Abstract:
On 11 April 1997, the text of the Convention on the Law of the Non-Navigational Uses of International Watercourses was presented by the Working Group of the Whole (WG) of the United Nations General Assembly Sixth Committee to the United Nations General Assembly (UNGA). This Convention is based on the 1994 Draft Articles on the same topic prepared by the International Law Commission (ILC). These Draft Articles were approved on second reading by the ILC during its 46th session in 1994 and subsequently submitted to the 49th session of the UNGA in 1994 for consideration by states. By its Resolution 49/52, the UNGA invited states to present written submissions to comment on the Draft Articles and at the same time it proposed that a working group on the whole of the UNGA Sixth Committee be established to convene during the 51st session of UNGA (September-December 1996) to elaborate the text for a convention. During its first session, the WG did not manage to accomplish this task. The final text submitted to the UNGA on 11 April 1997 was the result of the second session of the WG which had deliberated during the period from 24 March to 4 April 1997.

Abstract:
The article gives a brief description of the various species of seals. In the city of Arkhangelsk there is a monument to a seal. Two species of seals live in the coastal waters of Russia: the Steinger seal and the European seal. They are listed in the Red Book. The article analyzes the conventions and agreements on the protection of seals: Convention for the Conservation of Antarctic Seals 1972, the Agreement on the cooperation in research, conservation and management of marine mammals in the North Atlantic 1992, the Agreement between the Government of the USSR and the Government of Norway on Measures to regulate fishing, sealing and protection of seal stocks in the Northeast Atlantic 1957. The decisions of the 51st session of the Joint Norwegian–Russian Fisheries Commission are analyzed. The article ends with an outline of the contribution of the Russian Federation to the rational seal fishery.

Abstract:
A great deal has occurred this year in relation to the regulation of both conventional weapons and weapons of mass destruction. Actually, there is no such dual categorization of arms in international humanitarian law, which regulates all weapons in accordance with certain generally applicable rules in order to prevent excessive suffering and destruction. All of the work and comments of the International Committee of the Red Cross with regard to weapons, whatever their nature from a strategic standpoint, are aimed at assuring the faithful and impartial application of these rules of international humanitarian law.

Abstract:
The debate in the First Committee of the United Nations General Assembly (51st Session, 1996) on agenda items 71 and 75 (disarmament and the 1980 Conventional Weapons Convention) gave the ICRC the opportunity to make the following brief comment on the Advisory Opinion of the International Court of Justice relating to the legality of the threat or use of nuclear weapons:This was the first time that the International Court of Justice analysed at some length international humanitarian law governing the use of weapons. We were pleased to see the reaffirmation of certain rules which the Court defined as “intransgressible”, in particular the absolute prohibition of the use of weapons that are by their nature indiscriminate as well as the prohibition of the use of weapons that cause unnecessary suffering. We also welcome the Court's emphasis that humanitarian law applies to all weapons without exception, including new ones. In this context we would like to underline that there is no exception to the application of these rules, whatever the circumstances. International humanitarian law is itself the last barrier against the kind of barbarity and horror that can all too easily occur in wartime, and it applies equally to all parties to a conflict at all times.
