Abstract:
The objectives of this research were: 1) to study the concepts and theories of educational administration, 2) to study the model of educational management, and 3) to analyze the theoretical tendency and the educational management model in practice. The primary data were collected from the Tipitaka in Thai version of Mahachulalongkornrajavidyalaya University and Commentaries. The secondary data were collected from Buddhist documents, educational administration, and interviews with 10key informants. The collected data were analyzed by content analysis. The research results indicated that: 1) the concepts and theories concerning academic affairs, teaching and learning management and evaluation by information technology, personnel management are an important part to drive the organization into effectiveness by setting job channel and description, and personnel development in virtue and knowledge. The budget is a factor to make the organization achieve its goal. The institutional environment is to support the management and work performance effectively. Furthermore, the participation in educational administration is a key factor to push the operation according to policy and plan. 2) The educational management model based on the Ministry of Education consisted of 4 aspects; Academic management, Budget management, Personnel, and General administration with stability and relevant to the 20-Year National Strategy and Thailand 4.0, by development and empowerment of potential, opportunity, equality of people, and enhancing people's quality of life with eco-friendly system, and educational system and management development. 3) The analysis of theoretical trends and educational management models into practice in 4 aspects; academic affairs, budget, personnel, and general management in practice is to strengthen the stability and reconciliation relevant to modern administration system with innovation and social network by using the educational administration in the digital age integrated with Buddhist principles to become a professional administrator in the present situation.

Abstract:
Have administrative functions of principals changed in schools practicing site-based management (SBM) with shared governance? To deal with this issue we employed the Delphi technique and a panel of 24 experts from 14 states. The experts, which included educational specialists, researchers, writers, and elementary school principals, agreed that the implementation of SBM dramatically influences the roles of the principal in management/administration and leadership. Data revealed that the elementary principal's leadership role requires specialized skills to support shared governance, making it necessary to form professional development programs that adapt to innovations evolving from the implementation of SBM.

Abstract:
Purpose: Effective leadership is about executing the organisation's vision (or redefining and improving it, in some cases), setting direction and the culture for that particular organization, developing people, engaging communities, and creating conditions for successful teaching and learning. But what does that leadership management and administration look like? The recently updated Cameroon Professional Standards for Educational Leaders (CPSEL) identify what an educational leader must develop the ability to Influence Others, Transparent to an Extent., Encourage Risk-Taking and Innovation, Value Ethics and Integrity, Balance Hard Truths with Optimism and do their job effectively in order to demonstrate and sustain effective leadership in today global society. Methodology: There are a number of essential understandings about the Standards that merit attention, since the Standards are based only on literature review and policy analysis evidence. The reality is that the Standards were never designed to be constructed using only literature and policy analysis findings. To be sure, a large portion of the Standards rest on the best available documental analysis of literature and policy documents governing educational leadership and administration. At the same time, the creation of the Standards was predicated on the conclusion that other empirical materials need to be employed in the building process of educational leadership; management and administration standards supporting educational leader’s development in Cameroon. Findings: The CPSEL maintain the same basic footprint of the original standards, emphasizing: Development and Implementation of a Shared Vision and core values of sustainable leadership, Mission, vision and core values of sustainable leadership, Good Governance, Ethics and Professional knowledge and interpersonal skills, Equity and Cultural Responsiveness, Curriculum, Instruction and Assessment, Community Engagement, Recruitment and Selection, School Leaders, Teachers, Students and Community Development, Professional Learning Community for School Leaders and Teachers, Financial Management, Succession Planning, School Improvement for the Future. Elements and indicator examples for each of these standards are included to further define leadership. Unique contribution to theory, practice and policy (recommendation): The paper concludes with elements of all of the leadership standards are organised into inter-related categories with Professional Values and Personal Commitment at the heart of development. These standards emphasize equity, diversity, access, equal opportunity, and empowerment for students, educators, and all members of the educational community as they work together to ensure that all educational practitioners are ready for educational leadership career. CPSEL framework serves as a foundation for educational leader’s preparation, induction, professional learning, and evaluation.

Abstract:
The objectives of this research were to analyse the context and make a policy recommendation on educational management in the situation of the Coronavirus 2019 pandemic for schools under Loei Primary Educational Service Area Office 2 by using policy research methodology. The research was divided into 2 phases: Phase I, context analysis of educational management in the Coronavirus 2019 pandemic situations by group discussion, and phase II, policy recommendation making by connoisseurship. Data were analysed by content analysis method. The results showed that 1)There were 3 aspects of educational management problems in the situation of Coronavirus Disease 2019 pandemic as 1) educational management methods 2) learning management and 3) caring and helping students. 2) Educational management policy recommendation in Coronavirus 2019 pandemic situations of Loei Primary Educational Service Area Office 2 had 3 components: 1) the educational administration; 2) learning management and 3) caring and helping students, there were total 14 policy recommendations.

Abstract:
Educational problems in the life of society and the nation, including educational administration, often require the use of research approaches and methods commonly used in other fields of science. The study of educational administration covers the area of study not only regarding administrative or management functions in education, but also other areas of study such as education policy, human resources, information systems and finance. Using the library method, it is known that research in education administration studies generally uses quantitative, qualitative, mixed quantitative-qualitative, and evaluative approaches/methods. Through a policy analysis approach, which originates from public policy studies, issues regarding education policy as part of education administration can focus on analyzing the substance of the policy in the form of state/government regulations that have been set by policy makers. Various educational policies that have been stipulated by the state/government, are areas of study for policy analysts so that they can be identified as belonging to the category of good policies or bad policies. Normative juridical methods commonly used in the study of law can be adapted as a methodological alternative in education administration research, which is combined with the library method.

Abstract:
Abstract This study aimed to examine the existing situation of educational administration thus developed guidelines based on Sufficiency Economy Philosophy in the five educational extended schools under the Office of Khon Kaen Primary Education Service Area 4. Researchers utilized qualitative method multi-cases design. This study was carried out in two phases involving document analysis, interview and observation to examine the situation of educational administration followed by focus group discussion to develop guidelines. Data was analyzed using content analysis and presented it in descriptive manner. Results from the first phase of the study indicated that stakeholders are meeting together to set the vision and mission which integrated the Sufficiency Economy Philosophy in every administrative aspect in terms of policy. In addition, all the five research schools were implementing the specified mission and vision as they planned. Furthermore, stakeholders participated in planning for academic development and Sufficiency Economy Philosophy was integrated in school curriculum specifically in academic aspect. Improvement in the plan for the following year was conducted through evaluation. The second phase of the findings regarding the guidelines for educational administrators as such administrators and stakeholders should participate in setting policy based on the Sufficiency Economy Philosophy and implement it in school administrative management. Meanwhile the Sufficiency Economy Philosophy should be integrated in school curriculum by having stakeholders worked out the plan for academic development. The implementation of plans should be based on the concepts of saving, worthiness, and optimal outcomes. Finally environmental factors were needed for Sufficiency Economy Philosophy instruction. And the main task of modern management is to create a structure that can constantly learn in the context of the philosophy of continuing education, where the value is experiments, preparedness for the challenges of our time and pedagogical risks, the use of new technologies, innovative and critical thinking, the development of social and emotional competence, an interdisciplinary approach.The need for further research on this topic for the practical use of public administration with the involvement of the public component and the transition to public-public administration of education and partnerships in the New Ukrainian School, support for practical educational reforms by the local community is emphasized. It is emphasized that the lag in the management culture in transition economies impedes the development of all areas of life, which is also relevant for the socio-cultural sphere.

Abstract:
This study refers to the unexplored scientific field of administration in preschool education and comes to investigate the views of teachers working at the public kindergartens of Piraeus region, regarding their educational administration needs and the form of relevant training programs they wish to attend. In Greece, one kindergarten teacher of each school unit is required to perform both administrative and teaching tasks simultaneously, as there is not a separate principal who performs only administrative tasks. This survey was conducted from April to May 2019, whereas the quantitative approach was chosen for the collection of data. The questionnaires were delivered through the e-mail addresses of the kindergarten schools of the Piraeus region. The population of the survey was 150 kindergarten teachers, whereas the sample was 71 kindergarten teachers (response rate 47.3 %). The results of the survey show that the vast majority of teachers regard management training as being a crucial factor of effectiveness, while in terms of training programs they state that they desire a combination of introductory and periodic training organized by institutions such as the Institute of Educational Policy, Universities, the Ministry of Education and the Regional Centers for Educational Planning. In addition, they prefer to attend compulsory and fast-paced training programs whenever there is a change in administrative duties and whenever an educational reform occurs, organized by experienced school unit principals and the Professors of the National Centre for Public Administration and Local Government during working hours with exemption from teaching duties. The results of the present study provide guidance for the development of an educational program for kindergarten teachers in administrative issues.

Abstract:
The purposes of this research were 1) to study the state of problem in complex administration of School Under the Secondary Educational Service Area Office, 2) to develop and propose the administration model complexity of school under the Secondary Educational Service Area Office. Mixed methods research was used for research design. In qualitative research was conducted by using documentary study, in-depth interview with 5 key informants and focus group discussion with 9 experts. Research tools were documentary record form and interview form. In quantitative research, 400 samples of secondary school administrators and teachers were used for data collection and was selected by multistage random sampling. Research tool was questionnaires. Qualitative data was analyzed by content analysis whereas quantitative data were analyzed by percentage, frequency, mean, and standard deviation. Results indicated that 1) the state of problem in complex administration of School Under the Secondary Educational Service Area Office consisted of 4 aspects and overall has shown the balanced level of complexity that was the problem solving consisted of (1) to encourage community to have strong academic administration in academic management, (2) to set up fund raising of resources to support education in financial management, (3) to set human resource planning for educational personnel in human management, and (4) to conduct research for policy and plan development in general administration. 2) The administration model complexity of school under the Secondary Educational Service Area Office consisted of 5 components which were (1) the principle of complexity, (2) the objective of complex administration, (3) process of complex administration, (4) model utilization, and (5) key success factors. Results of validation based on 4 standards in overall was at high level.

Abstract:
Purpose While the current knowledge in the field of educational leadership and management (EDLM) has been primarily based on research produced in English-speaking Western societies, there have been significant efforts by other societies to contribute to the knowledge production, especially during the past decade. The purpose of this paper is to identify the contribution of Turkey to the international EDLM literature by investigating the topical focus, conceptual frameworks and research designs of papers published by EDLM scholars from Turkey. Design/methodology/approach Descriptive content analysis method was employed to examine 315 empirical, review, conceptual and commentary papers published by Turkish scholars in core educational administration and Web of Science journals. The time period of the review left open-ended. However, in practical terms, it begins in the year 1994 when the first article from Turkey was published in any of the selected sources and ends at the end of 2018. Information relevant to the research was extracted from each article and was coded to facilitate quantitative analysis. Using Excel software, descriptive statistics including frequencies and percentages were provided for each research question. Findings Results show that Turkish EDLM scholars mostly rely on survey based quantitative research approach, employing advanced statistical techniques in the analysis of the data. However, mixed method and qualitative studies are relatively less common. Organizational behavior, school leadership and emotions stand out as most frequently used topics, while Turkish scholars are not interested in analyzing the educational outcomes such as student achievement and school improvement. Consistent with the findings related to topical foci, a large number of those who were interested in correlational studies examined the relationship between leadership roles and organizational behaviors. Research limitations/implications The data set only included journal articles and excluded conference proceedings, books and theses/dissertations. Nevertheless, the authors believe this review adds significantly to previous reviews of local EDLM journals conducted by Turkish scholars. The authors concluded that the Turkish scholars should direct their future research to exploring and better understanding the practices of Turkish principals in schools by: diversifying their research topics; incorporating more qualitative and mixed-method designs; and taking into account specific features of the culture and educational system in Turkey. Practical implications Based on the current higher education context, reducing scholars’ teaching load, diversifying research funding opportunities, and modifying access to tenure tracks seem necessary interventions to support EDLM research with strong ties to practice and to the sociocultural context. In addition, policy changes aiming professionalization of administrative positions and establishing some forms of formal training for school principalship are needed. Such changes can help transfer the knowledge produced by the Turkish EDLM researchers to the practice and provide solutions to problems related to school administration. Originality/value This paper will add to recent effort to identify how a developing nation outside Western perspective approaches the field, and contributes to the global knowledge base.

Digital natives are unlimited digital information sources to provide convenience in accessing of digital information sources. It’s developed in the Industrial Revolution 4.0, which were marked by the rapid advancement of information technology and which had an abundant impact on people accustomed to receiving high-speed information. The government in the Indonesian National Qualifications Framework policy under Presidential Decree No. 8 of 2012 has outlined the importance of fulfilling educational qualifications for each profile of its graduates to have the competencies needed in the world of work. There needs to be a careful and thorough evaluation step to see whether the campus authorities can meet the competency standards and this problem then motivates researchers to conduct little experiments on using Google Apps to manage office administration and non-conventional learning models by looking at the relationship between the required competency standards and the learning received by students. Abstract:
The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». In 1975, the fourth Annual Conference of the British Educational Administration Society (BEAS, now BELMAS) had as its theme ‘Autonomy and Accountability in Educational Administration'. In their concluding comments, the editors of the published Proceedings wrote: ‘Our concern has been with accountability and autonomy, not as alternatives, but as significant and meaningful concepts which need to be better understood in relation to each other, having regard to specific organisational settings.’ This is the same connection that the then newly installed coalition government made 35 years later in their 2010 schools White Paper, a major policy document. The emphasis on this theme had persisted and indeed grown sharply during the intervening period. This trajectory is outlined in the article but its main purpose is to analyse the forces underlying what has become a preoccupation in English schools policy, making some reference to international evidence and practice. It is argued that the last six words of the quotation above from the 1975 editors' conclusion, ‘having regard to specific organisational settings’, were particularly significant and are highly relevant to an explanation of the staying power of these concepts.

Abstract:
The article is devoted to the formation of the integrity of future specialists in the context of the state educational policy and the practice of educational activities of higher education institutions of Ukraine. To achieve the goal of the article, general scientific methods were used: analysis, synthesis, specification and generalization. It has been established that modern scientific research presents a philosophical, legal, sociological, pedagogical, psychological understanding of the phenomenon of integrity. The main approaches to defining the category «virtue» are characterized. The works of foreign researchers and current regulatory documents on issues of integrity in the field of public administration were analyzed. Emphasis is placed on the importance of promoting the ideology of integrity at the state level. The expediency of introducing educational components that specify the standards and principles of integrity in future professional activity, form a culture of integrity of participants in the educational process, in the professional training of students of various specialties in higher education institutions of Ukraine is substantiated. It was emphasized the need to introduce the program learning result «observance of the principle of integrity» when updating the educational programs of the fields of knowledge 01 «Education / Pedagogy», 05 «Social and behavioral sciences» and 07 «Management and administration». Emphasis is placed on the need to combine formal and informal education on issues of integrity at the stage of education in higher education institutions. The possibilities of informal education for the self-development of integrity of future economists and managers are analyzed.

Abstract:
Public participation in the management of an educational organization, which has a tradition in Russian educational practice since the XVIII century, is an integral part of its management activities. One of the fundamental principles of the relationship between the state and its citizens is the right of society to participate in governance. The state in educational policy, the National project “Education” considers the formation of state-public management of an educational organization as a priority in its activities, understanding the importance of public participation in education management. At the federal level, the rights and obligations of participants in educational relations are defined. The article gives several definitions of the concept of state-public management of education, which reveal the essence of this process. Most Russian scientists understand the state-public management of education as constant participation in the management and interaction of two subjects expressing the interests, policies of both the state and the interests of society and the population. The author analyzes the historical experience of managing education with public participation, noting that the insufficient development of democratic institutions in Russia until the second half of the XIX century prevented the establishment of a dialogue between the authorities and society in matters of education. The Zemstvo reform of 1864 became the catalyst for the process of public participation in the management of education. Further, the author characterizes the activities of public governing bodies of educational organizations, such as the School Council, the governing council, the board of trustees, etc. The article presents a theoretical understanding of the forms of public administration, examples of successful educational practices are given. The federal law “On Education in the Russian Federation” defined the requirements for taking into account public opinion when making a number of managerial decisions by the heads of educational organizations, granted the right to teachers, students and their parents to participate in management. Emphasis is placed on a list of a number of reasons that impede the development of public participation in the management of a general educational organization, and directions for optimizing the management process are proposed.

Abstract:
Introduction. The main instrument of the society political system is the state, which through management mechanisms influences the processes taking place in the education field. Public management of the higher education modernization process is to achieve a managed positive qualitative change in the educational system of Ukraine, which includes a number of essential components: innovative processes management in higher education, their financial and logistical support; the implementation of processes regulation of advanced educational technologies; clearly planned and coordinated management of the modern promising human resources development in the education field. The purpose of the article is to reveal the theoretical and methodological foundations of administrative and strategic management of the educational services system for the successful administrative influence formation of the state on the modernization processes in higher education in Ukraine. Results. Theoretical approaches to the definition of the conceptual and categorical apparatus of “administrative management of higher education”, “the higher education system strategic management”, “public management of higher education modernization” are studied. The state policy realization features of the higher education domestic system modernization in the direction of its European integration are considered. The structural and functional features of state management of modernization processes in the higher education field are highlighted. The peculiarities of the regulatory framework formation in this area are revealed. The conceptual principles of the process administration of higher education modernization in the context of modernization, European integration, and innovative transformations in the higher education system of Ukraine are studied. Conclusions. It is proved that the administrative and strategic management of the higher education system leads to the settlement of supply and demand in the educational services market. The directions of the higher education modernization strategy and mechanisms of state management of this process are determined. The appropriate content and forms of public administration of innovative development of the educational sector are developed. The necessity of applying the experience of EU countries, in particular, Slovakia, in the conceptual foundations’ formation for the management of the higher education modernization process in Ukraine is substantiated. Some problems in higher education institutions need a further urgent solution, in particular: inefficiency of management processes, insufficient logistics, low level of scientific and technical potential, etc. Keywords: administrative management, strategic management, public administration, education, modernization.

In article the author considers the complex of measures of state and municipal occupational health management in institutions of higher education. The article also discusses the main problems of implementing the state policy in the field of labor protection, aimed at preventing industrial injuries and occupational diseases, ensuring the social protection of the workforce and students through the organization of coordinated interaction of subjects of management at all levels, the introduction of economic methods of management, development of social partnership. In this paper the essential theoretical aspects of labour protection in the Russian Federation, the problems of administrative-legal regulation of relations in the sphere of labour protection and the ways of its solution, justifies the author’s position on the subject. The level of effectiveness of the implementation of state management of labor protection in the Russian Federation depends on the dynamics of implementing the system specific security and occupational health aimed at the prevention of accidents, incidents, dangerous occurrences and damage to health. The problem of labour protection in the field of education is one of the topical, as every year in educational institutions of the country injured thousands of children and adolescents, the disabled, dozens of children die from injuries sustained during the educational process. The article may be of interest to researchers, teachers, postgraduates and students of educational institutions of higher education, employees of public administration.

Abstract:
Risk management is an issue that has been previously addressed in recreation and athletic professions. The litigious nature of today's society requires that risk management procedures and policies be in place in recreation and athletic facilities. An institution that has implemented risk management procedures will better protect itself from costly litigation. This article is a follow-up to a 1997 article by Mulrooney & Green that discussed the overall risk management process and presented a risk management paradigm for recreational sport facilities. The purpose of this study was to examine college recreation facilities to elucidate if risk management procedures were in place in light of Spiegler v. State of Arizona (1996). This case resulted in a $5,000,000 verdict for the plaintiff, a result that might have been avoided with a properly developed and implemented risk management program. The study also examined the importance administrative personnel placed on having a risk management policy, and to what degree risk procedures and risk management training were implemented. A questionnaire designed and validated for utilization in a previous study was sent to 178 Division 1 universities throughout the United States. One hundred and twenty-three respondents completed and returned the survey. Based upon the results of the study, it is evident that the importance of risk management and its impact on liability reduction has not reached the administration of campus recreation and sport programs.

Abstract:
The main question raised in this article is how educational reforms reflect convergence or divergence between the English, the Norwegian and the Swedish educational systems. We claim that the answer depends on how convergence is conceptualised. At the level of decisions on tools, the countries seem more similar than two decades ago. However, to explain policy changes our analytical perspective must be broadened. We demonstrate how values based on different welfare state models, political economies and different types of institutional evolution can explain processes of change in education over the last decades. In paying attention to broader processes of change, a certain degree of variation occurs. The countries seem to develop according to nationally specific trajectories: England has strengthened the liberal and elitist values of education while social democratic values of comprehensiveness and equality have impact on the aims and effects of policy tools in Norway and Sweden.

PurposeThis paper aims to apply the garbage can model to identify factors that affect managerial decision-making processes in educational systems undergoing reforms.Design/methodology/approachThis paper used a qualitative approach using semi-structured interviews with 39 teachers and managers in schools undergoing a system-wide reform.FindingsThe paper presents examples for a typology of decision outcomes found in the model and provides explanations for their emergence. It shows that there are many challenges that are associated with reform implementation and suggests factors that need to be taken into account when planning and implementing a reform.Originality/valueSchool management and policy makers can learn about the risks that are associated with garbage can decision-making and the various risk factors. Practical suggestions are given to reduce the probability of suboptimal decision-making.

Abstract:
Purpose The purpose of this paper is to explain the global, historic context of public administration and the specific British context of teaching and research for public administration. Also, it asks the question, “is twenty-first century public administration still ‘fit for purpose?’”. Design/methodology/approach The paper is a personal reflection on the changes to public administration and management during the twentieth and early part of the twenty-first century, in particular how the UK Learned Society has responded to a number of global, policy and cultural changes. Findings The findings demonstrate how the UK Joint University Council (JUC), representing public administration, has responded to changes, in particular to recent forces impacting on HE and training providers. It includes the outcomes of a series of recent UK debates as JUC approaches its 100-year centenary in 2018. It concludes by showing that public administration research, teaching and scholarship are as necessary, if not more so, in 2018. In particular, issues such as accountability, legality, integrity and responsiveness, the overall ethical guidelines are vital for both public and private educational curricula. For either theory building or empirical descriptions, public administration research can still positively contribute to the wider economy Research limitations/implications As a personal reflection, the findings are offered to add to a debate on the future of public administration scholarship in the UK, and much wider afield. Practical implications The contents should be of benefit to academics, policy and practitioners in the field of public administration and management. Social implications This study has wider societal implications, as all states are facing growing social problems and a need to seek novel ways of delivering public services. Originality/value Though the paper is a personal reflection, and may therefore be challenged, it is based on wider literature to support the claims being made.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Abstract:
IntroductionIn 2015, the Centers for Medicare and Medicaid Services developed a national quality bundle for the management of patients with severe sepsis and septic shock (SEP-1). Despite performance improvement measures, compliance remains low. This needs assessment is the first stage of a quality improvement initiative to improve SEP-1 compliance. Using a conceptual outcomes framework, this needs assessment analyses SEP-1 compliance data, knowledge, and competence to identify gaps in care and educational opportunities.MethodsThe needs assessment began with a review of national and statewide SEP-1 compliance data to identify a need for improvement. The needs assessment proceeded with a retrospective chart review to evaluate process measures and identify which providers would most likely benefit from educational interventions. A focus group provided perspective on the chart review findings.ResultsDuring the period of 1 April 2017–31 March 2018, national SEP-1 compliance was 51% and compliance at the studied institution was 19%. The chart review included 51 patients (66.7% severe sepsis, 33.3% septic shock). Frequently missed SEP-1 measures included administration of intravenous fluids (0% severe sepsis, 58.8% septic shock), repeat lactate levels (52.6% severe sepsis, 60% septic shock), documentation of volume and tissue perfusion assessment (58.8%), vasopressor administration (73.3%) and administration of broad-spectrum antibiotics (76.5%, severe sepsis). Focus group perceptions identified themes related to gaps in declarative and dispositional knowledge.ConclusionsThis educational needs assessment highlights gaps in SEP-1 clinician performance, competence and knowledge. A multifaceted education programme is the next step for this performance improvement project. Education should include a series of meetings, activities, and workshops that include declarative knowledge, procedural knowledge and dispositional knowledge. Simulation activities can provide an opportunity for providers to demonstrate competence. Point-of-care prompts and performance measurement and feedback of patient care data can support clinician performance. This needs assessment underscores the need for a multifaceted approach to clinician education and performance to improve SEP-1 compliance.

Abstract:
In Thailand context, Faculty of Islamic Sciences (FIS), Prince of Songkla University, Pattani Campus, is one of the higher educational institutions which plays a vital role not only in disseminating knowledge related to Islamic studies disciplines but also serving as an impetus to the development of Muslim community in southern part of Thailand in particular. This study aims at examining the ongoing development of one of the programs offered by FIS i.e., Islamic Educational Administration and Management Program. The focus will be given to its contribution and proposal for the development that would result in strengthening the program to achieve the desired goal. Documentary analysis is used for the study. Moreover, presentation of the result will be narratively described. It is hoped that the study would give some guidelines for policy implication.

Abstract:
The sphere of education is in the center of attention of modern scientific research and political observations. The list of developed countries of the world has always been leading countries that are able to create a highly efficient and up-to-date and a flexible educational system. Practically all countries, which show a rapid economic growth, the development of education is one of the priorities of the state policy. In the context of modern financial constraints, it is necessary to effectively use the existing financial potential. In this regard, one of the most important components of public administration is budget management directed to the development of the education sector. In this research are presented some issues of effective management of higher education system and is analyzed the international experience in this field. Also the peculiarities of Armenian Higher Education sector are given from the point of view of state policy.
