporting various capture fisheries activities in Aceh. One of the fishing ports in East Aceh is the Kuala Langsa Fish Landing Base (PPI). The problems in managing PPI Kuala Langsa are inadequate facilities and supporting infrastructure, therefore good port facility management is needed to be able to provide facilities and infrastructure more effectively and efficiently. This study aims to find out the actual condition of the fishing port dock and port pond facilities, and determine the utilization level of the fishing port dock and port pond facilities according to spatial and time in PPI Kuala Langsa. The research was conducted in August 2020 using survey methods and interviews with 18 fishermen. The actual conditions were then analyzed descriptively, whereas a level of used facilities was analyzed by using a formula from the Director-General of Capture Fisheries (1981), namely by using a percentage of the level of utilization. The results showed that the condition of the fishing port dock and port pond in PPI Kuala Langsa is good. The level of spatial utilization on the fishing port dock has crossed the limit (105%) and based on time was not optimal (45%). While the level utilization of the port pond facilities based on space and time level are still within optimal (100%).

This article is devoted to an efficiency measurement of the maritime industry presented through the joint value of industry stakeholders. A list of factors contributing to the efficiency of the state maritime policy and factors in the development of the maritime industry were defined and separated into four groups: group 1 (infrastructural factors): Renewal of port infrastructure; coastal infrastructure of sea stations; ecological and physical safety; and convenience in reaching the port of departure of a cruise ship; group 2 (management factors): The effectiveness of management mechanisms; the level of automatization and effective communications technologies; the coordination of various types of transport; and the efficiency of port services; group 3 (marketing factors): Tariff policies (tariff amounts, number of port fees, flexibility of the price policy); and competition in the ports; group 4 (service factors): Attractiveness of logistics conditions; the development of international tourism; the development of sea leisure; the development of merchant shipping, shipbuilding, ship repair, and instrument making in the port; and the simplification of port entry procedures. The joint value was considered to be a category at both a macroeconomic and microeconomic level, and it was combined with a multivariate regression model performed on the basis of the statistical analysis and data processing system Statistica 8.0. The complex combination of the results of the multifactorial linear model of the joint value created in the maritime industry led to the conclusion that the best alternative to the development of the port industry in Ukraine is the scenario of state modernization and corporatization in the port business model.

The cruise line industry (CLI) provides an opportunity to rapidly improve national (and regional) economies in destinations. However, lack of planning and proper preparation by destination authorities and the cruise industry can have significant impacts on the local community, commerce, and environment. This paper identifies and quantifies near-shore challenges between the national authorities and the CLI that include port facility preparedness and the potential stresses on local infrastructure. These key parameters used to quantify the impact of the CLI on established destinations can potentially become part of the analysis, negotiation, and communication between all parties involved (government, business, and tourists) as part of the contribution to ensure sustainable CLI destinations. The Port of Havana, Cuba was selected as the study site and was compared against similar cruise line destinations around the Meso-American region (Philipsburg, Sint Maarten, Belize City, Belize, and Progreso, Mexico). The Port of Havana’s natural infrastructure and the carriage available for the incoming ship (i.e., nautical charting) appear to be adequate for welcoming increased cruise ship traffic. The main concerns are the potential toll on local resources including the impact on port traffic and the local infrastructure required to support tourists once they depart the ship.

Infrastructure has been a key component to Sri Lanka’s economic and social development especially through Public-Private Partnerships (PPP), but Sri Lanka is currently at a crossroads in term of fostering its PPP framework for infrastructure. This study sets out to examine and delineate the current landscape as well as the future prospects of Sri Lanka’s PPP with the particular reference to the Colombo Port Expansion projects implemented since 1999 as a proxy for Sri Lanka’s outlook of infrastructure PPP. It further contends that a given rule-of-thumb on PPP projects is not feasible in developing countries given their economic and political volatility, but positive changes in government strategies and policies can be suggested for better practices and effectiveness in Sri Lanka’s infrastructure PPP. Rather than simply suggesting a positive-descriptive overview of the Colombo Port case, this study advances the proper management of the PPP unit as a critical juncture for strengthening the future landscape of Sri Lanka’s PPP initiatives.

Long-term sustainable port development requires accounting for the intrinsic values of ecosystems. However, in practice, ecosystem considerations often only enter the planning and design process of ports when required by an Environmental Impact Assessment. At this late stage, most of the design is already fixed and opportunities to minimize and restore ecosystem impacts are limited. In this paper, we adopt a large-scale, ecosystem perspective on port development with the aim to identify ecosystem-based design alternatives earlier and throughout the planning and design of a port’s marine infrastructure. We present a framework, termed the ‘ecosystem-based port design hierarchy’ (EPDH), to identify ecosystem-based alternatives at four hierarchical design levels: 1) alternatives to port developments, 2) port site selection, 3) port layout design, and 4) design of structures and materials. In applying the EPDH framework retrospectively to a case study of port expansion in Tema, Ghana, we establish that ecosystem considerations played only a limited role in identifying and evaluating alternatives at all four design levels in the case study, whereas more eco-friendly alternatives in terms of port layouts, structures, and materials are identified using the EPDH framework. This reveals that opportunities for ecosystem-friendly port designs may have been missed and demonstrates the need for and the potential added value of our framework. The framework can assist practitioners in earlier and wider identification of ecosystem-based alternatives for a port’s marine infrastructure in future seaport developments and, hence, represents an important step towards more sustainable port designs.

Ports form a vital link in the global maritime supply chain, and adherence to the UN sustainable goals in each port development and operation is all-important. Improving the sustainability performance of port infrastructure requires identifying all relevant aspects of sustainability, defining suitable performance measures, applying tools for quantification, and proposing intervention measures if needed. We present a framework for assessing and managing the sustainability performance of port infrastructure incorporating these elements. We apply the framework to quay walls in the Port of Rotterdam (PoR); however, the information to assess only four out of fourteen sustainability themes was available. This fact underlines the need for sustainability monitoring and reporting. We also present a case study of a quay wall in PoR. Based on the vision of PoR and literature, the sustainability theme ‘air pollutants’ was given priority, the selected performance measure being the Greenhouse Gas (GHG) emissions. Dubocalc was chosen as a quantification tool and estimated a total emission of 1.9 kt of CO2eq for a 100-m length of quay wall over a 100-year lifecycle. The measures proposed to achieve climate neutrality in 2050 include using renewable energy for the Impressed Current Cathodic Protection and the temporary drainage systems, electrified transport and machinery, hydrogen as dredging fuel, and steel with hydrogen as a reduction-agent in the future. These could result in a total GHG reduction of 86% by the year 2050.

Purpose This study aims to understand the factors and problems that relate to Indonesian port competitiveness and the problems that need to be addressed by major actors such as the government and port corporations. Design/methodology/approach It combines quantitative analysis from 59 survey respondents and qualitative analysis from focus-group discussions and in-depth interviews with port experts, financial bodies, port corporations and government officials on the condition of Indonesian port planning, development and financing. Findings An Indonesian port competitiveness model was developed, comprising government support, business support and operational performance. The authors found a gap between policy expectation and realization of port facilitation, caused by inefficient government bureaucracy, customs clearance and strategic decision-making. The government's consistency and commitment need work to encourage investor interest. Road connectivity, intermodal transportation, and energy infrastructure should be enhanced to increase operational performance. These problems are caused by a lack of feasibility analysis, consideration of local economic developments, and late adoption of standard technology. The maritime-sector workforce should be trained to be more professional with foreign players, more innovative and more open towards foreign assistance. Practical implications Port competitiveness includes government-related variables. The government’s initiatives are welcomed but are not enough. Adequate attention to both micro and macro port is necessary to increase port competitiveness. Future research should develop more comprehensive solutions to increase port competitiveness in Indonesia using problems and factors outlined here. Originality/value The study investigated the unique factors and problems that relate to Indonesian port competitiveness. It uses a national scope and rich expert data involved in Indonesia's port industry.

These include, first of all, the underdevelopment of production, transport and market infrastructure; traditional discrepancy between the placement of grain production volumes and the capacities of elevators and granaries; significant stretching of rail and road communications, as well as shortcomings in the use of vehicles; the imperfection of the logistics schemes for the promotion of grain cargo and the relatively high cost of the services provided during their storage and transshipment. Therefore, the accelerated development of infrastructure and transport and logistics support for grain export deliveries in the country should include: an increase of almost one and a half times the nominal grain transshipment capacity; priority development of port infrastructure in the Baltic and Azov-Black Sea basins; increase in throughput capacity of port railway stations, access roads and highways; improving the management of grain commodity flows, the basis of which should be the introduction and development of the principles, forms and methods of logistics, the development and implementation of logistics schemes; reduction of infrastructure and logistics costs within the vertical grain supply chain.

The topic of the research is the development of new models and methods to assess the efficiency of port operations of sea passenger ports and terminals in order to effectively plan the work and accurate forecasting of infrastructure development. It is noted that changes in cruise and ferry route networks, especially relevant in the conditions of passenger traffic recovery after the gradual lifting of restrictions due to Covid-19, will directly affect port congestion. It is proposed to include into the sphere of decision-making on management of the sea passenger port the models based on consideration of probabilistic processes of cruise or ferry vessels calls. The Baltic Sea region is chosen as an object of research. The main modern directions in the sphere of sea passenger transportations confirming the gradual recovery of the route networks operation are presented. The flow of cruise and ferry vessels of the sea passenger port “Passenger port St. Petersburg “Marine Facade” is chosen as an object of research. The analysis of loading of berths, the analysis of the size of cruise and ferry ships, the route networks of ferry and cruise lines are carried out. As a result of the research a new stochastic model is presented and comparison with known distribution laws is carried out. Based on the data obtained, a confidence zone for making decisions on port congestion is determined. This area is formed on the basis of an assessment of the study of the dynamics of ship traffic nonstationary intensity, followed by the application of correlation-regression analysis and the characteristics of the random function describing the intervals between individual arrivals of cruise and ferry ships. The proposed model includes the ability to consider different priorities, primarily in terms of vessel length. Digital transport model is built in AnyLogic environment for port congestion study. The received data are used for optimization experiments in AnyLogic software environment with the purpose of complex estimation of the seaport operation for a year. Based on the optimization experiment and simulation, data are generated considering different distribution laws and used for decision making in case of uncertainty for infrastructure modernization. The presented model can be used for substantiation of management decisions both on strategic and tactical levels for assessing the efficiency of investment projects on development of sea passenger ports and terminals.

International sea freight transportation is one of the profitable, reliable, safe and most popular transportation of large consignments of all types of cargo due to the fact that they provide high energy efficiency, environmental friendliness, ergonomics of sea transport, operational transshipment procedures, access to all parts of the world with the presence of ports, etc. It has been proven that the industrial park will ensure the development of a modern industrial complex in the seaport with developed engineering and transport infrastructure, warehouse and administrative premises. On the basis of the analysis, the main directions for solving the tasks of transport support for the industrial integration of the "port - industrial park" system are identified, namely, the optimization of the transport and technological infrastructure; efficient use of port infrastructure; optimization of transport costs. In order to identify the cost structure according to the possible variants of transport support in the "port - industrial park" system, the possible variants of the transport and technological equipment of the "port - industrial park" system are presented in the form of a diagram, and the formula for calculating the costs for the delivery of a unit of cargo is given for the industrial park. Scientific novelty. The authors substantiated the expediency of the creation and functioning of the "port-industrial park" system, identified the cost structure for possible transport options for industrial integration in the "port-industrial park" system. Practical significance. The obtained results can be used to increase the efficiency of multimodal freight transportation management.

The action of propeller-induced jets on the seabed of ports can cause erosion and the deposition of sediment around the port basin, potentially significantly impacting the bottom topography over the medium and long term. If such dynamics are constantly repeated for long periods, a drastic reduction in ships' clearance can result through accretion, or the stability and duration of structures can be threatened through erosion. These sediment-related processes present port management authorities with problems, both in terms of navigational safety and the optimization of management and maintenance activities of the port's bottom and infrastructure. In this study, which is based on integrated numerical modeling, we examine the hydrodynamics and the related bottom sediment erosion and accumulation patterns induced by the action of vessel propellers in the passenger port of Genoa, Italy. The proposed new methodology offers a state-of-the-art science-based tool that can be used to optimize and efficiently plan port management and seabed maintenance.

Passenger seaports are new starting-points of urban development. They form a new independent industry, become new incentives for improving urban infrastructure and increase the tourist attractiveness of the city itself and the region. In view of changes in passenger service processes, changes in route ferry and cruise networks, due to COVID-19, the heads of ports and terminals set new strategic tasks to determine the directions for infrastructure modernization and forecast development. The regions of the Adriatic and Baltic Seas were chosen as the experimental base. To find new answers, it is necessary to solve the problem of synthesizing the structure of a sea passenger port, taking into account all processes and services, the influence of the external environment, building a system of target functions and limiting conditions. Thus, the necessity of forming informed decisions on modernization based on the construction of new mathematical models is substantiated. A new function has been introduced that describes the influence of the external environment. Particular attention is given to the study of the mutual influence of the city and the sea passenger port in order to determine the need to improve transport accessibility and change the near-port transport space. The presented models of structure synthesis and target functions, models including functions of the influence of the external environment on the system “city infrastructure-sea passenger port-ferry company” allow at a qualitatively new level to solve the problem of forecasting development and form a system making decisions to improve the position of the passenger terminal in the sea region. The developed models and synthesis problem formation are applicable to sea passenger ports and terminals in other regions of the seas. The models are applicable both at the stage of creating a new marine terminal and during the study and subsequent modernization of the infrastructure. The presented new models allow the port manager to give answers to the questions of strategic development of sea passenger ports in sea regions.

Digital innovation changes industry as a whole, and gradually also the port sector. The present article examines in detail 32 information and communications technology (ICT) innovation cases collected between autumn 2013 and spring 2015. Leading actors along the maritime supply chain were asked to indicate the importance and to assess the degree of the success achieved in each ICT innovation initiative, to identify the driving forces behind the adoption of innovation and to denote the associated costs and benefits. This input allows identifying the barriers of digital innovation from initiation through to implementation, as well as assessing the impact of facilitators of ICT innovation. To do this, the present research combines four quantitative instruments. The added value of this combined approach is a deeper understanding of the digital innovation process within the port sector. The research firstly indicates that alignment exists between company strategies and success degrees in the port sector, in contrast to non-ICT initiatives. The ICT innovation initiatives are also profit driven. Secondly, the port sector should be more open to disclose cost and benefit information and should conduct more such analyses. Next, there are conditions that improve the degree of success. Overall, terminal alignment with the right ICT infrastructure proves key. However, too many divergent interests among the stakeholders entail that digital innovation challenges the ability to cooperate. An important finding is regulation was not identified as a barrier nor as a facilitator.

Infrastructure elements are a crucial factor in accommodating larger ships, organizing longer trains, and ensuring the higher flow of goods in intermodal hubs. The Belt and Road Initiative (BRI) supports the development of infrastructure on the defined transport routes—the Maritime Silk Road (MSR), which includes the European southern transport route through the northern Adriatic. The research emphasizes the importance of the port, and railway infrastructure development on the Baltic–Adriatic Corridor (BAC) by analyzing the pollution level produced from transport means currently employed. The results of SO2, NOx, PM10, and the energy efficiency of intermodal transport chains prove that the current transport route to the northern leg of the BAC via the port of Gdansk is more environmentally friendly, even if it is about 3000 NM longer. The article provides a scientific contribution by pollution data elaboration for demonstrating the need and justification for high investment in BAC in order to establish sustainable transport chains. The study shows that pollution values from supply chains on the Asia–Central Europe axis could be reduced by up to 30% by eliminating infrastructural barriers in the port of Koper and on the railway network at BAC, which is one of the primary goals of BRI.

This study aims to find out what indicators are applied in the infrastructure of Tibar Port, port of East Timor and to formulate a port development strategy. The research location is in East Timor, a small country located in the south of East Nusa Tenggara, Indonesia. This research was conducted using the gap between reality and expectations of respondents using the Gap Analysis method. The result showed that the Customer Satisfaction Index in general, was 77, 6% and was in the 68-83 intervals therefore, the Tibar East Timor Partnership was categorized as “Satisfied”. The gap between expectations and reality <1 is already good. The aspect that has the biggest GAP is the Energy and Resources Management Aspect with an Average Gap of 1.0. Whereas the aspects that have the smallest GAP are the Port Ecology Management Aspect and the Science and Technology Aspect Imaging and Social Participation with an Average Gap of 0.8. The indicators that must be considered are those in quadrant I: Noise control (noise pollution), Conservation, and ecological protection (interaction of living things and the environment) of the port, Quality management of clean water sources.

Current trends in ports management; however, suggest existence of numerous inefficiency challenges reflected in long ship turnaround time, increasing trend of cargo dwell time, high cargo pilferage risk rate, poor condition of port infrastructure and superstructure, multiple charges and government agencies, cumbersome cargo clearance & examination procedures, port congestion related delays particularly in Apapa and Onne ports, etc. The study identifies the decisive port-related factors constraining the flow of shipping trade in Nigerian ports using a survey to obtain data on the influence of the identified factors on the flow of shipping trade in Nigerian ports. The Principal Component Analysis (PCA) was used to analyze the data obtained. The results indicate that high cargo pilferage risk profile, long ship turnaround time and increasing trend of cargo dwell time constitute the significant port-related factors constraining the flow of shipping in Nigerian ports. It can be concluded that terminal operators should prioritize solutions to the problems of high cargo pilferage risk profile, long ship turnaround time and increasing cargo dwell time, which constitute the major constraints to the flow of shipping trade.

As an archipelagic country, Indonesia needs ferry transportation to connect and support the economic activities between areas bounded by the sea. The famous crossing route is the Merak–Bakauheni one, which connects the Java and Sumatra economic corridors. Many ships operate on this route, but limited port facilities significantly affect the efficiencies of the services provided, hence, they have to be moved. Therefore, this research analyzed the suitability of ships to operate on the eastern crossing. The analysis method used the financial aspect (revenue) feasibility, the suitability of the port infrastructure, and the oceanographic conditions. The financial analysis used the ships’ operating cost method to determine the crossing passage rates based on their specifications. It simulated the ships with various load factors to identify potential gains or losses. Furthermore, the infrastructure suitability analysis used the under keel clearance and comparative methods to compare the suitability of the ship dimensions and tonnage with the port infrastructure capacity. The oceanographic analysis used the Weibull method to simulate the redefinition of the distribution of significant wave heights, which was compared with the ratio of the ship dimensions and wave slope to determine its heel angle using the IMO Weather Criterion method (IS Code 2008). The results showed that the relocation of ships from the Merak–Bakauheni route directly to Eastern Indonesia through the existing crossing routes is feasible from the aspect of shipping safety, but it is not feasible financially or in terms of infrastructure. The Benoa–Labuan Bajo route is a potential new route recommendation, with regulatory support for the operation of ships in the form of tariffs and operational costs, and it permits the use of subsidized fuel. On the other hand, ship owners must consider modifying the ramp door to suit the port wharf structure.
